La Historia de un Corazón Grande
La organización para la Protección de Animales de Culebra consiste de un
grupo pequeño de personas que se preocupan mucho por las condiciones de las
caritas de los animales de Culebra. Peter Howard y su esposa Ellen, son dos de
los miembros más activos. En los últimos cuatro años se han llevado a su casa
como 20 perros abandonados que nadie quiere, los ponen saludables y les han
encontrado hogares en los U.S. Peter y nosotros compartimos la creencia de
que es malo maltratar (cualquiera) de las criaturas de Dios; le molesta ver la
indeferencia insensible de algunas personas de Culebra respecto a los animales.

se neutralizados los podemos ayudar. Si tiene unos perritos que no quiere, llamar
a Peter y él los recoge y les consigue un buen hogar. Por favor, ayúdenos a
controlar la sobre población de animales en la isla.
The Animal Welfare of Culebra is a comprised of a small group of people
who care very much about the conditions Culebra’s animals face. Two of our
most active members are Peter Howard and his wife, Ellen. In the past four years,
they have taken into their home, made healthy, and have found homes in the U.S.
for about 20 unwanted, abandoned dogs. Peter, and we share the belief, believes
that it is wrong to mistreat (any of) God’s creatures; it disturbs him to see the
callous disregard of some on Culebra with respect to animals.
Before he went into the hospital recently for surgery, he asked me help
him get the message out about the importance of having animals on the island
spayed/neutered so Culebra can contain its’ animal population. Every time a female
dog gets pregnant, she can deliver four to six puppies or more; a few months later
each of those puppies grows up and has her own litter, or, if there are male puppies,
they impregnate some females. When the canine population gets out of hand,
“mysteriously” many of the dogs die of poisoning. This is not the correct lesson
to teach our children.
Here is where Peter’s large heart and his love of animals comes in….he
asks that you take your dog(s) to Dr. De Jesus when he comes on his monthly visit.
If you cannot afford to pay the vet, call Peter at 742-0619, or call us at the Animal
Welfare of Culebra, 742-1489. If you have cats that need to be spayed / neutered,
we will help. If you have a litter of unwanted puppies, call Peter and he will pick
them up and place them in good homes.
Please help us to help our island control the animal overpopulation.
ARMY CORPS HOLDS EMERGENCY RESPONDER TRAINING
On February 21, the US Arm Corps of Engineers held a training session.
Police, firefighters and others learned the proper procedures to be followed if and
when unexploded ordnance is found.
It is of extreme importance if an ordnance is found that it should not be
touched and the police (787-742-3501) be contacted immediately. They will attempt
to identify the type of ordnance so they can notify the EOD (Emergency Response)

For a long time, I have wanted to create a space for
Culebra’s children. I began sharing the idea with other
people and met a crafts woman who makes marionettes. I
bought a lovely red lion and named it Leo. From that
marionette began “Leo the lion who likes to read.” (Leo el
león que le gusta leer). Carmen Rosa and Tati (Asociacion
Educativa de Culebra) obtained a proposal for a reading
program: materials, snacks, etc., and invited me, along with
Diane Semard and Sonya Arrocho to design and prepare the
program. (I had coordinated a reading workshop for children
in my office for more than 10 years, during the summer.)
The program is in two parts; first, learning how to take
care of books, and second, learning the adventure of reading.
This is where each book transports us to a magical space
where we meet personalities, learn information, and it gives
us a life tool. The development of a love of reading helps
the children who wish to continue formal studies in school,
as well as those who wish to teach themselves on their own.
It helps the children to read instructions, warnings, and/or
safety signs, legal documents, information in the computer,
and even teaches others who do not know how to read. The
power of knowledge offers bolsters their self-esteem.
The group consists 12 students between the ages of four
to seven. (There is a waiting list.) The Fundación Gonzalo
Aponte donated the funds for this pilot program for nine
months. We get together on Sundays from 12:30 to 3:30
PM at the Asociación. The children can take home a copy
of some of the books and they can read them to the families
and neighbors. On the first day of the workshop, one of the
youngest children, four years old, said at the end of the
program, “Today I am big, I know how to read.”
So, if you see these little giants who feel special, it’s that
they carry in their hands a life tool they w ant to share.
Congratulations to the children’s parents—these little
ones are very special and you are dedicating the time so in
the future, these children will be worthy human beings and
they can positively contribute to our Island.

Hace tiempo quería hacer un espacio para los niños de Culebra.
Empecé compartiendo la idea con varias personas. Luego conocí una
artesana que hace marionetas y le compré una de un león rojo, precioso,
al que llamé LEO. De ahí comenzó “Leo el león que le gusta leer.”
Carmen Rosa y Tati (Asociación Educativa de Culebra) logran una
propuesta para un programa de lectura; materiales, meriendas, etc. y
me invitan a participar con Diane y Sonia para diseñar y montar el
programa. Yo coordinaba un taller de lectura para niños, en mi oficina,
por más de 10 años en los veranos.
El programa comprende desde que conozcan cómo cuidar los libros,
hasta la aventura de la lectura. Cada libro nos transporta a un espacio
mágico donde conocemos personajes, aprendemos información y nos
da una herramienta de vida. El desarrollo del amor por la lectura
ayuda a aquellos niños que quieran continuar sus estudios formales
en la escuela al igual que aquellos que quieran educarse por su propia
cuenta. Los ayuda a leer instrucciones, avisos peligrosos y/o seguridad,
documentos legales, información en las computadoras y ayudar a los
que no saben leer. También a sentir el poder que el conocimiento
ofrece y que tanto ayuda a la autoestima.
El grupo de estudiantes es de 12 niños entre las edades de 4 a 7 años.
La Fundación Gonzalo Aponte nos donó los fondos para este programa
piloto por 9 meses. Nos reunimos los domingos de 12:30 a 3:30pm
en la Asociación. Están todos invitados y aceptamos donativos para
el proyecto.
El primer día del taller uno de los niños más pequeños, 4 años, dijo
al final del taller “Hoy yo soy grande, sé leer.” En el programa los
niños se llevan copia de algunos libros y les leen a sus familiares y
vecinos. Así que prepárense si observan a estos pequeños gigantes
que se sienten súper especiales pues llevan una herramienta de vida
en sus manos y lo quieren compartir. Felicito a los padres de estos
niños, son muy especiales, y les están dedicando tiempo para que en
el futuro sean seres de provecho y que aporten a nuestra Isla.

