ADMINISTRATION 1.1 General Information 1.1.1 The SEQ Challenge is conducted under the authority of Queensland Netball Association Incorporated (Netball Queensland), and as such, Netball Queensland has the ultimate decision-making power over the competition. 1.1.2 Netball Queensland vests responsibility for the day to day operation and management of the competition under the Netball Queensland Manager - Events and Competitions and the Competitions Coordinator. 1.1.3 Netball Queensland will appoint a committee to assist in the delivery and development of rules and regulations relating to the conduct of the competition, known as the State Events Committee. 1.1.4 The official competition draw will be distributed by Netball Queensland to all Team Officials prior to the commencement of the competition. 1.1.5 All Competition fees must be paid by the due date/s stipulated in Appendix 1 of this Competition Manual. 1.1.6 If, at any time, the Association does not adhere to the requirements set out in this Competition Manual, Netball Queensland reserves the right to remove the Association team/s from the Competition without refund. 1.1.7 Netball Queensland has the power to waive compliance to any of the rules or regulations when satisfied that special circumstances exist. Any request to waive compliance with the rules must be submitted in writing, addressed to the Netball Queensland Competitions Coordinator and be accompanied by a deposit of $55.00 (incl GST). 1.1.8 Netball Queensland may impose a fine or loss of points on any team if they are found to have contravened or disregarded any Rules of the competition. 1.1.9 The webpage for the SEQ Challenge is http://qld.netball.com.au/seq-challenge/ 1.2 Summary 1.2.1 The SEQ Challenge provides a representative competition for Netball Queensland registered Associations within South East Queensland for the development of Players, Coaches and Umpires. 1.3 Vision 1.3.1 The SEQ Challenge competition aims to: 1.3.1.1 Create a high level of competition for Players, Coaches and Umpires to further develop their skills. 1.3.1.2 Provide opportunities from SEQ Challenge to higher competitions such as State Events, State Teams, Regional Academies, and Queensland State Netball League. P a g e 6 | 40 1.3.1.3 Market the competition to both media and Associations to increase the profile of Netball. 1.3.1.4 Provide an enjoyable service to assist with maintaining members in the sport of Netball. 1.4 Sponsorship 1.4.1 The name / logo of the Naming Rights sponsor for the competition may be required to be attached to the positional patches of all teams. If this is a requirement then Netball Queensland will advise all Associations and provide the attachment. 1.4.2 When negotiating sponsorships for teams taking part in this competition, Associations must not enter into agreements with any parties that will conflict with existing exclusive sponsors of Netball Queensland. Associations are advised to contact the Netball Queensland Commercial Department for clarification on category eligibility. 1.4.3 Associations must notify the Netball Queensland Commercial Department in writing of any intended sponsorship for teams taking part in this competition for approval by Netball Queensland. 1.4.4 A sponsor’s logo or name may only appear once on the team playing uniform and prior approval must have been sought from Netball Queensland. 1.4.5 A sponsor’s name or logo must not exceed 64 cm2, with maximum height 8cm and maximum length 8cm. 1.4.6 A manufacturer’s logo may be placed on a team uniform and must not exceed 15cm2, with maximum height 3cm and maximum length 5cm. 1.4.7 A name or logo for a sponsor or uniform manufacturer may only appear once on any one garment. 1.5 Uniforms 1.5.1 Associations wanting to implement new team uniforms for the SEQ Challenge must firstly submit their proposed colours and uniform design to the Netball Queensland Competitions Coordinator for approval. A sample of the material or colour photograph must accompany the written application. 1.5.2 A team is not permitted to alter its colours or uniform design without first obtaining approval from Netball Queensland. Netball Queensland will not be held responsible for the outcome of retrospective approvals where your uniform has been produced prior to seeking approval. 1.5.3 No player shall play in any uniform not registered with Netball Queensland. 1.5.4 Playing uniforms shall consist of shirt and skirt or bodysuit / dress, socks, briefs / undergarments and positional patches along with suitable sporting footwear. 1.5.5 Positional patches shall be worn on the front and back of uniforms above the waist. Lettering shall be not less than 120mm and no more than 150mm, and clearly visible. P a g e 7 | 40 1.6 Venue 1.6.1 All Matches will be played at the Hibiscus Sports Complex, 50 Klumpp Rd, Mt Gravatt. 1.7 Ticketing 1.7.1 Ticket sales will occur at all matches at the Hibiscus Sports Complex. 