FORESTS : NATURE AT YOUR SERVICE
Forest cover one third of the
earth's land mass, performing
vital functions and services
around the world which make
our planet alive with
possibilities. Even today
forests are home to 300 million
people around the world at
the livelihoods of over 1.6
billion people depend on forests. They release
oxygen into the atmosphere while sucking carbon
dioxide. They play a key role in our battle against
global warming and climate change, which if left
unchecked is set to cause biggest upset in the
history of the earth and life on it. Splendid and
inspiring, forests are the most biologically diverse
ecosystems on land and are home to more than half
of the terrestrial species of animals, plants and
insects. They are the green lungs of the earth, vital to
the survival of people everywhere -- all seven billion
of us.
Thanks to our history and culture and farsightedness
of our and other world leaders that Stockholm
Conference was held in 1971 in Swedish Capital
Stockholm which gave birth to the celebration of
World Environment Day on 5th of June every year.
Equal credit has to be given to Rio-De-Janeiro
Conference-1991 which mainly focussed on the
conservation of bio-diversity and climate change.
These two conferences have generated lot of
awareness among the politicians, policy makers and
common man. Better late than never, United Nations
Environment and Development (UNED), FAO and
similar organizations are also doing their best to save
and enrich bio-diversity. Never before this has much
awareness been generated about the forests. The
recent estimate of the World Bank is that the

deforestation accounts for up to 20 percent of the
global greenhouse gas emissions that contribute to
global warming.
India is a mega-diverse country and about ten
percent of world species are represented here. In
spite of having about 16 percent of world population
and about 17 percent of world cattle population, we
have been able to strike a balance between
development and conservation and have succeeded
in protecting and conserving our bio-diversity
wealth reasonably.
Haryana is primarily an agrarian state and the tree
cover is only around 7 percent. It looks that we are a
forest de cient state. But it is also a fact that we are
timber surplus state. This has been possible due to
the overwhelming success of agroforestry in the
state. We are supplying wood to many forest rich
states in the country. The contributing factor to this
success of agroforestry is freedom to the farmers to
sell their agroforestry produce anywhere in the state
and they do not to take permission of forest
department to sell their agroforestry produce. This
has encouraged farmers to take up agroforestry in a
big way. The farmers of Haryana are today more
prosperous than any other part of the country due to
the success of agroforestry.
Besides above, we have taken a number of steps to
conserve and improve diversity of ora and fauna.
We have world's rst Vulture Conservation Breeding
Centre in the state where the breeding of
endangered vulture species is being taken up
successfully. And let us not forget the success of
Sukhomaji project which led to the concept of Joint
or Participatory Forest Management.

LET US SAVE OUR WILDLIFE HERITAGE
Wildlife conservation has deep
roots in Indian culture. Our
culture and traditions preach
wildlife conservation and we
take pride in our strong cultural
heritage. We hold in reverence
the sun, wind, land, trees, plants,
and water which are the very
base of human survival. Respect
and conservation of wildlifegaruda, lion, peacock, and snake-are part of our culture
since time immemorial and we are continuing with
these traditions today as well. So deep is our respect for
nature that before taking our meals, we offer some
portion of it to animals like cow and dogs. We offer rice,
our and sugar to ants. We offer feed to birds as a
matter of mutual respect for life and to make them
ourish. Such examples are seen only in Indian culture
and traditions.
Animals are revered in Indian culture. They are
associated with our gods and goddesses. Elephant is
associated with Lord Ganesha. Lion/Tiger is associated
with Goddess Durga and Snake is associated with Lord
Shiva. Our mythology, ancient art, literature, folklore,
religion, the rock edicts and scriptures, all provide
ample proof that wildlife enjoyed a privileged position
in India's ancient past. Kautilya's Arthashastra reveals
the attention focussed on wildlife in the Mauryan
period: certain forests were declared protected and
called "Abhayaranya" like the present day 'sanctuary'.
Heavy penalties, including capital punishment, were
prescribed for offenders who entrapped, killed or
otherwise harmed elephants, deers, bisons, birds, or
sh, amongst other animals.
We need to conserve wildlife for its historical,
ecological, educational, scienti c and aesthetic value.
Seeing a magni cent animal in wild is both
entertaining and educative. Besides recreation, one
learns about the behaviour and the life of the animal.
However, today we are in direct con ict with wildlife

