The fines could close your business. Would your company survive fines of $304,646 for breaching CoR Laws? If you believe having overweight trucks gives you a competitive advantage, then think again because it’s a crime How would you live with yourself, if your overweight truck killed someone? Freight-Weigh Above Ground Weighbridge “A NSW Court had awarded $304,646 in fines and costs against freight and logistics company, XXXXXXX Logistics, for 47 offences involving overloaded or overwidth trucks. The Magistrate also issued a Supervisory Intervention Order against the company, requiring it to change its management practices to ensure these offences do not reoccur and that staff are trained and better supervised.” Your Australian Weighing Equipment Weighbridge is Built to Last AWE Freight-Weigh Above Ground Weighbridge Contents Freight-Weigh Aboveground Weighbridge Front Cover Table of Contents 1 Chain of Responsibility Legislation 2 Your Weighbridge Is An Investment 3 9 Commercial Reasons Why Your Business Needs an Above Ground Weighbridge 4 Why Our Freight-Weigh Weighbridge Stands Out From The Crowd 5 How The Freight-Weigh Above Ground Weighbridge Works 6 The 3 Must Have Elements, To Make Sure Your Weighbridge Keeps Working Your Weighbridge Is Only As Reliable As The Load Cell ZAP And It’s Fried, Electrostatic Discharge: The Unseen Electronics Destroyer 10 Hot Dipped Galvanising Is The Gold Standard For Protecting Steel 11 Concrete vs Steel Decks 12 Standard Sizes for Concrete & Steel Freight-Weigh Above Ground Weighbridges Weighbridge Options - Get More Out Of Your Weighbridge 15 Customised Software 16 Gedge Family of Weighbridge Indicators 17 Which Is The Best Weighing Solutions For Your Trucks 18 Your Truck Must Not Exceed The Mass Limits 19 Single & Multi Decks 20 1st Fleet Case Study & Interview with John Lovatt 21 - 23 Cement Australia Case Study & Interview with Ron Bull 24 - 26 Elf Mushrooms Case Study 27 AWE’s Customer Weighing Solutions 28 Australian Weighing Equipment Guarantee 29 AWE Weighbridge Site Specifications 30 The Legal Compliance Required For Your Weighbridge 31 - 32 Questions You Should Consider To Get The Right Weighbride & FAQ 33 - 34 Weighbridge Terms 35 - 36 Who is AWE & Rite-Weigh Scales 37 - 40 1 Australian Weighing Equipment Riteweigh Scales Sydney +61 2 8717 3333 Melbourne +61 3 9330 1011 Brisbane +61 7 3423 1388 www.awe.com.au 7-8 9 13 - 14 AustraliaN Weighing Equipment Your Australian Weighing Equipment Weighbridge is Built to Last Chain of Responsibility Legislation The Road Authorties are cracking down on overweight trucks Belltrees Bridge, Scone Shire Council 1996. Could a bridge designer of the 1920’s have foreseen a Super-Dog combination or a B-Double ? What If Your Trucks Were Overloaded? The RTA is cracking down on overweight trucks because overloading a vehicle can significantly impair the driver’s ability to brake and steer correctly and is a danger to the driver, passengers, other road users and pedestrians. The Bureau of Transport Economics’ (BTE) 2000 Report on Road Crash Costs in Australia is still regarded as the most authoritative source available on the economic cost of road crashes. The BTE crash cost estimates has been updated to 2008 showing the average cost of a fatal crash is $2.27M (which takes into account loss of future earnings, etc.), and the average cost of a serious injury resulting from crash is $560,000. Do you know why the Road Traffic Authorities enforces the overloading provisions in the Chain of Responsibility Legislation? 1. Overloaded Trucks cause excessive wear and damage to roads, bridges and pavements; 2. Serious overloading can affect your driver’s safety by making the vehicle less stable, difficult to steer and taking longer to stop when braking 3.Overloaded Trucks give an unfair competition to other haulers doing the right thing. In the long term, keeping within weight limits may keep you employed and your firm in business; and 4. Overloaded vehicles are illegal - this may affect the insurance cover for the vehicle. The penalty for overloading a vehicle may exceed $2,200 for an individual and $11,000 for a corporation, per incident. Heavy vehicles represent 2.5 per cent of all registered vehicles in New South Wales, but account for 8 per cent of vehicle kilometres travelled and 21 per cent of fatalities on New South Wales roads. So you’ve decided you need a weighbridge! The purchase of a weighbridge is a wise investment but, like any investment, it requires some research and thought to ensure you get the most for your dollar. Warringah Council - Kimbriki Tip A Weighbridge in Action Leveling a Weighbridge According to the ATO depreciation schedule, they allow 25 years to depreciate a weighbridge. So your Weighbridge is a long term investment. You need to consider the placement of your weighbridge carefully. It’s essential to assess the impact of the weighbridge location on your current and future use of your site. You don’t have to look at too many weighbridge brochures to become thoroughly confused about what’s available, what’s important and what’s not to you. Generally, there are two basic types of weighbridges used to weigh trucks; 1. A xle load weighbridges which are used to