Zephyrhills Breaks Ground on New Venue
A groundbreaking ceremony was held on August 15th for the New Community Venue
which will be the permanent venue for Pigz in ZHills BBQ & Blues. Over 40 citizens
along with dignitaries came to make this kick off a success. Among the speakers were Rep.
Danny Burgess, Mayor Gene Whitfield, CEO of FHZ Randy Surber, City Manager Steve
Spina, and Bob Winters of Zephyrhills Noon Rotary.
Randy Surber presented a check for $30,000 from Florida Hospital Zephyrhills to build a
20x40 Stage, which will be added to the $30,000 donated by the City.
Mayor Whitfield stated, “this venue will be
used for generations to come. We’re going to
enjoy this venue today and the days ahead, but
it’s for our children and grandchildren.”.

New Community Venue Groundbreaking
Zephyrhills, FL (August 15, 2016) –
Dirt flew Monday morning at the groundbreaking for the new 14-acre community event venue being built on the grounds of the Zephyrhills Municipal Airport.
Now begins the construction of a permanent stage and vendor spaces
equipped with electricity and water.
Greater Zephyrhills Chamber of Commerce Executive Director Melonie Monson
opened the ceremony standing in front of a banner representing the chamber’s signature
event, the Pigz in Z’hills BBQ & Blues event, which inspired the concept of building a
local festival grounds.
“As we mark beginning of this construction we reaffirm the strength and support
of our city. This one of a kind venue will serve as a reminder of the vision our
city has for our community and its people,” Monson said.
Zephyrhills Mayor Gene Whitfield said, “Every time I go to one of these things
where they have nice gold shovels and they are going to break the ground, I always think about that as it’s a step into the future. This is for generations to
come. We’re going to break ground here today and were going to enjoy this
venue once it’s completed – today - in the days ahead, but it’s something for
our children in the days and the days and the days ahead.”
District 38 State Representative Danny Burgess spoke of the importance of
public/private partnerships to the community. “We’re on a roll,” he said, “we really are. Think of all the great things that are happening here at home and it’s
because of the investments that everybody here, and everybody that lives here,
is making on a daily basis … I’ve never been more proud to be from Zephyrhills
and I can’t wait to see what happens here.”

The event site, located at 5200 Airport Rd. will feature a 20-by-40 stage and 50 spaces
equipped with water and electric as well as additional space for free-standing vendors,
business expos and children’s activities. The inaugural event will be the 7th Annual Pigz in
Z’hills BBQ & Blues to be held Jan. 21, 2017.
The venue will be owned and operated by the City of Zephyrhills, the city contributed
$30,000 to its construction. Florida Hospital Zephyrhills donated $30,000 to build the
stage.
Randy Surber, president and CEO of Florida Hospital Zephyrhills commended the turnout of people
that came to the ceremony on such a “hot, steamy morning.” “This is evidence of the community
support we have for this project,” Surber said. “The hospital, being your community hospital, we
are very grateful for the opportunity to be able to do this. We are very excited about doing this.
We’re excited about being part of Zephyrhills and we have been for 30 years … This is a special
place and we want to give back.”
Seven gold shovels were manned by Greater Zephyrhills Chamber of Commerce Board of
Directors President Tim Linville, Bob Winters of the Rotary Club of Zephyrhills, Zephyrhills
City Manager Steve Spina, Surber, Burgess, Whitfield, and Monson.
The city has brought water and electric to the site and will install the water facilities while
local Chamber of Commerce businesses, Martin Electric and Sunstate Aluminum will install the electric fixtures and build the stage.
Once in operation, non-profit organizations who wish to use the venue will pay a fee to
cover the cost of maintenance which will be performed by the city. Events would be limited
to daytime festivals in order to prevent stage noise in the residential area behind the venue
although the stage would be designed to direct music toward ZMA.
Several organizations in addition to the GZCOC have expressed interest in using the event
site including the Rotary Club of Zephyrhills, Thomas Promise Foundation, Ride For Hospice and Paulie Palooza. Melonie Monson, executive director at the Greater Zephyrhills
Chamber of Commerce said that there were other possible events waiting in the wings
such as a rebirth of the Zephyrhills Celtic Festival and a Balloon Fest.

