Message from the President focused on the New Economic
Model (NEM) that will transform Malaysia by 2020 to market
driven, well governed, regionally governed, regionally
integrated, entrepreneurial and highly innovative nation. The
three principles of NEM are – High Income, Sustainability
and Inclusiveness. The Quantity Surveyors must seize the
opportunities created by the conducive business environment
to provide wider range of services.
We congratulate those who have received their much–
deserved respective awards and would like to single out
Y.Bhg Dato’ Seri Sr Hj. Md Isahak for being awarded the Gold
Award for 2010.

The President

I
presume by now everyone must be well aware of the
New Economic Model (NEM) that aims to transform
the country into a high income nation. NEM is said to
ensure that Malaysia makes a quantum leap to escape
the middle-income trap to become a high-income nation
through greater emphasis on innovation, creativity and
competitiveness. It is said to be a powerful and dynamic
economic approach that protects the nation for future
generations. It is a model that would shape the country and
its citizen to have a better quality of life. It envisions by the
year 2020 Malaysia will be a country that is market driven,
well-governed, regionally integrated, entrepreneurial and
highly innovative. You must have seen, heard or read the
Prime Minister’s keynote address in economic conferences
and mentioned in his address during the presentation of
the 10th Malaysia Plan, as well as comment and analyses
by columnists, educationists and laymen alike. A lot have
been said about NEM policies and approaches.
High income signifies wealth creation. This is said to be the raison
d’être of the NEM to increase the current per capita income of
USD7,000 to USD15,000. This transformation will be based on
the premise of building upon existing sectors and maximizing
the potential of new ones through innovation. Creating a high
income nation will mean higher wages throughout the economy
as growth is derived not only from capital, but from greater
productivity through the use of skills and innovation, improved
coordination, stronger branding and compliance with international
standards and intellectual property right. This means investment
in new technology, continuous education, on-the-job training
and re-skilling to build highly skilled workforce to produce higher
Sustainability not only implies sustaining the growth but also
respecting the environment. The NEM must include a commitment
to sustainability not only in economic activities but in considering
the impact of economic development on the environment and
precious natural resources. High and sustained growth and
environmental stewardship can and must go hand in hand for the
future generations. As the Prime Minister reiterated “Not only do
I want the rakyat to earn better but they must also live better”.
Inclusiveness means no-one is left out. Inclusiveness is a key
prerequisite for fostering a sense of belonging and engagement
in the NEM. The NEM recognizes the imperative of harnessing
the potential of all Malaysians, and that all share in the proceeds
of increased national prosperity.
The NEM calls for major changes in the way we do things. The
government is seriously looking into new innovative procurement
and outsourcing strategies to ensure value for money and total
cost effectiveness in the projects implemented under 10th
Malaysian Plan. With this in view, I would like to call the Quantity
Surveyors fraternity to acquire or develop new expertise and
specialization to be ready for the new era.
The Board of Quantity Surveyors Malaysia wish to congratulate
the Institution of Surveyors Malaysia for it successful 12th
International Surveyors Conference held on 17 -18 June 2010
and subsequently its Annual General Meeting, followed by the
49th Annual Dinner held on 19 June 2010. I attended these
functions and am very proud to see one of us, Assoc Prof Sr Dr
Wan Maimun Wan Abdullah, as the 49th ISM President being
congratulated by ISM Past Presidents and her peers for her
contribution and excellent work in helming ISM to greater heights
during her tenure as the 1st lady president of ISM. It is deeply
rewarding and satisfying for me to see a Quantity Surveyor held
in high respect amidst other Surveying professions.

But what you need to take from all the write-ups with regards
to NEM is the three guiding principles that emerged clearly from
the policy. These principles are – High income, Sustainability,
and Inclusiveness. These principles will drive the economic
progress for Malaysia to become a fully-developed nation i.e. a
competitive economy strategically positioned in the regional and
global economic landscape, environmentally sustainable and a
quality of life that is all inclusive and encompassing.

