IADSA - Programma Italo - Albanese di collaborazione allo sviluppo - Adesione
del Comune di Bari al progetto MIND to the GAP - New Model for social
inclusion.
Sulla base della istruttoria condotta dal Dirigente del Settore Programmazione Economica
e Fondi Comunitari Avv. Valentino Valentini, l’Assessora ai Fondi Europei Paola Romano
(ASSENTE), riferisce il Vice Sindaco:
Il Programma Italo-Albanese di Cooperazione allo Sviluppo comprende uno strumento di finanziamento
innovativo per il Paese: il Programma di Conversione del Debito (IADSA, Italian-Albanian Debt for
Development Swap Agreement) volto a sostenere iniziative di sviluppo sociale promosse dalle competenti
istituzioni pubbliche albanesi, congiuntamente vagliate ed approvate nel quadro del Programma ItaloAlbanese di Cooperazione allo Sviluppo.
Sono ammissibili i progetti formulati in linea con le priorità strategiche identificate nella
Strategia Nazionale per lo Sviluppo e l'Integrazione, con le strategie settoriali e con quelle
trasversali e con il Piano d'Azione Nazionale per l'Attuazione dell'Accordo di Stabilizzazione e di
Associazione (SAA) dell’Albania e che interessano i seguenti settori e ambiti prioritari:
istruzione e formazione professionale, sanità pubblica, inclusione sociale, generazione di
occupazione, sviluppo sostenibile del territorio in una prospettiva di lungo termine al fine di
contribuire a creare nuova e piena occupazione anche nelle aree rurali del Paese.
I progetti sono selezionati mediante appositi bandi (Call for Proposals), periodicamente
pubblicati e rivolti alle istituzioni pubbliche albanesi. Per l'attuazione dei progetti, sono
ammesse le collaborazioni anche sotto forma di partenariati con ONG sia albanesi che italiane,
con le Regioni e gli altri Enti territoriali italiani e con le Organizzazioni Internazionali.
La scadenza del prossimo bando (il quarto IADSA) è il 28/01/2016.
Il Comune di Pequin in Albania intende partecipare al predetto bando, in scadenza il
28.01.2016 presentando, come capofila, un progetto nell’ambito del Programma IADSA,
(Italian-Albanian Debt for Development Swap Agreement) – dal titolo MIND to the GAP
- New Model for social inclusion ed ha invitato il Comune di Bari ad aderirvi in qualità
di partner.
OBIETTIVO DEL PROGETTO - progetto prevede la creazione di un modello (best
practice) per la disabilità ed ha come obiettivi il miglioramento dei servizi di assistenza
sociale per i disabili e il sostegno e la promozione dell'inclusione sociale delle persone
disabili anche aumentandone l' accesso alle attività culturali.
Le attività previste sono:
 interventi infrastrutturali per l'inclusione sociale al fine di abbattere le
barriere materiali in favore dei disabili da svolgersi negli edifici pubblici;
 campagna di sensibilizzazione per stimolare gli enti istituzionali a sostenere
l'inclusione sociale dei disabili. Tale attività include attività di capacity
building per le amministrazioni pubbliche per la redazione di un piano
sociale di zona.
Più specificatamente, le attività che il Comune di Pequin intende implementare
sono: lavori infrastrutturali per garantire l'accessibilità dei disabili (rampe, ascensori e
bagni nel comune, nel Palazzo della Cultura e nell'ospedale); la creazione di un ufficio
comunale rivolto ai disabili e alle loro esigenze, con attività di formazione per i dipendenti
comunali e il supporto per la redazione di un Piano Sociale di Zona; laboratori teatrali
rivolti ai disabili con attività sia di formazione degli operatori in loco sia attività rivolte ai
disabili per garantire il loro inserimento nella comunità.
La Città di Bari rientra nelle azioni previste dal progetto.
ATTIVITA' DEL COMUNE DI BARI - Il Comune di Bari in quanto partner di
progetto, ha il ruolo di supporto nella assistenza e formazione ai dipendenti del comune di
Pequin volta al miglioramento dei servizi di inclusione sociale dei disabili.
PARTNER - Il Comune di Pequin in Albania (capofila), il Ministero dell'Integrazione
Europea dell'Albania, la ONG MEDPAK albanese,il Comune di Bari e il Teatro Pubblico
Pugliese.
BENEFICIARI - I beneficiari finali saranno cittadini albanesi, amministratori e politici locali.
Budget Comune di Bari: Il Budget del Comune di Bari ammonta a circa 40.000,00 suddiviso in
personale, esperti esterni e spese di viaggio per recarsi in Albania, senza alcun co-finanziamento che resta
invece solo a carico del Lead Applicant, il Comune di Pequin.
Nel progetto viene precisato che il Teatro Pubblico Pugliese sarà sub-contractor del Comune di Bari (essendo
un consorzio di enti pubblici non può essere direttamente partner di progetto ma solo sub-contractor). Il
rapporto tra il Comune di Bari e il TPP sarà definito tramite un'apposita Convenzione). IL TPP che ha il ruolo
di supporto nelle attività teatrali avrà un budget pari a circa 80.000,00 euro per le spese di esperti esterni,
personale e spese di viaggio per recarsi in Albania. Quindi in totale il Comune di Bari avrà un budget di circa
120.000,00 di cui 40.000,00 euro a carico del comune stesso e 80.000,00 a carico del TPP.
Si specifica che la candidatura del progetto da parte del Comune di Pequin in Albania come capofila, in cui il
Comune di Bari viene coinvolto come partner di progetto, non prevede alcun riflesso diretto o indiretto
sulla finanza dell'ente in quanto subordinato all'esito positivo della candidatura e
all'accettazione del contributo da parte dell'ente rimandando, al Dirigente del Settore
Programmazione Economica e Fondi Comunitari, ad esito positivo, la predisposizione degli atti
conseguenziali;
Si ritiene di dover aderire alla proposta progettuale "MIND to the GAP - New Model for social
inclusion" all'interno del Programma Italo - Albanese di collaborazione allo sviluppo IADSA ,
come precisato in premessa atteso che l’intervento ben si integra con quanto definito dalla Città di Bari in
tema di abbattimento delle barriere architettoniche e sociali ed inclusione sociale dei diversamente abili,
tema assai caro al Comune di Bari che ha sempre risposto positivamente ad iniziative del genere (Progetto
INTERREG 2007-2013 "NO BARRIER", Progetto "Porta Futura Bari) nonchè coerente con gli obiettivi di
mandato del Sindaco.
Alla luce di quanto esposto, l’Amministrazione Comunale ritiene opportuno accettare la
proposta di candidatura come partner di progetto.
LA GIUNTA
UDITA la relazione del Vice Sindaco, sulla base della istruttoria condotta dal Dirigente
del Settore Fondi Comunitari e Programmazione Economica Avv. Valentino Valentini;
PRESO ATTO della richiesta di partenariato presentata dal Comune di Pequin in
Albania;
CONSIDERATO che la candidatura del progetto MIND to the GAP - New Model for
social inclusion IADSA - Programma Italo - Albanese di collaborazione allo
sviluppo del Comune di Pequin in Albania in cui il Comune di Bari viene coinvolto come
partner di progetto, non prevede alcun riflesso diretto o indiretto sulla finanza dell'ente in
quanto subordinato all'esito della positivo della candidatura e all'accettazione del
contributo da parte dell'ente rimandando, al Dirigente del Settore Fondi Comunitari e
Programmazione Economica, ad esito positivo, la predisposizione degli atti conseguenziali;
TENUTO CONTO CHE la proposta progettuale come precisato in premessa ben si integra con quanto
definito dalla Città di Bari in tema di abbattimento barriere architettoniche e sociali ed inclusione sociale dei
diversamente abili e risulta coerente con gli obiettivi di mandato del Sindaco.
VISTO il parere di regolarità tecnica, espresso in atti dal Dirigente del Settore Fondi Comunitari e
Programmazione Economica Avv. Valentino Valentini, come da scheda allegata;
RITENUTO di omettere il parere di regolarità contabile in relazione al contenuto della
proposta stessa che non comporta in alcun modo l'impegno di spesa e per la mancanza
di aspetti contabili;
VISTA la scheda di consulenza del Segretario Generale, che costituisce parte integrante
del presente atto;
CON VOTI UNANIMI, espressi per alzata di mano;

