ACCOMPLISHMENTS
CAIXA Lotteries accomplished expressive results in 2015,
increasing its sales over 10% in comparison to the previous year.
The strategic alignment of the lottery products portfolio broadened
the range of options for different player profiles. The improvement
of the operational processes was also a decisive factor for this
good performance. Those innitiatives resulted in more attractive
products and services that are aligned to the players’ demands.
This fact can be exemplified by the renewals of the CAIXA
Federal Lotteries’ ISO 27001 (Information Security Management
System) and WLA-SCS (World Lottery Association Security Control
Standard) certifications.
Such certifications acknowledge the fact that the CAIXA Lotteries
are operated according to the good practices for safety and integrity,
with globally recognized controls in the management and lotteries
areas, comprising processes such as governance, risk management,
business continuity, change control and continuous improvement.
Governance was intensified in 2015, and the instruments
for control and surveillance of the CAIXA Lotteries were improved
in favor of the excellence in players support.
We reaffirm our commitment to the transparency and responsibility
of this quinquagenarian service, a service that makes many Brazilians’
dreams come true with the millionaire lottery prizes, but also supports
several social programs that boost the development of the country.
Looking towards the future, CAIXA will keep focusing on the
modernization and on a steady effort for innovation, aiming at
the provision of the best lottery products for the Brazilian society.

In 2015, the Federal Lotteries revenue
broke its record: it reached R$ 14.9 billion
(USD 4,3 billion, according to the exchange
rate of June, 13th, 2016), an increase of 10.1%
compared to the result of 2014. Besides filling
CAIXA and all the Brazilians with pride, this
performance ensured the transfer of R$ 7.1 billion
to social programs, as well as the distribution
of R$ 5.05 billion in prizes for the players.
Mega-Sena is still the best-selling product,
totaling over R$ 6.9 billion this year, a growth
of 11.39% compared to 2014 (or R$ 711.4
million more). Furthermore, there was a slight
increase in the participation of this modality in the
lottery portfolio, reaching 47% and reinforcing its
success. It also set a sales record for the months of
November and December, overcoming for the first
time the mark of R$ 2 billion in monthly revenues.
In Mega da Virada 2015, the seventh
edition largely contributed for the year’s result.
With an R$ 246.5 million prize, the game
grossed R$ 620.3 million. The Dupla Sena also
registered growth in relation to the previous year,
with a 59% surplus, grossing R$ 524 million
in 2015. Thus, it went from the sixth (in 2014)
to the fifth best-selling CAIXA’s lottery product.
The Lotofácil da Independência also
deserves to be highlighted for its records
and results, for the amount of awarded players
and for its revenue, prizes and transactions.
Together, Mega-Sena and Lotofácil, the most
important products of the Federal Lotteries’
portfolio, closed the year with more than
R$ 10.4 billion in sales. Mega-Sena and
Lotofácil represented respectively 47%
and 24% of total revenues in 2015.

area, the World Lottery Association (WLA), and are
ISO 27001 certified, a certification that acknowledges
the best governance and information security
management practices. These certifications ensure
that the CAIXA Lotteries promote responsible gaming,

CAIXA Lotteries are now among the best in the

CheCk the evolution of the lottery in
Brazil sinCe the draw of the first tiCkets
a Brief history
The history of Lotteries with CAIXA begun a hundred
years before the bank took charge of the games,
which happened in 1961. The lottery existed in
Brazil since 1784, and its revenue funded the birth
of Caixa Econômica and Monte Socorro da Corte
in 1861, thanks to the taxes charged on the games.
To begin the operation, the new bank needed a
minimum capital of 30 contos de réis, according to
a federal decree of that time. The institution owned
an operations fund of 92.4 contos de réis, collected
through the taxation of the 77-draws held in the
country since the previous year. In the first months
of operation, the bank still received funding
originated from lottery taxation.
In 1961, the year of CAIXA’s centennial, the
Jânio Quadros government granted the bank the
Federal Lotteries management, formerly administered
by private concessionaires. The first draw ocurred
in the following year and since then CAIXA created
new numbers lotteries (like the Mega-Sena)
and sports lotteries (like Loteca).

on the playslip – players may choose up

Rules
Players must choose from 15 to 18

To win a good prize in Quina, the player
needs to match 3 to 5 numbers out of
the 80 that are available on the playslip.
Rules
Players choose from 5 to 7 numbers on the
playslip, which has 80 numbers. The prize
is awarded to those who match 5, 4 or
3 winning numbers. In this modality, the
numbers may be chosen by the system
(Surpresinha). It is also possible to repeat
the bet for 3, 6, 12, 18 or 24 consecutive draws

