The Rainy River Playschool
has been around since the
early 1980s but it has evolved
through the years in slow
stages, moving from one location to another, to become
what it is today; a major licensed daycare facility and a
great place for kids to learn,
laugh, play and interact with
others.
There are several different
programs going on for toddlers 18 to 30 months old and
older children 31 months to 5
years. The before and after
school programs are available
for children 6 to 12. There is
also the Best Start Hub program going on in the building
where families can go with
their children to enjoy the toys,
camaraderie, as well as
planned projects and activities.
This week featured "Super
Scientist" and "Infant Massage".

took me on a tour of the facility but my nose led me straight
to the kitchen where the aroma
of fresh baked bread wafted
merrily, tingling my taste
buds. The children are treated
to a wonderful menu filled
with very nutritional but kid
friendly foods.
The toddler room has lots of
activities to keep little fingers
busy as well as cozy places for
napping. The older children
have a large area filled with
toys, games and staff who take
care of every need as well as
providing fun. In the summer
there are daily excursions for
everyone to enjoy and lots of
things to learn about that only
a romp through nature can
teach.

They learn
about colours, counting and
the alphabet through play.
They also learn about socializing with other children and
adults.
Chrissy Campbell is the resource teacher. She is available for children with special
needs and her research and education is invaluable when
children with special needs attend.
The pre and after school programs are also well organized.

playschool in the morning and
are accompanied to Riverview
in time for classes to begin.
After school the staff walks
back to pick up their charges
then everyone chats happily
about their day as they return
to the play school or go off on
an excursion somewhere. The

Nikki Blakney (who is also

Enjoy the arts & auction at RRHS

On Friday February 7th,
Rainy River High School’s
Student Council will be having an Arts Festival and Auction from 7:00-10:00 p.m. that
is open to the public. A canteen will be open and light refreshments will be available.
Art viewing will begin right
away with artists present to explain and display their work.
Some of the art being displayed is student artwork from
this year and art from the collections of Rebecca Wood and
Jennifer Martin. Then at 7:45
the live performances will start
in the gymnasium and this includes the school’s drama
group performing improv, the
writers group reciting poetry,
the children’s dance group Just
for Kix, the musical Johnson
family, Jeff & Emily Fraser
and Jacquie Dufresne with selections from Phantom of the
Opera, and much more! After
the presentations, an auctioneer from James Auctions in
Baudette will auction off certain special pieces of art including a limited edition
framed print.
Artisans are encouraged to
book an exhibition booth for
displaying and selling their
wares. The booths are free!
Donations of artwork such as
sculptures, paintings, woodwork, leather crafts, beadwork, stained glass etc. would
be greatly appreciated.
Donations of money will
also be accepted and all money
raised goes directly to Student
Council to make every student’s high school experience
more enjoyable.

crescent "bowl" is reflected light from the Sun, the ghostly glow of the rest of the Moon is
called "Earthglow" and is caused by reflected light from the Earth.

of Commerce will be hosting
an evening of wine and chocolate on Thursday evening,
February 6th at the Super 8
Motel from 7 to 9.
The Chamber will offer a
sample of wine to sip on accompanied by some tantalizing treats provided by Doubly
Delicious, Fifth Street Confections and Shelley Wepruk.

