As I write this article at
my rural Harlan, Iowa family
farm, two rooster pheasants are
engaged in a crowing duel in
the groove 30 yards westward. I
decided to join them, so I opened
my office window, dialed my
mobile phone from the landline phone, and held my mobile
phone speaker next to the window screen.
My cellular phone rang,
er…crowed in pheasant language, because the ringtone of
my mobile device is a rooster
pheasant advertising his mating services to available hens.
Moments later the two roosters
nearby crowed simultaneously.
Needless to say, my cellular
ringtone generates interesting
responses from people, as well
as pheasants. Many folks ask
me what makes this unfamiliar
noise.
I explain that I can always tell
when it’s my phone that is ringing. Often we launch into pleasant pheasant descant.
Most birders and hunters
regale me with stories of their
successful escapades; a few
pheasant-hunters inquire about
the size of the pheasant population in my neck-of-the-woods. I
tell them there are just enough
pheasants on my family farm to
satisfy us.
I describe how to develop
suitable habitat that includes
thick grasses and other prairie
plants for cover, access to harvested farm fields for food, a
water source, and groves of trees
that should include cedars and/
or other conifers for roosting and
protection from predators.
The conifers also offer shelter
from winter storms even though
pheasants sometimes will burrow into sufficiently deep, soft
snow when available, where they
survive cozily covered from the
cold until they become hungry
enough to leave their haunts.
Almost always, discussions
about pheasants lead to comparisons about how to prepare them
for dinner. I begin by explaining
how to dress a pheasant quickly
and efficiently.
Hold the dead bird by its legs,
with its back lying on the ground
and its breast turned upward,
while placing one foot firmly
atop each wing. Scrunch your
feet inward to squeeze the carcass tightly between your boots.
Pull upward on the legs with
sufficient force that the carcass
separates.
The pheasant will separate
just behind the rib cavity. Pull
back the skin with its feathers on
the hind portion to the tail and
down the legs until it reaches the
non-feathered lower legs; disconnect them there with a knife
or by breaking off the legs at
the joint between the thigh and
drumstick; then sever the upper
portion of the thighs by cutting
or twisting them off at the pelvic
joint on each side, which leaves
the skinned thighs in your hand.
I need to mention here that
I sometimes salvage the drumsticks even though they have
abundant, springy, hard tendons,
but are tasty; just boil off the
meat or eat around the tendons.
Turkey legs have similar tendons.
Also strip the skin with the
feathers off the breast by pulling it toward the neck until the
entire breast is uncovered. With
a thin-bladed knife, such as fishfilleting knife, cut each side of
the breast away from the sternum
and rib cage.
If you want the heart and
liver, remove the heart from
inside the rib cage and the liver
from the midsection of the carcass. Wash all the pheasant meat
pieces under fast-running water
or in a bowl to remove any feathers that have stuck to them.

