The Boone County Journal FREE 10,500 Copies • Published Every Friday • April 1, 2011 • Vol 15 • Issue 49 No. 778 The Future of Farming By Coyote Blitzer Two surprise announcements emerged from Peoria this week as Caterpillar Corporation, first, asserted their vision of the future of American farming, and, second, affirmed their decision to move their corporate headquarters. The first announcement was accompanied by this cell-phone photograph at right secretly obtained from their test grounds on the flatlands somewhere near York, Nebraska. The photograph shows the newest model of what the corporation calls, “The Big Cat.” Unnamed sources from their secret test grounds claim that this machine will revolutionize farming. The only problem here is to get the tractor dislodged from axle-deep mud. One of their test drivers, Axel Montague, attributed the advances of this model to the three lead designers, Filbert Thee, Manheim J. Manheim and Calvin Maneuver. Though these men were not available for comment at the corporation testing fields somewhere off Interstate 80, other sources affirmed that these three are responsible for what the future of farming will look and feel like, as witnessed by the photograph above. The second announcement from Caterpillar had to do with a dispute that arose between their chief operating officer (CEO) and Illinois Governor Pat Quinn. The dispute arose when the Illinois General assembly passed their recent corporate tax hike without clearing the measure with Caterpillar. Corporate executives were said to have become apoplectic and flew to Somalia, and, with no one over there in any official capacity, the executives arranged for their corporate headquarters to move to the capital, Mogadishu, where no government or taxation exists. Though no government exists in the nation, unnamed sources claimed that shareholders would be better off in Somalia than to remain in Illinois where the taxes, according to one executive, “Just seem to go up and up with no end in sight.” Corporate leaders obtained secret approval from the Continued on page 2 “Big Red Awning” to Hide Capital Dome By Darlene Sawyer Unnamed sources deep in the administration of President Barrack Obama have confirmed that Congress plans next year to appropriate funding to create a cover for the Capital dome. These sources claim that a small politically correct faction from Idaho is leading the charge to cover the dome. A government spokesman said, “These nuts out there are offended that the dome for over a century has been uncovered and exposed to, well, was able to be seen by, well, you know, it was naked for everyone to see.” The unnamed source would not elaborate further but referred future questions to the faction, “Pure Speech-Clean Vision.” The group claims to be on a dual mission to sanitize the Library of Congress and to remove every word from every book that they deem unclean for anyone to view. Therefore, the group has assigned an army of censors to evaluate and sanitize Henry Miller’s novel Tropic of Cancer. The spokesman for the group, Clifford Thesaurus, went on the record with what the group plans for the Capital dome. “This thing is going to be made from red canvas, and it will be anchored all around the Capitol Building,” said Cliff. When asked about the color, he said, “Well, I am a proud American and the color red is in my flag. Besides, if we made this thing red, white and blue, that’d be too garish. It might attract one-a-them Bin laden’s to come out of the woodwork.” He winked a lazy left eye when he smiled and finished. Cliff also said that he and his friends in Idaho have figured out a name for the covering that would be stretched over the dome. “We’d call it that “Big Red Awning,” and we would use the initials B.R.A. We think that’s just perfect,” again Cliff smiled and winked his lazy left eye. He estimated that, after obtaining legislative approval to get started on the project, the B.R.A. could be installed sometime during the summer of 2012. Continued on page 2 Incremental Moves to a New Budget By James Middleton The process to enact a budget for Fiscal Year 2012 in the Belvidere City Council has begun to resemble an apple picker harvesting a depleted orchard. The budget process has moved from plucking what some legislators describe as “the low-hanging fruit,” that occurred two years ago, to now looking for volunteers to contribute revenue to fund city events. One such idea was presented by Alderman Ray Pendzinski (Ward 4) in Monday’s Committee of the Whole meeting. A question was broached regarding how the city could pay for the annual Heritage Days fireworks display. Alderman Pendzinski proposed that a commercial or retail entity be persuaded to contribute by sponsoring the fireworks display so the event could return this summer. A variety of budget-cutting options were discussed with one alderman, Clinton Morris (Ward 1), bringing up a variety of ideas to cut the budget, but few were adopted. Some of the line items he commented on had already been either cut or amended. The proposed city Ordinance 99H is the legislative instrument containing what will be the budget for Fiscal Year 2012, which has been the subject of debate at prior City Council meetings. The initial question the aldermen would discuss on Monday was how members of the city Planning and Zoning Commission and those of the city fire and police commission should be compensated. Belvidere Mayor Frederic Brereton said, “We have had talks with the aldermen about how we have compensated members of the planning and zoning and police and fire commission. The suggestion has been to convert to some sort of per diem method of payment.” First Ward Alderman Andy Racz said the per diem method or perhaps a per-meeting method of compensations was best. However, “I am concerned with the police and fire commission and they haven’t met because they haven’t had to meet.” His colleague, Alderman Morris agreed and added, “I don’t think they have earned much pay since 2007.” He suggested if a per-meeting method were, created the compensation should be set at $40 per meeting. The mayor voiced caution, “My concern with a permeeting method, if a lot of meetings occur it can get out of hand. A pay-per-month (method) is a little more appropriate.” Other members of the City Council voiced opinions with a motion placed on the floor to set the pay for both commissions at $40 per month, even though only one of those bodies has met once since last May. A voice vote approved the motion. The focus then shifted to the funding of Heritage Days. A question arose two weeks ago regarding money that remained available to the Mural Mile Association, with one alderman asking if some of that funding could pay for the Heritage Days fireworks display. Bonnie Heimbach has served as a member of the Heritage Days committee, and she has endeavored to untangle the financial condition of the group. She was called by the mayor to describe the work she has undertaken. She said, “We are reviewing the financials, and we