Barnett set to
axe port city

FREMANTLE and East
Fremantle councils are to
vanish as independent councils
within 18 months and be
amalgamated with Melville.
That’s the word from sources
within the WA Liberal-National
government and Labor opposition.
Melville will contribute
seven of the new council’s nine
councillors and the mega-council’s
HQ will be in Booragoon.
Fremantle deputy mayor Josh
Wilson describes the move as
“apocalyptic” and fears it will
destroy the port city’s “hard-won
social and cultural fabric”.
The Barnett government was
set to announce the change as
early as yesterday, June 28.
It’s unclear whether North
Fremantle is included, or if it will
be sliced off to join an expected
new western suburbs mega
council.
Fremantle was formed in 1871
and neighbouring East Fremantle
in 1897.
Fremantle mayor Brad Pettitt
says the scenario—something
none of the three councils wants—
looks “increasingly likely” and the
“voice” of Fremantle will all-but
disappear in the merged entity.
“The 100,000 plus people in
Melville will mean that any new
council will totally swamp the
voices of the 29,000 people in
Fremantle and 6000-odd in East
Fremantle,” he told the Herald.
“The Melville council’s
priorities for regeneration are
clearly around Murdoch and the
Freo, East Freo gone
within 18 months

Canning Bridge area. There is a
real danger that the much-needed
improvements to Fremantle will
largely fall off the radar.
“You’ll be hard-pushed to
argue that a resident of Applecross
or Booragoon has Fremantle as a
focus of their interests and concern
and community.”
Cr Wilson says Fremantle
residents have said time and again
they don’t want to merge with
Melville: “Just at the point when
Fremantle is gathering steam for
its renaissance as a distinctive and
vital strategic centre we lift our
eyes to see three horsemen of the
apocalypse pawing at our horizon.
“The last thing we need in Freo
is to have our distinct community
and our strategic needs dissolved
in some massive and characterless
new entity, whose only logic is
spurious economics and whose
only certainty is the destruction
of hard-won social and cultural
fabric.
“But I fear the WA government
is leaning towards a brutal,
large-scale dissolution of local
governance and local communities
as we know them.”
All three councils will
effectively be sacked and
commissioners appointed to run
them while the new structure
is formed. Dr Pettitt expects
commissioners to be in place
“within 18 months or so”.
“Ideally it would be good to
have a strong Fremantle council
for a few more years to see
through what we started,” he
lamented, referring to the East

Barnett government plans to put
the entire suburb of Leeming into
whatever merged entity ends up
with the City of Canning.
Leeming is split between
Canning and Melville, with the
Melville portion a signifcant voter
base for the mayor. Losing it could
affect any plan Mr Aubrey has to
contest the mayoralty of the new
“Melmantle” super-council.

COCKBURN’S Firebirds
baseball team has become
the first Australian team to
qualify for the Little League
Baseball World Series.
The 14-strong team, all
aged 11-12 years, will travel to
Williamsport in Pennsylvania in
August where they will take on
Mexico in their first game.
The Firebirds won the WA
championship this year, then
took out the national titles in
June, booking their place on the
plane.
Team member Todd Hatcher
prefers running around a
diamond to kicking a pigskin,
and thinks the Australian media
should pay more attention to
a game which recent evidence
suggests is as English as cricket,
not American as many had
thought.
He expects the international
competition to be even harder
than the national titles.
Among his heroes are
America’s Boston Red Sox and
Australian player Sam Kennelly.
The Little League Baseball
World Series is televised live on
Foxtel’s ESPN in August.

Nick Pazolli was unable
to attend a crucial budget
meeting Wednesday because
it might have breached an
interim violence restraining
order mayor Russell Aubrey
had taken against him.
Cr Pazolli is not allowed
within 10 metres of the mayor
nor is he permitted to try to
communicate with him. Their
seats in the council chamber are
about eight metres apart.
Cr Pazolli says it is
“disappointing and frustrating”
the order is affecting his ability
to do the job he was elected to
do.
The mayor applied for the
VRO following a heated private
meeting between himself and Cr
Pazolli, at which a senior council
staffer was present.
Cr Pazolli is disputing the
order, saying he’s no threat to
Mr Aubrey and the VRO should
never have been issued.

