GENERAL
Being the premier Force appointed by Group of Minister’s, Govt. of India to tackle
the Internal Security of the country and due to volatile situation in some parts of the
nation, CRPF is expected to be on the toes to combat any challenge thrown to it. The
terrain where the force operates is rugged, undulated, un-inhabitated and hostile. One
simple mistake may prove fatal in such terrain. More so due to emergence of menace of
IED’s (Improvised Explosive devices) or mines, the troops are required to travel on foot
miles and miles together and after walking such long distances they are required to
carry out the operations. This all needs a high degree of physical strength and stamina
coupled with mental toughness and robustness. Academy intends to achieve this by a
scientific and balanced approach. However this is a two way traffic. Academy no doubt
will put in its level best to train, however a lot will be desired from the trainees too.
Therefore in this endeavor of the Academy following shall be the expectations from the
trainee officers.

OBJECTIVE OF THE TRAINING
The Gore committee report on Police training recommended a module for
indoor and outdoor component in basic training for IPS, Civil Police SI, Constables &
Armed Police of the States. However it did not make any specific recommendation on
training of Gazetted Officers, Subordinate Officers and Other Ranks of Central Police
Organizations.
The National Training Policy also emphasizes on following training objectives:
1.
Keeping up-to-date and enhancing the professional knowledge and skills needed
for better performance of individuals and organizations.
2.
Promoting better understanding of professional requirement as well as
sensitization to professionals, social-economic and political environment in which
work is done.
3.
Bringing about, right attitudinal orientation.
National Training policy also emphasizes that the training programme must focus
on:a)
Responsiveness
b)
Commitment
c)
Awareness
d)
Infusion of scientific temper &
e)
Accountability
Training programme for the basic training of DAGOs has been designed keeping
in view the National training policy and the recommendations of the Gore committee on
training of Gazetted Police Officers to the extent possible. Further, the training needs
are identified on the basis of the variety of roles being performed by the organization in
maintenance of Internal security of the country in the changing socio-economic, political
scenario, keeping in mind the expected level of performance from the young officers.
Keeping in view the needs of the duties required to be performed, the basic training has
been designed in a systematic and progressive manner. The complete training syllabus
(Outdoor and Indoor) has been broadly classified into four segments:Physical Fitness & Confidence Building.
Professional Competence.
Administrative Competence (The chapter is covered in Indoor Hand book)
Personality Development (The chapter is covered in Indoor Hand book)
The above has been spread over a period of 55 weeks

The training duration, accordingly, has also been divided into 4 phases to ensure
scientific and progressive training. These four phases are divided in two parts. First two
phases are held before mid-term break and later two phases after mid-term break. After
every phase there is evaluation and assessment of trainees through various outdoor
and indoor tests of subjects covered. Those who are found weak in the training are
given extra coaching and are re-tested. It is ensured that each trainee acquires required
standards expected from him.
Mid term and final tests are conducted in various indoor and outdoor subjects
covered before mid term and post midterm respectively. Boards of Officers for these
tests are detailed by Training Branch of Directorate General, CRPF. These tests are
very important for DAGOs since their gradation and seniority list is prepared after
adding the marks obtained by them in midterm and final tests to the marks obtained by
them during recruitment tests. Those who fail are not allowed to pass out till they
undergo further training for another three months or so in the required subjects and
pass the test. The following shall be the minimum requirements of marks. Minimum 40%
in each subject and 50% in aggregate. Trainees failing to get less than the minimum
percentage either in any subject or aggregate shall be put to re-test in the final
examination if failing in mid-term and after three months if failing in final examination.
Refailure in this subsequent examination will result in termination from service under
temporary service rules.

