COMMUNITY RALLIES FOR BLOOD Donation in Culebra
A record number of our community came forward on January 22 to donate blood to assist
the family of Nydia Nellis Pérez Vega, wife of Neil Romero. Banco de Sangre, a blood
bank servicing Puerto Rico came to Culebra at the behest of Communitario set up in the
Municipal Multiplex Building. There was a steady stream of people from 8 AM to 3 PM;
Larry Torres, Coordinator of Banco de Sangre. estimated there were over 100 pepole who
came to donate blood. The Perez Romero family would like to thanks All sponsors for the
solidarity with this family, that have to go thru this situations, also the persistence of Joanna
Pérez for this initiative. Banco de Sangre plans to return to Culebra in the spring or summer.

Animal Welfare Auction is this Month
La Asociación Protectora de Animales de Culebra es una
organización sin fines de lucro de voluntarios que trabajan
en mejorar las vidas de los animales realengos y sin hogar
de Culebra. Traemos educación a la comunidad sobre el
bienestar de los animales y promover la esterilización de
perros y gatos para combatir la sobre población de animales
en la isla. .Nuestro grupo está diseñando para febrero la
Concientización de los Animales. Nuestra 5ta Subasta
Animal Welfare of Culebra is a non-profit organization
of volunteers who work to improve the life of stray and
homeless animals in Culebra. We bring education about
animal welfare to the community and encourage the
sterilization of the dogs and cats here to combat the
overpopulation of our island’s animals.Our group is
designating the month of February as Animal Awareness
Month. Our Fifth Annual Auction will be held at

En una encuesta que realicé entre conocidos culebrenses; me
pude dar cuenta de que el 100% de los encuestados son de la
opinión que estos supervisores no hacen su labor para con
nuestras comunidades. Es de preocupación general el estado en
el que se encuentran nuestras calles, aceras y algunas residencias
habitadas; otras sin habitar.
En la mayoría de las calles no se puede transitar debido a las
condiciones de las mismas, más los autos estacionados a ambos
lados muchas de ellos sin marbetes, montados en bloques, con
gomas vacías, etc., etc.
De las aceras ni hablar; en ellas se depositan cuanta basura,
materiales de construcción, autos, jet ski, trailers, botes, equipo
pesado, motoras, bicicletas en fin; hay de todo menos espacio
para la gente caminar. ¿Para qué son las aceras? ¿ Por qué se
hacen rampas para impedidos si ni a pié se puede pasar? Nuestros
niños, envejecientes e incapacitados tienen que caminar en la
calle pues no tienen opinión.
Es mi opinión que, a estas personas con problemas de salubridad
se les oriente sobre lo que la comunidad espera de ellos. Mantener
su frente de parcela y sus alrededores limpios no cuesta dinero.
Solamente pensar en sus vecinos y amar a su Isla.
Sabemos que estos supervisores de agencia no van a hacer
nada al respecto si hemos llegado a un estado tan de probable
es porque ellos no han hecho su trabajo. Por lo tanto, ¿Por qué
lo van hacer ahora?
Solamente me resta decirles que en E.U. y P.R. todo que tiene
computadora y conoce de Culebra está leyendo este articulo.
Quizás algún jefe de ustedes lo lea y los diga cómo hacer su
trabajo, el cual es pagado con las contribuciones de Ciudadanos.

y de ASUME, por ejemplo, a través de Internet, sin costo alguno".

A través de pr.gov se podrá recibir electrónicamente y

Department Supervisors- Take Note

Dear Readers: In a survey I conducted of residents I know,
I can say that 100% of the respondents are of the opinion
that these supervisors are not doing their work to our
communities.
Most are concerned with the condition of our streets,
sidewalks, some of our homes, and vacant houses. In most
of the streets you can not travel due to the current conditions,
cars parked on both sides many of them without stickers,
mounted on blocks, empty tires, etc.., Etc. Sidewalks or
curbs, with so much trash deposited, building materials, cars,
jet skis, trailers, boats, heavy equipment, motor bikes in
order, there is little room for people to walk.
What are the sidewalks for? Why are their ramps for the
disabled when you cannot use them? Our children, elderly
and disabled walk on the street because they have no say.
It is my opinion that these people with these public hazards,
be given advice about what the community expects of them.
Keeping your front yard and its surroundings clean doesn't
cost anything. Just think of your neighbors and your Island.
We know that these agencies will not do anything about
it, because they have not done their jobs before. So, why
would they do it now?
That only leaves me to hope that in the U. S. and P.R.
some of you, that have a computer and know Culebra are
reading this article, and some might be your bosses, and
we are only asking them "just do your job, which is what
we are paying for with our taxes.

Letter to the Administration and the Municipal Legislature
It's been several months and our people continue with one filling
station to service an entire community. We are in year 2010. What
is our Future?
Every day, vehicular and social problem, in the main street dock
area. Cars jammed up to get fuel or pick up relatives from the
ferry, also tourists who come to visit and they park parallel on the
side of public roads and there are other problems that arise as well.
An example of this is the Prt Authority parking area and those who
have summer houses in our island. leave their cars in the parking
for several weeks, which limits the places to park your car in
performing our daily tasks.

