Filing as Costa Bonita Resorts Inc. Principal shareholder Carlos Escribano has declared 15 million in Assets. A schedule of assets was not available, but with the resort divided into 164 units and owners, the potential legal entanglements is a nightmare. A schedule of creditors included the Municipality of Culebra in a nominal amount/final to be determined. Carlos Geigel, Culebra City Attorney is checking into the total sum, he also stated the Island expects Condo owners to begin paying property taxes like everyone else. “The first fatality of the recession tourism-wise appears to be Costa Bonita in Culebra which decided last week to opt for Chapter 11 bankruptcy until this terrible time passes.” Caribbean Business News No, this had been brewing for a long time, many predicted it didn’t have a chance from the beginning. The original financial scheme called for tourism development tax incentives that accrued to the Corporation, property owners, and even financial institutions. After several attempts to operate failed, legal battles ensued between property owners and Costa Bonita Resorts . If you have a claim you have until March 12, the first meeting of creditors, to file. The Culebra Calendar febrero de 2009 Kioskos en Playa Flamenco Flamenco Beach Kiosks The mayor of a Culebra and chairman of the board of the Authority of Conservation and Development of Culebra (acdec) Abraham Peña Nieves (fourth in the table from left) addresses participants during the public hearings in which it heard the views and recommendations with the aim of reaching agreement under the terms of leases for kiosks that are developed in the area of Playa Flamenca on the island municipality. These eight kiosks, unique within the area of Playa Flamenco, are constructed of concrete structures with a roof of wood and aluminum, have a size of 16 'x 16' and were designed with a harmonious tropical theme. There will be a variety of services to offer visitors to our famous beach. The hours will be from 8:00 am until 9:00 pm. In addition we will be implementing a responsible and diligent management of the waste to prevent pollution and preserve the natural beauty and environment of the area. It will open in April this year. "The main purpose of the kiosks, as well as other upcoming projects,” Peña said, is to open, facilitate and encourage the creation of micro businesses and create jobs, that do not make the culebrenses depend only on municipal government for employment and further develop their unique skills in the field of service for visitors who frequent the beaches and other points of ecological interest of our island." On January 22, 2007 Chuck and I were spending the night on the "Big Island". We received a phone call from our friend, Al, informing us of fire #3 on our hill above Fulladoza Bay. Since 1998 we and our neighbors have experienced 2 other frightening fires. I was quite excited and worried, but Chuck assured me that we were prepared. And, you can be too. • Keep all grasses cut very low, the fire will seek out fuel to burn the high grass areas. • Build stone walls wherever you can. They don't need to be very high. THIS IS NOT AN OFFICIAL NOTICE The Culebra Calendar febrero de 2009 HAPPY 100TH ANNIVERSARY CULEBRA WILDLIFE REFUGE On February 27 th, 1909 Theodore Roosevelt in one of his final orders established the Culebra Wildlife Reserve, he returned to private life on March 4, 1909, at the age of 50 In his 1913 autobiography, TR explained his action. “Even more important [than actions he had taken under several statutes] was the taking of steps to preserve from destruction beautiful and wonderful wild creatures whose existence was threatened by greed and wantonness” Portions of the Culebra Archipelago were designated as a wildlife reserve in 1909 subject to naval and lighthouse purposes. Numerous islands of the archipelago as well as the Flamenco Peninsula were used for gunnery and bombing practice by the U.S. Navy until their departure in 1976. Approximately one quarter of the Culebra archipelago's total land mass is included. The total area of the Refuge is approximately 1,568 acres. . The Culebra Refuge provides a variety of habitat types that are utilized by 13 species of migratory seabirds, including Laughing Gulls, Sooty, Roseate, and Bridled Terns, White-tailed and Red-billed Tropicbirds, and Brown Noddies. Throughout the year three species of Boobies, Magnificent Frigate birds, Brown Pelicans and Royal Terns are found in remote areas of the archipelago. Brackish lagoons and salt ponds which fluctuate with rainfall and tides are important sites for waterfowl and shorebirds, especially during winter months. The