Golden Jubilee Celebrations of 1965 Indo Pak War
T
he Army as part of Joint Service
effort,organised a series of events
to mark the Golden Jubilee of the
1965 Indo - Pak War. It was aimed
to pay tribute to the collective resolve
of the nation and the valour and
sacrifice of The Armed Forces. The
commemorative events commenced
from 28 Aug 15, with the President
laying a wreath at Amar Jawan Jyoti.
On this very day, fifty years ago
the Indian Army had captured the
strategic Hajipir Pass in response
to Pakistan’s Operation Gibraltar,
aimed at wresting Kashmir by
sending in armed infiltrators. This
was followed by a two day Seminar
on September 1 and 2, 2015 where
the lessons of the War were revisited
and books on Indo-Pak War 1965
were released.

and that of the magnificent men in
arms who created that history, along
with the nation that supported the war
effort with its heart and soul. Given
the response and emotions it evoked,
surely, it must have created a sense
of reassurance among the current
generation that the armed forces will
always respond to the occasion when
called upon to do so and gave us
all the opportunity to remember and
bow our heads to those who made
the supreme sacrifice in this glorious
chapter of history.

DRDO DIRECTORS’ CONFERENCE
Parrikar Asks DRDO to Focus on Core Defence Technology Areas
T
he Defence Minister Mr Manohar Parrikar on
September 23, 2015 asked DRDO scientists to
concentrate on core activities factoring the defence
technology requirements of the Armed Forces. He
asked DRDO to involve the Industry in producing the
technologies which they have developed. “Hand- hold
the Industry to make some products which you may have
developed”, he said.
Addressing the 39th Directors’ Conference in Delhi
on September 23, 2015, Mr Parrikar said the close
interface of DRDO with Navy in developing technology
products is well matured. DRDO should now develop
similar level of interface with Army and IAF.
Appreciating the large scale technical manpower
that DRDO has developed over the years, Mr Parrikar
said DRDO can play an inspirational role in skilldevelopment in the country across several fields, leading
to job creation for the ever expanding youth population
of the country.
Mr Parrikar directed the top brass of DRDO to avoid
duplication or overlapping of activities by Laboratories
for greater economic efficiency. In this regard, the
Cluster Heads have a major role to play. He asked the
scientists not to rest on laurels but seek greater heights
in innovation and technology.
Mr Parrikar said there is a potential of one billion
dollar worth of exports of technology products developed
by DRDO in 2-3 years.
The Meeting was attended among others by the
Chief of Air Staff and Chairman Chiefs of Staff Committee
Air Chief Marshal Arup Raha, the Chief of Naval Staff
Admiral RK Dhowan and Scientific Advisor to Raksha
Mantri Dr G Satheesh Reddy.
Speaking on the occasion, Air Chief Marshal Arup
Raha said our visionary forefathers had conceptualized
DRDO as the prime instrument for gaining strategic
independence for India through indigenisation and
development of core/critical technologies. He said
Defence Minister Mr Manohar Parrikar conferring the Lifetime
Achievement Award on former DRDO Chief Mr V Arunachalam in
DRDO Directors’ Conference
DRDO has been able to achieve the objectives of selfreliance to a great extent in the past seven decades.
While he touched upon the success stories of missiles and
Radars, he urged the scientists to treat disappointments as
challenges and convert them into greater opportunities.
ACM Raha said Scientists should be driven by
passion that does not allow them to resttill the task is
achieved.
The CAS said DRDO has a great role to play
in transformation process of the Armed Forces and
mentioned that key issues should be jointly addressed
by all the stakeholders. There should be a greater
involvement of the three services and production
agencies and a joint development road map.
ACM Raha said the transformation of Armed Forces
into a strategic Force with a multi spectrum capability
will need to ride on the shoulders of DRDO. They will
need to work together in a mission mode with result
orientation bringing in more indigenization through state
of art equipment.
The DG, DRDO Dr S Christopher said the year
2014-15 was marked by a number of achievements in
every technology cluster.
He said the current value of production orders or
DAC cleared systems from the DRDO stable stands at
1.79 Lakhs Crores, which does not include strategic
systems.

