Our new fire station complies with provincial safety standards requirements and prerequisites of the “Schéma de couverture de risques en sécurité Incendie” while providing safe and adequate facilities in the event of local or regional mutual aid interventions. It also offers space for training, logistics, community events etc. Built in the heart of the municipality, the fire station has a floor space of 600 square meters. The building is equipped with a generator powerful enough to ensure the proper functioning of the equipment 24 hours a day. Still determined to improve the beauty and charm of the municipality, we now turn to another big project: the renovation and expansion of the Community Center. Built in the 1960s thanks to the volunteer work of many citizens in our municipality, the Community Center now requires major renovations. Used by various organizations and for town council meetings, it could also become a shelter in the event of emergency measures. The renovation project is to expand the building and will mainly affect the kitchen and bathrooms that will be wheelchair accessible and equipped with baby changing tables. It goes without saying, this work is necessary and will delight everyone who uses our Community Center such as the Repas Partagés (senior luncheon), Soccer Amical de Terrasse-Vaudreuil, AHMIP Ile-Perrot Minor Hockey League, badminton matches, Zumba and Line dancing classes, Saturday group of games for children of ages 0 to 5 etc. We should also mention that in addition to these events, the Community Center is also leased as a gym by the José-Maria grade school. To carry out this new project, the Municipality applied for the Federal “Initiative d’investissement local de Développement économique Canada pour les régions du Québec” program. The answer was favorable and we can now count on a grant of $ 100,000 to do the work. In recent years, the Diocese of Valleyfield informed the Municipality of its plans to close our church and to transfer everything to the Notre-Dame-de-Lorette church in Pincourt. The Council is currently considering the possibility of acquiring the Notre-Dame-de-Protection church with several interesting factors in mind. We will keep you informed of the outcome. On behalf of your elected officials, I wish you a very beautiful spring and summer of 2015, especially to children of ages 5 to 12 to whom we offer this year a new concept of day camp. COMMUNITY The mission of the Vaudreuil-Soulanges Palliative Care Residence (VSPCRF) is to offer specialized palliative care to individuals of all ages (children, teenagers, adults) who have a terminal-phase illness in an environment of respect and dignity. The Residence is financed mainly by donations from the public and fundraising events including two (2) that will be held soon. For further information, please contact Marie Bilas at 450 202-2202, ext. 126, or by email at [email protected] or use the link on our Website at www.terrasse-vaudreuil.ca 53 3 3 PUBLIC SECURITY OUTDOOR FIRES & FIREPLACES FIRE & PREVENTION To ensure your safety and the safety of your loved ones, we consider it important that you pay special attention to the following recommendations: Have one smoke detector by floor level; Check if your smoke detectors are in good working order (verify efficiency of your detectors and replace batteries every time you change your clocks and/or whenever required); Smoke detectors must be changed every 10 years; Do not keep flammable products indoors (gas, paint, etc.); Do not keep propane gas indoors or in a garage that is attached to your home; Do not block access to your electrical box; Provide easy access to home exits; Annual chimney sweeping is mandatory. EXCEPT FOR COMPLIANT FIREPLACES, GRILLS AND BARBECUES, OUTDOOR FIRES ARE FORBIDDEN ON MUNICIPAL TERRITORY. The outdoor fireplace must be installed in the back yard at a minimal distance of 3 meters of any building and line of property. It is forbidden to install an outdoor fireplace that is not equipped with a fireguard. The opening must be covered with a wire netting which holes do not exceed 12-millimeter in diameter. It is forbidden to install an exterior fireplace if the total height of the assembly is more than 2,3 meters. FIRE PREVENTION Concerned about our citizens safety, the Terrasse-Vaudreuil Fire Department does annual prevention visits of homes and businesses of the municipality. The building inspections are conducted in order to ensure compliance with regulation, the main objective is to prevent incidents that could lead to material loss, or even worse, loss of life. Note that the Service de sécurité incendie de l’Ile-Perrot works in collaboration with our fire department. YOUR ADDRESS During an emergency, it takes valuable time for emergency personnel to find the exact location of a call. Visible house numbers can mean the difference between life and death when someone is not breathing, trapped by a fire, or in need of police assistance. Taking a few minutes to insure that your address numbers are properly displayed and easily visible from the street could save your or your family’s life! Thank you for helping us, ensure your safety! 