Ogrodowa 5b tel. 74 88 66 500 fax 74 88 66 509 e-mail: [email protected] INTRODUCTION: The 9th partnership meeting of the “Improving Employment Opportunities in the Labour Market for Marginalised Communities” Leonardo da Vinci Lifelong Learning Programme took place from 23rd – 25th June, 2013 in Wrocław city in Poland. The meeting was organized by the Lower Silesian Regional Labour Office. During this mobility Partners visited Vocational Activisation Centre (CAZ) operating within the Poviat Labour Office in Wroclaw, where they were briefed on the activities of the office for the unemployed, in particular the active forms of support. Later in was presented one of the activities - group counseling - led by the Wroclaw Information and Career Planning Centre. In addition, partners took part in a study visit in Information Centre for Social Development in Wroclaw, which in partnership with Foundations InPosterum and PROM currently leads measures to support the integration of the Roma community. 25.06.2013 was the day of the Final Conference in the project. This event took place in the Hotel Mercure at Dominican square in Wroclaw, in which both, partners and invited guests, shared their knowledge and examples of good practice in respect to the topics addressed in the project "Improving employment opportunities in the labour market for marginalised communities". It was intended to exchange the experiences of people working with marginalized communities and show the results of the project and possibilities of further cooperation at the conference. That conference was thought as a space for institutions from four countries participating in the project that actions are focused on five topics undertaken in the frames of the project: 1) Early school leaving, 2) Minority communities accessing the labour market, 3) Long-term unemployed accessing the Labour Market, Lifelong Learning Programme – LdV – Partnership “Improving Employment Opportunities in the Labour Market for Marginalised Communities” 10 DOLNOŚLĄSKI WOJEWÓDZKI URZĄD PRACY 58-306 Wałbrzych, ul. As it was mentioned in the agenda above, five project topics were covered by at least two examples of good practices. Furthermore the conference contributed dissemination of the results of the project by presenting short summaries about all actions taken and reports produced to wider – than standard international group of people involved in this project – audience. The meeting has enabled and opened the possibilities for further cooperation among partners and invited guests from labour market offices, departments of education, voluntary labour corp, social welfare office and different foundations. M i n u t e s The ninth and final Meeting of the Lifelong Learning Programme – LdV – Partnership “Improving Employment Opportunities in the Labour Market for Marginalised Communities”, rd th Wroclaw, 23 – 25 June, 2013. These minutes record the agreed decisions, project schedule and allocation of tasks during the formal meeting. The overall partnership meeting consisted of three visits to Centres that work closely with long time unemployed (Local Labour Office, Lower Silesian Regional Labour Office) and Roma community in Wroclaw (Roma Inclusion Centre) and several presentations on all project themes presented during the meetings and Final Conference on Tuesday. All presentations were designed to inform participants on the various programmes and supports that are provided to long time unemployed, early school leavers, Roma community members and young people entering the labour market with entrepreneurship-related programs. The final conference provided a platform to mainstream the project with other similar projects in Poland. A detailed conference programme was developed with regard to the outcomes of the project. Presentations on the outcomes were given at the conference by partners who had responsibility for these themes. Time was given during the final conference for short presentations on models of good practice that had come to light during the last two years of the project. A number of guests attended different parts of the meeting. The minutes of the previous meeting were approved and adopted. 2. Evaluation of Previous Partnership meeting in Ireland 13 – 17 April 2013 An overview of our last partnership meeting was given by Elena, detailing a number of points that were raised in the evaluation sheets of the meeting (see below). Generally, it was felt that the previous meeting was a success in Dublin. There was unanimous agreement that presentations and visits to projects were really useful and provided a huge amount of learning for all attendees. It was agreed, where possible if presentations could be forwarded in advance of meetings as attendees do have difficulties with some of the technical vocabulary contained in the presentations as English isn’t their first language. Elena gave feedback on all the questions contained in the collated Survey Monkey report However, due to minor adjustments to presentations at different stages, it was difficult to forward presentations in advance of conference. All delivered presentations were placed in Dropbox folder on Friday 14th before the final meeting. Conference presentations were included in the conference pack. Very good practical examples focused on early school leaving and young people which have problem with the law. I appreciate very good idea to define actual situation and to suggest system changes to the future. Perhaps the papers could be delivered in advance to non English speaking countries for translation. Less words, more figures and pictures. I think some of them shall talk a little bit slower, because English is not our first language. And it depends on accent, in some presentations I understood every word, in some- because of the speednot very well. I have no recommendations, to me was nicely and clearly delivered. It is a pity that the last meeting in Poland will take place. In any case to discuss how to continue with all partners in the future!!! More project visits, more discussion on the themes, use of an interpreter for those whose command of English isn't the best. Nothing more, nothing less. 5. General Discussions on the Dissemination of the Project Gerry Griffin informed all the partners about necessity of updating national dissemination reports st and sending them to Gerry by the date of 31 July 2013. All partners’ reports will be compiled into one document by Gerry Griffin and attached as a appendix to the Final Report. This will then be circulated prior to submitting the final report by all partners. Also it was requested that if partners have photos etc. from dissemination activities, they could be forward to Gerry. 6. General Discussion on the Final Report of the Project and EST base a) The main discussion took place on Monday evening with Elena Cermakova, Eva Koranova, Bernie Keller, Urszula Jadowska, Gerry Griffin, Wojciech Kedzior, Melih Ucin, Ugur Ulukaya at the arranged management meeting. According to the advice given by National Agencies of the LdV Programme Part A of final report has to be the same for all partners. During the discussion at the management meeting Elena read the draft of Final Report, detailing the proposed answers that her organisation had already prepared for the meeting, The different questions re Outcomes, added value, communication, progress monitoring and co-operation etc . were summarized and agreed by all the managers present at the meeting. It was agreed that Elena and Gerry will do all the writings and send them to partners for any possible remarks. However, Section B will have to be completed by one’s own organisation as this Section refers specifically to financial details associated with your project in the partnership. General Discussions on the Outcomes of the Project As outcomes the following Reports have been produced already: Report on early School Leaving (Polish partner) Overview of the Education System in the various partnership countries in the project (Irish Partner) Report on Irish Travellers and Minorities Communities (Irish Partner) Report on Long-Term Unemployed (Both Czech Partners working together) Report on Practice Firms and Vocational Guidance (Turkish Partner) Conference reports ( by the host partners of the meeting) In relation to the thematic reports, partners agreed, that all produced reports need to be reformatted, logos must be changed and unified, includung a table of contents. To the report on Long-Term Unemployed part about Educational Programmes for Unemployed, Quality nd Assurance Issues must be added and send to Eva Koranova by date 22 of July 2013. Website Bernie made a great job listing what must to be changed on the project website. That list will be send to Wojciech so he could correct it. 8. General discussion on the further mutual co-operation in the future After this Partnership Project will befinished, based upon the positive experiences by all partners in the project, it was stated that every effort would be made to continue working together in the future if possible. It was agreed that we would look for other European projects that may be suitable to continue with this project.
