FROM THE DESK OF THE
CHIEF EXECUTIVE
From January, with our new look DOGS Victoria
Magazine and Gazette, also comes some new
member advertising opportunities to reach our 10,000
plus members.
The magazine front cover will be available and with it
will come a thumbnail photo on the presidents report
page plus a quarter page advertorial in the first half of
the magazine for $330 inc gst. General member
advertising rates are also being significantly reduced.
To help maximize entries, breed clubs that don’t
advertise their schedules will also have the opportunity
to place a small notice advising the date and contact
details for upcoming shows at a nominal cost.
The savings for the new magazine and Gazette will
be in the vicinity of $50,000+ and these changes have
been largely based on the responses to our magazine
and online survey. Please feel free to put forward any
ideas and/or articles you may have to keep our
magazine interesting and relevant to fellow members.
Many of our clubs are looking for helpers and
committee members. If you have the time to be
involved with the running of a club, show or trial, or
can lend a hand on the day please talk to the club
secretary at your next event.
With the upcoming summer shows, remember that to
keep the grounds looking good, please don’t park on
the grass, particularly on the main exhibition area.
Also with the good weather members need to be
reminded that dogs are not to run free on the main
exhibition area or exhibition area two adjacent to the
Boxhall Pavilion. Off lead training sessions are fine
but uncontrolled free running on the unfenced
exhibition areas is not allowed.
Finally, DOGS Victoria management and staff wish
everyone a very Merry Christmas and a happy New
Year and importantly please stay safe on the roads
over the festive season.

HALL OF FAME 2014
The ANKC Ltd Retrieving & Field Trial Hall of
Fame pays homage to those PERSONS and
DOGS that have made outstanding and significant
contributions to the sports of retrieving or field
trials.
As Convenor of the ANKC Ltd Retrieving & Field
Trial Hall of Fame Election Panel, it is with

POLISH LOWLAND SHEEPDOG
As a result of recent advice received
from the Kennel Club (UK), the breed
standard for the Polish Lowland
Sheepdog on the ANKC Ltd website
will be amended as follows:
Polish Lowland Sheepdog
Coat (currently reads): Dense
shaggy thick coat of harsh texture
with soft undercoat. Slight wave
permissible. No loose skin anywhere
on body.
Amended to read:
Coat Whole body covered with long
dense, shaggy thick coat of harsh
texture with soft undercoat, but never
impeding the dog’s movement/action.
Long/profuse hair on head, falling
forward over the eyes in a
characteristic manner, but not
impeding the dog’s vision. Slight
wave permissible. No loose skin
anywhere on body. No evidence of
coat trimming to enhance or change
the natural outline of the dog.

Junior Handler Classes
at All Breeds
Championship Shows
Clubs are reminded that the ANKC
advises that it is compulsory for
clubs to provide junior handler
classes during at least one of their
shows per year (on a weekend or
public holiday or out of school
hours). Start times for junior
handler classes must be provided
in the show schedule published
in the Gazette and entry fees for
these classes do not apply.

The Canine Museum will be open

Puppy Packs are very popular and
currently supplied to members free of
charge. The production of these packs
will continue to be offered to members
free of charge.
However, due to ever increasing postal
charges DOGS Victoria is no longer
able to absorb the cost of postage of
these Puppy Packs, postage charges
are listed below.

AGM – Notices of business from members
ANNUAL GENERAL MEETING
AGENDA ITEMS
As per rule 2.98 members wishing to place an item of
business on the agenda for the 2015 AGM shall give
notice in writing of that item to the CE by no later than
31 January 2015.
The notice must include the names and VCA
membership number of the mover and seconder.
Notes for the benefit of members submitting notices of
business:
1. A notice of business that seeks to amend, delete or insert a clause of the constitution or a rule, must be worded as a special resolution. See also regulation 6.2.1.
2. Any other notice of business should be worded as an ordinary resolution.
3. A notice of business that directs or seeks to direct the management committee in any matter that is a
power of the management committee [Clause 1.5 of the constitution] would not be a proper matter for an AGM, and therefore would be an invalid notice of business.
4. Members are invited to seek assistance with the wording of any notice of business.