6 BY-LAW NO. 2008-567 REGARDING FIRE PREVENTION ONLY WOOD CAN BE USED AS COMBUSTIBLE MATERIAL. 3 3 PUBLIC SECURITY ROAD SAFETY PUBLIC RAIL SAFETY GUIDE The Municipality of Terrasse-Vaudreuil is, in its major part, residential. The Administration and Municipal Coucil are conscious of the importance they must grant to road safety with the aim of protecting the citizens. Every year in Canada approximately 300 collisions and trespassing incidents occur at highway/railway crossings and along railway tracks resulting in the death or serious injury of nearly 130 people. Virtually all of these incidents could be avoided. Statistics show that Operation Lifesaver’s education works! We encourage you to visit their website www.operationlifesaver.ca/ this is an educational tool for the public and also extremely interesting www.olkids.ca/ which is an interactive rail-safety site directed at children and includes stories, games, audio and visual clips, posters and safety tips. During the last years, several speed bumps were added in the streets of Terrasse-Vaudreuil. We are presently trying to obtain a subsidy from the Ministry of Transportation which would allow us to add more to other problematic areas. DOUBLE UP ON SAFETY AT THE RAILWAY CROSSING The Administration also works in association with the Sûreté du Québec to insure optimal surveillance on our territory. The drivers not respecting the speed limits will have to pay the price! With the good weather returning, we ask you to be all eyes. The pedestrians, cyclists and especially, the children, will be more and more numerous in the streets. Be extremely cautious when you take the wheel and remember that sharing the road is not an option, it’s a necessity for the safety of all! Whether on foot or in a vehicle, the only place you should ever cross railway tracks is at an authorized and properly marked crossing. When you approach or cross a railway track, look and listen for another train approaching from either direction. Never drive around the gates. If the gate is down, or in the process of being raised or lowered, do not cross the tracks. Dysfunctional gates: When the gates at the Terrasse-Vaudreuil railway crossing are dysfunctional, please contact the Railway Police (see page 4 of this booklet) and go thru the Ile-Perrot North entrance. Train stationary for more than 10 minutes: When the train remains at a standstill for more than 10 minutes, you must inform the municipality at 514 453-8120, Ext. 221. You may also email us the full details at [email protected] including your full name, phone number and address, the date and time of the event, how long the train was stopped and which railway was blocked. 73 7 ENVIRONMENT RECYCLING PROGRAM Polymos is proud of the creation of its new EPS recycling program organized in collaboration with the Municipality of Terrasse-Vaudreuil. EMERALD ASH BORER Conseil québécois des espèces exotiques envahissantes (CQEEE) http://agrile.cqeee.org/ Polymos' new recycling program will allow the population to recycle EPS (frequently used as packaging protection for fragile goods) in an eco-friendly way. Prior to Polymos' program, it wasn't possible to include EPS in the recycling collection (blue container) despite the fact it has always been 100% recyclable. Collected EPS products will be recycled by Polymos and reused in the manufacturing process. Collection containers are situated along the exterior wall between the Library and Community Centre. The containers are blue recycling bins specially identified for EPS collection and they are accessible at all times. The adult mesures 8,5 to 14 mm The Emerald Ash Borer (EAB) is a destructive insect pest of ash trees. Native to eastern Asia, this pest was first discovered in Canada and the U.S. in 2002. The EAB attacks and kills species of ash. In fact, the EAB has killed millions of ash trees in urban and forested areas in both countries and poses a major economic and environmental threat. In regards with what can be collected: Accepted: White, clean packaging-source EPS with no food residue, paper, glue, tape, staples, etc... The rate of dispersal of EAB by natural flight is considered