have a record for 2010. We are going back to 2008 and 2009.” She explained that a city worker has helped but the records seem to end at a point without reaching an apparent conclusion. She repeated that she would report the status to the City Council after more work is done. Alderman Morris said that his colleagues on the City Council had heard the Mural Mile Association had $19,000 in their checking account. Ms. Heimbach did not confirm that number; instead, she said the Heritage Days account had only about $6,000. The expenses to stage the Heritage Days event totals at or above $13,000. She concluded, “We just don’t have the manpower.” Alderman Racz spoke of the condition of the city murals and said, “My concern is the maintenance of the murals, and I hope the committee will address that.” Continued on page 3 2 April 1, 2011 The Boone County Journal 815-544-4430 From Front Page... Contributions are not tax-deductible for income tax purposes. www.boonecountyjournal.com Poplar Grove Could Balance 2011-2012 Budget By Bob Balgemann The Village of Poplar Grove is halfway home as it tries to balance its 2011-12 Budget, which will go into effect on May 1. Officials want to have a public hearing on the new spending plan shortly before the April 11 village board meeting, with action to follow. State law requires the budget to be adopted by May 1, start of the new fiscal year. After a workshop Saturday morning on the proposed budget, village board members left with a projected $58,000 surplus in the general fund and a $64,000 deficit in the water and sewer fund. In conclusion, trustees agreed to look into a program through the state Treasurer’s Office that would allow them to acquire money early in the 2011-12 Fiscal Year to help pay bills before larger amounts of property tax are received, as opposed to getting a tax anticipation loan, which was taken out last year in the amount of $150,000. Non-union employees such as Administrative Assistant Maureen Brzinski, Public Works Director Jeff Strate and Village Clerk Martha Suhr would receive 3 percent salary increases. Adjustments for those with union representation are set in the contract. In all, salaries of the various employees would amount to $402,150 including overtime. That’s 44 percent of the village’s total expenditures of $1.766 million, excluding bond repayments. Officials also will explore the possibility of getting a community development block grant, which could be used for much-needed generators at various lift stations and for infrastructure. Trustee Robert Fry said the federal government annually provides about $4 billion in such grants to local government. Closing the new sewage treatment plant is a possibility, which would save a minimum of $35,000, as is eliminating one of the generators, which would shave another $30,000 from the spending plan. The village water tower won’t be painted in the new year, saving about $35,000. Revenue Projected to be $1.127 Million Poplar Grove gets most of its income from the state sales tax, estimated to be $270,000 in the new year; income tax, $240,000; property tax, $194,000; the new utility tax, $180,000; and the new telecommunications tax, $60,000. Village Treasurer Maria Forrest is projecting total revenue for the general fund, which runs the municipality, at $1.127 million, about $25,000 more than in the current year. Expenses are estimated at $1.069 million, for a $58,000 surplus. While she said she was comfortable with the income projection, Trustee Ron Quimby said he was concerned about the potential for inflation to increase. “And health insurance,’’ Trustee Cliff Stetter said. “That probably will be 10 to 12 percent.’’ Forrest said she had planned for a 7 percent hike. There was better news when it came to other expenses, such as legal fees, which are expected to decrease next year. “We’re done with union negotiations and Prairie Green,’’ Village President Bradley Rightnowar said. While $40,000 was budgeted in 2010-2011, it is estimated that $55,000 will be spent. Forrest has put $50,000 in as a line item for 2011-2012. Revenue for the water and sewer fund is projected at $1.150 million with expenses of $517,218 in bond repayments and $762,148 for operating costs, leaving a $129,000 deficit. However, trustees reduced that to $64,000 by not painting the water tower and postponing purchase of one generator. Water and sewer sales sparked by last year’s 10 percent rate increase will generate an estimated $1.140 million in the new year. Despite that somewhat rosy picture of the income, Strate told the board he just sent out 414 notices to residents who had not paid their current water bills. From time-to-time, perhaps, the roiling has occurred within the hallways at the Administration Center or via emails. Most often the roiling has arisen after angry decibels rose in response to test scores that dropped. But a similar cry also echoes across the nation, “What can we do to improve the quality of education?” Even though that cry is heard, there are few practical answers. Expedient solutions appear almost as often as the “Applause” sign is illuminated in studios where situation comedies are taped for mass-market American TV. Though we are flooded with expedient political answers, few are willing to investigate what will work in the classroom to improve education. Few will work to discover steps that will educate young people that are blinded by video games, addled with text messages received on phones that are smarter than they are, and befuddled about sex without sexually transmitted diseases. Few care how to hit a high C, hit an inside fast ball, or unravel the mystery of Shylock. Even fewer comprehend the tactics of William Tecumseh Sherman, the minor-key phrasing by Gershwin, or the breathtaking brushstrokes of de Kooning. So much of all of this just coagulates into sludge in so many minds to the extent that professional educators often grasp at straws to discover what will work for their students. The path to discovery is laden with many who tried and many more who failed. In response to earlier failed curricula ideas, this newspaper was unforgivably critical of Belvidere School District #100 in 2009, when it was announced that the district drop-out rate stood at 7.8 percent, almost twice the state average. The Board of Education requested a study to discover how the high rate could be reduced. Two years lapsed before District #100 administrators conceived of a plan. The plan led first to the creation of the Washington Magnet School, and second to the creation last week of an “Alternative High School” to educate the most at-risk students in the district. We applaud and celebrate these steps, but we stand aside to watch what results will evolve. But, the act of taking these extraordinary steps indicates that District #100 administrators and the Board of Education sought answers, found what worked elsewhere, and moved to correct the problem. One reason the magnet school concept is a benefit here is that students with an interest or a genius