1.7.2 Ticket Prices Single game: Season Ticket (finals not included): Final Series: 1.7.3 $5.00 (Adults) $3.00 (Concession) Children under 12 free $60.00 (Adults) $30.00 (Concession) $5.00 (Adults) $3.00 (Concession) Children under 12 free Complimentary Passes 1.7.3.1 Each team will receive twelve (12) x Player passes, one (1) x Coach pass, one (1) x Assistant Coach pass, one (1) x Manager pass, four (2) x Bench Official passes and Primary Carer or Photo/Video passes with successful submission of the relevant forms for registration. All passes must be presented and validated at the door upon entry to the venue. 1.7.3.2 A Bench Official pass only allows the person entry if they are timing or scoring the relevant match and sign on for their bench officials duties. It is not to be used in any other circumstance. 1.7.3.3 Associations found to be misusing passes will be penalised or have their passes revoked. 1.8 Primary Carer Registration Form 1.8.1 Each team must appoint a Primary Carer who will sit on the team bench for each match of the competition (the Manager may also be the Primary Carer). 1.8.2 Primary Carers must hold a current minimum Senior First Aid Certificate. 1.8.3 Primary Carers must hold a current Working with Children Positive Notice Blue Card. 1.8.4 Teams are required to register their Primary Carer by submitting the Primary Carer Registration Form (refer Appendix 6) to Netball Queensland. 1.8.5 The Primary Carer for each team is primarily responsible for the initial attention to injured players within their team. Once the injured player has been removed from the court, the Sports Medicine personnel may continue treatment as appropriate. 1.8.6 Primary Carer must wear their pass at all times when on the bench so they are identifiable by the umpires. P a g e 8 | 40 1.9 Video and Photographer Accreditation 1.9.1 Each team is permitted to have one (1) official Video Operator and one (1) Photographer per match. 1.9.2 Video Operators and Photographers must hold a current Working with Children Positive Notice Blue Card. 1.9.3 Teams are required to register their Video Operator and Photographer personnel by submitting the Video and Photographer Accreditation Application (Appendix 5) to Netball Queensland by the due date specified in Appendix 1. 1.9.4 At the beginning of the night all Video Operator and Photographer personal must make themselves known to the State Events Committee personnel at the front counter. 1.9.5 No person may photograph or video a game without a pass, and must produce their pass on request. 1.9.6 Video Operators and Photographers must carry their pass at all times when operating in this capacity, and must produce the pass on request. 1.10 Sports Medicine Personnel 1.10.1 Netball Queensland will provide qualified Sports Medicine personnel at all matches. 1.10.2 Sports Medicine personnel will hold a current minimum Senior First Aid certificate. 1.10.3 The responsibility of the Sports Medicine personnel is to continue treatment of injuries after the Primary Carer has removed the injured player/s from the court. 1.11 Personal Injury Claim Form 1.11.1 The Personal Injury Claim Form is to be used by any player (or team official) injured at training or during competition. 1.11.2 This form can be accessed via http://www.willisnetball.com/. 1.11.3 Instructions: Go to http://www.willisnetball.com/. Click – Download a Personal Accident Claim Form. Click – Netball Queensland logo. Ensure all sections are complete. Forward the completed form to the Claims Service address on the first page. Any queries should be directed to the claims enquiries number. Your initial claim must be lodged within six (6) months from the date of the injury. You can lodge your initial claim as soon as you wish and then forward receipts as they are issued. P a g e 9 | 40 1.12 Pre-Season Meeting 1.12.1 Netball Queensland will host a Pre-Season Meeting for each Division in the first round of competition. Managers are required to report to the Competition Counter at the venue 30 minutes prior to the start of their first game. 1.12.2 These meetings are COMPULSORY for all to attend. Please be prompt. 1.13 Protests and Complaints 1.13.1 Any protest or complaint must be lodged in writing addressed to the Netball Queensland Competitions Coordinator and be accompanied by a deposit of $55.00 (incl. GST). 1.13.2 A protest or complaint must include team name, opposition team name, division, time, nature of protest or complaint, and the names of people involved (if applicable). The protest or complaint must be co-signed by an Association Committee Member. 1.13.3 Should such a protest or complaint relate to a particular match, such protest must be lodged within 48 hours of the conclusion of the match. 1.13.4 In the event of any protest or complaint being upheld, the deposit of $55.00 (incl. GST) shall be returned. 1.14 Competition Timeline 1.4.1 Refer to Appendix 1 for the Competition Timeline. P a g e 10 | 40 2 COMPETITION STRUCTURE 2.1 Divisions 2.1.1 The SEQ Challenge competition will consist of the following divisions, provided that a minimum of seven (7) eligible teams nominate within the required time for any division, except the Men’s division, which requires a minimum of six (6) teams: 2.1.1.1 16 Years – Division 1 2.1.1.2 16 Years – Division 2 2.1.1.3 19 Years – Division 1 2.1.1.4 19 Years – Division 2 2.1.1.5 Women’s Opens – Division 1 2.1.1.6 Women’s Opens – Division 2 2.1.1.7 Men’s Opens – Division 1 2.1.2 Each division will consist of a maximum of nine (9) teams, as determined in the Grading process. 