The Upper Takaka Rural Fire Force has
reached a milestone. Twenty-five years of
community service was applauded with
a retrospective at a recent celebratory
gathering.
Chief fire officer Jon Harwood
congratulated Tasman District Council and
the Government for recognising the need to
fund rural fire forces. He acknowledged Cr
Paul Sangster, Deputy Mayor Tim King and
former TDC community services manager
Lloyd Kennedy for establishing the current
station in 2002 and for their continued
support. He proclaimed the importance of
local solutions for local issues.
The Upper Takaka force started out in a
shed that resembled a bus shelter and had a
single vintage Bedford appliance.
“What could go wrong did go wrong,”
confessed Jon. Today, the team operates
three appliances and is trained in traffic
management as well as fire-fighting.
To celebrate the silver jubilee, all members
were given recognition, and Forest and Rural
Fire Association of New Zealand (FRFANZ)
medals were presented for the first time.
The newest rural fire-fighter received a
certificate and all other members received
three-year medals and bars. Two long-serving
volunteers, Steve Baker and Ivan “Whippy”
Riordan, received their gold stars for 25 years
of meritorious service. Doug Ashford, now
retired, was present to receive accolades.
Jon acknowledged those rural fire mentors
who had inspired the younger volunteers. Of
special mention were the late George Duff,

the former rural fire officer, and the late Neil
Eder, the former principal rural fire officer.
These roles are now ably filled by Neil
Gardiner and Ian Reade, respectively.
The Takaka Volunteer Fire Brigade was
marked for special mention as the Upper
Takaka team’s comrades.
“It is a privilege to work alongside you,”
said Jon, “except when you K28 us.” In layspeak that means turning them back.
Vegetation fires present a major risk
to people and property. Rural Fire and
the Department of Conservation bear
responsibility for the national parks and open
land that envelops Golden Bay. This season
the forecast is already on alert. All open fires
require a permit. Contact rural fire officer Neil

Golden Bay Recreational Facility’s final plans
The Gibbons Construction team presented
the final plans for the new Golden Bay
Recreational Facility last Thursday. The user
groups were given a slide-show presentation
of the concept design, floor plan and site plan
before being taken on a virtual tour.
All the sports clubs, the A&P Association
and GB Contract Bridge club were taken
through the front door and into each space,
the function centre, meeting room, squash
courts, gymnasium and then upstairs to the
mezzanine with views overlooking the gym,
courts and fields. The final stop was into the
changing rooms and then out to the sports
fields.
The plans received unanimous approval
and were met with enthusiasm and
excitement.

chief operating officer, talked about the
collaboration with Lance Robinson of
Specialised Structures. This enabled the
gymnasium design to stretch to a full-size
netball court and still be within budget.
“While Gibbons is awarded major projects
in Nelson and Tasman this will be our first
project in Golden Bay and we are thrilled.”
Dean Lund, Rec Park Centre Project
chairman, was forthright in asking, “Does
anyone have any grumbles, if so speak
up now, if not then we will proceed to
the detailed designs and council consent
applications”.
John Byrne, GB Squash Club rep,
congratulated the working party, Red Box and
Gibbons. “You have achieved a design that
has exceeded our expectations and which
will give us a fantastic new facility. Well done
Dean and team. Also, it’s a bonus to be able
to retain the current building while the new
building is underway.”
The design and build proposal costs remain
below the allocated budget of $3.6 million,
of which $3.2 million will be provided by
Tasman District Council.

Reg announces candidacy
By now readers of The GB Weekly will know of my drama
at the TDC chambers. I would like to thank councillor Bouillir,
for coming in to bat for me on time extension. However I
was disappointed that the remaining 11 councillors did not
support her. To have to close one’s business for a day, drive
six hours to the venue to be given three minutes to address
a 10-paragraph document taken weeks to prepare by council
staff, flies in the face of natural justice, fair play and the
democratic right for free speech.
No wonder Golden Bay ratepayers do not go over the hill
to debate with full council.
Changes must be made to rules of this nature.
This letter is to confirm I will stand next year to represent
our ward. My goal will be to fight and challenge the slings
and arrows of outrageous bureaucracy. To restore power to
our elected councillors, respect to their office and their duty
to ratepayers, as those first to serve. We must stop the culture
of councillors being servants of staff.