Culebra can develop another filling station that is more accessible
to consumers. This must include certain facilities and cubicles to
light mechanical services, electrical, car wash, auto parts center,
or other services as needed in our community. If the land is not
handy, then the municipal must apply the law of expropriation as
long as they comply with all laws pertaining to state and federal
level. I am making this call to work regardless of political ideologies
in Culebra. We have many young scholars and others who have
graduated and are unemployed. We must Provide tools for these
young people so they can contribute to the community with their
knowledge and skills.
What better idea than "Project Commercial Land" where there
are different cubicles to provide services including the most
important, fuel and thus avoid the problem of closures. Help these
youth develop their careers, create jobs. and the municipality
itself would recover their investment by renting these spaces and
it will lead to a better future.

Mis Experiencias sobre Culebra versus La Marina
Corría el año 1968 en la bella islita de Culebra, Puerto
Rico. Para esa época era una isla tranquila, pocos habitantes,
pocos visitantes, pocos ruidos, excepto por los ruidos de
los bombazos de la Marina de los Estados Unidos, haciendo
sus practicas en la pequeña islita.
Era yo una mujer de 30 y pico de años, viuda con dos
niños pequeños y trabajaba en la oficina de telégrafo y
teléfono. Siempre me envolvía en las actividades del pueblo,
en la política y en diversos asuntos.
La marina tenia un puesto de observación (O.P.) en una
loma alta frente a la playa de Flamenco desde donde dirigían
sus maniobras, disparando hacia los "targets" y los barcos
que venían a participar de las practicas, como las "Unitas".
En ese O.P. residían a lo sumo 5 o 6 marinos que los rotaban
de tiempo en tiempo. Estos marinos eran jovenes muy
simpáticos y amables casi todos, que compartían con los
residentes de Culebra ,en especial las muchachas jovenes
..
Los fines de semana frecuentábamos la famosa barra
familiar "Bole" de quien dueño era Guille Marquez, "Red",
un personaje muy querido y respetado por todos, que atendía
a todos por igual y les vendía a crédito también. Había una
vellonera y bailábamos las canciones que estaban de moda
en ingles o en español. Esa era la mayor parte. No problema.
Pero cuando habían maniobras, ese era otro cantar.
Vivíamos al son de los bombazos, a veces la tierra temblaba.
Otras veces las bombas (y creo que eran vivas) caían muy
cerca de viviendas familiares. No podíamos ir a la Playa
de Flamenco mientras duraran las practicas. Los pescadores
se quejaban de que los peces se morían. Tenían la restricción
de las tres millas. La Flora y la Fauna se afectaban. Por la
noche nos asustábamos mas cuando ellos hacían las
practicas, pues se sentía el estruendo con mas intensidad.
No sabíamos si amaneceríamos vivos o si un proyectil
caería sobre nuestros hogares por accidente, como sucedió
en el O.P. años atrás y murieron todos los marinos.
En esos días comenzó un grupito de jovenes y adultos en
Culebra, que se propusieron a hacer algo para tratar de
terminar con esta situación. Una tarde se me aparecieron
a mi casa varios de esos jovenes, Benjamin Pérez, Fili
Bermúdez, Clarito Feliciano, Porfe y otros. Me dijeron que

My Experiences on Culebra vs. the U.S. Navy
It was 1968 on the beautiful little island of Culebra,
Puerto Rico. It was a quiet island, few people, few visitors,
little noise . . .except for the sounds of the bombing of the
United States Navy, practicing on our small island.
I was a 30 year-old widow with two young children,
working at the telegraph and telephone office. I was always
involved in the activities of the people, politics and various
issues. The Navy had an observation post (OP) on a high
hill (Mount Resaca) facing Flamenco beach where they had
their maneuvers, firing into "targets”. Ships from other
countries came to participate in exercises with names like
“Unitas” Five or six sailors lived in the OP, rotating from
time to time. These sailors were mostly young, very kind,
polite, and they hung out with the local residents of Culebra
. . . especially the young ladies.
On weekends, we frequented the famous "Bole" bar whose
owner was Guille Marquez, or "Red", a great guy who was
much loved and respected by all, and who treated everyone
equally . . . and also gave credit. There was a jukebox and
we danced to songs that were popular in English or Spanish.