as being average. On the other hand, the spread of the pest by human activity via movement of products of wood is significantly high. Refused: All other materials that are not accepted to be recycled including: EPS used as food containers, coffee cups, plates, fast food packaging, any Styrofoam® product (extruded polystyrene), typically blue or pink like fish or meat packaging trays used in groceries. For information : Tree decline www.polymos.com/environnement/recyclagemunicipalite-de-terrasse-vaudreuil/ In order to prevent the spreading of EAB, a Federal Ministerial regulation orders prohibiting the movement of potentially infested ash commodities out of those regions. Unfortunately, Terrasse-Vaudreuil figures on that list. EPS is a highly environmentally friendly component. It is made of 95% air and is harmless to our air, soil as well as to ground water. EPS contains no CFCs and HCFCs and never did. In order to protect our trees, firewood should be bought, burnt and kept locally.. Do not move infested material out of this area. It is important to differentiate the EPS (expanded polystyrene typically white in color) of the XPS (extruded polystyrene, better known as Styrofoam®, which is typically pink or blue). Both are made with polystyrene but are produced through different processes making them different in terms of their physical properties. 8 EAB Larva D-shaped exit holes S-shaped galleries 3 3 PUBLIC WORKS STREET LIGHT MAINTENANCE We ask that residents contact City Hall at 514 453-8120, Ext. 221 to report malfunctioning street lights by indicating the number on the pole, or the closest civic number. Lights are usually repaired within fifteen (15) days following the service call. WASTE AND RECYCLING BRANCH COLLECTION The Municipality offers a monthly branch collection, free of charge. The maximum volume is 4' wide by 4' high by 8' long (maximum tree trunk diameter of 4"). NO ROOTS ACCEPTED The collections are held from May to October and usually the first Monday of the month unless of a holiday. In this case, the collection is post-poned till the next day. Here are the 2015 dates to remember: HOUSEHOLD AND BULKY GARBAGE EVERY MONDAY Garbage cans, bins, bags or voluminous waste (eg: furniture, toilet, etc.) must be put out on the side of road before 7 a.m. on Monday mornings. Unusually heavy trash cans, or containers without handles (barrel type), are refused. Be ecoresponsible and contribute to reduce your ecological footprint. To know what the best way is to dispose of your other waste, visit the following site http://www.mrcvs.ca/en/mrc-de-vaudreuil-soulanges-ecocenter. Building materials, tires, electronic devices, dangerous domestic residues, etc. can be sorted out and brought to the ecocenter. SELECTIVE COLLECTION OF RECYCLABLES EVERY FRIDAY Blue recycling bins must be placed by the side road before 7 a.m. on Friday mornings. CORROSIVE TOXIC FLAMMABLE EXPLOSIVE BROKEN RECYCLING BINS If your recycling bin is broken, contact the administration at 514 453-8120, ext. 221. We will need the serial number of the broken recycling bin. Recycling bins of a capacity of 360 liters can be ordered at City Hall for the cost of $75. 450 455-5434 93 PERMITS LAWN WATERING REFUND PROGRAM FOR CONVERSION TO ECOLOGICAL TOILETS The use of water from the municipal aqueduct system for watering lawns, gardens, flowers, trees, shrubs and other plants is prohibited between March 1st and November 1st of each year, except between 7 p.m. and 9 p.m. on the following days: According to Regulation 557, every year, for the first 40 residents who make the request, a refund of $50 will be allowed to those who exchange their 10-12 L toilets for ecological toilets requiring no more than 6 L of water per flush. For occupants with odd-numbered address: odd dates. For occupants with even-numbered address: pair dates. It is prohibited to let the water stream towards the street or neighboring property. Watering annual flowers and hanging plants is allowed daily from 7 p.m. to 9 p.m. A person who installs or seeds a new lawn may, as long as they hold a permit issued by the Municipality for this purpose at the cost of $40, water the new or seeded lawn between the hours of 7 a.m. and 9 p.m. every day for a period of fifteen (15) consecutive days, except during the watering ban period. WASHING — HOUSE EXTERIOR Washing the exterior of a house is allowed twice a year. The owner must first obtain a permit at a cost of $20. To get the permit, simply pass by City Hall. WASHING — CARS The use of water from the municipal aqueduct system for washing cars is prohibited at all times, unless the water hose is equipped with automatic closing