Transforming Lives Impacted by Violence ANNUAL REPORT 2012 SOJOURNER family peace center A MESSAGE OF GRATITUDE Dear Friends: We envision a community where violence is not tolerated and families live in safety and peace. In 2012, we used this vision to guide our efforts and to stay focused on the change we are working to create in our community. As this report outlines Sojourner Family Peace Center provided services to 9,300 individuals. Through our programs, we provided meals, emergency shelter, support, education, and so much more to individuals and families hurting because of violence. The tragic homicides in 2012 reminded us that our collective humanity is linked and that we are all vulnerable to violence. At Sojourner, we believe we must be vigilant in our commitment to help survivors find peace. Our programming responds to this urgent need in our community and Sojourner Truth House is still a beacon for those who are looking for refuge. Because of you and your support, Sojourner is well prepared to continue to provide critical services to women, children and men throughout our community. Our partnership with you and your investment in our work allows us to provide dignity and respect to families who turn to us for help. With Gratitude, Carmen Pitre Executive Director Becky House Board President SOJOURNER ADDRESSES HIGH RISK CASES One in four women and one in ten men in the United States will report violence from an intimate partner during their lifetime. The good news is that most of these victims of abuse will survive and heal from the violence they experience. It is our privilege at Sojourner to serve and support them on their journeys towards peace and lives free from violence. We know that more lives are saved than lost. Nationally, we still lose an average of three women and one man every day in this country to intimate partner homicide. We remember them always and are steadfast in our efforts to prevent this most egregious form of domestic violence. To honor their lives further, Sojourner is working in collaboration with our partners to more quickly identify those cases at higher risk of near-fatal or lethal violence. This kind of violence is not random. Victims often knew that they were in serious danger because they experienced a marked escalation in violence or control from their abuser. We are working with our partners (e.g. law enforcement, probation/parole officers, and mental health professionals) to identify high risk cases. This will allow us, as a team of service providers, to be better prepared to offer “real time” interventions in an effort to prevent domestic homicides. Most of our high risk cases are referred and connected to Sojourner via our Community Domestic Abuse Advocacy Program (CDAAP). CDAAP had its beginnings in 2007 and has been in high-demand and experiencing rapid expansion ever since. At inception, CDAAP placed Sojourner advocates within the community in three of the seven Milwaukee Police Department (MPD) district stations. Today, CDAAP provides services in all seven of the MPD district stations and is receiving calls for support from suburban Milwaukee County law enforcement agencies. Sojourner and our police partners have realized the benefit of this model— we reach victims faster, incorporate and share information from partners to identify high-risk cases more quickly and work side-byside with law enforcement to support victims as incidents are unfolding. In addition to serving victims, CDAAP also does outreach to batterers offering them services and programming that provide opportunities for change. CDAAP has received national attention for its collaborative work with police and our model has been replicated in the Madison area. Sojourner remains committed to honoring the lives of those clients we have known, supported and lost. We will continue to develop and improve our work in these high risk cases for the best possible outcomes. We have been witness to incredible outcomes of survival, resilience and change in our work especially with these most challenging cases. SOJOURNER COURAGE CAMPAIGN – PARTNERING FOR CHANGE Family violence is a public health and safety issue in need of radical transformation. The current system of services is confusing, complex, and difficult to access, creating overwhelming barriers to long-term safety and health for many in our community. The inefficiencies of the system mean that victims have to travel to multiple locations to seek help, making it difficult when a perpetrator is tracking their every move. It means much of the work to help victims is duplicated, straining limited public and private resources, and forcing victims to recount their very painful experiences to multiple providers. SOJOURNER REACTS DOMESTIC VIOLENCE IN MILITARY FAMILIES Our vision is to make Milwaukee a healthier and safer community through a new co-located model of service delivery intended to reduce long-term, generational family violence. To accomplish this goal we are working to build a new center which will house co-located services for families affected by domestic violence. Sojourner has experienced a significant increase in