program with
magnesium now!
Are the alarms going off?
They should be! Dead cows are
no fun, and they can happen if a
producer is not prepared.
The recent moisture and heat
has the grass growing; these are
happy notes but with a dark side.
Fast-growing, lush grass may not
have enough magnesium (Mg)
within its rapidly growing stems
and leaves to meet the daily
requirement for Mg in the lactating cow. Physiologically, the
cows are coming in to peak milk
production, which certainly is
an additional strain on the cows’
system, and any metabolic shortfall can have quick, disastrous
consequences.
Because grass tetany is so
difficult to detect early, the real
answer is to make sure the cows
are supplemented adequately
with a proper pasture mineral.
Visit your local cattle nutritionist and obtain a spring pasture
mineral that provides a well-balanced mineral program specifically with supplemental Mg for
spring pasture grazing.
Stay alert. The cow initially
responds to these metabolic
challenges (lack of Mg) with
nervousness and irritability generally not apparent to the typical
watchful eye. But due to the rapid
onset in well-managed cows,
quick response and treatment
is critical, particularly because
beef herds have been selected for
more growth and, in many cases,
heavier-milking cows.
Some would ask, “Why all
the excitement?” I would say,
“Because we know the situation and managerial intervention
through correct supplementation
will prevent dead cows.”
Let’s take a closer look at
grass tetany. The Merck Veterinary Manual website at http://
www.merckmanuals.com/vet/
index.html has a good description
in the section on “Metabolic Disorders.” Look up hypomagnesemic tetany in cattle and sheep.
The clinical findings state
that “in the most acute form,
affected cows, which may appear
to be grazing normally, suddenly
throw up their heads, bellow,
gallop in a blind frenzy, fall, and
exhibit severe paddling convulsions. These convulsive episodes
may be repeated at short intervals, and death usually occurs
within a few hours. … in many
instances, animals at pasture are
found dead without observed illness … .”
Further observation would
note the cattle had convulsions
prior to death as indicated by the
straddle marks on the ground.
Pay attention and observe cattle
acting unusually as is noted on
the Merck website, which says
“… the cow is obviously ill at
ease, walks stiffly, is hypersensitive to touch and sound, urinates
frequently, and may progress to
the acute convulsive stage after a
period as long as 2--3 days. This
period may be shortened if the
cow is transported or driven to a
fresh pasture.”
In a typical situation, cattle
are worked in early June and
sent to summer pasture. The next
day, two cows go down. Veterinary intervention was obtained;
one cow lived and one cow died.
The cows were not noticed to be
demonstrating the early signs of
grass tetany, but the extra activity
brought on by moving the cows
triggered the clinical onset.
An important point to keep in
mind is to check with your local
veterinarian to make sure appropriate treatment protocols are
available and people are around
to administer the treatment. This
is truly an emergency situation in
the life of a cow. Losing a cow
is not the experience a producer
wants.
The truth being said, good
spring pasture mineral supplementation that has Mg included
can minimize the development
of grass tetany. Grass tetany also
is associated with low blood
calcium, thus the connection to
higher-milking cows, and any
indication of instability in a nursing cow is an emergency situation.
Ketosis (sometimes confused
with milk fever at calving) and
hypomagnesaemia tetany (commonly called grass tetany or
grass staggers) are serious metabolic disturbances in cattle, and
given the setting and time, often
are fatal without veterinary intervention. Ketosis generally is
associated with reduced intake
of carbohydrates or, more simply
put, inadequate feed to support
the nutritional requirements of a
lactating cow.
But like many problems, the
root cause is a combination of
issues expressed as a crisis. Serious outbreaks can occur if cattle
are borderline deficient on calcium, stressed while producers
are working calves and moved
from the calving pasture to a
lush pasture where dietary Mg
absorption cannot meet the daily
maintenance of Mg plus the daily
lactation requirement for Mg.
The cow does not have a good
way to store Mg, so daily intake
is critical. The result of a lack of
Mg is dead cows in the morning. Critical response is imperative. Contact your local cattle
nutritionist and veterinarian in
advance, be prepared and offer
a well-balanced spring mineral
program.

skins, spread several T of the

skin, roll them up and seal them
with moistened fingers. Fry
them in oil at 350F degrees until
the egg rolls float, but don’t overcook these delicacies.

Banking scholarship. Awarded each
year to a first-year student from an
NDBA or SDBA member bank, the
$450 scholarship is based on the
students’ future goals in banking,
reasons for attending the school, and a letter of recommendation from a supervisor or bank CEO.
“Breanne is a rising star within First State Bank of
North Dakota,” said Derek Jungels, President of the
Lisbon bank. “She is a bright, intuitive and strong leader
and her work at the bank is a reflection of those qualities
as is her community involvement. Breanne epitomizes