Albania in cui il Comune di Bari viene coinvolto come partner di progetto, non prevede alcun
riflesso diretto o indiretto sulla finanza dell'ente in quanto subordinato all'esito della positivo della
candidatura e all'accettazione del contributo da parte dell'ente rimandando, al Dirigente del Settore
Programmazione Economica e Fondi Comunitari, ad esito positivo, la predisposizione degli atti
conseguenziali;
DEMANDARE al Dirigente del Settore Programmazione Economica e Fondi Comunitari, ad esito
positivo, la predisposizione degli atti conseguenziali;
Di seguito,
il Presidente propone l’immediata eseguibilità del provvedimento stante l’urgenza;

Annex C
PARTNERSHIP STATEMENT
Important: This declaration must be provided by each partner.
A partnership is a relationship of substance between two or more organisations/institutions involving shared
responsibilities in undertaking the Project funded by IADSA. To ensure that the Project runs smoothly, IADSA
requires all partners to acknowledge this by agreeing to the principles of good partnership practice set out below.
1.
All partners must have read this grant application form and understood what their role in the Project
will be before the application is submitted to IADSA.
2.
All partners must have understood what their respective obligations will be if the grant is awarded
under the Project and Financing Contract and the Partnership Agreement. They authorise the
Applicant to sign the Project and Financing Contract with IADSA and represent them in all dealings
with IADSA in the context of the Project's implementation.
3.
The Applicant must consult with his partners regularly and keep them fully informed of the progress
of the Project.
4.
All partners must receive copies of the reports - narrative and financial - made to IADSA.
5.
Proposals for substantial changes to the Project (e.g. activities, partners, etc.) should be agreed by the
partners before being submitted to IADSA. Where no such agreement can be reached, the applicant
must indicate this when submitting changes for approval to IADSA.
I have read and approved the contents of the proposal submitted to IADSA CPF. I undertake to comply with the
principles of good partnership practice.

CALL FOR PROPOSALS REF. NO. IADSA/2015/02
PARTNERSHIP AGREEMENT
Article 1: Project Objectives
The Project MIND to the GAP – New Models for social inclusion, shall contribute to the
objectives set out in the Grant Application Form and its annexes submitted to IADSA under the
present Call for Poposals in the event that the Project will be approved by the IADSA
Management Committee (hereinafter “IADSA MC”).
Article 2: Purposeof this Partnership Agreement
This Partnership Agreement will remain valid only in relation to the Project as referred to in
Article 1 above in the event that will be approved for financing by the IADSA MC.
By the present Partnership Agreement, the Applicant (hereinafter defined as “Executing Entity”)
and its project partner(s) (hereinafter defined as “Project Partner/s”) shall define the rules of
procedure for the project activities to be carried out and the relations that shall govern them
within the Partnership set up in order to successfully complete the above-mentioned project.
Article 3: Duration of the Agreement
The Partnership Agreement shall take effect on the date on which the Project and Financing
Contract signed by the Executing Entity and the IADSA MC will enter into force. It shall remain
in force until the Executing Entity has discharged in full his obligations toward the IADSA MC.
Article 4: Executing Entity
4.1 The Executing Entity is responsible for the overall coordination, management and
implementation of the project. The Executing Entity shall manage the funds granted by IADSA
in accordance with the Project and Financing Contract signed with the IADSA MC and annexed
IADSA Guidelines for Project Implementation (GPI). The Executing Entity assumes sole
responsibility for the entire project vis-à-vis the IADSA MC.
4.2 The Executing Entity will ensure timely commencement of the project and implementation
of the entire project within the time schedule in compliance with all obligations to the IADSA

