Mission and History
Established in 1931 the mission of the Washington County Museum of Fine Arts
is to collect, preserve, interpret, and exhibit art of lasting quality for the citizens
of Hagerstown, Washington County, and the surrounding region. The mission is
implemented through the development, interpretation, and care of art collections;
creation of original and educational exhibitions; and presentation of interpretive
lectures, concerts, films, art instruction, and other programs to ensure that visitors
gain a better appreciation and understanding of the fine arts. The Museum has
been recognized as one of the finest small museums in the United States. The
presentation and care of art collections, and associated interpretive activities
requires the maintenance of a specialized and architecturally significant building
and grounds. The Museum’s historic building is protected by an Easement of the
Maryland Historic Trust.

The Washington County Museum of Fine Arts has an enduring commitment to arts
education and to the support of regional artists. The Museum regularly offers studio
art courses, art historical lectures, concerts, and exhibitions from its permanent
collection and traveling exhibitions.

Accredited by the American Alliance of Museums (formerly American Association
of Museums) since 1976, the Museum’s collection includes over 7,000 works of art.
The Museum actively collects works of art in the fields of American Art, international
collections in keeping with the vision and desires of its’ founders, Anna (Brugh)
and William Henry Singer, Jr., and world cultures and art of the region. Their
generosity and that of subsequent collectors has resulted in a remarkable collection
with strengths in American Art, including works by the Peale family, Benjamin West,
Frederic Church, Thomas Moran, John Frederick Kensett, William Merritt Chase,
Wayland Bartlett, Childe Hassam, and Norman Rockwell.

Greetings from the President & Director
The Washington County Museum of Fine Arts serves the four-state region as its major cultural institution, open six days a
week, offering free admission to a nationally recognized art collection and numerous lively programs, educational offerings
and concerts. Completing 82 years of service, the Museum supported regional tourism and economic development initiatives.
The Museum hosted tourists from 45 states, Washington, D. C. and 25 foreign countries this year.
The Museum settled into the second year of the Institute of Museum and Library Services (IMLS) funded collections inventory,
launched the “Valley of the Shadow” exhibition as part of the region’s 150th Commemoration of the American Civil War,
and produced an exhibition catalog and associated monthly programming. The Museum loaned works of art to important
exhibitions. The Museum’s Thomas Birch Shipwreck painting was part of a very successful exhibition and accompanying
book Shipwreck at the Philadelphia Museum of Art. The Museum’s John Hesselius Portrait of Mrs. Thomas Gough was loaned
to the important exhibition, “Painters and Paintings of the Early American South,” at Colonial Williamsburg Museums. In
conjunction with the IMLS funded Collections Inventory, consultant Mary Case facilitated a Part II collections committee
discussion about quality, focused on different areas within the collections, and the Museum hosted a visit from two senior
programs officers of the IMLS and half-day collections assessments by paper conservator Nancy Purinton and art glass/art
pottery collector Michael Merson. Collections staff applied for and received a re-CAP (Conservation Assessment Program)
for a complete collections stewardship assessment conducted by certified conservator Hanna Szczepanowska.
The Museum sponsored highly successful bus trips to museums in Philadelphia, Delaware, and Washington, DC. Museum
staff undertook a review of the Museum’s library holdings led by Baltimore Museum of Art Library Director, Linda TompkinsBaldwin. The Thursday evening Civil War Lecture Series was presented 13 times and became rooted and successful. Maryland
poet-laureate, Stanley Plumly, read at the Museum. The Singer Society’s “In and Out” series provided stimulating and creative
educational opportunities to the volunteers. The members of the Singer Society presented the 11th Annual Treasure Sale, a