Registered With The Board of Quantity Surveyors Malaysia
The Board on 25 January 2010 has approved a new guideline
on professional experience required under special route for
registration with the Board of Quantity Surveyors Malaysia
under section 10(2)(c) of the Quantity Surveyors Act 1967 for
Quantity Surveyors working in the private sector.

(ii) Guidelines For Registration Of Name of Consulting Quantity
Surveyors Firms With The Board of Quantity Surveyors
Malaysia
•
Circular 1/2010 on this guideline was issued on 22 March 2010
to ensure that all registration for consulting quantity surveyors
firms comply with the Board’s guidelines in terms of the name
of practice to be registered.
Circular 2/2010 on this new policy was issued on 21 June
2010 with regards to the definition of “full time” as a guideline
to all principals/ partners/directors/equity holders of consulting
quantity surveyors firms registered with the Board. A person
is defined as “full time” when he is not working with any
organization or under employment contract as a full time staff.
The conditions of the new policy must be adhered to by all
principals/partners/directors of consulting quantity surveyors
firms. This new policy is with immediate effect for all new
applications for consulting quantity surveyors firms with the
Board. Whilst the existing firms are given a timeframe up to the
renewal of permit for year 2012 to comply this the new policy.

SIGINING OF MEMORANDUM OF UNDERSTANDING (MoU)
BETWEEN BQSM AND CKUB, PWD
The
Board of Quantity Surveyors Malaysia and the Contracts and
Quantity Surveying Branch of Public Works Department (CKUB)
signed a Memorandum of Understanding on organizing of Continuous
Professional Development (CPD) programmes for the QS profession on
25th January 2010 at Menara Tun Ismail Mohamed Ali. This event was
witnessed by all the BQSM Board members. The Board was represented
by the Registrar; Sr Abd Shukor bin Ibrahim whilst Sr Fadzilah Binti Abdul
Samad; Director of Corporate and Specialist Sector represented the
CKUB for the signing of the MoU. The main objective of this MoU was
to establish the understanding of tasks segregation between BQSM and
CKUB secretariat for the implementation of CPD programmes jointly by
the Board and CKUB.

3. Good Practice
1. Practise without a permit from the Board
• A Registered QS practice was found practising
without a permit from the Board and receiving fees
for the services rendered during the period when his
registration expired or when he was suspended.
• To verify whether the QS is practicing without a permit
request from one of his clients, documents such as
interim valuations or variation orders or statement of
final accounts, which bear the signature of the QS. The
date of the letter of appointment or memorandum of
agreement signed between the QS practice and the
Client will confirm whether they were appointed during
the period of their suspension.
• Lesson learned: keep tab of your expiry date of
registration with the Board or if you have been
suspended for some reason, make sure the suspension
period has passed before you accept a new job.
2. Complaints
documents
must
be
supported
by
proper
• Complaints against a Registered QS must be supported
by proper documents or else they will not be considered
valid. The respondent or the person being subjected to
the complaint must also gather proper and relevant
documents to rebut or refute the allegation .
Book
• Good practice by QS is reflected by the degree of
details of documents prepared. There was a case
of a mega project where the QS did not itemize the
Preliminaries works but allowed the tenderers to insert
a percentage of the costs of works for the Preliminaries.
(ii)Final Accounts to be based on As-Built Drawings
• Very often as-built drawings are not available when we
start the preparation of the final accounts. Do we just
use the construction drawings and hopefully nobody
object?
• This is not professional and should be avoided
• If accounts have to be prepared by a certain deadline
and you only have an up-to-date set of construction
drawings, which you can confidently use as a basis,
then you may proceed. However, do insert a clause
qualifying yourself for using those drawings in lieu of
the pending as-built drawings. • If the parties involved are willing to wait for the as-built
drawings, then you should defer the closure of the
accounts. This should be our preference so that there
will not be any disputes on the final accounts.