All affiliates advertising schedules are affiliated
with DOGS Victoria and their shows are held
under the Rules and Regulations of DOGS
Victoria. A copy may be inspected at the office of
the secretary of the fixture on the day of the show.
The following Rules/Regulations apply to all
schedules.
No person over the age of 18 years who is a
resident of Victoria can exhibit, handle, officiate in
the judging ring, or register an animal with DOGS
Victoria unless he or she is a financial member
of DOGS Victoria.
EXHIBITORS PLEASE NOTE: The committee of
the club holding the fixture reserves the right to
substitute judges if the entry is excessive.
Judging for all shows will be in alphabetical order
unless otherwise stated in the schedule.

NOTE - The qualifications for the NOVICE,
GRADUATE and LIMIT classes, shall only
include wins up to and including the day
before the date of the entry close.

STATE BRED, for dogs six months of age
or over, whelped in the state or territory in
which it is exhibited.
10. AUSTRALIAN BRED, for dogs six months
of age or over, whelped in Australia. (A
state and/or territory may reserve the right
to exclude all, or any, of the recognised
Australian breeds.)
11.
OPEN, for all dogs six months of age or
over, and of a breed or variety recognised
by the ANKC.
12. VETERAN, classes may be offered for
veterans at fixtures as follows:
(a)
Seven years and under 10 years
(b)
Ten years and over.
NOTE: VETERAN CLASS AT SPECIALIST
AND SEMI-SPECIALIST SHOWS
Regulation 7.2.10 Veteran class as per
ANKC Regulations Part 5, Clause 1.5 may
be a parade of veterans or a veteran class
whereby the winner may compete for the
challenge. Where the veteran class winner
is to compete for the challenge only entire
dogs or bitches are eligible for the class.
14. LOCAL CLASSES AT CHAMPIONSHIP
SHOWS - are classes for exhibits of at
least six months of age owned by exhibitors
residing within a specified radius of the
exhibition. The body holding the exhibition
shall have the power to specify any radius up
to 50 km. If the radius is not specified in the
schedule it shall be taken to be 50 km. Local
classes may not be offered within 160 km
radius of the GPO Melbourne. Wins in local
classes shall count against the eligibility of
a dog only for restricted local classes.
15. PUPPY NEUTER, for neuter dogs aged six
and under twelve months.
16. JUNIOR NEUTER, For neuter dogs aged
nine and under eighteen months.
17. INTERMEDIATE NEUTER, For neuter dogs
aged eighteen and under thirty-six months.
18. OPEN NEUTER, for neuter dogs aged six
months or over.
ANKC clause 3.2 “Classes 15, 16, 17 &
18 shall be ineligible to compete against
entire exhibits for challenge or best of breed
awards.”
To compete in neuter classes a dog must
be registered as a neuter on the main
register.
21. CHAMPION CLASS, for exhibits which
have qualified as champions. This class is
for both dogs and bitches for each breed at
open shows. The winners of these classes
are not eligible to compete for best dog,
best bitch, or best of breed therefore they
cannot compete for any group award other
than best champion in group or any in show
award other than best champion in show.
The above class shall be judged as the first
class of each breed at open shows. Where
class 21 or 21A are not offered champions
shall compete in ordinary classes.
22.20NEUTERED CLASS, For neutered pure
breed dogs of breeds recognised by the
ANKC. This class cannot compete for
Best Dog or Challenge Certificate. Under
current ANKC Regulations these exhibits
are restricted to Sweepstakes Class, that
is Class 22.20.
Baby puppies are not eligible to compete
outside of baby puppy class except only for
baby puppy special prizes.
Challenge Certificates
When a specialist breed club or semi-specialist
(variety breed) club is conducting its annual
championship show, challenge certificates
shall not be offered for that breed at any other
championship show, conducted on that day in
Victoria. Excepting always that where permission
has been granted for a breed club or variety
breed club championship show to be conducted
in conjunction with, and on the same grounds
as, the championship show of its group club,
this Regulation shall not apply. However, at that
restricted championship show:
the scheduled classes for the breed to which
the restriction refers may be conducted, the
“restricted” winners of these classes may compete
for special prizes such as “best of class in group”
and “best of class in show”.
the “restricted” winner may not compete for “best
of breed”, “best in group” or best in show” or any
other competition which is available to challenge
winners only.
National Shows
Where a national show is held, no challenge
certificates shall be awarded for the breed/s
involved in the national show, within a radius
of 1000 km from the show on that day/s.
Conformation Events
Catalogues should be ordered with entries.
Exhibit Numbers: A stamped addressed
for each exhibitor.
Admission to Fixture: Free unless otherwise
stated in schedule.
First Entry/Subsequent Entry: Two different
DOGS Victoria membership numbers means
two first entries.
Correctness of details on the entry forms
Every person who enters a dog in any fixture
conducted under these Regulations shall be
responsible for the correctness of details on
the entry form.
The dog entered is to be owned or leased by
the person who is named as the exhibitor on the
entry form and registered as such with the State
Controlling Body in which the exhibitor resides.
The dog entered must hold a current vaccination
certificate issued by a veterinarian.
Exhibitors and dogs participating at an exhibition
do so at their own risk.

