Summer is finally here, and CRS agents are trying to enjoy the weather and outdoor
activities while balancing a busy real estate market! How are you doing? Can the
chapter help you? Let us know.
I attended the REALTORS® Party Convention and Trade Expo in Washington,
D.C., in May with president-elect Eunice Beekman. We both learned about the new
and exciting plans in store for our members from the council. Be sure to watch for
updates!
New classes, called "Essentials," will be rolled out this month. See page 7 for more
details. In addition, The Residential Specialist Magazine has a new look and design. Did
you notice the new size and style? It’s a standard magazine size now — easy to fit
into your tote, purse or briefcase so you can read while waiting for an appointment or
downtime at an open house.
I was lucky to be one of 200 agents to attend a White House Briefing with Carol
Galante, the FHA Commissioner and Assistant Secretary for Housing; Bob Perciasepe,
Deputy Administrator of the EPA; Seth Wheeler, Special Assistant to the President,
National Economic Council; and Susan Phipps, National Association of REALTORS®.
We also managed to have fun and sightsee at these meetings, as you can see from the
photos on page 6.
2014, the Year of the Chapter Member, is continuing to roll along with lots of events
for you! Read the recaps of recent events around the state listed in the newsletter.
Be sure to watch for upcoming events. You asked for activities, and the chapter is
bringing them to you! If you would like an activity in your area, volunteer as a local
host to help us stage one in your backyard!
The WRA annual convention, "Rock the House," promises to be another fun event,
and we will have a "rockstar" CRS panel for you. The annual CRS luncheon, in a new
format, will be held on Monday, September 22. You'll enjoy lunch and discussions on
several dynamic topics. And don't forget to participate in the annual drawing for the
Sell-a-Bration Scholarship! We want to se you there!

Wouldn’t it be great to have a lender who has great
communication skills, doesn’t miss dates and deadlines, and

The Open Floor Plan Challenge
Open floor plans continue to be popular, but as many
homeowners discover, living with this kind of layout can
take some getting used to. While these spaces — with
minimal wall interruption, lots of light, and a spacious feel
— have much to offer, the reality is that noise and privacy
can become issues in day-to-day living. According to the
National Association of Home Builders, more homebuyers
are seeking noise control, particularly in open plan models.
Short of completely changing the character of such a home
with a remodel, the noise and privacy concerns can be
address in several ways while keeping the overall sense of
open space.
With televisions, video games, music and conversation all
going at once, the noise factor can escalate quickly. Add
an active kitchen with its myriad appliances, and you
have a big challenge! Many manufacturers trumpet their
appliances as “ultra-quiet” or even “silent,” but there are
often large differences between models. Unfortunately, the
decibel levels are seldom if ever listed, making comparisons
difficult. Doing some research and reading reviews on quiet
appliances will help narrow the choices.

Some designers are employing large fabric curtain panels as
dual-function room dividers and sound buffers in open plan
homes. Similarly, fold-away or sliding wall panels can create
private areas and help filter traveling noise. Both approaches
have the benefit of retaining the flexibility of the open plan
without permanent changes.
Careful planning and some relatively easy changes can make
a huge difference between tolerating the noise and lack of
privacy in an open plan home, and being able to truly enjoy
the lifestyle these spaces can provide.
Large expanses of hard surfaces are common in open plan
homes. Floors, walls, countertops and windows will magnify
noise levels throughout the home. Large area rugs will not
only absorb sound, but can help to visually define spaces
with wall-less areas that flow into one another. For example,
an expansive area rug can pull together a seating area
that’s easily recognizable as a gathering spot. Upholstered
furniture will also absorb sound better than wood or other
materials. There are also specialized sound-dampening
fabrics available that can be applied to ceilings of almost
any type to reduce echo and noise travel. If large window
surfaces are a problem, homeowners can opt for tailored
fabric blinds or panels that will absorb noise without

New FHA Program
At the White House Briefing, the FHA Commissioner
Carol Galante announced a new program coming to buyers
this year. Called "Homeowners Armed With Knowledge"
(HAWK), it will provide for reduced costs in some of the
costs for homebuyers.
For example, if a buyer participates in the approved
homebuyer counseling session before an accepted offer,
their annual premium will be reduced 50 basis points. If
the counseling takes place between the accepted offer and
closing, the buyer's annual premium will be reduced 10 basis
points. And if the buyer has no 90-day late payments, the
annual premium will reduce another 15 basis points. Talk to
your local lender to see when this program is coming to your
market!
Also on the FHA’s radar is reducing lender overlays, which
lower the number of qualified buyers. Overlays occur when
a lender has even stricter requirements for qualifying over
and above the FHA requirements. The FHA is looking to
reduce and eliminate those overlays. Also, the FHA plans
to judge lenders against their peers in the same region and
enforce against non-compliant lenders.
Other areas for concern include condo rules and the topic
of private transfer fees on HOA's, as you may have seen in
recent real estate articles.
Today, the average credit score for an FHA buyer is 752,
one in five buyers has a score of 640. Going into the housing
crisis "FHA was terribly underpriced, and then the losses
sustained put FHA under strain, and put their core existence
on the line." Changes have definitely improved the health
of the FHA, and we may see them loosening up a bit in the
future, as shown by the new HAWK program.
