I'm here today to
testify in strong support of.H.B. 5799, AN ACT
REQUIRING PET BOARDING FACILITIES AND KENNELS
TO DISPLAY THEIR LICENSE NUMBERS ON ALL FORMS
OF ADVERTISING.
The problem that this bill
addresses was brought to my attention by
several boarding facilities throughout the
state of Connecticut and during my
investigation of private facilities, which
i.e., homes, I discovered very disturbing
facts.
Licensed boarding facilities in the state of
Connecticut, they're licensed through the DCP.
They are -- they carry business insurance.
They're zoned. They pay state sales tax.
They pay all of their business associated
expenses and taxes. Many people right now are
advertising for pet boarding within their
homes.
I've included in my testimony on
several pages from some of the websites that
allow the advertising of home boarding
facilities.
In reading some of these ads,
people are administering medications to
people's pets without having any kind of
medical background or training.
If my dog is boarded in someone's home and God
forbid runs out the door and gets hit by a car
or runs away, I have no recourse because these
people aren't licensed and don't carry the
insurance. The bill proposes that the
boarding facilities would provide a license
number in all of their advertising. This is
very similar to what the contractors do when
they go to place an ad in the newspapers.
They newspaper cannot allow them to advertise
unless they provide their license number.
I
trust that you'll recognize that this consumer
protection bill will provide pet owners in our
state some form of protection and I thank you
for your consideration .

or rabbits or cats, I would say, frankly, I
think that's a, that would be a radical
departure from what the proposal is. That
would be best done next session also.

Let's have a bill raised, and then we can have
a public hearing. Everyone is properly
noticed so that we can come here, and we'll
argue against that approach. But you have our
statement, and I've outlined in here the
number of ways that PIJAC is recognized for
working to make sure that pets that are sold
meet standards.
•
The Federal Animal Welfare Act has a lot of
the provisions that are listed in the bill and
it actually more so as far as standards that
pets, as far as their treatment. And only
pets that are sold from breeders that are
certified by the Department of Agriculture can
come in here in Connecticut. So that would
complete my testimony, and I'd be happy to
answer any questions.

Dogvacay, and people advertising on
Craigslist.
SENATOR MEYER:
(Inaudible).
ROBERT MICKOLYZCK: They need to be stopped. These
companies are located out of the state, and
they find people to open up their homes and do
home boarding, and then they're paid, the
money is all funneled through PayPal to
companies in California, and they take a
commission and send the homeowners the
balance, you know, what, you know, a fee for
doing what they do at home.
•
They don't follow the regulations the boarding
kennels follow, dayca~e, you know, who are all
inspected and everything else, and none of
these homes are inspected. They're not
insured. They're probably not doing it,
they're not zoning compliant within town .
Somebody gets bit or a dog escapes, they
probably don't have insurance to cover it like
we all do. They're not licensed by the state.
The state is losing the revenue for the state
license, or they're not- collecting sales tax,
which the state is losing a lot of money on
that, you know, or paying workman's comp,
business taxes. The boarding kennel industry,
they all have standards for vaccinations for
rabies, distemper, Bordatella, which is kennel
cough. And I don't know if there's people,
you know, that if they require this at their
homes, and, you know, they're following all
that.
You know, I know the state, you know, the
Department of Agriculture will probably need
extra people to help enforce the, this bill if

that are, people that are still doing the

Any legitimate kennel business would not have a probrlem providing their license number when

To Whom It May Concem:
I am wnting this in request that standards of care with strict oversight be set up for all rescue groups and
those housing dogs for purchase or adoption within the state of

always adopted rescue dogs. I was under the naive understanding that all rescue groups were created
equal, and anyone who adopted out rescue dogs, must be good. In my years of volunteering and In
being exposed to this explos1ve money making indusby I have unfortunately found out very differently.