MC. The Executing Entity shall notify the IADSA MC of any factors that may adversely affect
implementation of the project activities and/or approved financial plan.
4.3 The Executing Entity is responsible for the management of the funds transferred by IADSA
MC, in particular their timely onward transfer to the project partner(s); review of the appropriate
spending of the funds by the project partner(s); and of all required documents and records for the
intermediate and final reports to the IADSA Technical Support Unit (hereinafter defined as
“IADSA TSU”) and the project audit with assistance of the project partner(s).
4.4 The Executing Entity is responsible for the preparation and submission of periodic progress
reports, interim reports, final reports, follow-up budget documentation, financial declarations,
requests for transfer, financial reports and applications for budget variations; and
4.5 Any other tasks agreed with the project partner(s).
Article 5: Project Partner(s)
5.1 Project partner(s) is the organization(s) that is responsible carrying out specific project
activities as per the attached work plan.
5.2 More specifically, the project partner(s) will be responsible for:
1) Providing all information and data to the Executing Entity that are required by the latter
to coordinate and monitor the implementation of the project and for reporting purposes;
2) Notifying the Executing Entity of any factors that may adversely affect implementation
of the project in accordance with the work plan.
3) Project partners(s) agree to take all necessary steps enabling the Executing Entity to
comply with its responsibilities as set out in the Project and Financing Contract.
5.3. [In case any Partner public institution, either Albanian or Italian one, intends to use specific
competences available at one of its specialized agencies or other entity associated to the same public
institution, this cooperation must be specifically indicated and described in this paragraph 5.3. ]
For the project implementation, in its role of partner, the Municipality of Bari will involve the Public
Apulian Theatre Consortium (TPP). It is a Public Body governed by Public Law aiming at the diffusion
and promotion of live shows and, in general, of the cultural performing arts. It is a Consortium joined by
the following Members: 50 Municipalities of Apulia Region and the Regional Authority “Apulia Region”.
The Municipality of Bari is Member of the TPP Consortium. The TPP organises prose theatre seasons,
theatres for children, dance events and other activities with the support of the Ministry of Cultural Assets
and Activities, for the specific mission of promoting and training the audience. It is one of the most
important Networks of Italian theatres with its 10,000 annual subscribers, 200,000 spectators, 600
performances, 50 theatres involved, over 500,000 users. Boards of the Consortium are: the Assembly of
Members, the Administration Committee, the President, the College of Accounting Auditors and the
Director.
ANNEX F – 4th Call for Proposals
In the present proposal, the TPP will be engaged for the following activities (2.2 and 2.3):



planning and organization of a theatre laboratory for people with disabilities in Peqin district
(Training activity of a selected group of disabled in 2 of the various artistic forms of the theatre:
acting and scenography for 8 months)
Training of a group of operators into the theatrical techniques for disabled people so to establish
a permanent network of services on the territory (80 hours – 10 training days)
Content management of the final show
Article 6: Specific Activities
6.1 The main tasks of the Partner(s) are summarized as follows:
[detailed for each of the partner if more than one, title or number of each activities as in the
budget in annex]
MEDPAK - NGO:
1) Based on the plan of activities for activity 1 and 2 is going to provide the expertise, to
manage the selected activities with the target group
2) Is going to assist in the selection of social workers and select the group of youth with
disabilities that are going to be involved in the Cultural Lab
3) Is going to be part of the project management team with its expertise in the field of
Disabilities, especially for activity 3 regarding the physical accessibility
4) Is going to collaborate with the Executing Entity (Peqin Municipality) to achieve the
results of the project
5) Finally, it will directly manage action 2.2, 2.3 and 2.4.
Ministry of European Integration- Public Entity:
In activity 1 the ministry is going to assist in the creation of an action plan of the office so this model than
can be introduced in other regions. Through the expertise of the specialist the structure of the office is
going to be in accordance with the National Plan of European Integration 2016-2020.
Bari Municipality: will give its technical contribution in the Activity 1, participating to the
supporting technical board (Act.1.3) with its expertise and providing its support for Action 1.4 - capacity
building of public administrators in Peqin District (in term of didactical planning, tutoring expertises and
materials);
For the execution of the action 2.2 and 2.3 the Municipality will be supported by the TPP through
the planning and organization of the theatre lab for disabled (methodologies, teachers and tools,
preparation of content of final show) and the Training of a group of operators into the theatrical
techniques for disabled people so to establish a permanent network of services on the territory
6.2 The work plan setting out detailed description of key tasks, targets, timescales and the budget
for each of the activities undertaken by the Partner(s) shall be appended to the present
Partnership Agreement.
ANNEX F – 4th Call for Proposals
Article 7: Co-operation with Third Parties
7.1 In case of cooperation with third parties, including subcontractors, the concerned Project
Partner shall remain solely responsible to the Executing Entity concerning compliance with its
obligations as set out in this Partnership Agreement. The Executing Entity shall be informed by
the Partner about the subject and party of any contract concluded with a third party.
7.2 No project partner shall have the right to transfer its rights and obligations under this
Partnership Agreement without the prior consent of the Executing Entity.
7.3 Unless already specified in the Project Proposal submitted for being financed by IADSA, any
modality of co-operation with third parties including subcontractors shall be undertaken in
accordance with procedures set out in the IADSA Guidelines for Project Implementation (GPI).
Article 8: Monitoring, Evaluation and Reporting
8.1 The Executing Entity has overall responsibility for monitoring the actions undertaken by the
Partner(s) on an on-going basis.
8.2 As a minimum, however, each Partner is responsible for submitting progress reports to the
Executing Entity and a final report shortly after the project comes to an end. These reports
should provide details of the activities undertaken as part of the project, the progress/outcomes
achieved against targets, expenditures incurred, an explanation for any variances against the
work plan’s targets for physical outputs and budget, and proposed corrective actions, and any
other information deemed relevant.
8.3 Each Partner is obliged to supply the Executing Entity with all information including the
documents listed under paragraph 16.6 of the IADSA GPI either in original or as certified copies
as the latter deems necessary for the preparation of reports of any kind to the IADSA TSU or the
IADSA MC transfer requests and other specific documentation, as are requested by the IADSA
TSU or the IADSA MC.
Article 9: Financial Control and Audits
9.1 For audit purposes, the Executing Entity shall:
1) Retain all files, documents and data concerning the project at least for 5 years following
the completion of the Project either in original or as certified copies,
2) Make all the necessary arrangements to ensure that any audits, notified by the duly
authorized authorities, can be carried out,
3) Give the auditing authorities any information about project they request and give them
access to the accounting books, supporting documents and other documentation related to
the project.