This event is free for all, and all

both of which are at least a
nine hour drive each way. The
costs of a single trip to serve a
single client with a home visit
must now include a per-kilometre rate of $0.57 for
mileage, an overnight accommodation, and two days’ worth
of personal expenses. Now
what happens if 100 clients require this service twice a year?
Multiply that by eight times,
once for each office closure,
and keeping these offices open
suddenly looks like an enormous bargain.
In the end, what really bothers me the most is that
Canada’s veterans should be
the very last people we cut
services to, but they aren’t by
a long shot. This is especially
true when we remember that
last year the Harper Conservatives spent $2.5 million on an
advertising campaign for a job
grant that doesn’t exist and
continue to spend hundreds of
millions of dollars on Economic Action Plan ads to increase their party’s support and
improve their re-election
chances. And here we are
closing eight small Veterans
Affairs offices because we
have to “rein” in spending.”
With the suicides of eight
veterans in just the past two
months, I should be writing
about how the Government of
Canada is improving services
for Canada’s veterans and how
we are going the extra mile to
help these brave men and
women. Instead, I have to
write about the service cutbacks and office closures that
are being implemented by the
Harper Conservatives. In the
words of Thunder Bay veteran
Roy Lamore, what is happening to Canada’s veterans at the
hands of their own government
is “an absolute disgrace.”
Canada’s active military personnel, our wartime and modern veterans, and their families
deserve justice and to be
treated with dignity by their
own government, and my New
Democrat colleagues and I will
not stop working until they are.
They fought for us, now it’s
our turn to fight for them.
This past week the Ontario
Liberal government announced that it intends to raise
the minimum wage to $11 an
hour. The raise, if passed,
would see an increase in the
minimum wage by 75 cents
and would be the first the
province has seen since 2010.
It would also ensure that future
increases would be tied to the
rate of inflation.
In my experience, people as
well as the business community are mixed on the subject.
While there are many people
who understand that it is very
difficult, if not impossible, to
make ends meet when working full-time and being paid
the minimum wage, there are
others, such as small business
owners, who are concerned
that a substantial increase may
result in unmanageable pressure to their bottom line.
It’s no secret that families are
feeling squeezed. Hydro rates,
gas prices, and bills, utilities,
and other fees are all going up.
In many smaller communities
across the region, the depression of industry has caused a
chain reaction which has resulted in significant MPAC reassessments and potentially

Justin Trudeau is to be congratulated for his bold leap
into the Senate reform debate,
and for promoting a reform
option that does not require
constitutional change, and

kudos from across the board
including the dean of political
journalists, Jeffrey Simpson,
and the Canada West Foundation.
In the short term, of course,
the expulsion of senators from
safety and quality. But most of all,
it’s because of you

I can’t yet say how I’ll be
voting on the legislation for
two reasons: the first being
that I haven’t yet seen it and it
is my policy to carefully review legislation before committing one way or the other,
and secondly, I believe more
work needs to be done to consult with Ontarians and the
business community, to see if
there are supports and incentives the provincial government can provide to assist
businesses with adjusting to an
increase in the minimum wage
that would result in a more equitable wage being paid.
I strongly believe we need to
work with the job creators in
Ontario to maximize the benefit of a wage increase to the
economy – by putting money
in the hands of people who
will spend it, and to ensure
that people working full time
aren’t living in poverty.

Across the province, nine per
cent of Ontarians earn the minimum wage. For those who do

leaves a family $6,000 short of
the poverty line. I haven’t met
anyone who disagrees that it is
grossly unfair for hardworking
and responsible people to not
be compensated with a fair and
reasonable wage so that they
can make ends meet.
In the recent pre-budget consultation meeting in Thunder
Bay, the Northwestern Ontario
Associated Chambers of Commerce (NOACC) asked for
predictable minimum wage increases, so that its members
could have greater cost certainty. This is hardly an unreasonable request and I was
impressed that NOACC, and
other Chambers of Commerce
and business associations
across the province who presented to the pre-budget hearings, have not been calling for
a wage freeze, a reflection of
the fact that businesses acknowledge that it is time to
raise wages across the
province.

serious medical condition
known as Post-traumatic Stress
Disorder (PTSD). Veterans
who live each day with PTSD
find that they are often extraordinarily impatient, may have
difficulty focusing on or executing even the most basic
physical or mental tasks, and
often suffer from memory loss
among many, many other
unique challenges. Serving
those with PTSD is very difficult, but many Veterans Affairs
Canada personnel are specially
trained to help these clients
navigate through the maze of
paperwork required to access
their benefits. Service Canada
staff are not, and will not be
trained to deal with such
clients.
In response to concerns that
Service Canada personnel will
not be equipped to provide the
same high quality face to face
service that was provided in
these eight offices, the Harper
Government likes to point out
that personalized home visits
from Veterans Affairs staff are
also available to those who require them. But this is just a
red herring that is designed to
put concerned veterans and
Canadians at ease. A closer

