Huntington Beach BUSINESS IMPROVEMENT DISTRICTS FY 2016-2017 August 15, 2016 Renewal Process and Public Hearing Huntington Beach Business Improvement Districts (BIDs) Auto Dealer Association BID Downtown BID Resolutions of Intention to Levy Annual Assessment Adopted July 18, 2016 Established public hearing date of August 15, 2016 Copies and hearing notices mailed to all affected businesses and published in The Wave newspaper on July 28, 2016 BID Renewal Public Hearings Council to consider written and oral protests Options to renew, not renew, adjust BIDs Protests If written protests are received from affected business owners that equate to 50% or more of the assessments, no further proceedings to approve the assessment can be taken for a period of one year. Business owners may make an oral protest at the public hearing if they have not already filed a written protest. Huntington Beach Auto Dealers Association Business Improvement District Renewal FY 2016-2017 Auto Dealers BID 2015-2016 1992: HB Auto Dealers Association BID formed to operate and maintain the electronic reader board sign and promote HB dealerships. During Fiscal Year 2015-2016, the Auto Dealers continued its efforts to promote its members’ businesses through the reader board and the newly-relocated Beach Boulevard of Cars Store. BID Members HB Chrysler Jeep Dodge HB Mazda Toyota of Huntington Beach DeLillo Chevrolet Norm Reeves Honda McKenna Motors HB Ford Surf City Nissan Car Pros KIA of Huntington Beach Huntington Beach Hyundai Proposed 2016-2017 Budget and Goals Total Budget: $ 112,800 Anticipated assessments based on monthly assessment of $940 per dealer $ 1,000 year-end cash reserves Budget reflects increased amount of all ten (10) dealerships Goals Marketing and Promotional Activities Reader Board Sign Maintenance Boulevard of Cars Store at Charter Center (Beach/Warner) Recommended Action Conduct the Auto BID public hearing Consider Resolution to Approve Annual Assessment within the Huntington Beach Auto Dealers Association Business Improvement District for 2016-2017 Huntington Beach Downtown Business Improvement District Renewal FY 2016/2017 Downtown BID 2015-2016 Established in 2004 to fund promotional activities benefiting businesses within the district area FY 2015-2016 Accomplishments Downtown promotional programs and services, newly restructured Ambassador program, holiday decorations and events, maintenance, and marketing programs Managed Downtown maintenance operations Managed and operated Surf City Nights, Art Walk and Special Events Proposed Assessments for 2016-2017 No proposed changes to boundary or assessment formula Tiered schedule ranging from $30-$1200 based on: Benefit Zone (two zones) Business Type Square footage (applicable to retail and restaurants) Number of rooms (hotels) Downtown BID Boundary Proposed 2016-2017 Budget and Goals • Total Budget: o o o o $290,000 (City) $110,000 assessments & dues $60,000 special events $120,000 Surf City Nights $36,989 anticipated unbudgeted reserves •Budget includes: o Expenditures for rent, utilities, insurance, employee salaries – Executive Director, Office Administrator Proposed 2016-2017 Budget and Goals •Goals Promote new events – Art in the Park, He’e Nalu Aloha Pier Festival, National Dessert Day Support for ambassador program through partnership with Visit Huntington Beach Continue destination marketing and advertising efforts targeting locals, families, hotel guests and leisure visitors to Orange County Continue maintenance and beautification efforts Proposed 2016-2017 Budget and Goals •Goals (continued) Demonstrate and provide value to BID members through free 60-second commercials/videos, monthly e-newsletters to the public, business-tobusiness networking, and brochure distribution at events and Surf City Nights o Continue partnerships with the City, Visit HB, Chamber of Commerce and community groups o Recommended Action Conduct the public hearing Consider Resolution to Approve Annual Assessment Within the Huntington Beach Downtown Business Improvement District for 2016-2017
