sponsor free federal and state
income tax preparation program to individuals and families
with a combined income of
$56,000 or less who need help
preparing their tax returns.
Working with the Internal
Revenue Service (IRS) and the
state of Colorado, volunteers
provide basic income tax return
preparation with electronic filing.
If interested in this free service, please bring the following:

Adams City students
help with tax filing
COMMERCE CITY — Students at Adams City High
School are helping residents
prepare their taxes as part of
the free Tax Help Colorado
program.
IRS-certified students at
four Colorado high schools,
including ACHS, will be on
hand on Saturdays through
April 11 to help individuals
and families with household
incomes below $52,000 file
their taxes for free.
The program is a partnership between The Piton
Foundation and the Colorado
Community College System,
with students taking accredited courses on income tax
preparation and then operating the free tax sites.
By participating in the
Tax Help Colorado program,
Adams City High School
students are gaining valuable
work experience preparing tax returns along with
exposure to careers in the
accounting field. In addition,
they are providing an important service to their community by helping to alleviate
the financial burden of tax
preparation on lower-income
households.
“We are very proud of the
students at Adams City High
School who are participating in the Tax Help Colorado
program,” says Melissa Viola
of The Piton Foundation. “Not
only are these students learning how to prepare taxes
and taking a series of tests
to become IRS-certified, they
are sacrificing their Saturdays to help Commerce City
residents. We are impressed
by their dedication, and we
are grateful to them for their
willingness to volunteer their

City High School is open 9 a.m.
to 3 p.m. Saturdays through

East project to industry

DENVER — The extensive I-70 East project
slated from Interstate 25 to Interstate 225
— including new Express Toll lanes and the
removal of the 50-year-old I-70 viaduct — was
detailed last week to hundreds of industry
representatives at the National Western Complex.
Those representatives — on behalf of construction, design and traffic industry groups
who would potentially be part of the project
— gathered March 11 and 12 to hear from
the Colorado Department of Transportation
(CDOT) and High Performance Transportation Enterprise (HPTE)as they delivered an
in-depth overview of the proposed improve-
ments to I-70 East.
CDOT Executive Direction Shailen Bhatt
joined Denver Mayor Michael B. Hancock and
Tom Clark, Executive Vice President of the
Metro Economic Development Corporation,
in addressing those gathered.
“I-70 East is poised to become the largest project CDOT has ever undertaken. We
are looking for a partner that can deliver the
best deal to Colorado while also meeting our
commitments to the local community,” Bhatt
said.

the upcoming United Power direction election will be on hand to
discuss their candidacies during
a candidate forum from 6 to 7:30
p.m. Wednesday, March 18, at the
MetroNorth Chamber of Commerce office in The Orchard Town