There are “stop” signs at the corner of Clifton Road/Boyle
Street and the main highway. There are yellow “no passing”
stripes on the highway. Obviously drivers need to take care
at this intersection.
So, why do so many drivers not stop properly at these
“stop” signs? Nothing to live for?
At an intersection controlled by a “stop” sign: come to a
complete stop (do not just slow down); stop where you can
see vehicles coming from all directions; stay stopped until
you have given way to all other vehicles (this includes cycles
and motorcycles, etc); you must not go until it is safe.

The Garden of Remembrance
Having just taken time to explore this great addition to the
Takaka landscape, I want to thank and congratulate all who
played any part in creating this place of peace.
It was a real joy to walk slowly around, enjoying all that
is there. For it is a garden full of colour and warmth and
peace.
I was moved and delighted to see not only memorials for
New Zealanders killed in world wars caused by political
leaders; but also memorials for those killed in Māori land
wars, and for fallen foes.

Taiwan cherry trees
I know killing trees is topical in Golden Bay right now, so
my question is why aren’t locals killing the Taiwan cherry
that is spreading and will eventually threaten treasured
natural areas?
Staying in Parapara last weekend I was dismayed to see
large specimens there that will be spreading this invasive
plant throughout the area. I note it is also widespread in
Collingwood and no doubt many other parts of Golden Bay.
Here in Nelson, at Atawhai, we have seen how prolific the
Taiwan cherry is and how it established under native forest
cover. You have an opportunity to act now and remove this
plant that has become a real threat to our biodiversity.

I’ve followed the flag debate with some amusement.
The instigator of this farce, John Key, let it be known that
he favoured a design incorporating a silver fern, so the
independent selection panel chose three silver ferns and an
unfurling fern. Social media reared up and had the so-called
“Red Peak” flag added to the list. This seemed to me an
acknowledgement the Chinese would be taking over and
the name of Mount Cook would be changed to Red Peak.
But now it looks as though we’ll be joining the TPP and the
solution is simple. Just delete the Union Jack and replace it
with the Stars and Stripes. $26 million well spent to keep our
minds off more serious matters.

