Teresa Carrera de Verduzco, Janine Paole"a Kinne By Santiago Donoso This year, OlinMUN welcomed schools from different parts of the country, including Centro Educativo Alexander Bain Irapuato, Instituto Anglo Británico de Monterrey and Maple Grove Academy from Querétaro, as well as Bachillerato Alexander Bain, Instituto María P. de Alvarado, Peterson School, Lancaster School, Colegio Williams, Instituto La Paz and Instituto Bilingüe Rudyard Kipling. Our Director, María Teresa Compeán de Carrera, gave a marvelous speech about our school´s national and international programs, including topics like civics, ethics and politics. She also said that students are the present and the future of Mexico. She explained the topics of each committee: General Assembly A and B, United Nations Children´s Fund, Security Council, United Nations Office for Disarmament Affairs, World Health Organization, United Nations Development Fund for Women, Office for the High Commissioner for Human Rights, International Atomic Energy Agency, and United Nations High Commissioner for Refugees. The guest speaker, Federico Reyes-Heroles GonzálezGarza, talked about the evolution of democracy and its importance. José Yris, Daniela Pérez-Ángeles, Andrea Chaparro, Sofía Loza, Sofía López, Pablo de la Peña After that, we had an incredible singing performance by Sofía López Montaño with a talented chorus of Olinca students, who delighted us with an arrangement of the songs: “On ne vie pas” by Mireille Mathieu, “A nous” by Matt Pokora and “Seasons of Love” from the Broadway musical Rent. The Secretary General of OlinMUN 2015, Luciano Gómez Léautaud, gave a great speech, which was in consonance with the one of our main speaker. They both explained that there is still a lot to do to help the world become a better place and OlinMUN 2015 is the best way to start. VOLUME 12, ISSUE 1! OLINMUN 2015! PAGE 2 ! Interview with Luciano Gómez Léautaud Secretary General Secretary General, Luciano Gómez Léautaud By Fernanda Viosca OlinMUN 2015 Secretary General Luciano Gómez Léautaud was interviewed this week. Which is the best way to prepare yourself for OlinMUN? “Start working and organizing the Secretariat since September, which is the hardest part of organizing OlinMUN. Take the necessary time to focus on every aspect of the Model. Beware of the possible difficulties one can encounter and prepare for these by having several possible solutions.” What excites you the most about OlinMUN 2015? “General Assembly A and B, as during plenary sessions this year we focused specifically on them. OlinMUN is the one and only Model in Mexico to have a plenary in General Assembly. I´m also excited to be at the presidium with the directors and the guest speaker, Federico Reyes-Heroles. I´m honored to be part of the Model and enjoy this wonderful experience with renowned people such as him.” Do you think that OlinMUN is a challenge for students? “Yes, and I believe it is an exercise for development and growth as a student and as a human being. Even though it requires a great amount of work, in the end it is all worth it. This is an experience that transcends in your own very personal résumé as a student.” What do you expect to achieve in OlinMUN 2015? “Resolutions for every topic in all the committees, especially in the General Assemblies and Security Council, as well as a great participation from delegates from Olinca and other invited schools.” What are your tips and suggestions for your successor? “Organize everything from the beginning, be tough with the Secretariat and respect the due dates. You need to be focused on and aware of your necessities, choose a great team and enjoy every moment. Always remember it only lasts two days!” !VOLUME 12, ISSUE 1! OLINMUN 2015! PAGE 3 IAEA: Nuclear Programs and Their Dangers energy. Huge fortunes are directly used for technology either to create weapons or to endorse their use. IAEA delegates discussing atomic energy By Diego Ávila The International Atomic Energy Agency (IAEA) is an international organization that seeks and promotes the peaceful use of nuclear energy, and to inhibit its use for any military purpose, including nuclear weapons. In 1957, the creation of the IAEA as an organization was established in response to the fears and expectations regarding nuclear A crisis was introduced: ISIS threatened to attack major cities in UK, USA, France, Russia and China. The committee was forced to find a solution in less than 75 minutes or the terrorist organization would proceed to carry out the nuclear attack. This crisis was introduced to give the delegates a real-life experience and to show the importance of working in teams for the greater good. Terrorist attacks have seriously diminished the quality of life in many countries that have been subjected to attacks as well as the countries that have harboured such terrorists. Measures have to be found. Solutions have to be brought to the table in order to let