Topics are listed alphabetically. Absences Parents should notify the school when their child is going to be absent for any reason. Elementary parents should contact their school offices. Middle school parents should contact their child’s house office at 456-6010, and high school parents should contact the attendance office at 861-8591 ext. 1105. This allows school personnel to know that your child is home, safe, and that you are aware of the absence. Access to records of the school district Requests for information available according to the provisions of the Freedom of Information Law should be addressed to the Records Access Officer, 8 School Road, P.O. Box 18, Guilderland Center, NY 12085-0018. APPR ratings and scores All Guilderland Central School District parents or legal guardians have the right to request Annual Professional Performance Review (APPR) quality ratings and composite effectiveness scores for their child's current year teacher(s) and principal(s). Visit the district website, www.guilderlandschools.org, to download a teacher/principal score request form. Athletic booster clubs Students in the Guilderland athletic program receive support from parent booster clubs. Participating parents experience many rewards through these groups. We encourage you to join your child’s booster club. For more information, contact the director of health, physical education and athletics at 861-8591 ext. 4000. Attendance There is a significant correlation between attendance and achievement. Please make every effort to have your child attend school on a daily basis. Family trips and vacations should be arranged to coincide with scheduled school holidays and vacation periods. Supporting your children’s health and attendance will be a positive contribution to their educational success. Body Mass Index (BMI) Screening As part of the required school health exam for students in grades 2, 4, 7 and 10, each child’s height and weight is measured. These numbers are used to calculate a student’s body mass index (BMI). The district must submit a general summary of this information to the NYS Department of Health on an annual basis. No information about individual students will be included. However, if you do not want your child’s weight status information to be included as part of the general summary, you may opt-out by notifying your child’s school nurse in writing. Board of Education meetings Guilderland Board of Education meetings are held twice a month, usually on Tuesday evenings, at Guilderland High School. They are televised live on Guilderland’s cable educational access Channel 16. Dates for these meetings are listed in this calendar and on the district website. An agenda of the items of business to come before the board will be made available to visitors. Anyone wishing to address the board on topics of interest or concern may do so at the beginning or toward the end of the meeting during the “Public Comment” sections. You should call ahead to the district clerk at 4566200 ext. 3125 to ensure inclusion on the meeting agenda. Board of Education policies A manual of all policies approved by the Board of Education is available online at www.guilderlandschools.org. Included in the manual are such policies relating to student privacy, Title IX student complaints, bullying prevention, instructional goals, computer acceptable use, and much more. Building Cabinets Each Building Cabinet is a component of the Guilderland School District Shared Decision Making Plan. Representative staff members and parents comprise the Building Cabinet. The purpose is to assist with school operations, coordinate district priorities and policies, and help create a positive learning environment. In general, meetings are held once a month. Continuing education Continuing education classes for adults are offered all year long, beginning in September. A complete listing of courses and a registration form are mailed to residents prior to each session. For more information, call 861-8591 ext. 5080. Discrimination New York's Dignity for All Students Act and Guilderland Central School District’s policy #5010 prohibits discrimination based on race, color, gender, creed, religion, national origin, disability, age, sexual orientation, military status or marital status and will not tolerate any form of unlawful discrimination or harassment. Any parent, student or district employee who believes they have been discriminated against based upon race, color, gender, creed, religion, national origin, disability, age, sexual orientation, military status or marital status should contact one of the district’s Title IX Compliance Officers: Dr. Lin A. Continued on next page District elections School district elections are held in the five district elementary school buildings. Residents must vote at the school in their attendance zone. To be eligible to vote, residents must be: A citizen of the United States, At least 18 years of age, A resident with the district for at least 30 days prior to the vote, and Registered to vote either in the general elections or with the school district. The Board of Education election and 2015-16 budget vote is scheduled for Tuesday, May 17, 2016. For more information, call the district clerk at 456-6200 ext. 3125. Enrollment and registration All new students entering the Guilderland Central School District must register at the District Office, 8 School Road, Guilderland Center. Appointments for registration are not required, but are preferred. Hours of registration are Monday through Friday, 9 to 11 a.m. and 1 to 3 p.m. Please contact District Registrar Zeynep Rice at 456-6200 ext. 3109 to make an appointment. New