IEEE Standard Computer Dictionary: A Compilation of IEEE Standard Computer Glossaries. New York, NY: 1990. Gastein 3rd October 2014 The need for interoperability • Quality and efficiency cost savings • Sharing and reuse of clinical data • Requires Interoperable systems • Interoperable data exchange services • eEIF - Interoperability identified by the eHealth European Interoperability Framework as a priority. Gastein 3rd October 2014 Antilope Background, purpose, outcome Digital Agenda and eHealth action plan 2012-2020 European Projects: •2008-2013 – EpSOS : specifications of the cross border exchange of medical data •2010-2011 - HITCH (Healthcare Interoperability testing and Confor mance Harmonisation) : eHealth Interoperability roadmap •2012 - eEIF: eHealth Interoperability Framework •2013 – 2014- Antilope, Thematic Network Gastein 3rd October 2014 Antilope, Background, purpose, outcome • ntilope a thematic network: A • Develop documentation and educational materials related to existing standards and profiles for eHealth interoperability mentioned in the eEIF report and: • Drive adaption and improve the standard development process • Define QA testing guidelines for interoperability • Propose a labelling and certification process (EU level and national level) Gastein 3rd October 2014 Antilope Core and Expert Partners Gastein 3rd October 2014 Antilope Validation Partners Denmark, Norway, Sweden Finland, Iceland, Estonia, Lithuania, Latvia Poland, Czech Republic, Slovakia, Hungary Ireland, United Kingdom Belgium, The Netherlands, Luxemburg France, Switzerland, Germany, Austria Slovenia, Croatia, Serbia, Bosnia, FYE Macedonia, Montenegro Italy, Malta Portugal, Spain Gastein 3rd October 2014 Romania, Bulgaria, Greece, Cyprus, Turkey Input / output in Antilope WP3: Testing Tools WP4: Labelling and Certification Process WP5: Validation, Scalability to EIP and Adoption Gastein 3rd October 2014 WP6: Communication WP2: Quality Manual for IOP Testing WP7: Project Management WP1: eHealth Interoperability Framework Purpose of the Summit • To agree that - interoperability is essential for care safety and cost containment - interoperability of eHealth systems should never be taken as given. - To achieve interoperability use of appropriate standards and profiles supported by appropriate testing is needed. - interoperability testing should be based on a Quality Management System using testing tools - the eHealth European Interoperability framework is the first step in harmonising interoperability efforts over Europe (at country, region or local level). • To bring you to the point to – include in your regulatory framework the concepts of proven and certified functional quality requirements, to reach national as well as cross border interoperability • To partner towards interoperability Gastein 3rd October 2014 Antilope, Background, purpose, outcome Outcome Common approach for testing and certification through recommendations for reaching interoperability Based on: 1. Use cases 2. Quality manual – Quality proces 3. Selected tools 4. Certification and labelling 5. Educational material 6. Input from Regional summits Gastein 3rd October 2014 Antilope Summit in Odense Feedback from the summit in Odense 21 January 2014 Spin offs: • The Nordic Countries will discuss further collaboration regarding a Quality Management System for interoperability testing • MedCom has decided to implement Antilope Quality Management System to continuously improve the quality of existing interoperability testing Gastein 3rd October 2014 Antilope Summit in Paris • The message: the interest of sharing information with other countries. Antilope contributes to build an effective IOP platform between regions/countries. Quality label or certification process, testing tools based on standards and profiles should be promoted • Response: Great interest to share experiences and to have more close relationships between countries for the improvement of the IOP technical frameworks that are defined in each countries based on eEIF Gastein 3rd October 2014 Antilope What’s next? • Summit Report with results from all summits • Refinement of deliverables – Based on summit inputs + – New input from validation partners (SVP) • Meeting in October – New input from experts (SEP) • Meeting in November • Final version of all deliverables in December 2014 • Final conference in January 2015 Gastein 3rd October 2014 Thank you for listening Make National strategies for Interoperability Ib Johansen [email protected] http://www.antilope-project.eu/