weigh 1 or 2 or multiple axles at a time to comply with the Chain of Responsibility and its associated ”legal ramifications” with regards to heavy vehicle (>4.5t) axle weights. (Trade Approved and Non Trade Options) 2. F ull-length truck weighbridges which weigh the entire truck at one time and can also have split decks for axle weighing, to comply with the Chain of Responsibility and all associated legal ramifications with regards to heavy vehicle (>4.5t) axle weights. A weighbridge can have a very tough life, often in extremely arduous conditions. It won’t take long to see the impact of a poorly designed and inadequately protected weighbridge because it will quickly show signs of deterioration, which will eventually affect its performance and reliability. AWE designs the Freight-Weigh weighbridges for Australian conditions and a lifetime of heavy duty weighing. Our proven robust designed platforms are engineered and manufactured inhouse, to the highest standards, providing our customers with a lifetime of reliable and accurate service. 3 Australian Weighing Equipment Riteweigh Scales Sydney +61 2 8717 3333 Melbourne +61 3 9330 1011 Brisbane +61 7 3423 1388 www.awe.com.au AustraliaN Weighing Equipment Your Australian Weighing Equipment Weighbridge is Built to Last 9 Commercial Reasons Why Your Business Needs An Above Ground Weighbridge Heavy Vehicles Represent 2.5% Of All Registered Vehicles In New South Wales, But Account For 8% Of Vehicle Kilometers Travelled And 21% Of Fatalities On NSW Roads. NSW Government Response Road Safety Roundtable 9 Commercial Business Reasons Why You Need an Above Ground Weighbridge 1.Your trucks will Comply with the Chain of Responsibility, so you don’t have to worry about the crippling CoR fines for having overweight trucks on the streets. 2.Improve productivity and efficiency, because you will only be loading your trucks once, with the correct weight. 3.You won’t be losing revenue by sending out underweight trucks. 4.Overloaded trucks use more fuel because, as your truck’s gross weigh increases, your fuel economy decreases. 5. Increase your trucks life and lower your maintenance costs, because constant overloading will destroy your trucks. 6. An average articulated truck has a relative rating of 2.65 compared to a 2 tonne car which is rated at 1/2250. Hence: A n articulated truck is equivalent to 6000 cars. A standard axle fitted with dual tyres and loaded to 8.2 tonnes will cause 2250 times more damage than a car. The same standard axle loaded to 10 tonnes will double the damage to the road pavement. 7. Meet your duty of care, by providing a safer Workplace, and your drivers will feel safer because your trucks are loaded within safe legal load limits. 8.Your Weighbridge creates a record of the loaded weight for each trip so that you can prove your trucks are within the relevant mass limits, promoting better relationships with enforcement agencies. 9.Overloading causes a lot of damage to roads and bridges, forcing us to pay more taxes to make up for the shortfall. Once the go ahead is given, the truck travels slowly up the ramps on to the weighbride deck, stopping when truck fully on deck Garbage Truck Spprosching Kimbriki Tip Weighbridge. 3. The bridge has been calibrated to Zero, the load cells, detects a change in weight. 4. The Load Cell sensing or spring element is designed to detect strain of the weight directly proportional to the load applied. 5. The strain gauges, are usually connected in multiples of four, called a Wheatstone bridge configuration - converting the very small change in resistance into a usable electrical signal. Kimbriki Tip Above Ground Weigh Bridge. 6. The electrical signal is converted by the instrumentation, and shows the trucks weight on the indicators 7. The driver and operator now know if the truck complies with CoR Legislation 8. The truck driver can exit via the ramp once the go ahead is given and it is safe to proceed. 9. The truck can then proceed on its journey or reload their truck within legal, to make sure the trucks are not under or overloaded. You’re Responsible If Your Trucks Are Overweight ! The load cells are highly accurate transducers, designed to sense force or weight under a wide range of adverse conditions. They’re the most essential part of an electronic weighing system, but also the most vulnerable. ASCA Hermetically Sealed Load Cell The sensing or spring element is designed in such a way it develops a strain, directly proportional to the load applied. The strain gauges, are usually connected in multiples of four, called a Wheatstone bridge configuration. This converts the very small change in resistance into a usable electrical signal. Load cells may be damaged because of shock, overloading, lightning strikes or heavy surges in current, chemical or moisture ingress, mishandling (dropping, lifting on cable, etc.),vibration, seismic events or internal component malfunctioning. The load cell needs to be properly sealed against the environment Our Wheatstone Bridge Configuration A cross-section and exterior photo of digital compression load cell 9 Hermetically sealed, stainless steel load cells are made from 17-4PH stainless steel - which offers the best performance