It may be a matter o f news as well aa o f interest to some o f onr readers when we atote that there is at this time exist ing in eighteen States o f the Union an enactment koown as the C ivil Damage Temperance Law, having for its objeot pecuniary redress for injury sustained through the intoxication o f others. Un der this law not only is the vender of in toxicating drinks made responsible for loss and injury resulting, directly or in directly, from drunkenness, but the own er o f the property where the liquor is sold is made responsible as well. Under this law in Illinois, twelve thousand dol lars were reoently recovered by a wife for loss sustained through her husband's habits of intemperance. In some of the States “ exemplary damages” may be awarded. The States whioh have adopt ed the Civil Damage Temperance Law are Maine, New Hampshire, Vermont, Masschusetts, Connecticut, llliode Is l and, New York, Pennsylvania, Ohio, Illinois, Indiana, Wisconsin, Iowa, N e braska, Kansas and (rather strange to say) WcBt Virginia and Arkansas. W o believe such a law as this should exist in every State in the Union. I f a man w ill sell to his weak-minded fellowcitizens that which w ill steal away their brains and make them capable of damag ing others, either through neglect, waste fulness or violence, then let him do it with the knowledge that he will be com pelled to foot the bill. The law would make the owner o f a rabid bog or mad bull, turned out into the highway, re sponsible for all tbe mischief done by the anim al; then why should not the dealer in intoxicants be responsible for the mischief done b y h i t brutes as with maddened brain they are turned loose to prey upon society ? It a mau lose his life by the hands of a drunken man, is there anything more than mere justice iu giving the widow and orphans of the murdered mau a hold upon him who is the indireot cause o f their protector's death? The wife and children of the mau who spends his means for rum ought not to suffer through his fault. L e t the mau who takes his money bo obliged to support them. L e t the dealer iu rum be held accountable for the pau perism and crimo his trafllo occasions. T h e appetite for intoxicating liquors is now kuowu and recognized by the medical profession as a disease,— one af fecting both body aud mind, and only to be cured by entire removal of the cause. T h e legislation that makes those who promote this speoies o f insanity—for tbo second Wednesday of May, in the oonrt house, at 11 o’olock, a . m. In fact the udder is the first point to look at in a cursory examination o f a cow, for Nature is not ap£ to create in vain. I f it reaches to the back line o f the thighs, well up be hind, reaches well forward, is broad and moderately deep, with teats well apart the skin soft and elastic, it may be inferred that Nature has provided moans for filling it. I f the udder bo a small round cylinder, hanging down in front o f the thighs, like a six-quart pail, the cow cannot be a profitable milker, whatever digestive apparatus she may havo. A yellow skin and yellow ear (inside) is always most universally regarded as present in a cow that gives rich yellow milk ; but after you find the indications mentioned above, you may admire as many other points os you please—such as first-class escutcheon, a long, slim ta il; a beautifully-turned dish ing face ; a drooping waxy horn ; a small, straight slim leg ; or any other fancy points ; but not look for these till you have found the essentials.— National Line Stock Journal. — .— ------------------------------ A Preventive. A Hochester “ Horseman " recom mends the following practice to pre vent fractious horses from indulging in their propensity to run aw ay: The plan is to choke the horse that will yield to no other treatment. This horoie romedy Bliould bo appliod by a running noose always carriod around the neck o f a horse that won't mind the bit. The noose or lasso should hang loofeo on the animal un der ordinary circumstances, nor be brought into use except in emergen cies. I t should bo within reach o f the driver, a strap running from the noose to some convenient point on the vehicle or harness whore one without leaving his neat could snatch it in case o f need. The noose should have a stop that would prevent it be ing drawn so tight on the horse as t.o kill him, but yet it should allow o f his wind being so much cut o ff as to suffocato him for the time and take away his power to run. The noose should be a strap with a flat steel epring riveted to it that would spring open when the dr iver desired to let up on the choking process. Th e wildest horse that evor galloped through a street would scarcely go far with his wind pipe comprossed in the way described. H e could not take the apparatus in his teeth, and probably a few applications would cure him altogether o f running when he should stand. Home-Made Bone Fertilisers.