ROLE OF ORGANISATION
Every organization has objectives to achieve the very purpose for which it is
created. To achieve these objectives, specific roles are assigned to each organization
treading towards the same. CRPF has been raised to aid the state administration for
restoration and maintenance of peace in the event of any disturbance therein. Due to
phenomenal increase in the number of incidents, Law & Order problems, Insurgency,
Terrorism and Political Instability, CRPF has lost its reserve nature. The Force is
deployed almost on permanent basis in J&K, North Eastern States, LWE affected states
& other parts of country for maintenance of Internal Security. The main duties being
performed by members of the Force are as under:
1.
Restoration & Maintenance of Law & Order in tandem with civil administration of
the State.
2.
To undertake Counter Insurgency / Anti Terrorist Operations / Anti Naxal
Operations
3.
Guarding vital installations.
4.
VIP Security
5.
Election duties.
6.
Rescue and relief operations during Natural & man made calamities.
These duties require Officers and men who are physically and mentally robust,
professionally sound having knowledge & skills, to lead their men with good command
and control. Therefore, they should be fully conversant with the competence and
leadership qualities which are developed by giving them opportunity for their personality
development through various activities, interpersonal communication, guide schemes
etc. These skills and knowledge are being imparted to the trainees in a progressive and
phased manner with necessary evaluations and correction at different stages to bring
correct attitudinal changes in them.

PHYSICAL FITNESS & CONFIDENCE BUILDING
Primitive human beings had to be fit as only the fittest could survive. This
capacity of physical activity is predominantly absent in the present human beings. The
development of these habits of inactivity is primarily due to the presence of labour
saving devices. As a result the self concept, self image and self esteem of many
individuals has suffered owing to physical deterioration. A suitable physical exercise
programme improves one's self image and self esteem. It can make a person feel good
and develop a positive attitude of life. A specified level of fitness is essential at all times
for the Force personnel to accomplish the institutional & organizational task assigned to
him. It is a known fact that a regular exercise programme keeps the cardio-vascular
system and other organic systems of the body in lean, trim & fit condition. Such an
exercise programme improves the flexibility, blood supply, muscular strength &
endurance besides enhancing the neuro-muscular efficiency which increases the
participant's chances' for success in operations while performing tough physical tasks.
The nutritional value of the food is also maintained so as to replenish the required
energy for the body.
In addition, emotional well being of an individual is directly related to physical
fitness. The human body has identical reactions to mental and physical stress. A
physically fit person is better prepared to adopt and cope with mental stress. Physical
activity is an effective therapy. Regular physical exercise programme is not a luxury but
a necessity. The trainees are made to know the why & how of physical exercises. This
exercise schedule is designed in a manner to gradually increase the muscle power and
endurance.
Keeping in view that physical fitness of an individual is an important aspect of
operational efficiency the training programme is particularly designed to ensure
systematic and scientific development of physical strength and endurance of trainees so
that the training results are consistent with identified goals and secondly, it is a pleasant
training experience and long term service commitment. Accordingly, the whole physical
training programme is spread over four phases.
PHASE – I
Keeping the entry levels of participants in consideration, the goals are
determined for this phase. Initially it is essential to indoctrinate the trainees into why and
how of physical health. The physiological effects of different exercises on health are
explained. The initial work out are of low intensity with musculoskeletal adaptation as
the primary goal. Emphasis is laid on developing the underdeveloped muscles of body
and gradual increase in their endurance power. In this phase, the maximum heart rate
range is kept 40% to 50% and increased up to 60 %. Besides physical exercise, the
recreational values by way of games are also ensured which brings competitive spirit
and development of espirit-de-corps. In order to achieve above, the following workouts
are kept in this phase:a) Warm-up running.
b) Practice of physical exercises as laid down in recruits table card (Basic
exercises)
c) Endurance runs.
d) Evening games