mainly due to the destruction of their habitat. 75
percent of our wildlife resides outside our protected
areas. However, due to pressure on land, intensive and
extensive agriculture, settlement of habitations very
close to the wildlife habitats, destruction of banies
(village forests) etc. have created a condition whereby
we have come in direct con ict with wildlife. Wildlife
habitat is shrinking and becoming fragmented. We
have disturbed the balance of nature. Crop damage,
human injuries by wild animals have become common.
There is an urgent need to strike a balance between
wildlife conservation, protection and development.
There is legal provision for conserving wild life in the
form of national parks, wildlife sanc tuaries,
conservation reserves and community reserves. We
need to take people along in conserving wildlife
heritage of the state and the country. Probably we have
to learn from certain communities who protect wild life
at the cost of their life and crops.
We are putting best efforts to save wildlife in the state
both in the protected areas and outside them
especially endangered species like vultures, peacock
and red jungle fowl. Department has pioneered in this
venture and has established conservation breeding
centers for them. The level of protection of wildlife in
the state is very good. We are working in the direction
of modernizing the wildlife wing and doing every
possible improvement in the wildlife habitats for better
living of its inmates. We are empowering communities
especially women and encouraged them to protect
and conserve wildlife inside and outside the protected
areas and supporting them in their livelihoods.
Wild life wealth is our common property. Let us follow
the principles of "Ahinsa Parmo Dharma" & "Jiyo Aur
Jeene Do" (Live & Let Live) taught to us by our
ancestors. Let us save our unique wildlife heritage

Self Help Groups Transform Lives of Women

Ever since I learnt that Haryana Forest Department has a
women empowerment cell with presence in more than 900
villages and more than 1800 or so self help groups, to be
honest I was a little sceptical about the claim.
After having interaction with Dr.(Mrs.) Amarinder Kaur, IFS, I
was eager to see those self help groups and the changes they
brought in the lives of women in villages. However, due to my
busy schedule in following months, I was not able to visit the
villages.
I have gone to three villages of Panipat District with DFO and
Mr. Vipin Grover to see the actual ground reality on 14th
October, 2015. The villages were Brahman Majra, Shimla
Gujran and Chhajpur. I met the ladies in presence of an old
man of village (he was signatory in the group functioning) and
Sarpanch. I was astonished to see the con dence with which
the group leaders and other women speak. They were
working in different elds like Stitching clothes and bags,
Embroidery, Cattle rearing, Live stocks and dairy, Vermi-compost, Beauty parlour and General store etc.
It was further noticed that most of their products are consumed in the village itself. Their income from the group
activity ranged from 3000 to 9000 per month. The thing which made me happy was that these groups have given
the ladies a platform to gather together and share not only their happiness and sorrows but bene ts and success
stories too. The documentation, though I initially thought is too much complicated, was proper and complete. Not
only that the self help groups were instrumental in plantation in villages under Har Ghar Hariyali Scheme of
Honourable Chief Minister, Haryana.
I was happy to learn that the ladies are taken to other places to give them rst hand knowledge of other success
stories. It was further heartening to know that they are taken to some fests or big trade fairs to sell their products. The
ladies showed lots of interest in sweet box making as it can fetch more money to them. They were connected to the
market by your department.
I would like to mention one speci c observation of a lady Rajvati in Chhajpur who is successfully running a dairy and
vermi-compost plant. She asked me how come that we sell the onion in Rs. 3 per Kg and later it is sold Rs. 60/- kg in
market. Why don't you supply us with storage technique in our house so that we can keep and sell them ourselves? I
was dumbstruck, to be honest. But she had forced me to think and request you to tie up with the concerned
department and think on line of household storage of such articles which will have deep and positive impact on the
lives of farmers.
Overall though these SHGs are surviving on meagre amount in terms of money but they de nitely have a positive
impact on the lives of rural women.
One lady was repairing the electric motors after her husband's accident. In a village such activity which is considered
manly is done by a SHG female was again laudable.
I must congratulate you for taking personal pains and efforts in this venture. I would like to see some more SHGs in
future. Congratulations once again for empowering women in our state.