BRIGHTON APPROVES STRICT NEW LIMITS
ON HOME-GROW MARIJUANA OPERATIONS

BRIGHTON — City council approved the final reading of an ordinance governing marijuana home grow
operations during its March 3 council
meeting, despite two more attempts
to make ordinance less restrictive for
residents.
The ordinance was adopted in a
unanimous 8-0 vote and stipulates the
cultivation area is limited to 50 square
feet in a home, 35 square feet in a
multi-family home and 50 square feet
in a detached accessory structure such
as a garage or shed. A resident can
cultivate marijuana in both their home
and detached accessory structure, but
the maximum cultivation area cannot
exceed 100 square feet for single family
homes and 75 square feet for multifamily homes.
The rules also mandate at least
24 inches of clearance between the
marijuana and the ceiling. Additionally,
the rules prohibit the use of industrial
lights, such as metal-halide lighting or
high-pressure sodium lighting, in cultivation areas. Cultivation of marijuana
must be done by the property owner
or with the written permission of the
property owner.
The adopted ordinance reflects
an amendment council made during
council’s Feb. 4 meeting, where council
decided marijuana could be grown in a
fully enclosed and locked space, keeping with the spirit of state law. The
ordinance originally put restrictions
on which rooms marijuana could be
grown in.
After thinking about the ordinance over the last couple of weeks,
Councilman Ken Kreutzer initiated
a motion to increase the size of the
area where marijuana could be grown
from 50 square feet to 100 square feet.
Kreutzer wondered if the city is setting
residents up for failure by making the
local restrictions too strict.
Mayor Pro Tem Kirby Wallin
brought up the research conducted
by the planning department on how
neighboring municipalities are restricting the space where marijuana is
grown. He said 14 of the municipalities
didn’t limit the space where marijuana
could be grown, that one municipality had a limit of 180 square feet, five
municipalities had a limit of 100 feet
and one municipality had a limit of
50 square feet. He pointed out these
municipalities may have thought 50
square feet was to small.
Councilman Mark Humbert thought
the way the ordinance is split up is rea-
sonable and fair and that he was okay
with it.
The motion failed 5-3, with Council members Joan Kniss, JW Edwards,
Mark Humbert, Lynn Baca and Rex Bell
opposed to the motion and Mayor Pro
Tem Kirby Wallin, Kreutzer and Councilwoman Cynthia voting in support of
it.
A second motion, initiated by
Wallin, to remove the restrictions on
lighting failed 6 to 2. Council members
Kniss, Edwards, Humbert, Baca, Bell
and Martinez had the dissenting votes,
while Wallin and Kreutzer voted in
support of the motion.

Traditional gas tax falls further
behind in funding infrastructure

t Casa de Sanchez in North

some of his coworkers during a break from their job repairing home exteriors. They drive a
lot and have been relishing recent
low gas prices.
“I would say we cut back a
good $600 to $1,000 a week,
maybe,” Ali said, adding they are
not keen on handing that money
back to the government through a
higher gas tax.
“I mean, of course not,” he said.
It’s no secret that America’s
roads are in trouble. Highways,
interstates and bridges are crumbling and there’s an estimated $90
billion annual shortfall to make
the fixes.
So, many lawmakers are saying
now is the time to raise state and
federal gas taxes, which have been
the main funding source for road
infrastructure for decades.
It may be politically unpopular, but Wyoming and Iowa have
raised gas taxes in recent years,
and other states are seriously considering it. But, even that may not
be the long-term solution to the
widely deteriorating infrastructure.
“As a form of revenue that goes
long term into the future, the gas
tax is a dying tax,” said Amy Ford,
communications director for the
Colorado Department of Transportation.
Colorado’s state gas tax is a
consistent 22 cents per gallon no
matter the price of gasoline. It
hasn’t been raised since 1993. The
federal portion of the gas tax is
18.4 cents per gallon, which hasn’t
been raised since the same year,
and it monetizes the U.S. Department of Transportation Highway
Trust Fund.
Rep. Earl Blumenauer, D-Ore.,
is pushing legislation to increase
the federal gas tax by 15 cents over
the next three years, matching
a proposal that was included in
the 2011 Simpson-Bowles budget
reform proposal, according to The
Hill, the political website. The report said the Highway Trust Fund
will go bankrupt this spring unless

Congress acts to replenish it.
According to an Inside Energy
analysis, if you account for inflation, CDOT is taking in 30 percent
less money from gas taxes now
than it did in 2000.
The trend is going ever downward, despite a statewide population increase of a million people
since 2000. That’s more cars and
trucks pounding out more miles
on Colorado roads, shelling out
less money in gas taxes.
Increasing the gas tax would
help, but the problem is not just
inflation – it’s bigger.
“I am the epitome of the challenge we have here in Colorado
and really through the country,”
CDOT communications director
Ford said, from behind the wheel
of her Toyota Prius, which her husband converted to a fully-electric
vehicle.
She rarely ever buys gas and
thus rarely ever pays gas tax. Fuel
efficiency is set to only get better,
and younger generation drivers
are putting fewer miles on their
odometers.
Lone Tree Mayor Jim Gunning
is part of MPACT 64, a group of
government leaders representing Colorado counties. They have
been polling the public to gauge
approval of potentially raising
the gas tax by 15 cents per gallon,
as well as other infrastructure
funding options that may be more
sustainable.
They range from a slight
increase in the state sales tax to an
idea being studied by 11 Western
states, in which, instead of paying
a gas tax, the state would track
drivers’ miles and charge a fee
based on that figure. Both Oregon
and Colorado are starting pilot
projects this year.
The Oregon DOT is looking
for volunteers for its pilot, saying
that the drivers will monitor miles
driven using everything from a
GPS tracker to an odometer device
to a daily diary. “GPS will be the
most hassle-free option,” said
Michelle Godfrey, a road usage
charge program spokeswoman, in
a story by the Oregonian newspaper. “But it’s also the option that
people tend to dislike the most.”
Lone Tree’s Gunning agreed.
“When we polled that, it’s extremely unpopular,” he said, noting a paltry 24-percent approval
rating in Colorado for the so-called
road usage charge. “People were
concerned that we’re going be