“Dimensions of Gender Justice-Armed
Forces: A Legal Prospective”
M
r Justice BP Dharmadhikari,
Bombay High Court (Nagpur
Bench) inaugurated a day long
symposium on “Dimensions of
Gender Justice – Armed Forces:
A Legal Prospective at Institute of
Military Law, Kamptee on September
4, 2015. The symposium was
conducted to commemorate Silver
Jubilee celebration of Army Training
Command (ARTRAC).
During his inaugural address
Justice Dharmadhikari, explained
that
equality
means
equal
opportunities without any gender
bias. He put up thought provoking
situation to the audience and the
symposium. He cited the example
of battlefield as a workplace where
bullets are flying in all directions.
Such a situation in context of
gender equality will need a careful
interpretation of law and wondered

whether it will be considered as a
contingency. He hoped that the
symposium would surely address
the issues of sexual harassment at
workplace and child abuse.
Earlier
Maj
Gen
VC
Chitravanshi, ADG (Litigation), Army
HQ, New Delhi intimated the august
gathering that the symposium would
give a better understanding of the
recent laws on subject.
Maj Gen NS Rao, Commandant,
NCC OTA recommended that IML
should prepare handouts on laws
and issues related to gender justice,
which may be made available on
website for ready reference and also
to be distributed to Commandants

and Staff Officers at various levels.
ARTRAC carries out the yeomen
task of training officers and men in
various fields of combat training.
Col Sandeep Kumar, Commandant,
IML explained that fundamental
philosophy of ARTRAC is “No Soldier
or Officer should ever lose his life or
limbs in combat, because he was
inadequately trained.” That is the
essence of the training in the Indian
Army. With this aim & objective in
mind, ARTRAC came into being
on October 1, 1991 at Mhow in
Madhya Pradesh. Subsequently on
March 31, 1993, Headquarters
ARTRAC was shifted to Shimla, the
capital of Himachal Pradesh from
where it is functioning & successfully
creating Scholar Warriors ever since.
Presently, ARTRAC is commanded by
Lt Gen PM Hariz, who overtook the
command on August 1, 2015. The
General Offr is an alumnus of NDA,
Khadakvasla & was commissioned
into Mechanized Inf Bn, 16 MAHAR
(Para) on June 10, 1978.
The Seminar was attended by
Senior Officers from JAG Br from
Army Headquarters and various
Command Zones, Civil Dignitaries
including eminent Jurists, Professors
& Students from Law Colleges,
Nagpur, Judges from Bombay
High Court of Judicature (Nagpur
Bench), Officers from Air Force
Maintenance Command, Nagpur
and Station Officers. The scope of
October 1-15, 2015
the seminar was to address issues
specially connected and falling under
POCSO Act, 2012 and Protection of
Women from Sexual Harassment at
Work Places Act (Women Act), 2013,
with special reference to ‘Procedural
safeguards & conduct of proceedings
under Army Act.’ Gender inequalities
throughout the world are amongst
the most all-pervasive forms of
inequality. Gender equality concerns
each & every member of the society &
forms the very basis of just societies &
hence, the issue of Gender Justice is
of enormous magnitude & immense
importance. The days of yore when
women were treated as fragile,
feeble, dependent & subordinate
to men, should be a matter of
history. Gender equality & women
empowerment are the call of the day
& attempts should be made to achieve
satisfactory results. Every body should
be prepared to fight for the idea and
actualize the conceptual vision in
practicality. The mandate of POCSO
Act, 2012 under Sec 43, casts a
duty on Central Government & State
Governments to take measures to
give vide publicity to the provisions of
the Act and impart periodic training
on the related matters. Similarly
under Women Act, 2013, Sec 24
cast a duty on Govt. to take measures
to publicize the Act through info,
education on training awareness
and orientation on programmes.
The seminar especially focused on
applicability and implementation of
these acts in army environment and
to formulate guidelines to streamline
the processing of these cases.
The symposium proceedings
are being conducted by Capt Saloni
Parmar. It is interesting to note that
all the four instructors posted at IML,
other than the Commandant himself,
are women officers.