RECONSTITUTION OF STATE BOARD FOR WILDLIFE, HARYANA
For the purpose of policy formulation, implementation, monitoring of Wildlife Conservation and Welfare
Schemes in the State and advising on the matters related to Wildlife Conservation & Welfare in the State,
Govt. of Haryana has reconstituted, the State Board for Wildlife. The noti cations to this affect was issued by
the Govt. on July 29, 2015 in its official gazette noti cations. The renowned personalities of the state who
have either worked for Wildlife Conservation or have interest in Wildlife Welfare have been included in the
board. It is expected that with the constitution of new board in the state, the Wildlife Conservation affects in
the state will get a boost.

CHHILCHHILA - AN ENCHANTING WETLAND OF HARYANA

Wetlands are one of the major components of our eco-system and play an important role in maintaining the
balance of nature. They not only serve as a feeding ground for water and waterside birds but also support and
shelter variety of avi-fauna, amphibians, reptiles and aquatic vegetation. Haryana's wetlands are most suitable
grounds for native as well as migratory birds and are serving an important cause in preserving and protecting the
gift of nature for our future generations. Chhilchhila lake is one of such wetlands. Although small in area, yet it is
support this a large number of migratory as well as local water and waterside birds throughout the year.
The wetland is located near village Sarsa in Tehsil Pehowa, district Kurukshetra and situated between 76o36'o
o
o
76 46'E longitude and 29 52'-30 00' N latitude is spread over an area of 71.4 acres (571 kanals, 12 marlas). It is at a
distance of about 24 Km. from the Kurukshetra city towards west.
The background knowledge about the sanctuary was collected by interacting with senior citizens of nearby
village Sarsa. The villagers believed that this lake area was dug out by the ve Pandav brothers of the
Mahabharata fame and hold it sacred. It was revealed by the eye witnesses that in 1950s, 1960s and early 1970s,
villagers used to gather in Melas (Fairs) in rainy season on the occasion of Raksha Bandhan, Hariali Teej, Vijaya
Dashmi and used to swim in the lake; thus hinting about the healthy character of lake in old times. It also de nes,
therefore, the cultural links of the lake. While interacting with a Sadhu in the temple located on the brims of this
sanctuary, it was learnt that the Pandavas escaped through tunnel inside the lake, to Haridwar during their
banvas thus linking the lake with religious overtones with its rich historical past.
This sanctuary provides a good habitat for a wide variety of fauna. However, habitat destruction in the
surrounding areas, intensive agriculture, urbanization, shortage of water etc. has adversely affected the wildlife.
Earlier, Hog Deer was commonly found in the area. Antelopes are represented by the Nilgai or Blue Bull, which
occurs in the more open areas and frequently raids agriculture crops. The Mongoose, Monitor Lizard, Snakes,
Frog, Jungle Cat, Peacock, Monkeys. Jackal are commonly found in the area.
Fifty seven species of wetland birds belonging to 37 genera and 16 families were recorded from the Chhilchhila
Wildlife Sanctuary from April 2009 to March 2012. (Parvesh Kumar and S.K. Gupta, 2013). Family Anatidae
represented by 13 species, dominated the wetland bird community in the area. It accounted for 22.81% of the
total number of wetland bird species of the Sanctuary. Among the recorded species, 33(58%) were winter
migrants, 2(3%) summer migrants and 22(39%) were resident species. The status of some bird species like Spotbilled Duck, Common Moorhen, Great Cormorant, Grey Heron, Large Egret and Median Egret observed in
Chhilchhila Wildlife Sanctuary was different from their Haryana State status (Tak et al. 2010). The summer visitors,
namely Cotton Teal, Nettapus coromandelianus and Lesser Whistling Duck, Dendrocygna javanica were spotted
during summer seasons from April to August. The winter migratory birds displayed a de nite pattern speci c to
species for arrival at and departure from the wetland. They appeared at the wetland from mid October and stayed
upto April. The peak of winter population of migratory birds was observed during the months of January and
February. The present study revealed that Northern Shoveller Anas clypeata, Northern Pintail Anas acuta,
Common Teal, Anas crecca, Common Pochard, Aythya ferina, Common Coot, Fulica atra and Gadwall, Aythya ferina
arrived in October; Spot-billed Duck Anas poecilorhyncha, Mallard, Anas platyrhynchos and Comb Duck
Sarkidiornis melanotos arrived in November. As far as the departure time was concerned, Mallard generally
departed in February. Birds like Spot-billed Duck, Common Pochard, Eurasian Wigeon, Anas Penelope, Tufted