“As it’s a personal matter I
won’t be pursuing it with him,”
she said.
Cr Pazolli, who pays close
attention to the state of the
council’s finances, sent an email
to council colleagues about the
budget but was unable to send
it to Mr Aubrey—who by law is
the only person who can speak
on the council’s behalf—without
breaching the VRO.
“Obviously I’m not happy,
but I’m hoping that will all be
resolved or varied on Monday
when there’s a variation at the
magistrate’s court,” Cr Pazolli
told the Herald.
On July 1 Cr Pazolli will ask
the magistrate to permit him to
communicate with the mayor in
an o cial capacity.
On July 15 the court will
hear arguments about whether
to keep the VRO for up to two
years or quash it.

SKATERS and “haters” are set for a
showdown at Fremantle Town Hall
on Tuesday.
FICRA member Chris Grisewood
describes the “haters” tag as ludicrous.
“Skaters versus haters, what a load
of rubbish!” he barked. “This is the icon
of the West End of the city, so leave the
bloody thing alone. It’s not a NIMBY
thing, I don’t live anywhere near this but
I use it with my grandchildren.”
With bulldozers expected to start
tearing up the grass in spring, he denies
the meeting is a waste of time.
“We have to try to do something, we
can’t sit on our arses and do nothing and
let them do what they want.”

required population growth per council,
rather than outright amalgamation.
It had hoped to shift its council
HQ from Booragoon to the emerging
Murdoch activity centre but that seems
unlikely to happen unless the new megacouncil gets to include more southern
suburbs.
The Melville-Fremantle-East Fremantle
decision means it is likely Cockburn will
amalgamate with Kwinana and perhaps
some or all of Canning.
The Barnett government is determined
to dramatically reduce the number of
metropolitan councils and wants the new
entities to each service around 130,000
people.

East Fremantle mayor Alan Ferris,
who retires June 30, says the new council
will be too big. The tiny town has fought
amalgamation attempts throughout its
history but appears to concede it’s lost.
“There could be between 130,000
to 140,000 people in the council and
the sheer size means the personal
relationships with council will be lost.”

it preferred nibbling up bits of
neighbouring councils to achieve the

Supporters of the $1.2 million
Fremantle skate park have, on a Facebook
page, dubbed the mostly grey-haired
members of Fremantle’s Inner City
Residents’ Association who oppose the
park as “haters”.
FICRA holds out little hope the special
electors’ meeting on June 2, called to
discuss the youth plaza, Arthurs Head
and the warders’ cottages, will convince
the council to change its mind, but it does
hope to turn up the political heat and
perhaps win some concessions.
James David posted on the Facebook
page that opponents of the youth plaza
were, “a group of antiquated, atavistic
thugs—who will stop at nothing to
stagnate the growth of Fremantle’s
cultural development”. The meeting was
“an attempt to stop the Fremantle Youth
Plaza becoming a reality”. “They do so
on a platform of vilifying Fremantle’s
youth labelling them as criminals, as
delinquents, as dangerous, as a threat to
the community.”
Plaza opponent Liesha Jack from
Defending Public Spaces WA hit back:
“Calling members of the community
opposed to the location of this skate plaza
‘haters’, is beyond nasty it is disturbing.
It is also very misleading, because though
a few people have raised concerns about
‘anti-social behaviour’ associated with
skateboarders around Fremantle and
skate parks, most are just concerned
about the actual location, which many
feel is inappropriate.
“Not everyone wants a massive
concrete structure and all of the extra
amped-up activity in the Fremantle
Esplanade Park, which is already
overused with the current activity and too
many events.”

WaterCorp was behind the ugly work
near Fremantle Hospital, but manager
Keith Cadee says it’s a temporary fix
while sewers in the area are relined. Once
the job’s finished—hopefully by the end
of July—the area “will be reinstated to
the same, if not better condition than it
was previously”, he said.

AS a resident of Fremantle for
eight years I am dismayed at the
decaying state of this once great
city.
I live in the East End and when
I walk into the city centre I am
confronted by empty, decaying,
gra tied buildings crying out for
redevelopment.
I believe a large number are
owned by the council. As store
after store closes there are various
accusations about greedy landlords
being bandied about but the main
reason these stores are failing is
Fremantle no longer attracts enough
visitors and shoppers.
To again become a bustling
vibrant shopping hub the Fremantle
hierarchy need to embrace change.
As developer after developer is
driven out by the combined forces
of the incumbent councillors, the
Fremantle Society, the Greens and
any number of “ save the .....”
groups, more and more shops and
buildings will be vacated, creating a
ghetto where no shoppers or visitors
or shoppers will venture.
Last week you headlined a
story “Mayor blasts Pakenham hotel
plan” and you quote him stating
the proposed development is
“unapprovable”.
This hostile attitude only serves to
support the call for the creation of a
Fremantle redevelopment authority,
to remove the hysteria and emotion
from decisions involving multimillion dollar developments that
are desperately needed to revitalise
Fremantle .