On Friday the Thunder Bay
Veterans Affairs office closed
its doors for the final time. It
was an undignified slap in the
face to local veterans and those
across the country.
Over the past year, New Democrat MPs joined with the
Public Service Alliance of
Canada and hundreds of veterans to try and stop the closure
of the Thunder Bay office and
eight others like it across the
country. In the end, they were
closed despite our best efforts.
I’m sure some may wonder
why we fought so hard to keep
these offices open, but the answer is simple. We fought for
our veterans because they were
promised, require, and frankly
deserve face-to-face service
from their own government.
This face-to-face service is
now supposed to come from
the hundreds of Service
Canada outlets across Canada
or by way of personalized
home visits, but neither option
is acceptable.
While they do know about
the dozens of government programs available to assist every
Canadian, the unfortunate reality is that the hardworking employees of Service Canada are
simply not trained or prepared
to serve many of Canada’s veterans face to face. For example, many veterans learned
years after their service that
they suffer from an extremely

would be independents. We
would likely say "pull my
other leg," concluding that
dressing up Conservatives as
independents would make
them no less Conservative or
conservative. Trudeau warrants no less cynicism.
The proof of the Trudeau
pudding will rest on two
points. The first is a firm commitment that if he wins the
2015 election, no new Senate
appointments will be made
until a new appointments
process is in place, and that his
role thereafter will be purely
formal, taking advice from the
new process as Stephen
Harper has pledged to accept
advice from provincial Senatorial selection processes,
where they exist.
This commitment should be
relatively easy for Trudeau
given that, whatever he does,
the Senate would remain
firmly in Conservative hands
for at least his first term of office.
The second is the truly
daunting task of designing a
selection process, and here
Trudeau's initiative may lead
us into the worst of all Senate
reform options.
The selection mechanism
that is most closely associated
with Trudeau's proposal is the
one used to select inductees to
the Order of Canada. Sounds
good, except that the process
is extremely secretive and operates with necessarily opaque
criteria.
However, do we want Senators, who would exercise real
power, to be selected in secret
through a star chamber approach? And who will select
the selectors? Presumably it
will be the prime minister who
will inevitably lean towards
individuals who are ideologically aligned with his own priorities and agenda. They may
not be big-L Liberals but they
would certainly be small-l liberals who would seek out ideological soul mates as
senators.
The litmus test in the selection process would not be partisanship, but it would be
ideological, much as is the
case with Supreme Court appointments in Canada and the
United States.
The problem is compounded
by the reality that true independents are very hard to find
and, if found, may not be individuals we want exercising
political power. People with a
passion for the national interest are generally caught up in
the fray of partisan politics. Do
we want power exercised by
individuals who are detached
from the "real world" of party
politics, who bring very idiosyncratic and personal agendas
to the policy process?
Trudeau has brought new life
to grid-locked debate, and
Canadians should be grateful.
However, he is now obligated
to convince Canadians they
should put aside any commitment to democratic principles
in favour of a secretive, unaccountable and ideologically
charged process. I'm not convinced that we would be wellserved in the long run.

What’s up with Rainy River’s main street?