district residents with preschool-age children are also asked to register their child/children with the district. In addition, residents who are aware of families moving into or out of the district are encouraged to contact the district. Facilities use Community use of district buildings is encouraged by the Board of Education. Fees are charged to defray associated expenses. Interested groups should make arrangements by contacting Erin O'Hara at 861-5246 ext. 301 (field and gym use) or the appropriate school building main office (building and room use). Since facilities are used extensively by many groups, requests should be made early. Liability insurance coverage is required. Free or reduced price school lunch/breakfast In accordance with the National School Lunch Act, the Guilderland Central School District provides free or reduced price school lunches/ breakfasts for students from needy families. Application forms are included in the envelope along with this calendar and transportation newsletter, which are mailed to all parents in August. Forms are also available online via the district website and in all school offices. Families must apply each year even if they have participated during the previous school year. Immunizations New York state requires all children to be immunized against polio, rubella, diphtheria, mumps, measles, hepatitis B, and varicella (chicken pox) or have medical documentation should the child have already had the disease. Parental recall is not acceptable. Students who are entering 6th grade and who are 11 years of age or older must receive an immunization containing tetanus toxoid, diphtheria, and acellular pertussis (Tdap). Proof of immunization for new students must be presented for admission. Kindergarten admission To be enrolled in kindergarten, a child must be five years old on or before December 1 of the PROPERTY TAX EXEMPTIONS Guilderland Central School District property tax exemption for residents older than age 65 as well as for property owners with disabilities and limited income (continuation of existing policy). The exemption follows the same sliding income scale as the regular senior citizens’ exemption along with age requirements. New York State “enhanced” STAR (School Tax Relief Program) exemption for homeowners 65 years or older with combined gross spousal incomes of no more than $84,550 (based on 2014 income tax return). New York State “basic” STAR program for all homeowners of all ages and income levels. To apply for any of the school tax relief programs, residents should contact their town assessor’s office for more information. New applications are due by March 1, 2016 and will be effective with the next school tax bill. The Alternative Veterans Exemption for eligible military veterans. Veterans with already approved exemptions on file with their local municipality do not need to reapply for a school tax exemption. However, new exemption applications must be filed with the town assessor by March 1, 2016. For more information on the Alternative Veterans Exemption, please visit the district website. Birth certificates are required at registration. Health information, proof of immunization and proof of residency are necessary for admission. Music Parents & Friends Association Students in the Guilderland music program receive support from parents at all levels— elementary, middle and high school. For more information on this parent group, please contact your child’s music teacher. No-fault claims Under the New York State No-Fault Law, a student injured while riding a school bus must collect benefits from his or her personal auto insurer or, if the student has no auto, the insurer of a relative with whom the student resides. Students should only file a claim with the school district if there is no auto policy in their household. Physical examinations All new students and students entering grades kindergarten, 2, 4, 7 and 10 must have a physical examination by either their family physician or the school physician. In addition, dental certificates are requested at the time of physical examinations. For a list of dentists that provide free or reduced-priced exams, please see your child’s school nurse. The district provides annual vision screening for students in grades K-3, 5, 7, 10 and new entrants; hearing screening for students in grades K, 1, 3, 5, 7, 10 and new entrants; and scoliosis screening for students in grades 5 through 9. S C H O O L D I S T R I C T Private/Parochial textbook loans Students living in the Guilderland Central School District who will attend a private or parochial school during the 2015-16 school year will have textbooks delivered to the schools they will be attending by the Capital Region BOCES. PTA/PTSA Each school has a Parent-Teacher Association. At the high school, students are also included. These groups hold monthly informational and planning meetings as well as special programs. Contact your school principal for more information. PTA Council Each building PTA appoints one of its members to serve on the district-wide PTA Council. Meetings of the Council are held at the District Office and are usually on the first Monday of each month. The Council holds fund-raising activities for the student scholarship fund and sponsors district-wide programs for parents. The Council is a respected part of school governance that is invited to provide representatives at all special purpose committees established by the Board of Education. Pupil records Parents or legal guardians are entitled, by appointment, to inspect the records of their child under 18 years of age. At the time of inspection, appropriate school personnel