It may be a matter o f news as well aa

we atote that there is at this time exist­
ing in eighteen States o f the Union an
enactment koown as the C ivil Damage
Temperance Law, having for its objeot
pecuniary redress for injury sustained
through the intoxication o f others. Un­
der this law not only is the vender of in­
toxicating drinks made responsible for
loss and injury resulting, directly or in­
directly, from drunkenness, but the own­
er o f the property where the liquor is
sold is made responsible as well. Under
this law in Illinois, twelve thousand dol­
lars were reoently recovered by a wife
for loss sustained through her husband's
habits of intemperance. In some of the
States “ exemplary damages” may be
awarded. The States whioh have adopt­
ed the Civil Damage Temperance Law
are Maine, New Hampshire, Vermont,
Masschusetts, Connecticut, llliode Is l­
and, New York, Pennsylvania, Ohio,
Illinois, Indiana, Wisconsin, Iowa, N e­
braska, Kansas and (rather strange to
say) WcBt Virginia and Arkansas.
W o believe such a law as this should
exist in every State in the Union. I f a
man w ill sell to his weak-minded fellowcitizens that which w ill steal away their
brains and make them capable of damag­
ing others, either through neglect, waste­
fulness or violence, then let him do it
with the knowledge that he will be com­
pelled to foot the bill. The law would
make the owner o f a rabid bog or mad
bull, turned out into the highway, re­
sponsible for all tbe mischief done by
the anim al; then why should not the
dealer in intoxicants be responsible for
the mischief done b y h i t brutes as with
maddened brain they are turned loose to
prey upon society ? It a mau lose his
life by the hands of a drunken man, is
there anything more than mere justice
iu giving the widow and orphans of the
murdered mau a hold upon him who is
the indireot cause o f their protector's
death? The wife and children of the
mau who spends his means for rum
ought not to suffer through his fault.

The trial of Rev. Edward Oowley upon
one of the twenty-five indictments found
against him for starving, beating and
otherwise ill-treating tbe children who
had been placed under his care in the
*' Shepherd's Fold,” New York, has re­
sulted in his prompt oonvietion—the jury
in the case being out only eighteen min­
utes. He was sentenced to one year's
imprisonment and to pay a fine of two
hundred and fifty dollars. Public senti­
ment will oodorae this as a righteous
punishment.

the above specified consideration, Mr.
H. w ill really undertake to propel one of
the aforesaid gentlemeu from a gau,

these fowls to be on the wing or in a
atate o f rest ? T h e idea seems so proposterouB that I' am constrained to be*
that there is an error of some kind
in the wording o f the above— typograph­
ical perhaps— and that instead o f “ o f
fifth birds" we should read “ with fifty

looked into a little, nud this philosopher,

small, straight slim leg ; or any other
fancy points ; but not look for these
till you have found the essentials.—

mends the following practice to pre
vent fractious horses from indulging
in their propensity to run aw ay: The
plan is to choke the horse that will
yield to no other treatment.
This

should hang loofeo on the animal un­
der ordinary circumstances, nor be
brought into use except in emergen

the vehicle or harness whore one
without leaving his neat could snatch
it in case o f need. The noose should
have a stop that would prevent it be
ing drawn so tight on the horse as
t.o kill him, but yet it should allow
o f his wind being so much cut o ff as
to suffocato him for the time and take
away his power to run. The noose
should be a strap with a flat steel
epring
riveted
to
it
that
would
spring open when the dr iver desired
to let up on the choking process.
Th e wildest horse that evor galloped
through a street would scarcely go
far with his wind pipe comprossed in
the way described.

shall be deemed Inva'Id and inoperative by
reason o f tbe omission or neglect of said
sheriff or other officer to comply with tbe
requirements o f the first sectlou o f an act
entitled " An act for tbe better securing of
titles to land sold by ’tariffs o r other officers,"
approved March twenty-fifth, one thousand
eight hundred and sixty-four, bat the same are
hereby made an valid and effectual am It the
requirements o f said section had been com­

such conveyance shall bo as valid and effectu­
