Stantec is pleased to submit our qualifications and fee proposal for full architectural and
engineering design services for a new Emergency Services Building Station 3 in Beachville. We
have reviewed your proposed RFP/contract terms and believe that should we be selected for
this assignment, we will be able to conclude a mutually satisfactory contract with you.
We would like to take this opportunity to emphasize our attention in selecting the best project
team to meet your requirements for this project. As the Principal-in-Charge, I have extensive
experience with successfully delivering numerous similar municipal projects. Together with
the Project Architect Tom Kyle, I will lead a well-qualified team to deliver this project for the
Township that will be on time, on budget, and to the quality expected. Our team possesses
a vast knowledge base and has a successful history of working on similar projects including
emergency services and police headquarters, as well as training and educational facilities.
The core strength of Stantec’s multi-discipline architecture and engineering team – from site
and building engineering services to subject matter experts including LEED and sustainable
design meeting Net Zero targets – will be fully engaged as your partner to bring about this
important project. Our Stantec team will be supported by Rider Levett Bucknall for cost
estimating, who provide a true third party arms length evaluation of all the cost implications of
the design, from beginning to end.

and available strong team to deliver a successful project for the Township.

Disclosure of Ongoing Litigation
There are no unsatisfied judgments or arbitration awards outstanding against Stantec. Stantec
does have some legal proceedings, lawsuits, and/or claims pending. These are a normal part of
professional services industries. All have been reported to Stantec’s insurers who, with Stantec’s
active involvement, are in the process of adjusting/managing them. None will have a material effect
on the financial position of the company or its ability to undertake this assignment.
Perhaps of greater comfort to our clients is the fact that Stantec seeks to deal with client concerns
and claims promptly and fairly through its Practice & Risk Management group. This group also
regularly engages in project and claims reviews and is continually incorporating lessons learned into
our procedures, to reduce the chance of recurrence of similar claims.

EMS Beachville Approach and Methodology
Stantec has long recognized the fact that capital building projects are inherently multi-disciplinary
projects and was an early adopter of the One Team solution. This standard multidisciplinary design
process model has evolved and matured at Stantec into the Integrated Design methodology that will
deliver the maximum value in the investment that will be made in your project.
The Integrated Design methodology is an evolution from the conventional design process which was
a linear process that involved team members only when essential. Decisions were made by a small
number of people with limited collaboration, especially in the early stages of a project. Disciplines
and subject matter experts worked in isolated silos with limited communication exchange. The client
was not given a voice in the process and was limited to exchanges with the Prime Consultant on the
final deliverables. To overcome the inherent limitations of the conventional design team methodology
(Architect as Prime Consultant with separate Engineering firms as sub-consultants), the Integrated
Design process is inclusive from the outset and brings the client immediately into the process as
an active participant. The entire design team influences decisions through an iterative process that
incorporates whole systems thinking which encompasses all of the clients concerns.
The Stantec Integrated Design process will integrate the actual users of the building into the
process as an active member of the team. As a key stakeholder and active team member, they
will be encouraged to participate and will be given an open and transparent forum to provide their
input based on their experiences and perspectives. Our Integrated Design Team will engage team
members with a formal, fulsome and structured user engagement process to clearly define the
project goals along with a fully developed functional program. They will review the outcomes and
deliverables with us as they are developed as an active participant, monitoring project progress with
us with experienced guidance from our design team. As a team participant, they will have a forum
for those informal exchanges with our project team thought leaders and subject matter experts to
support their exploration of the solutions being developed. Together, we will establish the goals for
this project, establish the clear and measurable objectives to support those goals, state the tasks
needed to meet those objectives and provide the deliverables to deliver a successful project.
Capital projects are challenging, often complex undertakings that require the management of scope,
schedule and cost. The value of an experienced core team to provide the necessary leadership and