qualities of any stainless alloy. Hermetically sealed, stainless steel load cells are more expensive than other load cells due to the additional costs of sealing the load cell Hermetic sealing will ensure the integrity of your strain gauge section of the cell in corrosive or washdown applications. A true hermetically sealed load cell incorporates a welded header cover over the gauge cavity where the cable is attached. The welded header is the key to preventing moisture penetrating the inner load cell Watch out for potted loadcells that are only designed for “normal” environmental factors encountered in indoor or protected outdoor weighing applications. Choosing non-hermetic cells for washdown applications to save some dollars will result in constant replacements due to moisture seepage. You don’t save money. Electrostatic Discharge (ESD) also known as static electricity, is destroying millions of dollars’ worth of electronic components every year. “Static electricity refers to the build up of electric charge on the surface of objects. The static charges remain on an object until they either bleed off to ground or are quickly neutralized by a discharge.” Dhogal (1986). Basic Electrical Engineering, Volume 1. Tata McGraw-Hill. p. 41. When the electric charge accumulates to the point where the volts can “jump” across an air gap and the resulting current flow can fuse and damage the electrical circuits. Weighbridges are vulnerable to damage by ESD, the consequences of which can be very expensive to repair, not to mention the knockon effects of your weighbridge being out of order. A weighbridge, by nature, is unlikely to be the tallest structure in its locality and so will rarely be directly struck by lightning. If it does receive a direct hit, then no weighbridge in the world could withstand or dissipate the electrical energy that would strike it passing through its load cells as the easiest route to earth. AWE approaches the problem of lightning protection from the point of view of preventing damage from the dissipated energy. We do this by using a PATENTED load cell assembly unit which fits components between the ground and the weighbridge deck. Over 25 years of use on Australian Weighing Equipments weighbridges around the world has proven this to be both electrically durable and structurally strong enough in the most arduous conditions. We are so confident of our lightning protection system that under our maintenance contracts we guarantee to repair any lightning damage free of charge (Terms & conditions apply). Hot Dipped Galvanising is the gold standard for protecting steel, “The galvanizers association has advised that a standard galvanized coating may now achieve a coating life of 50 years in most environments, although urban / marine use are up to 25 years.” You don’t have to worry about your Weighbridge rusting away, so you will not be up for costly maintenance because of corrosion. Galvanising has a lesser failure rate than powder coating & paint, because it’s not open to the environment as it binds to the platform Exceptional corrosion protection in industrial and marine environments Chemical resistance to splash and spillage Resistance to the effects of fume and immersion in neutral fresh and salt water AWE Galvanise All Steel Frames Hot Dipped Galvanising is the Gold Standard for Protecting Steel. Don’t Compromise the Life of Your Weighbridge, by Accepting Cheap Powdercoating or Inferior Finishes Galvanising Pros Galvanising Cons Implications Hot Dipped Galanised Galvanising Bath at 450 °C Steel can buckle under such extreme heat- Fortunately AWE has inhouse Rolling and Bending, so if they buckle, they can be straightened Galvanising more expensive So many companies only offer Powdercoating, to try to keep the cost down, which means they offer substandard corrosion protection Powdercoating Pros Powdercoating Cons Implications Choice of colours Looks good when delivered but Once powdercoating surface is damaged, scratches easily, with normal wear it open to moisture, and the steel will and tear begin to rust Powdercoating looks good when it is delivered Powdercoat gets scratched too easily Powdercoating is not as hard wearing as Galvanising 11 It depends on what’s important Looking good Temporary (until it gets scratched) or going the distance. It is the operator’s responsibility to make sure these limits are not exceeded. Don’t risk the heavy CoR fines because of overweight trucks. Single Deck Weighbridges It is your responsibility to not only ensure your total weight is below the limit for your truck type but also that the axle weights are not exceeded. You should be aware of the constraints in using a single deck weighbridge for measuring axle weights. It’s very difficult to get different axle group loadings accurately on a Single Deck Weighbridge, with a single weigh operation. he work around involves making multiple truck T movements, so each axle group, is weighed on the single weighbridge deck, called Split weighing. This method requires level ground before and after the weighbridge to achieve axle weighs. This Split weighing method requires operators knowledge to determine axle group weights and its also time consuming. So tell me about the