Are you an entrepreneur or a
small-business owner?
When one reads stories in the
newspaper or journals, these two
groups are not distinguished from
each other typically. Neither the
U.S. Small Business Administration nor the U.S. Census Bureau
breaks them out separately.
So does it make a difference?
Or should the writings about
building the economy around
entrepreneurs be the encouragement for us to be entrepreneurial
if you want to succeed?
Based on what I have read,
along with some exploratory
research conducted by a colleague and me, the answer is “it
depends.” It is based to some
degree on how you define success.
In looking at our business
owners in 1997, 2000 and 2007,
entrepreneurs made more money.
In part, that may have been a factor of having more employees.
Yet the management of employees is not something all people
feel comfortable doing.
And the earnings for entrepreneurs showed much greater
variation when the U.S. entered
the recession in 2007. Again,
your choice may depend on your
desire for perhaps a greater likelihood of income stability.
Another part to the equation is
whether the business represents a
way to earn income or a way of
life. Small-business owners see it
as a way of life and, I suspect, a
means that may allow for more

time to pursue other activities,
personal and professional.
Finally, your risk tolerance
may influence your decision. As
noted, entrepreneurs may ride
more of a roller coaster with big
upswings but equally big drops.
Small-business owners had a
steadier income level.
However, these factors only
represent part of what is going
on with the business owner. Part
of the research was basically a
static look in time. I suspect that
people change their orientation
based on circumstances, opportunities, where the product/service is in its life cycle, market

Q: How much is the maximum 2016 Social Security retirement amount?
A: This is the maximum
amount payable to a person
retiring in 2016 exactly at full
retirement age (FRA). This is
not the same as the highest possible Social Security retirement
amount
The maximum monthly Social
Security retirement amount
changes each year. Reasons for
this include changes to national
average wage data and having
another year of potentially higher
earnings available when computing retirement amounts.
Full retirement age is 66 for
people born in 1943 – 1954.
When retirement benefits are
started before FRA, amount
is reduced by the number of
months involved. When retiring
after FRA, benefits increase by
the number of months involved.
An early step in determining a
retirement amount is to compute
the person’s amount at full retirement age, without reductions
or increases, using your best 35
years of earnings, weighted for
inflation. This is then adjusted by
the number of months that you
are before or after FRA.
If starting Social Security
retirement in 2016 exactly at full
retirement age, and if earning
at least the maximum SSA taxable earnings in each year if the
35 years used in the calculation,
then the highest 2016 retirement
amount is $2,639 per month. The
average SSA retirement amount
was $1,345 per month as of
March 2016.

More than 44,000 signatures submitted to put equal rights for crime victims on the Nov. ballot

North Dakota submitted more
than 44,000 signatures from
North Dakota voters today
in order to place the initiative on the November ballot. Marsy’s Law for North
Dakota will constitutionalize a number of rights for
victims of crimes, protecting them in a manner no less
vigorous than protections
afforded to criminal defendants, including the rights to
be heard, to be notified and
to be free from harassment.
According to state law, the
initiative needs 26,904 valid
signatures to qualify. The
Secretary of State’s Office
now has 35 days to review
the signatures.
“We have been overwhelmed by the thousands of
people supporting stronger
victims’ rights, including our
endorsement from the North
Dakota Sheriffs and Deputies Association” said Marsha Lembke, state director
for Marsy’s Law for North
Dakota. “We are also grateful to the victims who have
stepped forward to share
their experiences within
the criminal justice system
that justify the need for this
change.”
The process for this ini-
tiated measure began in
late 2015 with a committee
drafting its language. This
committee included victims,
victim advocates, attorneys,
local law enforcement, a former U.S. Attorney for North
Dakota, and concerned citizens. An official sponsoring
committee was later formed
and the initiative was submitted to the Secretary of
State’s Office on December
15. On December 22, Secretary Jaeger approved the
petition to be circulated for
signatures. Signature gathering began in earnest in midFebruary and concluded in
early May.
“Procedurally,
Marsy’s
Law for North Dakota is a
simple initiative that can
greatly impact how crime
victims are treated within
the criminal justice system,”
said Kathleen Wrigley, chair
of the Marsy’s Law for North
Dakota sponsoring committee. “Its language purposefully mirrors our existing
state statute, making it simple and straightforward to
implement. The great benefit comes from these rights
getting equal legal standing
to the rights of the accused.
Nothing more, but certainly
nothing less. With this,
crime victims will be part of
the process, not reduced to a
consequence of it.”
Only 18 states do not have
constitutional rights for victims of crime, one of which
is North Dakota. While our
state laws are strong, there are
no express remedies for victims if they are not followed.
This has resulted in too many
instances of victims’ rights
being ignored. Additionally,
without equal legal standing,
victims’ rights will always be
superseded by the rights of
accused and convicted criminals. Marsy’s Law for North
Dakota will level the playing
field to ensure crime victims’
rights are protected in a man-
ner no less vigorous than that
of the accused and convicted.
Marsy’s Law for North Dakota
does this expressly without
diminishing the rights of the
accused.
Many crime victims and
family members have stepped
forward to express their support for this measure, sharing their personal struggles
within the criminal justice
system, such as: not being
made aware of court appearances, not being apprised plea
agreements before they are
submitted, not being notified
of release, being harassed by
the defense, and not receiving
court-ordered restitution.
“We are kidding ourselves
if we don’t admit that victims’
rights are being overlooked,”
said Wrigley.
“Originally,
victims
represented
their
cases before a judge and
therefore didn’t need laws
guaranteeing they would be
part of the process. As our
system shifted to having the
state prosecute the accused,
however, victims are no longer a party to their cases. They
have been removed aside from
being a witness. Marsy’s Law
for North Dakota helps bring
the rights of all concerned into
balance.”

