I’ll be short....
I’m not going to use
the “D” word, goodness knows you will
hear it plenty in the
coming months. Every time you turn
on the TV, open a newspaper or get in to
a conversation, it’s likely to be part of the
tales being spun. Prepare yourself- our
community is about to be in the spotlight
and now is the time for us to make sure we
shine. Roll out our beautiful oil-free, sandy-
carpet welcome to all who will be spending the next slice of their experience in our
midst. Let them all be our ambassadors as
they travel to their next assignments, talking to friends and family, and reporting on
their journey to our paradise.
Not having said the “D” word is one thing,
but let me tell you I would be the first in line
to kiss her prosthesis.

Island Estates Yacht Club Holiday Boat Parade Set
The 2010 Memorial Holiday Boat Parade, organized by the
Island Estates Yacht Club, is scheduled for Saturday, December 11th
beginning at 6:30PM with a rain date of December 12th. There will
be a pre-parade captain’s meeting Thursday, December 9th, at the
Clearwater Yacht Club. The Island Estates Yacht Club Boat Parade
is one of the largest and most popular marine events in the Clearwater area and will be celebrating its 36th year.
The parade honors the memory of Island Estates Yacht Club members who passed away
during the year. The decorated boats will assemble in Mandalay Channel located between
Island Estates and Clearwater Beach at 6:00PM. At 6:30PM, the lead boat will proceed
northward through Mandalay Channel. Then the parade will weave in and out of many
of the Island Estate canals before heading over to Coachman Park around 8:00PM. From
there the boats will go under the new Memorial Causeway Bridge turning into the Clearwater Marina Channel before navigating to the Clearwater Yacht Club’s judging stand.
Cash and gift certificate prizes, donated by many area businesses, will be awarded to the
best decorated boats. There is no parade entry fee.

new addition to our beach that the City spent years
in the planning to achieve. Car shows, art shows, a
farmers market, A Taste of the Beaches are just a few
of the events we are looking to host and help promote
your business as well as entertain our visitors.
Speaking of entertainment, we are so very proud for
the Clearwater Marine Aquarium and the publicity
that their special dolphin Winter is receiving. Alcon
Productions is in the process of filming a movie “Dolphin Tale” about her and her story. The Aquarium is
closed during the filming but the excitement of activity
is still all around us with Ashley Judd, Morgan Freeman and Harry Connick Jr. being the leading actors.
Our Chamber provided 250 Welcome Bags to the cast
and crew. Many of you provided gifts and special incentive offers to go in them. In total, there were over
47 items included in the gift bags. They were thrilled
with the presentation and thanked us for such a generous “Welcome to Clearwater Beach”.
We are working hard here at the Chamber to help
promote your business, ensure that the visitors to our
area enjoy their stay with us and will want to come
back again and again. If you aren’t already, please get
involved... the more of us working together, the better

Amendment 4

The November elections will soon
be upon us and this year there are
six constitutional amendments on
the ballot. I don’t have the time to
deal with all of them, but I would
like to address the one I consider the most important issue facing Florida in years and that is Amendment 4, better known as “Hometown Democracy.”
Amendment 4 is a proposed amendment to Florida’s constitution which would require “taxpayer-funded referenda” on all changes to local government comprehensive
plans. In other words, this “Vote on Everything” amendment would force Floridians – not the representatives
they elect – to decide hundreds of technical comprehensive plan changes each year.
And what effect would this have on the Florida economy?
Well, if you like the recession, you’ll love Amendment
4. According to a study conducted by The Washington
Economics Group, Amendment 4 will reduce Florida’s
economic output by $34 billion annually. Given Florida’s
precarious economic climate, that is the last thing our
state needs.
All we here in Clearwater need do is look at St. Pete
Beach where voters implemented a local version of
Amendment 4 in 2006. The measure has decimated their
economy, created chaos at the polls and caused a proliferation of special interest lawsuits. To date, the citizens
of St. Pete Beach have seen nearly a dozen lawsuits that
have cost local taxpayers almost three-quarters of a million dollars in legal fees.
Proponents of Amendment 4 say it would not require
voter approval on all land-use decisions. They are not
telling you the truth. The Florida Supreme Court plainly

indicates that Amendment 4 would trigger votes not simply on all land use items, but, in fact, on every change to
a local government’s comprehensive plan. If Amendment
4 passes, local governments - city and county – would be
required to hold expensive referenda on hundreds, and in
some cases thousands, of amendments every year and
the cost to local governments of including the land-use
amendments on ballots could soar into the millions.
Amendment 4 proponents are fond of saying that comprehensive plan changes are “handed out like Halloween
candy” and that local commissions only approve “three
or four” plan amendments each year. The Amendment 4
campaign may not bother to check its facts, but facts are
stubborn things. According to the Department of Community Affairs Sunset Review, there were nearly 6,500
changes to local comprehensive plans in fiscal year 20062007.
Lawyers behind Amendment 4 keep saying that this proposal gives decision-making power to ordinary citizens.
One just has to again look at St. Pete Beach. Amendment 4 has not empowered citizens; it has empowered
Political Action Committees.
And finally, remember this: if Amendment 4 passes, voters living in other parts of the city or county will have just
as much influence as you do over what happens (or does
not happen) in your neighborhood. Let’s say your community needs a new fire station. Under Amendment 4,
that might require a 2-year delay and a countywide political campaign. And it might not be approved by voters living 45-minutes away. The voices of those most directly
affected by land use decisions would ultimately be diluted
in a citywide or countywide political campaign.
I urge you to study this issue closely and “VOTE “NO”
ON AMENDMENT 4.