your relationship with AWE? We met 10 years ago, when they were installing a weighbridge at a metal yard, next to one of our sites. We were looking at putting in a weighbridge, so I went and made myself known and our relationship grew from there. We now have weighbridges in 3 states on the Eastern seaboard, Melbourne, Sydney, and Brisbane. We operate a Freight Express Service and it’s important to have a weighbridge because if you’re caught by the Police or RTA for sending overweight trucks on the public roads, then you’re breached for exceeding your weight. The fines are very expensive, so we have to have an operational weighbridges 24/7 7 days a week. Has it always been the case? Yes, more so in the last 5 years because the Police and the RTA won’t tolerate people overloading their trucks and trailers. Why are the AWE weighbridges so good, why do you choose them? “Their service is good, their weighbridges are reliable we load about 20 B doubles Night & Day so there’s a lot of traffic going over them and they require little maintenance. Yes of course, with fines up to $10,000 per tonnes for exceeding the weight limits on the roads. So it pays for itself in no time. So tell me about the weighbridges you got from AWE? Similar to the one behind you, only longer in Melbourne & the same in Brisbane. AML Portable Weightbridge Why are the AWE weighbridges so good, why do you choose them? The weighbridges have been installed over the Christmas break period, it was done at this time because that’s our down period, where we don’t have many trucks, so AWE came in during the period and installed all of the pads so we could get them operational, as soon as possible after the New Year period. So why did you choose this particular weighbridge? What’s unique about it? What’s special? We have the difficulty with the installation here, that much of the structure and is old structure and so we are limited by the height we have available. We had contemplated putting in a full standardised weighbridge, but the amount of work to do than and the space we have was too prohibitive and these pads solved our problem for us. There low in profile. What makes them different? Well they are different because the profile is fairly small and so we can fit them and we’re still able to maintain our distance from our spouts and structures and the weighpads. What has set apart AWE from other companies supplying weighbridges? Well there are other companies around that have similar systems, but our relationship with AWE has been over a reasonable lengthly period of time. Because we have been doing this project and trying to get the right answers before we launched into doing the project and they have aways been cooperative and good people to deal with, so we were always keen in the first place when we got quotations to deal with AWE and what we got now supports our stance in that regard. AWE weren’t the cheapest but were certainly the best in our opinion. - Ron Bull, Cement Australia So when you told AWE what you need, what did they do for you? How did they find the right solution? They proposed these pads and showed us and we liked the concept, we liked the height that was available to us, it was very small. The pad was as high by a small extent. All was part of the consideration in dealing with AWE. How did you find their service and support? They have been great, we have never had troubles with AWE. As soon as we raise an issue it is quickly addressed and solved, no problems at all. Pull Over Weigh Station Can you tell me you have a long relationship with AWE, How far does that go back? Me personally about 5 years, so we’ve been doing or preparing this project for 5 years for about that period of time. So it’s been a big decision and a lot of money involved obviously. So between AWE and ourselves we got it right so that’s good. So over those 5 years what were some of the things that stuck out? We liked the concept, we like the fact that the pads were only small in height and we like the people we dealt with and I guess you put all 3 things together and we got a good combination. Cement Australian Truck 25 So having a good relationship with AWE is vital part of the process? It certainly is a significant factor yes. Australian Weighing Equipment Riteweigh Scales Sydney +61 2 8717 3333 Melbourne +61 3 9330 1011 Brisbane +61 7 3423 1388 www.awe.com.au AustraliaN Weighing Equipment Your Australian Weighing Equipment Weighbridge is Built to Last Interview with Ron Bull from Cement Australia So is there anything else in the way they work or how the pads works? Well the reason for putting the pads in is to make our loading installation secure, thats one reason, we did have the problem before when it was manual loading we might (without weighpads, of course) overload or underload a truck. That was an inefficiency we wanted to get out of the system and these pads provide the accuracy to load quickly and provide the security we needed. It also allowed us to automate the loading system properly and inline with our broader plan, removed the inefficiency we had before. By installing this you were saving money? We like to think so, that’s how we justify spending the amount money on the project. The