Entonces fueron directo al grano y me invitaron a unirme a
ellos para luchar y lograr que la marina cesara sus operaciones
en esta islita. "Oh, my God, yo les dije, pero es que los
marinos son amigos mios, no me puedo ir en su contra".
Entonces ellos me hablaron de que no se trataba de ataques
personales contra los marinos del O.P., que no tenían culpa
alguna, sino del sistema del gobierno de tomar a nuestra
islita como "carne de canon" y poner sus habitantes en riesgos
mortales ..
"Bueno, ya eso es otra cosa, les dije, acepto".
Días después se me acercó otro grupo de hombres y me
pidieron lo mismo, que me uniera a ellos : Comité Pro Rescate
y Desarrollo de la isla De Culebra, cuyos miembros eran el
alcalde Ramón Feliciano (Monchín), Pedro Romero,
Anastacio Soto, Mr. Vincent y otros.
Ahí me metí de lleno y nos reuníamos todas las semanas
para discutir nuestros planes y agenda. Fuimos a Vieques a
reunirnos con otro grupo similar, activistas con el mismo
propósito e intercambiamos ideas y estrategias. En todo esto,
yo era la única mujer. Que valor! Wao !
En Culebra me reuní con los marinos del O.P. y les expliqué
lo que estaría pasando de ahora en adelante, pero que no era
nada personal contra ellos. Ellos comprendieron. También
hablé con el Comandante B. y me dijo:
"Yo soy de tal pueblito de los Estados Unidos, y si la
marina viene a hacer esto a mi pueblito, no se lo íbamos a
permitir. Hagan lo que tengan que hacer". Esto fue una
confirmación.
El gobernador de ese tiempo era don Roberto Sánchez
Vilella, quien favorecía nuestra causa 100%. Nos
comunicábamos con su "staff" muy a menudo. Monchín me
traía al trote haciendo contactos, citas, llamadas, planes. Ahí
surgió lo de ir al Pentágono, Monchín, Mr. Vincent y yo.
Allí llegamos para exponerles nuestros puntos de vista,
punto por punto. Habían dos senadores (no recuerdo sus
nombres) y un militar de alto rango. Ellos muy atentos y por
supuesto muy diplomáticos y nos prometieron tomar cartas
en el asunto, nos dieron esperanzas.
También visitamos al Comisionado de P.R. en Washington,
Santiago Polanco Abreu para que nos apoyara en la lucha
y prometió que así seria.

We got along great, No Problem.
But when they had their maneuvers, that was another
story. We lived with the sound of explosions, and the
earth trembled. Sometimes live bombs fell very close to
family homes. We could not go to Playa Flamenco during
practices. The fishermen were under a three-mile restriction,
and complained the fish were dying. Flora, fauna,
everything was affected. At night we were frightened,
and when they practiced bombing, the noise added to the
intensity. We did not know if we would wake up alive
from a projectile accidently falling on our homes, as had
happened at the OP years before, killing the Navy men
there.
In those days in Culebra, a small group proposed to do
something to try to end this situation. One afternoon,
Benjamín Pérez, Fíli Bermúdez, Clarito Feliciano, Porfirio,
and others, came to my house. They said they wanted to
talk to me about the status of the Navy and I listened.
Then they went straight to the point and invited me to
join them to fight and force the Navy to cease its operations
on this little island. "Oh, my God”, I said, “the sailors
are my friends, I can’t go against them." Then they
explained that it was not a personal attack on the seamen
of the OP, it wasn’t their fault. At fault was the system of
government that used our little island as "cannon fodder"

by another group of men, the Committee for the Rescue
and Development of Culebra, whose members were the
Mayor, Ramon Feliciano (Monchin), Pedro Romero,

and got fully involved.
We met weekly to discuss our plans and agenda and
went to Vieques to meet with a similar group, activists
for the same purpose. We exchanged ideas and strategies.
In all this, I was the only woman. That’s what took courage!

In Culebra, I met with Navy men from the O.P. and
explained what would be happening from then on and
that it was nothing personal against them. They understood.
I also spoke with Commander B. and he said: "I am from

SARGENTO LISA YAMPIERRE por Idalia
La Sargento Lisa Yampierre Sánchez, nació en la ciudad
de Brooklyn en Nueva York el 27 de septiembre de 1960. Su
madre, natural de la Isla de Culebra, decidió mudar a su familia
para dicha isla en Julio de 1969.
El 2 de octubre de 1989, Lisa decidió enlistarse como
“soldado primera clase” en los Fuerzas Armadas de los Estados
Unidos (Army)
Fueron muchas sus entrenamientos y misiones durante
las cuales estuvo en Ft. Jackson Carolina del Sur, Ft. Devens,
Massachusetts, Arpecen, St. Louis Missouri, Ft. McCoy
Wisonsin, Ft. Lee, Virginia, Bossier City, Louisiana, Milton,
Florida, Gaza Egipto en Medio Oriente y en cuatro ocasiones
estuvo en bases de Puerto Rico a ver: Aguadilla, Hospital en
Puerto Nuevo, Ft. Buchanan y por ultimo en Juana Díaz hasta
el momento de su retiro el cual efectivo el 15 Noviembre de
2009 luego de cumplí 20 años de servicio ala Nación como
militar se especializó en administración.