mangrove areas of the Refuge form unique habitat vital for coastal wildlife. Here protein-rich waters provide ample food sources for crustaceans and small fish. In turn these food sources, a vital link in the food chain, attract larger predatory fish. The mangroves form bountiful nurseries for marine life, where newly-spawned fish and crustaceans mature in the protected waters. Bird life benefits as the area attracts marine feeders such as Tri-colored, Little Blue and Great Blue Herons. The mangroves of Puerto del Manglar and Ensenada Honda serve as roosts and nesting sites for Cattle Egrets, Brown Pelicans, Yellowcrowned Night Herons, Scaley-naped Pigeons and White-crowned Pigeons. These vital trees serve as a buffer, filtering sediment carried by runoff from the surrounding sloping terrain, again helping to protect marine water quality. “Culebra may be the most precious jewel in the treasure chest of Caribbean refuges. In 1902 he was shipped to Culebra. His men were ordered to fortify the 400 foot hills on this island. In the heat it was back-breaking work. Any water and supplies had to be shipped in. They were then ordered to dig a canal from the ocean to the Lobino lagoon which opened for the first time Ensenada Honda to the sea on the West. This work in the horrible heat started to affect the men, and they started dropping with exhaustion and fever. Concerned for his men, Smedley wrote to the Navy, but received no help. When his father, a Congressman, found out, Smedley got approval to hire 65 locals who finished the job. He later bacame a Major General, received two Medals of Honor and finally stood against Ameican imperialism claimimg that all wars were “rackets” He learned to empathize with oppressed people in Culebra. • AGENT • My husband and I love Culebra; we came here many years ago and have always boasted about the very low crime rate here. One day, will we find ourselves living like the mainland of Puerto Rico or St. Thomas, where cars are vandalized, money and possessions taken from homes, stores are broken into? One wonders. The latest is that the Asociacion Educative, one of the most important agencies servicing our families in Culebra was broken into. Both doors where destroyed, among other things, and DVDs and the DVD player that the little ones like to watch, were stolen. That's pretty awful; Was it drug addicts? How much money could they have gotten from used DVDs and a DVD player-why steal from little children? I understand that this is the third time the Asociacion has been broken into but probably this break-in did the most damage. The Asociacion struggles to manage on the donations they receive from different agencies; especially hard in this economy. They don't have funds readily available for repairs and replacements. Recuerda la ocasión en que tuvo que suturar la pierna de Don José Padrón por la picada de una picúa. “Estudié solo hasta sexto grado pero fui auxiliar de enfermera aunque tenía licencia de comadrona. En ocasiones cuando era necesario transferir un paciente iba hasta Vieques acompañándolo.” “Llevo ya casi dos años en esta cama porque me caí y no puedo hacer nada,” se lamenta a la vez que recuerda a sus ex compañeras de trabajo. “Echo de menos a Lucrecia y a Zení, hace tiempo que no las veo. Ya no salgo de aquí. La última vez que salí fue cuando el Huracán Omar (15 de octubre del 2008) que Guillermo me sacó de aquí. Vestida con su cofia, su impecable uniforme blanco y su carácter siempre alegre llegaba diariamente Doña Fessie a su lugar de trabajó en el antiguo Centro de Diagnóstico y Tratamiento (CDT) de Culebra. Una mujer servicial, muy ágil, con mucho conocimiento en medicina y dispuesta a atender a todos por igual. Una oportunidad más para decir que cuando se quiere, se puede. Where there is a Will, there is a way The third of October was the ninety-nineth birthday of Felicita Robinsón. She has always lived in Culebra , she raised eight children and a grandson, Guillermo, with whom she lives. She is known as Doña Fessie. Although she does not hear too well, she is clear minded and maintains a coherent conversation. Happily she says: “I studied only to sixth grade but, worked nearly forty years at the hospital, twenty six of these were as an Auxilliary Nurse, also as Mid-wife and as dentist, I had to remove molars, and many children came to this world in these hands, that was in the time when the doctors 787-742-351 6 came over only once weekly.” She remembers when she had to do suture to Don José Padrón who was bitten by a fish. “If it was necessary I traveled with the patient to Vieques”. “I have been almost two years in this bed because I fell and I cannot