domestic violence cases involving veterans or active service military personnel. Two of the most newsworthy veteran homicides during this time period involved women from Milwaukee County—the shooting at Brookfield’s Azana Salon and Spa and the murder of Police Officer Jennifer Sebena. Sojourner has worked hard to increase our level of expertise related to the unique challenges that exist for military victims and/or abusers. We work hard to build strong partnerships with veteran service providers. Nearly all of our advocates have received training and education on military culture. Sojourner is currently participating in three veteran/military workgroups and committees (one local to Milwaukee County, one covering the southeast portion of the state and one with representatives statewide). Our goal with the expansion of these services is to provide the most comprehensive and responsive services to both victims and offenders in an effort to keep these families safe and healthy. This new center, to be located at 619 W. Walnut Street, will be one of the nation’s first to house holistic services for victims of domestic violence and child abuse under one roof. A few of our partnerships on this project include: Children’s Hospital (e.g. Child Advocacy Center, Child Abuse Prevention Fund, Project Ujima), Jewish Family Services, LOTUS, Milwaukee County District Attorney’s Office, Milwaukee Police Department, and Wrap Around Milwaukee. In 2012 we made significant progress toward our goal. A few of our accomplishments included: • Partnered with Children’s Hospital of Wisconsin • Received $10.6 million dollar grant from the State of Wisconsin State Building Commission • Raised $2 million in private donations We are grateful for our continued progress and the supporters who have joined us in the journey toward making this new center a reality. OUR MISSION The mission of Sojourner Family Peace Center is to create peaceful communities in which domestic respect and a life free from violence is the right of every woman, man and child. PROGRAMS, STATISTICS, & OUTCOMES FAMILY ADVOCACY PROGRAM 24-HOUR DOMESTIC VIOLENCE HOTLINE Founded in 1975, Sojourner has managed the 24-hour Domestic Violence Hotline for the City of Milwaukee and outlying communities since 1986. Staff and volunteers speak directly with victims from the scene of domestic violence incidents investigated by the Milwaukee Police Department and 18 suburban police departments in situations that are subsequently reviewed for criminal charges by the Milwaukee County District Attorney’s office. The 24-Hour Domestic Violence Hotline also receives calls for information and support, emergency assistance and community referrals. The Hotline can help callers of all ages. All calls are confidential. In 2012 Sojourner’s 24-Hour Domestic Violence Hotline responded to: 7,265 Police Calls 3,585 Crisis Calls 2,636 Information & Referral Calls 2,319 Jail Release Calls 6,680 VINE Calls (Victim notification calls) 22,485 Total Calls As a result of this program: 92.7% of callers to the hotline have greater knowledge of available community resources. 89.5% of callers to the hotline have tools for enhancing their safety. Advocates work with individuals and families to assist them in leading a life free of violence. Through individual and group support victims receive services and resources (e.g. housing, financial education/assistance, legal advocacy, health and wellness, employment counseling) that will empower them to keep their families safe. Child care is available during the group sessions free of charge. In addition, a large component of Sojourner’s Family Advocacy Program includes support for children and young adults. Support groups and services are available for children ages 3 ½ to 17 years old who have witnessed domestic abuse. Programs include: preschool enrichment, support groups, academic enrichment, assessments, individual counseling and referrals. In 2012 Sojourner’s Family Advocacy program served 1,894 women and men, while Sojourner’s Children’s Program served 232 children in shelter and 164 children through non-residential programing. The Family Advocacy program had 10,960 contacts with individuals in the community in 2012. SOJOURNER TRUTH HOUSE: EMERGENCY DOMESTIC VIOLENCE SHELTER Sojourner Truth House, our 46-bed, wheelchair accessible shelter provides a safe and secure environment and a respite from the violence victims are suffering. Services are offered using a case management approach, including job readiness training, parenting education, and support groups. Programming is also provided to children residing at Sojourner Truth House. These programs and services are provided onsite and include: preschool enrichment, support groups, academic enrichment, individual case management for parents, assessment, individual counseling and referrals. In 2012, Sojourner Truth House served 257 women and 232 children. In addition, through the shelter, we provided the following: • • • • 48,956 individual meals 12,239 nights of shelter 9,000 adult bus tickets 3,750 children’s bus tickets • 788 individual cab rides As a result of programming at Sojourner Truth House: 100% of shelter residents reported that they are living in safe, independent housing. 