Meet the Torres Brothers
Air Flamenco was founded in
1998 by Ruben and Francisco
(Paco) Torres Gonzalez. Their
main objective was to provide
the excellent service once
provided by Flamenco Airways
to Culebra and Vieques Islands.
(Flamenco Airways was founded
in 1976 by Ruben Torres Senior
and Noemi Gonzalez, father and
mother of Ruben and Paco.
The Torres brothers started with
a Cherokee 6 which has a
capacity for 5 passengers. Six
months after initial operation they
acquired their first twin engine
BN2 Islander with a capacity of
Paco and Rueben
9 passengers. With this new
aircraft their service expanded with more passenger routes and US postal
service between Vieques and Culebra and the main island of Puerto Rico.
Within the following five years, Air Flamenco has increased its fleet to five
aircrafts expanding its services and charter flights throughout the Caribbean
Islands.
Air Flamenco has highly qualified Federal Aviation Administration approved
pilots. Support and service operations are in three locations: Isla Grande
Airport, Fajardo and Isla Culebra. Management and Administrative personnel
are located in San Juan.. The objective and comittment of Air Flamenco is to
provide a safe and excellent service and to keep improving and expanding
operations maintaining a very high QUALITY service.

El Municipio de Culebra removió las obstrucciones
ilegales que bloqueaban el acceso al muellecito de playa
Flamenco y al antiguo puesto de observación de la Marina
(OP) luego de que el empresario Víctor Gonzalez no
respetara la resolución emitida en enero de 2007 por la
Autoridad de Conservación y Desarrollo de Culebra
(ACDEC) en donde se le exige al empresario abrir
inmediatamente ambos accesos. No obstante, la comunidad
piensa que el Sr. Gonzalez reta nuevamente la orden del
alcalde y presidente de ACDEC, Hon. Abraham Peña, al
bloquear otra vez el acceso al muellecito utilizando piedras
de gran tamaño que según vecinos de Culebra pueden ser
parte de un área ecológicamente sensitiva conocida como
el Bosque de Piedra de Monte Resaca.
La comunidad de Culebra junto con el exalcalde Ramón
Feliciano, el grupo Culebrenses por Libre Acceso a Todas
las Playas (CLAP), y la organización ambiental Coralations
han protestado la privatización de ambos accesos por más
de año y medio. Maricarmen Guilloty, portavoz de CLAP
expresa: “El Municipio abrió el acceso el viernes, hoy
domingo cuando fuimos a la playa el acceso ya estaba
bloqueado. Y además de bloquear nuestro acceso a la playa
y al OP la comunidad teme que este señor esté destruyendo
nuestro Bosque de Piedra para utilizar las piedras como
obstrucción. Ya nosotros no sabemos donde más hacer
querellas y tampoco tenemos los recursos para llevar a este
megamillonario a los tribunales. Mientras tanto, nuestro
acceso a la playa sigue bloqueado y se sigue destruyendo
nuestro patrimonio. No hay justicia.”

INDUSTRALIST DISOBEYS ORDER TO OPEN
FLAMENCO BEACH ACCESS
The Municipality of Culebra removed the illegal obstructions
that blocked the access on the traditional road to the muellecito area
of Flamencto beach and to the old observation post of the Navy
(OP). Víctor González did not respect the resolution drafted in
January of 2007 by the Authority of Conservation and Development
of Culebra (ACDEC) requesting that the industralist re-open both
accesses immediately. The community believes that Mr. González
again challenges the order of the mayor and president of ACDEC,
Hon. Abraham Pena, because two days later, the access to the
muellecito was again blocked, but now by boulders that are believed
to be from the once beautiful boulder forest of the ecologically
sensitive Mt. Resaca. The boulder forest was destroyed by the
industrialist over a year ago with no permits. The community of
Culebra represented by Culebrenses for the Free Access to all
Beaches, with the former Mayor Don Ramón Feliciano and
Coralations have protested the privatization of this access for over
a year and a half.

HELPERS FROM UPSTATE NEW YORK
Fourteen high school students and their Spanish
teacher from Lancaster (NY) came to Culebra
for a second year to help make a difference in
our island. Last year they came and painted a
house, and this year they worked on the Methodist
Church.
Renson Mullen, their teacher, said the teens
pay their own way by holding fundraisers, selling
candy, Avon products, etc. And while getting
up early in the morning to begin work wasn’t
fun, it wasn’t long before they were all smiling
and having a good time.We look forward to
seeing them again next year.

Snapperfarm, Inc. is planning to add a new member to its
offshore farm crew. The offshore farm crew is responsible for
deployment, maintenance and operation of the offshore farm,
including fish, boats, cages, and mooring grid.
Regular duties involve feeding the fish, monitoring fish health,
maintaining & cleaning cages, and harvesting fish.
The work week will be three to four 8 hour days.
Applicants should be physically fit, and eager to work outdoors,
on and in the water. Applicants must be qualified SCUBA
divers, with a minimum of 50 open water dives, and a high
degree of water confidence.
Desirable skills include experience in handling work boats,
mechanical or construction skills, and the ability to operate
heavy machinery. It is essential that applicants be willing to
work as part of a tightly integrated team, and be creative and
resourceful in finding innovative solutions to new challenges.
Starting hourly pay ranges from $12 to 14, depending on
qualifications, skill set and experience. A basic understanding
of English is required.