do anything.” She misses her co-workers. The Culebra Calendar febrero de 2009 Los McKees por Martha Winat Por muchos años han visto un carro pequeño Modelo A de la Ford con sus franjas rojas y blancas paseando por las calles llenas de hoyos de Culebra. Puede que hasta le hayan dado pon en este vehículo hasta la Playa de Flamenco, y quizás ¡si eras un chico te dejaron tocar la bocina! Pues, hay como 20 años de historias que dan fe de esta calesa - y las personas detrás del guía son Dick y Joyce McKee de Columbiana, Ohio. Aunque no lo crean, McKee construyó este carro en su taller en Ohio. “Es en realidad el tipo de carro con el quiero bregar aquí”, dice Dick. “Es un vehículo bien fácil de mantener.” Dick conoce estos carros de atrás pa'lante ya que los ha construído y guiado, este Modelo A, desde hace muchos años. ¡En realidad, empezó a correrlos en el 1972! Este factor tiene algo que ver de por qué los McKee son asiduos visitantes de esta isla por tanto tiempo. ¿Cómo es que ellos llegan a esta isla? En el 1972, Dick empezó la “Asociación de Carreras de Carros Antiguos”. A muchos de los socios le gustaba coger vacaciones juntos durante los meses de invierno, y la Florida estaba bien pero el tiempo no era consistente. Él y Joyce hicieron un poco de estudio e idearon ¡irse en un crucero! Ninguno de los socios lo habían hecho antes tampoco, así que - ¡para allá se fueron! Para suerte de ellos el crucero tenía un día en puerto en San Juan. En una guagua visitando la ciudad, Dick se puso ha hablar con el conductor y le preguntó sobre el clima aquí y le dijo que la temperatura promedio es de 80 grados y a veces llueve por 15 ó 20 minutos por las tardes - pero que era bastante consistente… Dick le dijo al chofer que le parecía que le gustaba aquí…pero eso de los lugares de lujo con campos de golf y restaurantes no le llaman la atención. El chofer le dijo que si de verdad quería ver Puerto Rico, tenía que irse “para la isla.” A Dick le llamó la atención. Así que cuando llegó a Ohio empezó a investigar sobre estas islas. Llamó a un operador aquí y le pidió que le consiguiera a alguien en Culebra. El operador le dijo que había 800 personas en la isla y con quién él quería hablar. Terminó llamando la Alcaldía donde Karen Fishback le contestó la llamada. Le ofreció que le enviaría información sobre Culebra… y unos días después, Dick recibió un listado con algunos de los servicios disponibles. Posada la Hamaca estaba en la lista, así que Dick llamó… Tuck y Sue eran los dueños entonces y después de hablar, Tuck le dice, “McKee, ¡Por qué no viene acá y tenemos una fiesta bien grande!” Bueno, no creo que sea difícil imaginarse lo que pasó después… McKee empezó ha hacer sus planes para el viaje junto a otros cuatro socios de la Asociación de Carreras de Carros Antiguos. Todas las mañanas ese primer año Sue montaba a todos los huéspedes de la Posada en una guagüita vieja donde se mantenía la puerta abierta con un gancho de ropa, y los asientos eran de planchas de madera…La primera parada era en El Batey, donde cada uno compraba lo que quería de almuerzo, preparado por Digna. La próxima parada en la Playa de Flamenco ha pasar el día… De vuelta a la Posada para ducharse, y un palo en el “deck” y de vuelta a El Batey a comer - otra vez preparada por Digna - ¡con el servicio de un nenito a quien le llaman Tomasito! ¡¡Buena comida y buen servicio!! La vida era buena… Y de hecho, se hizo la gran fiesta en la Posada la Hamaca ese enero de 1989 - ¡incluyendo la música de Gardín y Chris Hansen cantando! Dick y Joyce regresaron a la Posada los próximos dos años y quedándose cada vez más tiempo…Además de “estar en la playa”, caminaban más por el pueblo y fueron conociendo mucha más gente fabulosa. Disfrutaron mucho en “The Hard Luck Café”, Tina's, “Happy Landing”, “Chuck's Pizza” y “BarbaRosa's” que para entonces estaba por el muelle al frente de “Ricky's Liquor Store.” En la cuarta visita los McKee's se encontraban en Villa Fulladoza… donde se han estado quedando desde entonces. Ese año alquilaron un Samurai chiquito (uno de los únicos carros disponibles en la isla), y ¡comenzaron a explorar toda la isla! Los McKee's comenzaron a visitar Culebra en enero de 1989. Eso fue unos meses antes de que llegara Hugo, que destruyó la isla. Pero, como los residentes de Culebra, los McKee's no se desanimaron y continúan visitando Culebra de nuevo y de nuevo y de nuevo... Cuando se vive en Culebra vemos algo más que sólo impactos económicos a causa de reglamentos fracasados. La falta de supervisión de los proyectos de desarrollo impacta la calidad de vida de todos los residentes de la isla. ¿Por qué a estos proyectos siempre les ponen el