Turkey is in between the seas, three continents, energy corridor, etc. Monitoring, controlling, analyzing and decision making processes are becoming more important with the high economic growth rates in the last decade. Turkey has the world's 17th largest GDP by PPP and 17th largest nominal GDP. Turkey is a country with a rapid rate of change in many aspects: its urbanization process is not sufficiently controlled, it has large development projects (highways, dams, irrigation, housing, infrastructure etc.), it undergoes changing agricultural practices, causing environmental problems with soil erosion, and deforestations. Moreover, vulnerability to natural hazards such as landslides, flooding, earthquakes, and uncontrolled developments cause higher risks and in the likely case of disaster events higher damages. Furthermore, in a rapidly developing state, these developments have to be monitored continuously, in order to support any necessary revisions in the spatial policies to streamline the developments. Especially Earth Observation Systems can support the acquisition and handling of traditional information. Most Turkish Institutions have integrated Earth Observation (EO) facilities for supporting their services related with environmental, economic and societal issues. The goal of EOPOWER is to promote earth observation activities. One of the basic activity is to organize workshops and dedicated meetings with the stakeholders. During EOPOWER project two important activities were organized by TUBITAK UZAY. TUBITAK UZAY is representative organization for Turkey in APSCO (Asia-­‐Pacific Space Cooperation Organization -­‐ http://www.apsco.int/). It has organized an international symposium in Ankara in October 8-­‐10, 2013 on Satellite Remote Sensing (RS) and Geographic Information System (GIS) Development in Asia-­‐

Pacific Region and has invited all related governmental organizations to participate and to make a presentation on their activities on RS & GIS. An abstract book was published and distributed among participants. (http://www.apsco-­‐turkey.org) At the end of the workshop all the presentations were shared by the speakers. Another event named as “Earth Observation Satellite Technologies and Usage of Satellite Data” was held from 19 to 20 March 2014 in Ankara, Turkey. This event was a national event organized by Ministry of Defense, Ministry of Development, Ministry of Science, Industry and Development and TUBITAK UZAY. There were around 250 participants from the governmental organizations and the academy. At the end of the workshop all the presentations were shared by the participants. (http://uzay.tubitak.gov.tr/tr/duyuru/calistay) During the project period, some workshops were participated to increase the awareness of some remote sensing topics in Turkey. One of the most important of these topics is increasing the usage of RASAT satellite imagery in some remote sensing applications. Another topic is hyperspectral image processing research. 4

1. ORGANIZED WORKSHOPS 1.1.
The APSCO 5th International Symposium on Satellite Remote Sensing (RS) and Geographic Information System (GIS) Development in Asia-­‐Pacific Region Website: http://www.apsco-­‐turkey.org The APSCO 5th International Symposium on Satellite Remote Sensing (RS) and Geographic Information System (GIS) Development in Asia-­‐Pacific Region was held successfully on Oct 8-­‐11, 2013, in Ankara, Turkey, organized jointly by the Secretariat of APSCO and TUBITAK UZAY Space Technologies Research Institute of Turkey. Participants of APSCO Symposium The Symposium was attended actively by more than 100 participants from Member States of the APSCO including Bangladesh, China, Iran, Mongolia, Pakistan, Peru, Thailand, and Turkey. The language of the symposium was English. During the Symposium, total 32 selected papers and 8 key note speeches have been presented by participants covering topics ranged from Satellite RS&GIS technology and trend, Applications, satellite RS platform, sensors, and ground system, and Calibration and processing of satellite RS data etc. The technical tour was organized at the end of the Symposium and visited Tuz Golu RS Calibration and Validation site of the TUBITAK UZAY, and Cappadocia sightseeing place near to Ankara city. 6
The opening ceremony of the Symposium was held on Oct 8, 2013 at the Symposium venue in the Ramada Hotel and attended by many VIPs including Secretary General of the APSCO, Director of TUBITAK UZAY, and First Vice President of ISPRS, Member of the ICSU Executive Board. The closing ceremony was held successfully on Oct 10, 2013, at the same venue, and Certificates of Attendance and Appreciation were issued to all contributors. Figure 2. Opening Speeches and Key Note Speakers of APSCO Symposium APSCO International Symposium is one of the annual activities of the APSCO Secretariat, which have been organized since 2009. In accordance with the decision of the 6th Meeting of the APSCO Council, the APSCO 5th International Symposium has been organized and addressed some important hot issues of RS & GIS Development in the region, and provided a platform for exchanging opinions and views on selected topics by many participants from different countries in the region including APSCO Member States. 7