A Community Responds
Restaurants throw Fundraiser
Larry & Dolly with Larry’s Mom
Dear Friends:
Our family is going through a very difficult time. Our
health is very affected by two catastrophic diseases.
Larry has pancreatic cancer and I have multiple sclerosis.
Both are very serious conditions that require extensive
medical care. Nevertheless we are happy to live in a
community that has always been there for each other and
has shown solidarity with us in many ways.
Our friends from Barbara Rosa's organized an activity
where we enjoyed good food and great music as well as
a generous donation so Larry and I can go on a cruise.
Larry would especially like to extend his gratitude to all
of his co-workers at the Municipality for donating vacation
days so he may use them to go to his chemotherapies in
San Juan.
We have no way of expressing our deep gratitude but
to pray to God to keep you and your family blessed and
healthy.

said he had forgotten his pain.
Larry who is undergoing intensive
chemo was sceduled for a 20 minute
appearance, he stayed for over two
hours!.

helped by Larry or Dolly. They have been great “ambassadors” to
the N.A. community. Many snowbirds have said they regretted

Queridos compañeros:
Nuestra familia atraviesa por una crisis muy dificil. Nuestra salud
esta quebrantada por dos enfermedades catastróficas. Larry tiene
cáncer pancreático y yo tengo esclerosis múltiple. Ambas enfermedades
son serias y requieren tratamientos extensivos. No obstante, contamos
con una comunidad que ha dicho presente y se ha solidarizado con
nosotros de diversas maneras.
Los amigos en Barbara Rosa's prepararon una actividad donde
disfrutamos de buena compañía, de buena comida y buena musica,
así como un donativo para que Larry y yo disfrutemos de un crucero
cuando así Dios nos lo permita. Gracias. Pero Larry especialmente
quiere extender su profunda gratitud a los compañeros del Municipio
de Culebra quienes han donado días de vacaciones para que él pueda
utilizarlos para sus citas médicas para quimioterapia.
No tenemos forma de agradecerles estos gestos de bondad y cariño.

Es culpa del culebrense…por Sevillano Hernández
En varios números del "Culebra Calendar" (ahora "on-line")
he tenido la oportunidad de leer diferentes artículos que son
realmente "quejas" relacionadas con las tierras, playas, accesos,
carreteras, propiedades. Soy un admirador consecuente de la Isla
de Culebra, así como de la de Vieques. Amo estas islitas como
amo a Puerto Rico entero. Pero aunque quisiera unirme a esta
queja general, como puertorriqueño, también reconozco que la
culpa no recae totalmente sobre los compradores ni acaparadores
de terreno. Ellos compran lo que ustedes venden.
En mi última visita a la hermosa isla de Culebra, un terruño
puertorriqueño que es orgullo máximo del culebrense, pude ver
con tristeza la realidad sobre los accesos a las playas, como
también la cantidad de terreno que se ha vendido a capital
extranjero y que se sigue vendiendo. Y entre los extranjeros, se
han "colado" algunos cubanos que hacen estragos, no sólo en
Culebra, sino que han sido noticia en otras partes de la "isla
grande".
Pero, hermano culebrense: ¿te has preguntado si "ellos", los
compradores, tienen realmente la culpa de la pérdida de vuestros
terrenos, y que éstos caigan en manos ajenas...? Nadie compra
de forma "obligada". Si no existe un vendedor, no existirían
compradores. Entre los culebrenses, viequenses y boricuas también
existen y conviven los "explotadores" de terreno, que no les
importa realmente su tierra, y sólo miran la cantidad en dólares
y el mayor rendimiento que pueden sacar a sus terrenos. No
toman en consideración el valor sentimental de los mismos. Ni
siquiera les importa la motivación que tenga el comprador. Sólo
ve en sus tierras un signo de $$$.
Lo peor: la venta de terreno culebrense no es controlable; sólo
viéndolo desde el corazón es que pudiera evitarse lo que ya
comenzó y que no se detendrá. Pero donde existe la palabra dólar,
el corazón deja de latir. Y siguiendo el slogan gubernamental de
aquella vez, que decía: "si no te quejas, luego no te quejes", así
mismo les digo yo a la hermosa familia culebrense: si vendes tus
tierras a capital extranjero, luego no te quejes. Toma el ejemplo
de lo que ya ha sucedido: enormes viviendas millonarias, proyectos
fuera de control que nada aportan a Culebra, grandes terratenientes
extranjeros que siguen comprando el terreno que el culebrense
le vende, pérdida de sus accesos a las playas, marginación, Líneas
divisorias entre el poderoso que compra y el humilde que vende
(o tal vez no tan humilde).
Quisiera darle la clave y la respuesta a la problemática, pero
no la tengo. Nadie la tiene. Ni siquiera tú mismo..Contéstate tú
mismo y para tus adentros: si tuvieras que vender tu propiedad
y tu terreno por alguna necesidad, ¿a quién preferirías venderlo,
a otro culebrense que no puede comprarte por lo que pides, o a
un extranjero, o quien sea, que te ofrece el dinero que pides y
tal vez hasta una propina? Sólo en tu respuesta está la llave.
In some editions of The Culebra Calendar (now on-line) I
have had the opportunity to read some of the articles that
seem like “complaints” regarding land, beaches, accesses,
roads and properties. I am a consistent admirer of the Island
of Culebra, as well as Vieques. I love those little islands as
much as I love Puerto Rico. As a Puerto Rican I would like
to join in this general complaint, but I also would like to
acknowledge that the blame does not only fall on the buyers
and land “collectors”. They buy what you sell.
In my last visit to the beautiful island of Culebra, a Puerto
Rican treasure, and the biggest pride of the culebrenses, I
observed with sorrow the reality about the accesses to the
beaches, as well as the amount of land that is being sold to
foreign capital and continues to be sold. Amongst these
foreigners, some Cubans have sneaked in, they create havoc,
not only in Culebra, but also, as seen in the news, have created
havoc in other parts of the Big Island.
But, my brother culebrense: ¿have you asked yourself if
“they”, the buyers are to be blame for the loss of your land,
as it ends up in the hands of who knows who? Nobody buys
by “force”. If there are no sellers, there would no buyers.
Living with the culebrenses, viequenses, and the “boricuas”
are land “exploiters”, that do not really care about the land
and only look at the amount of dollars and the best profits
out of their land. These people don’t even care about the
buyer’s motivation. They only see $$$ signs in their land.
Worst of all: the selling of Culebra land is not controlled;
There is no way to stop it.. only from the heart is the way to
stop what already started. ¿Why? Because where there is
money, the heart stops beating.
Using an old governmental slogan: “if you don’t complain,
don’t complain later”; the same I say to you, beautiful
culebrense family: if you sell to foreign capital, don’t complain
later. Look at what has happened so far: huge million $$$
houses, projects out of control, that give nothing back to
Culebra, big foreign landowners who continue to buy the land
that the culebrense sells them, loss of accesses to beaches,
exclusion, a division between the powerful that buys and the
humble that sells (maybe not so humble after all).
I wish I could give you the key and the solution to the
problem, but I don’t have it. Nobody has it. Not even you,
my island brother. Look for the answer inside yourself; if for
any reason you have to sell your land, who would you prefer
to sell to, another culebrense who cannot give you the amount
that you are asking for, or a foreigner, or whoever that offers
you the amount you are asking for and maybe some extra…?
The key and only solution is in your answer.