Moving back to Casa de Sanchez, the restaurant is basically
in the shadow of Colorado’s top
road infrastructure priority, the
long, six-lane overpass called the
Interstate 70 viaduct. Not only is it
a top priority, but at $1.2 billion its
demolition and replacement will
stand as the most expensive project CDOT has ever undertaken.
The state plans to fund it with
some temporary money from the
legislature, and another strategy
that will likely become a lot more
common in the future – entering
into a partnership with a private
company. The company will get
its money back over the long term
by opening toll lanes on the new
stretch of road.
Still sitting inside the restaurant, Fareed Ali listens to some of
the other infrastructure funding
models being discussed by government leaders, and changes his
mind. He definitely doesn’t want
the GPS monitored highway usage
fee.
“I think that’s horrible. All I
can say is government’s going
to take over everything,” he said.
“Um, I’d probably go for the gas
tax, the higher one. I’d rather just
pay at the pump.”
Trouble is, with changing fuel
standards and driving habits, that
may not be a viable option in the
future.

BETTER TO BE A NITWIT THAN A TRAITOR?

o now we learn the truth
about the Tehran 47’s
open letter to the Iranian
mullahs.
It wasn’t about “TRAITORS,”
as the New York Daily News
headline screamed. It was closer
to “idiocy,” as the slightly more
dignified New York Times editorial board suggested.
It seems — and this may not
be a shock — that the 47 letter
signers, including Colorado’s
own Cory Gardner, had no idea
what they were doing. That’s
the only logic that makes any
sense: They had no idea it
would cause such controversy.
They had no idea that it was
anything other than another in
an endless series of shots taken
at Barack Obama. They had
no idea it would be even more
incendiary than the Bibi invite.
And, besides, you think any
of them had ever heard of the
Logan Act? (Had you? I know I
hadn’t.)
That has to be the answer,
doesn’t it?
Maybe. It’s certainly the
answer you get if you read
John McCain’s near-admission
to something resembling
idiocy. It was McCain who told
Politico that the 47 signing
senators were rushing out of
town because of an impending
snowstorm — and might not
have taken enough time to fully
consider the consequences.
And so it seems as if climate change made them do it,
although not man-made climate
change, of course.
Here’s the McCain explanation if you missed it: “It was
kind of a very rapid process.
Everybody was looking forward
to getting out of town because
of the snowstorm. I think we
probably should have had more
discussion about it, given the
blowback that there is.”
Yes, more discussion might
have helped. More discussion
might have led someone to
foresee that this letter would
force those Democrats willing
to line up with Republicans on
Iran to have to choose — and
that they would obviously
choose Obama. More discussion
might have led someone to suggest that this may be the worst
Iran-related idea out of Washington since Bud McFarlane’s
alleged cake.
I mean, when they signed
the letter, could the 47ers really
have expected that respected
foreign policy experts would
write that Republicans hate
Obama more than they hate a
nuclear Iran?
Did they see a #47Traitors
Twitter hashtag trending?
Could they have guessed
that Harvard law professor Jack
Goldsmith would write that
the constitutional lesson in the
lesson actually got the constitutional part all wrong?
For an answer read the Politico story. Or if you’re rushed
by the weather, all you have to
do is read the headline: “Iran
Letter Blowback Startles GOP.”
They never saw it coming. And,
oh, it was idiocy, all right, and
on almost every count. Except
for the treason part. Come
on, these guys aren’t traitors.

