NATIONAL BLACK CAUCUS OF
LOCAL ELECTED OFFICIALS
WHAT IS NBC-LEO?
NBC-LEO is NLC’s oldest constituency group founded in
1970. Its mission is to provide African American and other
diverse officials with networks to share ideas; discussion
groups to develop strategies for improving municipal governance; debates on policy issues and programs that contribute
to the success of America’s cities and towns especially in African American communities.
Through a city’s membership to NLC, NBC-LEO offers its
individual members opportunities to become involved in the
overall work of NLC through several venues such as serving
on the NLC Board of Directors, Advisory Council, standing committees, councils, policy/advocacy steering committees and task forces. When called upon by NLC, NBC-LEO
members take part in working with Congress to advocate for
NLC’s annual legislative priorities, help obtain funding for
municipal programs, promote access to global economic development with ties to Africa and the Caribbean, expand broadband access to underserved communities, provide education,
job training and upward mobility opportunities for African
American males, address equality for voter identification/voter
suppression disproportionately affecting communities and
promote market place fairness.
THE NATIONAL LEAGUE OF CITIES
is the voice for America’s cities and towns. For over 90 years,
NLC has educated municipal leaders, provided technical
assistance, and advocated in our nation’s capital on behalf of
cities and towns across America. NLC’s diverse membership
network connects municipalities to each other and works collaboratively to advance municipal partnerships and innovative local practices. NLC’s work not only benefits cities and
towns, but also the local officials who represent them.
Founded in 1924, NLC is the oldest and largest national organization representing municipal governments throughout the
nation. Its mission is to strengthen and promote cities as centers of opportunity, leadership and governance.
Today, NBC-LEO and NLC provide a powerful network for
information sharing and advocacy on behalf of America’s cities in Washington, D.C. and all state capitals.
ENGAGE THROUGH NBC-LEO
MEETINGS AND EVENTS
NBC-LEO meets at least three times a year during NLC’s
Congress of Cities and Exposition in November, at the March
Congressional City Conference and during the summer for its
Annual Summer Conference.
NBC-LEO also partners with the National Policy Alliance,
the Congressional Black Caucus and the World Conference
of Mayors for joint programming activities.
AWARDS
NBC-LEO established the City Cultural Diversity Awards
program during the 1990s and each year, recognizes a number
of NLC member cities in presenting the award which honors diversity and multicultural programs in cities and towns
around the country.
The annual Celebrate Diversity Breakfast, founded by NBCLEO and cosponsored with NLC’s other constituency groups,
brings prominent speakers to colleagues for presentations on
timely cross-cultural issues during the Congressional City
Conference. The City Cultural Diversity Awards are presented at this annual event.

OPPORTUNITIES FOR
LEADERSHIP DEVELOPMENT
JOIN NBC-LEO
In addition to NLC’s two annual conferences, NBC-LEO
members participate in pre-conference seminars and workshops, roundtable discussions on vital issues, general membership meetings, networking forums, and social events.
The annual membership year is November 1 through
October 31. Members pay annual dues shown on the
Leadership positions within NBC-LEO and within NLC are
available for those with a desire to make a difference. NBCLEO members receive regular briefings from NLC leadership
and policy staff, and are encouraged to develop national policy positions in their areas of interest for NLC by participating on policy steering committees through the endorsement
of their state municipal leagues. Members are also encouraged
to serve on the NLC Board of Directors and NLC’s councils
and various task forces.
HERE’S HOW TO JOIN BY PAYING
ANNUAL DUES:
NBC-LEO elects a Board of Directors annually at the NLC
conference. Applications are made available on the website
for those interested in serving on NBC-LEO’s Board prior to
the Board election. To serve on NBC-LEO’s Board, individuals must be elected municipal officials from NLC member cities and be current in their NBC-LEO dues and fees.

PAY NBC-LEO SPECIAL ACTIVITY FEES
AT NLC CONFERENCES
In addition to annual dues payments, members and colleagues
also pay special activity fees for NBC-LEO events at the NLC
conferences. These fees help to covers costs for meetings and
special events. When registering for the NLC conferences,
don’t forget to pay the NBC-LEO activity fee via the conference online registration!