2.1.3 A maximum number of teams is dependent on the venue and facility availability and is at the discretion of Netball Queensland. 2.1.4 Netball Queensland has the right to modify the number of teams per division, the number of divisions and/or combine age divisions provided that the players in the teams meet all eligibility requirements. Any such modification will be discussed with the relevant Associations. 2.1.5 The season runs for 14 rounds for Divisions with up to eight (8) teams and 18 rounds for Divisions with nine (9) teams, with each team playing each other twice in weekly fixtures, leading into a final series of three (3) weeks in duration. 2.2 Team Eligibility 2.2.1 A Netball Queensland affiliated Association may submit teams for the competition provided that the Association has paid the required Affiliation fee, Capitation fees and/or any other amounts due to Netball Queensland. 2.2.2 Association teams will only be able to participate in the fixtures of this competition once nomination fees have been paid in full. 2.2.3 Where small Associations are unable to field a team in this competition due to lack of players, two (2) such Associations may submit a written application to Netball Queensland requesting permission to enter a combined team. This application must be signed by an authorised representative from each Association. P a g e 11 | 40 2.2.3.1 To be classified as a ‘small’ Association, each of the two (2) Associations must have no more than 200 members registered with Netball Queensland in the year of the request. 2.3 Team Trials 2.3.1 Associations are responsible for conducting their team trials. 2.3.2 A minimum of ten (10) and maximum of twelve (12) Players are to be selected. 2.4 Nomination Procedures 2.4.1 Female Divisions 2.4.1.1 2.4.2 Associations may only nominate one (1) team in each age group. ie. A maximum of three (3) teams, with one (1) team in 16’s, one (1) in 19’s and one (1) team in Opens. Male Division 2.4.2.1 There is no maximum number of teams an Association may enter. 2.4.2.2 A team in the Men’s division is only permitted a maximum of twenty (20) points, as per Point 2.4.2.3., on court at any one time, based on Queensland outdoor netball representation. 2.4.2.3 Men’s teams must adhere to the following: POINTS CRITERIA 2015 Open Men's 2015 Open Male Mixed 2015 23's Men's 2011-2014 Previous Male Mixed 2011-2014 Open Men's 5 Points 3 Points 2 Points -5 Points 2015 Developing Players or Reserve Grade Players (23's/19's/QLD Second Team/Masters) 2015 Underage Players (17's) 2011-2014 Previous Underage or Developing Players 2.4.3 A nomination will only be considered with the completion of the Team Nomination Process and payment of the required nomination fee by the due date specified in Appendix 1. 2.4.4 Team Nomination Process 2.4.4.1 As an Association, for your nominations to be accepted, the following needs to be completed: 2.4.4.1.1 The team nomination is lodged through MyNetball – you must login as your Association and follow the instructions provided on a separate document; P a g e 12 | 40 2.4.4.1.2 Team Nomination Checklist (Appendix 2); 2.4.4.1.3 Association Information Form (Appendix 3) 2.4.4.2 The MyNetball Team Nomination Process ‘How To’ document will be provided as a separate document prior to nominations opening, or click on the link. 2.4.5 All players and team officials must be registered on MyNetball by the due date specified in Appendix 1 - you must login as your Association and register the players online. 2.4.6 For each player and Team Official that is not registered in MyNetball by the date specified in Appendix 1, an additional $25.00 per person (incl. GST) fine will be incurred. Fines are required to be paid prior to the season commencement for a team to be eligible to take the court. 2.4.7 Late nominations will be accepted at the discretion of the Competitions Coordinator, and a fee of $110.00 per team (GST inclusive) will apply. 2.4.8 A Nomination is considered late if any of the components in Point 2.4.4. are not completed by the Team Nomination Process due date as specified in Appendix 1. 2.4.9 Netball Queensland reserves the right to regrade any team at a later date. 2.4.10 In the event that a team withdraws from the competition after nominations close, all fees that have been paid shall be retained by Netball Queensland. 2.4.11 If the nomination procedures are not completed by the due dates then Netball Queensland reserves the right to reject the Association’s nomination and a refund will not be given. 