Continuarán los servicios para residentes
de Culebra y Vieques Redacción El Vocero
El secretario de Recursos Naturales y Ambientales (DRNA),
Javier Vélez Arocho, informó a residentes de Vieques y Culebra
que el primer miércoles de cada mes continuará la prestación de
servicios de la Oficina del Comisionado de Navegación en ambas
islas municipio. Vélez Arocho expresó que personal del área de
Navegación se traslada mensualmente a ambos municipios para
recibir solicitantes que necesiten realizar traspaso de
embarcaciones, renovación, inscripción, bajas y duplicados de
licencias de embarcaciones.
"Las personas deben tener a mano los documentos necesarios,
como tarjeta de seguro social, identificación personal, factura
de compra, título de propiedad, entre otros", explicó el Titular.
Dijo que para la dependencia es de suma importancia poder
servirle a esta población de la misma manera que atienden a
cientos de personas diariamente en la Oficina Central, en Río
Piedras.
"Mensualmente, la Oficina del Comisionado de Navegación del
DRNA se traslada a estas islas con el propósito de servir a una
población que no tiene la facilidad de viajar a la Isla Grande
para solicitar los servicios del Departamento, además de la
escasez de servicios de toda índole que sufren estos residentes",
sostuvo el funcionario.
En la isla de Culebra los servicios se ofrecen en el edificio
ACDEC, donde se encuentran las instalaciones del Cuerpo de
Vigilantes, mientras que en Vieques los residentes pueden acudir
también al edificio del Cuerpo de Vigilantes en el balneario Sun
Bay. El horario para atender al público es de 9:00 a.m. a 2:00

La Oficina del Comisionado de Navegación está adscrita a la
Administración de Recursos Naturales y fue creada conforme a
la Ley 48 de 27 de junio de 1986 para reglamentar el uso y
disfrute de las áreas de playa y establecer medidas de seguridad
a las embarcaciones, entre otras responsabilidades.

diciembre de 2000, mejor conocida como la Ley de Navegación
y Seguridad Acuática de Puerto Rico, que establece una nueva
política pública en cuanto a la reglamentación de la seguridad

deportes relacionados; la protección de los recursos naturales y

Pueblo Culebrense,
Hoy informo lo que se está comentando en Culebra con relación a
la Villa Pesquera, conocida como la Asociación de Pescadores de
Culebra; aparente y alegadamente el señor Luis Grundler está
manejando el puesto de gasolina de la Villa y es el que está pagando
el combustible.
¿Quién es el señor Luis Grundler? Propietario del Guest House Ocean
View, quien tiene un "water taxi" y una plataforma en Dakiti como
Barra y Restaurante. Pero lo felicito pues ha sido la persona que no
ha dejado que el pueblo de Culebra se quede sin gasolina. Pero me
pregunto, o le pregunto a los miembros de la Junta de la Villa Pesquera,
“cuándo nombraron al señor Grundler?, quiénes y cómo tomaron esa
decisión?, qué criterios usaron para seleccionar la persona?, etc. Luis,
no estoy en contra tuya pero como culebrense me preocupa lo que
pasa en la Isla de Culebra.
Según han relatado varias personas de Culebra, la Villa se creó para
fomentar la pesca y ayudar a los pescadores de Culebra para que
ellos fueran los beneficiados. Luego de varios años y ver altas y bajas
se pensó cómo incentivar económicamente la Villa Pesquera para
que tuviera ingresos propios y se concretó el puesto de gasolina que
tanto hacía falta. Yo pienso que con el aumento de vehículos en
Culebra actualmente hace falta otro puesto de gasolina más accesible
para evitar los problemas que año tras año son los mismos: nos
quedamos sin gasolina, siempre hay tapón en el muelle, y esto sin
hablar de la época de verano y los fines de semana largos.
Han pasado muchos administradores por la Villa. Que yo recuerde,
Carmen M. Soto, mejor conocida como Mary Soto, quien dejó sus
pestañas y su juventud en la Villa. A un empleado que mientras estuvo
trabajando en la Villa le dio lo mejor y nunca nos dejó sin gasolina,
el señor David Rivera que siempre veló por el culebrense y se lo
agradezco públicamente, fuiste bueno de verdad. A mi amiga un poco
controversial, pero pelea mucho por el derecho de los culebrenses;
la señora Carolyn Vizcarrondo; hiciste lo que estaba a tu alcance.
Pero hoy estoy decepcionado porque le pasan la Villa a una persona
sin darle la oportunidad a un culebrense y luego dicen que luchemos
por el patrimonio de la isla de Culebra.
Espero que los miembros de la Asociación de Pescadores de Culebra
evalúen las decisiones tomadas ya que hay culebrenses que tienen
el deseo de mejorar la Villa Pesquera para beneficio del pueblo y que
rinda nuevos frutos y oportunidades a los residentes.