Y. BHG. DATO’ SERI SR HAJI MD ISAHAK BIN MD YUSUF

Berbahagia Dato’ Seri Sr Haji Md Isahak Bin Md Yusuf needs no introduction in
the surveying fraternity. His name is so synonym with the surveying profession
particularly as a quantity surveyor. In fact he was the first Bumiputra Quantity Surveyor in
the corporate sector in the country. He is an all rounder. Active in all fields. He has achieved
uncountable accolades in life that covers the surveying profession, professional bodies,
political organization, entrepreneurship, charity, social, sports and many other activities in
Malaysia as well as internationally. It is for those achievements particularly related to quantity
surveying profession that on the 23rd April 2010, the Board of Quantity Surveyors Malaysia
proudly awarded him the Gold Award (Anugerah Emas) which was the highlight of the Malam
Anugerah LJBM. Yours truly have the opportunity to interview the proud recipient of this award
at the Kuala Lumpur Golf and Country Club recently.
2. Before we go any further, for the benefit of those especially
young surveyors, can Y. Bhg Dato’ Seri tell us your background.

1. Congratulations to Y. Bhg Dato’ Seri for being awarded the
Gold Award by the Board of Quantity Surveyors Malaysia
recently. How do you feel about this award as compared to
other string of awards that are in your possession?

First of all I would like to praise Allah The Almighty and I am humbled
by this award ANUGERAH EMAS that has been bestowed upon me on
23rd April 2010 by Board of Quantity Surveyors Malaysia.
This award is the culmination of the other awards in my possession.

