BRESCIA
Brindo con Prudenza
This measure is finalized to study the public transport system in Brescia to
eventually find areas where apply demand public transport service.
The project’s goals is to optimized human and mechanic resources and make
users’ movements easy during low demand hours.

The objective is to start up an on demand transport system, suitable for no-peak
public transport demand, taking into account also the elder people needs, in
order to reduce bus journeys during low demand.
The measure
The urban area of the public transport in Brescia involve 14 Municipality, the
traditional modes of transport satisfy the users needs during the day but in the
night or in the low demand area there is a low average of transported
passengers.
The figure below shows that public transport is used less in the evening.

The adoption of a new on demand system has to follow a specific and detailed
plan, made of analysis, training, testing, communication etc., useful to provide an
efficient service to the citizens.

Implementation
This measure is implemented following some specific analysis steps.
The first step consists in a research activity, in order to know user needs. So we
have realized some maps that underline the use of public transport in each 30
areas in Brescia.

We evalue the use of public transport during the day, in the morning, in rush and
not-rush hours and during the night (till 12.00 pm)

The data collected don’t point out critical zone with public service and so, in a first
time, we decide to test on demand service in two different areas near station
area:
- a most populated district where municipality starts with a new population
plan;
- a not so populated district that contains an industrial area.

In accordance to Municipality, we changed our plan to finalize on demand public
service on all Brescia territory especially for young people, called “Brindo Bus”.

“Brindo Bus”
“Brindo Bus” is a on demand public transport service, carried out with 2 busses at
least, provisionally on Brescia municipal area, from 10.00 pm to 6.00 am for pre
festival-day, Friday and Saturday.
Only customers from 16 to 25 years old can use “Brindo Bus”.
Brindo con Prudenza is built up of two parts:
- the first: the testing of a night public transport, in which the bus pass
through the strong points of the city, especially “Park and Ride” and
suburbias with most young men, with areas in the city where there are a
lot of pubs;
- the second: we have to do an advertising campaign to advice people, to
test which are the main ways, chosen by young people that move in
Brescia’s pubs. And also it’s to alert young people to good advertising and
to road safety.
The first phase of the project is a promotional phase: for the first month (and then
for other two month), the night bus turns around quarters, centre of the city to
introduce “Brindo con prudenza” to people. In this phase, there is not a schedule
way in order to better realize needs of young people. This way is short and high
frequency to show the new project. The night bus is available from 9.00 pm to
3.00 am.
During promotional phase, the bus is completed free.

With a circulating gazebo, with some gadgets for promotional campaign, some
young people, used by public administration for business and social venture, try
to sensitize youths awareness of a project.
For the first month, the gazebo is used from 8.00 am to 8 pm, in Paolo VI square
and in Sanpolino quarter, two important youth centre.
The second phase of “Brindo con Prudenza” consists in two different roads, using
two busses, dressed for the communication campaign. The two roads have more
than one interchange node, instead of collect all the pubs.

With regard to the public service, drivers are used during all the night service. For
the promotional campaign the service is planning especially on Friday and
Saturday nights, sometimes also on Thursday.

1. Registration to “Brindo Bus”
To register to “Brindo Bus” application form must be completed and must be
returned it to “Brescia Trasporti”.
That application form contains, in case of underage, rules for "parental right to
educate" one.

2. Book the service
In order to use the service, it is necessary book it by phone before 2.00 pm of
Thursday. In case of festival-day midweek, booking must be carried out 2
workdays before.
Must get it over:
 surname, name, mobile telephone number (to use the night of service);
 departure bus stop and destination bus stop;
 departure hour or, in alternative, arrival hour.
3. Groups
For group journey reservations and relatives confirms must be necessary a
representative; he contacts “Brescia Trasporti” for the group using his code. If he
doesn’t have code, he must be register to obtain it.
Every type of communication (cancellation, modification, ecc.) must be effected
by the representative to “Brescia Trasporti” operations room.
4. Journey confirmation
Friday afternoon (or workday before the service), from 2.00 pm to 5.00 pm,
“Brescia Trasporti”, after planned all services, calls everyone booked the service,
in order to assign a personal code and confirm the registration (it must be used
for the other communications). Moreover “Brescia Trasporti” shares journey
confirmation, with departure hour and bus stop (to satisfy more requests possible,
departure hour could be predated or postponed at least of 30 minutes in
comparison to initial request).
In case of timetable of route not compatible with other services, journey
requested could be not satisfy.
5. Ticket
One 1 € ticket for ordinary course (1.50 € if buy on the bus) must be validated
from each customer. “Comune Brescia” voucher is valid as well.
6. Renounce the service
Journey cancellation must be made as soon as possible or, however, 60 minutes
before journey, calling right telephone number.
In case at planned departure bus stop there is no one and customers don’t call to
cancel service, “Brescia Trasporti” register it as “no presence”.
After two “no presence”, the relative “personal code” will be deleted and the
customer will be not accepted any more.

7. General Note
It is advisable to be at departure bus stop some minutes before planned timetable
and to make a sign to the bus driver when the bus are going to approach.
Every journey stars and ends combined with a “Brescia Trasporti” bus stop in
Brescia municipal area.

FROM “BRINDO BUS” TO “HBUS”
In consequence of the 0 calls received by call center, in accordance with
Municipality and after the LTMB Meeting (15.03.2010), according to the measure
objectives, Brescia Trasporti proposes to focus on demand service from Brindo
con Prudenza to Accabus one. This new one is a daytime service, dedicated to
other specific targets (i.e. disabled and elderly people characterized by mobility
needs during the off-peak hours).
All Brescia Trasporti needs to do is address the attention to Accabus, a new on
demand service. This choice is because this service is just existing, and with
Civitas project we can improve it with a better software and a better planning. In
fact now the software is not able to support all the decisions linked to planning
and some Accabus services are still planning by 2 computer technician

Description of the measure
The objective is to upgrade the existing “on demand transport system”, in order to
set up a service addressed to weak users such as elderly/disabled people
instead of using traditional PT service that in some cases is not suitable (in fact,
weak users’ mobility needs are characterized by movements during the off-peak
hours or from areas not served by the usual service). An important aspect of the
measure is the recognition of the best technology to manage this kind of service
in order to offer a renewed on-demand transport service in Brescia.
Situation before Civitas
Innovative aspects
“Accabus” is the on demand service that already exists in Brescia since 1992 and
the number of customers increased every year. This service carries through the
city customers for planned or occasional dates using 6 busses, from 7.30 to
21.15. To book the service, customers have to register and buy a special type of
bus-pass. Actually it’s necessary to book the service by phone before 2.00 pm of
the day before because the booking service is based on a manual system.
Thanks to CIVITAS this service can be improved purchasing a specific software
able to manage all type of requests and to calculate the shortest and fastest
journey

Started from this type of service, we would increase the book operation that
now is based on an old simple program. The new one will manage all type of
requests and will calculate the shorter and faster journey.
State of implementation
In order to choose the most suitable software, BSM is carrying out a bench
marking about other on demand services already existing in other cities in order
to decide right technical specifications to be re-proposed in Brescia. Particular
attention has been given to the case of the city of Parma, where an on demand
service (called “PRONTO BUS”) is used in off-rush hours and for more flexible
travel. An other service implemented in Parma is called “T-BUS” and is only for
out-of-town travels with few users. In the future other experiences from other
cities will be evaluated, in order to single out the technical specification for
Brescia to be inserted in the tender for the equipment of the on demand callcentre.