One of the cornerstones of that pre-planning, formal framework will be the custom developed and
deployed Project Work Plan, a key project and design management tool for planning, executing,
implementing and monitoring an ordered set of activities within a consulting context.
The Work Plan is a guiding document of the activities to support a logic framework within a specific
timeframe. While it reflects the project schedule, it is much more than a schedule. It will tag key
decisions and deliverables that require formal interaction between all stakeholders. The Work Plan
will identify the goals of the project as a series of connected objectives to be achieved, makes them
finite and verifiable, outlines an ordered strategy, and identifies the actions to be taken in order to
reach those objectives and complete the deliverable outputs.
The Work Plan is a ‘live’ document that is continuously updated and monitored. It serves as the
baseline document to track progress on tasks and identify issues. Our formal process will include
bi-weekly (more often if deemed necessary by the project team) update meetings. The update
meetings will monitor progress against the Critical Path Method schedules, provide a two week and
three month outlook on key milestones, identify and maintain an issues log, provide clarity on task
scope and ownership, monitor budgets and other project risks, and be the project record of design
decisions. The update meeting is also an open forum to work together to ensure the timing, quality,
and content of the project is in accordance with the overall project objectives.
Communication Plan
The stakeholders of any project need information to make informed decisions about their
undertaking. The Stakeholder Communication Plan will outline how the consultant team will
interface with all stakeholders, structured committees, and authorities in a transparent forum. In
order to distribute appropriate and adequate information about the project to all stakeholders in a
timely manner, we will be leveraging technology such as Sharepoint 2010 software for discussions,
document control and distribution, issues log, central contact database, project calendar acting as a
central repository of the most current version of all documents, all accessible with a browser, easy to
use by client stakeholders. The Communication Plan will include the protocols for effective meetings
and site visits where the purpose of any meeting or site visit is clearly identified in an agenda, any
associated meeting material is circulated in advance, and, meeting outcomes are fully documented.
It will contain the details of the type of information, the format, the venue, the required recipients who
will receive the information, as well as the timing of the distribution of information.

During the initial analysis of program requirements, the team will contribute to a detailed Project
Schedule that accounts for all major project activities. Work progress will be monitored on a bi-weekly
basis against the approved Project Schedule. We will identify completed and delayed activities, along
with mitigation measures and advice. Adjustments to the Preliminary Project Schedule (logic and
durations) and action on lagging activities will be taken to meet upcoming milestones.

This project schedule will be one of the first items to be validated by the entire project stakeholder
team. Establishing and validating an accurate, reliable, master design schedule for the project will
be a critical early activity. The schedule will be monitored continuously and updated regularly – this
enables schedule conflicts or concerns to be quickly identified and corrective action when necessary
to be initiated immediately. Maintenance of the project schedule and final milestone dates are keys to
this project’s success and Stantec will be committed to achieve those goals.
Risk Management
Our process also includes a Risk Management plan. Our team will employ a three-step risk
management approach that involves identifying, quantifying and responding to potential conflicts and/
or anticipated problems that can negatively influence the outcome of the project.
We work with clients to identify and list potential conflicts or problems (i.e., risks) that may impact
on the design, construction, capital cost, or operation of the facility. All project team members
and stakeholders are encouraged to participate in this process to solicit their input based on their
experiences and perspectives.
Once identified, risks are classified and grouped by source and assessed in terms of probability of
occurrence and severity of outcome. Impacts are typically measured in terms of how they affect cost,
schedule or quality, as well as the planning and implementation strategy for the project.
After risks are identified, we work with clients to develop effective risk management and control
strategies aimed at mitigating risk exposure and a Risk Management Plan (RMP) is established for
the project. This RMP forms part of the overall project procedures and defines responsibilities and
actions to be taken by various project participants in order to mitigate risk.

Accurately identifying and quantifying project risks depends largely on the team’s design,
construction, and operating experience. To fully take advantage of the experience available within
our project team, we will hold a Risk Workshop to develop a Project Risk Registry containing a list of
detailed and specific project risks, the probability of the risk based on currently available information,
the cost impact of the risk if it occurs, and the management measures that may reduce the probability
or cost of the risk. Project risks encompass such things as the physical work, political, economic
and labor environment, and operations. The risks are tracked throughout the project and risk
management measures implemented as required to keep the project on schedule and budget. This
will lead to the most cost-effective and operationally efficient solution as a viable, predictable outcome

Project Description
The Town of Sackville had a unique request: to design a new municipal services building that
would house a new fire department (with vehicle bay) alongside both the local RCMP and town
hall. The challenge was to maintain a clear separation of the three functions while delivering
a cohesive building that also allowed for future growth, with the building set back dictated by
the Firehall apron. The stakeholders’ distinct requests were combined into a highly functional
building that will serve the Town of Sackville for many years to come.
The goal for this building was to provide a consistent appearance through the use of common
materials while still giving the new facility its own identity as an institutional building designed
to protect and serve the citizens of Sackville and area. This efficient, cost-effective hub for
municipal and protective services was designed to LEED silver certification and is 60% more
energy efficient than similar service buildings. The fire station includes space for truck bays and
the RCMP offices are spacious enough to accommodate both rural and municipal officers.
The sustainable design included rainwater storage to wash fire trucks, geothermal in-floor
radiant heat, abundant daylight using skylights, common use areas, green roof terrace, local
stone cladding, reed inspired architectural screen, public art installations and solar hot water
panels. The project was awarded the 2014 New Brunswick Lieutenant Governor’s Award of
Excellence in 2014.