Workshop on Earth Observation Satellite Technologies and Usage of Satellite Data was held from 19 to 20 March 2014 in Ankara, Turkey. This event was a national event organized by Ministry of Defense, Ministry of Development, Ministry of Science, Industry and Development and TUBITAK UZAY. There were around 240 participants from 43 different governmental organizations and academics. The language of the workshop was Turkish. The workshop was divided in 9 sessions and 54 speakers held presentations around 44 different topics. At the end of the workshop all the presentations were shared by the participants. On the first day of the workshop there were talks and presentations on Public R&D Funding, Advancements on Earth Observation Satellite Technologies and Exploitation of Remotely Sensed Data, Overview of Earth Observation Satellite Technologies and Indigenous Earth Observation Satellites, Activities in Public Organization about Exploitation of Satellite Images. Opening Speech of the Workshop On the second day of the workshop there were presentations on Exploitation of Remotely Sensed Data, Usage of Satellite Images in Agriculture, Forest and Water Domain, Project on Indigenous Earth Observation Satellite Technologies Development and Sub-­‐systems Development Project (IMECE Project), Usage of Satellite Images in the field of geology, mineral research and exploration and archaeology, Usage of Satellite Images in Environment and Urban Planning. 1.2.1. Decisions Taken in the Workshop a) To continue the enhancement of regulations to improve R&D activities, 9
b) Organization of this workshop at least once in a year for better usage of R&D funding provided by the Ministries, c) Increasing full time R&D personnel for better usage of R&D funding, d) Importance of efforts from educational institutions and research institutes on increasing full time R&D personnel, e) Support programs on satellites with low cost and short time development period instead of high cost and longtime development period f) Importance of development of indigenous launch systems, g) Centralized system for coordination of satellite image processing for expert user needs, h) Increasing needs in development of automatic recognition software and systems, i) The more benefit from satellite images can be satisfied by on-­‐time planning and fit for purpose for the targeted mission, j) Governmental organizations submitting satellite image requests should provide the necessary time for planning to organizations responsible for satellite image processing and services, k) The need for indigenous hyperspectral sensor development and spectral library, l) The need for forming a reflectance catalogue for agricultural products, m) The need of a centre for data processing, analysis and big data management, n) The importance of production of higher resolution DEM, o) Support on efforts for development of Big Data Technologies instead of conventional data storage and processing methods which cannot solve all problems. 10
1.2.2. Results and Proposals a) Having national satellites with near infrared, infrared and thermal bands in addition to visible bands will enhance basic geographic base and enrich geographic inventory, b) Technical requirements of the satellites should also be decided by addition of other related organizations, c) There is a need having centralized institutional structuring to identify the increasing needs of Earth Observation satellite data usage, development of applications satisfying the needs, effective and coordinated usage of data among public organizations, d) Although there are many organizations interested with hyperspectral subject in Turkey there is no indigenous sensor. There is increasing trend in this topic and it is important to get technological capability, e) There is a need to provide solutions for the detection, identification, fusion and tracking of the target and concept from the image and image series taken by active and passive sensors from space, air and land, f) Satellite data provided by future satellite programs should be effectively processed and analyzed. In order to achieve these goals preparatory actions and necessary project planning should be taken into consideration, g) Image Analysis Research and Application Center should be established to provide sustainable knowledge, image achieve and sharing, development of algorithms and services to scientist, h) There is a need in the following subjects: production of orthorectified images, stereo imaging and increasing the number of users, spectral archives other than visible range, higher spectral resolution, having not less than 11 bit radiometric resolution, higher temporal resolution by using more than one satellite and development of national SAR satellite; i) There is a trend in the world for low cost satellites. Micro-­‐satellites are an alternative solution for higher resolutions in terms of temporal, spectral, spatial and radiometric, 11
j) All cycle of an Earth Observation satellite development was achieved by Göktürk-­‐2 satellites starting from design, development, test and integration, launching processes, k) By the help of Göktürk-­‐2 satellite, Turkey is able to get higher resolution satellite images, l) There is a need to organize another workshop with the participation of related industries, m) Within the context of Indigenous Earth Observation Satellite Technologies Development and Sub-­‐systems Development Project (IMECE Project) all experts from industry, governmental organizations including academy will provide the necessary impact. More information could find in this video (https://www.youtube.com/watch?v=pK8lXGC13ek), n) The trend in usage of data exploitation by hyperspectral images are increasing, priority should be given to build spectral signature library and the images will be taken by IMECE satellite’s hyperspectral camera will fill the gaps in this field. 12
2. PARTICIPATION IN WORKSHOPS During the project period, some workshops were attended to increase the awareness of some remote sensing topics in Turkey. One of the most important of these topics is increasing the usage of RAST satellite imagery in some remote sensing applications. Research was undertaken on disaster management. As an output of this research, a paper was prepared and it was presented at a conference (Ref. 4). In this paper, the importance of remote sensing and image processing in disaster management applications is emphasised. Sample applications of RASAT imagery related to disaster management were given. Therefore, it was aimed to increase awareness in the image processing research community in Turkey of the advantages of the use of RASAT imagery. Another topic is hyperspectral image processing research. For this purpose a paper was presented in a national conference, in which about 2000 persons were participated (http://www.hkmo.org.tr/genel/bizden_detay.php?kod=13523&tipi=10042&su
be=0), to inform hyperspectral image processing research at TUBITAK UZAY (Ref. 6). 2.1.