Student debt a ticking time bomb for families, grads

here’s a generational time-bomb
ticking — and the student debt crisis
is the trip wire.
Adults under 35 disproportionately bear
the brunt of escalating inequality.
America’s educated youth are graduating into an economy with stagnant wages
and a torn safety net. Federal and state budget cuts, meanwhile, have spiked tuition
costs and cut public services that aid young
workers, such as transportation and affordable housing.
A rumble of legitimate discontent is
mounting from the 40 million Americans
saddled with student debt totaling $1.16
trillion — a number expected to increase
to $2 trillion by 2022. College debt now
touches one in five U.S. households and
exceeds total credit card indebtedness.
The most frustrated students are blocking highways over tuition hikes. Others are
launching “debt strikes” by refusing to pay
the for-profit schools that bilked them.
Many more are defaulting after facing
the stressful realization that they can’t find
a job that pays enough to repay their debt.
Over half of outstanding student loans
are presently in deferral, delinquency, or
default.
The student debt debacle has huge
implications for the future. The average
college graduate is now almost $30,000 underwater, with some on the hook for over
$100,000.
This debt keeps young people from
starting families, buying houses, and taking
risks on new businesses. It also exacerbates
the growing problem of wealth inequality
and declining social mobility, since it gives
debt-free graduates from wealthier families
an enormous head start over their peers.
Many baby boomers without kids in college don’t fully appreciate how the economy is tilted against the rising generation
— or how much higher education financing
has changed from previous generations.
Since the 1970s, tuition rates have risen
over 1,000 percent, while state funding of
universities has declined by 40 percent. And
the proportion of young Americans with
education debt more than quadrupled,

they could afford with only a summer job.
Lawmakers should reverse the cycle of
state budget cuts in higher education that
shift tuition costs onto students and their
cash-strapped families. Some states are
considering creating “opportunity trust
funds,” capitalized by state estate taxes on
the richest 1 percent, to finance debt-free
public education.
The national Strike Debt movement
calls on Congress to spend an additional
$15 billion a year to make public education
free. They could accomplish this by cutting
out for-profit colleges and the parasitical
college loan industry, and by simplifying the
existing labyrinth of education subsidies.
The vast majority of college debtors still
suffer in isolation, viewing their struggle as
a personal problem, not a societal issue. But
this is about to change. When college debt
borrowers wake up and flex their political
muscles, they’ll be a force to be reckoned
with.

holding mortgages, car loans, or credit
cards. Servicers can garnish young graduates’ wages and disability payments to get
their due.
And not even bankruptcy can cancel out

into default can lose their professional certifications and even their driver’s licenses.
Imagine borrowing money to get a nursing
or cosmetology degree, falling behind in
your payments, and having your source of
livelihood revoked.
It doesn’t have to be this way. Other
countries have offered free public higher
education for decades.
In the 30 years after World War II, the
government expanded access to debt-free
college for millions of Americans. These
included GI Bill recipients, but also millions
of men and women without military service records who attended the great public