City of Kamloops Aberdeen Fire Hall No. 7 (Kamloops, British Columbia)
Completed in 2012, the Aberdeen Fire Hall is a 1160sm facility situated next to a park, a
school, and located within a suburban neighborhood. The building features traditional red brick,
cream colored horizontal reveals, concrete lintels and arches over the three apparatus bays, a
balcony facing the street to hoist the flag, and generous setbacks to symbolize the role of the
institution and to fit it within the neighborhood.
Generous but very functional support spaces - kitchen, dormitory, lounge, and a rooftop patio
connect to the Hose Tower, and are centrally located around the stairway, fire-pole mezzanine
and apparatus bays to reduce the time it takes to respond to an emergency. A large training
room and Fitness room overlook the park and connect directly to training grounds.
Stantec designed the Aberdeen Fire Hall to integrate with its existing suburban setting while
maintaining the characteristic charm that is integral to a fire station. The traditional exterior
belies a highly functional interior containing all the necessities of a modern fire station.

DND Replacement Fire Hall at CFB Suffield (Ralston, Alberta)
The CFB Suffield Replacement Fire Hall project, completed in 2013, consisted of the
construction of a new fire hall complete with parking spaces to replace the existing building.
It included the demolition of the existing facility once the new fire hall was operational. The
design includes sustainable building features, and will meet the Department of National
Defence (DND) requirements for enhanced barrier-free access. Originally constructed in 1952,
the building had outlived its effective life expectancy, no longer meets building codes, or health
and safety requirements. Building and site functional spaces include:

In 2014, Stantec designed the Hay River Fire Hall to meet the present needs of the town
while allowing for future expansion to serve the community for years to come. The new facility
is a landmark, evoking community pride and attracting volunteerism. The project required
replacement of the outdated 40-year-old fire hall. The new facility was constructed on the
existing site. One of the main requirements was continued operation of the old facility as the
new one was under construction.
As a significant civic building, the town wanted input from the community on the design,
supporting the operational protocols of the fire department, while incorporating green building
principles. Stantec, the fire chief and town administrator co-hosted visioning sessions. These
round table discussions were held to ensure the construction of a building that would signify
the town’s commitment to safety and security for its residents. Sustainability was important to
the public, therefore the new fire hall was built using green building principles. The resulting
structure is a modern building that provides public gathering spaces and greater efficiencies for
fire department staff and volunteers.
Stantec provided architectural, interior design, structural engineering, landscape architecture
and energy modeling services. The fire hall was designed to shadow LEED requirements
through following the ‘Good Building Practices for Northern Facilities,’ energy modeling to
ensure optimum efficiency (50% higher than CBIP standard), day lighting, and strategic
material selection.

Project Descriptions
For the Toronto Police Services 11 Division branch, stakeholders worked together to develop
an adaptive re-use strategy that retained the Edwardian Neo-Classical building and paired it
with a contemporary addition. The result was a cost-effective, sustainable and communityfocused law enforcement facility.
Some of the sustainability features that the Stantec team incorporated in the design were an
extensive green roof, geothermal energy system, grey water reuse, rain water harvesting,
water efficient landscape, and storage and collection of recyclables. The geothermal HVAC
system avoids extensive rooftop equipment and minimizes ductwork through the older portion
of the building. By working alongside residents, Stantec was able to design a building that
police needed and residents wanted in their community as well as refresh an historic landmark
with award winning design.
TPS 11 Division was awarded the Royal Architectural Institute of Canada 2014 National Urban
Design Awards (Certificate of Merit, Urban Architecture); the City of Toronto Urban Design
Awards, 2013 Award of Excellence (Public Buildings in Context); the 2013 Ontario Association
of Architects Awards (Design Excellence); and the 2012 American Institute of Architects,
Justice Facilities Review Awards (Award of Excellence: Merit).
Stantec also provided programming, architecture, interior design and civil engineering for
the TPS’ new 14 Division police facility. The division is located within a traditional downtown
Toronto residential neighborhood and includes 55,000 square feet of operational space built on
top of 65,000 square feet of underground parking.