9.2 The information concerning the reality and validity of actions and expenses eligible for
IADSA funding provided by the project partner shall engage only its own responsibility.
Article 10: Withdrawals and Disputes
10.1 The Executing Entity and the partner(s) agree not withdraw from the project unless there
are unavoidable reasons for it. If this were nonetheless to happen the Executing Entity and the
partner(s) shall endeavour to cover the contribution of the withdrawing partner, either by
assuming their tasks.
10.2 In case of any disputes among themselves, the Executing Entity and the partner(s) are
obliged to work towards an amicable settlement. Disputes will be referred to the IADSA TSU
according to sub-article 10.4 below. If efforts to achieve an amicable settlement should fail, the
Executing Entity and its partner(s) are obliged to seek an out-of-court arbitration procedure.
10.3 Each and legal disputes that may result from or in connection with this present Partnership
Agreement, including such over the validity of this present Partnership Agreement itself and this
arbitration clause, will be finally decided in accordance with the jurisdiction of the Albanian
Executing Entity.
10.4 In all the above cases described under the present Article, the Executing Entity shall
immediately inform in written the TSU for any action the IADSA MC will consider appropriate
to undertake according to Article 15. and 16. of the Project and Financing Contract.
Article 11: Non-execution of obligations and reimbursement
In the event of total or partial incompletion of the obligations of partner(s) or in the event of
material errors in the effective execution of project activities, each cosignatory member of the
present Partnership Agreement undertakes to reimburse the Executing Entity any funds that have
been unduly received, within the month following notification.
Article 12: Working Language
The working language of this Partnership Agreement shall be English. In case of the translation
of this document into another language the English version shall be the binding one.
Article 13: Legislation and Force Majeure
13.1 This Partnership Agreement is governed by Albanian Law, being the law of the country of
the Executing Entity.
13.2 No party shall be held liable for not complying with obligations ensuing from this
Partnership Agreement should the non-compliance be caused by force majeure.

Article 14: Final Provisions
14.1 The partner/s can not request any compensation for the assistance provided during the
preparation of the full Project Proposal and any expenses incurred.
14.2 The present Partnership Agreement can only be changed by means of a written amendment
that must be signed by all the undersigned parties that will enter into force upon the approval of
the IADSA MC.

This Call for Proposals is the fourth Call in the framework of the ItalianAlbanian Debt for Development SWAP Agreement (IADSA), an
initiative of the current Italian-Albanian Development Cooperation
Programme to support social development in Albania by providing
financial resources for the implementation of projects proposed by
eligible Albanian Public Institution at central level. Eligible Projects
must be:
- based on the strategic priorities of the Government of the
Republic of Albania, included in the National Strategy for
Development and Integration and updated sectoral and
crosscutting strategies and the National Action Plan for
Implementation of the Stabilization and Association
Agreement (SAA);
- in line with priority areas identified by the Italian Albanian
Development Cooperation Programme; and
- related to the following objectives and areas of intervention:
inclusive education, vocational education and training (VET)
health, social inclusion and employment generation.

IADSA
1.
BACKGROUND INFORMATION
Albania and Italy are strictly tied by an historical relationship, not only for geographical
reasons.
The Italian Development Cooperation starts its activities in 1991 and, over the last two
decades, Italy has been until present one of the major bilateral donor active in the country,
the biggest commercial partner and the first destination of Albanian emigration.
Over the years, the Italian Cooperation has assisted Albania in its transition towards
democracy and the market economy. The Italian Official Development Assistance (ODA)
disbursed in Albania amounts to about 700 million Euros with the purpose of facing the
1990s emergencies, supporting modernization of public infrastructures, fostering sustainable
socio-economic growth, promoting democratization and institutional strengthening and, in
recent years, accompanying the country’s integration into EU.
Nowadays, the Italian Development Cooperation (IDC) strategy and objectives are framed
into the strategy for development and integration of the Government of Albania which is at
the core of the alignment and harmonization process of the international partners of Albania.
The areas of intervention are agreed at bilateral level on a multiannual basis and are focused
mainly on sustainable growth with particular regard to improved competitiveness and
innovation including agriculture and rural development, private sector development for
which Italy plays the leading role among the European donors, and social development by
focusing on human resources development, social inclusion and territorial cohesion.
IDC strategy and objectives promote a participative approach, with particular attention to
gender equality and environmental protection, and with the active participation of the Italian
Regions and local authorities, through the decentralized cooperation, and full participation of
the Italian and Albanian civil society through the NGOs.
The intense relationship of the whole “Sistema Italia” with the Albanian partners, has
entailed to Italy the official role of facilitator donor in the framework of the European
initiative “Fast Track Initiative on Division of Labour” (FTI-DoL), which has included the
principles adopted by the Paris Declaration, the Accra Agenda for Action on Aid
Effectiveness and the Busan Partnership for Effective Development Cooperation.
Further opportunity of inclusive partnership of the “Sistema Italia” in Albania is provided by
the Italian Albanian Debt for Development Swap Programme (IADSA). The overall strategy
behind the Italian-Albanian Debt for Development Swap Agreement (IADSA) follows the
core principles agreed at bilateral level between the Parties in the framework of the Italian –
Albanian Development Cooperation Protocol for 2010 – 2012 and the one signed in
December 2014 for the period 2014-2016, which reflect the Paris Declaration on Aid
Effectiveness as well as the European Code of Conduct.
In compliance with the Agreement on the “Debt-for-Development-Swap” between the
Council of Ministers of the Republic of Albania and the Government of the Italian Republic,