The Anugerah Emas award is the most treasured award to me
because this award is directly related to my profession and I am very
proud and honored to receive this award.
This could not have been achieved without the support from my wife
and children and not forgetting my capable Directors and Secretaries in
the office who have given me all the help and support in achieving my
goal either in my profession as a Quantity Surveyor, politician, sports,
social and welfare activities etc.
I was born in 1934 in Penang and being the eldest in the family of 8
siblings, I was lucky to be among a few Bumiputra to be enrolled in the
best English school in Penang i.e. Penang Free School, after the 2nd
World War. I took this opportunity to map up my goal, that one day I will
be recognized among our societies and achieve a professional career
that will be respected and admired by family member and friends.
I love to play sport and took part in school games i.e. Rugby, Football,
Hockey and Cricket. I also took part in athletics i.e. 100, 220 and 440
yards and was awarded “The Penang Free School Colours”.
I remember my late father was a strict man who believed that a
person will be successful if he is honest and discipline. He has laid down
the house rule, that all his children must be back home not later than 6.30
pm everyday. We must have our shower, perform our prayers and have
dinner together with him. During dinner he would give a small pep talk
and we were not allowed to answer him; just listen and follow what the
elders said and no questions asked.
After completing school, I obtained my Senior Cambridge Certificate
in 1954. I was lucky to receive a Kedah State Government Scholarship
and went to Kuala Lumpur Technical College. After completing my
studies, I was offered a job in JKR – those days known as PWD and
worked in Alor Star and Sungai Petani, Kedah. Again, I was lucky to
obtain a scholarship from John Rawlinson Co-Partnership Australia in
1960 to undertake a Cadetship in Quantity Surveying at Perth Technical
College now known as Curtin University, Western Australia.
In those days, a Cadet Quantity Surveyor will work full time at the
office and take time off for lectures at the college. It took me four (4) years
to obtain a Diploma/Degree which was the requirement in those days.
Immediately after returning to Malaysia in 1966 from Australia I joined a
firm known as Suckling & McDonald.
After working for four (4) years with Suckling & McDonald, I was
promoted as a Partner and the firm was re-named as Suckling, McDonald
& Mohd Isahak.
The Government of Malaysia launched the New Economic Policy
(NEP) in 1973 and then with the Malaysianisation Policy, most of the
expatriates left Malaysia. In 1975, I bought over Suckling, McDonald &
Mohd Isahak and the firm’s name was changed to Pakatan International,
Md Isahak dan Rakan-Rakan Sdn Bhd. From then on, I never look back
until today. The firm has grown and well known in Malaysia. We have
projects locally and abroad and have completed some mega projects
in Malaysia i.e. KLIA, Putrajaya Convention Centre, Putra World Trade
Centre, Komtar Complex in Penang and Sabah Foundation etc.
3. If I am not mistaken you are the first QS who carries the
title Dato’ Seri. We are proud of that achievement. Does this
achievement spur you to contribute further to the nation and
to be the icon for the QS profession?
From records you told me that I am the first Quantity Surveyor who
carries the title of Dato’ Seri and I believe this is quite correct.
This achievement will not come without discipline and hard work
and above all I have contributed my time to the society in the form of
Sports, Politics, Social Work, welfare activities, Professional bodies etc.
Through this hard work and contribution, I had been bestowed the award
of “DARJAH GEMILANG PANGKUAN NEGERI” from the state of Penang,
which carries the title of Dato’ Seri.
After receiving the award, it gives me a stronger conviction to work
harder and for the good of mankind to uplift the image of our profession. I
have represented our profession and being the 1st Malaysian to sit on the
Council of AIQS representing Malaysia and Singapore in the early days.
Now I have been appointed as the Senior AIQS representative to look
after the Far East region ie. Malaysia/Singapore/Brunei/Hong Kong/India/
Thailand/China etc. I have fostered a good relationship between AIQS
and ISM and mooted our reciprocity agreement between ISM and AIQS.
4. Those days, we, the quantity surveyors are always in the
background whereas the other disciplines such as Architects
and Engineers were in the limelight. Have we managed to
change this perception especially with quantum leap in the
number of QS in the market now?
6. To the QS profession, your untiring efforts to promote the
profession locally and internationally is still burning whereas
some of your colleagues are already in the sidelines for various