great success, organized nine educational and social monthly meetings, hosted exhibition and concert receptions, led tours,
provided volunteer leadership for the Museum Shop, and served as welcome desk greeters. Art in Bloom, the Benefactors’
Reception and the Annual Membership meetings were well-attended, successful Community Museum events. The Pandolfi
brunch and concert was a highly festive conclusion to the events of this Museum year.
The Museum underwent a Maryland Historic Trust building review and completed the self-study and site review for the
American Alliance of Museums’ Community Engagement Assessment. As part of CAP, the Museum also underwent a
thorough review by architectural historian Bryan Townes. Architects Murphy and Dittenhafer received the “Good Design =
Good Business” AIA Award for the Museum’s Anne G. and Howard S. Kaylor Atrium, and former president of the Museum
Board of Trustees, Thomas C. Newcomer, was named the Herald-Mail “Person of the Year”. Trustees, staff, volunteers and
members joined a planning retreat in the spring of 2012 that culminated in the trustees’ adoption of a written long range
plan for the Museum’s future.
The Museum weathered several challenges this past year including an expensive and disruptive computer “worm” attack,
Hurricane Sandy emergency preparations, and the failure and subsequent indoor flood of the new HVAC unit for the
Atrium. The Museum completed the Past-Perfect Contacts upgrade, conversion to Constant Contact Email News Releases,
participated in the first year of “Washington County Gives”, launched the Legacy Campaign for the endowment, and began
the process of website redesign.
The Museum hosted meetings of the Maryland Heritage Areas Authority Board, the Maryland Life Magazine’s Western
Maryland Board, and the Maryland Commission on Artistic Property as well as special visits from Dr. Dolf van dem Brink,
Chair of the Board of the Singer Laren Museum in Laren, Holland, and a delegation from Hagerstown’s Sister City, Wesel,
Germany. Two important commemorations took place in the Museum’s Kaylor Atrium, including the 200th company
anniversary of Fives- Cinetic-Landis, and the 50th year Commemoration of the Hattie Carroll trial, which was keynoted by
Maryland Lieutenant Governor Anthony Brown.
The Museum was named to the Hagerstown Magazine’s “Hot” list and Maryland Life Magazine’s “Maryland’s Finest” list.
The Museum was featured on the cover of Hagerstown-Washington County Convention and Visitor’s Guide (CVB) to
Washington County, and stories about the Singer Gallery rededication were picked up by the Associated Press (AP), and
published in Wisconsin and California. The Museum participated in the report-outs of the Arts Marketing study by Sage
Marketing Consultant Anirban Basu. The Museum’s Facebook page exceeded 1,000 “Friends” on Valentine’s Day 2013.
The culmination of the year was the re-dedication and reinterpretation of the Singer Memorial Gallery, the completion of
a two year process which began with a catastrophic roof leak, and concluded with a beautiful gallery thoughtfully curated
and interpreted and with touch screen educational technology. The gallery was re-dedicated with a celebratory gala dinner
and a public ribbon cutting, tours, and other activities. In another building project, the Museum completed the complex rebuild and re-dedication of the Odell H. Rosen Family Fountain, along with fresh landscaping in the Museum’s entry plaza.
Without the enthusiastic support of the community, Museum trustees, patrons, staff, volunteers, and members, none of
these accomplishments would have been attained. Museum trustees, committees, event planners, programmatic volunteers
all contributed hours and hours of generous service to community programming at the Museum. To all of you, we say a
heartfelt “Thank You” for your generous gifts of time, talent, and funding to keep this cherished Community Art Museum
healthy and hearty through the generations.

Valley of the Shadow: A Commemorative Exhibition
150th Anniversary of the American Civil War

This landmark exhibition told the stories of the American Civil War through art and artifacts. Loans from over 52 private
and institutional collections were joined with objects from the Museum’s permanent collection to capture the themes of
combat and military life, Civil War medicine, commemoration, African American history, women’s and children’s history
of the period, everyday life during the war; and art, music, and literature.
The exhibition planning committee included: Stephen Bockmiller, Elizabeth Johns, Audrey Scanlan-Teller, Charissa Beeler
Stanton, David Evason, Rebecca Massie Lane, Jennifer Chapman Smith, and Amy Hunt.
Regional experts who provided pertinent and helpful advice on the exhibition were: Art Callaham, Board of Trustees,
Washington County Museum of Fine Arts; Thomas Clemens, PhD, Civil War historian and author of The Maryland Campaign
of September 1862; John Frye, Curator, Western Maryland Room, Washington County Free Library; Lawrence A. Jones, M.
D.; and George Wunderlich, Director, Museum of Civil War Medicine, Frederick, MD.
The exhibition was sponsored in part by a Maryland Heritage Area Authority grant, Mr. Frank Turner, Michael G. Callas
Charitable Trust, Mr. & Mrs. Howard B. Bowen, Mr. & Mrs. James E. Shifler, the Hagerstown/Washington County
Convention & Visitors Bureau, Mr. & Mrs. Thomas Newcomer, the Washington County Free Library, and Robert &

Singer Memorial Gallery Reopening
The Singer Memorial Gallery re-opened June 9, 2013, two years after it was structurally damaged by ice damming on the
roof. Following the emergency roof repair, the assessment, and safe storage of all of the works of art, the Museum raised the
necessary resources to replace the roofing over the 1930 and 1949 buildings, including the Singer Memorial Gallery. The new
roofs are covered with an energy-efficient white membrane. Substantial contributions were made by the Alice Virginia and
David W. Fletcher Foundation, Samuel Freeman Charitable Trust, and The Nora Roberts Foundation. Additional support
was received from the Kershner Sisters Foundation, the Albert E. & Naomi B. Sinnisen Foundation, and Ellsworth Electric.
Providing hands-on assistance in the rebuild were Brent Feight and Aaron House, BFM Architects, who created drawings
with Building Systems, Inc., led by George Stone, overseeing the project. The gallery was insulated on all outside walls, lit
by energy-efficient LED museum lighting, and floored with bamboo, a material with a small carbon footprint.
Hollis Koons McCullough, who served as project curator; selected the works of art, wrote interpretive materials, and trained
Museum docents. The curatorial team included Dr. Elizabeth Johns, Rebecca Massie Lane, Jennifer Chapman Smith, and
Blyth McManus along with Quatrefoil Design Firm. The Singer Memorial Gallery incorporated innovative educational
technologies generously provided by David Fields and Tim Jones, Signera, to better reach youth and adult audiences. With
the re-opening of the Singer Memorial Gallery, the Museum proudly presents an important selection of the Museum’s
remarkable art collections in a beautifully re-designed gallery.