2.5 Grading 2.5.1 The nominated teams for each age group will be initially Paper Graded by the State Events Committee with Preliminary Divisions to be displayed on the Netball Queensland website. Associations will then have an opportunity to appeal their Preliminary Grading before a set deadline and identify any team(s) in a higher division that they believe they should playoff against in order to qualify for a division. Sufficient reasoning must also accompany such an appeal. The State Events Committee will then consider each appeal on its merit and determine which teams will be required to attend Grading Trials prior to the start of the season – Playoff pools and a draw for each pool will then be formulated and made available to all teams required at Grading Trials. Teams not appealing that are also not directed by the State Events Committee to attend trials will remain in their original Division. The results at Grading Trials will determine which of the remaining teams will be admitted to the competition and which division (division 1 or 2) of their age group each team will be placed in. P a g e 13 | 40 Netball Queensland reserves the right to regrade any team at a later date should circumstances arise. Following Grading Trials, the final SEQ Challenge Divisions will be displayed on the Netball Queensland website. Players named on the ‘Team Registration Form’ must be available for Grading Trials, team members competing in the competition and must be fit to compete. Replacement Players may only be used for Grading Trials if one or more registered players are unavailable. In the case of a team needing one (1) or more replacement players for Grading Trials, a Replacement Player Form (refer Appendix 11) must be submitted to Netball Queensland and be accompanied with a dated medical certificate for the Player/s who are being replaced (if applicable). Each team is required to provide 1 x Primary Carer for each match played during the Grading Trials. Each team is required to provide 1 x Scorer for each match played during the Grading Trials. Each team is required to provide 1 x Umpire for the duration of the Grading Trials. Each team is required to provide 2 x sets of player patches (bibs) differing in colour to be used during the Grading Trials. 2.6 Fee Structure 2.6.1 The following are the per team fees for the Competition: Division Nomination Fee Competition Fee Umpire Fee Total (GST Incl.) Opens $100.00 $1,800.00 $400.00 $2,300.00 19 Years $100.00 $1,800.00 $400.00 $2,300.00 16 Years $100.00 $1,800.00 $400.00 $2,300.00 2.6.2 Not paying fees by the due date may result in your teams being removed from the Competition. 2.7 Team Composition / Bench 2.7.1 Each team is required to have the following members: 2.7.1.1 Min. ten (10) and a max. twelve (12) registered Players 2.7.1.2 One (1) Coach 2.7.1.3 One (1) Assistant Coach (optional) 2.7.1.4 One (1) Manager 2.7.1.5 One (1) Primary Carer (Manager may act as the Primary Carer, as per Point 1.8) P a g e 14 | 40 2.7.1.6 One (1) Timekeepers – known as a bench official 2.7.1.7 One (1) Scorers – known as a bench official 2.7.1.8 One (1) Umpire 2.7.2 During play, a team bench is not to exceed eight (8) people. 2.8 Competition Draw 2.8.1 Netball Queensland is responsible for devising the competition draws. 2.8.2 The draws will be posted to the Netball Queensland website prior to the commencement of the season. 2.8.3 Round matches will be played in rotating timeslots – 6:30pm, 8:00pm, 9:30pm – on the following nights: 2.8.3.1 Tuesday – Men’s Opens – Division 1 2.8.3.2 Thursday – Women’s Opens – Division 1; Women’s Opens – Division 2; 19 Years – Division 1 2.8.3.3 Friday - 16 Years – Division 1; 16 Years – Division 2; 19 Years – Division 2 2.8.4 Finals Series matches will be played at the timeslots specified in Appendix 10. 2.9 Results and Ladders 2.9.1 Netball Queensland will be responsible for updating competition results and ladders on the Netball Queensland website. 2.9.2 All competition results will be posted on the Netball Queensland website by COB on the Monday following each round. 2.10 Finals Series 2.10.1 A Finals Series shall be played at the conclusion of the fixture rounds. 2.10.2 The top four (4) teams shall compete in the Finals Series. 2.10.3 The draw for the final series will be as follows: Major Semi Final: Minor Semi Final: Preliminary Final: Final Grand Final: Team1 v Team 2 Team 3 v Team 4 Loser Major Semi Final v Winner Minor Semi Winner Major Semi Final v Winner Preliminary 2.10.4 Final positions on the ladder after the Regular Season rounds will be determined as follows: 2.10.4.1 Teams shall be placed in order of merit based on the number of points scored in the fixture rounds. P a g e 15 | 40 2.10.4.2 In the event of a tie on points at the end of the preliminary rounds, the respective positions shall be determined by ranking the teams according to the goal percentages achieved by each team during the preliminary rounds. 2.10.4.3 When goal percentages are used for determining final positions of teams under the above clauses, these shall be calculated in accordance with the following formula: 2.10.4.3.1 ‘Goals For’ divided by ‘Goals Against’ multiplied by 100. 2.10.4.3.2 If after ranking teams according to goal percentages to two (2) decimal points, teams remain tied, the result of the match between the two teams concerned during the preliminary rounds will decide the winner. 2.10.4.3.3 If the two (2) teams drew their match, or if more than two (2) teams have the same number of points and percentage at the end of the preliminary rounds, then goal difference will be applied (i.e. the difference between goals for and goals against). 