GB Community Board meeting: Part 1
At the November Community Board meeting, six people
attended the public forum, with two presentations from
members of the public.
The morning was kept interesting by a lively and somewhat
heated discussion on the recreation centre project, a
presentation by Laurence Boomert on his new project The
Community Game, and a celebratory morning tea in honour
of Crowther Reynish’s contribution to the community.
Takaka Memorial Park. Alan Vaughan was first up at the
public forum to discuss a hard-to-see step just under a foot
high near the roadside of the newly completed Memorial
Park in Takaka. Alan said he had trouble navigating the step
on his mobility scooter. He presented some photos of its
poor visibility to the public eye. The board agreed something
would need to be done.
Golden Bay Recreational Facility. Sara Chapman and
Dean Lund from the Golden Bay Shared Recreation Facility
Inc (GBSRF) updated the board on the progress of the project,
and presented the plans. Dean commented on the huge
amount of positive feedback from local clubs and groups,
and said that costing had showed that the design could be
built well below the $3.6 million budget.
Gibbons Construction was formally appointed by council
on 14 October, and a working party meeting to finalise plans
was held on 21 October. A presentation of those final plans to
all user members was held on 5 November, with construction
to commence on 1 February.
However, an email was sent both to GBSRF and Gibbons
on 9 November from project manager Don Robertson
announcing that “all design/project work needs to cease
immediately until we have received authority from the council
to accept the increased costs”.
Unbeknown to the councillors and GBSRF, the tender
panels committee had capped the budget at a level below
the $3.6 million, despite requesting specified variations to
increase the size of the function room and kitchen, as well as
provision for another set of toilets. In addition, civil engineers
Aurecon NZ have identified that the building will require a
firewall along the boundary with the A&P land, which adds
$50-60,000 of unforeseen costs.
Project fundraiser Sara Chapman commented: “We believe
Gibbons Construction has delivered a fantastic plan well
below budget. Why have they been asked to stop? Council
process defies logic.”
Dean raised his concerns about potential delays. “With the
firewall, the revised numbers have come in $120,000 below
$3.6 million, and we’re getting more than we planned for.
What is the problem?”
TDC community development manager Susan Edwards
provided a clarification. “We need to work through the cost
that Gibbons has given us to see whether it is a fair price. If
we accept a tender and then introduce a variation, we just
need to check that is an accurate figure.” Dean replied that
the tender panels committee did not have the expertise to
make that assessment.
Sara concluded: “As council funding is set at $3.2 million,
any expenditure above that amount is from the community
contribution. As a community we choose this plan with no
further budget cuts.”
Building and resource consents. Mrs McClellan expressed
enthusiasm for the seminar/clinic/workshop for building,
intended to answer all queries on the topic of building
consents and resource consents. In attendance will be the
building inspector and the resource consent planner. Carolyn
described it as “a wonderful opportunity”. The free seminar
will be held at the Takaka Fire Station today, Friday 13
November, at 10am, with a repeat seminar at 1pm.

Community gardens
International shamanic teacher Elisabeth von Madarasz
will return to Golden Bay this month to share experiential
tools for connecting to personal mastery and growth.
The workshop “5D Tools to Transmute and Transcend a
3D World” promises to be worth the long wait.
Elisabeth has trained and taught with Sandra Ingerman,
Robert Morningsky and is a graduate of the Tom Brown
Jr Survival and Philosophy workshops. In 1998 Elisabeth
founded the Academy of Shamanic Studies (NZ) which
aims to share in a way that honours the spiritual purpose
and cultural heritage of each person as well as the Spirit
and vibrations of the land. Elisabeth will also be available
for shamanic healing sessions during her time in the Bay,

Gardens are a loom-weaving workshop (14-15 November)
with Henny Pemberton, and “Get Growing,” a hands-on
course over 20 weeks with trustee, secretary and gardening
guru Sol Morgan. School-holiday programmes are also on
offer, including artistic sessions in a space “where everyone
can be messy to be creative”.
As summer approaches, an Open Day invitation will be
extended so Shamanic workshop Submittedat groups can
see what is on offer and view the rentable spaces. “We are

Pohara Hall available: future uncertain
After some months of uncertainty about the availability of
the Pohara Hall, there is now a level of short-term certainty.
The hall will be freed up for other bookings over the next
year at least.
“We are mindful of the stress the arrangements had placed
on those who had made previous bookings,” says Timaru
District Council communications advisor Chris Choat. “In
opening up the hall to future bookings we need to make
people aware that its longer-term future may still change.
Current bookings will be honoured but new bookings will
be limited to dates through to January 2017.”
Mr Choat explains that TDC has said that with the
development of the new Golden Bay Recreational Facility,
one of the nearby halls will have to close.
“While no decision has been made, the Pohara Hall
could be considered for closure. A full consultation process
on which hall is to close will be undertaken next year. It’s
expected the possible future use of the hall will be an ongoing
discussion with the community.”
This is in line with statements he made in August,
describing “a process that will include plenty of opportunity
for people to have their say.”
Pohara locals say they welcome the certainty offered by
the decision to honour existing bookings and take new ones
for the next year. Some are critical of the process by which
council has apparently begun negotiations on possible future
uses of the hall before undertaking the promised public
consultation about the hall’s future.
“The process has been done upside down,” says Reto
Balzer from Pohara. “Council must consult with the Pohara
community first, before talking to prospective new users.
There are big questions around whether the land and the
hall can even be put to any other kind of use. That hall is a
gem. I think the community should get a committee together
to look after it and safeguard it.”