The main street of Rainy
River, Fourth Street, has undergone many changes over
the years. Buildings have
burned down, some have been
torn down and a few are just
deserted. As the street began
to look more and more bare
many people became discouraged. Where has all the business gone? A few essential
businesses have remained, the
drug store, hardware store, insurance agency, family restaurant, bakery, law office but no
more clothing businesses,
movie theatre, general stores,
grocery stores, shoe stores, hotels. And this is only over
thirty years. If you go back to
the early days of the town it
was a bustling, thriving main
street with businesses abutting
each other from one end to the
other.
There's no need to wonder
what happened, it's obvious,
no industry, people leave. We
aren't alone. This same scenario is being played out in
small towns all across the
country.
Is this a reason to become
discouraged? No way! We
just need to change direction,
get our creative juices flowing,
find out what other small
towns have done, and support
the local businesses who are
trying their best to serve us.
Competition is fierce though.
Internet sales are huge and we
are very close to US shopping
and shopping in larger centers.
But here's some good news.
Two new businesses have
opened on the main street in
New and old, you'll find lots of interesting things to brighten
up the home at The Thrift Store.

Jack Dalseg
It is with heavy hearts the
family of Jack Raymond
Dalseg announces his passing
on January 30, 2014 at the La
Verendrye Hospital, Fort
Frances, Ont. Jack was born
December 7, 1930 at Rainy
River, Ont.
Jack leaves to mourn his
passing his wife Phyllis of 62
years and his daughter Cathy
(Ben) Hamel. He was a loving husband and father. He is
also survived by his brothersin -law Bill Strain and Morgan
Hildebrand, sisters -in -law
Hazel and Deidre Strain and
many nieces and nephews.
Jack was predeceased by his
brother Bob, parents Clara and
Maurice Dalseg, son Dennis,
sisters Janet, Muriel and Doris,
brothers in-law Harley Davidson, Alex Pope Gordon and
Walter Strain, sister –in- law
Irma Hildebrand and daughter
in law Lois.
Jack supported and was active in the Nestor Falls community during his 42 years of
business, including the School
Board, Nestor Falls Airstrip,
local tourism, Lions Club,
Curling Club, and Nestor Falls
United Church. Jack enjoyed
the outdoors and he loved
Lake of the Woods fishing
with family. He also looked
forward to his yearly fall duck
and goose hunting trips with
his buddies to Manitoba and
Saskatchewan. The favorite
place to go was Rex's Miles
Bay Camp on Lake of the
Woods with host Larry Tolton.
Memorial service was held
on Wednesday February 5,
2014 at 1:30 p.m. at the Northridge Funeral Home, Emo,
Ontario, with Rev. Ralph Fluit
officiating. Interment will take
place in Norman Cottam
Cemetery, Nestor Falls, at a
later date.

Charles Dennis Miller
It is with deep sadness that
the family of Charles Dennis
Miller announces his sudden
passing on Monday January
27, 2014.
Charlie was born on September 24, 1949 to William and
Florence Miller. Charlie was
the third of three sons, with
Arthur and George paving the
way. Their farm in Pattullo
was home for Charlie for all of
his life. Fresh out of High
School, Charlie worked at
Obee's Freezer Service, spring
to fall, for over 20 years. He
really enjoyed his time working there and told many fond
stories of the people he met
and the things that happened.
During those years, he also
worked in the logging industry
in the winter. When he left the
resort industry he moved
home permanently, took up
work on the family farm and
continued to work year-round
in logging, working alongside
his brother Art for most of
those years.
He enjoyed fishing, hunting,
playing and watching hockey,
and going to Laker's games.
Charlie had many fond memories of his high school hockey
and playing 'linament league'
with the Rusty Blades.
For many years Charlie
could be found sharing coffee
and stories daily at the cafes in
Stratton, Barwick and Emo
and will be missed by his companions there.
In the summertime, on Saturday nights, Charlie could be
seen at the Emo Speedway
cheering on our local talent
and was pleased and proud to
sponsor Steve Nordin and
truly enjoyed his trips to watch
Steve race in Winnipeg and the
US.
He was a devoted son and
was a large factor in helping
his parents live at home their
whole lives. Charlie was
deeply saddened by their
deaths.
He was a proud Uncle to
Brent, Marie, Melanie and
Chad and would speak of them
with great fondness. He was
always happy to play with his
great-nieces and nephew and
could often been seen playing
with them on their level; he
was particularly fond of young
children and he always enjoyed visiting with them and
his great-great nephew and
niece and would ask after them
regularly. Charlie felt especially blessed this past Christmas to be able to play with
Grace, Calder and Rose.
Charlie was predeceased by
his parents William and Florence Miller. He leaves behind
to mourn his brothers Arthur
(Isabel), and George (Myrna);
nephews and nieces: Brent
(Barbara) Miller, Marie
(David) Hughes, Melanie

our members will be travelling

meeting.