Banca de Hato Rey con un curso en secretarial. Su premiaciones y
medallos obtenidos:

leadership Medal, Army Reserve Component Medal, y cinco medallas
de buen conducto
Su carrera militar de veinte años (20) ha demostrado su verdadero
interés en defender su nación como también proteger y velar por su
bienestar de su familia, amigos, allegados y todo aquel que le rodea.
Es por esto que se desempeño como maestra, Coordinadora de
Recreación y Deportes, En Conservación y Desarrollo de Culebra
entre muchas otros además promocionar bailes y actividades para
la Comunidad.
Lisa contrajo matrimonio en Septiembre de 1986 en Culebra, del
cual nació su primer hijo Dennis Soto en Julio del siguiente año.
Lios divorciarse en Marzo del 1991, Nació Gabriel Rodríguez
Yampierre en Ceiba P.R. Hoy día Dennis quien cuenta con veintidós
años, cursa estudios Universitarios en la Univ. Católica de Ponce y
próximamente se gradúa de Integral Bancaria.
Gabriel con diesiocho años de edad estudia su primer años de
Universidad en turismo de Ponce, pueblo donde residen actualmente.
No Cabe la menor duda de que tras el retiro de la Sargento Yampierre Lisa con esa gran sonrisa y el espíritu que la hizo
su mayor anhelo es regresar a su bella Isla de Culebra a convivir, famosa para su “Karaoke Shows” en Culebra ‘90’s
servir y trabajar por su pueblo.

Desde Washington me comuniqué con la secretaria del
senador Robert Kennedy y nos concertó una cita para la
próxima semana con el Senador Kennedy, quien sabíamos
de antemano que favorecía nuestra causa 100%.
Desde Washington, Monchín y yo nos trasladamos por
tren a New York para asistir a la parada puertorriqueña,
para buscar apoyo para nuestra lucha. Nos pasearon en
convertible y saludamos hasta a Nelson Rockefeller.
En la noche fuimos al Culebra Social Club, el presidente
era Lin Espinosa, quien nos puso en el micrófono para que
explicáramos nuestro propósito del viaje a Washington.
Los compatriotas de Culebra se agitaron mucho, y claro,
nos dieron el visto bueno.
Al otro día nos reunimos en un almuerzo con el Gobernador
Sánchez y su esposa y platicamos mucho sobre el tema de
la marina.
Estuvimos muy complacidos, pues en nuestro caminar
no encontramos ni un solo opositor en nuestra búsqueda.
Todas las personas que conocíamos estaban de acuerdo de
que la marina tenia que salir de Culebra.
Decían que era injusto e inhumano que los habitantes de
Culebra sufrieran los bombazos, las practicas, los peligros.
Pero para nuestra desgracia, la noche antes de regresar a
Puerto Rico, estaba yo en mi cuarto del piso 10, viendo
televisión hasta las 2:am y ahí frente a mis ojos, veo un
hombre de tipo latino, asesinar al Senador Bobby Kennedy,
a quemarropa. Que horror! Comenzé a gritar y rápido llamé
a Monchín al piso 14 y le grité: levántate y vámonos,
asesinaron Kennedy y parece que fué un puertorriqueño"
A lo que el medio dormido me dice: "Tienes una pesadilla,
eso fué hace diez años", refiriéndose al otro Kennedy. Pero
prendió su televisor y lo vió todo y me llama:
"Prepárate que nos vamos ahora mismo."
Recogí las maletas y las 10 pelucas e íbamos a toda prisa
rumbo a Culebra.
Y de ahí en adelante, muchos mas se unieron a la causa,
fué una lucha Internacional, hasta los Quakeros de
Pennsylvania vinieron a Culebra y muchos otros activistas
simpatizantes con la causa nuestra llegaron a nuestras
playas.

The governor at that time was Don Roberto Sánchez Vilella,
who favored our cause 100%. We communicated with his
staff very often. Monchín brought me along, to make contacts,
appointments, calls, and plans. A plan emerged, we were
going to the Pentagon, Monchín, Mr. Vincent, and me.
We arrived there to state our case, point by point. There
were two senators whose names I do not remember, and a
senior military officer. They were very attentive, very
diplomatic, of course, and promised us to take action on the
matter, which gave us hope. We also visited the
Commissioner of P.R. in Washington, Santiago Polanco
Abreu to support us in the fight and he promised he would.
From Washington I contacted the secretary of Senator Robert
Kennedy. We made an appointment for following week with
Senator Kennedy, who we knew favored our cause, 100%.
From Washington, Monchín and I went by train to New
York to attend the Puerto Rican Day Parade, to seek support
for our struggle. We rode in a convertible and were welcomed
by Nelson Rockefeller. In the evening we went to Culebra
Hospitality Suite. President Lin Espinosa put us on the
microphone to explain the purpose of the trip to Washington.
Culebra compatriots cheered much, and of course, gave us
their support.
The next day we met at a luncheon with Governor Sanchez
and his wife and talked extensively on the subject of the
navy.
We were very pleased, because in our visits we found not
a single opponent to our cause. Everyone we knew agreed
that the Navy had to leave Culebra.
They said it was unfair and inhumane that the people of
Culebra suffered from the danger of the bombing practices.
Sadly, the night before returning to Puerto Rico, I was in
my room, watching TV until 2:oo AM. Before my eyes, I
see who I believed to be a Latino man, assassinate Senator
Bobby Kennedy; then the picture went blank. What horror!
I started to scream and quickly called Monchin on the phone
and yelled, "Get up and let's go, Kennedy was killed and
they may think it was a Puerto Rican" To which he said

casarse conmigo, cumplió su promesa y regresó después
de dos años de ausencia. Algunos, como Monchín, me
hacían bromas de que los marineros nunca
regresaban,(levan anclas y adios) pero el verdadero amor
cumple sus promesas. Yo le había prometido esperar por
el, y también cumplí mi promesa. Hemos estado casados
por 40 años y tenemos hijos y nietos.
Que me case' con el enemigo ? No!! El amor no mide
fronteras."