In Lotomania, players can receive a prize even when they do not match any
of the 50 numbers that can be chosen on the playslip.
Rules
On a playslip with 100 numbers, players pick
50 and run for prizes when they match 16 to 20
winning numbers – or when they do not match
a any of the winning numbers. It is also possible
to choose less than 50 numbers, leaving it to the
system to complete the bet (Surpresinha) and
repeat the bet for 2, 4 or 8 consecutive draws
(Teimosinha). With the “Mirror Bet” the player is
able to make a new bet using the 50 numbers that
were not chosen in the first bet. When there are
no winners in the sixth prize bracket (no matches),

Brazilians: there are 13,150 lottery shops*
in 5,229 cities all over the country. Besides
gaming, the lottery shops provide banking
services, such as deposits, bill payments and
the payment of social benefits, among other
services. A daily average of 202.4 million
transactions are held in 46,890 terminals,
including gaming and other operations.
Going to a lottery shop is not a requirement
for playing. Those who own a CAIXA checking
account, for example, may register their bets
using the Internet Banking, both in the Mega-Sena regular draws and in the Mega da Virada
(as long as the player is over 18 years of age).

Since 2011, CAIXA also
broadcasts one of the daily draws

da Sorte show, which was aired
until September 9th 2015 on

The Caminhão da Sorte travels around Brazil since 1980
to provide the opportunity of playing in the lottery even
in the most remote cities of the country.
There are currently two mobile in use: one of them stays in
the city that is hosting the draw while the other travels to the next
host city. In 2015, the Caminhão da Sorte have been in 55 cities.
During the stops, it registers the bets and allows the participation
of the local population, both by triggering the device that releases
the numbered balls and by being auditors of the draw, validading
the procedures and ensuring the fairness of the operation. This model
is used exclusively in Brazil and is acknowledged by other lotteries
of the world as an important measure of transparency.

In 2015, two sales incentive programs were promoted to Lottery shops network. Check below:
CAIXA Lotteries is always looking for initiatives to widely
announce the benefits created for the society and funded by
the Federal Lotteries, which also play an importante social role.
Visits and encounters with the legal beneficiaries (Federal
government social programs) were promoted. This is a means
of tightening the relationship with these beneficiaries so they
can also announce in their media the information about the
values that each segment receives from the Lotteries.
pIqUE totAl
In February, CAIXA Lotteries promoted this campaign
as an incentive to lottery shops. The goal of the
program was to raise the retailer’s awareness
about the Dupla Sena, thus boosting its sales.
As a result, Pique Total campaign awarded
80 lottery shops around the country for being the
greatest and best sellers. The winners were awarded
prizes such as Playstation videogames, bicycles,
tablets, iPhones and trips. Dupla Sena grossed
R$ 25.8 million during the campaign, 10% more
than what was expected.
GolEADA tIMEMANIA
This was the second incentive
program, promoted in October and
November. In the end, the campaign
awarded 50 lottery shops in the
categories best and greatest sellers
of the product. As a result, Timemania
grossed in the period R$ 89.4
million, 35% above the expectations.

The system that is used to receive the bets
follows the best practices to ensure the
security of the operational procedures and
the information that is provided. Once the
sales are closed, it is impossible to modify
the data of the tickets or to register a new
bet after the closing of sales. Besides,
CAIXA keeps records of all the awarded
prizes. The data that identify the winners
is stored confidentially according to the
law – that information is revealed only
after a requirement by an institution
that has constitutional powers to do so.
To enhance the security of the process,
bets are collected and recorded in real time.
Thus, when a ticket is issued for the buyer/
player, the participation in the draw is
guaranteed according to the data registered
on the ticket: date and time, lottery shop
code, ticket number, security code and
other information that proves the unicity of
the operation. Once the draw is held, the
system receives the winning numbers and
the verification of the winning tickets begin,
including: checking the total amount collected
by the lotteries, the amounts destinated
to prizes, the amount of winning bets and
the respective distribution of the prizes.

INSPECTIONS BY
EXTERNAL AGENTS
As a public company, CAIXA is subject to period inspections
by control institutions such as the Federal Budget Court (TCU)
and the Office of the Federal General Comptroller (CGU),
aside from the Secretariat of Economic Monitoring of the Ministry
of Finance (SEAE), the entity that controls Brazilian Lotteries,
in charge of the authorization, surveillance and the monitoring
of all the activities related to Federal Lotteries. These inspections
include the verification of all processes related to the management
of Federal Lotteries. Furthermore, these processes are also closely
monitored by the CAIXA Internal Auditing Staff, but also by hired
independent auditors.