the Ministry of Finance of the Republic of Albania and the Ministry of Foreign Affairs of
Italy (MAE) – Directorate General for Development Cooperation (DGCS) – have established
a Counterpart Fund (CPF) and the related Management Committee with its Technical
Support Unit (TSU).
2.
THE IADSA PROGRAMME
The IADSA Programme represents an innovative financing instrument for Albania and
intends to support social development initiatives promoted by the Albanian public
institutions for a total financial contribution of EUR 20 million over five years (2012-2016).
The IADSA responds to the most advanced principles of development effectiveness by
promoting social cohesion on a territorial basis and supporting balanced regional
development, social equity and job creation to sustain Albania on its way to joining the
European Union. This funding mechanism allows the use of financial resources otherwise
destined to repay to Italy the debts previously contracted for the infrastructure development
of the Country. The IADSA finances development projects jointly screened and approved in
the framework of the bilateral Development Assistance Programme.
In this framework, the Ministry of Finance of the Republic of Albania and the Italian
Embassy in Tirana have established the IADSA Management Committee, composed by the
Italian Ambassador and the Minister of Finance of the Republic of Albania. The
Management Committee is supported by a Technical Support Unit (TSU) and assisted by the
Development Cooperation Office of the Italian Embassy, Ministry of Finance and the
Department of Development, Programming, Financing and Foreign Aid at the Prime
Minister’s Office of the Republic of Albania.
Projects are selected through Calls for Proposals, periodically launched, to which the
Albanian Public Institutions are entitled to apply. Collaboration or partnerships with
Albanian and/or Italian NGOs, and/or Italian Regions and Local Authorities and/or
International Organizations (IIOO) are permitted for the partial or total implementation of the
projects.
Eligible Projects must be based on the strategic priorities of the Albanian Government
included in national strategies, updated sectoral and crosscutting strategies and National
Action Plan for Implementation of the Stabilization and Association Agreement (SAA) and
related to the following priority areas: inclusive education, vocational education and training,
public health including preventive health care, emergency and first-aid, social inclusion of
vulnerable categories (among others people with disabilities, children, rural women,
unemployed youth etc.), employment generation and sustainable territorial development
and social cohesion.

2.1.
IADSA Rationale
From the establishment of democracy, Albania has experienced large political, institutional
and socioeconomic changes, achieving the status of an upper middle-income country as a
result of the reforms adopted, which need to be consolidated in accordance with the new
challenges arising from the current level of development. As a matter of fact, Albania has a
great development potential, deriving its comparative advantages from its geographical
position, human resources and physical endowments.
The Albanian society needs significant improvement in social development also by
integrating marginal and vulnerable groups, who mainly include low-income and other
vulnerable households (e.g. youth and rural unemployed, households belonging to minority
ethnic groups, people with disabilities etc.). The delivery of good quality social services is an
important aspect of living standards and ensures social cohesion. At the same, social policies
have to be oriented towards the respect of human rights, equality and nondiscrimination.
Accordingly, integrated and coherent policies aim to achieve balanced regional development
to reduce disparities between regions. The improvement of the quality and efficiency of the
public administration to deliver the social services and its commitment to the implementation
of the national strategies for development and integration is key to successfully meet the
challenge of European integration.
The rationale of IADSA is to make available additional financial resources for upgrading
social services as well as supporting labour integration and social promotion programmes
together with assistance aimed at sustaining processes of reform, human capital development,
expansion of an advanced knowledge-based society, participatory planning and promotion of
social trust and solidarity, consensus over common set of objectives, balanced regional
development and social cohesion.
2.2.
The specific objectives of this 4th Call for Proposals
The specific objectives of this 4th Call for Proposals may be summarized as follows (1):
a. To contribute to the development of quality, innovative and inclusive education to
ensure that no child is left behind and reduce gender gaps;
b. To promote Vocational Education and Training (VET) including lifelong learning
initiatives in accordance with the demands of the labour market, in order to help in
the development of an advanced knowledge-based society while contributing to
remove supply-side bottlenecks;

c. To address inequality in public health care service provision by enhancing access to
good quality, innovative and effective basic services to improve the health of the
population in disadvantaged areas;
d. To improve social care services to persons in need (e.g. persons with mental and
physical disabilities, elders in difficulty, orphans) within their families and
communities to gradually integrate residential services with mobile and community
based services;
e. To sustain social inclusion of those at risk of poverty and exclusion (e.g. people with
disabilities, minorities, children, the long-term unemployed, especially those with low
and no skills, disadvantaged women, return-migrants etc.) also by increasing access to
cultural activities to foster social inclusion through culture;
f. To promote social inclusion of young people and support their active participation in
the social development of the country by enhancing their access to services such as
formal education and non-formal and informal learning, culture and ICT regardless of
sex, racial, ethnic, cultural and religious diversity, disability, age, or sexual
orientation;
g. To support sustainable employment programmes especially for young people and
vulnerable groups (e.g. women in need, persons with disabilities, Roma and
Egyptians, return migrants) also by taking into consideration investments in culture to
reduce youth unemployment and provide better qualifications;
h. To support sustainable territorial development and social cohesion to protect the
environment, safeguard natural and cultural heritage, promote socially and
environmentally responsible tourism and encourage underserved territories to explore
new ways to become or to remain competitive in order to overcome lack of
employment opportunities aiming at favouring balanced regional development.
2.3.
Strategy
The overall strategy behind the IADSA Programme follows the core principles agreed at
bilateral level between the Parties in the framework of the Italian – Albanian Development
Cooperation Programme, which reflects the Paris Declaration on Aid Effectiveness as well as
the European Code of Conduct.

IADSA
Following the partnership for development effectiveness core principles, the IADSA
Programme welcomes partnerships and complementarity aiming at maximising the impact of
every partner’s input. Efforts to bring in new partnerships, and promote innovation and
mutual accountability have proven their effectiveness in delivering results as well as
complementary with other programmes and actions.
On the basis of the criteria of the OECD - Development Assistance Committee (DAC), the
evaluation of the Project Proposals will be carried out according to the following core
principles.
Relevance
According to the relevance criteria, it will be assessed how the expected
outcome of the Project proposal will contribute to the achievement of the
objectives of the IADSA Programme, the National and Local Strategies
and Policies of the Republic of Albania and the priorities of the target
groups and final beneficiaries.
Effectiveness
According to the effectiveness criteria, it will be assessed to what extent:
i) the activities included in the Project proposal are appropriate, practical
and consistent with objectives and expected results and ii) the identified
outcomes are measurable through objectively verifiable indicators.
Sustainability
Sustainability is concerned with measuring whether the benefits of an
activity are likely to continue after external funding has been withdrawn.
The results of the Project need to be institutionally, environmentally,
socially as well as financially sustainable.