CAN someone please tell me why
our first female prime minister
has to be “skewered” (Herald,
June 15, 2013).
A rather male (dare I say
misogynistic) term to use in
relation to interviewing or having a
conversation with our PM I would
have thought.
Dare I say our female PM has
been “skewered” enough by our
misogynistic society, men and
women alike, in particular those men
in the LNP who conveniently use
the “honorary males” to make them
“look good” in the public eye.
It is a truly sad state of affairs,
and when this is all over and an
analysis is done of the goings on over
the past couple of years, Australia
is not going to look good on the
international stage.
The threatened little men around
hu ng and pu ng and using the
underlying misogynism in our
society to denigrate and make the
PM look incompetent, when in
actual fact the reality is quite the
opposite, are not going to look good
at all. It would seem there are a few
people who need to get into reality,
including our very myopic press.

PEOPLE complain that Fremantle
council does not listen to its
ratepayers.
That’s how it’s been since councils
began: You pay rates and taxes to
keep them in o ce, and they say
thank you very much and do as they
like, in the end they get their way.
Well, if Freo comes to a sticky end
as a nice place to visit, “just think”
at least there will be free parking,
but then, will you want to go there,
unless you want to catch the train?
Ah, but they may even shut down
the station again as they did in the
1970s. You gotta smile. Do we really
need local councils as well as state
government?

risk $1m fine

SHOPS still selling synthetic drugs
face fines of up to $1 million under
a national ban imposed after the
death of a NSW teenager while
high on an LSD-like drug bought
online.
Fremantle shops are flouting the
120-day ban on 19 synthetic drugs
which cannot be sold over the counter.
They include Buddha Express, Atomic
Bomb and Super Skunk.
Adult shops sell it under the
counter at discount prices. Before the
ban was introduced, users paid $65
for a three gram packet. They now sell
for $100 for two packets, or six grams.
“We can’t keep them on the
shelves,” one shopkeeper admitted
to the Herald.
“But our supplier is preparing a
new batch because of demand. The
ban has meant we have had to get
rid of at least $10,000 worth of stock.”
Banned on June 9 were synthetic
drugs including White Revolver, Ash
Inferno, Kyote, K2, Black Widow,
Kronic, Vortex Inferno, Herbal Incense,
Tropic Thunder and Circus Deluxe.
Manufacturers are tweaking
chemical contents and relabelling
products so they’re not on the banned
list, but anyone caught selling banned
products will be prosecuted under
consumer laws which prevent
synthetic drugs being sold on the
basis they are a health risk.
While shops say they expect a visit
by the police, users continue to pop in
to stock up.
One buyer the Herald spotted was
a Fremantle council parking inspector
who did not seem concerned about the
ban as he stopped in to pocket a couple
of packets before continuing to work.
He’d also been spotted in the same
shop buying up the synthetic drugs a
week before the ban came in.
Construction and mining workers
are also buying the largely undetectable
drugs (“Workers syn stoned?” Herald,
June 22, 2013).
The ban was imposed after the
death of Sydney 17-year-old Henry
Kwan who, believing he could fly,
plunged to his death from a balcony
after consuming a then-legal LSD
substitute he’d bought online.
Two weeks ago in the Hunter
region of NSW, a man used pliers to
remove his teeth which he said he
didn’t want in his head any more.
Paramedics in Orange, NSW, were
called recently to help a woman in
her mid 20s who suffered irregular
heartbeat and stopped breathing after
consuming synthetic marijuana.
In a separate incident, a woman
near Maitland had such an adverse
reaction she stabbed herself several
times with a knife, almost severing
her arm.
Paramedics in the Hunter, regarded
as one of Australia’s hot spots for
synthetic drugs, also raised concerns
over the impact on people with mental
health problems.
Describing the impact of over-thecounter drugs as, “like pouring Drano
into your brain”, they say there has
been a steep rise in mental health cases
linked to synthetics.
Synthetic marijuana is a mixture
of dried herbal plants sprayed with
chemicals that mimic the effects of
the active ingredient in marijuana,
tetrahydrocannabinol.
It can be bought online for as little
as $15 for three grams.