MEMBERSHIP ESSENTIAL
A person who is a resident of Victoria
cannot exhibit, handle or officiate
unless that person is a financial
member of DOGS Victoria.
Children under the age of seven
years are not permitted to exhibit,
handle or officiate in the judging ring
at approved DOGS Victoria fixtures.
A person cannot exhibit, handle or
officiate at a VCA approved
exhibition, or participate in VCA
breeding activities, unless that person
is a financial member of the VCA or
of an ANKC Ltd recognised canine
controlling body.

Number, Dam and Registered Number.
The attention of breeders and intending puppy
purchasers is drawn to the following VCA Regulations:
VCA REGULATIONS
4.4.4
Except as provided for in these Regulations any member selling or supplying a dog to
a purchaser must supply to the purchaser the
signed registration certificate duly completed with
the name and address of the purchaser and the
transfer date, within fourteen (14) days of disposal
unless Management Committee otherwise directs.
4.4.5
Any member who sells a registered dog
without transfer of registration to the purchaser
must obtain the agreement of the purchaser in
writing that the dog will either not be transferred
into the name of the purchaser or deregistered
with the VCA.
4.4.6
A member shall not sell any dog which
is not registered, nor use in connection with the
sale or disposal of a dog, VCA, registration forms
and/or documents in such a manner as to cause
the purchaser to believe the dog being sold is
registered
with
the
VCA.
ANKC Ltd Regulations Part 6
Section 8 Breeding
8.3 From 1 July 2011 ANKC Ltd member bodies
will not register the progeny of father/daughter,
mother/son, brother/sister matings on the main
register. The only exceptions to this will be
where application was made to the member
body and approval was given prior to the
mating on the basis of health or genetic reasons

The electoral roll will close at 4 pm on Friday 30 January 2015. To be on the electoral roll, members must be
financial on that date. As per Regulation 3.3.7, Eligibility to vote at the AGM Every ordinary, dual or life member
who was a financial member of the Victorian Canine Association Inc for at least the last three months of the
association’s financial year preceding the annual general meeting and is currently a financial member shall be