nombre de lo que destruyen? En Culebra tenemos a Costa Bonita, unos cubículos apretujados, de concreto a colores, que aplastan la otrora preciosa vista de Punta Carenero en la entrada de Ensenada Honda. Las zonificaciones y querellas formales de los vecinos fueron fácilmente derrotadas cuando el desarrollista se asoció con la Compañía de Turismo del gobierno. La delineación que hizo el DRNA del área de dominio público “después de los hechos” apenas incluye una estrecha franja en la costa que los locales ahora llaman “playa pata negro”, debido al fracaso del sistema de tratamiento de aguas del proyecto. Para el futuro de Culebra… menos no es simplemente más… menos es la oportunidad. Las hospederías y restaurantes de dueños locales estarán abarrotadas de gente deseosa de un descanso en un Paraíso Caribeño que pueda ofrecer paz, tranquilidad, aguas costaneras limpias, y con la excepción de un colorido cubículo, preciosas vistas. Costa Bonita has demonstrated that the road to paradise and economic stability is clearly not paved by unwanted and ill-fitted Condo Hotels. Alas, it was not meant to be and after a time, sadly, they parted. We loved Hallie and stayed in touch for a while and then we, too, lost contact. Fast forward to last year when Ron opened a Face Book page; Hallie, who had been thinking of Ron, opened his page and called him. Love bloomed again and last November, with her children in tow, they married. They wanted us to be included in their union so they planned their honeymoon here in Culebra. They planned a four-day honeymoon, over Valentine’s Day, and we made reservations for them, near us, overlooking the harbor at Villa Boheme. They had a great day on Friday, other than Ron’s sunburn, at Flamenco; we had a wonderful dinner together and were looking forward to being together for the next two days. On Saturday morning, Hallie spoke to her children and found out they had been exposed to the flu and were not feeling well. The day was spent agonizing whether or not she should fly home early. After consulting with another mother (me), she decided to leave and was able to get a reservation that night on the same flight she would have taken on Monday. There was only one open seat so the decision about Ron leaving with her was made, and he finished his honeymoon here in Culebra, with us. PANDELI BAKERY The Culebra Calendar febrero de 2009 Culebra is for Lovers The Mckees by Martha Winat For many years now you may have noticed the little white Model A Ford with it's cheery red and white stripes putting along the pot-holed streets of Culebra... You may even have been offered a ride to Flamenco Beach in this vehicle, or maybe if you were a kid, you got to honk the horn! Well, there are 20 years of tales that back up this buggy - and the people behind the wheel are Dick and Joyce McKee from Columbiana, OH. McKee actually built this car back in his shop in Ohio! And to tell the truth, this car is the second one he has built and shipped here to Culebra. "It's just as much car as I want to deal with down here", states Dick. "It's a very simple vehicle to maintain." Dick knows these cars inside and out, for he has been building and driving Model A's for many, many years now. In fact, he started racing them in 1972! And that fact has something to do with how the McKee's actually ended up as long time visitors to this island. The McKees started coming to Culebra in January, 1989. That's several months before Hugo hit, which decimated this small island. But like the residents of Culebra themselves, the McKees were not disheartened, and they continued to visit Culebra again and again and again... In 1972, Dick started the "Antique Auto Racing Association". Several of the members liked to take vacations together in the winter months, and Florida was OK, but the weather was not very consistent. Time and time again, the members would hear. "Well, you should have been here last week", etc. Dick was determined to find a place where the winter weather was constant... He and Joyce did a little research, and came up with the idea of going on a cruise! As luck would have it, the cruise had a lay-over in San Juan. While on a bus touring the city, Dick got to talking with the driver. Dick asked him about the weather here, and was told that the average temperature was 80 degrees, and that maybe it rains for 15 to 20 minutes in the afternoon - but that it was pretty constant. Dick also asked the driver why properties were fenced, and why were there bars on all the windows? The driver told him that this was Hurricane Country, and the fences catch the debris. "But how about the 3 strands of barbed wire on top of the