And the difference is?
Ratepayers have had a
$1.9 million skate plaza on the
Esplanade Reserve, a concrete
basketball court on Wilson park
and a possible $6m debt for the
warders’ cottages forced upon
them without any consultation.
The council will tell you
there has been consultation but
why then do we have so many
ratepayers concerned? Perhaps
they are consulting the wrong
people. Its stakeholders, not
skateholders, who need to be
consulted.
If you are a concerned
ratepayer make sure you attend
the special electors’ meeting on
July 2 at the Town Hall at 7pm to
voice your concerns.

Where’s that
Freo vibe?
I MOVED into Fremantle 12
months ago expecting to find
a vibrant, thriving community
but alas I was mistaken.
Fremantle is but a shadow of
the village I once enjoyed.
As I look at the layout of
Fremantle I wonder whether the
land currently occupied by the
containers terminal on the north
could be better used. I think to
myself what a waste of valuable
real estate!
Would the land not be better
utilised as residential housing.
The area surrounding the
passenger terminal seems to be
letters
used as a carpark most of the time.
Again, I think what a waste of
valuable real estate!
I propose a strategic plan be
developed where:
a) provision is made for a cargo
wharf in Kwinana (I believe at one
stage such a port was proposed by
Len Buckeridge). The containers
and cars that currently come
through the existing port will be
focused through the Kwinana
complex. Using existing road /
rail infrastructure with minor
modifications.
b) the north side of the harbour
will then become available for
residential development. The
residential development is open
for community discussion (eg,
exclusive single residential or
multi-storey Gold Coast type
developments).
c) The passenger terminal on
the south side be redeveloped
into something akin to Darling
Harbour in Sydney or Southport
in Brisbane
The benefits of this plan are
many, including the town centre
will again become the focus of
people’s entertainment, existing
rail / road infrastructure can be
easily modified, heavy haulage
tra c will not have to clog
arterial roads such as Leach
Hwy, Carrington St, Hampton
Rd, Stirling Hwy etc, the already
increasing population density of
the southern Fremantle corridor
(South Beach, Coogee, etc) means
the south side of Fremantle will
become “the centre” of town.

AS a former Law and Arts student at Notre
Dame I read with interest Ella Wiskiewski’s
letter (Herald, June 15, 2013), “Made unwelcome
in my place of learning”.
First, I wouldn’t think it was the university’s
intention to make anyone feel unwelcome, people
of all faiths and persuasions attend Notre Dame
and realistically, they can’t predict or control each
person’s reactions.
But secondly, since when have universities been
required to make people feel in their comfort zone:
isn’t it the very nature of universities to challenge
the status quo? Notre Dame would have failed in
its role as a Christian place of learning to be “salt
and light” if it did not raise the Judeo-Christian
standard of upholding heterosexual marriage as
God’s original and ultimate design and the Biblical
blueprint for such unions.
I’m not judging or condemning people with
same-sex attractions, I’m not your judge, only
Jesus is. But as a Christian I can’t condone what
God doesn’t. He loves us all as we are and no
sin is worse than another, but every sin will keep
us out of heaven, so why should homosexuality
expect to get a free pass?
I can’t really agree with Ella’s assesment
that promoting John Finnis, “a staunch Catholic
with an attitude of thinly veiled disgust towards
homosexuals”( Ella’s words) is “hypocritical”. This
is a Catholic University for heaven’s sake. It would
be hypocritical if it had banned him in an effort to
placate same-sex lobbyists, who don’t agree with
him. And yes, as a Catholic university it is entitled
to, “ban certain student associations whose views
are.. incompatible with those of the university”.
Can you imagine a university or any place
in Afghanistan or Iraq for example, allowing a
student association that promoted Israel and antiMuslim ideals? Hardly. So why be offended by a
Catholic university supporting Catholic values,
that don’t accommodate your particular views?
At least in Australia, you’re perfectly entitled
to set up your own centre of learning to promote
your own views—that is freedom of speech.
But one person who always wants to hear
from us all is Jesus, he cares where we’ve been
and what’s happened to us and he has our best in
mind, but it is a two-way conversation.