the White House to represent Puerto Rico in the
President’s Mid-Century Conference on youth
sleepily, "You’re having a nightmare, that was years
ago," referring to President Kennedy. But he put his TV
set on and saw it all and called me, "Get ready we're
leaving now." I packed up my suitcases (and 10 wigs)
and we hurried toward Culebra. Thereafter, many more
joined the cause. It was an international struggle; the
Quakers of Pennsylvania came to Culebra, students from
University of Puerto Rico and many other activists
sympathetic to the cause arrived on our shores. That was
my life, until a sailor suitor from the OP, who had promised
to return and marry me, kept his promise and returned
after two years of absence. Some, like Monchín, teased
me that sailors never return, it’s “Anchors Aweigh and
goodbye forever”, but true love keeps it’s promises. I
had promised to wait, and I also kept my promise. We
have been married for 40 years and have children and
grandchildren.Did I ' marry the enemy? No! Love does
not have borders.

El Espíritu de Don Monchín
Cuando usted piensa en Don Monchín y
todas las imágenes memorables de él,
muchas imágenes sorprendentes e históricas
se destacan. Las tres más notables son:
Monchín como un niño, escalando Monte
Resaca, y su lucha contra la Marina de
Guerra con su honda, y finalmente
convirtiéndose en nuestro alcalde (por 22
años) y el líder de nuestra isla durante la
expulsión de la Marina de Guerra de los
Estados Unidos. Lo que nos lleva a nuestra
segunda imagen:

"Haz bombardeado y torpedeado nuestros
pescados y zonas de pesca. Haz disparado
cohetes y bombas de NAPALM hacia
nuestras aves y sus nidos. Errores humanos
y de tus computadoras han desviado sus
misiles hacia nuestros puertos y tierras
privadas, exponiéndonos a la muerte.
Sabiendo de la presencia de una población
civil en el centro de la zona en la que llevas
a cabo tus maniobras, y aún así continuas
y planeas el aumento y la intensificación
de estas actividades en y alrededor de la
isla de Culebra.
La intensidad, la frecuencia y el tipo de
maniobras llevadas a cabo por la Marina
de los Estados Unidos han creado una
situación que sobrepasa los límites de
nuestra tolerancia humana”.
El tercero es Don Monchín a los 82 años
de edad, líder, y con puño al aire, una vez
más dirigiendo una marcha desde el
aeropuerto hasta el muellecito (alias “shark
pen”), para realizar una manifestación en
protesta del cierre al acceso a nuestra playa
y el “muellecito”, cuales están en la base
del Monte Resaca. Y, siendo Playa de
Flamenco el lugar de nacimiento de Don
Monchín (justo donde el segundo tanque
del ejército fue abandonado al final de la
Playa Flamenco). Ahora, Culebra propone
honrar a sus dirigentes y héroes mediante
tres fases: Fase 1. Estatua en el OP,
"Monchín: El Espíritu de Culebra" 2. Una
Capilla en Flamenco Beach como
Memorial/Meditación, en honor de los
líderes de la resistencia, los activistas y los
prisioneros. 3. Una placa para conmemorar
el lugar de nacimiento de Don Monchín en

El compromiso personal y la pasión de Dolly Camareno
para erigir una estatua en honor a Don Monchín, así como
para honrar a los líderes de la liberación de Culebra, han
contado con el apoyo de un grupo de ciudadanos para llevar
a cabo esta misión, muchos de los cuales fueron líderes en
la liberación de Culebra por derecho propio.
El concepto de la estatua fue sometido a varios
concesionarios de bronce para la comisión de esta estatua.
El resultado es la alucinante estatua, arriba; a sus 4 'de altura,
es casi de tamaño natural. Dado que el concepto se está
desarrollando, se hizo evidente que esta estatua tiene un
atractivo inusual, y por supuesto, una historia convincente
que la acompaña. Una vez que finalmente se coloque en el
OP del Monte Resaca, en su lugar, y con la península de
Flamenco como telón de fondo; su apelación aumenta aún
más. Una representación artística ha sido creada...
Ahora, imaginése, Flamenco como fondo, y mirando hacia
el lugar de nacimiento Don Monchín, el panorama de paz y
naturaleza virgen, un guía local contando la increíble historia
de un niño que se atrevió a soñar, quien un día se convirtió
en alcalde y derrotaría al poderoso y gran Goliat - la Marina
de los EE.UU., el efecto será abrumador.
El resto de la historia está ahí para usted, también, la
historia de los Culebrenses que compartían y se hacían
amigos de todos, incluyendo a la Marina, pero quienes estaban
cansados de las bombas y las noches de insomnio. Y, que
cuando hubo una masacre masiva de la vida silvestre ya fue
demasiado difícil de soportar. Se pusieron de pie, se
organizaron, presionaron, e inspiraron a otros a para unirse