Pochard Aythya fuligula and Red-crested Pochard Rhodonessa ru na departed in March. Common Coot, Northern
Shoveller, Northern Pintail, Common Teal and Gadwall departed as late as April. Based on the frequency of
sightings, two species were rare, 13 uncommon, 21 fairly common and 21 common. The basic requirements of
migratory birds at their wintering ground are adequate food supply and safety (Lakshmi 2006), which are ful lled
by this wetland as it was situated amidst fertile agricultural elds. The composition of birds in major feeding
guilds showed that the insectivore guild was the most common with 36.84% species followed by carnivore
(29.82%), omnivore (19.30%), herbivore (10.53%) and piscivore (3.51%).
Among the birds spotted in area, Darter Anhinga melanogaster (Birdlife International 2012a) and Painted Stork
Mycteria leucocephala (Birdlife International 2012b) are near threatened species. Comb Duck, a bird species listed
in Appendix II of CITES was also spotted in the Sanctuary. The spotting of these threatened bird species highlights
the importance of Chhilchhila Wildlife Sanctuary as an important wintering ground for wetland birds.

Ecological Status of Leopard (Panthera pardus)
in Kalesar National Park of Haryana

Kalesar National Park and Wildlife Sanctuary are
two important wildlife habitats situated in
Yamunanagar district in eastern Haryana. The
forests of Kalesar have also been termed as the
'Pride of Haryana'. Although situated in Haryana,
the state boundaries of Himachal Pradesh,
Uttarakhand and Uttar Pradesh ank this dense
forest on three sides and river Yamuna ows on
one side of the forest. On the north western side,
the forest of Kalesar is contiguous with the
Simbalwara Wildlife Sanctuary of Himachal
Pradesh. The Kalesar National Park and the
Wildlife Sanctuary are located between 30° 20' to
30° 28' North latitude and 77° 26' to 77° 36' East

longitude. The forest is primarily a sal (Shorea
robusta) and khair (Acacia catechu) forest interspersed with grasslands and is the westernmost limit of naturally
occurring sal forest in the country. The Sanctuary is situated in the Shivalik Hill Range which runs along the
eastern side of the forest. The elevation varies from 2000 to 3,500 ft. (1,100 m). Geologically, the Shivaliks are the
youngest east- west chain of the Himalaya and are formed from the tertiary deposits of the outer Himalaya. They
are chie y composed of low sandstone and conglomerates. River Yamuna along with the Western Yamuna Canal
are the major sources of water in this region.
A wide range of fauna is also found in Kalesar National Park and Wildlife Sanctuary. The species of mammals found
here include animals like Leopard (Panthera pardus), Jackal, Sambar, Chital, Nilgai, Indian Crested Porcupine,
Barking Deer, etc. Uncommon mammals like Leopard cat, Rusty spotted cat, Asiatic Elephant, Goral are also found
here. The tiger is said to be a rare visitor from the adjacent Rajaji National Park. Bird species like Red Jungle fowl,
Indian Great Horned Owl, Khaleej Pheasant, Black Crested Yellow Bubul, Red Avadavat, etc. may be seen apart
from the more common birds like Blue Rock Pigeon, Common King sher, Black Kite, Common Hawk Cuckoo, etc.
Reptiles like the Common Monitor Lizard, the Spectacled Cobra, King Cobra, Common Krait, etc. can be found in
this region.
Recently, a study was conducted by Wildlife Institute of India (WII) Dehradun by using Camera Trapping at Kalesar
National Park and Wildlife Sanctuary. The study was sponsored by Haryana Forest Department and was aimed at
evaluating the population and the density of leopards in the forest of Kalesar.
To study the spatial and temporal activity of leopards, camera traps were deployed in 1 X 1 sq km grids in 2 blocks
for 21 days in an area of 70.6 sq. km. A spatially explicit capture-recapture (SECR) model was used to estimate
leopard density. The pattern of temporal and spatial activity of leopards with respect to prey was also studied. The
data were analysed in R platform (ver. 3.0.1) using the package “secr” and ArcGIS. Almost 42 days of camera
trapping with a total sampling effort of 1512 trap nights yielded 193 leopard captures.