for mathematics, science and computer technology, at an early age, can be inspired to pursue their goal. Next fall, District #100 will have a magnet school specializing in mathematics, science and computer technology. In the future, the district could offer a magnet school specializing in ethics, political science, social studies and geography. Another school could focus on chorus, orchestra, theatre and literature. The options can provide future generations with focused education to motivate students to exploit their talents. We should also see magnet schools that focus on the trades, manufacturing and construction, and why not? Another step forward approved at District #100 was the creation of an Alternative School designed to manage the special needs of students that have not adapted to function or to prosper in a classical classroom environment. These students are the most at-risk to drop out of school or become habitual truants. The administrators and Board of Education took a bold step to allocate funding and to create a school that could benefit neighboring districts. Our culture is rife with insipid untested and unchallenged rationalizations that mask as answers that result from narrow thinking, misguided targets and shallow levels of investigation. For the unthinking, it is too simple to blame administrators and teachers for high drop-out rates, diminished test scores, and dimwitted generations of people. The process to improve public education cannot move according to a clock or in a manner that celebrates expedience more than pursuing success. A simple definition of success in education is the creation of educated human beings, period. District #100 has taken steps that could provide a reasonable reliance on a positive end. This is not to say that administrators and Board members are educating human beings without error. However, the steps they have taken are innovative, proactive and could provide a solution to two problems they and most other school district have; how to better educate students and how to diminish drop-out rates. District #100 has taken two steps, and we will watch how these experiments progress. However, we must remind readers that education resembles a four-legged chair; the legs denote educational professionals, parents, students and members of the community. If one segment of this culture refuses to participate then the chair falls. Public education has spent a lot of time getting up off the floor. City Council Ms. Heimbach said the maintenance is a consideration. At this point, Alderman Pendzinski advanced the idea that the city find sponsors for the fireworks display and other financial needs to stage the Heritage Days event another year. No reply followed his suggestion, but Mayor Brereton told the aldermen of an article that was written by the Illinois Municipal League. He said, “They have concern over the payments to municipalities from the state. There are discussions underway that could discontinue shared revenues. There could be a split down the middle, and we could receive 50 percent less than what we expect.” The mayor was referring to shared revenue from the state for income tax collections. Alderman Morris asked how far the city was behind in state payments. City Finance Manager Patricia Chamberlin replied, “We are two months behind, or $335,000.” The mayor concluded, “We are anticipating in the new budget receiving all of the 12 months that we are now owed.” For years now Illinois law has mandated that the state reimburse municipalities for a portion of the income taxes collected every year. These payments from the state have been amortized to occur every month during a calendar year. However, since the state has fallen behind paying their bills, these payments to Belvidere and other municipalities have been interrupted and, according to the mayor, could be in jeopardy. Alderman Morris brought forth a motion to cut one area of the budget that was a dedicated expense, but that motion failed. He also brought up two other budget line items that were found to have already been altered. Finally, Alderman Morris asked if it was necessary for an entrance to a sanitary sewer lift station to be paved. It was determined that sewer workers could manage the job alone and save the city about $15,000. A motion to that effect was placed on the floor and approved with a voice vote. The mayor concluded discussion of the Fiscal Year 2012 city budget by saying, “This ordinance will come back next week for a second reading.” At this point, two police officers who earlier were facing layoffs will likely not be released. Also, one of the two firefighters the city was proposing to lay off will not be released, and city aldermen are looking for cuts that can occur to save another firefighter’s job. To date, the money to save that job has not been found; however, the matter could be reconsidered in next week’s City Council meeting. 4 April 1, 2011 The Boone County Journal 815-544-4430 LETTERS TO THE EDITOR Dear Residents of Ward One, In recent weeks letters to the editor have been submitted by my opponent, David Deckert and, no doubt a friend of Deckert’s, Dolores O’Connell. I have been urged by some to respond. I do not like negative campaigning. I think it insults the intelligence of our residents and it is a waste of time. I would rather discuss the issues facing Belvidere than spend time defending myself against halt truths and negative campaigning. Mr. Deckert and Dolores O’Connell (who, by the way, is not a registered voter in ward one) have had their letters printed with very misleading statements about me personally, including the pension that I have earned. The fact is, I am not receiving $73,512 in disability pension benefits. That amount is the current pay for a Lieutenant. As a retired Lieutenant I am only collecting a percentage of that. As for my “walking around talking to residents in the ward with all of my body parts,’’ I always thought that as a candidate for any public office, you should get to know your constituents, find out what they have to say about the City they live in, their comments, their concerns. After all, they are tax-paying citizens who should be heard. After visiting with quite a few residents in Ward One, the issues I have heard about include the $8.5 million to send water, sewer and roads to developers of residential subdivisions off of Distillery Road (residents feel that the tax payers of Belvidere shouldered the burden not the developers), the $900,000 spent to spruce up the 100 block of Buchanan Street (now the merchants are complaining about parking as not being very well thought out) and alderman salaries being doubled, to name a few. Mr. Deckert and Mr. Racz voted for all three. However, the chief complaint among residents was the laying off police officers and firefighters that will jeopardize the safety of the citizens of Belvidere. My other opponent, Andrew Racz, prefers to balance the budget with these lay offs. One other concern that kept coming up in my visits with