DAGO’s 43RD BATCH
PHASE – II
After the initial phase, the intensity of physical exercises is increased. The
intensity of workouts is increased to aerobic capacity of 60% to 70 % of maximum heart
rate range. Work at this level should produce substantial improvements within three
months. The training is made more rigorous than necessary to accomplish the desired
goal of bringing flexibility & maneuverability in the body so as to enhance power &
increase their physical confidence. The following exercises are added in this phase to
normal exercises already carried in initial phase:a) Rope work, Beam work & Vaulting on the horse.
b) Long Endurance races.
c) Condensed Rock Climbing course.
d) Swimming training.
PHASE – III
Trainee officers having attained better physical toughness and toning of muscles
by exercises are in a position to take up rigorous exercises. The intensity of exercises
can be safely enhanced to 75% of the maximum heart rate range. Workouts at this level
substantially improve the physical condition to optimum level. Work above this level
since is hazardous, therefore, not recommended.
The optimum level of fitness in this phase is accomplished through following: 1) Negotiating Battle Obstacle and Assault Course.
2) Endurance run of 16 Kms.
3) Learning art of Un Armed Combat.
PHASE – IV
Trainee Officers having acquired adequate physical fitness, the further
improvement is no longer the aim now, the objective changes to one of the maintenance
through normal course of exercises in routine. Moreover, since the officer has now to
prepare for final test towards fag end of the basic training, injury to trainee officer needs
to be avoided in order to facilitate them the full benefits of training and participate in the
test.

PROFESSIONALISM
Professionalism has been defined as 'the especially high and consistent conduct.
It aims on qualities that characterize a profession or professional person. The
professional is a person who engages in pursuit to achieve excellence and skill related
to activities of his profession. A professional should be competent, capable,
hardworking, conscientious, thorough, systematic, prompt, realistic, sensible and
pragmatic. For Para Military Force like CRPF, the prerequisites to make a professional
are, proper recruitment, introduction of sophisticated arms and ammunition, methods of
communications, operational systems, clarity of roles and above all proper training and
discipline.
Professionalism means a proper balance of knowledge and skill on one hand and
proper response to the needs of society on the other. The organizational goals can only
be achieved by becoming professionally sound. Since the society is always in a
constant state of flux, our organization will have to keep pace with the changes in
values and expectations of the society. It is, therefore, very important that attitudes and
social objective are taken into consideration while drawing the training objectives. There
is, therefore, need for the organization to face new challenges, offer lasting solutions to
the problems of society through increased interaction and feed back to ensure higher
level of professionalism.
In a Force like us, the faith and respect of rank and file in their leader is
dependent on professional competence of the leader, therefore, it is imperative to apply
more conscious and determined efforts to bring about attitudinal and behavioral
changes through training. Keeping the role of CRPF in view, the professional training of
our officers in four phases gives them gradual exposure.
PHASE – I
Professionalism is synonymous to efficiency and expertise for effective
performance of task and responsibility. A true professional carries out his job with
competence and commitment. The trainee officers are groomed to develop pride in their
profession and organization. At initial stage it is imperative to ensure professionalism in
the trainee, that he acquires required skills and the environment in which he is
supposed to make a living and there is no mismatch.
The following training is imparted to trainees in this phase :a)
Maintaining proper turn out and high degree of discipline.
b)
Learning smart drill movements with and without arms.
c)
Use of basic weapons like Self Loading Rifle/INSAS etc.
d)
Provisions of IPC,Cr.PC and Evidence Act, besides various Minor Acts are
introduced at this stage.
e)
Use of CRPF in aid of civil power
PHASE – II
A more conscious and determined effort is necessary to bring about change in
the attitudes and the behavior of the trainee through training.
OUTDOOR TRAINING HAND BOOK