Many (not all) operate under the guise of helping these poor, vulnerable and voiceless souls are really
only profit motivated and would do whatever it takes to be sure that the1r profit margins are realized
especially at the expense of these animals.
In general there is no oversight or regulations that guide these fadllties, and even if someone become
aware or suspects negligence or abuse of any type there Is no way to have It formally and jud1dously
investigated.
Why not have some type of oversight and enforcement of standard regulations amongst all groups who
deal w1th an1mals? Why not a formal way for those suspecting abuse and neglect to have a governing
body with some real "bite" to do something about it?
I am asking you to dig deep into your heart and do something meaningful to institute basic standards of
care to help these animals. They cannot help themselves and without appropriate laws and guidelines,
we who care deeply and want to help, cannot make meaningful changes or help these animals either.
Please put appropriate legislation in place that would create accountability at all levels for these animals.

Th1s bill needs to be passed so the internet compames/businesses, {Rover.com, Care.com, Dogvacay.com, and
cra1gslist/pets, to name just a few), can be stopped. Some of these companies are located out of CT and they
just find people that are willing to open their homes up to take pets 10 wh1le the owners are at work or are
away for days, weeks, or a month at a t1me. These internet companies/businesses have no idea ofthe CT
regulat1ons for boarding/daycare/grooming.
So therefore these internet/businesses:
•
1 ) they are not zoned to do boarding 10 homes
2) they most likely are not 10sured if somebody gets bit or if a pet escapes
3) they are not LICENSED BY THE STATE, which = lost revenue
4) they are not COLLECTING SALES TAX on daycare or pet boarding, which= a lot of unclaimed revenue dollars
5 ) they are not paying workman's comp
6) they are not paying business tax
7) they may not even be following vaccine regulations for boarding/daycare
Also, Ray Conners, at the Department of Agriculture, would need extra employees to help enforce these new
policies, wh1ch I understand they're already understaffed.
Thanks for listening and I hope th1s b1ll "HB 5799" will be passed and enforced, so these internet
companies/busmesses can be stopped and they will not continue to hurt the Commercial
Board10g/Daycare/Groom10g busmesses that have been in operation for years.

lam a huge dog lover. I am a fim1 believer that kennels stress out dogs that are
not used to being in them. and I don't understand the extra charges for walks
and bigger cages. and 50% of the time. noone is there from 7 p.m. to 7 a.m.
I will do almost anything you require for your dogs' needs. I am usually home
2417. and when I do go out, it is only for a couple of hours. Your dog can sleep
on my bed, crate or wherever thev prefer. Lhave over an acre fencecf-in
yard.The dogs can go in and out whenever they like. Inside I have hardwood
and tile floors whicn are easy to clean UP. (in case of an accident).( do not take
paper trained dogs and dogs that are not housetrained. I have a 5-year-old black
pug that was a rescue whom gets along well with other dogs and cats.

I have experience with gjving dog meds also if needed. I have been in this
business about 6yrs ancfhave hacfdog owners say that their dogs were
depressed after coming home from my house. I would ask thatyou bring_your
vets papers of proof of rabies and all vaccinations. plus recent Frontline-Plus or
eguivilent tick & flea protection a must My goal is for the owner to drop off
his/her pet and feel good about it. Then for Pugsley and myself and your pet(s)
to have a nice vacation also! You would have no worries iryou leave your pet
with me. Your dog would be very lucky to stay here!

Chairman Meyer, Chairman Gentile, and honorable members of the Environment Committee, I
am here to testify in strong support of HB 5799, An Act Requiring Pet Boarding Facilities and
Kennels to Display their Ltcense Number on All Forms of Advertising.
This problem that HB 5799 addresses was brought to my attention by numerous licensed
boarding facilities throughout Connecticut. I have investigated several "private" facilities in my
district and discovered some disturbing facts.
Licensed boardmg facilities m Connecticut are regulated and must adhere to local zoning
regulations. This regulation also requires that these 15oarding facilities pay a licensing fee, sales
tax on boarding, and all business related costs, including any insurance.
Attached to my testimony I have included several pages from websites that allow advertising for
home boardmg facilities. I found that these facilities do not pay for any insurance. This means
that Ifl board my pet in someone's pnvate home and my dog bites a guest or family member, I
would be held responsible. Additionally, tf my pet escaped from the boardmg facility and was to
etther gets hit by a car or run away, for example, there is no protection for me as a consumer due
to the boarding facilities lack of insurance.
This bill proposes that all antmal boardmg facthties must provide a hcense number in their
advertising. This is similar to the advertismg regulations that contractors must follow. The
media refuses to accept advertising from a contractor who does not include their registration
number in their advertisement