residents was Superior Ambulance. Swedish American lobbied to replace Life Line Ambulance as the City’s primary ambulance service provider. Residents have found that Superior charges $1,200 for a trip to the hospital, whereas Life Line only charges $650. These residents were upset enough to have showed me these bills. The problem that these residents have dealt with is that Medicare and private insurance will only pay the normal rate for ambulance calls for the area, thus leaving the patient to pay the rest. Many of these residents have been put into collections for slow payment. My opponents, Mr. Deckert and Mr. Racz, have voted to replace Life Line. Funny, I seem to recall that Mr. Deckert began working for Swedish American after that vote. These are just some of the issues that people are concerned about. They are not interested in personal attacks by someone who would rather cloud the issues than to face them head on. Personal attacks on me will not help any citizen who wants to be heard by their local government officials. What will I do? I will work hard to attract retail and manufacturing to Belvidere, not more residential! I will work to bring the 5% utility tax from the general fund back to its own fund to be used for its initial purpose... to be used to repair and replace city streets. I will not vote to compromise the safety of the residents of this City, such as reducing the staffing of the police, fire or public works departments. This is not an acceptable risk in order to balance the budget. Mr. Deckert and Mr. Racz have voted to double the pay of the alderman. This is also not acceptable and not fiscally responsible. I believe alderman pay should be cut in half. I do not view the position of alderman as a way to enhance my resume. The job of alderman is not about the pay or what it can do for me. It is about serving the citizens of Belvidere. I served the citizens of Belvidere for 24 years as a firefighter and paramedic for the Belvidere Fire Department with great pride. As is with most Cities across the country this much needed house cleaning is too late and deficits accumulate. Revenues are failing and will continue to fall as property values decline and the area job market remains at a standstill. Without carrying on about all the issues that Belvidere is facing in this economic crisis and why it will probably carry on for maybe several more years, there is a solution. The answer is not in raising City fees, issuing more traffic tickets or burdening our citizens with more revenue generators. We have watched as officials have scavenged for possible loose change under the rug, some crook or cranny in hopes of the magic solution. As desperate as it seems it is obvious they cannot figure it out or the situation will “just go away”. We desperately need a change, a change in the mentality. We are not what we could be for a specific reason, some officials like Belvidere the way it is, in a better term, status quo.This can not go on! No magic or instant fix but a proven solution, in as much as a flat tire can lose the race, the driver is ultimately responsible. Most would agree that a good job market can mean a better quality of life, high unemployment strangles city revenues and ultimately affects us all. Free enterprise can and will will create the much needed jobs If the City were to loosen it’s grip on business in Belvidere, lighten up on policies, regulations and mandates,in other words, give respect and privelege back to property and business owners. It is feasible for over one hundred jobs to be created in the downtown commercial corridor should the City annul the special use ordinance and lower the ridiculous $20,000 liquor license fee to be competitive with neighboring towns. Over the years the City of Belvidere has become a bypass community, the free enterprise system struggles to do business here. City policies have discouraged growth at every street corner, the evidence is available. I have walked miles in the 4th Ward and met many fine people. I have tried to personally deliver campaign material to every household in the Ward, if I missed you I am sorry. That material outlined my past experiences, employment history, educational background, military service, brief synopsis of my life and stance on matters of importance to our community. Walking throughout the Ward has given me greater knowledge of the deteriorating infrastructure of our community. The field is made up of newcomer Owen Costanza, incumbent Robert Fry, newcomer Jeffrey Goings and current officer holder Ronald Quimby. The various polling places will be open from 7 a.m. to 7 p.m. Candidates were asked three questions by The Boone County Journal: Why are you running for this office? Is the village on the right track toward solving Poplar Grove’s financial difficulties? If so, what is it doing right? If not, what suggestions do you have to offer? Finally, why should voters select you? Costanza said he thought this election “is a great opportunity for me to give back to the wonderful community in which I live and work. He said he decided to run for a full four-year term “as a result of a year on the Planning and Zoning Commission and a little over a year as a trustee and seeing all of the challenges we face as a community. “I believe that what we have accomplished as a village board so far is putting us on the right path. But there is so much work to do ahead of us and I want a chance to complete what we have started. When you move into a community, you take part and get involved in where you are planning to plant your roots, and become a part of the fabric of the community.’’ He said he believes the village is on the right path financially, going from a $500,000 deficit to balancing the budget this year. “The challenges aren’t over,’’ he said, “because there are bond issues, infrastructure maintenance and repairs, and ongoing expenses that make managing a village government exciting but also perplexing when revenue streams are so tight. “We have a very small staff but have taken a hard look at streamlining and eliminating waste, which is an ongoing objective. We have been able to do a lot with very little and are always willing to roll up our sleeves and work.’’ Voters should select him, Quimby said, because of his combined 17 years of work in small government administration here and in another community. In a carefully worded statement, a press release announced last week that the Mural Mile Association would dissolve, immediately. Ms. Heimbach appeared at the Monday Belvidere City Council meeting and explained what she and her volunteer staff were doing preliminary to the formal dissolution of the Association to distribute assets held by the group. She said, “We have talked with the mayor regarding the distribution of the assets of the Association.” As of this week, the total assets of the Mural Mile Association amounted to more than $18,000. Ms. Heimbach also said that she is involved in trying to ascertain the exact dollar amount of those assets. To accomplish this task she is going back three years in the records. She also said that the Internal Revenue Service controls reporting and the distribution of their assets because the organization was a 501C-3 not-for-profit entity. “We must distribute those funds to a like or similar organization,” Ms. Heimbach said. That means, even though the City of Belvidere contributed money to fund the group, the city could not, under IRS rules, recover any of the assets of the Association. The status of the Mural Mile Association can also provide problems for the Heritage Days celebration. Ms. Heimbach told aldermen last Monday that the Heritage Days fund holds about $6,000 in assets. However, her estimate of the cost to the Mural Mile Association to stage the event is at/or above $13,000 even for a one-day. The future of the Heritage Days event was debated by city aldermen with one, Ray Pendzinski (Ward 4), suggesting that sponsors or benefactors be sought to fund the parade, the security needs, and the fireworks display. The original goal of the Mural Mile Association was to promote the Belvidere downtown corridor, to support advancement and maintenance of the city mural project, and to produce community festivals. The Association emerged in 2007 after the Belvidere Main Street Center was dissolved. The author of the press release announcing the dissolution of the Mural Mile Association pointed out, “Board members stress this is not a decision made of failure, but one made with a realistic assessment of their individual and collective time constraints, work-related commitments, and even financial concerns.” At the Monday City Council meeting, Ms. Heimbach lamented that the organization did not have the necessary manpower to continue to move forward. Developing the downtown Belvidere corridor has remained an unrealized goal of Mayor Frederic Brereton and aldermen on the City Council. However, with the dissolution of Belvidere Main Street Center, rescinding the downtown façade grant program, the loss of passenger Amtrak Rail for downtown, and now the loss of the Mural Mile Association, city government will have to regroup to devise a new mechanism to develop the downtown corridor. Alderman Andy Racz (Ward 1) said in the Monday City Council meeting that he hoped that some means was underway to provide for ongoing maintenance for the murals. Ms. Heimbach indicated that the maintenance “was a consideration.” The press release indicated that Mayor Brereton would soon ask the community for individuals and groups to become involved in the funding, the planning and the staging of a type of summer celebration that could sustain long-term. The mayor has often repeated during current negotiations for the new budget for Fiscal Year 2012 that city department heads and city aldermen must focus on solutions that could sustain long-term. Formal consideration of the ultimate dissolution of the Mural Mile Association has yet to be engaged as an agenda item for debate before either a Committee of the Whole or a full Belvidere City Council meeting. In a similar sense, formal agenda designation for debate of how a summer festival, or even continuance of Heritage Days could be realized, has yet to appear. www.boonecountyjournal.com Blood Center Releases “Report to the Community 2010” Red Shoe Run Coming Up By Lisa Palmeno The Rock River Valley Blood Center recently released “Report to the Community 2010,” a recap of everything the center offers at their various locations and mobile sites throughout the year. The RRVBC has come a long way in the past 10 years, with a new name, better marketing and broader services to better serve the community. They also added the “Annual Red Shoe Run for Donor Awareness,” which will occur on Saturday, April 9 this year. Most of us who lived in the neighborhood knew only of NIBB, or Northern Illinois Blood Bank, where people would go to give blood. Often, a person would donate to make up for blood taken by a family member or friend. After the turn of the new Millennium, the NIBB was transformed into the RRVBC, an organization that educates the community and lets them know that “Giving feels Amazing.” That is the slug line on the 2010 community report. Their logo now includes the phrase “Straight from the Heart.” Part of that “Straight from the Heart” kind of caring includes keeping the community informed. The community report includes a “2010 Snapshot” of the organization’s accomplishments and goals met, along with specific educational connections made over the year. The RRVBC participated in the Golden Apple program, read to students, sponsored a staff team in the Special Olympics, and “went to jail” for the Muscular Dystrophy Association, just to name a few. RRVBC’s Jen Bowman said, “RRVBC feels very strongly about supporting the school systems within our service area, both public and private. By interacting with schoolaged children, we have the chance to better understand the future blood donors of our community. Additionally, RRVBC provides, at no cost to educators, a turn-key classroom program called “My Blood, Your Blood” (www. mybloodyourblood.org.) It’s an excellent blood biology program that we underwrite to provide a no cost resource to teachers. Being in front of teachers allows us to inform them of this opportunity.” Bowman added, “All of us that work at RRVBC are parents, community members, taxpayers, etc. We strive to provide our employees opportunities to volunteer, even on company time. It’s important to us to instill the altruism we seek in donors in our own staff. We also really enjoy doing the things we do...Management doesn’t dictate what people support, more so, management likes to support what the employees feel strongly about. News Briefs Village Administrator for Poplar Grove? A Staff Report The Village of Poplar Grove now has a mayoral form of government with the person holding that office responsible for all phases of the village’s operation. Village President Bradley Rightnowar believes it’s time to hand off that responsibility to a professional manager. He made that observation Saturday morning during a village board workshop on the proposed 2011-2012 Budget. “We need to head down the path toward a full-time administrator,’’ he said. “It’s got to get into the budget.’’ Thus far it has not become part of the new spending plan that will go into effect May 1, start of the 2011-2012 Fiscal Year. Rightnowar was elected to a first term in 2009, and he said the village president “is the mouthpiece for the village, the CEO.’’ What’s needed is a professional to be in charge of the village’s day-to-day operations, and the $20,000 a year currently paid to the village president won’t buy that kind of leadership. There was minimal discussion on Rightnowar’s idea, and by the end of the meeting the board wasn’t ready to commit the kind of money it would take to attract an administrator. Poplar Grove May Shut Down New Sewer Plant A cost-saving possibility on the table for 20112012 is to shut down the new, $8-million south-side sewage treatment plant because there isn’t enough flow to keep it busy. Village board members during a workshop Saturday morning reasoned the old plant north of town is now used only to digest effluent and has enough capacity to satisfy current needs. The old plant has the capacity to treat 250,000 gallons of effluent each day, and the current load is about 200,000 gallons. Contrast that with the new plant, which has a capacity of 1 million gallons per day. Savings could be realized in chemicals, electricity and treating phosphorus, the latter required by the Illinois Environmental Protection Agency and costing about $40,000 a year. Village Trustee Cliff Stetter said total savings have yet to be calculated. Village Engineer Timothy Bronn of McMahon and Associates said the village would have to receive a permit from IEPA to close the new plant. Then it would have to get another permit to reopen it. The board only discussed the possibility of closing the new plant and did not indicate that would happen anytime soon. Complaints about Mor-Agra Trucks Resurface A Poplar Grove resident who lives downtown, near the Mor-Agra plant off State Street, has renewed the complaint about truck traffic. Code Enforcement Officer Kurt Dunlap told the Administration Committee on Monday night that concerns over speeding, stirring up dust and “shaking his house’’ had been called in by the Fuller Street resident. “I talked to the (plant) owner,’’ Dunlap said. “They’re (truckers) good for about three weeks and then start up again. They’re supposed to be driving 5 mph.’’ Some solutions were offered, such as Village Engineer Timothy Bronn suggesting the use of calcium chloride to reduce dust. Committee member Ron Quimby said a buyout of affected homes and replacing them with green space was an option. Administrative Assistant Maureen Brzinski said a concrete barrier between the homes and road leading to and from the plant might help. Dunlap said putting in a speed limit sign that flashes when an approaching motorist is speeding might be a deterrent. The committee didn’t decide to pursue any of the suggestions, and Chairman Kris Campbell told Dunlap, “Talk to them one more time.’’ www.boonecountyjournal.com In Our 15th Year Police Blotter Belvidere Police Department On Saturday, March 26, Belvidere police detectives arrested Carlos Harris, 39, of Belvidere, charging him with one count of aggravated robbery that is a Class 1 felony. On March 26, police answered a call at Harris Bank, 401 Southtowne Drive on a report of an armed robbery. A bank employee reported that a male subject had entered the bank, claimed he had a handgun, and demanded money. The subject fled the scene with an undisclosed amount of cash. Approximately two hours after police released a bulletin and photo of the suspect, the suspect was taken into custody. As a result of the bulletin, a citizen contacted police when they recognized the suspect. Belvidere police detectives, patrol units, a K-9 unit and Rockford FBI agents searched a residence in the 600 block of Southtowne Drive on March 26. Detectives arrested Harris and recovered an undisclosed amount of US currency. At the time of the arrest, no gun was recovered; however, police did confiscate ammunition. A Class 1 felony is punishable by four to 15 years in the Illinois Department of Corrections if the defendant is found guilty in a court of law by a jury of his peers. Boone County Sheriff’s Department On March 26, residential burglary was reported in the 300 block of Candlewick Drive. Property taken included four Western Digital II terabyte hard drives with the estimated value of $400. On March 25, residential burglary was reported in the 3000 block of Stone Quarry Road. Property taken included two Apple McIntosh computers with the value of $3,000, a 19-inch Vizio flat screen television valued at $220, a Sony PlayStation with the value of $200, a ladies Citizens watch valued at $120, five Timex watches that were valued at $190, a navy suitcase valued at $100, 50 pairs of earrings valued at $500, and a burled wood German music box containing foreign coins and miscellaneous school medals with the value of $200. Theft was reported on March 26 in the 1100 block of Candlewick Drive. Property taken included a wedding/ engagement ring with a 3/16 diamond valued at $1,000; a gold sweetheart ring with a Tanzanite stone and diamond chips valued at $400; and four gold anniversary bands with diamond chips valued at $8,000. On March 30, burglary to a motor vehicle was reported in the 200 block of Pembroke. Taken in the incident was a Panasonic GPS with the estimated value of $100. Illinois State Police District #16 Illinois State Police District #16 Commander, Lieutenant Martin Zamudio announced a summary of February 2011 enforcement activity. During February, District #16 Troopers handled 2,518 incidents. These incidents included 1,315 calls and requests for service reported by telephone, other public safety agencies, and walk-in requests. The remaining 1,203 incidents were initiated in the field by troopers on patrol. District #16 troopers issued 357 citations and 181 warnings for speeding, and made 10 arrests for driving under the influence. Most other violations of the Illinois Vehicle Code resulted in 83 citations and 233 warnings being issued. District #16 Troopers also made 17 criminal arrests, investigated 33 traffic crashes, and assisted 303 motorists. There was one traffic crash fatality reported in District #16 during February. Boone County State’s Attorney Boone County State’s Attorney Michelle Courier announced that David Berrera, 18, of Belvidere was found guilty for his role in a gang-related attack which occurred on January 5, 2010. Berrera was convicted of one count of attempt first-degree murder, two counts of armed violence, and one count of aggravated battery following a two day bench trial that concluded on March 23. Berrera is an admitted Latin King gang member, who initiated the attack by striking the victim about the head with a baseball bat. Berrera’s next court date is June 3 at 1:30 p.m. for sentencing. He is awaiting sentencing without bond. The armed violence conviction carries a minimum 10year incarceration to a maximum of 30 years in the Illinois Department of Corrections. Earth Day Stuff Frogs, Bats, Birds and Flowers By Lisa Palmeno The snow is finally gone, hopefully for good, and the local forest preserves and conservation districts have a number of Earth Day and environmental stuff to do this spring, starting today, April 1. Earth Day is always April 22, and while there seems to be fewer actual “Earth Day” things happening on a specific date in the area this year, there is more to do and learn over the next five weeks than anyone could do in one day anyway. Four Rivers Environmental Coalition is a group of 35+ organizations, private and public, that work to protect the natural areas and resources in Northern Illinois, a concept that was formed around the four rivers in Northern Illinois; Kishwaukee, Rock, Sugar