The project integrates into a tight urban residential community through a careful interplay of
public open space, discrete security zoning, materiality and scale. Recognizing the tight urban
site, the building footprint is kept to a minimum through vertical stacking of program. Staff
parking is accommodated on the lowest basement level; sallyport, detention, property storage
at the upper basement level; offices and public lobby at grade; and training, lunchroom, and
lockers at the second floor level.
TPS’ commitment to community policing and to “being a good neighbor” included the
participation of community representatives on the Design Committee, to bring community
concerns and interests to the core design approach. Key program elements include a
community meeting room, located near the main lobby, accessible for community use and a
large civic plaza, generously planted with trees.
The project is LEED® Silver certified and includes a number of sustainable design strategies
including a geothermal heating/cooling system, extensive green roof, irrigation cisterns, and
stormwater infiltration chambers. TPS 14 Division was awarded the 2015 Ontario Association
of Architects Awards (Honourable Mention - Design Excellence).

Over the last 20 years, Stantec significantly contributed to the shift of the North American green
building design movement from the fringes to the mainstream. As green building techniques
(green roofs, energy-efficient mechanical systems, LED lighting, chilled beams and solar power)

James Arvai has 35 years of institutional building design and construction experience having successfully
completed over a thousand diverse commercial and institutional projects, providing him with a very broad
perspective and depth of expertise, from design process to implementation. James will be responsible for
overall project management and quality assurance for the entire project team, from the beginning to the end
of the assignment. James will work together with the multi-disciplined design team so that all aspects of the
project are reviewed, organized and resourced. Every aspect of the project will be structured with milestones,
processes and required deliverables.
Contingencies and alternative process strategies will be imagined as risks are assessed and managed. All of
James’ efforts will be directed to ensure that a quality product is delivered, coordinated with the right people,
and completed when required. James will be the principal in Charge, accessible and ready to answer any of
your questions or concerns. James’ depth of experience in sound building science is his underpinning of
evidenced based, client centered, efficient and functional design. His understanding of the process of bringing
the related project elements together as a project manager and design manager adds value to all the
projects he works on. His management experience is broadly based, developed over a long career, and allows

Ellenburg Depot Fire Hall*
Ellenburg Depot NY
James was the Project Manager and Architect of record for a
replacement fire hall in the rural community of Ellenburg
Depot. The existing facility was not able to accommodate the
new fire fighting apparatus in size and failed to meet
environmental regulatory requirements. The new facility was
planned as an expandable facility in anticipation of functional
needs such as an emergency preparedness center that will be
operationalized in the future.
Essex Fire Hall*
Essex NY
The historic town of Essex NY situated on the Lake Champlain
required a new fire hall to accommodate new fire fighting
apparatus that did not fit into the existing historic structure.
The new facility, in addition to being functional, was required
to integrate into the historic fabric of the Town as tourism was
the primary industry.

Hudson Town Hall*, Hudson, New York
James was the Project Manager and Architect of record for a
new Town Hall in Hudson. The Town had engaged another
firm originally but the bid result were not affordable. James
was tasked with providing a very cost effective design that still
had to meet the functional needs of the Town and met the very
limited funding available.
Newcomb Town Hall Additions and Renovations*,
Newcomb, New York
James was the Project Manager and Architect of record for a
major addition and renovation of the Newcomb Town Hall
brought about by major functional and funding changes by
the Town. James directed a series of user engagement sessions
and design charrettes to assist the Town with change
management that would be supported by the new facilities
provided to the users.
Clinton County Government Center Renovations*,
Plattsburgh, New York
James was the Project Manager and Architect of Record for
the renovations associated with establishing a new data centre
as well as the spatial reorganization of various departments to
improve efficiencies.
In addition to his role at the project program level, James
directed the architectural design solutions for three of the
buildings at the project level; namely, a 310,00 sq ft training
center, a new 33,000 sq ft dosimetry and wet lab, and a new
144,000 sq ft operations / maintenance / transportation
facility. The building design development process was based
on the continuation of the intense user engagement process
with all design decisions developed with continuous
stakeholder input.
Metrolinx - East Rail Maintenance Facility, Whitby,
Ontario (Architectural Lead (Bid Phase))
Stantec is the lead Design consultant for the new East Rail
Maintenance Facility (ERMF). Highlights of the project
include: site development, crew facilities, integrated
architectural and engineering design services, staff parking,
storm water management, landscaping, and storage areas.
The project consists of the design, build, finance, and
maintenance of a new LEED Gold GO Transit Commuter Rail
Maintenance Facility to be constructed on a 70 acre site in
Whitby to support GO Transit’s service and fleet expansion.
The ERMF will consist of approximately 500,000 sf of
building space as well as fuel storage and tracks. The project
includes buildings, site works, staff parking, track and future
electrification to support maintenance and storage of up to 22
twelve-car trains. Project Value: $859.2M