Ludlam plan to shelter 7000

Senator Scott Ludlam says his
party could end homelessness
by 2020.
After spending a night on a
chilly Canberra street during
Vinnie’s CEO Sleep Out, he
said the Greens—if given the
opportunity—would provide
emergency packages to build 7000
homes for people sleeping rough
by the end of the decade.
“On any given night more than
105,000 Australians are homeless,
including 18,000 children under
the age of 12,” he says.
“Any Labor or Coalition
politician doing the CEO Sleep
Out needs to put their money
where their sleeping bag is.
“There is no reason why any
Australian should be denied the
basic human right to shelter, but
one in 200 of us are.”
The Greens spokesperson for
housing says the Leave No-one
Behind program would provide
pre-fabricated two-bedroom
homes for under $100,000 each.
“Modern pre-fabricated homes
look like a conventional home
and can be built to any design,
making them suited to infill and
regeneration developments—in
other words, in areas with existing
services,” he says. “Modular
housing is far more affordable to
run: its high level of insulation
means the house uses just 10 per
cent of the energy of a five-star
home, so is much cheaper to heat
in winter and cool in summer.”
He says the federal Labor
government’s own plan to halve
homelessness by 2020 has stalled.
“Tony Abbott refuses to even
commit to the target,” he notes.
“Every winter homeless people
in Australia die from exposure. We
can’t let this go on.”

Rates rise

inflation

RATES in Melville are going up six per cent.
National inflation is under three per cent.
Six cost-saving measures that would have kept
the rise to five per cent were voted down by mayor
Russell Aubrey and most councillors Wednesday
night:
• Cr Susanne Taylor-Rees’ proposed cancelling
of a $160,000 car park at Durdham Crescent;
• Cr E e Nicholson’s plan to cut public art
spending from $120,000 to $60,000;
• Cr Nicholson’s proposition to save $25,000
by not illuminating an artwork at the corner of
Murdoch Drive and Leach Highway;
• Cr Nicholson’s plan to scrap $97,000 on “bin
surrounds”, (fancy structures that go around bins).
The motions won support only from Crs Rob
Willis and June Barton (Cr Nick Pazolli was
not there as it may have breached a violence
restraining order the mayor has taken against him
because Cr Pazolli had yelled at him).
Cr Nicholson also wanted to divert $1 million
of federal grant money destined for the land and
property reserve, therefore earmarked to buy
property, instead wanting to put it in the general
pool of cash to pay for operating expenses. She
estimates this would have knocked another two
per cent off the rates increase.
Council media minder Joanna Arbel says the
six per cent rise means “an average residential
ratepayer can expect to see an increase of about
$1.27 a week to their general rates”.

HIS month, thanks
to US whistleblower
Edward Snowden,
ordinary citizens around the
world learned that through
a spy software known as
PRISM we can be recorded
every time we go online or
use a telephone.
search warrants exist, so those
agencies can show cause as to
why they need to intrude on
your privacy.
But I question whether
each and every one of us
should have all our electronic
communications watched and
recorded, all the time.
Along with the potential
invasion of the privacy of
ordinary citizens I am concerned
about what this massive scale
of surveillance means for the
functioning of democracy.
From time to time journalists,
politicians and others receive
sensitive information that
intelligence agencies, both here
or overseas, may or may not
want revealed but which it is in
the public’s interest to know.
What implications for our
democracy does this mass overreach in surveillance activity
by Australian and US secretive
intelligence agencies hold?
These questions are being
raised internationally, with
Canada’s privacy commissioner
expressing “significant
concerns”, Germany’s justice
minister warning “the more a
society monitors, controls and
observes its citizens, the less
free it is”, a UK parliamentary
committee flying to the US
to demand answers and
the European Commission
demanding the US government
guarantee privacy is respected.
However, here in Australia
intelligence agencies—whom
I have been questioning for a
long time about their growing
budgets and quietly expanding
plans for retaining citizens’
private data—have been
scuttling for cover, and in that
they have had the full support of
a supine Labor government and
Coalition opposition.
While the old parties
sleepwalk on this issue I’ve been
working with organisations and
inspiring individuals to uphold
the rights of citizens to privacy,
and to achieve some degree
of accountability from spy
agencies.
When Snowden, a staffer for
a company contracted to the
US National Security Agency
revealed the NSA was using
PRISM to gather vast amounts
of material from US telcos it sent
shockwaves around the world,
because we learned PRISM was
monitoring the US-based servers
of nine companies, including
Yahoo, Skype, Apple, Microsoft,
Google and Facebook.
Since the US, UK, NZ,
Canada and Australia make
up the “five eyes intelligence
network”—an arrangement to
share intelligence data—analysts
have concluded data being
collected using PRISM in the US
is being shared here.
What’s not yet clear is
whether Australian telcos have
secret arrangements with the
Australian Signals Directorate
(our equivalent to the USA’s
NSA), or whether ASD is
intercepting these companies’
telecommunications without
their knowledge, as has
apparently been the case for the
past six years for US companies.
I asked a series of questions
in parliament about the PRISM
scandal’s implications for
Australians and received evasive
answers from the government
straight out of ‘Yes, Minister’.
I called on Attorney-General
Mark Dreyfus to detail on
PRISM’s implications for
Australia but the motion failed
due to lack of support from the
old parties.
I introduced a Bill in the
Senate to require government
agencies to get a warrant
if they wish to request
telecommunications data, but
they also rejected this.
At this point, the Greens
continue to be the only party
in parliament pushing back on
the widespread surveillance
of Australian citizens and the
treatment of Australia’s privacy
principles as meaningless.