3.
RULES OF THIS CALL FOR PROPOSALS
3.1.
Eligibility criteria
3.1.1. Eligibility of Applicants: who may apply
·
The Albanian Municipalities as defined by the Law 31.07.2014 No. 115 “On the
territorial and administrative division of local government units in the Republic of
Albania”
·
Albanian Public Regional Institutions whose mandate is to strengthen cohesion policy
through integrated regional planning and development along with related local and
regional development reforms, established by official act (resolution, law and/or by-laws,
decree or decision).
and
·
directly responsible for the preparation and management of the Project with their partners
(if any), not acting as an intermediary.
3.1.2. Partnerships and eligibility of partners
Applicants may act individually or in consortium with any other Albanian Public Institution
and/or partner organisations which must satisfy the following eligibility criteria:

be legal persons
and
· be non profit making
and
· be an Albanian non-governmental organisation (NGO), as defined by the Albanian Law
07.05.2001 No. 8788
or
· Italian non-governmental organisation (NGO) as defined by Paragraph 2 (a) of Article 26
of the Italian Law 11.08.2014 n. 125, already eligible under the Italian Law 26.02.1987

Italian Regions and Local Authorities
or
· international (inter-governmental) organisations as defined by Article 43 of the
Implementing Rules to the EC Financial Regulation (2).
Applicants’ partners participate in designing and implementing the Project, and the costs they
incur are eligible in the same way as those incurred by the Applicant.
The IADSA Programme will accept sub-contractors different from partner public institutions
and/or organisations specified in the Proposals, subject to the procurement rules set out in
Annex L. In case an eligible public institution either Albanian or Italian intends to use
specific competences available at one of its specialized agencies or other entity associated to
the same public institution, this cooperation must be specifically indicated and described in
the pertinent paragraph 1.8 “Methodology” (see point 1.8.7) and, as relevant, in Section II or
III of the Grant Application Form (Annex A).
The Applicant will act as the lead organisation and, if selected, as the "Executing Entity"
even if the partner/s is/are other Albanian Public Institution/s. In such a case, the Applicant
will be the sole contracting party and responsible institution towards the IADSA
Management Committee.
Potential Applicants and their partners may not participate in the IADSA Calls for Proposals
or be awarded grants if they are in any of the situations listed in Section 2.3.3 of the EU
Practical Guide to contract procedures (available from the following Internet address):

In Annex C “Partnership Statement”, partners must declare that they do not fall into any of
these situations.

3.1.3. Eligible Projects
Objectives
All Projects must be aimed at achieving at least one of the specific objectives of the IADSA
Programme, as specifically identified for this 4th Call for Proposals and listed under Section
2.2.
Location
The Project must take place in Albania. Specific activities may be implemented in
neighbouring countries of Albania, provided that their costs are fully covered by other
funding sources (3).
Duration
The duration of a Project may not exceed 24 months.
Projects not eligible

Projects concerned only or mainly with sponsorships for participation in workshops,
seminars, conferences, congresses;
Projects concerned only or mainly with scholarships for studies or training courses;
Conferences as well as research activities can only be funded if 1) they are duly justified
and they fall under objectives of the Project and 2) they form part of a wider range of
activities to be implemented in the lifetime of the Project, designed to achieve concrete
and tangible results;
Technical Assistance and/or Trainings can only be funded if they are duly justified and
coherent with the specific objectives of the Projects, and fundamental to achieve tangible
results (technical assistance and training delivery will be considered as activities);
Projects which consist entirely or in most part of preparatory works or studies;
Projects supporting political parties;
Core funding of the Applicants or (where relevant) its partners;
Deficit funding and capital endowments;
Subventions to private organizations (including nonprofit making ones);
Purchase of land, building and offices;
These other funding sources must be clearly described in the Grant Applicant Form (Annex A) and
identified as co-financing in the Budget Form (Annex D). The costs for such activities are not eligible for
the IADSA grant.

Retroactive financing for projects that are already in implementation or completed;
Projects taking place outside of Albania;
Purchase of equipment (unless necessary for the successful execution of the project);
Projects mainly concerned with investments in construction/reconstruction of social and
economic infrastructure in absence of a defined collaboration between the pertinent
Authority and involved Regional Directorate (such collaboration shall be formalized
through partnership and the legal representative of the Partner shall complete and sign the
Partnership Statement/s included in ANNEX C).
Number of applications and grants per Applicant and its Partner(s)

An Applicant may submit a maximum of 1 (one) application under this Call for
Proposals;
Eligible Albanian Public Institutions as partners may take part in a maximum of 2 (two)
applications;
Any other Partner may take part only in 2 (two) applications under this Call for
Proposals.
3.1.4. Eligibility of costs: costs which may be taken into consideration for the grant
Under this Call for Proposals, any grant awarded by the IADSA Management Committee
will amount between 200,000 to 500,000 Euro equivalent (4).
Applicants shall indicate the entire budget in Albanian LEK by detailing all costs including
those financed from the Applicant's or partners' own resources (e.g. wages, social security
charges, rent and any other recurrent and capital costs) and specifying sources of finance.
Moreover, as guarantee of motivations of Applicants and Project’s complementarities and in
order to promote partnership creation/strengthening through co-funding mechanisms, the
IADSA Management Committee encourages Applicants for cost-sharing and direct
contribution of financial nature or in kind consisting in project inputs and/or activities.
Cost-sharing and/or direct contribution will be considered in the evaluation grid.
Only eligible costs can be taken into account for a grant. These are listed below. Note that
the eligible costs must be based on real costs, not lump sums (except for subsistence costs
such as per diem).