Spring = Lamb. There is
no question about this as we
see those little Fozzie-Bear
faces frolicking around the
paddock every time we go
out for a drive.
I realise that for many
of you, the very thought of
having that cute little bundle
ending up on your dinner
plate is quite offensive. And,
because we are all different
(and we should celebrate our
differences), there are also
some of us who are happy
to hear the smoky sizzle of
meat on the BBQ.

And, yes, the very sight
of a burnished leg of lamb
emerging from the oven,
meat literally falling from
the bone, is a beautiful sight.

lamb recipes come from this part of the world— Greece and

We served this with some tarted-up couscous. I just love
the vibrant juicy explosion of pomegranate seeds, and the

addition of pistachios, pomegranate seeds and fresh mint
1 shoulder or leg of lamb
gives the dish an exotic Middle Eastern taste, feel and look.
2 carrots, chopped
1 onion, sliced
Couscous with pistachios and pomegranate
6 cloves of garlic, peeled and left whole
2 tablespoons of olive oil
50ml olive oil
1 onion, finely chopped
Juice of ½ lemon
2 cups of wholemeal couscous
1 teaspoon of sea salt
1 cinnamon stick
10 grinds of black pepper
1 teaspoon of ground cumin
1 teaspoon of dried oregano
½ teaspoon of turmeric
2-3 sprigs of rosemary, leaves detached and chopped
3 cardamom pods, bruised
2 cups of water
Sea salt
Heat the oven to 170°C
Ground black pepper
2½ cups of chicken or vegetable stock
Place the carrot, onion, and garlic in a large roasting pan.
Zest and juice of half a lemon
Place the lamb on top. In a bowl, mix together the olive oil,
1 handful of fresh mint leaves
lemon juice, salt, pepper, oregano and rosemary. Pour this
½ cup of pistachios
over the lamb, rubbing it into the meat. Pour 1 cup of water
seeds of 1 pomegranate
into the dish, cover well with tinfoil and place into the oven.
Cook for four hours, adding the remaining cup of water half
way through cooking. If the lamb is well coloured it can be left
to rest for half an hour before serving; otherwise place under
the grill for a while until well coloured. Strain the juices and
remove any fat from the surface. Keep warm. Pull the meat
apart using two forks and serve with the gravy on the side.

Heat a heavy-based pan over medium low heat. Place
the oil and the onion into the pan and stir until the onion
has softened and is turning golden around the edges. Add
the couscous and stir around for a minute to gently toast the
grains before adding the spices. Stir around for another minute
and add the stock and lemon zest and juice. Raise the heat,
bring to a boil and stir to keep the grains separate. Cover
with a lid, lower the heat and cook for a couple of minutes
until the couscous has absorbed all the liquid. Keep warm
until serving. Fluff up again using a fork. Turn onto a serving
dish and scatter the nuts, seeds and mint over the top. Serve
immediately with the lamb.

Another great taste of spring lamb comes by serving it
grilled with a new potato salad. This is quick, easy and tastes
as it should, full of flavour sensations. The mint brings it all
together. This is a loose recipe so you can chop and change
amounts to suit.
New potato salad
New potatoes
Mayonnaise
Grainy mustard
Salt and pepper
4 lamb chops per person
Steamed asparagus
A good handful of fresh mint leaves
Olive oil
Place the potatoes into a large pot of salted water and
add a sprig of mint. Cook until just tender when pierced
with a fork. Drain and set aside to cool. Mix together some
mayonnaise, mustard, sea salt and ground pepper and stir
through the cooled potatoes. Before serving, scatter the salad
generously with the fresh mint.
Brush each lamb chop lightly with olive oil, and season.
Cook for a couple of minutes on each side until well coloured
and still moist and pink in the centre. Serve with the potato
salad and steamed asparagus.