In an effort to continue it’s
appeal to more curlers ( including students ) the Annual
Church Curling Bonspiel is
being held again this year on a

Curling Club, 300 Eighth
Street East, Fort Frances.
This is a fun event that attracts curling participants from
area & district churches on
both sides of the border. We
look forward to welcoming you
and if this is something new for
your church, welcome aboard !
We are hoping for a full
event of 12 teams. All efforts
are made to have 12 different
teams representing 12 different
congregations. However, we
welcome churches to enter as
many teams as they wish and
we will try to accommodate
everyone we can. Teams can
be any 4 persons of any age.
Registration is set again this
year at $90.00 per team of
four.
This includes the cost of curling ( 3 six end games ) and
lunch.
As in the past, regular curling
rules apply and the scoring is
patterned to work with this
type of bonspiel format. At the
end of the day, the first place
team is deemed the Champion
and the second place team is
responsible for looking after
next year’s competition. However, do not let this “ 2nd place
“ responsibility stop you from
entering a team. We have a
few people in place that are always willing to help out in this
area. After 47 years we feel it
is really important to keep this
friendly winter activity going

SUPER BOWL XLVIII is
the second most-watched
SUPER BOWL broadcast on
record, with an average audience of 8 million viewers on
CTV and RDS (CTV: 7.3 million; RDS: 610,000), preliminary data from BBM Canada
confirms. The most-watched
television program of the past
two years, the Seattle Seahawks' commanding 43-8 victory over the Denver Broncos
attracted more than 18 million
unique viewers - or more than
one-in-two Canadians (53%) on CTV or RDS. In 2012,
SUPER BOWL XLVI attracted 8.2 million viewers in
Canada.
Among the highlights:
• With drum solos, gleaming
gold jackets, and a massive
fireworks display, the explosive halftime performance by
Bruno Mars and the Red Hot

Ontario could balance
the budget in 2014 and
start paying off the debt
The Canadian Taxpayers Federation (CTF) released its prebudget submission today and
will present recommendations
to Ontario’s finance minister
later this afternoon. The CTF’s
proposal includes a five-point
plan to focus on core services,
scrap failed policies, restrain
spending, provide tax relief and
increase revenue.
“It’s time for the government
to be smart about its budget.
They need to stop throwing
good money after bad and get
rid of programs that have failed
the province,” said CTF’s Ontario director Candice Malcolm. “We are calling for smart
government and a focused approach at Queen’s Park.”
The CTF’s proposal includes
new revenues and savings of
over $13 billion, more than
enough to balance the budget
in 2014. The recommendations
also include a legislated debtrepayment schedule to force
the government to pay down
Ontario’s
$272.8
billion
provincial debt.
“Instead of shirking responsibility for the debt and kicking
the can down the road to future
taxpayers, we want a law requiring this government to pay
back the debt it has borrowed
over the last decade,” said Malcolm.
“The CTF has demonstrated
that it is possible to balance the
budget and get Ontario back on
track,” continued Malcolm.
“It’s time for the government to
follow our lead.”
“Instead of watching the
numbers on the debt clock continue to spiral upwards, the
government should listen to
taxpayers and make adjustments to their program spending,” said Malcolm. “This will
put Ontario back on the right
track of economic growth and
fiscal responsibility.”

Kate Parsons is a goalie who

Hockey Team. She is in grade
11 and has been playing
hockey for seven years, the last
two as a Muskie.
She has played in AAA competitive summer hockey and
also the AA Norfab Leafs team.
What is her fondest memory
of her time with Muskies so