Normalcy and Collaboration: Keys to success for foster care youth,
Gov. Dalrymple proclaims May as Children’t Foster Care Month
Playing sports, driving a car,
or having a cellphone are typical
teenager activities that help them
develop interests, skills, and long-
lasting relationships. But some
youth in foster care do not always
get to participate in these everyday activities or have the same
opportunities and freedoms that
their peers do.
One former foster youth, Chris
Rickabaugh, now 21, credits his
foster parents and other child welfare professionals who worked
together to meet his needs and
helped him lead a normal teenage
life.
A three-sport athlete excelling
in high school football, basketball, and track, Rickabaugh said,
“As long as I did not take advantage of my privileges, I was able
to be a normal teen – go to school,
do my sports, and drive home.”
The cornerstone of the collaborative effort involving youth
in foster care is quarterly child
and family team meetings. These
meetings involve birth and foster
parents, family members, county
caseworkers, independent living
coordinators, school personnel,
therapists, and other professionals
who provide support to the foster
youth. Foster youths who are 14
years of age and older are encouraged to lead their own meetings
and invite additional members,
like friends, to be a part of their
care team.
“Having the meeting once
every three months and hearing
‘Good job: Keep it up.’ It was nice
and positive,” said Rickabaugh.
“It helped me think about the
future and plan ahead.”
As part of a child and family
team meeting, a youth creates a
detailed plan that outlines his or
her independent living goals that
will help the youth transition to
adulthood and self-sufficiency.
Rickabaugh’s independent living coordinator from PATH Inc.,
Stephanie Caspers, said, “I like
to turn it over to the youth and let
them speak about their independent living experience and what
their needs are. It is very empowering to be a part of your own
plan.”
The North Dakota Department
of Human Services contracts with
PATH Inc. to assist foster youth,
like Rickabaugh, with independent living planning and services.
Dean Sturn, foster care administrator with the North Dakota
Department of Human Services,
said in addition to the collaboration between individuals involved
in a foster youth’s life, there are
also other programs that can
help them transition to adulthood including the 18+ Continued Foster Care Program, Chafee
Independent Living program, and
Education and Training Voucher
program.
One other major support that
Rickabaugh is thankful for is
health care coverage through
Medicaid. Provisions of the
Affordable Care Act made Medicaid coverage available to youth
who age-out of North Dakota foster care until they reach age 26.
Rickabaugh did not let the
label of being a foster youth stop
him from achieving great things.
He was selected by the Department of Human Services to represent the state’s foster youth in
Washington D.C. He was able to
assist foster youth nationwide by
participating in an effort to raise
awareness and momentum for
legislative action that would best
support the needs of children and
youth in foster care. He also has
been an active member of the
North Dakota Youth Leadership
Board for the past five years.
As a way to give back to the
many people who have helped
him, Rickabaugh plans to continue to advocate for foster youth
by participating in various public
speaking engagements.
“I can’t thank my foster parents
enough and everybody in the child
welfare system for their hard work
and dedication. I respect them so