Obama bashers.
In any case, the McCain
explanation wasn’t the only
one. Rand Paul’s explanation,
for example, had nothing to do
with the weather. Paul signed
the letter, after all, even though
he’s the rare Republican who actually thinks that Obama should
be negotiating with Iran.
His explanation?
Paul signed the letter, he
said, because he wanted “to
strengthen the president’s
hand.” That’s what he said.
Cory Gardner, meanwhile,
blamed Obama for reacting
to the letter that undermined
Obama. What else? According
to Gardner, the real problem
was not with the letter, but
with the Democratic response.
If only they had ignored it, as
the snow-swept Republicans
apparently expected them to.
Gardner told the Denver
Post that Obama’s reaction was
all about distracting people. If
that sounds familiar, it’s only
because during his Senate
campaign, Gardner called virtually every criticism pointed at
him a bid to distract people.
And so in going after Obama,
he tried this for old time’s sake:
“If you listen to the reaction of
the administration, they are in
hyperdrive trying to downplay
what’s really at stake. That’s
why the president is trying so
hard to distract people from
the real issue.”
Of course it was the Republicans who provided the
distraction by writing the
letter. They distracted everyone from the Hillary Clinton
email scandal that was going
at full boil. Instead, the letter
demanded a choice: Would you
vote for someone who used a
private email server or someone who offers constitutionallaw courses to enemy mullahs?
My favorite part of Gardner’s explanation came when
he was asked how this letter
helped him fulfill his campaign
pledge to work to end Washington dysfunction. He said
that “Iran was a prime example
of where we can and should
work together.”
Tom Cotton, who wrote the
letter, must have agreed, sort
of. He has insisted the letter
wasn’t meant to be for Republicans only and that he had
approached Democrats about
signing it. But Politico couldn’t
find a single Democrat who had
been approached, and, as far as
I know, Cotton hasn’t volunteered any.
But then again, he may have
been distracted. There’s no
snow this weekend, but, you
know, it’s starting to look like
spring. And a young senator’s
fancy lightly turns to… the
next fight.

WASHINGTON WEATHER WIMPS STRIKE AGAIN

hat’s wrong with Washington?
I’m not talking about goofy political
antics, like James Inhofe’s latest bid to
disprove climate change.
In case you missed it, the chairman of the
Senate’s Environment and Public Works Committee gave a mind-numbing speech a few
weeks ago in which he muttered about February’s “unseasonal” weather, ice ages, polar bears,
and terrorism.
At the start of the Oklahoma Republican’s
22-minute ramble, he slipped a snowball from
a Ziploc bag and tossed it from his Senate floor
perch. Mashing together weather and climate,
Inhofe said the Earth can’t possibly be getting
any warmer if it still snows in our nation’s capital.
Even Fox News Radio taunted the nation’s
most prominent climate denier about this stunt,
quoting from one of his books and running
the headline “James Inhofe: There Is No Global
Warming Because God.”
Money, actually, powers this delusion. Fat
contributions from oil, gas, coal, and utility
companies explain why politicians like Inhofe
are still ignoring the overwhelming consensus
among scientists that makes addressing climate
change a top priority.
What I don’t get is why the 6 million people
who make their homes in the District of Columbia and its suburbs cower whenever winter does
its thing. No lobby fuels that.
Entire school systems in the nation’s seventh-biggest metropolitan region may open late
or close altogether because of botched snow
forecasts followed by slushy streets. The Metro
system slows down and trains can’t service all
stations when rail lines ice over. Garbage piles up
and accidents clog the roads when it snows.
After living here for nearly 20 years, I’m never
surprised when temperatures dip below the
freezing point between the months of November and March. Or when snowflakes flutter from
the sky. I realize that snowdrifts bury cars and
skim the bottoms of stop signs once every five
years or so.
That’s why the whimpers irk me as much
as the area’s systemic failure to hack winter
weather. On crowded elevators, I struggle not to
blurt “This isn’t Florida: Bundle up or shut up”
at complainers who won’t wear a hat, a scarf,
gloves, or a good pair of boots.
If they would just stop whining, these folks
might take advantage of the freedom cold bouts
bestow upon you to sleep in, cradle a good book,
or cook up a storm.
I live in Arlington, Virginia. It’s the nation’s
most-educated county, but lately my secondgrader and third-grader haven’t spent much
time with their teachers. During the first week
of March, the local authorities shut schools on
a snowy Monday, whittling a three-day week to
just two days of instruction.
You see, the school system had already
canceled all Thursday and Friday classes to give
the parents of kids in elementary school time
to meet with teachers. When it snowed again,
Arlington Public Schools locked us out, too.
My family made the most of winter’s final
blast by heading to Davis, West Virginia, for two
days. We cross-country skied, slid down North
America’s longest sled run, and stomped around
in the sparkling snow.
Spring snuck into town before we returned.
The cherry blossoms will bloom soon. All
that pink will cheer up Washington’s wimps
for a while. Then they’ll start fretting about the
summer heat.