Biking/Walking Trail
Along 301
At the request of the Metropolitan Planning Organization (MPO), the Florida Department of Transportation (FDOT) is providing, in conjunction with the
US 301 repaving project, a bicycle/pedestrian trail
on the west side of US 301 – between Kossik Road
(Zephyrhills) and Dade City Avenue (Dade City).
This 4.5 mile path will connect to the existing sidewalk north of Dade City Avenue and to sidewalks
currently being constructed south of Kossik Road.
This path will eventually be a segment of a regional
north/south trail extending from the Withlacoochee
State Trailhead in the Trilby Area of northern Pasco
County to the Pasco/Hillsborough County line and
eventually extending south to Fletcher Avenue in
the USF area.
The US 301 path will provide an alternative mode
of travel (bicycle/pedestrian) between the two cities
and create a much safer environment for both pedestrians and bicyclists. The new path is expected to
be ready and open to the public in late August.
MPO staff is coordinating with Zephyrhills and
Dade City and local Chambers of Commerce to host
a grand opening (ribbon cutting) in late September
or early October when the weather is a little cooler.

CareerSource Pasco Hernando partnership with the Hernando County Sheriff’s Office assisted
over 250 Hernando County Residents at the Brooksville Community Center.
Brooksville, Florida- On February 22, 2016, CareerSource Pasco
Hernando and the Hernando County Sheriff’s Office
Partnered in an effort to solve economic disparity within Hernando County. Currently, the Brooksville
Community Center is open twice a week on Monday and Wednesday from 8:00A.M. to 4:30P.M.,
where two trained CareerSource Pasco Hernando Career Specialists are onsite to help assist local
jobseekers.
Over 250 Hernando County residents have been assisted through the programs offered through CareerSource Pasco Hernando. Hernando County residents are able to receive assistance with resume
creation, job searches, online E-courses, as well as participate in customized workshops. The programs have provided the unemployed labor force the necessary training, temporary assistance and
employment services needed to gain successful employment and economic stability, and has impacted the community through local economic growth.
CareerSource Pasco Hernando provides resources to help companies thrive, and help train a talented
workforce that will help keep Pasco and Hernando Counties competitive, while increasing productivity.

For those who are not familiar with Restored Hope, it is a resource center that helps the
homeless, those on the verge of homelessness and those in need in Dade City, Zephyrhills, Wesley Chapel and East Pasco County. This year has been a busy one and the
center continues to assist countless families with basic needs and safety net services.
Some of those services include:
1. Rent and utility assistance to prevent homelessness
2. Rapid re-housing for the homeless
3. Emergency motel vouchers to stabilize qualifying
homeless families with children
4. Food, hygiene products, and clothes for job interviews
5. Transportation assistance
6. Case Management and spending classes
7. Support, encouragement and a hand up, not a hand out
The center is proud to be a partner with United Way in working together to assist as
many families as we can in East Pasco County.
Restored Hope has been awarded two grants from UW, one in January for Outside
Agency Funding and most recently, the Targeted Community Impact Funding for 20162017. This most recent grant allows the center to assist working homeless families in
many ways. Both grants increase our capacity by allowing us to pay for a portion of our
social worker’s salary so we can be a more effective and efficient Resource Center. RH
is most grateful to UW for this funding.
And we are ever so grateful for all the private and business donations so we can continue on our mission to assist some of the most vulnerable and underserved residents of
East Pasco.