working for the Soil Conservation Service in 1981 as student
trainee in Reno, NV. In 1983,

irrigated hayland. After that,
Fossil Bill went to La Grande,
OR where the main emphasis
of work was irrigated cropland
and dry land wheat.
A time spent in Utah followed where Bill served as
the District Conservationist in
Richfield. Bill expanded his
experience with the USDANRCS through a position in Las
Vegas, NV as the District Conservationist in an urban emphasis FO and with a satellite office
in Caliente, NV dealing with
cattle and irrigated hayland.
From there it was off to
northeast Iowa as the Assistant State Conservationist and
an assignment in Afghanistan,
immediately followed by West
Virginia as the Assistant State
Conservationist – Operations.
After a couple years in that
position a reorganization took
place and Bill was moved into
the Assistant State Conservationist – Programs position.
This past October Bill discovered a passion for North Dakota
after serving as the acting State
Conservationist for a fourmonth period.
Bill and his wife Terrie have
three children: Will is currently
in the Air Force stationed at Hill
Air Force Base in Ogden, UT;
Kelsey graduated from Shepherd University this past May
and is in Missoula, MT working
her first job post-graduation;
Conner is in the Navy stationed
in Norfolk, VA and attached to
the USS Whidbey Island, LSD41, an amphibious assault ship

about 755 licensed family foster
homes, therapeutic foster homes,

State Parks plan National Trail Day events, June 4
National Trails Day is being
recognized by North Dakota
State Parks on Saturday, June
4. National Trails Day encourages people to step outside and
be active. Take time to walk,
hike or bike and explore the many
urban and off-road trails of North
Dakota. Remember to thank the
many individuals, groups, organizations and volunteers that

Beaver Lake State Park: Join
a Ranger for a guided hike along
the Nature Trail. After the guided

Grahams Island State Park:
The National Trails Day hike
will begin at 2 p.m. at the Grahams Island State Park Trailhead,
located in the parking lot by the
Sivert Thompson activity center. Trail signs in the park will
lead you to the trailhead. Hike
will be a park ranger/interpreter
guided hike covering about 2
miles of mowed trails. Trails
wind through Grahams Island’s
naturally wooded areas of beautiful oak, ash, hackberry and a wide
variety of shrubs. 701-766-4015.
Icelandic State Park: Icelandic State Park is offering three
guided hikes throughout the
day, each starting at the Hillman
Loop trailhead north of the primitive campground. A birding hike
begins at 10 a.m. This hike offers
the chance to view different bird
species while walking the Bluebird Trail. A bike hike will begin
at 4 p.m. Bring your bike and hel-
met, both are required to take part
in this trail ride. Use all of your
senses while taking part in a fun
night hike at 9:30 p.m. Children
must be accompanied by an adult.
Door prizes will be awarded at all

Lake Metigoshe State Park:
Celebrate National Trails Day
at Lake Metigoshe State Park
by participating in a guided hike
along the Old Oak Trail. Meet at
the warming house and go for a
leisurely hike along School Section Lake. Please wear comfort-
able shoes, sunscreen and bug
spray.
Lake Sakakawea State Park: A
one-mile guided hike on the North
Country Scenic Trail will begin at
2 p.m., starting at the Visitor Center. Be prepared with comfortable shoes, sunscreen, bug spray,
water bottle, sunglasses or hat,
and appropriate clothing. 701487-3315.