reasons. What is your recipe for the continuous energy in
doing all these contributions.
Yes, we have made a quantum leap in improving our image not only
in numbers but also in our profession. I remember after I came back
from Australia in 1966, Quantity Surveyors was hardly known in Malaysia
except those people working in JKR, PWD at that time.
There were a few firms in private sector in those days. There were
3 or 4 big firms i.e Langdon & Every, Bridgewalter Coulton, Frank &
Vergeson and of course Suckling & McDonald.
As you have said and it is correct, that the Architect and Engineers
are well known and in the limelight because their entire end product can
be seen either big or small as it is required by the law that they must be
employed by the Client. However, Quantity Surveyors are not mandatory
to be employed in the construction industry.
During the era of our 3rd Prime Minister – YABhg Tun Dr Mahathir
Mohamed during his 22 years of his Prime Ministership, he had introduced
mega projects in Malaysia i.e KLCC Twin Tower, KLIA, Putrajaya, F1
Circuit and North South Highway etc. Because of these mega projects,
budget and cost control must be implemented and Quantity Surveyors
were roped in and played a very important part as a member of Project
Team from inception to completion of the project. Hence the profession
of Quantity Surveyor has been uplifted.
Today, Quantity Surveyors are equally known among the Architects
and Engineers and they have also come in the forefront to become the
Leaders/Project Managers to control the Mega projects, thus giving value
for money to the Clients. Because of this, we have to make changes
to the perception with the quantum leap with the number of Quantity
Surveyors in the market now.
Well in my opinion we have to be disciplined and honest to ourselves
in doing our work and at the same time we must also be healthy. To be
healthy and keep fit, we must have a balanced diet, exercise etc. We
must do a lot of reading and above all we must always keep track on
what is happening around the world and we must keep on learning in life
till we die. I love to travel and learn about other countries. All these will
keep my mind alert and healthy.
In my opinion, our profession is here to stay but we have to keep
abreast with the technology changes to face the global challenges.
Although BQ is still being used in these days, all Quantity Surveyors
must familiarize themselves with IT. Various softwares i.e. RIPACS,
Master Bills, Build soft etc. All these must be taught in the Universities
and Colleges so that QS in Malaysia can face the global changes in the
technology.
Added to this, they have to familiarize themselves with the life
cycle costing analysis required by the Client and they have to provide
supplementary services i.e Arbitration/Mediation, Facilities Management,
Assets Management, Due Diligence Assessments, Operation Audits, Risk
Management, Tax Depreciation etc. All these capabilities will become
asset to young and old Quantity Surveyors.
My advice is for them is to work hard, learn and play hard and I quote
“All work and no play makes Jack a dull boy”. We must involve ourselves
in social work, must equip ourselves with knowledge and keep up with
the latest developments and you have to read a lot in your spare time.
Honesty is the best policy so be honest to yourself. Do not get distracted
by incidental things and want to be rich quickly. Once you adhere to
these good habits, and with God the Almighty’s guidance and blessings
definitely you will succeed and be well known in your profession.
8. Y. Bhg Dato’ Seri is an active sportsman from your younger
days and now you are still active in Golf. We are buggy mates
for a number of golf tournaments and mind you I think I lost to
you most of the time. What is your secret for this and how do
you keep yourself healthy and with vigour at all times.
Yes, as I have mentioned earlier, I like to play games to keep me fit
and healthy. Now at the age of 76, I still enjoy playing golf. I will make sure
that I play golf at least two to three times a week if there are no urgent
matters to be handled in the office.
I managed my time during the day and sleep well at night. I need only
5 to 6 hours of sleep at night. I don’t take short naps in the afternoon
like many people of my age do. I spend my day by getting up at 6.00
o’clock in the morning for prayers and continue with various activities the
whole day till after 12.30 a.m. After watching the late night news at 12.00
midnight on TV3, I then go to bed.
I also must add that, I look after my diet and take vitamin supplements
everyday. On weekends, I would spend time with my 8 grand-children
including 3 of them who are in Melbourne, Australia taking up various
professional courses. I must keep myself busy, by reading and playing
golf, talking and visiting families and friends. This will keep me going and
I hope God willing, for a longer life.