James was architectural discipline leader and Project
Manager for the multi –building construction program to
update the Center of Site (non-nuclear) buildings and
infrastructure. James developed the methodology to engage
all stakeholders in the design process through an intensive
user engagement process to build a solid foundation for
developing a fulsome project definition for each building.
James also developed a program of interactive workshops to
create a building standards document for Bruce Power as the
basis for building design decisions. As a member of the
leadership management team, James provided governance
over the quality assurance and risk management programs
for the building designs.

2,800 s.m. building and 2.7 ha site. The facility is designed to
accommodate three (3) distinct operating groups including
transmission lines, fleet maintenance, and fleet administration

valued at up to $4.2M, Galt Arena up to $2M, and two (2)
community pools up to $2M.

Tom Kyle offers over twenty years of architectural experience with special focus on education, high-security,
and laboratory facilities. Tom is motivated by the opportunity to understand each client’s unique operational
needs, and propose a range of potential solutions through a culture of teamwork. Tom leads a design process
that brings various stakeholders and departments together in common cause to improve the lives and
achievement of staff, students, and citizens.
Tom has extensive knowledge in all aspects of architectural services and carries the design objectives through
programming, design, contract documents, and contract administration. He applies his knowledge of
architecture to all scales of design from large-scale site planning down to the resolution of casework details.
Tom also has years of on-site construction review experience and frequently advises on technical coordination,
review of constructability, durability, sustainability, and phasing.
Tom is a regular speaker at peer conferences, including the American Institute of Architects (AIA-AAJ) and the
Royal Architectural Institute of Canada. He has led projects that have received several awards, including the
Ontario Association Award of Excellence, the RAIC National Urban Design Award, City of Toronto Green Design

With over 10 years of experience in the consulting field, Linda has had the opportunity to work on a wide variety
of projects including extensive portfolio work. In her present position as project coordinator, Linda integrates

Krista is a Registered Professional Planner with diverse experience in both the public and private sectors. She
has acquired substantial experience authoring and implementing Master Plans, Official Plan amendments,
Draft Plans of Subdivision, Zoning By-law amendments and Site Plans.
Prior to joining Stantec, Krista’s experience includes strategic partnerships with the technology sector and the
Universities while with the City of Waterloo. She assisted both Universities with their liaison with the City and
provided assistance and support during their recent campus Master Planning exercises. Krista was project lead
in neighbourhood revitalization and improvement opportunities for districts surrounding the Universities. Krista
chaired the City of Waterloo Site Plan Committee for 7 years and has spoken on site planning at the Region of
Waterloo Reurbanization conference. Krista was involved in the development and implementation of
Corporate Strategic Plans and continuous improvement processes. While with the City, Krista was responsible
for bringing forward some of the largest developments and infill projects with engaged community support.
Since joining Stantec, Krista has authored Urban Design Briefs and Planning Justification Reports for key clients
and has represented clients during Council meetings, site plan processes and during Master Planning Exercises.
She is also leading policy formation for several municipal clients. Krista has extensive public participation and
facilitation experience. Her approach to project management emphasizes building relationships, an

Matt currently has over eight years of professional experience in sustainable design and energy modelling.
Since graduating with his Masters in Computational Fluid Dynamics at Queen’s University, Matt began his
career building a sustainability team that excelled in energy modelling, LEED® compliance, and renewable
technology design while at Crossey Engineering Ltd.
His specialty in low-energy solutions and building science is leveraged by his experience and certifications in
Thermography Certification (Level 2), Measurement and Verification (Certified M&V Professional), and Green
House Gas Inventory, Accounting and Reporting. He created DIALOG’s Carbon Action Plan in order to
maintain DIALOG’s Carbon Neutrality. In addition to his engineering experience his P3 experience includes
preparing calibrated energy models for the aggregate energy consumption financial calculations.This includes
the Forensics Services and Coroners Complex project, as well as multiple large Healthcare facilities.
Matt recently completed a five-year energy conservation and demand management plan for the entire
Centennial College and Northern College Campuses which included a full thermographic assessment of the
building portfolio. In working with local and provincial utilities, Matt has extensive experience with the financial
incentives available for new construction projects and retrofit applications. He has a unique ability to explain
complex technical concepts to design teams and facilitate the optimization of new and existing buildings.