In the process of verification of the costs, the Technical Support Unit (TSU) of the IADSA
Management Committee may request clarifications.
It is therefore in the Applicant's interest to provide a realistic and cost-effective budget with
all justifications to ease the verification process.
Eligible direct costs
To be eligible under this Call for Proposals, costs must:
– be necessary for carrying out the proposed Project and comply with the principles of
sound financial management, in particular value for money and cost-effectiveness;
– have actually been incurred by the Applicants or their partners during the implementing
period for the Project. All expenditures must be liquidated before the final report is
finalised;
-
be recorded in the Applicant's or the Applicant's partners' accounts or tax documents, be
identifiable and verifiable, and be backed up by originals of supporting documents.
Subject to the procurement procedures (Annex L) being respected, eligible direct costs borne
by the Applicant and its partners may include:
– the cost of staff assigned to the Project, corresponding to actual salaries plus social
security charges and other remuneration-related costs. Salaries and costs must not exceed
those normally borne by the Applicant or his partners, as the case may be, unless it is
justified by showing that it is essential to carry out the Project;
– travel and subsistence costs for staff and other persons taking part in the Project, provided
they amount within the maximum of 5% of the Project direct eligible costs and do not
exceed those normally borne by the Applicant or his partners;
– purchase or rental costs for equipment and supplies (new or used) specifically for the
purposes of the Project, and costs of services, provided they correspond to market rates;
– the cost of consumables;
– costs arising directly from the requirements of the contract (dissemination of information
specific to the Project, translation, printing, insurance, etc.) including bank costs;
– taxes, including VAT, due by the Applicant only in relation to the Project’s activities (or
by the Applicant’s partners).

Eligible indirect costs (overheads)
Administrative costs not exceeding 5% of the total amount of eligible costs of the Project
may be claimed as indirect costs to cover the administrative overheads incurred only by the
Applicant’s Partners, if applicable.
Overheads must be identifiable and verifiable, and related expenses be backed up by
originals of supporting documents.
Contributions in kind
Any contribution in kind made by the Applicant or any other source, which must be listed in
the Grant Application Form (Annex A Section I paragraph 3), does not represent actual
expenditure and are not eligible costs. They will not be treated as co-financing by the
Applicant or his partner if they are costs related to day-by-day functioning of respective
structures.
Direct contribution of financial nature or in kind consisting in project inputs and/or
activities, including the cost of staff assigned to the Project may be considered as cofinancing in the budget for the Project when paid by the Applicant or its partners. As for the
overhead costs, co-financing must be identifiable and verifiable by supporting documents.
Ineligible costs
The following costs are not eligible:
– debts and provisions for losses or debts;
– interest owed;
– items already financed in another framework;
– credits to third parties;
– salaries, security charges and other remuneration-related costs for public employees
(except per diem and travel costs incurred in relation to the implementation of the
Project).

3.2.
How to apply and the procedures to follow
3.2.1. Grant Application Form
Proposals must be submitted using the Grant Application Form annexed to these Guidelines
(Annex A). Applicants should keep strictly to the format of the application and fill in the
paragraphs and the pages in order.
In the Grant Application Form, the Applicant should be precise and provide enough details,
particularly on how the aims of the Project will be achieved, the benefits that will flow from
it and the way in which it is relevant to the IADSA objectives under this Call for Proposals. It
should be completed carefully and as clearly as possible so that it can be assessed properly.
Any error related to the points listed in the Checklist (section IV of the Grant Application
Form) or any major inconsistency in the proposal (e.g. the amounts and/or activities
mentioned in the budget are inconsistent with those mentioned in the Grant Application
Form) may lead to the immediate rejection of the proposal.
Clarifications will only be requested by the TSU of the IADSA Management Committee
when information provided are unclear.
3.2.2. How and where to send the Proposals
Full Proposals (Grant Application Form in ANNEX A, Legal Entities Form in ANNEX B,
Partnership Statement/s in ANNEX C (if applicable), Budget Form in ANNEX D, Action
Plan in ANNEX E, the Partnership Agreement in ANNEX F (the latter has to be filled,
signed and stamped, if applicable), Supporting documents for Applicants listed in ANNEX
G, Supporting Document for Partners in ANNEX H (if applicable) and must be submitted in
one original and 2 copies. The complete grant application form, budget and action plan must
also be supplied in electronic format (CD-Rom). The electronic format must contain exactly
the same proposal as the paper version enclosed. Each component of the Proposal (Grant
Application Form, Budget and Action Plan), must be submitted in a separate and unique
electronic file (for ex. the grant application form must not be split into several different files).
Failure to submit even one of the documentation required in the specified format will
cause immediate rejection of the proposal.
The Legal Entities Form in ANNEX B and the Partnership Statement/s in ANNEX C, must
be signed and stamp in original. The absence of original signatures or stamps will cause
immediate rejection of the proposal.

Applicants must apply in English. Hand-written Proposals will not be accepted.
So as to facilitate the processing of Proposals, please present the original dossier and the 2
copies in A4 size, each bound (please, do not use plastic cover).After the award of the
successful projects, the copies of the Project Proposals that have not been approved for
funding will be kept at the TSU for a maximum period of three months after which they will
be destroyed if not picked up by the Applicant.

service or by hand-delivery (a signed and dated certificate of receipt will be given to the

Where an Applicant sends different proposals, each one has to be sent separately.
The outer envelope must bear the reference number of the call for proposals, and the
words "Not to be opened before the opening session". The envelop shall contain the Grant
Application Form (Annex A), Legal Entities Form (Annex B), Partnership Statements/s if
applicable (Annex C), Budget Form (Annex D), Action Plan (Annex E), the Partnership
Agreement if applicable (Annex F), Supporting documents for Applicants (Annex G) and
Supporting Document for Partners if any (Annex H).
Applicants must verify that their Proposal is complete. Incomplete Proposals will be
rejected.