20.1
CODE OF PRACTICE
Each member, upon being elected or re elected to membership
of the Victorian Canine Association Inc shall be bound by the
Victorian Canine Association Inc Code of Practice.
20.1.20
Ethics
20.1.1
A member shall not knowingly or recklessly misrepresent
the ANKC or the Victorian Canine Association Inc.
20.1.2
A member shall not engage in any behaviour that is contrary
to the standards accepted by the community.
20.1.3
A member shall display good sportsmanship and conduct at
all times so as to reflect credit upon themselves, the ANKC
and the Victorian Canine Association Inc.
20.1.4
Members shall constantly strive to improve their knowledge
of their chosen breed or breeds, and their knowledge of the
requirements for the care, welfare and betterment of dogs.
20.1.5
Members shall ensure that all dogs under their control are
properly controlled, housed, fed, watered, exercised and
receive veterinary care as required.
20.1.6
A member who leaves a dog owned by them in the care of
another person shall remain ultimately responsible for that
dog.
20.1.7
A member shall take all appropriate lawful measures to
assist a dog in distress.
20.1.8
A member shall positively enhance the reputation of dog
breeders and owners by ensuring that dogs owned by the
member are not a danger or nuisance to the community.
20.1.9
A member shall not participate in nor support any activity
that involves cruelty or damage to animals, excluding legal
hunting activities.
20.1.10. A member shall not dispose of dogs owned or bred by the
member to a pound or animal refuge.
Breeding
20.1.11 A member shall breed primarily for the purpose of
improving the quality and / or working ability of the breed
in accordance with the breed standard, and not specifically
for the pet or commercial market.
20.1.12 A member shall not breed with a bitch unless the bitch has
reached adequate maturity for that breed as determined by the Victorian Canine Association Inc,
without the prior approval of the Victorian Canine
Association Inc. [see attached Minimum Breeding Ages].
20.1.13 A member shall not breed a bitch causing it to whelp more
than twice in 18 months without the prior approval of the
Victorian Canine Association Inc.
20.1.14 A member shall not breed a bitch causing it to whelp
more than six times without prior veterinary certification of
fitness for further breeding, and without prior approval of
the Victorian Canine Association Inc.
20.1.15 A member shall not permit any of that member’s pure bred
dogs to be mated to a dog of a different breed, to a cross
bred dog, to an unregistered dog of the same breed, or to
a dog not on the Main Register without the prior approval
of the Victorian Canine Association Inc.
20.1.16 A member shall take responsible action to reduce the
incidence of hereditary diseases in accordance with the
ANKC code of practice for hereditary diseases.
20.1.17 A member shall not, within Australia, sell or otherwise
transfer from that member’s care any puppy under eight
weeks of age without the approval of the Victorian Canine
Association Inc.
20.1.18 A member shall not export a puppy under the age of 11
weeks, or such greater age permitted under the livestock
import requirements of the country to which the puppy is
being exported.
20.1.19 A member shall not knowingly sell a dog to any person
residing in an overseas country known to be involved in the
utilisation of dogs for the meat trade without first satisfying
the Victorian Canine Association Inc that the purchaser
is a member of an ANKC recognised canine controlling

body in the overseas country. The member and purchaser
must further acknowledge in writing to the Victorian Canine
Association Inc that the intention of the sale is for the
improvement of the quality of that breed in the overseas
country, and not for any other purpose.
A member shall ensure that persons acquiring dogs from
that member understand the requirements for the care,
welfare and responsible ownership of the dog, and that they
have the time and facilities, e.g. adequate fences, sufficient
room and proper shelter, to fulfil their responsibilities.
A breeder shall be expected to maintain reasonable contact
with the purchasers of dogs from that breeder and to offer
continued advice and reasonable assistance.
A member shall register all puppies bred by that member
that are living at the date of registration. Such registration
must include all puppies from the litter on the one litter
registration application form and must be applied for within
18 months of the date of whelping.
A member shall provide to all recipients of dogs sold or
otherwise disposed of by that member, written details of:
20.1.23.1 The breed characteristics;
20.1.23.2 Vaccination record and / or requirements;
20.1.23.3 Responsible dog ownership information;
20.1.23.4 All documentation required by the Victorian
Canine Association Inc
A member shall not incorrectly describe nor knowingly
misrepresent the characteristics of a breed.
A member shall ensure that all dogs sold or disposed or
by that member are in the best possible state of health.
Where a dog with a health issue or disability is disposed
of the member must obtain from the recipient written and
signed acknowledgement of the condition of the dog.
A member shall not:
20.1.26.1 Sell or dispose of a dog to a commercial pet
wholesaler or retail pet shop unless they are accredited by
the Victorian Canine Association Inc and the Pet Industry
Association of Australia Limited (PIAA).
20.1.26.2 Allow a dog owned by that member to be
given as a prize or donation or to be auctioned.
A member who provides or makes available a dog for use
in a film, advertisement, promotion, or any media or public
display must ensure that:
20.1.27.1 The dog is portrayed in a manner consistent with
its breed characteristics and temperament as described in
the standard for that breed; and
20.1.27.2 The dog is presented in a manner that is unlikely to create a negative reaction to dogs generally or
that breed in particular and that if there is any likelihood of
a negative impression, this is at the same time corrected
through the development of a story line that presents the
dog or breed in a balanced manner.
A member shall not indulge in false or misleading advertising
relating to the conformation, characteristics or performance
of that member’s dog.
A member shall not misrepresent nor malign the
conformation, characteristics or performance of another
member’s dog.
A member shall not misrepresent, malign, impugn or
denigrate another member or person in such a way as to
bring discredit upon themselves or the Victorian Canine
Association Inc.