2.10.4.3.4 In the event of a further tie, teams will be ranked on the basis of the total number of goals they have scored in the Regular Season rounds. 2.10.4.4 In the event of a drawn match in the Final Series, the following shall apply: 2.10.4.4.1 After a two (2) minute interval, during which time there may be substitutions and/or team changes, teams change ends and two (2) halves of seven (7) minutes extra time shall be played; 2.10.4.4.2 At the end of the first seven (7) minutes teams there shall be a one (1) minute interval - substitutions and/or team changes may be made. Teams shall change ends after the interval. The centre Pass is taken by the team entitled to the next Centre Pass. 2.10.4.4.3 If the match is still drawn at the end of the second seven (7) minute period play continues until one (1) team gains a two (2) goal advantage. 2.10.4.5 During extra time, normal injury or illness procedures shall apply. However, during the entire extra time: 2.10.4.5.1 The first stoppage for each team shall be up to two (2) minutes; 2.10.4.5.2 2.11 Each subsequent stoppage for each team shall not exceed 30 seconds. Awards 2.11.1 An award will be given to the ‘Player of the Grand Final’ from each division, which will be selected by a special guest designated by Netball Queensland. P a g e 16 | 40 3 TEAM OFFICIALS 3.1 Eligibility 3.1.1 Coaches must: 3.1.2 3.1.1.1 hold a minimum ‘Foundation’ Coaching Accreditation; 3.1.1.2 attend education programs as requested by Netball Queensland; 3.1.1.3 have involvement in the sponsors’ promotion of the sport as required by Netball Queensland; 3.1.1.4 hold a current Working with Children Positive Notice Blue Card; 3.1.1.5 be a current registered financial member of Netball Queensland prior to the date specified in Appendix 1. Managers must: 3.1.2.1 hold a current Working with Children Positive Notice Blue Card; 3.1.2.2 be a current registered financial member of Netball Queensland prior to the date specified in Appendix 1. 3.2 Manager Match Day Duties 3.2.1 Team Managers are responsible for: 3.2.1.1 Handing signed team sheet to the score bench no later than fifteen (15) minutes prior to commencement of match. 3.2.1.2 Listing on the back of the Team List any player who is playing above their designated team. 3.2.1.3 Completing substitution cards with any changes during quarter breaks and handing to score bench prior to the thirty (30) second whistle to presume play. Both players replaced and replacement player/s names are to be recorded on substitution cards. 3.2.1.4 Completing substitution cards in case of injury. Substitution cards are to be handed to the score bench immediately after a substitution is made. 3.2.1.5 Confirmation of all registered players and must be able to provide evidence that players are registered members of the relevant Association. P a g e 17 | 40 4 PLAYERS 4.1 Eligibility 4.1.1 The minimum age for players in all divisions is 15 years (born 2001 or before). 4.1.2 No player shall be registered with or represent more than one (1) team in this competition in any year. 4.1.3 Players must be a registered financial member with Netball Queensland, and be registered in MyNetball, prior to the date specified in Appendix 1. 4.1.4 All players in this competition must be registered with and play a minimum of three (3) club fixture games with the Association they are representing (with the exception of Import Players) during the competition calendar. These fixture games must be played on three (3) separate days throughout the season. 4.1.5 Queensland State Netball League Players are entitled to compete in the SEQ Challenge in the same calendar year. 4.1.6 Queensland State Netball League Players may only compete for an Association within the Region they represented during the Queensland State Netball League competition. 4.1.7 Queensland State Netball League import players may compete for an Association within their original registered Region for the SEQ Challenge. 4.1.8 Permanent players of SEQ Challenge teams can play at State Age Championship and Country Carnival, but cannot play at Challenge Carnival. 4.1.9 For the purposes of this document, one (1) quarter is considered to be the completion of a full fifteen (15) minute quarter. Where a player is substituted on or off during a quarter of play, this quarter will not be included in any eligibility or qualification. 4.2 Import Players 4.2.1 Associations unable to fill a team from their own Association members may apply to Netball Queensland for permission to Import Player/s. 4.2.2 A maximum of two (2) import players are permitted per Association team. 4.2.3 Import players are players who are not members of the Association they represent in this competition. 4.2.4 Players who have dual membership and have already represented another Association are also considered import players. 4.2.5 Players must make themselves available for their own Association teams (if applicable) before they opt to become an import player. 