Casa Abierta en la Escuela Nueva
Waleska Collazo, Director of our new school
(opening the end of March), held an open house for
the business community on March 15, to introduce
the business community to the school and the plans
for offering students more after-school opportunities.
She presented a cohesive computerized program
showing what the new school would offer, for the
196 students in grades kindergarten through 7th
grades and programs for the high school students.
Some of these are the Recycling, Junior Firefighters,
Technical, Sports, Music and Dance, English,
Reading and Tutoring Clubs.
There will be a peer group format who will mediate
conflicts in the student body as they occur.
Waleska envisions the new school to be useful to
the entire community, not just the students. The
library will remain open from 3:00 to 9:00 PM for
community use; a meeting room will be available
for community use, and a state-of-the-art kitchen
will also be available for community events.
Attending in addition to the teachers & parents, were Jennifer
Dauban of Juanita Banana’s Restaurant (who will help the 7th
graders with a hydroponics garden), Jim Galasso (Culebra Island
Realty), Nadine Decicco (Excetera), Gladys (Colmada (Genesis),
Jackie & Butch Pendergast (Casa Ensenada), Maryann Lucking
(CORALations), Jill Buckingham (Buckingham Jewlery & a
volunteer for the school’s reading program), Marsha Brighton (The
Culebra Calendar).

After a school tour, refreshments were served and those in
attendance were treated to the new Noni-Coconut drink developed
by students in the 12th grade who won second place in a recent
regional contest (more in the April issue).
The future of our students affects the future of Culebra,
and hopefully, there will be more participation between the school
and the community businesses in the future.

AT NEW SCHOOL
Waleska Collazo, Directora de nuestra escuela nueva, que
abrirá a finales de marzo, tuvo casa abierta el 15 de marzo
para la comunidad de comerciantes. Ella sentía que era bien
importante presentar a la comunidad de comerciantes la
escuela y los planes que tiene para poder ofrecerles a los
estudiantes otras oportunidades para después de clases.
Waleska y su administración trabajó duro para presentar
un programa computarizado completo demostrando lo que
la escuela nueva ofrecerá, no sólo a los 196 estudiantes en
los grados de kindergarten a séptimo grado, sino también
programas que incluyen a los estudiantes de nivel superior.
Algunos de estos programas, alguno de los cuales ya están
funcionando o están en la etapa de planificación, son: reciclaje,
bomberos júnior, tecnológicos, deportes, música y clubes de
tutoría en inglés y lectura. También está planificando la
formación de un grupo de pares que sirvan de mediadores
cuando ocurran conflictos en el estudiantado.
Waleska visualiza que la escuela nueva será de gran provecho
para toda la comunidad, no sólo para los estudiantes. Ella
planifica mantener la biblioteca abierta de 3:00 a 9:00pm
para uso de la comunidad, hay un salón de reuniones para
uso de la comunidad, además estará disponible para actividades
de la comunidad una cocina con todos los lujos. A la Directora
le gustaría aumentar el envolvimiento de la comunidad con
los estudiantes y las actividades planificadas, la razón por la
cual invitó a los comerciantes para que conocieran la escuela.
Después de un recorrido por la escuela, se sirvieron refrescos
y los que participaron fueron obsequiados con la bebida NoniCoconut desarrollada por los estudiantes de décimo grado
quienes ganaron segundo lugar en una competencia regional,
(más en la edición de abril).
El futuro de nuestros estudiantes afecta el futuro de Culebra
y esperamos que en el futuro haya más participación entre la
escuela y la comunidad de comerciantes.

Desde del año 1959 se comenzó la lucha contra la Marina
de los Estados Unidos. Fueron tiempos muy difíciles, hasta
que la agonía concluyó un 17 de octubre de 1975. Al paso del
tiempo, se han ref1ejado cambios drásticos en el deterioro de
las familias y en la marginación del culebrense. la compra de
terrenos por terratenientes inescrupulosos, la creación de
asociaciones por personas que sólo vienen a disfrutar de nuestras
bellas y cristalinas aguas durante un corto tiempo y nos quieren
imponer nuevos estilos de vida, tomando por la fuerza unos
poderes que nadie les da, sólo con el fin de mantener el valor
de sus propiedados, poderes que realmente les corresponden
a nuestras agencias gubenamentales tales como la Autoridad
de Conservación y Desarrollo de Culebra (ACDEC), al
Municipio de Culebra (Casa Alcaldía), Autoridad de
Reglamentos y Permisos (ARPE).