GOLDEN JUBILEE OF 1965 WAR
The Battle of Dograi
P
relude to Operations in Lahore
Sector (Operation Riddle)
11 Corps was to launch
simultaneous thrusts along the Axes
GT Road and Bhikkiwind-Barki with
the aim of securing the East Bank of
Ichhogil Canal (laterally echeloned
between the international border and
Lahore city)and in doing so, capture
vital bridges on the canal intact. 4
Mountain Division, 7 & 15 Infantry
Divisions were orbatted to the
Corps. By mid September, 7 Infantry
Division had successfully captured
Barki and 4 Mountain Division had
mauled Pakistan armour, creating
the Patton graveyard at Asal Uttar.
Glory had however eluded 15
Infantry Division.

with the artillery was preventing
much needed fire support, enemy
pressure was intensifying and the
demolished bridge was crumbling
away threatening to isolate troops
ahead of canal .
Under the
circumstances, 3 JAT was ordered
to vacate their gains by abandoning
Batapore, Attoke Awan and Dograi
and withdraw to Gosal Dial which
it did by 1715 hrs on September
6, 1965. A brilliant success was
allowed to slip away unexploited.
Lt Col Hayde standing amidst the devastation in Dograi (Picture taken from Sanik
Samachar of Jan 1966)
Dograi was a township that
stood on the East bank of the
Ichhogil Canal. The canal itself
had considerable defence potential
for the enemy and shielded Lahore
from Indian offensive thrusts.
Grand Trunk (GT) Road connecting
Amritsar and Lahore cut across it
near Dograi. The capture of Dograi
and bridges on the canal were thus
imperatives to progress operations
towards Lahore.
Initial Success (6 to 10 Sep 65)
On September 6, 1965, 3 JAT
crossed the IB, North of Wagah,
approached Gosal-Dial and cleared
all enemy resistance by 0700 hrs the
same day, thereby clearing the way
for further progress of operations by
the brigade. In this fight, 35 enemy
soldiers were killed and many
taken prisoner. Pakistan air force
struck targets on GT Road causing
significant damage to 3 JAT reserve
echelons. Despite casualties, the
battalion took on the mantle of
further advance till Ichhogil Canal, a
task initially mandated for another
battalion.
The unit raced for Ichhogil
Canal and captured the East Bank
October 1-15, 2015
by 1130 hrs. The gallant unit then
swung South and captured Dograi.
Rapidly exploiting its success, two
companies crossed the Canal over
remnants of a demolished bridge
and secured areas of Batapore and
Attoke Awan. Enemy counterattack
was repulsed. Having scored a
sensational success, the unit then
started looking over their shoulders
for the logistical support to hold on
to their objective. Enemy air action
had earlier strafed its administrative
convoy, lack of radio communication
Till September 12, 1965,
attempts were made to recapture
Dograi and GT Road Bridge by the
brigade but did not make headway
in view of Pakistan reinforcing the
sector. By September 19, 15 Infantry
Division Sector regrouped for fresh
offensive and 54 Infantry Brigade
was again tasked to capture Dograi
and the East Bank of Ichhogil.

3 JAT, after a most creditable
night advance, fell upon the flank
and rear of the enemy positions at
Dograi. The defenders were taken
by surprise. It was pitch dark, the
Jats and Pakistanis were all mixed
up. Inevitably there were close
encounters between the adversaries
and Dograi was captured at 0300

and flushing operations continued
wherein the Jats did not pause or

was cleared from Dograi. An extract

to assault it (Quoted from Sanik

officer and a few others were. We
must have been under the fire of at
least eight machine-guns at every
step we took. We had a lot of fresh
young troops. But we had made it
very clear to them, that there was
only one aim, and that aim was to
close the gap from the FUP, on the
objective from where the enemy
was firing, as quickly as possible,
whether it be in the open, whether
it be through cover, whether it be at
the run, whether it be on your belly.
There was to be no stop until they
had made the built up area on the
north-eastern and northern edge of
Dograi.
And this, I am really proud so
say, my young Jat Jawans did with
full valour, with full vigor, under the
terrific and dynamic leadership of
my company commanders, platoon
commanders and junior leaders.
Once my boys closed in with the
enemy on the objective, very intense
and severe hand-to-hand fighting
had to take place, because it was
difficult to get the enemy out of their
trenches. The enemy for obvious
reasons was not very keen to leave
their trenches and we for very
obvious reasons had to get in there
October 1-15, 2015
and push them out”.
The success at Dograi made the
enemy position at Mile 13 untenable.
The two enemy companies located
in this area fled across the canal.
By September 22, 13 PUNJAB had
secured their objectives and four
enemy Counter Attacks had been
beaten back at Dograi by 3 JAT.
Cease-fire came into effect on
September 23.