rehabilitated and released two baby birds that hatched out in my dryer vent. I grew very attached

have also participated in Search & Rescue missions for lost pets using a fully trained canine.
Currently I have a small 4 year old Morkie (MalteseN orkie mix) named Peanut. I also have a
long hair teddy bear hamster and two cats. I am available for many forms of pet care ...
walking/playtime, feeding, bathing, administering of medication and in certain circumstances
overnight stays at your place or mine. My availability is very open and I am always willing to

How long have you been a dog lover? Tell us about your history with dogs.
I have been a dog lover & animal lover for as long as I can remember. I grew up on a mini fann
& had quite an assortment of animals right in my backyard. We always had dogs, our most
beloved in my lifetime being Winston, our shitzu, who lived to be 15. After Winny passed, we
got a Newfoundland, Tanlc He was a gentle giant. Later on in life, my sister took on two English
Pointer puppies, Jake & Gracie, who I also lived with until I moved out. I am now living with &
caring fot threedogs, Peanut (Morkie), Champ (Boxer) & Trigger (Black Lab). It really is
amazing to come home & have such excitement for your arrival. That's a feeling like no other!
What would you like to know about a dog before sitting him or her? Do you have any breed
preferences?
I have no preferences of dog breed. I love them all! The only thing that would make me
uncomfortable is caring for a "mean"dog that has bitten in the past. I would also prefer that the
dog be a kid lover, as I do have a 5 year old son. As far as information I would want to know, it's
important to me that the dog is up to date on his/her rabies vaccination. I would also want to
know about medications or allergies, food preferences, favorite toys, etc .... all of the little things
that !flake your dog unique & happy.
Do you have reliable transportation in the event of an emergency?
Yes, I own a car.
Are you comfortable admin~stering medication?
I have had to give my dog medicatiOns in the past & have no problem administering medtcations
to other dogs.

My aunt had a few dogs, a beagle, a basset hound, an american bulldog, a mutt and a black
retriever. Now I have a Scottish Terrier who I love so dearly.

I would like to know how old the dog is and if there are any health issues related with him/her. I
do not have any breed preferences as long as they are nice and friendly.

In an event of an emergency, I have family members that are willing to provide transportation
because I do not have my license.

I am comfortable with administering medication because I have had experience with my own
dog as well as cats.
How much time do you plan on spending with my dog each day?
I do go to school from 7:00am to 2:00pm. I also have homework at night which takes about an
hour after school. Other than that I will play with and walk your dog with whatever free time I
get!
Where will my dog sleep?
I will provide a blanket on the floor in the downstairs next to my dog's crate.
Where will you take my dog on walks? Tell me about it.
I will take your dog around the block when I take my dog. It takes about 10 minutes which is a
long enough walk for three times a day.

I move acceptance of the Committee's Joint and
Favorable Report and move passage of this bill as
amended by the House.

Yes briefly, Madam President.
Right now Connecticut law requires that any commercial
kennel have a license from the Department of
Agriculture.
We have received a number of complaints
in the last year or two that there are unlicensed
kennels advertising in the newspaper and over the
internet which.kennels do not have any good standards.
There's been abuse of animals there, complaints by
people.
Those complaints have been received by the Department
of Agriculture and by the Environment Committee and,
as a result, what this bill simply does is it requires
that any person who maintains and advertises a
commercial kennel must include the license number of
that license in any advertisement and that will ensure
the integrity of the -- of the kennel and the
boarding.