and when using water strictly for this purpose. IMPORTANT REMINDER GARAGE SALE Any one who wishes to make a garage sale on a residential property must first obtain a permit from the Municipality, free of cost. Two (2) garage sales, per calendar year, per household are authorised. This sale may be held for a maximum period of two days (or three when Monday is a statutory holiday. The permitted hours to hold a garage sale are from 7 a.m. to 6 p.m. The permit holder can only advertise on his own property. ANIMAL CONTROL The municipality ensures people and pet safety on its territory by means of the animal control. The Centre Canin du Suroît has the authority to intervene on behalf of the Municipality either by picking up or capturing a lost, injured or dead pet, taking it to the vet, providing it with shelter or putting it up for adoption if it remains unclaimed after 5 days. All costs incurred are transferred to the owner. To report a lost, captured, injured or dead animal call: 450 510-1508 BY CIVIC SENSE AND BY RESPECT FOR THE REGULATIONS, we ask the owners of dogs and cats, not to leave their animal. You have to get a license MANDATORY for $20 (for 2 years) at the City WILD ANIMALS We wish to remind all residents that drinking water is a rare and costly commodity to produce, which is why it is so important to observe current regulations to avoid wasting it. Failure to abide by this rule may lead to a fine. 10 Never approach unfamiliar animals (wild or domesticated) even if they appear healthy, or seem to have been abandoned; Supervise your children to make sure they do not approach or provoke unfamiliar animals; Do not let your pets run wild; Do not capture wild animals to move them to another location; this could spread the disease to other regions; To avoid attracting wild animals onto your property, remove all sources of food from around your house; keep outdoor garbage cans out of reach; block off any areas where raccoons or skunks could settle (install a wire mesh under balconies and garden sheds). 3 3 PERMITS RECREATION & CULTURE BOAT RAMP LEASING OF THE COMMUNITY CENTER Reserved parking space and use of the boat ramp located on 1st Blvd. (Gilles-Dicaire Park) is strictly reserved for Resident card holders. Offenders are subject to a fine The Community Center, which may contain up to 200 people, is available for private or public rental, by the hours or by the day. The hall includes a coat check area and a kitchen with an industrial oven and refrigerator. The boat ramp is locked and the purchase of a key is mandatory, available at the City Hall at a cost of $6. In order to make sure the parking is strictly used by TerrasseVaudreuil citizens, you will be handed a parking ticket that you must place, in plain view, on the dashboard of your vehicle so it is clearly visible from outside, for our easier control. You plan to do construction or renovation work on your property, to install a swimming pool or a spa in your backyard and you wonder if this work requires a permit or a certificate of authorization? $150 Rental by the hour for training or classes recognized and approved by a resolution of the Municipal Council.. $20/h The Municipality of Terrasse-Vaudreuil would like to remind you that anyone who wishes to proceed with construction or renovation work is responsible for verifying the conformity of their project with the current laws and regulations and must obtain the authorization from the Municipality BEFORE beginning the work. OUTDOOR TENNIS The outdoor tennis court will be opened from 8 a.m. until 11 p.m. starting May 2 until September 30, 2015. We apply the same rules as FIFA with adjustments made by « Soccer Amical T-V » and a code of ethics has been instated to make sure the games run smoothly. SOCCER AMICAL TERRASSE-VAUDREUIL The Municipality of Terrasse-Vaudreuil already offers an annual contribution directly to Soccer Amical Terrasse-Vaudreuil. Thus, the Sports Financial Aid Policy cannot be applied within this specific activity. However, the parent of a child enrolled in Soccer Amical Terrasse-Vaudreuil can apply, within the same fiscal year, for a refund of registration fees for another sport listed below as being eligible for the Sports Financial Aid Policy. HOCKEY MINEUR ÎLE-PERROT Upon presentation of a receipt from the Association de hockey mineur Île-Perrot (AHMIP) and proof of residency, the parent will receive a reimbursement of $100 per fiscal year but cannot request a refund for any other sport for the same child. Please be advised that these activities are not organised by the Municipality of Terrasse-Vaudreuil and are subject to change because of hall renovations.