Tenemos como ejemplo nuestro caso particular: En enero
de 1997 nosotros compramos una propiedad con el prcpósito
de sembrar árboles frutales y vegetales y crear una pequeña
industria agropecuaria, además de nuestra vivienda primaria.
Anterior a esta compra, se nos había indicado que las estructuras
de las viviendas en el área debían ser similares en tamaño unas
con otras. Se nos indicó también que por haber bajado la
densidad en la segregación, de la clasificación (RO-25C) a
(RO-5C), no podríamos tener vacas, caballos, chivos, cabros
ni cerdos. Además de esto, también se nos indicó que se
recogería dinero para mantener la carretera libre de rayos y que
la misma persona daría rondas de vigilancia a todo el litoral.
En el año 1998 nos llegó la copia del “Titulo de Propiedad".
Mi padre, el señor Ramón Feliciano, leyó dicho documento y
de inmediato me indicó que, de acuerdo a dicho documento,
se nos había vendido la carretera pública. La Homeowners
Association tuvo una reunión. Mi padre y yo asistimos ya que
teníamos pleno conocimiento de lo que se les plantearía en
dicha reunión con relación a las carreteras. ¡Quién rnejor que
un ex-alcalde con veintidós años de ingerencia, que dio
mantenimiento al área por tantos años!
Estos estaban pagando un seguro por la carretera pública,
cosa que no debió aplicar. Cuando se nos entregó el Titulo de
Propiedad no se nos entregó ningún reglamento; por tanto,
dimos por cierto lo expresado antes de firmar la compra.
Hemos asistido por dos ocasiones al Tribunal, por cobro de
dinero para el mejoramiento de las carreteras y el muelle. Ya
habíamos pagado dichas cuotas durante una o dos ocasiones,
paro retuvimos pagos posteriores por entender que si ellos
continuaban arreglando la misma, nosotros estariámos

THE BEACHES ARE OURS,
THEIR ACCESS IS OUR RIGHT
The struggle against the U.S. Navy’s presence in Culebra
started in 1959. Those were difficult times, until the agony ended
in October 17, 1975.
As time has gone by we have experienced drastic changes,
deterioration of our family values and marginalization.
Unscrupulous new landowners that come to Culebra to enjoy our
beautiful clear waters for only a short time want to impose new
lifestyles on us, taking by force powers that nobody gives them,
with the only purpose of increasing their property value, powers
that really belong to our government agencies like ACDEC, the
Municipality of Culebra and ARPE.
Our particular case is an example: In January 1997 we bought
a property with the purpose of planting fruits and vegetables, to
create a small agricultural farm and to build our primary residence.
Before this purchase, we were told that homes in this area should
be similar in size to the others. We were also told that since the
segregation classification changed from RO-25C to RO-5C, we
could not have cattle, horses, goats or pigs. We were also told
that there would be money collected to keep the road free of
“rayos” and that there would be someone in charge of the security
of the area.
In 1998 we received a copy of the Property Title. My father,
Mr. Ramón Feliciano, read the document and immediately indicated
that according to this document, they had sold us the public road.
The Homeowners Association had a meeting. My father and
I assisted to discuss the road issue. Who better than a 22 year
ex-major who maintained this road for so many years!
The Association was paying for an insurance policy for the
public road, which was not applicable. When we received the
property title we were not given a list of regulations, so we signed
it based on what we were told back then.
We have been to court twice for not paying dues for road and
dock maintenance and improvements. We had paid a couple of
times but we stopped when we realized that if they continued to
maintain and improve the road we would be cooperating in the
establishment of a precedent for an utility that legally belongs to
all of us and not to a particular community.

A la fecha de hoy no se ha escuchado nada halagador sobre
estas famosas "asociaciones”. Dichas asociaciones son
comúnmente implantadas en condominios para su
mantenimiento, así como en urbanizaciones para el control
de accesos. Y aunque éstos mencionaran en su última reunión
que sabían y aceptaban que la carretera es pública, no se
percibe de la misma manera en sus informes o minutas.
Hemos discutido hasta una posible venta de nuestra propiedad.
La lucha que el pueblo culebrense mantuviera, con tantos
sacrifícios, para rescatar los terrenos de manos de La Marina
de los Estados Unidos nos da el derecho de vivir en paz. No
necesitamos que vengan personas de otros estados, a cuenta
de proteger unas inversiones, ni a limitarnos ni a querer
cambiar nuestros estilos de vida. Nosotros nacimos aquí y nos
espera nuestro pequeño lote en el cementerio municipal del
campamento. Por el contrario, ellos sólo llegan, mantienen
un precio de su propiedad en el mercado, y cuando se enfrentan
a las limitacionas que tenemos como isla, se cansan, venden
sus propiedades. .. y adiós; ya resolvieron su problema. En
cambio nosotros seguiremos peleando: que si "la ruta corta,
que si se acabó la gasolina en toda la isla, que si "don Victor”,
etc. Pero simple y llanamente, la verdad es que con sus virtudes
a sus desventajas, nosotros sí seguiremos amando nuestra
islita tal y como es.
Es demasiado poco lo que tienen nuestras familias jóvenes
para su sana diversión; todo se basa en el mar: acampamos.
buceamos. pescamos... y se nos hace de muy mal gusto el que
las actividades que se realizan en Playa Larga, se les catalogue
de clandestinas y, peor aún, de que digan que dichas actividades
vayan en detrimento del valor de las propiedades aledañas.
No quisiera pensar que los "negritos" debemos vivir a un
lado y los “ricos" al otro lado; ni que tilden de "chozas” las
casas que podamos construir. Tengamos en nuestras mentes
la realidad de nuestros hermanos santomeños, amén de lo que
acontece también en todo Puerto Rico.
Si no actuamos hoy, nos sentiremos y seremos extraños en
nuestra propia tierra.
Las playas son todas nuestras; sus
accesos son nuestro derecho.
As of today, we have not heard anything good about such
“associations”. Similar associations are usually organized in
condominium buildings for the maintenance of the property, as
well as for access control in housing projects. Even though the
members of the association mentioned and accepted that the
road was public during their last meeting, it does not reflect in
their minutes and reports.We even considered selling our property.
The struggle of the culebrenses to rescue our land from the
U.S. Navy required work and sacrifice that gives us the right to
live in peace. We do not need people coming from other states
to limit us and change our lifestyle just to protect their investments.
We were born here and a small lot in the Municipal cemetery
awaits us. On the other hand, they come, they increase their
property value in the market and when they face the limitations
of island living, they get tired, sell their properties…and goodbye; they solved their problem. On the other hand, we will
continue struggling, “against the short ferry route, against gasoline
shortages, against don Víctor, etc. But the simple truth is that
with the good and the bad, we will continue to love our island
just the way it is.
. Our young families have very little entertainment; all we do
for fun is related to the sea; we go camping, we snorkel, we go
fishing…and we find it very distasteful to imply that our activities
in Playa Larga are clandestine and even worse, that these activities
decrease the value of the surrounding properties.
I don’t even want to think that the “dark ones” should live
separate from the “rich” and that the homes we can build be
branded as “shacks”. Let’s remember the reality of our brothers
in St. Thomas and what is going on in the big island.
If we don’t take action today…we will feel like strangers in
our own land.
The beaches belong to all of us; their access is our right.