Florida Hospital’s Backpack Donations Bursting with Needed Supplies
ZEPHYRHILLS, FL., August 9, 2016; Flor ida Hospital Zephyr hills (FHZ) tenth
annual backpack drive for local students in need got great support from its staff and volunteers. On Tuesday, August 9, hospital staff presented representatives from the Samaritan Project of Zephyrhills with 98 backpacks in all shapes, sizes and colors full of
school supplies plus four huge boxes brimming with the same. One of the boxes was
donated by members of the East Pasco Seventh-day Adventist Church in Zephyrhills.
Before the supplies were released to the Samaritan Project for disbursement, FHZ
Chaplain and Samaritan Project Board member Doug Higgins said a blessing. From left
are Samaritan Project Board members Nick Deford, Carol Green and Jean Taylor; Doug
Higgins; Charles McEndree, FHZ backpack coordinator and the hospital’s administrative director of planning and operations; Samaritan Project Administrator Theresa
Parkhurst with Executive Director Carol Scheckler; and FHZ President and CEO Randy
Surber. McEndree said that over the past decade, FHZ has donated more than $20,000
in backpacks and school supplies through the drive.

serve two, two-year terms as members of the Florida Hospital Zephyrhills (FHZ) Foundation Board. They
join 11 other Board volunteers who are currently serving.

Classic will take place on Monday, October 24, at Saddlebrook Golf Club in Wesley Chapel. There are still
openings for foursomes and sponsorships.
“All proceeds from these events will support each hospital within the Florida Hospital West Florida Region
including Florida Hospital Zephyrhills,” Sentelik added. The Foundation’s mission is to extend the Healing
Ministry of Christ by facilitating an opportunity for individuals, corporations and foundations to support
FHZ’s programs and services.

Pasco County EOC UPDATE (Wednesday 9/7/16)
PASCO COUNTY, FL ---- Pasco County Emergency Management is transitioning into recovery mode and has completed an aggressive damage assessment – touring every Pasco County neighborhood affected by Hurricane
Hermine. More than 350 Pasco County Government employees and volunteers helped in the effort, conducting human needs and damage assessments.
RESIDENTIAL DAMAGE ASSESSMENT: Pasco County has identified
approximately $89 million in damages, making this one of the costliest disasters in Pasco County. As of 6:00 p.m. Tuesday, September 6, 2016, Pasco
County Emergency Management documented 2,672 homes and properties
impacted by the storm broken down as follows: 796 affected, 1,564 minor
damage, 305 major damage, and 7 destroyed. (The number of homes destroyed was decreased from 9 to 7, as some homes were reassigned to different categories after further evaluation.)

for Criminal Image Viewer Program

The Office of Paula S. O’Neil, Ph.D., Pasco Clerk & Comptroller, has been recognized with an
Achievement Award from the National Association of Counties (NACo). NACo acknowledged the Clerk &
Comptroller’s Office’s Criminal Image Viewer Program as a significant innovation that enhances services
for Pasco County citizens.
Beginning on October 1, 2013, all pleadings in all criminal case types have been imaged through the
Criminal Image Viewer. Since its implementation, the Criminal Image Viewer has imaged over 1.2 million
pages. In addition to imaging criminal filings, the Viewer allows for the rapid transmission of records to
interested justice partners. This has been helpful to the Pasco County Clerk & Comptroller’s Office, as the
County has two fully-functioning courthouses 37 miles apart. Over 38% of imaged documents are from
the Robert D. Sumner Judicial Center in Dade City, while almost 62% of documents imaged are from the
West Pasco Judicial Center in New Port Richey.
The success of the Criminal Image Viewer has been shown through a variety of results. The time that
justice partners take to research records has been reduced to minutes. The transition from a mainframe
system to a Windows-based environment has made accessing records smoother. The ability to e-mail
records has eliminated the need for paper copies, reducing time and overhead.