project will pay for itself over a reasonable amount of time. Well removing the inefficiency of underloading or overloading will certainly save us money because we’re saving time and we don’t have to. For example, if we overloaded before we had to go back and pump off the extra product which was on the truck and that all takes time and time is money and there we save the money and get the justification spending the capital we have. So it is easy to justify spending the money we did. What if your Trucks were Overloaded? While AWE has cost you a lot money short term they have saved you Money? Correct, we spent a lot of money installing the pads, but the money will be repaid back in a short period of time and we are quite happy with the benefits we will gain from these weighpads. Any thing else you have got from AWE? Lots of other smaller things they have done for over 5 years. It’s not as we just come along to AWE and discovered they were good guys and we gave them a good project. We had a good experience for sometime. They’ve done loadcells, weighbridge at Glebe, scales on our Supertankers. Actually the Weighcells on our supertankers enable us to make sure how much is in each tanker - Supertankers are mobile storage vessels on road sites that enabled us to keep track of stock, lots of small things. But we have done business with AWE over several years. If someone were to ask you there looking for a large outlay for a weighbridge, why would you recommend AWE? When we first looked at this project 5 years ago we did look at other companies and we compared in quite a reasonable way with the various attributes of the different proposals. As I said before concepts we liked, the size of the pads we liked and the relationship we had with AWE has been good comparing all of the factors and cost associated with the equipment. AWE wasn’t the cheapest but were certainly the best in our opinion. “The relationship we had with AWE has been good comparing all of the factors and cost associated with equipment. What type of Trucks do you expect to use on your weighbridge and what is the specification of vehicles for which the weighbridge is required - eg axle loads, wheel positions and gross vehicle weight Will the standard weighbridge pattern suit your workflow or operations? Frequently Asked Questions What Size Weighbridge Do I Need? To determine the size of your Weighbridge you need to select a platform, long enough to weigh the largest truck you anticipate weighing in the future. Weighbridges come in 2 widths to suit most trucks 3.0 and 3.5 metres, and they can range in size from 6 metres to over 60 metres. It’s much more expensive to add an extra metre to your weighbridge, 5 years down the track when your trucks outgrow your initial weighbridge. Your weighbridge needs to fit within the area you have allocated, allowing for a straight approach and departure from the weighbridge. What is the largest vehicle you intend to weigh? AWE provides of multiple of standard platform sizes to cater for most common truck types. In addition to these sizes we also provide custom weighbridges for larger trucks such as B-Triples, Road Trains, Mining Trucks/Dumpers. What’s the Difference between Trade & Non Trade? Trade: A weighbridge is used for trade when it is used, or made available for others to use, to buy or sell goods, to determine freight or other charges based on weight, or to determine a tax. Non trade: To check axle group weights and gross vehicle weights. This helps to stop axle overloading and possible heavy fines. AWE also provides non-trade approved portable axle weighers systems to help prevent vehicle overload. 33 Australian Weighing Equipment Riteweigh Scales Sydney +61 2 8717 3333 Melbourne +61 3 9330 1011 Brisbane +61 7 3423 1388 www.awe.com.au AustraliaN Weighing Equipment Your Australian Weighing Equipment Weighbridge is Built to Last FAQ Weighbridges What Capacity Can The Weighbridge Weigh? The platform size, weighing capacity should be selected based on your current and anticipated needs. The capacities associated with truck scales nominal capacity, is the total measurable load that can be distributed over the scale platform. Most truck scales have nominal capacities of 20,000kg, 30,000kg 60,000kg 80,000kgs to over 300,000kgs which covers Australia’s highway, mining, railways maximum capacity for 99% of trucks and railways. Selection of the nominal capacity is normally not of concern since it is typically great enough to handle all but the most extreme loads. Where’s the best location for your weighbridge? There’s a number of factors which determine the best location for your weighbridge. Will it compliment your flow of traffic, or cause a traffic bottleneck? Is your site Geothechnically suitable to take the weight off the weighbridge & trucks? Do you own or rent the site? Because this will determine whether it needs to be portable or have a fixed location. How much of a real estate can you allocate for the weighbridge? An Above Ground weighbridge requires ramps at both ends of Weighbridge. Allow 5-7 metres per ramp including the flat 1 metre section before the actual weighbridge. Aboveground Requires large real estate and impedes clear access to hard stand area.