DAGO’s 43RD BATCH
In this phase trainees are further introduced to advance weapons and various
provisions of law related to our day to day functioning. By now the trainee becomes
stable and determined to accept training. The police and law enforcement agencies in
present day face even more stringent challenge in the field of human rights. Our
constitution guarantees various rights to citizens. It is the responsibility of law enforcers
to ensure its observance. The trainees are introduced to the following in this phase.
a)
b)
c)
d)
Automatic weapon like LMG.
Civil Defence and Crowd Control.
Provisions of constitution of India & Human Rights.
History of past movements and agitations.
PHASE – III
One of the weakest areas of policing and law enforcement is to keep abreast with
the current trends & knowledge relating to areas such as aggravated militancy,
terrorism, insurgency religious/fundamentalist violence and secessionist movements.
There is need to unravel the kind of relationship that exists between domestic and
international terrorist groups. Understanding the philosophy, methodology and
techniques of militants, terrorist and insurgent groups are required to be among the first
call on the Security Force’s professional capability. Another major challenge is the
protection of VIPs and vital installations. Collection of intelligence is yet another
essential function for effective performance of assigned tasks. Operational success
largely depends on this important aspect.
The trainees learn the following aspects of professionalism in this phase:a)
Sophisticated weapons like Carbine, Mortars, AK-47 rifle, AGL, CGRL and
the firing practices.
b)
Infantry subjects like Map Reading, Field Craft, Field Engineering, Battle
Procedure.
c)
Urban and Rural Insurgency and Counter Insurgency measures.
d)
Terrorism and anti-terrorist operations.
e)
Collection and dissemination of intelligence.
PHASE – IV
Due to growing sophistication in the area of organized crimes, there is need for
better understanding and detailed knowledge of the nature of organized crime being
committed in the society & different parts of the country. The activities of foreign
mercenaries in proxy war against country also require serious attention of security
forces. Another challenge is countering the threat from IEDs and different types of
explosives, as also the method of detection of explosive related devices.
The trainees at this stage of training are made to realize more of the practical
aspects of these anti-terrorist and counter-insurgency tactics by using the learning
through practice on ground.
a)
Firing practice of various types of bombs and grenades with 51 mm mortar
and rifle as well as Hand grenade.
b)
Practical training on various aspects of anti terrorist and counter
insurgency operations through sand model exercises & TEWTs.
c)
Practice on ceremonial drills.

DAGO’s 43RD BATCH
ABSENCE FROM TRAINING
As already explained leave in any case for any reasons such as marriages,
engagements, other ceremonies except in case of death of a family member shall not
be granted, as absence from training even for one day severely affects the performance
of a trainee officer.
The training is tough and strenuous process. Therefore trainees are advised to
take care of their physical and mental health. For sickness and injuries, provision of
treatments and medical rests is available. However this does not go in the best interests
of the trainee officer. If a trainee is found absent beyond certain number of periods, he
may even be relegated which means that he will have to undergo the training with the
next batch resulting in:1.
Loss of the Pay and allowances for the period he/she is not attending the
training i.e. the relegation period.
2.
Loosing his/her seniority of the batch. The seniority will be fixed under /
behind his/her batch
The following are the provisions for different absence period:1.
If a trainee has missed either Indoor or Outdoor classes beyond 30 days
due to illness, hospitalization etc, he should be asked to come back with
next batch.
2.
The regularization of missing outdoor classes is left to the discretion of
Director / IGP.
3.
If absence is for more than 5 days in Jungle camp, the trainee should
complete jungle camp training in the next batch.

THE ASSESSMENT IN EXAMINATION
The minimum percentage required to pass would be 40% in each subject
including Jungle Camp assessment and 50% in aggregate. Failures will be relegated at
Academy for a further period of three months for intensive coaching in the subject(s)
which they have failed. These trainees will be re-tested by a prescribed board of officers
detailed by IGP / Director CRPF Academy. The pass marks in retest would be the same
as above. However irrespective of the fact what percentage of marks have been
obtained in the retest only a standard marks of 40% ( minimum required for a pass)
would be added in the aggregate marks of that particular trainee in that particular
subject while drawing the merit list and not the actual marks secured by him, which may
be more than 40%. Cases of those who fail in the re-test as well, would be sent to the
Directorate General, for termination from service, under temporary service rules.
Feed back is invited from trainees on how inputs have been received. This
feedback helps course- authorities and training staff to gauge perceptions and affecting
mid-course correction. Feedback forms will be supplied to the trainees from time to time
and the forms duly filled must be returned to the course in-charge in time.