Collections Inventory
The second year of the inventory, supported by the Institute of
Museums and Library Services (IMLS), focused on the core of
the Museum’s collection – paintings and works on paper. At the
end of July, 2012, the inventory team, led by Lauren Ippolito and
assisted by Kay Palmateer, located, photographed, and entered key
information for 53% of the Museum’s estimated 7100 objects.
In addition, the inventory team also re-housed some objects for
safer storage and reorganized collection storage.
Assistance was given by two interns: Anna Cueto, a recent
McDaniel College graduate, volunteered nearly 400 hours; and
Blyth McManus, MA candidate at George Mason University,
volunteered over 100 hours. In March 2013, with Lauren
Ippolito’s departure, Kay Palmateer was appointed Inventory
Team Leader. Audrey Scanlan-Teller, PhD Art History, University
of Delaware, was hired to be Collections Technical Assistant.

The growth of the Museum’s permanent collection is supported by gifts of art from generous individuals. In addition, the
Board of Trustees, Staff, and Collections & Exhibitions Committee worked together to identify strategies and funding for

The Singer Society
Led by the devoted Singer Society Executive Committee, Museum volunteers contributed more than 3,323 hours of services;
providing greeters for our welcome desk, docents who led tours, and volunteers for educational hospitality events. The
Singer Society hosted receptions during the year in faultless generosity to Museum visitors, members, and event audiences.
Volunteers oversaw the Museum Shop, devoting their time to product inventory and pricing; and artfully creating displays,
and monitoring the shop activity. Last year, the Museum Shop cleared $11,670 in support of our operations. The Annual
Treasure Sale raised $17,618 for the Museum also in support of operations. “Thank You” to all of our wonderful volunteers!

11th Annual Art in Bloom
March 22 & 23, 2013
The 11th Annual Art in Bloom, hosted by the Hagerstown Garden Club,
displayed the creativity of interpreting paintings, sculptures, and
decorative arts using floral arrangements. Twenty-six garden clubs,
educational groups, and organizations from the region participated.
A special Friday night Preview Evening was catered by LJ’s & the Kat
Lounge. All proceeds ($15,790) of the Art in Bloom weekend benefit
free admission and programs at the Washington County Museum of

Fiscal Year 2013, once again, reached an all-time high raising $29,745 with 173 donors to support Museum operations.
The Annual Fund has helped the Washington County Museum of Fine Arts keep its doors open and FREE to the public.
The Annual Fund allows the Museum’s members, vendors, community businesses, leaders, art students and their families,
volunteers, artists, and individuals to financially support the Museum. New in FY’13 the Museum participated in the first
ever Washington County Gives online event sponsored through the Community Foundation of Washington County. The
Museum received charitable contributions from 41 donors.

Washington County Museum of Fine Arts
2013 Annual Fundraising Raffle!!!
The Museum’s Annual Raffle provides a unique opportunity to connect and broaden the Museum’s outreach to the
community. It also generates important operating dollars to support the Museum’s mission. The Annual Raffle invites
people to participate in the many activities, exhibits, classes, receptions, and development on-going at the Museum. Lastly,
the Raffle is FUN, and helps to showcase the Museum and its membership opportunities.
The 2013 Annual Raffle raised over $19,075 to support all of the Museum’s educational programs. Twelve winners were
selected from the 2,396 ticket entries. A special THANK YOU to Dale Stein for coordinating and organizing the Museum’s
Annual Raffle. The top selling raffle ticket seller was Teresa Barr. Thank you to everyone who bought and sold tickets to

Originally located in the outdoor courtyard of the Museum, Rosen Fountain found a new site this past year in the Museum’s outside
entry plaza area. The team of Harry Reynolds and Donna Brightman worked diligently to sensitively re-design the fountain re-using
the existing granite sculptural bubbler, and the original pavers. Ms. Brightman also donated the beautiful plantings that now enhance the fountain. Her design for the fountain was approved by the Building Committee at their December 11, 2012 meeting.
George Stone, Building Systems, Inc., and Roy Ebersole, Ebersole Plumbing, provided the construction and plumbing services to
recreate this important feature of the Museum.