7.5 procedures at exhibitions
7.5.1 No member of a judge’s family or
household, including a person who resides at the
same address, or a judge’s partner, shall exhibit
or handle any dog at any fixture at which the judge
officiates as a judge. This regulation does not apply
to a trainee judge judging a sweepstakes class
where the class is judged before breed classes.
7.5.2 At an exhibition a ring steward will not
exhibit or handle any exhibit under a judge for whom
they have stewarded at that exhibition.
7.5.3 No person shall enter any exhibit or
handle in any show or other exhibition under any
judge who has, or has had, a proprietary interest in
a dog or dogs whether solely or in partnership with
such person, within a period of twelve months prior
to such show or exhibition.
7.5.4 No person shall exhibit or handle under a
judge, if that judge has handled any dog owned or
part owned, leased or part leased by such person
within a period of 12 months prior to such event or
exhibition. This regulation applies to approved and
sanctioned events, with the exception of members
competitions and dog matches, and does not apply
where an exhibitor assists another exhibitor who,
due to a judging decision on the day, is required
to compete with two or more exhibits at the same
time.
7.5.5 No person shall exhibit or handle under
a judge, if that person has handled any dog owned
or part owned, leased or part leased by such judge
within a period of 12 months prior to such event or
exhibition. This regulation applies to all approved
and sanctioned events, with the exception of
members competitions and dog matches, and
does not apply where an exhibitor assists

7.5.6 No person shall exhibit or handle
under a judge if that person has billeted that judge
or been billeted by that judge in the period of six
months prior to a show at which that judge is
officiating or intends to billet that judge within 24
hours after the show.
20.5 code of practice for affiliates
VCA approval to conduct a fixture is on the understanding
that the affiliate will endeavour to conduct and manage
the fixture ensuring that the activities are an enjoyable
experience for all members and that the fixture represents
a public showcase of VCA activities.
In particular:
20.5.1 The affiliate is to ensure that ANKC judges
contracts are completed fully and reflect all of the affiliate’s
requirements, especially in relation to embargoes.
20.5.2 The show secretary is to ensure that contracted
conformation judges are notified of the number of
exhibits entered for each breed. Such notification is to
be communicated in writing so as to reach the judges at
least seven days before the date of the show.
20.5.3. The affiliate committee is to ensure that non
Australian judges are briefed on the VCA and ANKC
procedures for judging.
20.5.4. Affiliate committee personnel involved in
facilitating judges shall not handle dogs under those
judges nor participate at the competition area in such a
way as to compromise the perception of fairness.
20.5.5 The show secretary is to ensure that entry fees
are banked promptly to ensure that invalid cheques /
payments are identified.
20.5.6 The show manager is to ensure that all stewards
are competent in the duties required of them, and arrange
appropriate support where necessary.
20.5.7. The affiliate is to ensure adequate provision
for and maintenance of parking, toilets, foodstuffs [if
applicable], first aid, competition and exhibitor areas.
20.5.8 The affiliate is to ensure that safe and unimpeded
access is provided around and to the rings.
20.5.9 The affiliate committee is to appoint a VCA
representative as required by VCA regulations and provide
the administrative and logistic support required by VCA
procedures - fixture incidents / complaints.
20.5.10 Aggressive dog incidents are to be dealt with in
accordance with VCA regulation 3.5.6.
20.5.11 The affiliate committee is to ensure that persons
attending the fixture comply with acceptable standards
of behaviour, and therefore the committee is to be fully
conversant with the VCA procedures - fixture incidents /
complaints.
NOTE: “facilitating” referred to in 20.5.4 does not include
normal secretarial communication relating to contractual
and travel arrangements.

