PUBLIC NOTICE IS HEREBY GIVEN that a public hearing will be held by the Buffalo Grove Plan
Commission on Wednesday, June 5, 2013 at 7:30 p.m. in the Council Chambers, Buffalo Grove
Municipal Building, 50 Raupp Boulevard, Buffalo Grove, IL concerning the following matter:
SUBJECT:
Petition to the Village of Buffalo Grove for approval of a special use to operate a
family entertainment center in the B-5 Town Center District, with the following variations of the
Village Sign Code: Section 14.16.030 and Section 14.16.070 pertaining to the ground sign and
wall signs.
The petitioner proposes to renovate the existing family entertainment center for operation as a
Brunswick’s facility.

Brunswick’s, 350 McHenry Road – Review of Special Use for a family
entertainment center, including site plan modifications, appearance review and
sign package in the B-5 Town Center District – Public Hearing
Randy Altman of Leiserv, Inc. has filed a petition for a special use to operate a Brunswick’s
facility at 350 McHenry Road. A family entertainment center is allowed as a special use in the
B-5 Town Center District. Brunswick’s would replace the eSkape facility, which has been in
operation since 2002.
The property is currently owned by Inland McHenry Road LLC. The petitioner is under contract
with Inland to purchase the property.
The floor area of the building is approximately 56,850 square feet. Brunswick proposes
modifications to the exterior of the building, addition of an outdoor patio and modifications to
a portion of the parking lot adjacent to southeast corner of the building.
The interior of the building would be modified to incorporate a game room, laser tag arena and
party rooms. The bowling area (32 lanes) would be the largest area of the facility. The
restaurant area will be renovated. The game room would be allowed a maximum of 60 coinoperated amusement devices pursuant to Chapter 5.12 of the Village Code.
The petitioner should review parking demand for the proposed facility and adjacent uses that
would share the parking area for this portion of Town Center.
The Plan Commission review includes the exterior appearance of the building and the proposed
sign package. The petitioner should review the proposed exterior changes to the building,
including the visual compatibility with the adjacent building in the Town Center shopping
center.
Variations of the Sign Code are requested to allow more than one wall sign on the south
elevation, to allow the area of the wall signs on the south elevation to exceed 20 percent of the
sign background areas, and to allow an “occupancy within an occupancy” on the ground sign.
Concerning the wall sign areas on the south elevation, the petitioner should confirm the areas
of the “Brunswick’s” (and logos) and “Tavern ‘45” signs in relation to the respective façade

areas where the signs are proposed. The sign area is allowed to be up to 20 percent of the
background area (façade element).
The ground sign will include “Brunswick’s” and “Tavern ’45.” The Sign Code states: “Any
occupancy within an occupancy shall not be allowed on a ground or wall sign.” The restaurant
(Tavern ’45) is classified as an “occupancy within an occupancy;” the primary business is the
Brunswick’s family entertainment facility.
The Deputy Fire Marshal has confirmed that the width and turning radii for the fire lane
adjacent to the patio area are acceptable.
Concerning potential issues with noise in the outdoor patio area affecting adjacent property
owners, the petitioner should confirm the types of activities, including music and video
equipment, that are contemplated. The Plan Commission may want to suggest conditions of
use for the outdoor area that could be included in the special use ordinance.

17.28.040 Criteria for special use.
A. All special uses shall meet the following criteria:
1. The special use will serve the public convenience at the location of the subject property; or the
establishment, maintenance or operation of the special use will not be detrimental to or endanger
the public health, safety, morals, comfort, or general welfare;
2. The location and size of the special use, the nature and intensity of the operation involved in or
conducted in connection with said special use, the size of the subject property in relation to such
special use, and the location of the site with respect to streets giving access to it shall be such that it
will be in harmony with the appropriate, orderly development of the district in which it is located;
3. The special use will not be injurious to the use and enjoyment of other property in the immediate
vicinity of the subject property for the purposes already permitted in such zoning district, nor
substantially diminish and impair other property valuations with the neighborhood;
4. The nature, location and size of the buildings or structures involved with the establishment of
the special use will not impede, substantially hinder or discourage the development and use of
adjacent land and buildings in accord with the zoning district within which they lie;
5. Adequate utilities, access roads, drainage, and/or other necessary facilities have been or will be
provided;
6. Parking areas shall be of adequate size for the particular special use, which areas shall be
properly located and suitably screened from adjoining residential uses, and the entrance and exit
driveways to and from these parking areas shall be designed so as to prevent traffic hazards,
eliminate nuisance and minimize traffic congestion in the public streets.
B. The special use shall in all other respects conform to the applicable regulations of the zoning
district in which it is located, except as such regulations may be varied. Notwithstanding the
foregoing, business planned unit developments shall conform with Section 17.44.040D of this Title
unless varied.
C. The Plan Commission may recommend and the Corporate Authorities may impose such
conditions and restrictions upon the subject property, the location, the construction and design of
buildings and use of the property benefited by such special use as may be necessary or appropriate
to comply with the foregoing criteria.
D. Notwithstanding Chapter 17.52 of this Title, the Plan Commission may recommend and the
Corporate Authorities may vary the regulations of the zoning district in which the special use is
located subject to meeting the criteria of Section 17.52.070(A)(1) through 17.52.070(A)(3), except
for planned unit developments which shall meet the general objectives of Section 17.28.050(A)(1)
through 17.28.050(A)(7). (Ord. 2004-100 § 2, 2004)