must be present to prevent any misinterpretation as to the meaning of the records. Release of children from school Board of Education policy provides for the release of children from school to authorized persons only. Each year, parents will be asked to designate, in writing, any persons so authorized. Release of information to the media Please see the inside front cover of this calendar. Release of information to military recruiters Pursuant to the federal No Child Left Behind Act, the school district must disclose to military recruiters and institutions of higher learning, upon request, the names, addresses and telephone numbers of our high school juniors and seniors. However, parents or students may request, in writing, that the district NOT release such information. Parents, or students who are at least 18 years old, wishing to exercise their option to withhold their consent to the release of this information must contact the high school principal’s office no later than October 13, 2015. Religious observance The Commissioner of Education has recognized religious observance days whenever they fall on a day when school is in session. Pupils may be excused from classes upon prior written request of the parent or guardian. Reporting to parents At the elementary level, conferences and report cards are used to inform parents of their children’s progress. Parent and teacher conferences will be scheduled for all students at the end of the first quarter. Spring conferences will be scheduled for all students in grades K-2 and may also be scheduled, upon request, for students in grades 3-5. Parents and teachers may also request a conference whenever it is deemed necessary. Elementary report cards will be posted to the SchoolTool Parent & Student Portal on the dates listed in Continued on next page this calendar. In the middle and high schools, interim reports and quarterly report cards are also posted to the Parent Portal. Conferences may be arranged by calling the teacher or guidance counselor. School closing announcements School closings, delayed openings and early dismissals resulting from weather conditions or emergencies will be announced over TV stations 6, 8, 9, 10, 13, and Guilderland's cable channel 16. In addition, the district lists any changes in the daily schedule on its website, www.guilderlandschools.org, and on the district's Facebook and Twitter pages. Parents will also be notified of school closings and delays via the One Call Now telephone alert system and can choose to sign-up at the website to receive school closing announcements via e-mail and text message through the district’s School News Notifier service. Closings will typically be announced by 6:30 a.m. Whenever schools are closed for emergency reasons, continuing education classes and other school activities will also be canceled that night. Senior citizen passes to school activities Courtesy passes are granted to all senior citizens age 60 or older residing in the Guilderland Central School District. The pass entitles the holder to discounted or free admission to many school activities including concerts, plays and sporting events. The passes are distributed by the Town of Guilderland in cooperation with local senior citizen groups and are available in the Senior Office at Town Hall, Route 20. Students with disabilities The Guilderland Central School District provides educational programs for students with disabilities. Most of this programming occurs in the local school setting. Each student’s program is individually planned with a goal of improving the skills necessary to function independently. For information, call the Office of Special Programs at 861-8591 ext. 1002. Student accident insurance Student accident insurance applies to accidents related to authorized school activities. There are limitations and exclusions. Expenses resulting from an accident are limited by the fee schedule. These expenses must be submitted to the health and accident plan held by the parents or guardians of the injured student. This is a necessary first step. The school’s plan will meet certain costs in excess of those covered by the family’s plan. A claim must meet the following criteria: • The school nurse must be notified of the accident and the need for medical treatment. • Insurance forms should be obtained from the school nurse. • Claims must be submitted within 90 days of the accident. • Medical attention must be given within 156 weeks of the accident. • Accidents resulting from student behavior problems are not covered. Social work services In recognition of the complex and sometimes stressful lives of families, the school district offers professional services to children and families with problems that affect school performance. The district’s social workers provide individual and group support. Your building principal can help you contact a school social worker. Summer school The district, in cooperation with the Capital Region BOCES, offers a summer school program at the high school for students who want to retake courses not successfully completed during the school year. Tax ID code The Guilderland Central School District tax identification code for New York state income tax returns is 246. to private and parochial schools, within the 15-mile limit. Requests must be made no later than April 1 and must be submitted on a yearly basis. New residents have 30 days to submit daycare transportation requests. Volunteers The Guilderland Central School District seeks volunteers to assist its teachers in a variety of ways. If you would like to volunteer, contact the principal in the school where you would like to offer your services.