National Judge’s Code of Practice
and Conduct
1. A judge shall act with professional decorum at all times.
2. A judge shall give every exhibit and exhibitor fair and equal
opportunity in each and every class.
3. A judge shall act in a polite manner whilst carrying out each
judging assignment.
4. A judge shall present himself/herself in attire that is acceptable,
appropriate and comfortable for each judging assignment.
5. A judge is required to be punctual in availability to fulfil their
judging assignment.
6. If in the judging procedures an exhibit displays an obvious
physical impediment or is unable to be handled or can be
regarded as savage or vicious the exhibit should be excused
from the ring.
7. A judge shall not enter or exhibit any dog at any show or other
exhibition at which he/she is appointed to judge.
8. Should an exhibitor offer information to the judge that may
be regarded as designed to influence the judge, the judge shall
excuse the exhibitor and their exhibit from the ring and/or record
the incident in the judges’ book.
9. Should a judge be approached to favour or disfavour a
particular exhibit the matter is to be reported to the administrator
of the state or territory member body.
10. Should a judge be approached with an inducement and/or
bribe to advantage or disadvantage an exhibit the judge is to
report the matter in writing to the administrator of the state or
territory member body.
11. A judge shall not solicit a judging appointment.
12. A judge shall not solicit or seek entry of any particular dog
or dogs.
13. A judge shall not allow entries for a show at which that person
is judging to be received at the judge’s address.
14. A judge shall complete all the requirements of the judging
contract speedily and straight forwardly. Any verbal acceptance
of an assignment by a judge shall be subject to the receipt of
the contract within fourteen (14) days.
3.5.6 Dog Incidents
These dog incident regulations govern the management of
dog incidents at fixtures and members and club officials are
to be fully conversant with them. Attached to Part 3 of the
Regulations is a Dog Incident Checklist and Report form,
which must be lodged together with reports and statements
in the event that an enquiry is conducted into a dog incident.
The levels of disruptive or aggressive
behaviour that comprise a dog incident are:
Level 1
Level 2
Level 3
Level 4
Level 5
Unruly behaviour not affecting the performance of another dog or handler.
Unruly behaviour that significantly affects the performance of another dog or handler.
Threatening or intimidating behaviour [not aggression] towards another dog or handler.
Aggression towards another dog.
Aggression towards a person.
3.5.6.1
It is the obligation of each owner, exhibitor and
handler at a VCA approved activity to take all such steps as
may be necessary to ensure that any dog under that person’s
care or control or for which that person is responsible does
not behave in an unruly, disruptive or aggressive manner.
Where a dog is dismissed from the ring for unruly or
disruptive behaviour or aggression and is the subject
of a Dog Incident Report, the owner, exhibitor, handler
or person responsible for the dog as the case may be,
is to immediately secure the dog and is to remain at
the venue until otherwise advised by the committee.
3.5.6.2
It is the obligation of any person at an activity who
observes a dog behaving in an unruly, disruptive or aggressive
manner to report the incident either orally or in writing to a
member of the committee as soon as possible after the incident.
16. A judge shall avoid duplicating assignments in the same
breed within a minimum of three months of each other and within
a minimum of a 200 kilometre radius of championship shows,
open shows and parades. 10/97
3.5.6.3
The official to whom an alleged incident
involving unruly, disruptive or aggressive behaviour
by a dog is first reported is to immediately instruct
the owner/handler of the dog to secure the dog and
remain at the venue until the committee has inquired
into the incident. The committee shall meet as soon as
practicable on the day to consider the matter in accordance
with the procedures for dealing with dog incidents.
17. A judge shall honour each contract and is not free to accept
an alternative contract that will affect his or her availability to
fulfil the original contract except with the written dispensation of
the contracting club. 5/98
3.5.6.4
If th e c o m m i tt e e i s s a ti s f i e d th a t th e
incident comprised or included the dog behaving
in an unruly, disruptive or aggressive manner, the
committee may officially warn or suspend the dog.
15. At the time of completing a contract the judge shall inform
the inviting body of any disability or limitation that could restrict
carrying out in full the reasonable handling of all exhibits to be
judged.
18. Accommodation provided to the judge to fulfil an assignment
is for the judge only except where prior mutual agreement has
been reached with the sponsoring body for variation.
19. A judge shall be responsible for the cost of all personal
telephone calls, alcoholic beverages and any personal laundering
except where mutual agreement has been reached with the
sponsoring body at the time the contract is accepted.
20. A judge who withdraws from any contracted appointment
for any reason shall not be permitted to judge at any other
canine event wherever held on any date that would prevent
him/her from attending the originally contracted event, unless
dispensation has been granted in accordance with Clause 17.