5. How do you see the future of QS profession in Malaysia? Having spent some time working abroad and having
associated companies all over the world, what is your opinion
on the future of the profession in facing the global challenges.
7. At the rate you are going, you are the envy of the surveyors
especially the younger ones. What is your advice to the QS
fraternity to continuously upgrade the profession?

AWARD RECIPIENTS
Potential Young QS Award
In
recognition of her extraordinary achievements, Sr Dr. Nazirah
binti Zainul Abidin, aged 35 years old, was selected as the
recipient of the Potential Young QS Award 2010. She graduated with
a Bachelor of Science (Honours) in Quantity Surveying from Salford
University, England and returned to Malaysia in 1998 to work as an
Assistant QS with Techright Engineering, a construction outfit.
She pursued her Master of Science in Project Management at USM
in 2001and then obtained her PHD from Loughborough University,
UK in Value Management and Sustainability. Currently, she is a
lecturer in USM as the Head of QS Programme in the School of
Housing, Building and Planning. She is a very good writer and
academic researcher who is committed in the field of Sustainable
Construction, Environmental Performance and Value Management.
Recently, she wrote a book entitled “Environmental concerns in the
Malaysian Construction Industry” published by the USM.

Excellent Award for QS practice (Body Corporate)
Jurukur Bahan Sdn. Bhd was established and
incorporated as a professional Quantity Surveying
practice since 1988 with offices in Kuala Lumpur, Johor Bahru and
Ipoh, the firm has a total of 83 personnel. The firm provides full
range of Quantity Surveying services for building and civil engineering
projects, locally and overseas. In striving for professional excellence,
much emphasis is placed on the quality of its services. Two of its
staff members are specially assigned to plan, monitor and control its
quality processes and conduct regular audits. The firm is ISO 9001
accredited since June 2003.

its portal, its quarterly bulletins and resource centre. It maintains a
good collection of project cost information and lessons learned.

It is undoubtedly the “Employer of Choice” to many and highly
committed to professional excellence; hence deserves to be
conferred this prestigious Award of Excellence.

Bergabung was established in year 1982 and was the
first consulting QS firm set up in Johor. The firm has 31
staff whereby 21 of them are registered Quantity Surveyors. The
firm place great emphasis on human capital development. Apart
from providing the basic facilities, it also conducts frequent inhouse training programmes for its staff. Staff are also sent to
attend external seminars and conferences to improve the quality
of work. The firm obtained its ISO 9001 certification since April
2002. Through its staff social club, it provides loan to purchase
car and house and organizes staff get-together to promote family
ties between the employer and staff. Every year the firm works
with the local institutions of higher learning to provide practical
training to not less than 10 undergraduates. Between year 2007
to 2009, the firm has provided professional consultancy services
to more than 35 projects amounting to RM2.89 billion. Apart
from housing projects, office buildings, tourism facilities, schools
and infrastructure works, the firm has won the trust of Iskandar
Regional Development Authority for Construction Contract

SHORT COURSE ON ‘LOSS AND EXPENSE IN CONSTRUCTION CONTRACT’
BQSM
and CKUB have conducted a series of 2 days short
course on ‘Loss and Expenses in Construction
Contract’ for the first half of 2010. The short course was presented
by Sr Amran Mohd Majid, Senior Assistant Director of CKUB, PWD
Malaysia.
The main objective of this course was to enhance and upgrade the
participant’s knowledge on loss and expense in construction contract.
The first series was held on 23rd and 24th January 2010 at Mandarin
Court Hotel, Kuala Lumpur and attended by 69 participant.
The second series was held on 11th and 12th May 2010 at
Promenade Hotel, Kota Kinabalu, Sabah with collaboration from PWD
Sabah. More than 50 people attended the short course including 1
engineer from Brunei. Sr Hj. Malaya Sibuku, the Assistant Director of
Quantity Surveying Division, PWD Sabah was present for the closing
ceremony.
Among the topics covered during the course was The Position of
Claim in Law, The Provision of Contractual Claim in the Form of
Contract, Attributes of an Adequate Notice, Defects in the Submission
of Notice, Procedure for Claims, Problem Of Evaluating Loss And
Expense etc.
Eight (8) CPD points was approved by BQSM for the said short course.

INSTITUTION OF SURVEYORS, MALAYSIA (ISM) COURTESY VISIT TO
BOARD OF QUANTITY SURVEYORS MALAYSIA (BQSM) – 25 JANUARY 2010
The
Institution of Surveyors, Malaysia conducted a courtesy visit
to the Board on the 25 January 2010. The ISM delegation
consisting of 12 delegates was led by Associate Professor Sr Dr Wan
Maimun Binti Wan Abdullah, the President of ISM and Sr Chew Nane
Cheong, Chairman QS Division. YBhg. Dato’ Sr Abdull Manaf bin Hj
Hashim, the President of the Board, Sr Abd Shukor bin Ibrahim, the
Board’s Registrar, and Board Members, were present to receive the ISM
delegation. The Board Members with the ISM Council and QS Division
Committee Members had a good exchange of views on the latest
development in the construction industry.