Taxpayers shouldn’t have to mortgage future for Pentagon

ay you really want a sports car, a
vacation, a big new house, or some
other fancy thing you can’t really
afford. You know that if you buy it, you’ll
bust your budget. It would mean a ramen noodle diet and a threadbare closet
from now to eternity for you and your
family.
So maybe you daydream a little. Or
hope to win the lottery. What you don’t
do — if you’re responsible — is mortgage
everything you own to acquire that one
thing you want.
Well, that’s not how things work for
the Pentagon.
In its budget request for the next
fiscal year, the Pentagon has made clear
that it’s ready to break the bank for the
fancy thing it really wants — the F-35
joint strike fighter program.
This platinum-plated spork of an
aircraft is intended to replace the F-16,
F-15, F/A-18, and A-10 jets now in use by
the Air Force, the Navy, and the Marine
Corps.
But it’s hard for anyone to argue with
a straight face that the Pentagon can
afford to spend $1.5 trillion on a single
aircraft program, as the Congressional
Budget Office predicts this obsession
will eventually cost.
It’s hard for most of us to even visualize $1.5 trillion. A trillion is a thousand
billions or a million millions. But let’s
put just the Pentagon’s latest procure-
ment request for the F-35 into perspective.
The U.S. military wants to buy 57
F-35s in fiscal year 2016. That’s 19 more
than the 38 they got in the previous
year’s bill.
If you count just the procurement of
those airframes and spare parts alone,
you’re looking at $9 billion. The total
Pentagon request for procurement is
$108 billion.
So that means fully 8.5 percent of
all Pentagon spending to buy systems
from A to Z — from Apache helicopters
to Zumwalt destroyers — is devoted to a
single aircraft program. It’s staggering.
There are more ways to slice the
budgetary salami. If you look at overall
aircraft procurement and research and
development costs, you’ll see that 35
percent — more than a third of the total
— is dedicated to the F-35’s mammoth
tab.
If you break it down by service, you’ll
find that over a quarter of the Navy’s
“combat aircraft” account for 2016 goes
to the F-35. And for the Air Force, it’s 100
percent. Yes, every dime.
This much is clear: The Pentagon —
particularly the Air Force — is mortgaging the future of not just other aircraft
programs, but all Pentagon procurement, to buy this exorbitant plane.
I sure hope it works, because that’s
one pricey, lonely egg in that basket.

Feb. 20, 1928, to Mary and Ed
Stieber in Weld County and
passed away March 6, 2015, after an illness of several months.
Don grew up on the family
farm in the Wattenberg area
and went
to school at
the Wattenberg School
through the
eighth grade.
He graduated from
Donald Stieber

High School in 1946. While in
the Navy he graduated from
the Training Devices Technician School, Class A, with top
scholastic honors. This led
to his lifelong interest in the
audio-visual field. Don owned
and operated two audio-visual
shops in Denver and retired in
1993.
On Feb. 3, 1968 he married
Vernette Ogle (Jurgensen) in Estes Park and made their home
in Ft. Lupton. As he wrote in the
50th class reunion anniversary
book he kept busy as a cook,
gardener, and janitor.
Survivors include two brothers; Fred of Westminster; and
Rich (Marlene), of Ft. Lupton;
sister Barbara (Bill) Tome, of
Orlando, Fla.; numerous nieces
and nephews and Vernette’s
family, who were very special to
him. Don was preceded in death
by his wife, Vernette, in 2001;
both parents, a sister, Eileen
Parreco, and two brothers, Jim
and Tom Stieber.