LAUNDERING
PREVENTION
CAIXA strictly adheres to all the regulations
issued by the Council for Financial Activities
Control (COAF) about the prevention of money
laundering, sharing with this entity a daily record
of information regarding the payments of prizes
classified within the parameters defined by
COAF. The procedures adopted by CAIXA
Lotteries against money laundering are provided
by the Ministry of Finance Regulation no. 537,
issued on November 5th, 2013.

CAIXA supports and promotes surveys targeting
responsible gaming and the identification of
gaming disorders in Brazil, since there are no
restrictions in the Brazilian law that prevent the
organization to perform studies aiming at the
protection of the players. The research policies
comprise the steps of production, facilitation,
collaboration and consumption, and adhere to
the suggestions of the WLA-RGF Research Guide.
Every research targeting responsible gaming that

AT CAIXA
Following the rules of responsible gaming means
to develop policies and practices that prevent
compulsive gaming and protect vulnerable people,
such as underage individuals, from the potential
harm associated with gaming. CAIXA Lotteries
follow those rules and operates according to the
world’s best practices of corporate responsibility,
just like the most important lotteries associated
to the World Lottery Association (WLA).
CAIXA’s Responsible Gaming Program is
regulated and compatible with WLA’s structure,
comprising four levels of certification: commitment,
self-evaluation and gap analysis, planning and
implementation and continuous improvement,
in addition to a ten-part program.

PROGRAM
FOR EMPLOYEES
The Responsible Gaming Training Program
was created and defined the training plan for
2015-2017, comprising an action schedule,
goals, audiences and indicators.
In 2015, the target audience to be trained
was defined, totaling 12 thousand employees.
In that year the priority was the training
of the 79 employees of the strategic segment.
Nearly 3 thousand employees were exposed
to this issue through brochures, videos and
Internet presentations.
Two talks were presented by specialists,
with the themes “Prevention of gaming disorders
in players of Federal Lotteries” and “Referral
of players to treatment”.
One of the indicators is being created from
the results of a survey with CAIXA Lotteries’
employees. The objective of this survey is to
measure the responsible gaming awareness
of employees working at the National
Superindentency of Lotteries (SUALO).

DESIGN
Game Design at CAIXA is made according to rules that avoid
gambling or images that may be attractive to the underage
audience. CAIXA rules of conduct include:

Children or adolescents cannot appear, under any
circumstances, in any piece of comunnication; any
person that appears in those pieces should be and
look like someone who is over 18.

The tickets are exclusively destined to the public audience,
not using language, expressions, graphic or audiovisual
resources that are recognised as part of the child or
youth imaginary, nor contributing for underage people
to adopt moral values or habits that are not compatible
with their age.

The mechanics and design of lottery products are
developed considering the fact that lotteries are products
of restrict consumption, forbidden for people under 18.

This is a standard for information
security management. It was
published in October 2013 by
the International Organization
for Standardization(ISO)
and by the International
Electrotechnical Comission
(IEC). The full identification is
ISO/IEC 27001:2013, but the
certification is known as ISO
27001. This certification is
required by WLA for the State
Lotteries that aim to be certified
by the World Lottery Association.
WLA – SCS:2012
This is an international
Standard for Information
Security Management in the
lottery sector, published in
2012 by WLA. The WLA-SCS
(Security Control Standard)
is based on the ISO/IECC
27001, that establishes
controls for the implementation
of an information security
management system aligned
to international standards.
This certification shows that
WLA acknowledges the
adoption by CAIXA Lotteries
of the best practices of
governance, information
security management, of risk
management and business
continuity. This certification
and the implementation of
the controls required by these
international regulations,
CAIXA ensures the conformity
of its processes to legal
requirements, the credibility of
its image as a game operator
and the cost reduction with the
prevention of security events.
With this certification,
in 2012, CAIXA also
attested the implementation
of the Information Security
Management System (SGSI)
in the Federal Lotteries
operations. In the following
years, CAIXA maintained
the involved processes in
a program of continuous
improvement, accomplishing
the acknowledgment by the
international certifications
authorities, ISO and WLA.
The SGSI is a set of
practices that ensure the
observance of the world’s
best practices on information
security for the Lotteries sector,
with the objective of preserving
the availability, the integrity,
confidentiality and autenticity
of the Lotteries information,
by means of aplying a risk
management process.
The SGSI management
actions include the promotion of
the awareness and the training
of its group of employees in
subjects regarding information
security, risk management and
business continuity, besides the
implementation of preventive
and maintenance measures
to enhance processes that
are in execution. The SGSI’s
external audit was held in
October 2014, conducted
by an independente auditor
from the British Standards
Institution (BSI), specialized in
auditing models ISO 27001.
The process attested the plain
functionality of SGSI and
ensured CAIXA’s certification.
These processes were also
audited by BSI in November
2015. This work resulted in
the recertification of CAIXA
Lotteries by ISO/IEC 27001,
a certification valid up to
01/31/2019. In December,
observing the WLA’s revision
and renewal calendar and after
meeting certain requirements
such as the recertification
ISO/IEC 27001, a new
recertification audit was held
by a BSI’s independente
auditor. After this, the BSI
recommended WLA the
renewal of CAIXA Lotteries’
WLA-SCS:2012 certification
for a period of three years.