Designated NZMCA area at Tarakohe
Council is working on a long-term solution for a situation
on land near the Pohara Boat Club.
In an effort to manage competing uses in the short term,
an area next to the boat club has been designated for
self-contained parking for NZ Motor Caravan Association
(NZMCA) motorhomes and caravans. This will allow the use
of the rest of the land for a wider group of users
The short-term arrangement has been discussed with the
Golden Bay Community Board, Port Tarakohe Advisory
Group and the Pohara Boat Club.
The land is a local purpose reserve for harbour works and
recreational use, and is used by a wide number of groups.
Over time the number of motorhomes and camping vehicles
has increased, inhibiting access by the wider community.
The designated area will be overseen by the NZ Motor
Caravan Association on a licence to occupy basis. This is a
short-term arrangement for this summer only. Members of the
association will be given the combination for the padlock on
the gates securing the area. Small works have been carried
out to tidy and contain the area in preparation for this use,
in particular the entrance. No consents are needed, and
members of the NZMCA are contributing volunteer labour.
By providing a designated area for self-contained
campervans, it is hoped that pressure on other recreational
areas will be eased – providing more opportunities for
picnicking and recreational activities by tourists and locals.
There will be no long-term commitment to any arrangement
until the strategy for Port Tarakohe has been adopted by
Council after community consultation.

Last weekend Golden Bay axemen Steve Winter and Dave Gowland
competed for the first time this season against competitors from the
South and North Islands, Victoria, New South Wales and Queensland.
The standard was very high, meaning that one little mistake or small
defect with the log would be enough to put you out of contention for
that race. On Saturday the chopping took place at the Blenheim Show.
The results were completely dominated by the Australians, with a strong
chop by Steve to finish third in the big standing event, being one of the
few highlights for the Kiwi axemen. Steve also made the small standing
final while Dave made the small underhand final, both finishing in the
middle of the field. The Speights Ale House in Nelson was the venue
for Sunday’s event. This was almost a reversal of the previous day,
with New Zealanders getting the better of the results. Both Golden Bay
axemen were featured in the placings. Steve made the final of the small
standing, small underhand and big standing, with a second placing in the
small underhand. Dave made the final of the small standing, big standing
and big underhand, with a third placing in the small standing. Steve and
Dave then joined forces to compete in the two-man combination event,
a relay race where the first axeman cuts an underhand and the second
a standing. They finished in second place.
Gerry Draper. Sadly Gerry died on Monday 9 November. A
service will be held for Gerry tomorrow, Saturday 14 at 2pm,
at the Pohara Boat Club. All of his many friends are invited
to speak, to write thoughts down to be read out, or to just

Notice of Road Stopping
Summer Irrigation Water Metering
Tasman District Council is notifying its intention to stop a portion of un-named and unformed
legal road which runs alongside the Anatoki River from the southern end of McCallum Road
to a dead end where the legal road stops. The proposal to stop this section of unformed road
is being considered pursuant to Schedule 10 of the Local Government Act 1974.
The road proposed to be stopped is shown as Section 1 on SO Plan 487432. The land area
is 1.6429 hectares.
The road stopping application is being made by Rainbow Valley Community Ltd which owns
freehold land adjacent to the road to be stopped. The road itself is 40m wide in most places. If
the road stopping is approved, the public will retain the right to use a minimum of 20m of public
road and other public land adjacent to the Anatoki River. If the applicant is able to acquire the land
involved, it has offered a 10m wide esplanade strip alongside the Anatoki River where there is
no legal access at present. When combined with the 10m wide esplanade strip, public access will
be possible from the northern end of McCallum Road to the Southern end, alongside the river.
A number of dwellings encroach onto the legal road corridor. The proposal is intended to
improve legal access alongside the Anatoki River, while allowing the applicant to acquire the
legal road underneath the dwellings. An unformed portion of McCallum Road is to be moved
slightly to the south. The width of the road will remain the same.