DIALOGUE SESSION WITH PUBLIC
AND PRIVATE INSTITUTIONS OF
HIGHER LEARNING (IPTA & IPTS)
dialogue session with representatives from the institutions of
Higher Learning was held on 3rd March 2010 at the Bilik Gerakan,
14th Floor, Menara Tun Ismail Mohamed Ali, Jalan Raja Laut. It was
also attended by QSAC members, including representative from
MQA, ISM and Public Service Department.
Assoc. Prof. Sr Dr. Hjh. Wan Maimun Wan Abdullah presented on the
objectives and functions of BQSM and ISM and the responsibilities
of the QSAC. She emphasized that the accreditation of QS degree
programmes is conducted by BQSM and the accreditation of QS
Diploma is conducted by ISM. This was followed by a powerpoint
presentation by Sr Chua Siow Leng regarding the accreditation
process of a degree programme conducted by BQSM.

SHORT COURSE ON ‘ESSENTIALS FOR PROFESSIONALS’
On
16th March 2010, the Board of Quantity Surveyors Malaysia
had successfully organized a one day course on “Essentials for
Professionals” at Bilik Gerakan, Level 6, Blok A, Kementerian Kerja Raya
Malaysia, Kuala Lumpur.
Three main topics were covered:-

workshop ON ‘NATIONAL e-TENDERING ImperaTIVE (NETI)’
In
support of the government initiatives to encourage application of
ICT in construction the Board and CKUB, PWD has organized
a workshop on 30th and 31st March 2010 at Computer Lab DBKL,
Kuala Lumpur.
The 2 days workshop was conducted by En. Khairil Hizar bin Md.
Khuzaimah of CKUB, PWD and Dr. Mohd Idzuan Bin Alias of CIDB.
More than 40 participants attended the said workshop.

Lately, several UK universities have been conducting Masters programme
in quantity surveying to meet the increasing demand for non-cognates
enter profession. The meeting was to learn more about MSc Surveying
and MSc Construction (Quantity Surveying Pathway) programmes
by conducted by the university which is delivered via the internet. NU
presented the programme rationale, structure, entry requirements,
delivery method, samples of teaching materials and students’ work

MALAM ANUGERAH LJBM 2010 Renaissance Kuala Lumpur Hotel
The
Board of Quantity Surveyors Malaysia successfully organized
its Award Winner on 23rd April 2010 at Renaissance Kuala
Lumpur Hotel. This event was organized in conjunction with the
presentation of certificates to newly registered Quantity Surveyors and
permits to practitioners approved between 2009 and 2010.
The Secretary General of Kementerian Kerja Raya, Y.Bhg. Datuk Thomas
George, represented the Minister of Works as Guest of Honour. The
event which was attended by about 600 guests saw 38 newly registered
QS and 49 QS practices being presented their certificates and permits
respectively.
Board members of previous session and Quantity Surveyors who had
served the Board for more than 10 years were presented Certificates of
Appreciation by the Guest of Honour
The climax of the night was the announcement of BQSM awards to the
winners :

DBKL to organize a CPD Program on S-Curve and Cash
Flow Projection Project in Construction. The one day short course
was held on the 25th May 2010 at the Computer Lab, DBKL.
A total of 39 participants attended the short course which covered
the following topics:• S-Curve, Cash Flow
• Spread Sheet & Ms Excel
• Excel & Charting / graph.
The speaker was Sr Mohd Najib bin Haji Mohd, the Director of QS
Division, DBKL.

NEWLY RENOVATED BQSM OFFICE
BQSM
Office has undergone a major renovation from 17th
May 2010 until 17th June 2010. The newly renovated
office has created a better work environment for the staff.
A small office warming party was held on 21st June 2010 in conjunction
with 10th Board Meeting.
To mark the opening of the new office, a ribbon cutting ceremony was
performed by Y. Bhg. Dato’ Sr Hj Abdull Manaf Bin Hj Hashim, and this
was followed by recitation of doa by Sr Nik Zainal Alam Hassan.
The Board would like to thank Dato’ Sr Hj. Mazuki A. Aziz and Sr. Hj.
Mohd Najib for their contribution in designing the office layout and
managing the renovation works.