and Pecatonica. Together, the coalition has an entire slate filled at various locations in the area for April 1 through May 7. Tonight at 6 p.m. will be the Natural Land Institute’s Pasque Flower Walk at Pecatonica Ridge Prairie out in Winnebago County. The prairie is a fairly new site for visitors. According to the Natural Land Institute’s Web site, “The Natural Land Institute purchased the 80-acre Pecatonica Ridge Prairie Preserve at auction in June 2005. The preserve includes an eight-acre gem of original native prairie at the south end with species that include pasque flower, pale purple coneflower, rosinweed, porcupine grass and prairie dropseed. Plants such as Joe Pye Weed and Tussock Sedge grow in the 40 acres of wetland at the north end of the preserve.” Formerly used for planting corn and soybeans, much of the area was restored by volunteers and staff, who collected native prairie seed and “to restore vegetation to the area.” Last fall, the Natural Land Institute held “Nygren Wetland Preserve Juried Art Exhibit” at the Burpee Museum. Photographs of all sizes with all effects were taken of the beautiful specimens that live at Nygren Wetland. The art exhibit was refreshing and original. His dream has come true; he has been appointed to the Naval Academy in Annapolis, Maryland, and will be part of the Class of 2015 this fall. Getting into any of the five militaries is a major accomplishment. In addition to being a well-rounded individual, an appointment takes being nominated by a congressman, in this case, U.S. Rep. Donald Manzullo, R-Ill. Individuals apply for an appointment directly through the academy. “It’s a two-year process,’’ said Meek, now a senior, who applied at both the Naval and Air Force academies. “But (the) Navy was my choice. I went to a summer seminar at both and the overall atmosphere at Navy seemed to fit me.’’ He said his entire four years in high school were geared to going to one of the military academies. He took a full load of related classes, most of them the more difficult advanced placement courses, and participated in various sports. He played hockey for eight years, then switched to lacrosse when it became available two years ago. Water skiing and cross country – “though not at the same level as the guys who won state, but I had fun with it’’ – and track drew his involvement as well. He is also a certified scuba diver. Meek is tied for No. 1 in his class at Belvidere North and is a member of the National Honor Society, captain of the Scholastic Bowl and lacrosse teams, and was the Belvidere Sister Cities ambassador in 2010. Additionally, he is a staff sergeant in the Illinois 331 Squadron of Civil Air Patrol and in October earned his private pilot’s license at Poplar Grove Airport. Of his focus at the Naval Academy, he said simply, “I want to fly – fighters. The F-35. That’s my goal. I’ve always loved it. My dad did it so I was introduced to it at an early age.’’ His dad now is a commercial pilot. Of being tied for first in his class, Meek said it would probably wind up that way as there isn’t any competition among them to be No. 1. “Everyone is trying to do their best personally,’’ he added. Of playing lacrosse, he said his personal goal is to score more goals than the other defensemen on the team. “It’s a friendly competition,’’ he said. “We each had one last year.’’ Of life at Belvidere North, he said, “It’s a great school. I’ve always loved my teachers, they’re all excellent here. They helped me prepare for this step.’’ Of his classes, he said, “I really like AP calculus.’’ Of those who have helped him through life, he said, “My parents have always been very supportive. I want to thank them for that.’’ He is the son of Harvey and Kristina Meek of Poplar Grove. Meek’s lacrosse coach, Bob White, remembered how Brandon worked his way into a starting role on defense “and now in his senior year is one of the anchors of our defense and is a captain. In spite of only being in his second year, Brandon has a great understanding of the game and how and what we are trying to accomplish on the field. In spite of that, Brandon is always asking questions about where he would be or what he should be doing. Most of the time he already knows, but he wants to make sure he has everything exactly right. That’s just the kind of player and person he is.’’ Coach White said Brandon “is always pushing himself and as a consequence pushes his teammates. No matter how many sprints we may run at practice, when it comes down to the last sprint Brandon is always in the lead pack. He is constantly trying to make himself better and in the process makes our team better. It makes me proud … to have been able to coach someone like Brandon. His work ethic, both on and off the field, is a great example for his teammates and his classmates. “I wish him all the luck as he moves forward to the Naval Academy, but I am not sure he needs it. Senior Baily Murphy tied for ninth by clearing 4 feet, 10 inches. Junior Katie Dovenmuehle wound up seven in the shot put, but her toss of 36 feet, 9 inches, easily surpassed her former school record of 34 feet, 10 inches. Other place-winning efforts came from Lee, who finished fourth in the 1,600, and from senior Tony Tindle, who was 10th in the high jump by clearing 5 feet, 9 inches. Murphy was ninth in a field of 23 competitors in the 200-meter dash with a time of 00:26.94 seconds, a little less than one second faster than her personal best. And she also tied for 10th in the pole vault, clearing 10 feet. North Boone senior Kyle Garman took second in the high jump, clearing 6 feet, 4 inches. That broke the school record, which he set, of 6 feet, 3 ½ inches. The 4-by-400meter relay team made up of Morris Kennedy, Kyle Johnson, Steve Goeddeke and Armon Kennedy came in second with a time of 3:32. “I am very pleased with the performances,’’ Head Coach Lynn Brody said. “Going into the mile relay, I knew we had a chance to place high and I told the boys to just give it everything they had and they would be all right.’’ North Boone Arena Football Teams Go 0-2 North Boone’s two youth arena football teams that played Saturday lost, while the third, the 13-and-under squad (4-1), took a week off and is preparing for a first-place battle at 8 a.m. tomorrow (April 2) against the undefeated Renegades (5-0). The playoffs start April 9 with Super Bowl games in the four age groups being played April 16. The 11-and-under Vikings (3-2) dropped into a tie for second place when they were upset by the now 3-2 Raptors, 41-29. North Boone took an early 14-0 lead on touchdown runs by Britton Morris and Griffin Morelock only to see the Raptors come back for the victory. Quarterback Matt Luna skirted left end for a touchdown with 4:09 left in the second quarter that made it 20-6, Vikings. It was 26-12 when Dustin Sell barged his way into the end zone just 34 seconds before intermission. But the Raptors cut the deficit to 26-19 when they scored with eight seconds to play. The Raptors got the ball to open the third quarter and scored quickly to make it a one-point game, 26-25. A long run by Luna, breaking several tackles along the way, set up Sell’s medium-range field goal with 1:47 left in the period to increase North Boone’s lead to 29-25. But the Raptors scored all of the points in the fourth quarter – two touchdowns and a safety – for the 41-29 final count. North Boone’s 15-and-under team (1-4) lost 32-6 to the 4-1 Renegades Blue, falling behind 26-0 before being able to score. The lone touchdown came on a pass from quarterback Nick Montemayor to a wide open Francisco Fuentes with 5:39 remaining in the game. The 13-and-under Vikings – Renegades showdown will start off Saturday’s found of action at 8 a.m. Next up for North Boone will be the 11-and-under team taking on Macktown (1-4) at 11:30 p.m. The 15-and-under Vikings will be in one of the late games, starting at 5:20 p.m. against winless Macktown (0-5). Bucs Split Twin Bill after a Lay-off By Bob Balgemann It was two weeks ago that Belvidere’s baseball team played their last game, a non-conference contest at Harvard, that resulted in a victory. Then inclement weather set in and the Bucs weren’t able to play again until Wednesday when Woodstock came to town for a doubleheader. The two teams split the twin bill with Belvidere, winning the opener 10-0 and the Blue Streaks taking the second game 3-0. Belvidere broke open a scoreless game with three runs in the third inning of the opener. The bottom of the order got things started when Joey Bluege singled. After a strikeout, leadoff man Adam Budron saw Woodstock’s starting pitcher for the second time, and he drove in Bluege with the first of three consecutive doubles. Josh Hauser, one of several sophomores on the varsity, hit the second two-bagger, into right field, and sophomore Troy Vandenbroek followed with the third two-base hit, scoring Hauser. A six-run fourth pretty well put the game away. Mike Hernandez opened with a single and Michael Mahon was safe on an infield error. Back-to-back walks to Bluege and Kyle Harris forced in a run and it was 4-0. Burdon, who went 2-for-4 at the plate, singled in two runs to give him three RBIs for the game. Burdon scored on Vandenbroek’s infield out; Hauser came home when Hunter Grady was safe on the Blue Streaks’ second of three errors in the inning. An infield single by Hernandez scored Vandenbroek with the 10th run and brought the 10-run Mercy Rule into play. The top of the Bucs’ lineup was quite productive in the victory, with the first four batters getting on base 10 times, scoring five runs and driving in seven runs. Hauser went 2-for-3; Vandenbroek 2-for-4; Hernandez 2-for-4; and Bluege 2-for-2 with a walk. Vandenbroek was the starting and winning pitcher, throwing a one-hitter over five scoreless innings with one walk and 10 strikeouts. Kyle Harris didn’t allow any runs in his one inning of relief, walking two and striking out one. Defensively, catcher Bluege threw out two runners trying to steal third base with perfect throws to Mahon. He also picked a runner off third base in the second game. “Troy threw a great game,’’ first-year Head Coach Andy Werhane said afterward. “When he throws strikes he’s dominant. We hit the ball and our defense was solid. Now we have to keep up the intensity.’’ Hits Hard to Come by in Second Game The second game was a five-inning affair with Woodstock throwing three different pitchers, which seemingly had a major impact on Belvidere hitters. “We’re struggling to get to a pitcher the first time,’’ Coach Werhane explained. “So far the second time around we hit him hard.’’ That was evident in the first game when the Bucs battered the Blue Streaks’ starting pitcher for a single and three doubles in the three-run third. But they were held hitless in the second game by those three pitchers until Bluege singled in the bottom of the fifth. Before that the Bucs had just three base runners. Grady walked with two outs in the first inning; Harris reached when the right fielder dropped his fly ball for a two-base error in the second; and Luke Vance walked with two out in the fourth. Belvidere had an opportunity to rally in the fifth, putting three runners on base. But Woodstock turned a mistake on the base path into a double play, negating any runs out of an error, with Bluege’s single and a walk Harris and Blaise Humphry shared pitching duties with Humphry, throwing three solid innings in relief. He allowed one unearned run on one base hit with four strikeouts and four walks. Harris surrendered two runs on three hits with four walks and two strikeouts. Weather permitting, the Bucs (3-1) will play another non-conference game, this one on the road today (Friday, April 1) at Hampshire. Though each subject was unrelated, questions considered were related. The Florence Nursing Home approached the Village Board seeking approval for an addition for their facility. The requested addition could provide for 40 more living spaces for new occupants. However, to provide for the addition to the existing facility a number of trees might need to be removed during the construction phase of the expansion. Jason Schull, the Marengo building commissioner said, “There is no objection (to the addition) regarding the zoning commissioner.” He also said the nursing home does not now have the building materials to begin the project. Schull added that there is interest among members of the Board in how the nursing home plans to incorporate the Re-Elect current building with the proposed addition. If approval is obtained, the expectation is that construction could start by late summer this year. The proposed addition will be a two-story structure, and Schull was asked by the Village Board members to bring architectural plans for the project to their next meeting. The city also considered a request for a waiver of fees that came from the local chapter of Habitat for Humanity. The fees would be charged for the construction of a home to be built in Buckside Meadows. The fees would include the building permit and other municipal certificate requirements. The total fees would amount to $1,600, and the organization sought a waiver. The members of the Village Board agreed that with budget shortfalls a concern for the current fiscal year, the city was not able to extend the waivers that the group had requested. Finally, Marengo city water and sewer rates for 2011 and 2012 came up again for consideration. Members of the City Council considered and debated a potential increase of 5 percent with the option to reconsider those rates every year following. The Village Board had previously agreed to the 5 percent increase and, without further dispute, the new increased rates could take effect in early April. However, it was agreed by Village Board members that in their next scheduled meeting, they will consider opinions from community residents regarding the proposed rate increase. Village Board members expressed a willingness to listen to comments from community residents and make a final decision after that evaluation is completed.