The camera trapping exercise recorded a total of 19 mammalian species. The population of leopards was
estimated to be 22 ± 1.0 (22.0-25.4). Density was estimated to be 15 individuals per 100 sq km (SE=3.54). Leopards
show bimodal activity peaks and seem to use the KWLS areas more than the KNP. Temporal data suggests that
there was a signi cant overlap between the temporal activity pattern of the leopard and the wild pig (Δ=0.86),
nilgai (Δ=0.83) and sambar (Δ=0.81). The rusty spotted cat was reported for the rst time from this area. The
rusty spotted cat is a small felid which is about half the size of a domestic cat but differentiates itself from the
domestic cat by the characteristic fawn coat and rusty-brown spots. For a long time, the distribution of this felid
was thought to be restricted to the southern part of the country; however, increasing records of the cat from the
north have been reported in the recent past. The last con rmed records of the northernmost boundary for this
species is from the foothills of Himalayas in Jammu and Kashmir (Chakraborty, 1978) and recent records are from
Katerniaghat Wildlife Sanctuary (Anwar et al 2012) in the state of Uttar Pradesh. This record from the state of
Haryana is a piece in the missing puzzle of the distribution of this small felid which might be, after all, found
throughout the country from the south to the north.

The kernel density graphs to estimate the temporal activity of the predators and the probable prey species were
generated. Leopards showed a late evening peak in activity time, tending towards a nocturnal activity pattern.
About 61.76% of the total leopard captures were from evening 1800 hrs to morning 0600 hrs. Amongst the prey
species, sambar showed peaks at dawn and dusk with 70.52% captures from 1800 hrs to 0600 hrs similar to the
temporal activity pattern of the leopard. Nilgai and wild pig showed 54.90% and 64.57% captures respectively
between 1800 hrs to 0600 hrs whereas the chital was strongly diurnal (78.71% captures between 0600 hrs to 1800
hrs). The disturbance, which includes captures of cattle, humans, feral dogs and cats, was strongly diurnal as well
(80% captures between 0600 hrs to1800 hrs).
The kernel density maps generated for leopard and Langur, Wild Boar, Nilgai, Common Palm), Indian Crested
Porcupine, Rusty Spotted Cat, Leopard Cat, Gray Langur and Rhesus Macaque. The mapped which were
generated based on and dogs throughout the Kalesar National Park and Wildlife Sanctuary.
The results suggest that the space use of mammals is seemingly intensive in the Wildlife Sanctuary. However,
strictly forest Elephant, Leopard Cat, Chital and Barking deer seem to use the National Park more intensively than
the Wildlife Sanctuary probably due to lower tolerance to human disturbance. The leopards seem to be using
both the areas.
The results suggest that the space use of mammals is seemingly intensive in the Wildlife Sanctuary. However,
strictly forest Elephant, Leopard Cat, Chital and Barking deer seem to use the National Park more intensively than
the Wildlife Sanctuary probably due to lower tolerance to human disturbance. The leopards seem to be using
both the areas intensively.
The study revealed that the Kalesar
National Park and Wildlife Sanctuary
have an apparently healthy
population of leopards. Further
monitoring of this population on a
regular basis is key to understanding
the population dynamics of
leopards in Kalesar. The study will
certainly helps in the better
management of this protected area.
The study has revealed some
interesting secrets of K alesar
National Park and Wildlife Sanctuary.
One of them is the occurence of
Rusty Spotted Cat : My First Report on Kalesar
Rusty spotted cat (Prionailurus
rubiginosus). It is one of the cat family's smallest members and is found only in India & Sri Lanka. It is estimated that
not more than 1000 pairs of it have been left. The occurance of this cat in Kalesar has been seen for the rst time.
This cat feeds on rats, rodents, birds, lizards & frogs. Though they are ground hunters but climbs up to the tall tree
to escape predators. Owing to habitat loss and subsequently resulting into dwindling line population, IUCN has
enlisted it in its Appendix-I category.

