The Public Hearing will be held at City Hall (31 North Church Street) at 7:00 p.m. For more information, see the City website at www.afcity.org Dispatch Special Services District A Public Hearing will be held on July 15 at the County Building in Prove at 100 East Center Street (at the corner of Center Street and University Ave.) in Suite 1400 to consider establishing a Special Services District for the dispatch of emergency calls for police, fire and medical services. The County Sheriff’s Office has performed this service in the past. As cities take over more and more county territory, the Sheriff’s role diminishes and the cities’ role increases and cities need to control service and policy of the operation. To facilitate this, Utah County is proposing a Special Services District to be run by all the cities which do not now have their own dispatch function. The slight increase in county property taxes would be equally offset by a reduction in city property taxes for this function. The cities of American Fork, Pleasant Grove, Lehi and Eagle Mountain have agreed to participate in a reciprocal borrowing system. This agreement will allow borrowers holding a library card at any of the cooperating libraries to check out materials from all four libraries, effective July 1, 2008. To participate in this service, library borrowers are encouraged to search for needed materials at their home library first before searching the other libraries’ online catalogs. Although their library card will allow them to check out items from any of the four libraries, borrowers must return materials to the same library that owns them. This is not a county library system. Each individual library will continue to function as it currently does in terms of policies, budget, administration, non-resident card fees, etc. The initial program will have a two-year trial period, with quarterly reviews to track collection usage, collection development, borrower numbers and its impact on the individual libraries. After this period, a committee will be formed to define the conditions, requirements and necessary steps to form a north county borrowing system. At this time, the committee will consider procedures to allow municipalities without a library to fully or partially participate in the system at a determined yearly cost. The library directors are excited to be able to provide additional resources to area citizens, and invite everyone to go to their home library or to the libraries’ websites for further clarification.