Colorado company proposes sending O&G wastewater to Nebraska

A
Colorado oil company’s plan to
dispose of oil and gas wastewater by injecting it into a deep
well in western Nebraska is drawing
strong objections from residents who
live near the proposed site.
Wastewater disposal is certainly not
the most glamorous oilfield job, but
it’s essential to keeping things running
smoothly, especially in Colorado and
Wyoming, where oil wells pump up
significantly more water than oil.
The energy company, T-Rex Oil of
Broomfield, is proposing what would
be the largest operation of its type
in Nebraska, accepting upwards of
80 truckloads and 10,000 barrels of
wastewater a day at the Sioux County
site, NET News in Nebraska and Inside
Energy have learned. The wastewater
would come from Colorado, Wyoming
and possibly some from Nebraska.
The brine would then be processed
on site before being pumped underground. Depths in injection wells can
easily reach more than two miles.
“Our country needs oil and gas very
badly,” T-Rex CEO Don Walford said.
“This services that business. It makes it
safer. It makes it more economical.”
But some Sioux Country residents

would prefer that T-Rex keep the
wastewater in its own backyard. Or at
least not in their backyard.
The proposed well, and the company itself, have come under scrutiny.
“I just have reasonable doubts
about the safety,” said Jane Grove,
whose ranch sits near the well site.
Brian Palm, a rancher and farmer in
the county, worries that the disposal
well could threaten fresh water aquifers – an invaluable resource on the
arid Great Plains.
In 2013, Colorado produced almost
65 million barrels of oil, but almost
395 million barrels of wastewater – the
super-salty, sometimes chemical-laden
fluid that comes up after a well is
drilled, according to figures from the
Colorado Oil and Gas Conservation
Commission. The 2014 numbers are
awaiting 4th-quarter results.
One rule of thumb is that as a well
becomes older in its operational life,
more water comes up with the oil.
Some of that comes from the hydraulic fracturing process, and some
occurs naturally underground. Either
way, it’s an unwanted byproduct that
has to go somewhere.
“Without this water management,
oil and gas doesn’t happen,” said Justin
Haigler, president of Black Bison, Wyoming’s largest water services company.
Boston-based water consulting firm
Bluefield Research estimates the U.S.
hydraulic fracturing industry spent
more than $6 billion in 2014 on water
management alone.
T-Rex Oil has also presented conflicting information about its plans.
It was formed from the remnants of
Rancher Energy Corp, a bankrupt oil
firm, and had little cash on hand in
2014. According to the company’s SEC
filing, T-Rex did not get insurance
“against such things as blowouts and
pollution risks because of the prohibitive expense.”
Even though that kind of insurance
is not required by the state of Nebraska, it’s still a concern for Palm.
“Where is there cash to do their due
diligence and to do this right; to make
it perfectly safe for our aquifer?” he
asked. “What are they going to do to
prove they can do this right?”

Half of last year’s girls tennis team
at Adams City High School returned
for another season. The list includes
all three singles players – Blanca
Hernandez, Magali Palacios and
Dominique Rodriguez – and the No.
2 doubles team of Nohemi Rivera, a
team captain this year, and Dayshalai
Butler, the Eagles’ other team captain.
That’s not all.
“We have a few underclassmen
that I’m excited about,” said coach
Norma Rodriquez. “I hope more will
want to come out. A lot of our girls
have been playing together for years.”
There wasn’t a lot of time for
preseason preparations for the Eagles
this spring.
“We’ve been moving fast,” said
assistant coach Caleb Hare. “We’ll get
people up to speed. The girls have
been great asset. They’ve been passing tips to the new players. The team
unity has been fantastic.”
The Eagles couldn’t chalk up a victory in their first two matches of the
season. Frederick downed Adams City
5-2 March 10, and Gateway stopped
the Eagles 6-1 March 9.
“For the season? I hope to see
more improvement,” Rodriquez said.
“The girls have known each other for
long time. It’s more like a sisterhood
out there, and that makes it so much
fun. We have great leaders on the
court and in school. All of them are
excellent students.”