3.2.3. Deadline for receipt of Proposals
The deadline for the receipt of full Proposals is January 28, 2016 at 12:00 a.m. local time.
Any Proposal received after the deadline will automatically be rejected even if the postmark
indicates a date preceding the deadline or if the delay is due to the private courier service.
3.2.4. Further information
Questions may be sent in written by e-mail no later than 14 days before the deadline for the
receipt of proposals to the addresses listed below, indicating clearly the reference of the call
for proposals:

Replies will be given only in written no later than 10 days before the deadline for the receipt
of proposals.
In the interest of equal treatment of Applicants, the Technical Support Unit (TSU) of the
IADSA Management Committee cannot give a prior opinion on the eligibility of an
Applicant, a partner or a project.
Questions that may be relevant to other Applicants, together with the answers, will be
published on the internet at the IADSA website (http://www.iadsa.info) in the FAQ page,
available in Albanian, Italian and English.
3.3.
Evaluation and selection of proposals
All submitted Proposals will be assessed according to the following steps and criteria.
3.3.1. STEP 1: Administrative check
The following will be assessed:
·
Respect of the deadline. If the deadline has not been respected the proposal will
automatically be rejected (see para 3.2.3).
·
Missing documents or incorrect information. If any of the requested documents and
information is missing or is incorrect, the proposal will be rejected on that sole basis
and the proposal will not be evaluated further.
·
The absence of original signatures and stamps in the Legal Entities Form in ANNEX
B, Partnership Statement/s in ANNEX C (if applicable) and in the Partnership
Agreement in ANNEX F (if applicable) and will cause the immediate rejection of the
proposal on that sole basis.

3.3.2. STEP 2: Eligibility verification
The eligibility verification (see para 3.1.) will be performed as follows:

The Declaration by the Applicant and its partner/s, if any (Sections II and III of the
Grant Application Form) will be cross-checked with the supporting documents
provided by the Applicant and its partner/s, if any (respectively listed in Annex G and
in Annex H). Any missing supporting document or any incoherence between the
Declaration by the Applicant and the supporting documents may lead to the automatic
rejection of the Proposal on that sole basis;
·
The eligibility of the Applicant, the partners, the project, timeframe and costs will be
verified according to the criteria set out in sections 3.1.1., 3.1.2., 3.1.3and 3.1.4.. If
the proposal does not fulfil the eligibility criteria, the proposal will not be evaluated
further.
3.3.3. STEP 3: Evaluation of the Proposal
An evaluation of the quality of the project proposals will be carried out according to the
criteria set out in the Evaluation Grid included below. There are two types of evaluation
criteria: selection criteria (listed in section 1. of the Evaluation Grid) and award criteria
(listed in sections 2, 3, 4, and 5 of the Evaluation Grid).
The selection criteria are intended to assess the Applicants' and its partner/s (if any)
managerial and operational capacity to ensure that they:

have the statutory mandate, management capacity, professional competencies and
qualifications required to successfully complete the proposed project within the specified
timeframe. This also applies to any partner of the Applicant.
The award criteria enable the selection of proposals against the Call for Proposals’
objectives and strategy. They also cover such aspects as quality, expected impact, feasibility
within proposed timeframe, sustainability and cost-effectiveness. These criteria may allow
the IADSA Management Committee to award grant to projects which maximise the overall
effectiveness of this Call for Proposals.
Scoring: The evaluation grid is divided into sections and subsections. Each subsection will
be given a score between 1 and 5 as follows: 1 = very poor; 2 = poor; 3 = adequate; 4 = good;
5 = very good.

Provisional selection - Following the evaluation, a table listing the proposals ranked
according to their total score and within the available financial envelope will be established
by the TSU and submitted to the IADSA Management Committee.
3.4
Notification of the IADSA Management Committee’s decision
3.4.1. Content of the decision
At the full completion of the evaluation (STEP 3) and upon the approval by the Management
Committee, the Applicants of the selected Project Proposals will be informed in writing by
the Technical Support Unit (TSU) on the decision of the IADSA Management Committee
concerning their Proposal.
A decision to reject a Proposal or not to award a grant will be based on the following
grounds:

the Proposal was received after the closing date;

the Proposal was incomplete or otherwise non-compliant with the stated administrative
conditions;
one or more of the requested supporting documents were not provided before the set
deadline;
the Applicant or one or more of its partners was not eligible;
the project was ineligible (e.g. the project proposed is not in line with the IADSA scope
and objectives under this Call for Proposals, the proposal exceeds the maximum duration
allowed, the requested contribution is lower or higher than the minimum/maximum
allowed, etc);
the proposal was considered technically and financially unfeasible;
although the proposal fulfils the quality criteria required for a favourable opinion, another
proposal of a similar nature was awarded a higher score;
The IADSA Management Committee's decision to reject a Proposal or not to award a grant is
final.
The results of the evaluation and selection of the Project Proposals will be published on the
IADSA Web Site (http://www.iadsa.info) upon approval by the Management Committee.

Bari has opened to the citizens another important structure in the
heart of the city center which has a strategic vision with a view to

the services of reception, guidance, counseling, training and
networking on issues of labor and skills development, addressing
the world of youth, disabled people but not only. The Puglia

Region has signed, with the Province of Rome, a Memorandum of
Understanding in September 2012 with the aim of progressively
transferring the know-how of Porta Futuro in the region. A project
to which the Region of Puglia, intended to immediately join,
promoting the testing of the model in its territory, sharing with the
City of Bari develop the first pilot project in the capital of Puglia.
A trial in line with the provisions of the "Pact for Bari" signed by
the Municipality of Bari and the Puglia Region in 2013 and in
particular point 4 "Youth policies for urban transformation". To
give effect to this strategy is intended to bring Porta Futuro at the
facilities within the old "former tobacco factory" owned by the
Municipality of Bari.

Bari Municipality has played a key role in the definition of the
activities aimed directly to Municipality of Pequin, such as the
creation of a project office at Pequin Municipality.

Bari Municipality will give its technical contribution in the
Activity 1, participating to the supporting technical board
(Act.1.3) with its expertise and providing its support for Action
1.4 - capacity building of public administrators in Peqin District
(in term of didactical planning, tutoring expertises and materials).
For the execution of the action 2.2 and 2.3 the Municipality will
be supported by the TPP through the planning and organization of
the theatre lab for disabled (methodologies, teachers and tools,
preparation of content of final show) and the Training of a group
of operators into the theatrical techniques for disabled people so to
establish a permanent network of services on the territory.