100% of shelter residents reported benefiting from their shelter and program services experiences. 99.5% of shelter residents reported that they are not involved in an abusive relationship. 90.6% of shelter residents were able to demonstrate new self-sufficiency skills. CRIMINAL & CIVIL SYSTEMS-BASED ADVOCACY Sojourner operates a Domestic Abuse Victim Advocate program within the Milwaukee County District Attorney’s office. Advocates serve as a liaison between the client and the criminal justice system by providing support and guidance in cases of domestic abuse. In 2012, 1,253 individuals received support and services as their case moved through criminal court. As a result of these programs and services 95.1% of victims have new strategies for enhancing their safety. 96.2% of victims know more about their rights and options in the legal system. 84.1% of children learned that domestic violence is wrong. 81.5% of children ages 3 and above leaned alternatives to confrontational behavior. 81.5% of children developed a safety plan. Sojourner operates the Restraining Order Clinic at the Milwaukee County Courthouse. Advocates provide legal advocacy, assistance, guidance and support for those seeking restraining orders. In 2012, 4,591 persons received support and assistance as they filed restraining orders. COMMUNITY EDUCATION All advocacy services are confidential and provided free of charge. Services are available in English and Spanish. If another language is needed, an interpreter is made available. Sojourner has speakers available to travel to schools, businesses, the faith community and other organizations to increase awareness and understanding of family violence issues among children, teens and adults. In 2012 Sojourner facilitated 150 presentations reaching 7,654 total attendees. Sojourner, in partnership with the Milwaukee County District Attorney’s Office and the Milwaukee Police Department, has confidential advocates available to offer free services in several Milwaukee Police Districts. Advocates provide assistance and support to victims who have reported an incident of domestic violence to the Milwaukee Police Department. Sojourner staff provided 3,454 individuals with confidential advocacy after a call to the police. In 2012 Sojourner’s Criminal and Civil Based Advocacy program made 31,991 contacts in the community. As a result of Sojourner’s criminal and civil advocacy program: 98.9% of clients said that we helped them get what they needed from the legal system. 97.5% of survivors have new strategies for enhancing their safety. 97.1% of clients know more about their rights and options in the legal system. 96.8% of survivors have grater knowledge of available community resources. 93.8% of survivors understood why the policed responded how they did. BEYOND ABUSE The Beyond Abuse program helps participants learn to eliminate abusive and controlling behaviors from their relationships; thus contributing to ending the cycle of domestic violence. Group participants learn alternative, healthy, non-abusive ways to deal with their emotions. We offer groups for men and women, and groups for young men ages 17-19. Participants in the program may also receive individual advocacy and case management services that support their needs. Our staff assist the participants in developing plans to achieve their goals, provide referrals and community resources and help connect individuals and families to an ongoing support network. In 2012 Sojourner’s Beyond Abuse program served 327 individuals. The Beyond Abuse program made 3,214 contacts in the community in 2012. Outcomes from the Beyond Abuse program include: 96.8% of batterers intend to remain violence free in the future. 96.3% of batterers have a better understanding about the effect of domestic violence. 93.0% of batterers have a better understanding that the abuse was their fault. VOLUNTEER PROGRAM Sojourner has several programs that depend on both long-term volunteer commitments as well as short-term volunteer projects to serve our clients. We believe volunteers strengthen the agency as a whole and significantly expand our reach to the clients we serve. Kathy Donius, Vice President Rockwell Automation MATCH DAY 2012 On March 8, 2012, our community had the opportunity to raise funds for 19 area nonprofit organizations participating in Match Day. Match Day, an online-only giving event coordinated by the Greater Milwaukee Foundation, is designed to raise awareness for organizations meeting basic needs in the Milwaukee area. A total of $675,000 was available to match contributions and increase the impact of a donor’s gift. All gifts were matched proportionately based on the total amount raised on March 8 by each organization. Sojourner Family Peace Center raised nearly $25,000 from 181 individual donors and received over $21,500 in matching funds. Former radio host Jim “Lips” LaBelle emceed the event, which included ballpark style food and beverages, a silent auction, raffle, face painting, balloon making and an appearance by the Klement’s Racing Sausages.