Stormwater Management Lead
Angelo has over 15 years of experience as a civil engineer and is a certified P. Eng. in Ontario and other
provinces. He is a project manager on Stantec’s Industrial/Commercial/Institutional (ICI) team and is currently
the program manager for some of Stantec's largest commercial clients, responsible for a team that consists of
approximately 20 project managers, designers, engineers, and Certified Technologists. His responsibilities
include design excellence of site grading, servicing and stormwater management on ICI projects, project
management, due diligence management, completion of cost estimates, and securing agency approvals. He
has been involved in dozens of land development projects across the country from project inception to
completion.
Angelo also has significant experience in providing municipal consulting services in Ontario and Western
Canada, specializing in civil engineering, water resources, municipal infrastructure design, application of
hydrologic and hydraulic modeling, including dynamic modeling of storm, sanitary, and combined sewer
networks. He has served as site supervisor on large municipal infrastructure construction projects and has
contributed major design elements to storm, sanitary, water, wastewater, and transportation design projects.

Kevin is the Sector Leader for Stantec's Kitchener Community Development group and for Canada East, with
sixteen years of direct land development and municipal engineering experience. He is involved with all
aspects of conceptual design and feasibility studies, noise studies, preliminary and detailed design, contract
preparation and construction management, as well as technical advisory services for land development
(greenfield, brownfield and re-urbanization) and municipal engineering projects.
Kevin has experience in the design and management of civil engineering projects, which include storm,
sanitary and water systems analysis and design, roadway engineering, subdivision and site servicing design and
construction and public liaison. He has undertaken these projects both as a technical consultant and as a
project owner while working at the Region of Waterloo. This overall exposure to all facets of municipal
engineering is a valuable asset to many projects. Kevin has provided expert witness for Ontario Municipal Board
Hearings and has appeared in civil court as an expert witness.

architecture, Jim has carried out his work on a wide-range of projects in both the public and private sectors. He
excels in the field of urban design and has extensive knowledge in the development of master plans,
streetscape design, healthcare, institutional, and community plans, with a special interest in downtown
intensification and New Urbanism principles. Jim’s experience includes matters relating to site investigation and

Waste Management Facility, Cambridge, Ontario
(Structural Design Engineer)
Structural design associated with a 117,000 sqft facility for
waste management in the city of Cambridge. The new facility
was created by re-using and adapting an existing building.
The renovation included the demolition of half of the existing
building with the inclusion of a new pre-engineered section
and the reinforcement of the remaining part of the building to
behave as one with the new addition. Design of the new
foundation and special seismic analysis and reinforcement for
the existing building were provided.
Waste Transfer Management Facility, Cambridge,
Ontario (Structural Design Engineer)
Structural review of slab deterioration of a waste transfer
facility. The exploration of the slab condition included microtopo analysis, chemical contamination analysis, cracking
survey, structural analysis review and study of alternate slab
remediation solutions with associated estimate costs.

Several projects including design of a strong back which is
required for the removal and reinstallation of a 60 feet high
stripper tower, structural engineering analysis and design of
a 1 ton monorail, supports and new foundation, design of an
access ladder system for a new platform at a height of 28 m
above grade attached to the existing stack to service a new
proposed opacity meter and a hoist to service this platform.

Heat energy recovery project that required an analysis of the
structure from the roof to the foundations to evaluate and
later to design the reinforcement required to house the new
system. Design of diverse platforms to serve conveyors and
other equipment for new production lines.
Frito Lay, Suspended Slab Modeling, Cambridge,
Ontario (Structural Design Engineer)
3D Modeling and structural analysis of the existing suspended
slab of the production plant was performed in order to
evaluate its more accurate conditions after years of equipment
updates. The analysis was performed for a variety of static
and variable loads plus dynamic effects, reflecting the current
conditions. Each structural member and piece of equipment
was identified for future reference and beam utilization ratio
is kept updated to quickly evaluate the impact of new or
modified equipment in the slab. Frito Lay is using this model
for critical decisions in the plant.