tormented countries find ways to heal and restructure. Education is a way to deal with these issues, and an open mind is the result of such education. SC: The Creation of a Palestinian State By Tábata Ailé González In OlinMUN 2015, the Security Council (SC) committee, which is in charge of the maintenance of international peace and security, debated the problem regarding the creation of a Palestinian State to try to end the Arab-Israeli conflict. For instance, one of the crises involved an attack on Australia where Palestine and Qatar were also implicated. The delegates of this committee had a great performance in all sessions. The delegates from China and USA did a great job presenting an admirable resolution for one of the crises: the USA delegate offered to apologise and remove any troops besieging Lebanon and Jordan. The objective of this committee is to design a new partition plan that may solve the dispute for the Palestinian territory and this may include the creation of a Palestinian State. During the sessions, delegates discussed the way they would approach the resolution: in a peaceful way or adopting violence. Moreover, as this conflict involves religion, there is a big issue regarding Jerusalem, which is the meeting point for both religions, Judaism and Islam. Likewise, during the sessions, some crises were introduced and the delegates came up with peaceful, acceptable and congruent resolutions. PAGE 4 WHO: Finding Ways to Escape Ebola by Sandra Leal The World Health Organization (WHO) discussed two critical and very important topics which are affecting the world today: Measures for the containment and elimination of the Ebola virus (TOPIC A) and Ethics regarding experimental treatments (TOPIC B). The delegates started discussing Topic A, trying to find new ways, with the help of countries’ personal experiences, to avoid the Ebola outbreak notified in March 2014, which is the largest and most complex Ebola outbreak since the virus was first discovered in 1976. Countries like the United States, Mexico, China, the Republic of Guinea and Nigeria presented several proposals related to giving money to African countries in order to aid them in the construction of hospitals, pharmacies and the investment in research. The creation of new organizations to improve education regarding the virus and building isolated areas were some other important proposals. The most controversial motion WHO delegates focus on the elimination of the Ebola threat made was to close borders with infected countries as well as implementing more security in airports. Topic B was put off by a crisis that emerged inside a US ship carrying doctors, where a new Ebola virus was found. This was the responsibility of an American scientist. The most important solutions discussed were either getting the ship to the closest landmass and isolating the people, or treating the people in situ to eradicate the problem. UNHCR: United Nations High Commissioner for Refugees By Miguel Canseco The UNHCR is an agency that leads and co-‐ordinates international action to protect refugees and resolve refugee problems worldwide. Its primary purpose is to safeguard the rights and well-‐being of refugees. It strives to ensure that everyone can exercise the right to seek asylum and Bind safe refuge in another State, with the option to return home voluntarily, integrate locally or to resettle in a third coun-‐ try. It also has a mandate to help stateless people. The delegates discussed refugees from Palestine and Israel. The delegates from USA and Germany had an outstanding participation. One of the main points in the resolution for topic A was improving the general conditions in refugee camps. The resolution included the need to provide education and proper nourishment to refugees. Topic A: Repatriation and Resettlement Policies for Refugees in the Middle East. The purpose of the Commission was to safeguard the rights and well-‐being of refugees. Their ultimate goal was to Bind long-‐lasting solutions allowing refugees to rebuild their lives with dignity and peace. Several possible solutions were discussed to alleviate the critical situation of refugees in the Middle East: voluntary repatriation, local integration or resettlement to a third country. PAGE 5 UNIFEM: Childhood and Marriage majority of the countries started by stating their economical problems and the present lack of education, such as in Chad and Mozambique. Other countries talked about their armed forces and armed conflicts within their country, such as South Sudan. The United Nations Development Fund For Women started discussing Topic A: Forced marriage in young girls. Most of the countries defended their forced marriage issue by saying that they lack education and don´t have enough money to fund an educational program oriented to the prevention of such an issue. The delegate of Chad stated that their government is willing to support other countries but the delegates of