Insurgents targeted the
Ministry of Oil and the Burj
al-Hayat Hotel with several
rockets and explosive devices
late Thursday. There were no
injuries. One projectile punctured a hole in the second
floor of the hotel, which sometimes houses Kurdish politicians.
Sirens also wailed briefly in
the area housing the U.S.-led
coalition headquarters. A
U.S. military official said
there had been an attack and
it was under investigation.
There were no casualties.
It was unclear whether insurgents were timing attacks
to overshadow the anniversary of the March 20, 2003,
start of the war, though assailants have often conducted
attacks on holidays and other
significant dates.
A man suspected of involvement in the Basra bombing who left the vehicle shortly before the blast was caught
by passersby and stabbed to
death, said police Lt. Col. Ali
Kazem. Two others spotted
getting out of the vehicle were
caught by members of the
public and later arrested, police said.
At least 15 people were
wounded, three seriously,
hospital officials said. No
British soldiers were wounded.
Unlike other areas of Iraq,
Basra has been relatively
tragedies, and with the bodies
of victims going to different
morgues, government departments and other agencies
often disagree over death
tolls.
The Iraqi journalists were
killed as they drove to work at
a coalition-funded television
station in Baquba, 35 miles

Polish president says
he was misled on Iraq

WARSAW, Poland — President Aleksander Kwasniewski,
a key U.S. ally, said Thursday
that Poland was ‘‘misled’’ by
information about Saddam
Hussein’s suspected weapons
of mass destruction.
Kwasniewski reaffirmed his
country’s intention to keep its
2,400 soldiers in Iraq but said
Poland was considering withdrawing the troops several
months early, citing progress
toward stabilizing Iraq.
The remarks came as polls
show about half of Poles are
opposed to involvement in Iraq
and after deadly bombings in
Madrid — possibly by Al-Qaida in retaliation for Spain’s alliance with the United States
— triggered fears of a terror
attack on Polish soil.
Kwasniewski’s comments
were the first by a Polish leader to raise doubts about the intelligence behind the decision
for going to war and the latest
signs of a weakening of support for the war among coalition members. He tempered
them by stressing that Poland
is not about to abandon its
mission in Iraq, and said Iraq
was a better place without
Saddam.
‘‘But naturally I also feel uncomfortable due to the fact
that we were misled with the
information on weapons of
mass destruction,’’ Kwasniewski told French reporters, according to a transcript released by his press office.
‘‘This is the problem of the
United States, of Britain and
also of many other nations,’’ he
later told a news conference.
Despite his comments, U.S.
national security adviser Condoleezza Rice said she did not
think Poland was withdrawing
its support for the U.S.-led coalition in Iraq.
‘‘I talked to the Poles, and
they think they were a bit misinterpreted here, because
there’s been no stronger ally in
this than the Poles,’’ Rice said
in a CNN interview. She said
President Bush and Kwasniewski had discussed the issue of Saddam’s alleged arsenal ‘‘and they went to war for
the right reasons.’’
Kwasniewski said Poland
may start withdrawing its
troops from Iraq early next
year, months before previously
planned.

Polish officials said they might
start withdrawing troops in
mid-2005.
Poland contributed 2,400
combat soldiers to the Iraq invasion and now commands a
9,500-strong
multinational
force, making it one of Washington’s staunchest allies. But
while many Poles feel historically close to the United
States, public support for the
mission in Iraq has been tepid.
A poll last week found
42 percent of adults in favor
and 53 percent opposed. The
CBOS survey had a margin of
error of plus or minus three
percentage points.
Kwasniewski’s criticism of
the prewar intelligence also
puts him in line with widespread public sentiment in
Western Europe, just before
Poland joins the European
Union on May 1.
‘‘Poland so far lacked a necessary balance before the EU
entry. It was too pro-American,’’ said Janina Paradowska,
a commentator for the Polityka weekly. ‘‘Now is the time to
have better European cooperation.’’

WASHINGTON — Saddam Hussein and his government plundered the U.N. Oil
for Food program of more
than $10 billion, congressional investigators told U.S. lawmakers Thursday.
The money, if recovered,
would go to Iraq’s reconstruction. But agents of the
General Accounting Office,
Congress’ watchdog arm,
cautioned members of the
House Financial Services
subcommittee against being
‘‘overly optimistic’’ about
that.
According to the GAO,
most of the illicit money —
$5.7 billion — came from the
smuggling and black-market
sale of Iraqi oil while its sale
was restricted under a U.N.
embargo. As part of that embargo, which lasted from
1990 until November, Iraq
was permitted to sell a limited amount of oil, on the condition that the proceeds went
solely to buy food and medicine.
Saddam’s government also
took payoffs worth $4.4 billion from that oil sale and for
allowing the distribution of
commodities and medicines
by U.N. suppliers, the GAO
found.
The total — $10.1 billion —
is $3.5 billion more than earlier estimates.
The United Nations is investigating corruption allegations in connection with its
Oil for Food program.
Wednesday, U.N. officials
asked
Iraq’s
Governing
Council and the U.S.-led coalition in Iraq to turn over
more evidence of payoffs.
Before the U.S. invasion,
the Oil for Food program provided sustenance for 60 percent of Iraq’s estimated
27 million people. The United
Nations imposed sanctions
on Iraq’s oil sales after Saddam’s invasion of Kuwait.
The United States was the
leading proponent of those
sanctions.
As part of their effort to recover the suspected plundered money, U.S. treasury
officials Thursday named 16
relatives of senior officials in
the former Iraqi government
and asked that their Iraq-related accounts and other assets be frozen under U.S. and
U.N. laws. Among those listed are two of Saddam’s wives
— Sajida Khairallah Telfah
and Samira Shahbandar —
as well as 191 companies and
agencies that Saddam and
other officials are believed to
have used as fronts.
‘‘We are learning more
about the maze of Hussein’s
money trail,’’ said Juan Zarate, the deputy assistant
treasury secretary for terrorism finance and financial
crimes.
According to the GAO,
Saddam’s government may
have looted Iraq of as much
as $40 billion.
U.N. Security Council Resolution 1483 requires the organization’s 191 member nations to freeze assets of designated
individuals
and
companies associated with
Saddam’s government. U.N.
members also are supposed
to turn over the assets to the
Development Fund for Iraq,
Zarate explained. The fund is
a U.N.-sanctioned bank run
by the U.S.-led Coalition Provisional Authority in consultation with the Iraqi Governing Council, Iraq’s minister
of finance and its central
bank.
Some countries aren’t surrendering frozen Iraqi assets
to the fund, GAO investigators told lawmakers.
Some countries that aren’t
cooperating must pass new
laws before they can do so,
investigators said. Others are
unwilling to seize assets
based on the say-so of U.S. investigators.