Summing Up
15 Infantry Division captured
Dograi on the eve of ceasefire,
an objective that had eluded
them for better part of the war. Its
spearhead battalion, 3 JAT wrote a
chapter in military campaigns that
is regarded till date as an “Epic”.
The Battle of Dograiis unique; there
are rare instances where only 523
determined attackers have gone
up against a defending force not
only vastly superior in strength but
also strongly entrenched in built
up defended area, 1000x800
yards in size, supported a large
number of tanks and un seemingly
by unlimited artillery support. It
is characterised by exceptional
valour of the Jat soldiers and
highly inspiring leadership. For
its exemplary display of courage
and determination, the battalion
was awarded the battle honour of
“DOGRAI”, and Theatre Honour
“PUNJAB”;which they earned with

INDO – PAK WAR OF 1965
Valour of Punjab Regiment and Brigade of Guards
E
ighteen years after the first Indo-Pak War, and after
having modernised its armed forces, Pakistan once
again sent thousands of armed infiltrators into the State
of Jammu & Kashmir in 1965, with a view of annexing
the State. It timed and ill planned, this ‘misadventure’
back fired due to a strong reaction from Indian forces
and total lack of support from the local population of the
state. In this war, nine battalions of the Punjab Regiment
were fully committed, with many coming out with flying
colours, winning numerous honours and awards in the
process. In Jammu & Kashmir itself five battalions of the
Regiment took part.
In the Uri Sector, after the failure of an initial
battalion attack launched by 1 Para (Punjab), one of
its reinforced companies under the command of Major
(later Lt Gen) Ranjit Singh Dyal, captured the famous
Hajipir Pass on August 29, after a heroic battle. Apart
from winning the Battle Honour of ‘Hajipir’, this unit
also earned one MVC, one Vir Chakra (VrC), two Sena
Medals (SMs) and four Mentioned-in-Despatches. The
Maha Vir Chakra (MVC) was awarded to Major Dyal.
In the same Sector that very day, the capture of
Bedori feature near Hajipir became possible due to
determined efforts of all ranks of 19 Punjab under the
command Lt Col Sampuran Singh. He was the proud
recipient of both MVC and VrC respectively. The unit
also won the Battle Honours of ‘Bedori’ and ‘Hajipir’.
Artillery in action
In the Kargil Sector, 2nd Punjab (1 Guards) was
ordered to evict Pakistani forces which had crossed the
Cease Fire Line (CFL) and occupied the 13,060 feet
high feature known as ‘Kala Pahar’. In May 1965,
Pakistan had increased hostilities along the Indo-Pak
In the Akhnoor Sector, 9 Punjab took part in the
Kalidhar area where it repulsed two ferocious attacks on
September 6 and 9, 1965. The unit earned one VrC,

Jammu and Kashmir. The Pakistan Army had occupied
Kala Pahar and adjacent features, thereby dominating
Srinagar-Kargil-Leh road. On June 2, 1965 the unit
fought a gallant, almost hand-to-hand battle lasting
more than six hours. On June 5, 1965, after a battle
lasting six hours, the first battalion of Brigade of Guards
successfully eliminated the enemy and re-occupied Kala
Pahar. Though it suffered heavy casualties, it inflicted
almost twice the number of casualties on the enemy,
thus earning on VrC, two SMs and various other awards.
In the same sector 17 Punjab was directed to
capture Point 13620, which was occupied by Pakistani
troops. In a brilliant action involving a silent attack, the
unit accomplished the task on August 15, 1965 without
any casualty.
In the western sector of Punjab, four Punjabi
Battalions participated in the war. 7 Punjab (now 8

tasked to capture the Ichogil Canal as part of a brigade
offensive. The leading battalion 3 Jat, which had crossed
the Canal on September 8, had to move back and the
brigade redeployed at Wagah Check Post.
On September 22, 13 Punjab (Jind) was tasked
to attack Dograi, an industrial town on the suburbs of
Lahore. It advanced astride the famous Grand Trunk
(GT) Road with a view to assault its objective frontally.
Due to heavy enemy opposition the attack was stalled,
but once a combined and determined assault went in,
the objective, to include Milestone 13, was captured, In
this successful battle four Sherman tanks, eight Jeeps, six
Recoilless Guns (RCLs) and a large quality of arms and
ammunition were captured, and both Jat and 13 Punjab
earned the Battle Honour of ‘Dograi’.