family matters, advice from
accountants, superannuation
firms, counselosr or doctors
may all be recorded forever,
by anonymous strangers, for
purposes they are yet to explain.
In a world where we
increasingly communicate
online, having your every
electronic communication
recorded is not unlike being
under video surveillance 24-7.
In some ways more detail about
your private life can be recorded
from electronic communication
devices than from video cameras
installed in every room of your
house and public place.
Don’t get me wrong—I am
all for the police and other
authorities having full access
to whatever surveillance
capabilities exist if there is a
suggestion of terrorism activity
or organised crime. This is why

for the preservation of
Defence heritage.
W
ORLD WAR II bunkers and
significant Aboriginal sites,
including limestone caves,
face obliteration under a plan to
populate the Cockburn coast south of
Fremantle.
Hamilton Hill historian Paul Watson
raised the alarm at a recent Cockburn
council meeting, only to be told “military
experts” had found nothing of note on the
coastal ridgeline.
Unconvinced, Mr Watson called
in artillery barracks personnel who
identified defence sites the Herald visited
this week.
“Acknowledgement and preservation
of the military heritage of this area is
essential for the development of a ‘sense
of place’,” Mr Watson says.
Cockburn planning and development
director Daniel Arndt says LandCorp
commissioned a cultural heritage strategy
covering structure plans for Robb Jetty
and the emplacements along the existing
Cockburn Road overlooking the sound.
“Both local structure plans were
referred by the city to the department
of indigenous affairs and State Heritage
O ce,” he says.
“Both agencies were supportive of the
content of the local structure plans and
did not request changes.”
Mr Arndt concedes defence personnel
were not consulted, ”the South Beach
battery remains are contained within
a current City reserve and there is no
intention to remove the battery”.
Mr Watson says the Cockburn coast
project and a planned coastal road
threaten to demolish heritage sites in the
existing emplacement precinct, contrary
to the structure plan’s aim of achieving,
“a sustainable community that celebrates
the area’s past”.
He criticised the four weeks Cockburn
residents were given to comment on
a major coastal development that will
take 15 to 20 years to complete. The WA
planning commission allows no less than
three months for public submissions.
He says the council has given little
attention to the extensive military
complex, which still exists along the ridge
pegged for high-density housing.
Similarly, LandCorp’s cultural heritage
survey, which devotes two and
a half pages to defence heritage,
undersells the importance of the
area, he says.
“There is a strong feeling among
many residents of Cockburn that
any call for submissions to respond
to planning instruments is largely
tokenistic,” Mr Watson says, adding
submissions that raised concerns
were largely ignored.
Mayor Logan Howlett says
the structure plans adopted after
workshops with local businesses
and landowners last year were,
“an important milestone in the
Cockburn Coast project”, now being
considered for final approval by the
WA government.
“Once this occurs, the project
moves into the delivery phase
with developers able to prepare
their plans for subdivision and
development,” he says.
“This is one of the city’s and
Perth’s most exciting coastal
redevelopment projects, seeking to
transform the area of land between
South Beach Village and Port
Coogee into a vibrant mixed use
coastal community.
“Cockburn Coast will be the
trendiest place to live.”
He says Cockburn will have a
population of 130,000 by 2031, “a child
born this year will be celebrating their
18th birthday in a thriving commercial,
residential and industrial hub-city”.
He adds Aboriginal people have lived
in harmony with the land for tens of
thousands of years.
“Importantly, we are still learning how
to live in harmony with the land and how
to provide for future generations without
destroying the very land and waterways
we rely on to survive,” he says in the
latest edition of the council’s newsletter.