Gran Victoria para CORALations, los Arrecifes de Coral
y la Calidad del Agua de las Costas de Puerto Rico
In a long-running citizen suit filed against the EPA, U.S.
Senior District Court Judge Jaime Pieras Jr, has ruled that “EPA
has yet to comply with the Clean Water Act to the extent that
it must ‘prepare and publish anti-degradation implementation
procedures for Puerto Rico.
. This critical coastal water quality lawsuit was filed against
the US EPA in 2002 by the Caribbean coral reef conservation
organization CORALations and The American Littoral Society.
. Previous rulings forced the U.S. EPA to see that Puerto Rico
updated its coastal water quality standards which were then
based on the uncritical adoption of coastal standards from New
York and New Jersey …a completely different coastal
ecosystem. The suit’s final claim was resolved in the
implementation of the Commonwealth’s critical antidegradation
policy governing coastal waters and wetlands.
“We are very pleased with the strong ruling” stated Mary
Ann Lucking, Director of CORALations, “ the decision
demanded a plan or method of implementation for the important
regulation, which also illuminated the major problem we see
with agencies regarding their enforcement of environmental
regulations ….a lack of an operating procedure to enforce their
own regulations. With warming sea surface temperatures,
Puerto Rico and EPA will have to do much better in the area
of reducing coastal water pollution, or be faced with some very
serious public health concerns.”
Judge Pieras stated: “Seeing that the EPA has failed to
comply with this provision of the CWA, the Court could end
its analysis of this issue here. However, the Court will continue
its analysis, citing other actions indicative of noncompliance
on the part of both (the Government of Puerto Rico and the
United States EPA).”
The ruling will move the anti-degradation regulation into an
implementable and enforceable framework. EPA has 60 days
to update Puerto Rico ’s water quality standards to comply with
the Clean Water Act”

En una demanda a la EPA, que lleva corriendo por bastante
tiempo, el Juez Federal, Jaime Pieras Jr., decretó que “la EPA
todavía tiene que cumplir con la Ley de Aguas Limpias hasta
el punto de que tiene que ‘preparar y publicar procedimientos
de anti-degradación para su implantación en Puerto Rico.”
Esta demanda, tan crítica para la calidad de las aguas costeras,
se presentó contra la EPA de USA en el 2002 por la Organización
de Conservación de los Arrecifes, CORALations, y la Sociedad
del Litoral Americano.
Decretos anteriores, forzó a la EPA de USA a revisar los
estándares para la calidad de las aguas costeras, que en ese
tiempo se basaban en la adopción de los estándares de New
York y New Jersey… un ecosistema costero completamente
diferente. Se resolvió la reclamación final en la demanda con
la implantación de las políticas gubernamentales de antidegradación de las aguas costeras y los humedales.
“Estamos bien contentos por el decreto decisivo”, declaró
Mary Ann Lucking, Directora de CORALations. “ la decisión
exige un plan o método para la implantación de tan importante
regulación, que también resalta el gran problema que vemos
con las agencias para el cumplimiento de las regulaciones
ambientales. Con el calentamiento de la superficie del mar,
Puerto Rico y la EPA tienen que hacer un mejor trabajo para
reducir la contaminación de las aguas costeras o encontrarse
con un problema bien serio de salud pública.”
El Juez Pieras señaló: “Viendo que la EPA falló en el
cumplimiento de esta provisión de la Ley de Aguas Limpias,
la Corte puede terminar el análisis de esta situación. Sin embargo,
la Corte va a continuar su análisis, citando otras acciones que
han indicado que tanto el Gobierno de Puerto Rico y la EPA de
Estados Unidos no han cumplido la ley.”
El decreto cambia la regulación de anti-degradación a una
estrategia de implantación y cumplimiento. La EPA tiene 60
días para revisar el estándar de la calidad del agua de Puerto
Rico pertinente a esta política para cumplir con la Ley de Aguas
Limpias.