4.2.6 Import players must comply with all Player Eligibility rules, however they do not have to be registered with and play their minimum three (3) club fixture games at the Association they are representing, they may do this at their own Association. P a g e 18 | 40 4.2.7 Import Players may only register as an import player with one (1) Association and for one (1) competition in any one (1) year. 4.2.8 Import Players are not permitted to play for the Association they are representing in SEQ Challenge, in any other Netball Queensland competition such as State Age, Challenge Carnival or Country Carnival. 4.2.9 Teams receiving Import Players must obtain a letter of release from the Association the player belongs to. This letter must be submitted to Netball Queensland with a written application for an Import Player prior to the close of team nominations, and must include reasons as to why players from the Association have not been selected. 4.3 Dual Memberships 4.3.1 Players with dual membership (ie. signed on at two (2) or more Associations in the given year) must represent only ONE (1) Association in the given year in any of the Netball Queensland competitions, with the exception of Import Players (see section 3.2.8). Netball Queensland competitions include Challenge Carnival, State Age Championships, Country Carnival and SEQ Challenge. 4.4 Player Registration 4.4.1 Players who are originally nominated through the MyNetball Team Nomination Process, as per Point 2.4.4., shall be deemed the registered players for this competition. 4.4.2 Additional players may not be added to the team once the competition has commenced. 4.4.3 A Replacement Player may only be added to the team if another player is removed from the team permanently. 4.5 Player Movement 4.5.1 Where, for any reason, one (1) or more registered players are not available for a match and replacement players are required, such players may only be drawn from the following areas: 4.5.2 4.5.1.1 A team from the same Association of a lower division in the SEQ Challenge competition (subject to Point 4.1); 4.5.1.2 Registered members from the Association that the team represents (subject to Point 4.1). There is no limit to the number of times a SEQ Challenge replacement player from a lower division may play for a team in a higher grade of the SEQ Challenge competition, however they may not be named on both team lists for more than two (2) consecutive rounds. Please note that a Bye in either competition is not counted in the two (2) consecutive rounds. P a g e 19 | 40 4.6 Replacement Players 4.6.1 When Replacement Players are selected, the team Manager must submit a Replacement Player Form (Appendix 7) to the Match Supervisor at least fifteen (15) minutes prior to match commencement. 4.6.2 Replacement Players may not represent more than one (1) Association in a competition year. 4.6.3 A Replacement Player may only play ten (10) quarters before they are required to become a Permanent Replacement Player, in which another player in the Team must be replaced. 4.6.4 There are two (2) types of Replacement Players; Temporary Replacement Players and Permanent Replacement Players. 4.6.5 Temporary Replacement Players: 4.6.6 4.6.5.1 Temporary Replacement Players are defined as Players who have been selected to replace an injured / sick / unavailable Player on an impermanent basis (ie. the registered player intends to return to the competition). 4.6.5.2 Temporary Replacement Players must be selected in accordance with player eligibility and player movement provisions. Permanent Replacement Players 4.6.6.1 Permanent Replacement Players are defined as Players who have been selected to replace an injured / sick / unavailable Player on a permanent basis (ie. the registered player will not return to the competition). 4.6.6.2 Permanent Replacement Players must comply with player eligibility and movement provisions before becoming a permanent member of the team. 4.6.6.3 When Permanent Replacement Players are selected, the team Manager must submit a Replacement Team Sheet (refer Appendix 8) to Netball Queensland prior to the following round. 4.7 Eligibility for Final Series 4.7.1 For Players to be eligible for the Final Series in all divisions, they must have played a minimum of twenty (20) quarters in their respective division in the current season. 4.7.2 All Players must be financial with their Association and Netball Queensland. 4.7.3 In the instance that registered players cannot comply with the above due to injury or prolonged illness, a request for an exemption may be submitted to Netball Queensland in writing and must be accompanied by a dated medical certificate. Adjustments to the Rule can be made on a case by case basis and at the discretion of Netball Queensland. 4.7.3.1 The adjustment is approximately 20% of the quarters the medical certificate covers the Player for, to the nearest quarter. For example, if a Replacement Player is required for P a g e 20 | 40 the Final Series and that player has not played the minimum twenty (20) quarters, a request for an exemption may be submitted to Netball Queensland in writing and must be accompanied by a dated medical certificate for the injured / sick player that is being replaced. Adjustments to the Rule can be made on a case by case basis and at the discretion of Netball Queensland. If the request for exemption is granted, then a Replacement Player Form (Appendix 7) must be forwarded to Netball Queensland prior to the match. 