ARCHAEOLOGISTS have been
asked to survey a former swamp next
to Randwick stables after Cockburn
city council approved a community
garden over an Aboriginal burial
ground.
One of the first titles granted in the
Swan River colony in 1830, the original
2000-acre block stretching from Fremantle
to Bibra Lake belonged to Captain George
Robb and now includes part of Randwick
stables, Dixon reserve and Hamilton
Plaza shopping centre.
Referred to as Hamilton Hill swamp,
former wetlands near the tall Norfolks
and palms were used as a corroboree and
burial ground by local Nyoongar Wadjuk
people.
Randwick stables manager Alison
Bolas says a survey is planned given the
site’s historic uses, including the burial
of Aboriginal people beside the lake now
used for horse training.
Inclusive
“We hope to start with fruit and
vegetables,” she says. “The idea is to
make the garden community inclusive,
for everyone to use and share.”
Council engineering and works
director Michael Littleton says the
council has worked extensively with the
Randwick stables community garden
group, which includes a historian,
“considering the archaeological and
indigenous implications for the site”.
The area produced the colony’s
first printed newspaper, The Fremantle
Observer, Perth Gazette and Western

colony’s first vineyard, the South African

the Colony’s vineyards”.
Hamilton Hill resident Paul Watson
commends council for putting some
effort into establishing a list of significant
heritage places. But it was not enough, he
told the Herald.
He’s applied to have the WA main
roads-owned site listed on the state
heritage register, recommending it be renamed Hamilton Hill swamp precinct.
Cockburn adopted the Hamilton Hill
revitalisation strategy in November. The
rezonings identified in the strategy are
advertised for public comment until July
23, details of which can be found at www.
cockburn.wa.gov.au/HamiltonHill.
The WA government’s Directions 2031
document sets a target of 47 per cent of
additional dwellings by 2031 in the Perth
and Peel metropolitan areas.
“Hamilton Hill, as a well-connected
inner-ring suburb, is well-situated to
contribute to the delivery of these infill
targets,” the strategy states.
One of the first settlers at Hamilton
Hill was Robb’s agent Sydney Smith,
25, who arrived in January 1830 on the
barque Leda to build Robb’s farmhouse
near the middle of the western boundary
of the grant (Swan River location 10). The
first reference to the suburb is in a letter,
dated August 27, 1830, in which Mr Smith
gives his address as Hamilton Hill.
The name is derived from the
Hamilton Ross Company of Cape Town,
which operated the Leda.
In the 1840s, newspapers in the area
referred to the area as, “that delightful
locality well known as ‘The Hamilton
Hills’”. From his neighbouring grant,
30-year-old Charles MacFaull printed his
news journal which survives today as The
West Australian, now printed at a facility
nicknamed “the Swamp” (on reclaimed
wetlands in Osborne Park).

THE hugely successive St Jerome’s
Laneway Festival is moving to
Fremantle next February.
At Fremantle’s council meeting on
Wednesday the council voted to allow
Sunset Events to hold the music festival
in the West End.
The music promoters, who are based
in the port city, have stitched up a fiveyear deal, with an option of another
five. The council has waived the $17,000
fee for using part of the Esplanade Park,
car park two and any hiring costs for
the first five years.
Till now the festival had been held at
the Perth Cultural Centre.
For Fremantle mayor Brad Pettitt
having St Jerome’s in the port city is
music to his ears.
He expects up to 10,000 music-goers
and dozens of bands to squeeze into
Croke and Mouat Streets, next to the
Herald.
“I am excited about the possibility
of this event coming to Fremantle
as it ticks a lot of boxes in my mind
including reinforcing Fremantle as
a festival city, with fun and funky
events,” he says.

No more Nightrider for clubbers

TRANSPERTH has axed the
NightRider bus service that was
launched in 2006 to cart drunken
yobs out of Fremantle.
WA transport minister Troy Buswell
says the service is too expensive to run for
its recent average of 10 passengers.
But Fremantle councillor Sam
Wainwright is furious.
“Plenty of bus services run with less
than 10 passengers,” he says.
“To run a public transport system as
a successfully integrated network the
services on the more lucrative routes at
busy times have to cross-subsidise the
other services.
“We need better public transport
late at night for a number of reasons:
Public safety in the CBD, reducing road
accident trauma, helping local businesses,
sustainability and for reasons of social
justice and accessibility for those that
can’t drive.”
Cr Wainwright also got stuck into
Transperth for cutting the service without
discussing it with the Fremantle Liquor
Accord group or the wider community.
“I believe the mayor wrote to the PTA
expressing his disappointment but was
met with a shut door.”
Nightrider was established by former
Labor transport minister Alannah
MacTiernan after clubbers complained
they were having to wait several hours to
catch a taxi in Fremantle—if they could
get one at all.