Monchín. La adición de esta estatua hace homenaje a nuestro
respeto por el líder más preciado, Don Monchín y de su
deseo de inspirar y educar a nuestros niños con una historia
tan noble y con las herramientas para llevarlas a cabo.
Ahora, cuando llevemos nuestros familiares, amigos y
visitantes a ver nuestra hermosa Playa Flamenco habrá una
parada adicional que cada uno deseará hacer, "Tienes que
ver el niño con su honda"; porque, una vez ahí, la magia

The Spirit of Don Monchín
When you think of Don Monchín and
all the memorable images of him, many
striking and historic images stand out.
Three notable ones are:
Monchín as a boy, climbing Mt.
Resaca, and fighting the Navy with his
slingshot, then ultimately becoming
Mayor (for 22yrs) and leading our Island
in the expulsion of the Navy. Which
leads us to our second image:

"You have mined, bombed and
torpedoed our fish and fishing areas.
You have fired rockets and napalm
bombs into our birds and their nests.
Human and computer errors have
misguided your missiles to our harbors
and private lands, exposing us to death.
Knowing of the presence of a civilian
population in the center of the área
where you carry on your maneuvers,
you continue and plan the increase and
intensification of these activities on and
around the island of Culebra.
The intensity, the frequency, and the
type of maneuvers carried out by the
Navy of the United States have created
a situation that passes the limits of our
human tolerance.”
The third is Don Monchín at 82 yrs
old, leading, with fist in the air, once
again leading, this time a march from
the airport to the muellecito (aka shark
pens), to hold a rally protesting the
closing of the beach access.
The muellecito is at the end of Flamenco
Beach. The birth-place of Don Monchín
is at the second abandoned army tank
at Flamenco Beach.
Now, Culebra honors its leaders in 3
phases:
1. Statue at the OP, “Monchín: The
Spirit of Culebra”
2. A Memorial/Meditation Chapel at
Flamenco Beach, honoring the
resistance leaders, activists and
prisoners.
3. A Plaque to mark Monchín’s
birthplace at Flamenco Beach.

The personal commitment and passion of Dolly Camareno
to erect a statue in Don Monchín's honor, as well as honor
the leaders of Culebra's liberation, has now brought together
a group of elders to join in that mission. Many of these were
leaders in the Culebra liberation in their own right.

A concept guideline was put to several Bronze dealers
to commission a statue. The result is the beguiling statue
above; at 4' tall, he is virtually life-size. As the concept was
being developed, it became apparent that this statue has an
unusual appeal, and of course, a compelling story that goes
with it as well. Once finally placed at the Mount Resaca OP
site, with that commanding view of the Flamenco Peninsula
as its backdrop. the appeal increases. An artist's rendering
was created.
Now, with Flamenco in the background, looking across
to Monchín's birthplace at Flamenco Beach, in a panorama
of peace and unspoiled nature, a local guide telling you the
incredible story of a boy who dared to dream, then one day
became Mayor and defeated the powerful and mighty Goliath
- the US Navy, the effect is overwhelming.
The rest of the story is there for you as well, the story of
the Culebrenses who shared and befriended everyone,
including the Navy, but were tired of bombs and sleepless
nights. And when there was a wholesale slaughter of wildlife
it was too much to bear. They stood up, they organized,
lobbied, and inspired others to their cause, and finally won.
You will see stories of personal courage, resistance, and
pirit of Culebra”
civil disobedience depicted in plaques and murals. And for
the first time, on exhibition will be the “Joint Report' or as
Digna calls it ,“Our Bible”. It is a compact between the
U.S. Government and the Puerto Rican Governor specifically
directing the preservation of Culebra wildlife, and creating
ACDEC. And now the vista has more meaning.
.
It is a world-class inspiring story. The history of Culebra
is coming alive with wonderful stories of hard work, love
and romance, adventure, and political intrigue. Included
will be portraits of political leaders, civic leaders, famous
American politicians too; all of them inspired by Don
Monchín. The addition of this compelling statue will give
respect to our most cherished leader Monchín and.his desire
to inspire and empower our children with a noble history
and the tools to carry it on.
Now, when we bring our friends and visitors to see our
beautiful Flamenco Beach, there will be one additional stop
that everyone will want to make, “You've got to see slingshot
boy” because once they get there the magic begins. It's not
only a statue, it's a spirit, and you don’t just view it, you
experience it! .