Wrestling coach’s recovery surprises him and his doctors

MINNEAPOLIS — It’s been just about
a month since doctors removed Brighton
teacher/coach Eric Heinz’s gall bladder, spleen
and pancreas. The reason for the surgery is
hereditary pancreatitis. Heinz and his 7-yearold son, Braden, have the disease that affects
less than 1,000 people in the United States.
Since his operation, Heinz has taken in a
movie, a professional basketball game, visited
the Mall of the Americas, watched some of
the state wrestling championships in his hospital room and graduated to a liquid diet as of
March 2.
“It is true. They have said that my body
has reacted very well,” Heinz said. “I think it is
due to me coming in to it with a strong mind
and as in shape body as well as it could be. My
back is killing me, though, so that’s something new. Also, I miss my kids dearly.”
His pace of recovery surprised his doctors,
too.
“This really surprises my doctors, for
sure,” Heinz said. “I am the first person that
has been released before two weeks. That is
awesome. I have a feeding tube that comes
out of my belly, so I am getting feed by tube
and by mouth – pretty cool.”
The surgery was Feb. 16 at the Mayo Clinic.
“It was so very painful when I awoke
– crazy pain,” Heinz said. “I could not feel
anything but pain. It was awful.”
Aside from visits by home nurses and
doctors’ appointments, Heinz and his medical team are keeping an eye on his lab work.
Doctors transferred pancreatic islets — tiny
clusters of cells — into his liver. If they take,
Heinz will not be saddled with diabetes.
“The islets are responding. So far, it has
been amazing,” he said. “But it takes up to a
year to see the results. I am positive they will
work. I just feel it.”
Heinz may be able to return to Brighton
next month.
“But I must fly back and forth every other
month for a year. So I am not out of the
woods,” Heinz said. “I truly feel, with all that
support I have from home, that it has helped
me. And without my spleen, I am very
prone to infections. So that is scary, too.”

about the volume of wastewater it intends to dispose of
at the site. The injection well
application states “we expect
to have an initial capacity of
up to 10,000 barrels per day,”
while the company’s Decem-
ber, 2014 SEC filing said the
project would have potential
injection rates of up to 15,000
barrels per day.
Perhaps the biggest question is why T-Rex wants to
open up shop in Nebraska at
all. The state is not a large
oil and gas producer, and
companies in Wyoming and
Colorado would have to truck

Marty Gottlob, the company’s geologist, says that low
oil prices make this a good

he said. “Buy low, sell high.”

do come with risks. Inside
Energy has reported that in
North Dakota, for example,
the wastewater spill rate per
well almost tripled between
2004 and 2013.
In Colorado, COGCC
reported more than 14,000
barrels of spilled wastewater,
which can be deadly to soil
and plant life, in 2013 and
grow operations used they concentrate
the light and the heat, so they inherently violate the listing, violating the
building code.
Police Chief Clint Blackhurst said
the ordinance applies to a very small
number of individuals who may be
reckless in their constitutional right to
grow marijuana.
“We will not go out aggressively
looking for violations of this ordinance,” he said.
He said there are instances where
police may be visiting a residence as
part of another call or a crime in progress and police encounter marijuana
being grown in a reckless manner. He
said right now the police department
does not have the tools to protect the
more than 13,500 barrels
through the 3rd quarter of
2014.

wells.

The forum follows the
February recommendation
from the Colorado Transportation Commission to pursue a
Design-Build-Finance-OperateMaintain (DBFOM) method
of delivery for I-70 East. That
DBFOM method shifts more
risk to the private sector,
including long-term costs of
maintenance; annual performance payments would be
made to the private partner
for meeting strict operations
and maintenance standards.
“CDOT will be able to deliver this project beyond what
it could do with its limited
funds by partnering with the
private sector for the construction, operation and maintenance responsibilities,” said
Transportation Commissioner
Chairman Ed Peterson in
February. “The Commission’s
decision was based on being
the best stewards of public
money and trust; however it
is important to note that this
is just one step in a lengthy
process that will include many
more decision points. It is important that we have a feasible
funding plan in place as the
environmental study process
is concluded and a final alternative is chosen.”
With estimates for the I-70
East project currently sitting
at $1.2 billion, CDOT is slated
to follow up the forum with
the release of a Request for
Qualifications, which generally
precedes the formal Request
for Proposal bidding process
to acquire more information
about companies interested in
submitting proposals for the
work.