THE tight squeeze for parking in
Lilly Street has resulted in a resident
being ordered to replace paving she’d
ripped out to create a verge garden.
Silke Aichele admits she’d created the
garden to stop people parking outside
her home, but says safety was at the top
of her mind. The street is so narrow that
when cars are parked on both side of
the street it can be all-but impossible for
larger vehicles to pass.
“People [used to] ring my bell asking
if that is my car because they can’t get
through,” she says. Parked cars take up
the footpath, forcing mums with prams or
people in wheelchairs onto the road.
Removing some paving and planting
the garden stopped cars being parked
outside her home while leaving room on
the footpath for pedestrians.
However, following a complaint to
the council she’s been sternly ordered to
“remove the verge material and replace the
pavement within 14 days”. She intends to
fight the order and campaign for parking
down one side of the street only. Mayor
Brad Pettitt says he’s a fan of “urban
greening” but tight streets like Lilly require
consultation with neighbours.

and after trying it recently I’m
hoping it’s here to stay.
Dressed in national costume
our red-pantalooned waiter was
so cheery—and cute—that I
wanted to take him home. When
not waiting tables he trains as a
chef, revealing he’s been cooking
since he was seven in his
hometown of Chiang Mai.
A makeover has transformed
the faded Essex’s decor with
tastefully subtle nods to Thai
culture contrasting with the
muted decor.

The menu is traditional Thai,
the way his mum used to cook,
and her mum before that, he
says.
Upon arrival we were
apprehensive on Shane’s behalf
as there was just one other diner,
an older man loudly slurping
soup and making smacking
noises as he chewed on prawn
crackers.
Fortunately he left before our
food arrived, and the restaurant
slowly filled, making it a good
night for all.
Having skipped lunch I was
ravenous so we ordered an
entree apiece.
For me it was the barbecue
octopus, while D’Angerouse
went with old favourite Thai fish
cakes ($11.90 each).
My tiny cephalopod were
sweetly flavoursome, with
just a hint of salty
barbecueness: The
chilli sauce it came
with really zinged up
the tongue.

just the right consistency with
a divine undercurrent of lemon
grass and coriander.
We’d barely licked the plates
clean when the jasmine rice
arrived, followed by a red curry
and a panang vegetable curry
($19.90 each).
They were subtly different
and fantastic. Sweetened by
palm sugar the panang was
richer, but milder, while the red
curry was less
sweet and

Despite
feeling replete we enviously
watched a diner tuck into a
whole barbecued fish.
In town on business he’d
eaten there the night before and
was happy to return.
A huge fan of Thai food he
reckoned the fish was the best
he’d ever eaten, describing it as
“brilliant”.
“Next time,” we mused.
Up for a tummy-stretching
challenge we opted for the
coconut custard and pumpkin
dessert ($6.90).
It arrived as a solid slice,
topped with cold, diced
pumpkin.
D’Angermouse was pulling
faces until he tried it, and was
then all smiles.
Oddly, while Thai curries
have a pleasing sweetness
this dessert wasn’t overly
sweet, making it all the more
refreshing.
Full to bursting we headed
into the cold night, warmed by
good food, broad smiles and
calls of “sawatdee” (Thai for
both hello and goodbye).

Artist Nathan Karnovsky
reckons he suffers from the notso-rare disorder, with nostalgic
yearnings for working class
1930s and ‘40s America.
He’s also dewy-eyed about
the jazz and blues halls of the
same era.
“But the reality of being an
African-American in the 1940s
wasn’t a pretty image,” he says,
bursting the bubble of reverie.
“Even being poor and white
at the time would’ve been a hard
life.
“But I love they way the
people looked—although they
worked incredibly hard, they
didn’t act as though they were
hard done by. It was just life,
death, living and everything in
between.
“I always listen to jazz
and blues players like Robert
Johnson, Booker White and John
Lee Hooker when I draw. I love
listening to the stories they tell.”
Almost all of Karnovsky’s
sketches are drawn from
photographs taken around
the Depression era, including
hundreds of snaps taken of
Dust Bowl refugees fleeing their
worthless homes after a decade
of drought and erosion, many
taken by Library of Congress
folklorist Alan Lomax.
“America actually paid for
these photographers to go out
and capture what was a dying
America, which it really was,”
Karnovsky says.
“Just the way the eyes look
when they looked into the
camera, because the camera
would’ve been new to all of
them as well.
“The way their clothes fold
over them and even their hands
and feet.”
His show Lightduress, which
runs at EHDO Gallery in White
Gum Valley from July 5, looks
at unmasking the working men
and women of that era.

In short, the onus is on the buyer to bone
fide use “best endeavours” in making their
application for the loan. The buyer must