Nepal and South Sudan addressed a valid question: How is Chad going to support foreign countries when the government of this country has difficulties supporting itself ? The forced marriage in young girls is an illegal act since it is a violation of freedom and autonomy of the individual. The The participation of the delegate outstanding. UNIFEM in search of equality and safety for women By Emilio Artigas from Nepal was UNODA: Armament By Ana Fernanda Galindo The United Nations Office for Disarmament Affairs discussed two major topics that our world is facing today: armament sent to countries in conflict and weapons trade. For Topic A delegates debated about the armament equipment delivered to Palestine and Israel. Recently, the United States has been supporting Israel in financial and military ways but Palestine does not seem to agree with this particular help as these two countries have had conflicts since 1948. The delegates discussed their position and with which countries they had found an alliance. After discussing and sharing all points of view, delegates finally came to a resolution. India asked the USA to stop sending weapons to Israel if these have other purposes other than aiding the country for peace. Israel agreed and accepted to use the money received only for research and defense strategies in case of an attack. The delegates of the Russian Federation, Syria and the United States were active debaters in the heated discussions. UNODA received a crisis in which a big amount of weapons were delivered to Palestine. Israel raided a Russian ship in the Red Sea that was destined for Palestinian militants in Gaza. Hence, president Barack Obama responded that the US would not accept these negotiations again and that they were willing to help Israel along with France, and Germany. PAGE 6 OHCHR: Enforced Disappearances and War Crimes By Erika Vi"arreal The OHCHR Committee is the body of independent experts that monitors the implementation of the International Covenant on Civil and Political Rights by its State parties. Enforced disappearances refers to a person’s abduction, mainly by the State, eventually leading to a disappearance. Based on this definition, the discussion was oriented towards the creation of an international organization that would support and find solutions for the immediate release of those abducted in the case of enforced disappearances. Delegates were able to defend their position regarding this new proposal and give viable solutions to the problems addressed. The participation of the delegate from Turkey was relevant because he mentioned the need for a new external organization that would promote the security of public servants working in such organizations that defend the rights of refugees. The resolution for Topic A was presented by the delegates from Mexico, Germany and Turkey. All countries that signed the resolution must become state parties of the International Convention for the Protection of all Persons from Enforced Disappearance (ICCPED) and make a full annual report in order for the committee to analyse it and make recommendations to eradicate the problem. OHCHR delegates finding ways to stop enforced disappearances UNICEF: Keeping Children out of Harm’s Way By: Amaranta Palma Child recruitment for armed group purposes has been a recurrent topic at OlinMUN Models. This is because it deals with several issues, such as economic, social and security measures. Moreover, the committee had a crisis in which children were found in deplorable conditions at the border of the Democratic Republic of Congo and Rwanda. Every country defended their point of view and needs. The crisis was solved by a resolution from the delegate of the United States of America to help the children and take them to a shelter. Likewise, for Topic A several delegations reached the conclusion that a treaty had to be written in order to prohibit the recruitment of child soldiers and reinforce educational campaigns. It was ratified by Russia, USA and Switzerland. UNICEF deals with the future At the end, Topic B: The Abrogation of Bolivia’s law: “10 year-old children can work” was discussed. They presented different arguments about the importance of children’s education and the prohibition of child labour. !VOLUME 12, ISSUE 1! OLINMUN 2015! PAGE 7 GA-B: The Inefficiency of the Security Council to Solve the Ukranian Crisis using the Security Council as the organization in charge of such decisions. General Assembly trying to fix the crisis in Ukraine By Armando Hernandez The General Assembly joined together in a plenary this year to discuss mainly the inefficiency to solve the Ukrainian problem on the part of the Security Council. As a result, the delegates looked for a solution in which they would stop The Ukraine searched for an answer to the invasion of Russia and a resolution that could result in the absolute removal of Russian troops from Ukraine’s territory. For this purpose