Dear Citizens of Marshalltown,
We are pleased to present the 2011 Annual Report, which details the
activities of the Marshalltown Police Department. I hope this report
thoroughly explains the efforts the police department makes to deliver
quality and professional police services in Marshalltown.
The Marshalltown Police Department serves a community of
approximately 27,500 residents. The department consists of forty-three
sworn police officers, seventeen civilian employees, and is supported in its
duties by a group of citizen volunteers and a reserve police unit. The
Marshalltown Police Department is responsible for the preservation of
human life, public peace, protection of the rights of persons and property,
prevention of crime, and the enforcement of all federal, state and local
laws within the boundaries of the City of Marshalltown. The department
also operates an emergency communications center for all public safety
services in Marshall County.
In 2011, the Marshalltown Police Department responded to over
13,910 calls for service and filed over 3,900 police reports. The Marshall
County E911 Center answered over 17,000 911 calls in 2011. This is a
significant workload for a police department of our size and staffing levels.
It was a very busy year for the police department, and demands for police
services continue to increase each year.
I am happy to report that violent crime in Marshalltown continues to
be a rare occurrence. However, we continue to be concerned about the
number of investigations and calls for service that pertain to narcotic
offenses, family violence, child abuse, and sexual assault crimes. The
police department partners with other community stakeholders in an
effort to address the problems of addiction and family violence. We take
these issues very seriously and will continue to work with the community
to combat these problems.

In 2011, the Marshalltown Police Department made 111 arrests for
operating while intoxicated offenses. Impaired driving is a significant public
safety problem, and in 2012 we will continue to concentrate on enforcement
programs as it relates to alcohol and drug offenses. Domestic assault
crimes (152 total reports) and sexual abuse crimes (42 total reports)
continue to be areas of concern. We continue to work with our community
agency partners and the citizens we serve to combat these crimes. In 2011
the Marshalltown Police Department investigated 286 burglary crimes.
Burglary crimes decreased from 2010, when the department investigated
327 burglaries. Overall crime reports decreased 8% from 2010.
The Marshalltown Police Department will promote a proactive traffic
enforcement program with the goal of achieving voluntary compliance with
traffic laws. Traffic enforcement programs are important public safety
initiatives and also assist police departments with crime prevention. The
men and women of the Marshalltown Police Department take traffic safety
issues seriously and are dedicated to saving lives through the enforcement
of occupant restraint laws, speed ordinances, and impaired driving statutes.
In 2012, the Department will become more involved with quality of life
issues impacting our neighborhoods and the community as a whole. We are
working on a plan to become more involved with code enforcement and
nuisance abatement issues. We will also be continuing and building upon
our efforts to work with property owners and landlords in the community to
help insure the community members have safe housing options.
The men and women who work for the Marshalltown Police Department
continue to embrace the philosophy and goals of the City Council. We
deliver service to our community with pride and professionalism, recognizing
we are always ambassadors of the City. Despite budget challenges, ever
changing technology needs, and significant changes within the Department
this past year, we clearly understand our objective to serve the residents
and guests of our community in a superior manner.

Average is not acceptable in our Department and we recognize this
high standard of professionalism is an expectation of our customers. We
are privileged to deliver law enforcement services for the City of
Marshalltown.
I am very proud of the Marshalltown Police Department and the great
group of employees serving our community. I have asked our staff
members to serve the community with Passion & Compassion. We will
continue to open up and maintain lines of communication with all
community members and we will work with the community to address and
solve problems. Marshalltown is an outstanding community and the
employees of the Marshalltown Police Department will partner with the
community throughout the coming year to make Marshalltown the best
that it can be.

Communications Center
Calls for Service
Calls for service include all calls directed to the Marshall County
Communications Center with the expectation of immediate
action on the part of law enforcement, fire or EMS. In 2011 the
Communications Center received 18,947 calls for service of
which 13,910 were for the Marshalltown Police Department.

Communications Center
Radio Logs
Radio Logs include traffic stops, warrant checks, building checks,
bar checks, jail trips, plate checks, etc. All radio logs require the
Communications Operator to physically enter data into the
computer system. In 2011 Communications Operators entered
193,582 radio logs.

required to attend TASER
certification, Excited Delirium
training and Verbal Judo
training. Training was provided
by department instructors who

SCHOOL RESOURCE OFFICER
The School Resource Officer (SRO) works with school staff and
administrators to investigate school related crimes and to identify
potential problems. The SRO investigates all assigned police cases
involving students as either victims or suspects.

The records division employs two full-time employees and one parttime employee who handle all requests for information from the
public, the Marshall County Attorney’s Office, other Law
Enforcement Agencies, the Clerk of Court, the State of Iowa, and
the Department of Human Services, along with all internal
information requests.

DRUG FREE COMMUNITIES SUPPORT PROGRAM GRANT
In 2010 and 2011 the Marshalltown Police Department received a
grant with the assistance of the Substance Abuse Treatment Unit of
Central Iowa (SAUTCI). The goals and objectives of the grant
included performing alcohol compliance checks, increased patrols
for underage parties, .02 violations/OWI and underage
consumption, monitor for minors in bars and assist merchants with
identifying fake ID’s.

COMPLIANCE CHECKS
The Drug Free Communities Support Program Grant contact
required the Department to perform a variety of compliance and
police checks. Among them were contact with liquor
establishments and outlets, checking identifications, alcohol
compliance checks and ID presentations to merchants. Two
compliance checks were conducted resulting in seven citations for
selling alcohol to person of under legal age.

2010 sTEP Year End Report
Objectives
1. Overtime enforcement conducted with at least 25
alcohol/drug related contacts (41), 110 occupant
protection contacts (138), and 125 speed and other
moving violation contacts (226).
2. Over 20 hours of overtime used by dispatchers.
3. Fourteen public information.
4. Two (November 2009 and August 2010) occupant
protection surveys completed and publicized.
The Department exceeded all its goals and objectives
under the Governor’s Traffic Safety Grant/sTEP grant.
Officers were involved in enforcement during all five waves.
In addition we also participated in Operation School Zone
(October 23-24, 2009), Operation Midway (May 21-22,
2010), Eastern Heat (August 20-21, 2010), and CPS-Moblie
Eyes (September 17-18, 2010). Posters were passed out to
all local bars and stores during St. Patrick’s Day. With extra
officers on the street and public awareness, the 2009-2010
GTSB enforcement program was a success in Marshalltown.

MARSHALLTOWN POLICE RESERVES
In 2011 the Department started with 4 reserve officers, with no new
appointments. During 2011, Reserve Officer Michael Robinson
completed the required training to become state certified through
the Iowa Law Enforcement Academy. The reserves participated in

Reserve Officers also provided security at three events for which they
were compensated, to include an MHS Basketball Game, a local
dance and the State Swim Meet. MPD Reserve Officers volunteered
