Dr. Edwin M. Burke of Fredericktown’s Beyer Medical Group gave his testimony before the U.S.
House of Representatives Committee on Energy and Commerce, Subcommittee on Health, Feb.
11 in Washington D.C. The subcommittee’s hearing is entitled “Examining ICD-10
Implementation”.
The latest U.S. deadline for adoption of ICD-10 medical coding system is in October. The federal
government issued a mandate in 2011 for healthcare providers across the country to transition
their current medical coding system (ICD-9) to the new ICD-10. This deadline has been pushed

back several times to the current October 1, date.

He remains its owner and primary stakeholder. Edwin Burke, M.D. has been in the practice of

Upon its conclusion, law makers and attendees were given a 30 day period in which to submit
questions in writing to panel members. Deborah explained that all members have to respond within
three days.
During his testimony Dr. Burke stated, “It is useful in the treatment of coronary artery disease
because it provides tracking of which vessels received which grafts and this is invaluable.”
Representative Frank Pallone of New Jersey also commented favorably toward ICD-10. He
testified, “It is an improved communication tool for healthcare practitioners.”
Beyer Medical Group of Fredericktown has a clinical staff of two family nurse practitioners, a
pediatric nurse practitioner and a mental health provider.

Dr. Burke who leads the team of healthcare providers said, “We were able to make the transition
to ICD-10 in Oct. of 2013.” He listed leadership, team work, knowledge, and appropriate computer
software as the key elements to the group’s success.
“Our practice strives to stay on top of the ever changing rules and regulations in healthcare,” Dr.

vendor was ready for it. When the date was postponed we moved forward.”

Prior to the adaptation of the new medical coding system, practice leaders had access to the
appropriate tools. Deborah said she sought out the information and expertise from medical

professional organizations. She contacted PAHCOM or Professional Association of Healthcare
Office Managers and ICD-10 Coalition of which she was a member.
McEuen said, “It is my job to know what is coming and come up with solutions for them.”
This allows her staff to focus on patient care and not administrative items.

She joined PAHCOM approximately ten years ago, but only recently signed the group up for ICD10 Coalition. The PAHCOM affiliation afforded them the opportunity to join an ICD-10 Pilot
Program. In 2013, it provided free training on the implementation of the new system for the Beyer

Late last year, the PAHCOM organization sent out a request to office managers for speakers to go
before Congress regarding the topic. Following this; Director, Karen Blanchette contacted Beyer
Medical Group about sending a physician to the congressional hearing planned for February.
The group accepted and decided collectively to let Dr. Burke administer the speech. The formal
invitation arrived from U.S. Representative, Joseph R. Pitts, Chairman of the Committee on Health
which oversees the Subcommittee on Energy and Health.

new edition of disease classification and medical procedure codes. The results of this report
where released by the Government Accountability Office or GAO, immediately preceding the