Stantec was retained by Frito Lay for the structural,
mechanical and electrical design to allow for a Heat exchange
to be replaced by a new more energy efficient equipment. The
work required to modify the roof supporting structure to
allow for taller equipment. The process required to minimize
interruptions and provide a new roof structural support
system during normal working conditions. The design of the
reinforcement and sequence of work was provided with all the
plant requirements.

Design-Build Technical Specification Package,

Galt Arena’s existing dehumidification system is insufficient
for dehumidifying the arena leading to moisture and
condensation problems in the building. In order to preserve
the longest continuously operating arena in the world, the City
of Cambridge has decided to replace the existing system with a
new system with the goal of improving indoor air quality, ice
quality, operational efficiency, and reducing greenhouse gas
emissions.

unique soil conditions required the use of rock anchors for

Jaimie has worked for numerous iconic automotive manufacturers over the course of his 20-year career. He
strategically partners with clients to provide design for assembly, body, and paint shop HVAC; vehicle exhaust
systems; assembly plant testing equipment; and power train facilities.
Bringing a broad industrial perspective, Jaimie provides mechanical design services for various manufacturing
facilities including ammonia, gasoline, diesel, glycol, brake fluid, solvent, piping and tank farms. He specializes
in facility design relative to industrial ventilation, process piping, process cooling water, HVAC and code
compliance. Also, he conducts utility studies and ventilation studies with regards to air balance and

City of Cambridge – Public Works Infrastructure
Upgrades, Cambridge, Ontario (Senior Mechanical
Engineer)
Provided project management assistance, design direction,
and review for the second floor office renovations to the public
works garage. Renovations included HVAC, plumbing and
drainage, and a new living wall. Project also included the
addition of an LULA elevator and mechanical room, drainage
and oil interceptor design for the heavy equipment indoor
parking area, and new rainwater collection system. Provided
preliminary design for the truck wash area to reuse rainwater
to wash 100 heavy duty trucks per week with an average
water savings of 190,000 gallons per year.

City of Windsor – Multi-Modal Cargo Development
– Windsor International Airport, Windsor, Ontario
(Program Manager)
The City of Windsor, in collaboration with the University of
Windsor and Windsor International Airport, wanted to
develop and expand an advanced logistics/border security
economic cluster in the Windsor Essex region. As part of this
project, they wanted to construct three buildings; a cargo
handling facility, a FedEx facility, and an IBLS building.
Stantec was chosen to complete the design work associated
with all three buildings. Provided program management
support for the City of Windsor team, as well as for the design
of the three facilities. Responsible for coordinating with our
Windsor and Kitchener multi-discipline teams. Reviewed the
designs and was the primary contact with the clients (City of
Windsor, FedEx, the Windsor Airport and the University of
Windsor) for the Architectural, Mechanical, Electrical and
Structural work performed. Reviewed and provided guidance
for the 30, 60, 90 and 100% design drawings and was
responsible for the design packages, the budget and schedule.
Design was completed in 9 months and budget for the three
projects was $8 million.

As part of a design-build team, Stantec provided multidiscipline engineering and design for the facility which
included a 12,000 SF building with a four bay vehicle storage
area, office space, and a 13,200 SF sand/salt storage building.
Provided senior engineering support for the completion of an
energy model of the new office space to determine heat loads
and ventilation requirements. Reviewed the mechanical HVAC
design for the entire renovated building, which included sizing
and selection of all HVAC units and exhaust fans. Review and
sealing of AutoCAD drawings of the HVAC system, plumbing
and drainage, and fire protection, including the exterior
propane storage system.
Waste Management Cambridge Facility,
Cambridge, Ontario (Senior Mechanical Engineer)
Participated on the team to complete the mechanical design
associated with a 117,000 SF facility for waste management in
the City of Cambridge. The new facility was created by reusing and adapting an existing building. The renovation
involved the demolition of half of the existing building. Project
included a new pre-engineered section and the reinforcement
of the remaining part of the building to behave as one with the
new addition. Design of heating and industrial ventilation,
plumbing, and fire protection was a requirement of this
industrial facility.

City of Cambridge - Phase II Capital Funding

Designed and directed a new oil storage room complete with
central oil distribution. Refreshed the men’s shower facilities,

ventilation. Improved maintenance pit ventilation was also
included in the design package.

