M a r t i n as the Republican candidate for Member of Assembly, by the County Convention last week, was a most judicious a ct; and the unanimity— or urgenoy rather— with which the nomination was tendered him, is a well-merited testimonial of the high esteem in whioh he is held by the Republicans of this county. Although one of the most active o f our political workers, he has never been an oflioeseeker; and in accepting this unsought nomination, he does so only in response to the unanimous wish of his party. Mr. Martin is emphatically a man of the people. He commenced life, like the most of us, upon the farm as a farmer’s son. L ik e a great many of our most useful public men, he iu his early munhood taught a district school for a few years; and at length entered the office of Gov. Bedle at Freehold as a law student. Upon his admission to the Bar iu 1866, he came to Toms River and commenced practice. In less than a year after settling here, ho was appoint ed Prosecutor o f the Pleas for this coun ty by Gov. Marcus L . Ward, and faith fully discharged the duties of the posi tion for the term of five years and until a change in the politics of the State nat urally brought about the appointment of a Democratic Prosecutor as his suc cessor. For more than thirteen years Mr. Martin has been one o f our citizens, and to most of the people o f tho county his name and face are eted morsel T o a reporter of the New York Btar, “ Col.” Bntler said, “ I brought these dogs N^rth to clear away the idea that, during the days of slavery, negroes were run down to death by this kind of hounds.” In the conversation, however, the “ C olon el” admitted that the fugi tive overtaken by these lively auitnuls, would probably receive some pretty rough attentions, if the huutaman should foil to make hiB appearance on the soeue at the nick of tim e ; but he insisted that the planters were too careful o f their hu man live stock tit have them eaten by dogs. That occa sional cases of hardship might possibly occur, we may reasonably infer when we consider tho old lows of the Blave States ; seeming, as they do, to have beet) spec ially formed to shield the master in any cruelty bo saw fit to porpetrate upon his slaves. Though he should k ill even his own wife and children in the presence of all the slaves in the South, lie could not bo convicted on their testimony, for tho laws o f the Slave States did not allow a slave to testify against a white muu. Therefore there was no law to restrain a white man from tho worst outrage upon a slaye, if there were none but slaves as witnesses ; and upon conviotion by the evidence o f whites, but slight penalties were imposed for even the murder o f a slave. There are four entrances, three o f which w ill be to the first floor, and the west one to the second floor, upon which are Legislative halls and library. T h ree o f these porticoes w ill be arranged w ith carnage entrances. T h e Senate Chamber w ill b e 75 b y 55 feet on the floor, with a gallery on three sides o f 20 feet more width. T h e Assem b ly Chamber is 92 b y 75 feet on the floor, surrounded b y a sim ilar gallery, which in both Chambers la rg e ly increas es th e areas of the upper portion. T h e lib rary w ill occupy the w hole o f the east fron t o f these two stories, and w ill be 283 feet loag, and 54 feet wide. This w ill be the most attractive room in the building, and perhaps in the world. Its large area and lofty proportions, its views toward the north, east and south, over looking the oity and bringing in the val le y o f the Hudson and its western slopes fo r m iles in each direction, w ill make it a favorite plaoe o f resort at a ll seasons o f the year, even by those who have no taste for the mental pleasures afforded by its 500,000 volumes. T h e feature o f the tem porary Senate Chamber, that will more readily interest the spectator, is the massive oak ceiling. T h e joining and carving o f this wood w ork is superb. Another striking fea ture is the grand corridor, on the south side o f the Court o f A ppeals room. Thia w ill form a sort o f ante-chamber to the court, and also one entrance to the room. H ere gold and crimson and other colors are mingled in all the fantastic shapes and shades o f the kaleidoscope. Standing at the west entrance, and look in g down through it, the perspective is peculiarly effective. T h e m argin of vis ion on the transverse arches o f the roof, grows less and less, while the window recesses on either side— those on the righ t admitting the daylight from the court— seem to connect and bring the linas o f gold on the buttresses of the arches closer and closer together. This corridor is 140 feet long. I t is the pub lic pasnage way, ea*t and west, in the north wing of the building. T h e Speaker’s desk in the Assembly Chamber is mounted on a stone pedestal, and his chair will sit on a foundation as solid, to all appearances, as the everlast in g rock from which it was quarried. T h e furniture is all solid mahogany. A red carpet with a rich border w ill be laid. I t w ill require about 6,009 yards to cover the floors that are to be carpet ed thia winter. This does not o f course include the halls Mid corridors, the floors o f which are laid everyw here with en caustic tiles. Upon entering the build ing, every visitor is required to register name ana residence. T h e total sum expended, inclusive o f the year 1878, with the exception o f a little over $100,000 on hand to pay bills due, amounts to $9,534,290.33.