Mi gran Amiga Nydia
Me pidieron que hablara de Nydia, pero son tantas las casas
que tengo que decir que necesitaría muchas páginas; Esposa ejemplar,
Madre, Abuela, Hija Hermana y Titi incondicional.
Trabajo como Directora del Departamento de Control de Calidad
de los Laboratories Baxter, Travenol y R.D. Medical. Fue miembro de
la Junta de Directores de la Autoridad de Conservación y Desarrollo
de Culebra con el Alcalde Iván Romero Peña.
Sus Nietas Ariela y Neymarie Ie decían AGUITA y en la Escuela
Ecológica, donde Nydia trabajo por 2 años con y sin paga los niños
también Ie decían AGUITA, y allí en esa escuela luchó hasta un mes
y media antes de su partida por mejorar la calidad de vida de esas
niños y Fe de ello lo puede dar su Directora Waleska Collazo,
Maestros y demás empleados que trabajan en la escuela. La echamos
de menos pero sabemos que desde el lugar que el señor Ie deparo
en el cielo Nydia velará por nuestros niños.
Muchas veces tenia preocupaciones por algo de nuestra comunidad
y me decía "vamos a visitar al Señor Alcalde para ver cómo nos
puede ayudar" y en una ocasión recuerdo que llegamos a la Alcaldía
y dijeron que el Alcalde se tardaría un poco par atendernos y ella
dijo: "tenemos toda la mañana y podemos esperar", Así era ella FIRME
Y PERSEVERANTE.
Nydia gozaba del aprecio y respaldo de toda la Isla de Culebra
pertenecía a la Iglesia Católica donde trabajaba hasta el cansancio
por ella, era la Vice-Presidente del Consejo Parroquial, del comité
de actividades y en adición maestra de catequesis de los niños que
recibirán la Primera Comunión en Mayo.
Cuando enfermo todas las Iglesias y sus pastores oraron par su
salud y el fortalecimiento de su esposo Neil Romero y su hija Nahirka,
así como también par toda su familia. A todas estas personas muchas
gracias y tengamos siempre a esta hermana que vivió con la
preocupación de que los niños y jóvenes de Culebra recibieran lo
mejora tanto en su educación escolar como en su Fe Cristiana.
Padre René, Ramón, Pedro, Tony, Luis, Sister Teresa y Sister Leticia
al igual que nuestro Obispo Eusebio Ramos y demás hermanos
estamos orgullosos y admirados de tu Fe, Fortaleza y Esperanza.

My great friend Nydia
Nydia, , exemplary Wife, Mother, Grandmother, Daughter,
Sister, loving Aunt, to say all the things I want to say about
would require many more pages.
She worked as Director of the Quality Control Department
at Baxter Laboratories, Travenol and RD Medical. She was a
member of the Board of Directors of the Culebra Conservation
and Development Authority under Mayor Ivan Romero Peña.
Her granddaughters Ariela and Neymarie called her Aguita,
and in the Ecological School, where Nydia work for 2 years
with and without pay, the children also called her Aguita, and
up until her last month she fought to improve the quality of
life of the school, and giving hope and faith to its Director
Waleska Collazo, teachers and other employees working at
the school. We know that she has a special place in heaven
and will watch over our children
Nydia enjoyed the appreciation and support of the entire
island of Culebra, belonged to the Catholic Church where
she worked tirelessly as the Vice-Chairman of the Parish
Council, and the Activities Commitee and was the Sunday
school teacher of children who receive First Communion in
May.
When sick all of our churches and their pastors prayed for
her health and supporting her husband Neil, daughter Nahirka
Romero and her family also. To all these people thank you
very much.We always will remember our sister who lived her
life in dedication for the children and youth to receive the
most out of Culebra in both their schooling and in their
Christian faith.
Father René, Ramón, Pedro, Tony, Luis, Sister Teresa and
Sister Leticia as well as our Bishop Eusebio Ramos and our
other brothers who are proud and amazed at your faith,
strength and hope.
Nydia thanks for your friendship and support, you me were
my confidant. Father Luis called us the three stones of the
hearth (Tita, Dorca and Nydia) and as we are working both
Dorca and I are always remembering and saying, "It seems like
Nydia is here as well.

greeting.

El Servicio Federal de Pesca y Vida Silvestre (FWS) en
Culebra tendrá solicitudes disponibles para el programa de
verano 2010 - Cuerpo Juvenil de Conservación (YCC). Este
programa consta de ocho semanas, disponible para jóvenes
entre las edades de 15 a 18 años con un aproximado de 7
posiciones disponibles. El programa comenzará a finales de
mayo y terminará a mediados de julio. El equipo trabajará 40
horas por semana de lunes a viernes desde las 7:00 AM a 3:00
PM. Se le pagará el salario mínimo.
Proyectos típicos de trabajo incluye mantenimiento del área
del refugio, monitoreo de especies en peligro de extinción, y
proyectos de educación y administración. Las solicitudes serán
elegidas al azar. Proveemos adiestramiento y uniformes.

applications available for the summer 2010 Youth Conservation
Corps (YCC) Program. This eight week program will be open
to young men and women, 15 through 18 years of age.
Approximately 7 slots will be filled. The program will begin in
late May and end in mid July, and the crew will work 40 hours
per week, Monday through Friday, from 7:00AM to 3:00PM.
Pay is minimum wage.