promotion of sporting events that reveal new
talents of the paralympic sports. In 2015 those
resources amounted to more than R$ 31 million.
The resources of this sponsorship come from
the Lottery Development Fund (FDL).
A part of the sponsorship budget is
reserved for the promotion of the Circuito
Loterias da CAIXA Brasil Paralímpico, which
began in 2015 and has the main objective
of developing the practice of sports and the
technique of the modalities being played,
besides providing competition opportunities
for elite athletes and new talents of Brazilian
Paralympic sports. CAIXA guarantees an
annual competition calendar of a high technical
level, giving our athletes the opportunity of
improving their technique and results. The
Circuit is consolidated as the largest national
paralympic sport event. With the increasing
support of CAIXA Lotteries, in the 2015 edition
many records were broken, collaborating
with the increase in the number of athletes
and with the growing interest of the public.
CAIXA also transfers another part of these
resources to the program Atletas de Alto Nível.
In 2015, 52 top athletes, as well as ten guides
for the athletes received the additional benefit
of this program and, thanks to the monthly
stipend they received, were able to engange
in full-time practice.
The sponsorship of the Brazilian Paralympic
Sports reach even higher levels, promoting
social inclusion and the rescue of the self-esteem
of these athletes – valuable Brazilian citizens –
through the practice of sports.

CAIXA’s increasing support to paralympic
sports contributed especially to the social
inclusion of people with disabilities. In the
professional sports area, the investments
promoted the qualitative development of
the athletes, providing adequate trainings
and enabling relevant competitions,
besides collaborating with the increase in
the number of athletes and with the growing
interest of the public.
The Law no. 13.146/15 changed the
percentage destined to CAIXA Lotteries’
prizes to enhance the percentage transferred
to the Brazilian Paralympic Committee,
starting January 2016.

In 2015, CAIXA Lotteries renewed
the sponsorship of the Women’s Soccer
Championship, with resources from Federal
Lotteries. The championship comprised
20 teams from 14 different states, divided
in four groups of five teams each.
The value of CAIXA Lotteries’ support was
of R$ 10 million and ensured the insertion of
the CAIXA brand on the uniforms and field signs
among other compensations, in the 70 games
played during the entire championship.
In addition to the sponsorship provided
by CAIXA Lotteries to the Brazilian Women’s
Soccer Championship, in 2015 the games
of this competition were part of the schedule
of the Predictive Sports Lotteries (Loteca
and Lotogol).
The support to the Brazilian Women’s
Soccer Championship has the objective of
consolidating CAIXA Lotteries’ social image
as a sponsor of social projects, associating the
brand to the strong inclusive character of sports.

Support to find missing people
The Federal Lotteries tickets include since 2006
pictures of missing children and adolescents
for at least one monthly draw. This innitiative
is a result of a partnership among CAIXA, the
Human Rights Secretariat of the Presidency of
the Republic (SEDH) and the National Council
of Children and Adolescents Rights (Conada),
and is part of the campaign “Com a sua ajuda,
essa saudade pode ter fim”. A total of 119
Federal Lotteries’ draws were used to disclose
these pictures all over the country.
Labor Accidents Prevention. In January the
Municipalities series was launched, a series
that will promote points of touristic interest,
cultural, agricultural and cuisine characteristics
of several Brazilian cities.
Socially relevant themes
In 2015, the Federal Lotteries tickets also
reproduced themes related to diversity, social
and corporate responsibility. Some examples
are the abolition of slavery, the International
Day Against Sexual Exploitation and Trafficking
of Women and Children, the National Day
Against Prostate Cancer, the sanction of Lei
Maria da Penha, the National Day of Black
Counciousness and the National Day of
Services Portfolio

information about lottery products and
services. This innitiative is part of the National
Program for Public Management and the
Reduction of Bureaucracy (GesPública), and
is aligned to the best management practices
disclosed by the Management Secretariat
of the Ministry of Planning.
Use of certified paper
The tickets of the Loteria Federal and Loteria
Instantânea are printed on paper that is
certified by the Forest Stewardship Council
(FSC), an international entity that promotes
responsible forest management.