fences?" Dick asked. "That's to catch the small pieces", replied the driver. After a good laugh, and additional conversation, Dick told the driver he kind of liked it here... but the cruise life wasn't for him, nor did the island resorts with the fancy golf courses and restaurants appeal to him. The driver said if he really wanted to see Puerto Rico, he had to go "out island". Dick was intrigued, so back in Ohio, he got on the phone with an operator here, and asked her to put him in touch with someone on Culebra. The operator told him there were 800 people on the island, and wondered which one he wanted to speak to? Well, he ended up with the "Alcadia" where Karen Fishbach offered to send Dick some information on Culebra... and a few days later, Dick received a mimeographed sheet listing some of the services. Posada la Humaca was listed, so Dick gave a call... Tuck and Sue were the owners at the time, and after some conversation Tuck said, "McKee - why don't you come on down, and we'll have a big party on the deck!" McKee started making his travel plans, joined by four other members of the AARA who decided to come along for the ride. Every morning that first year Sue would load all of the Posada guests into the old van with the sliding door held open with an old coat hangar, and the old wooden plank seats. First stop was El Batey, where everyone picked up lunch for the day prepared by Digna. Next stop was Flamenco Beach for the day...Then back to Posada for a shower, and a drink on the deck, and then back to El Batey for dinner - again prepared by Digna - with service provided by a little boy by the name of Tomasito!! Good food, and good service!! Life was good. And, indeed, a party was held on the deck of Posada la Hamaca that January, 1989 - complete with music from Gardín, and Chris Hansen singing! Dick and Joyce returned to Posada for the following two years, and stayed a little longer each time. They enjoyed many good times at The Hard Luck Cafe, Tina's, Happy Landings, Chuck's Pizza, and BarbaraRosa's which at the time was down by the ferry dock, across from Ricky's Liquor Store. The fourth year's visit found the McKee's at Villa Fulladoza... where they have been ever since. That year they rented a little Samurai, (one of a very few rental cars available on the island back then), and they began to explore the whole island! With their new friend, Carlos Feliciano (who owns Fulladoza but prefers to be referred to as the handy man),the McKees became familiar with the island, it's history, and many of it's lovely people. They began to feel like Culebra was their “home away from home”. And this got Dick thinking “I bet a Model A would fit right in down here!” So, back in Ohio he started the “Island Taxi Project”. With the help of Carlos and DeJesus, the first 1930 Model A taxi arrived on island in the early nineties. . Dick, being a self-proclaimed hard-headed Irishman, did not follow the advice of his new-found island friends, and failed to use marine plywood so the body did not last. So it was back to Ohio to assemble “Island Taxi Number Two.”. And this is the vehicle you see today. The McKees are hopeful that they will be able to visit Culebra for many years to come, and to be able to live among their many Culebrense friends. The Child Born in a Plane .Destination San Juan, the night of October 5, 2007, Air Flamenco plane 907: Alexander Mathew Carvajal was to be born at Marzo the Auxilio Mutuo Hospital in San Juan, where 01 Lilly Zeller, his mother Linda Vega Gonzalez was receiving 01 James Petersen prenatal care. 02 Richard Fishbach The hospital was notified and an ambulance was ready at the airport. The paramedics and 05 Carlos A Peña Villanueva ambulance in San Juan were waiting for a patient 08 Giovanie Alvarez Rivera screaming in pain, but when they saw Linda, 09 Angel L. In the labor room Linda was telling her ordeal on the plane and ironically instead of waiting for a baby she was waiting for a room to get some rest. Upon completion of the relevant health information, a debate began as to Mathew's place of birth, the family wanted it to be recorded as Culebra but as the plane was closer to San Juan than Culebra, the documents were prepared as he was born in San Juan. The most important thing in this true story is that his mother was very brave and always remained calm, serene and above all, trusting in God that there would be a happy ending. Jack Gavin and his Marine buddies in Culebra 1951. Culebra was one of the memorable moments in Jack’s short life. Jack was in a horrific car accident with two of his Marine buddies just a few weeks after they came home. Jack never regained consciousness.