The Joint Report
After many years of having to suffer the abuse of
the U.S. military, we put down our foot. Guided and
inspired by our leaders, Mayor Ramón Feliciano
(Monchin), and Anatasio Soto Ayala, chairman of the
Fishermen's Association (and later Mayor), and with the
help of friends and neighbors near and far, we worked
and fought against the U.S. Navy and we won. The result
was a pact between the government of Puerto Rico,
Culebra Island and the Interior Department's U.S.
Government.
This agreement was based on the Culebra Management
Plan, known as the "Joint Report", and was signed by
Governor Hernandez Colon and Mr. Rogers Morton,
Secretary of the Interior U.S. That agreement gave birth
to law 66 of 1975, "Conservation and Development Act
of Culebra. As Culebrenses we consider it a sacred
covenant.
The Joint Report and Law 66 Culebra declared the
Culebrenses as faithful guardians of the island. The
intention of the Law 66 says, "to protect and preserve
to the maximum, its extraordinary natural environment
that is part of the heritage of Puerto Rico."

Este acuerdo se basó en un Plan de Manejo de Culebra,
conocido como el Informe Conjunto “Joint Report”, y
fue firmado por el Gobernador Hernández Colón y el Sr.
Rogers Morton, Secretario del Interior de los EE.UU. De
ese acuerdo nació la ley 66 de 1975, "Ley de Conservación
y Desarrollo de Culebra". Nosotros los culebrenses lo
consideramos un pacto sagrado.
Ese documento y la Ley 66 de 1975 fielmente declararon
a los culebrenses guardianes de la isla. La intención de
la Ley 66 dice, "para proteger y conservar, al máximo,
su extraordinario entorno natural que forma parte del

El otoño se ha ensañao con mi rostro y con mi
cuerpo.Ya no soy sino un adepto de esqueleto
engurruñao.Ya parezco un desquiciao cuando me
miro al espejo;siento ser el aparejo de algún caballo
cansao.Y mi bastón a mi lao siempre me da la
razón;pero el pobre corazón late muy ensimismao.
Me siento desmejorao, y el espejo no me engaña.Y
no es que quiera cizaña, sino ser realista y dao.
Ya mi vida de hacendao no tiene pies ni cabeza.Y allá
en las noches le reza a la Virgen, dormitao.

sentarme en la batea del batey ya despejao.Con el
soberao mojao, me siento allí, en mi rincón.Le someto
al acordeón que también está cansao.
El pobre está muy jalao y sus notas desafina.Me lo

grita: “-Alabao, ya comenzó a alborotar.”Y es
suficiente señal para dejarlo guardao.

Desempolvo su teclao y me fijo en su esqueleto,porque
allí, pegao al seto, el pobre duerme asustao.Descolorido
y jinchao el pobre instrumento está,y en honor a la
verdad, suena mejor si callao.
Ya padecemos “sejuela”, por las noches que
pasamospero creo que ambos pensamos que nos vamos
con la abuela.Así que, en la rezadera, yo me
encomiendo a Jesús,ya se-jue-la… juventud, y se nos
nota por fuera.
Se acabó la gozadera; ahora hay que portarse
bien.Mas como la ola, al vaivén, sólo nos queda
quimera.Sígome poniendo en vela cada noche en mi
colchón;y así mi amigo acordeón me guiña el ojo en
su espera.
Voy al espejo de afuera, que allí ya me veo mejor;y
le sonamos un son aunque la vecina muera.Basta ya
de esta viejera, que ya estoy desempolvao.Hay que
estar más agusao por si la parca nos llega.
Y coger la borrachera que no cogimos anoche,y hacer
de galas derroche. Y si llueve… pues un toldo.Si
llegamos a estar sordos, a ser mudos y estar ciegos,los
caminos están viejos, pero todavía echan polvo.

La Marina de los Estados Unidos condujo entrenamiento con varios tipos de
municiones y armas durante 70 años en Culebra. Algunas de las municiones
aunt permanecen en Culebra y pueden ser peligrosas. El Cuerpo de
Ingenieros de los Estados Unidos esta conduciendo una investigación
ambiental en Culebra, Culebrita, y cayos aledaños para hacer el área más
segura para la comunidad y sus visitantes.
El Junta Asesora de Restauracion Ambiental de Culebra (RAB por sus siglas
en inglés) consiste de miembros de la comunidad y representantes de
agencias que se reúnen regularmente para discutir actividades de limpieza
ambiental, para escuchar la opinión de la comunidad y para revisar y
comentar sobre el trabajo futuro. El Cuerpo de Ingenieros busca a miembros
de la comunidad interesados en participar en el RAB de Culebra. Por favor
esté consciente que si ve algún objeto que sospecha puede ser viejas
municiones militares, siga las tres regalas de seguridad. Reconozca que el
artículo puede ser peligroso. Retroceda y no lo toque y Reportelo a las
autoridades locales.
The Navy conducted target practice on Culebra using various types of weapons
and munitions for 70 years. Some of these munitions still remain on Culebra.
The U.S. Army Corps of Engineers is conducting an environmental investigation
on Culebra, Culebrita and surrounding cays to make the area safer for the
community and visitors.
The Culebra Restoration Advisory Board (RAB) consists of community members and agency representatives who meet regularly to discuss the environmental cleanup activities, receive input from the community