OMBUDSMAN VISITA PLAYAS DE CULEBRA
El ombudsman tuvo ayer la oportunidad de ver con sus
propios ojos los problemas que tenemos en Culebra con el
acceso a nuestras playas. El ex-alcalde de Culebra Ramón
Feliciano y otros miembros del grupo Culebrenses por el Libre
Acceso a Todas las Playas (CLAP) llevaron al procurador del
ciudadano Eric Ortíz, y al Inspector de ARPE, Orlando Santiago
de Jesús a visitar las playas de Culebra que tienen sus accesos
obstruídos, privatizados o en peligro de estarlo.
Los acompañó un nutrido grupo de representantes de
organizaciones que luchan por el acceso a las playas en la isla
grande, quienes apoyan nuestra lucha y querían ver la situación
que afecta nuestro estilo de vida. La visita incluyó las siguientes
playas: el muellecito de playa Flamenco, Playa Larga,
Manzanillo y Bahía Mosquito.
El caso más dramático que vieron los visitantes fue el de
Manzanillo, donde los propietarios del terreno aledaño se
adueñaron del acceso y convirtieron la playa en su patio
privado. Rosarito Morales del CLAP dice: "Estamos en esta
lucha porque tememos que se repita en el muellecito o en otras
playas de Culebra lo mismo que ha pasado en Manzanillo.
Allí había un acceso vehicular que ahora es una cuesta peatonal
abandonada y peligrosa y el segundo acceso ahora está entre
las dos residencias que construyeron en el litoral. Si logras
entrar a la playa, te encuentras en un sitio donde sientes que
estás en una casa ajena rodeado de pertenencias personales,
sillas, mesas, kayaks, etc. justo al frente del agua"
El Ombudsman Eric Ortíz expresó: "El propósito de esta
visita es ver en concreto los problemas de acceso en las playas
de Culebra y recoger el sentir de la comunidad para preparar
un informe con nuestras recomendaciones a las agencias
pertinentes." El Sr. Ortíz está muy interesado en este asunto
a raíz de la situación en Ocean Park y Punta las Marías en San
Juan.
En la visita estuvieron también el Sgto. Misael Feliciano
Vigilante del DRNA en Culebra; Frank González de la Sociedad
Ornitológica Puertorriqueña; Nelson Pérez de la Coalición
Playas Para Todos y Alberto de Jesús (Tito Kayak) de Amigos
del Mar.
The ombudsman had the opportunity yesterday to see the
problems we are having in Culebra with the access to our
beaches. The ex-mayor, Ramón Feliciano and other members
of “Culebrenses por el Libre Acceso a Todas las Playas”
escorted Ombudsman Eric Ortíz and ARPE Inspector Orlando
Santiago de Jesús to some of the beaches that have the access
blocked, privatized or in danger of becoming so.

organizations that are working to solve beach access problems
in the big island and who support Culebra’s cause. They wanted
to see the situation that threatens the Culebrense lifestyle. The
visit included Playa Flamenco’s muellecito area, Playa Larga,
Manzanillo and Bahia Mosquito.
The most dramatic case they saw was Manzanillo, where the
owners of a house in the area have turned the beach into their
own private yard. Rosarito Morales said, “We are working to
solve this situation because we fear that what happened in
Manzanillo can happen in the muellecito and in other Culebra
beaches. There used to be two vehicular accesses to Manzanillo;
one of them is now an abandoned and dangerous steep trail and
the other one is right in the middle of the two residential structures
there. If you manage to get through, then you will feel like you
are invading someone’s home when you find personal belongings,
lounge chairs, kayaks, tables, etc., right next to the water.
Eric Ortíz said, “The purpose of my visit is to see the beach
access problem in Culebra and to get information about the
feelings of the residents so that we can write a report with our
recommendations that will be sent to the government agencies
that can solve the problem.” Mr. Ortíz has been very interested
in this issue since the situation in San Juan was brought to his
attention.
Other participants in the tour included Sgt.Misael Feliciano,
DNER vigilante in Culebra, Frank González, Puerto Rico
Ornithological Society, Nelson Pérez, Coalición Playas Para
Todos and Alberto de Jesús (Tito Kayak), Amigos del Mar.

LAS ESTUDIANTES OBTUVIERON 2 PRIMEROS
PREMIOS EN LA FERIA CIENTIFICA
Grace Marie Soriano Román y Wanda I. Lugo Roldán,
estudiantes de cuarto año, estudiaron los niveles del pH,
entre otras cosas, del suelo de la Escuela Ecológica, para
determinar si las plantas utilizadas eran las adecuadas,
“Análisis Cuantitativo del Suelo de la Escuela Ecológica
de Culebra para un Plan de Manejo”. Con este estudio
compitieron en la Feria Científica de todo el este, que
cuenta con alrededor de 30 escuelas. La maestra que las
guió en esta investigación fue Venus Hernández. Las
estudiantes obtuvieron 2 primeros premios y un tercero a
nivel grupal.
Grace y Wanda estarán cursando estudios universitarios
en la Universidad de Puerto Rico en Río Piedras o Humacao.
Otra cosa a resaltar sobre estas chicas es que son muy
activas en la comunidad.
The twelfth grade students, Grace Marie Soriano Román
and Wanda I. Lugo Roldán studied the pH level of the soil
of the Escuela Ecológica, to determine if the plants being
used are the right ones, “Quantitative Analysis of the Soil
of the Escuela Ecológica de Culebra for a Management
Plan”. With this study they competed in the Science Fair
in the east, where there are approximately 30 schools. The
teacher that guided them in the investigation was Venus
Hernández. They were awarded two first place and one

Resort was surprised a few weeks ago with
the news that two of his original recipes where
selected to be featured in the March 2007
issue of the gourmet magazine “Manjares” .
With only two days notice Silverio, assisted
by his very nervous Culebrense wife Nilsa
and Souse Chef Jimmy Santos, got rid of his
initial shock and was ready for the
photographers and critics that invaded his
kitchens Monday morning.
His creation of the “breast of chicken
stuffed with ripe plantains, cheese and
chorizo”, accompanied by “mamposteao”
and caramelized onions was a hit all the way
from the kitchen to the table. He then
proceeded to present a “Wrap of fresh grilled
Mahi-Mahi, in spinach and tomato soft
tortillas, with fresh greens and home-made
aioli sauce”. On the side a chilled potato salad
with cilantro, apples and home-made
mayonnaise.
We congratulate Silverio and his wife
Nilsa; two young and hard working
Culebrenses that make us proud.