Status of Establishment of
Herbal Parks in the State of Haryana

Herbal Nature Park, Chuharpur, Yamunanagar
Govt. of Haryana noti ed its State Forest Policy in the year 2006. As per this policy, one of the strategies to increase
the Forest and Tree Cover is conservation and propagation of medicinal plants. Lack of scienti c management
and destructive harvesting has threatened the existence of medicinal plants in nature. Over extraction to meet
the market demand has resulted in decline in their number and destruction of their habitat. This has led to
extinction of some medicinal plant species while a large number of them are endangered. This policy envisages
that steps should, therefore, be taken for in-situ conservation of medicinal plants in the Shiwaliks and other parts
of State.
The State Forest Policy further envisages that Herbal parks and Herbal Gyan Kendras should be set up in each
district to educate people about the traditional Indian system of medicine for generating awareness, preserving
gene pool and production of quality seeds and seedlings for distribution to farmers. Farmers should also be
encouraged for ex-situ cultivation and propagation of medicinal plants to save the natural biodiversity and
income generation. Enabling environment should be created to facilitate marketing of medicinal plants.
The department prepared a scheme in the year 2005-06 for establishment of Herbal Parks and got it approved
from the Planning department, Haryana. Since then, this scheme is part of the State Annual Plan and provision of
budget is made under this scheme namely P-01-30-2406-01-102-71-51-N-V- Herbal Nature Park - for creation,
maintenance and management of these Herbal Parks. The purpose of establishment of these Herbal Parks is to
generate awareness about traditional Indian system of medicine and to encourage farmers / general public for
diversi cation of agriculture by promoting cultivation of medicinal plants.

Har Ghar Haryali Campaign
Government of Haryana has launched a campaign named, "Har Ghar Haryali" in the state during 2015-16. Under
this campaign, plants are being supplied to each household in urban and rural areas throughout the state. The
plants of various species supplied are being charged at a nominal rate of Rs. 1/- per plant. This campaign has
received a good response throughout the state.

Plantation Drive at NDRI : A Green Movement
(Jitender Ahlawat, IFS, DCF, Karnal)
Forest Department undertakes plantation every year in monsoon season on Forest Land, Institutional Land and
Farmers Land. This year the Hon'ble Chief Minister Haryana & Forest Minister started the plantation drive at State
Level Van Mahotsav at Chhachhrauli, Yamunanagar and infused a fresh blood in plantation campaign.
The Hon'ble CM agged off Van Chetna Yatra and exhorted the officers to spread the greenery in every corner of
state by involving government departments/institutions. Forest Division Karnal took the initiative of roping in
larger institutions situated in Karnal in this plantation drive eg. NDRI, Sainik School Kunjpura, HAP Madhuban.
Divisional Forest Officer Karnal contacted Dr. A.K. Srivastav, Director NDRI during Van Chetna Yatra and planned
to give the plantation drive a shape of Green Movement by involving all students, research scholars, faculty
members and staff, on our Independence Day i.e. 15th August, 2015. Every year around 150 research scholars and
300 students take admission in NDRI and spent at least 2-3 years in completing their degree. Involving all by
motivating them was a challenge. Overall around 1000 students studies in one academic year.
NDRI Karnal invited Sh. Vinod Kumar Bhatia, I.F.S, (an alumni of NDRI) C.F (M&E), Karnal and Jitender Ahlawat, I.F.S.,
D.C.F. ,Karnal as Guest of Honour on Independence Day celebration. To increase the belongingness with the plant
planted it was decided all faculty members, research scholars students, staff will bring their own name plates to
be planted along with plant. The idea behind involving all was that at least for 2-3 year every plant will be taken
care by his planter till it become a full grown tree.
Over all 10,000 saplings were planted in NDRI. It is expected that NDRI campus will be more green in future and it
will certainly lead to increase in green cover of Karnal city.
Credit of this Successful Plantation goes to eld staff of Karnal Division who exhibited enormous performance
capability to successfully organizing such large plantation drives.