3M Canada Inc. invested in a study on the current duct tape
calendar steam system with an independent source of heat
energy to meet the requirements of the heating needs of the
roll equipment. Reviewed the proposed equipment and
systems to 3M by their vendors, and the existing process flow
diagram, pro’s/con’s list and opinions of probable cost.
Reviewed mechanical design drawings that included the new
circulation heater and nitrogen blanket to maintain

Stantec completed an energy audit which was 50% funded
through the Ontario Power Authority (OPA).
Provided peer review and senior engineering support to the
team completing the site investigation and making energy
improvement recommendations. The challenge on the project
was to complete the assessment of an approximate 200,000
SF facility and understand the process to make viable
recommendations. Completed within budget and identified
process changes that would result in reducing their main
energy user by approximately 30%.

Stantec produced facility and process structural, mechanical
and electrical drawings, and met with the local Fire Marshall,
City planners and the Building Department to assist with the
review process and streamline the approvals which were on
the critical path to start of production.

Storage and Mixing Facility, Hamilton, Ontario

Aecon Construction and Materials Limited (Aecon) and
Dufferin Construction Company (Dufferin) formed a joint
venture for the construction of a liquid asphalt storage and
mixing facility. The liquid asphalt mixing plant is located on
the Hamilton Port Authority Lands in Hamilton, Ontario.
The facility includes construction of four (4) 100 ft. diameter
storage tanks, four (4) 30 ft. diameter storage tanks, a
polymer blending plant, hot oil system, truck offloading
facility, and a spill containment berm. An existing rail spur
line and barge operation also forms part of the operation.
Stantec was responsible for reviewing the design performed
by another firm for code compliance.
Forefront Innovative Technologies - Project Apollo,

Stantec provided multi-discipline design and was Engineer-ofRecord for the facility and process design of a new 100,000 sf
solar panel manufacturing plant to be installed within an
existing warehouse in Cambridge ON. Client's solar panel
manufacturing process lines were being relocated from a
plant in California to Ontario to meet the Ontario Power
Authority’s Feed In Tariff program requirements in the
Ontario renewable energy market. Stantec confirmed
functional requirements of the various systems, provided
value engineering services, and performed area classification
drawings. Designed firewall separations and ventilation
solutions. Reviewed and changed the process control and
instrumentation diagrams. Proposed dual-walled piping

The two community pools were upgraded for energy
efficiencies which included their mechanical systems. One pool
had a geothermal system put in to provide heating,

facility. In addition, the pools were upgraded architecturally
and lights were upgraded for efficiency.

design bid build refit of an existing 2,865 s.m. building and 3.6
ha site.
The facility is designed to accommodate three (3) distinct
operating groups including transmission lines, fleet
maintenance, and fleet administration for up to eighty (80)
personnel. The project includes extensive renovations to two
(2) floors of the existing facility, 65 s.m. building addition to
accommodate a new elevator, and the greenfield development
of the adjacent 1.8 ha site to expand the storage yard,
complete with new site access and stormwater management
pond.
Other upgrades include a new multi-vehicle exhaust extraction
system for the maintenance garage, and a new 4T bridge
crane and indoor heavy-duty truck wash with hot water
pressure wash system.

Stantec provided multi-discipline engineering and design
services for two (2) new facilities – each with a distinct and
separate project with unique user requirements.
The Fleet facility upgrades included a new heavy-duty wash
bay, a new multi-vehicle exhaust extraction system,
modifications to the existing central oil distribution system, as
well as barrier-free upgrades to the administration offices, site
access, and security upgrades.
The Transmission Lines facility upgrades included a 4,000 SF
building office addition and renovations to 3,000 SF of
existing office and welfare space.
Shop improvements included upgrading the compressed air
system and providing a new workshop. Site improvements
included a yard circulation plan, improved access control and
security, block heaters, and explosive storage compound.
The client's primary main goal was to upgrade Building A-243
to comply with current health and safety requirements for
painting, composite and fiberglass material handling, repair,
refinishing, and decontamination areas. Upgrades included
building expansion to accommodate new washrooms,
classrooms, and alterations to existing painting and paint
mixing rooms.

The City of Toronto was investigating mandating the
disclosure of energy use for larger commercial buildings in
Toronto. Consultation with a number of key stakeholders
provided the City with the guidance needed to investigate this

This building houses administrative staff for The York Region
district. The two story site is a building reuse of a previous
warehouse- highlighting the innovative capability of material
reuse. The project required careful consideration of energy
efficiency opportunities given the site’s previous use.

The East Rail Maintenance Facility will be a key

offering its customers. Diana worked with the