Everything’s Coming Up Daisies for Nurse
(Zephyrhills, FL; May 11, 2016) Phillip Betz, RN, a Flor ida Hospital Zephyr hills (FHZ) ICU nur se,
was named Nurse of the Year on Monday, May 9, in a special awards ceremony during national Nurses Appreciation Week. Betz was selected by FHZ management from among 291 nurses at the hospital, according to Bill
Heinrich, CFO.
The Nurse of the Year award was narrowed to a field of 11 individuals who had been selected as DAISY Award
winners every month since last spring. This is a new FHZ program, according to Gwen Alonso, RN, FHZ’s chief
nursing officer. DAISY Award nominations come from patients and families and celebrate nurses who provide
extraordinary, compassionate and skillful care every day. “Our hospital is proud to be among the healthcare organizations participating in the DAISY Award program,” Alonso added.
The non-profit DAISY Foundation is based in California and was established by J. Patrick Barnes’ family.
Barnes died at age 33 of an auto-immune disease but his family were inspired to create the DAISY Award in
recognition of all nurses who provided exemplary care.
Betz admits to being drawn to the ICU. After graduating from Polk State College in 1997, he started in the ICU
at a Lakeland hospital and joined FHZ nine years ago. Again, his passion for helping seriously ill patients led
him to that department. “I’m very honored to receive this award,” Betz said. “It’s gratifying to connect with
patients, help them improve, and support them through the transition process. Compassion is a big part of it, and
there’ve been times when I feel I’ve supported a family in the grieving process, too.”
Awards were also presented to the Departmental and Rookie Nurse of the Year and to a certified nursing assistant, support staff RN, secretary and technician.

From the time period of July 1, 2014 to June 30, 2015, the Pasco Sheriff’s Office responded to 17,150 alarm calls.
Unfortunately, about 80 percent of those calls were false alarms. Our deputies are wasting their time, and your tax
dollars, responding to these calls when they could be proactively patrolling in your community or answering important
citizen calls for service.
For this reason, we have worked with our county commissioners to create an ordinance that mirrors the laws in other
Tampa Bay counties to reduce these false alarms. It begins with a free registry whereby businesses and homeowners
sign-up online to create a record of their alarm system with the Pasco Sheriff’s Office. This makes it easier for
responding deputies to contact the alarm owner or manager so we can better communicate on the accuracy of the alarm
call. If a system continues to send out false alarms, it would make the homeowner or business liable for code
violations, resulting in increasing fines.
The registry is voluntary and provides two false alarm calls from each system that do not result in a fine. For those systems
that are not registered, their owners or managers would only receive one free false alarm call. Subsequent false alarms
would result in increasing fine amounts.
The average residence with an alarm only has a bona fide alarm call once every 26 years. There are a number of locations
in Pasco that continue to generate the most false alarms. Once location has generated 187 false alarm calls in the year
time period previously mentioned. It is these businesses and residences that we aim to make more accountable for their
faulty systems that drain the resources of our law enforcement agency.
When Pinellas County enacted a similar ordinance in 2009, their false alarm calls dropped by more than 33 percent in the
county, and by 46 percent in the city of St. Petersburg. We hope to have the same success in Pasco if the majority of
our alarm systems are documented in our registry.

I've Got an Idea!
Someone once said, "I love America because America is not just a country, it's an
idea." I couldn't agree more considering that ideas are what our country was founded on. In our continual pursuit of the democratic ideas of our Founding Fathers, the
rest of the world looks to us as an example of elections administration and the
peaceful transition of power based on the will of the people. It is hard for us to imagine a post-election period followed by violent protest and a military presence.
I predict that this upcoming General Election will have the characteristics of most
Presidential campaign cycles and will be full of spirited debates, extensive commercials, and passionate and engaged voters! Some have suggested, however, that
security should be a concern for election administrators this election cycle. To that
end, please know that my staff and I have undergone months of preparation to ensure all eligible persons register and subsequently vote. Part of planning for every
election is ensuring that our early voting sites and election day polling places are
accessible and convenient for voters. Florida Statutes 102.031 addresses
"Maintenance of Order at the Polls," and I've personally met with Sheriff Nocco and
Pasco County Director of Emergency Services, Kevin Guthrie, to relay the safety
concerns that have come to my attention. In cooperation with Sheriff Nocco and Director Guthrie, I can assure you that all voting locations will be safe for citizens to
come and cast their vote!
Voters can also play a vitally important role in elections preparation! By proactively
maintaining their voter registration, by knowing their voting options and polling
place location, by reviewing their sample ballot and researching candidates and initiatives beforehand, voters have the power to create smooth, expedient, and trouble
-free voting experiences for all. Through our public education program, we have
been using the motto #BeElectionReady! as a tool to encourage voters to do their
part and as a reminder of what is expected. Being a prepared and informed voter is
a key component to the success of elections. My staff and I promise to put our best