several study groups were organized by different countries that would analyse the best viable ways to address the conflict. One group included China and Russia, Japan, USA and Lithuania vs Ukraine, Australia, France, United Kingdom and North Korea. Due to the inefficiency of the Security Council, the United States declared that they were willing to yield their veto in order to solve the Ukrainian conflict. Two proposals arose from the USA yielding the veto. One consisted of eliminating the veto all together. The other proposal dealt with a more realistic scenario, including some sort of rotation of veto from one representing country to another. GA-A: Situation in the Kurdistan Region By Lila Burgos The First World War led to many international treaties. The Treaty of Sevres divided the Ottoman Empire and Turkey into multiple smaller states, including Kurdistan, which serves as a state for Kurdish people, an ethnic Iranian group in the Middle East. Although Kurdistan has been a state it is looking forward to its independence. Israel is the only country that accepts the independence of Kurdistan. Other countries like Iraq find that this independence would only bring chaos. The delegate of Kurdistan explained that Iraq is acting solely based on economic needs. Kurdistan has the help of the United States to fight against ISIS, however, Iraq stands alone due to lack of diplomatic relationships with the USA. Therefore Israel invited Iraq and Kurdistan to fight against ISIS and join efforts. Finally GA-A and GA-B joined together to discuss their final resolutions, which consisted of Kurdistan becoming an General Assembly focused on the Kurdistan region independent nation, and on the other hand, the Security Council was dismissed because they couldn’t solve the Ukrainian crises and as a result the veto power was abolished. (Veto power refers to five permanent members of the Security Council, which are China, France, Russia, UK, and USA). The aims of the General Assembly were satisfactorily met. The delegates reached some resolutions and fought for a better way to address conflicts. !VOLUME 12, ISSUE 1! OLINMUN 2015! PAGE 8 Mr. Federico Reyes-Heroles González-Garza An Analysis of Yesterday’s and Today’s Mexico Seen Through the Lens of a New Generation By Pablo Guevara Mexican political commentator, Federico Reyes-Heroles, was invited to the Opening Ceremony of OlinMUN 2015, and delighted us with his different perspectives on what is happening around the world and how these affect the new generations. Mr. Reyes-Heroles mentioned in his speech the importance of public servants, like his forefathers, in the development of a country. This of course, inspired everyone actively participating at OlinMUN because as he remarked, we are the possible future public servants. Just as Luciano Gómez, our Secretary General, he spoke about the gap between previous generations and ours, and whether past generations could be considered better than the one we have now. They both agreed on the fact that today’s generation is not only better, but more daring and able to achieve greatness. Unfortunately, as Mr. Reyes-Heroles pointed out, the advances we have had in our country have been clouded by the crisis and violence affecting other places in the world. Olinca sincerely appreciates Mr. Reyes-Heroles’ insight and attendance at Olinmun 2015. Main speaker, Federico Reyes-Heroles, and General Director, Ma. PAGE 9 CLOSING CEREMONY By Santiago Donoso Miss María Teresa Compeán congratulated all the pages who helped the committees, as well as all the schools who came this year. She made a special recognition to Miss Alyssia Zama for making OlinMUN 2015 possible. Two of the Heads of Committee, Hector Murrieta and Juan Sanz, surprised the Secretary General Luciano Gómez with a speech in which they thanked him for the great job he did and congratulated him for the incredible Model he organized. This had never happened before so it gave the ceremony a nice twist. After this the undersecretaries, Jimena Rodríguez and Sofía Seidel handed out the awards to the delegates of each committee: Best Delegate and Honourable Mentions. They also recognized other delegates for their great job even if they had not received awards, and thanked everyone, including Luciano Gómez, for being part of OlinMUN 2015. At the end, the Secretary General gave his final speech. He mentioned how we all have learned from OlinMUN and that it will always be a part of him. He thanked teachers, students, and the undersecretaries expressing that this event was possible because of them. He also thanked Miss Maru Sacristán, who supported him during the whole preparation of this wonderful OlinMUN. As in previous years, he wished good luck to everybody involved in next year’s OlinMUN and announced Fabiola Murrieta Peralta as the new Secretary General of OlinMUN 2016. The gavel came down and Fabiola declared OlinMUN 2015 officially closed. SEE YOU AT OLINMUN 2016!!!