4.7.4 During the Final Series, Replacement Players are not permitted to replace players who are simply unavailable. 4.7.5 All teams are required to submit a Finals Series Team List (refer Appendix 9) to Netball Queensland as per the due date specified in Appendix 1. 4.7.6 Any player found to be ineligible for the Final Series will not be permitted to play in any subsequent matches and the team will be penalised. P a g e 21 | 40 5 MATCH OFFICIALS 5.1 Match Supervisor 5.1.1 Netball Queensland will provide Match Supervisors for all rounds played during the competition season. 5.2 Scorers and Timekeepers 5.2.1 Associations must nominate AT LEAST two (2) official Scorers and two (2) official Timekeepers (Timers) per team. In the event that these four (4) personnel are not listed on the nomination form, the team nomination will not be accepted. 5.2.2 The scoring and timing panel for each scheduled match will consist of two (2) Scorers, two (2) Timers and one (1) Bench Referee / Match Supervisor (per round). 5.2.3 One (1) Scorer and one (1) Timer must be supplied by each team for each match. 5.2.4 All Scorers and Timers should arrive not later than fifteen (15) minutes prior to commencement of matches, and remain until completion of the last fixture round to which they have been rostered. 5.2.5 Scorers and Timers shall report to the Netball Queensland Match Supervisor on arrival at the venue. 5.2.6 Scoresheets, substitution cards and team lists for use during the competition will be supplied by Netball Queensland. 5.2.7 The scoring and timing will operate in accordance with the operational procedures outlined in the Netball Australia National Score Bench Handbook. 5.2.8 Bench Officials, ie. Scorers and Timers, must not approach the Umpire at any time during the match. 5.2.9 Netball Queensland will make available, on the SEQ Challenge webpage, a copy of the scoresheet and how to score. It is the Association’s responsibility to ensure its Scorers and Timers are competent in their duties, and it is highly recommended you share this document among your personnel. 5.2.10 Associations who fail to fulfil their requirements, as per Point 5 – Match Officials, will receive $25 (GST incl.) fine per person per match, payable within two (2) weeks of the match date. 5.3 Umpires 5.3.1 All teams must supply an Umpire who holds a minimum National C Badge and is a registered member of Netball Queensland. Details of the Umpire must be submitted to Netball Queensland via the Team Nomination process on MyNetball by the due date specified in Appendix 1. 5.3.2 Associations must also nominate at least one (1) Emergency Umpire at the time of nomination. P a g e 22 | 40 5.3.3 Each Umpire will be included in a pool and may be allocated to matches on a weekly basis by Netball Queensland. 5.3.4 Umpires must be available to umpire for the full competition ie. rounds (including Byes) and the final series. In the case of injury or illness a medical certificate may be requested by Netball Queensland. 5.3.5 Umpires may be allocated to umpire during the Final Series, irrespective of whether their team is involved in the finals. 5.3.6 An umpire fee, as per the fee structure, is payable to Netball Queensland by the due date as specified in Appendix 1. 5.3.7 Umpires not allocated to an Association team may nominate independently to be included in the pool of umpires. 5.3.8 It is the responsibility of the umpire to be fully aware of the Rules and Regulations of the competition. 5.3.9 Umpires shall be ready to umpire at the commencement of each match. 5.3.10 Failure of any team to ensure an umpire has given Netball Queensland a minimum of twenty four (24) hour’s notice of their inability to perform their umpiring duties due to injury or illness (without organising a replacement umpire), may result in the following: 5.3.10.1 First offence - $200.00 (incl. GST) fine to be paid by the Association; 5.3.10.2 Second and subsequent offences - $300.00 (incl. GST) fine to be paid by the Association; 5.3.11 Teams with outstanding fines will not be allowed to take the court until they are paid and may face removal from the competition. 5.3.12 Umpires must be available for allocated reserve duties and shall remain at the Score Bench throughout the game unless required to officiate the game. P a g e 23 | 40 6 MATCH RULES 6.1 Official Rules 6.1.1 The ‘Official Rules of Netball’ (Revised 2012) will apply to all matches played in the SEQ Challenge, unless otherwise stated in this document. 6.2 Policies 6.2.1 All Players will be bound by Netball Australia’s Pregnancy Policy. This is available from the Netball Australia website www.netball.com.au. 6.2.2 All Players, Officials and Administrators will be bound by Netball Queensland’s Member Protection Policy, including the relevant Code of Conducts. This is available from the Netball Queensland office or website www.netballq.org.au. 6.2.3 All Players will be bound by Netball Australia’s Blood Policy (see Rule 7.2 of the Official Rules of Netball, revised 2012). 6.2.4 All Players will be bound by the AANA Drugs (Anti-Doping) Policy, as amended from time to time. 6.3 Duration of Games 6.3.1 Playing times for matches will be: 6.3.1.1 4 x 15 minute quarters 6.3.1.2 ¼ and ¾ intervals - 3 minutes 6.3.1.3 ½ time interval - 5 minutes 6.4 Equipment 6.4.1 Courts, including goal posts padding, will be allocated for matches in accordance with Netball Australia’s safety standards. 6.4.2 Official match balls will be supplied by Netball Queensland for use in all matches. 6.5 Match Points 6.5.1 Points will be awarded as follows: 6.5.1.1 2 points for a win 6.5.1.2 1 point for a draw 6.5.1.3 0 points for a loss 6.6 Forfeits 6.6.1 Rule 21: Failure to Take the Court, in the ‘Official Rules of Netball’ (Revised 2012) applies to this competition. P a g e 24 | 40 6.6.2 Netball Queensland must be advised as early as possible of a team’s intention to forfeit a match. 6.6.3 A fine of $200.00 per match (incl. GST) will be imposed on teams that forfeit. A team that has an outstanding fine cannot take the court until this payment is made. 6.6.4 When Netball Queensland has been notified of a forfeit, the opposing team will automatically be awarded the two (2) points for this match. 6.6.5 If a team forfeits three (3) matches within a season, Netball Queensland reserves the right to remove them from the competition without refund. 6.7 Forced Postponement and Rescheduling of Matches 6.7.1 In the case that a team may arrive after the scheduled starting time for a match (due to unavoidable circumstances such as heavy traffic due to an accident or flooding etc), the team Manager MUST contact the Chair of the State Events Committee or the Competitions Coordinator prior to arrival and ASAP. 6.7.2 Up to fifteen (15) minutes delay of start time may be granted at the discretion of the Netball Queensland appointed Supervisor/s on duty. 6.8 Cancellations 6.8.1 Should circumstances occur which make it unsuitable for scheduled matches to be played, and all matches are cancelled for the round, teams will not be awarded competition points and the competition shall continue as per the official draw. 6.8.2 Should circumstances occur which affect play in some matches in any one (1) round, Netball Queensland shall assess the situation and decide on re-scheduling or cancelling match/s affected. 6.9 Incomplete Matches 6.9.1 In the event that due to unforeseen and exceptional circumstances a match is stopped by the Match Officials the following regulations shall apply: 6.9.1.1 A drawn result will be declared if the game was stopped prior to half time and each team awarded one (1) match point and no for and against will be awarded; 6.9.1.2 If the game has past the halfway mark and entered the third quarter a win will be awarded to the team with the highest score at the time in which the match was stopped; 6.9.1.3 In the event that the score is tied and the match has past the halfway mark and entered the third quarter, a drawn result will be declared and each team awarded one (1) match point (for and against will be awarded). P a g e 25 | 40 6.10 Breaching Competition Rules 6.10.1 Any team that is found to be in breach of any of the competition rules during the course of the competition, at the discretion of the Netball Queensland Manager – Events and Competitions, may be penalised financially and/or be deducted competition points. 6.10.2 The following penalties will occur if a breach is made by utilising one (1) or more ineligible players: 6.10.2.1 If a breach is made by the winning team, a loss will be recorded against that team and the opposing team will be deemed the winner and receive two (2) competition points. No match score will be recorded for this game. 6.10.2.2 If a breach is made by the losing team, points will be recorded as per standard competition rules and the final match score will be recorded. 6.10.2.3 If the match is drawn, the offending team will be deemed to have lost the match and the opposing team will be awarded a win and receive two (2) competition points. No match score will be recorded for this game. 6.10.2.4 Netball Queensland may also at their discretion, impose an additional two (2) competition point deduction from the offending team. 6.10.2.5 Matches that have been won / drawn by a team in breach of the rules will not be included in the Goal Percentage equation when determining final positions. Team Sheets 7.1.2.1 Team sheets must be handed to the Round Supervisor at least fifteen (15) minutes prior to the commencement of the match, with a maximum of twelve (12) players and up to five (5) team officials to be listed on the team sheet. Names cannot be added / altered to the team sheet after this time. 7.1.2.2 The list must show the starting seven (7) and their positions, up to five (5) reserves and the name of the “on court” captain. 7.1.2.3 The team Manager shall specify on the team sheet any replacement players and what competition / division the Replacement Player has been drawn from (eg. 16 years division 1). Substitution Cards 7.1.3.1 The team Managers will be responsible for identifying and recording team positional changes that occur during match interval breaks or injury timeouts.