3.5.6.5
Any suspension applied to a dog by a
committee shall apply to DOGS Victoria activities
and the activities of all other ANKC member bodies.
Any suspension applied to a dog by another ANKC
member body shall be upheld by DOGS Victoria.
3.5.7 Disqualifications
A dog may be disqualified from competition or exhibition and/or
the exhibitor from retaining any prizes awarded in connection
with it at a show, or other exhibition concerned, where the dog
has been exhibited in contravention of rules or regulations.

Bulla Exhibition Centre
When seting up at KCC Park and the Bulla
Exhibition Centre members are reminded
that:
1. All gazebos are to be set up with the narrow side to the ring to minimise large set ups to the exclusion of many
other exhibitors
2. No one is permitted to set up prior to the day of the show, and in the event of it being a double show, prior to the day of the first show
3. Saving space for other exhibitors prior
to the commencement of shows is
discouraged and any saved must be
claimed by the time that judging commences
4. No ropes or other form of marking out is permitted under any circumstances due to safety issues
5. When using the indoor pavilions mats are to be placed under crates, tables,
trolleys etc. Due to limited space consideration should be given to other exhibitors. We request that exhibitors do not ‘spread out’, only take the space you require
Gazebos, mats, tarps etc set up prior to
the day of the show will be removed by the
groundsmen and will not be available for
collection until the following business day.
From the finance committee
A number of affiliates are not sending
payment when they lodge their schedule
and contracts for publishing in the Gazette.
As has previously been advised by the
finance committee affiliates MUST send
the appropriate fee with the schedule and
contract/s.
Affiliates that fail to forward payment with
paperwork will result in the schedule not
being published.
NO FEE, NO PUBLICATION, NO
EXCEPTIONS
Due to the time taken by staff members
chasing money owed for advertising of
schedules it will now be enforced and
the event cancelled.
Suspension and disaffiliation will occur for
all members and clubs that have amounts
outstanding in excess of 60 days.
Owners of syndicated dogs and show
secretaries
Please be advised that dogs placed into
syndicate ownership MUST be entered
in shows as per the ownership details recorded on the ANKC Ltd database. Several
syndicated dogs have been entered in
shows under kennel names - i.e. SHOWDOG Kennels & Mr Smith.
This is incorrect as syndicate owners are
not permitted to use a kennel name. The
dog must be entered in the actual names of
the owners - i.e. Mr Jones, Ms Jones & Mr
Smith. Please ensure that all future entries
are submitted correctly.
Judges please note...
Before accepting an appointment judges are
reminded of the following points from the
National Judges Code of Practice and
Conduct
16. A judge shall avoid duplicating

Members wishing to enter their dogs in
neuter classes to obtain points toward the

3.5 Only dogs or bitches registered with an
ANKC Ltd Member Body as a “neuter” on
the main register shall be eligible to compete
in either Class 15,16,17 or 18. (Amended
10/01).
You are required to return the original main
certificate of registration to the office along
with a photocopy of the desexing certificate.
You will be issued with a new certificate
reflecting the updated status of your dog.
The administration fee for this service will
be $16.
Please note: Any neuter champion title
points accrued prior to the date your dog
was recorded as a neuter on the main
register of the ANKC Ltd database may
not be counted towards granting the
neuter champion title.
Presentation of prizes - Regulation 7.7.13
At all breeds shows class in group/in show
prizes awarded automatically to the best
in group and best in show winners, and if
applicable to the runner up in group/runner
up in show winners, are to be presented
at the same time as the best in group/
best in show, and if applicable the runner
up in group/runner up in show prizes are
presented.
Handling of complaints at fixtures Regulation 3.5.4
Where a complaint arises from an incident at
a VCA approved exhibition, a complainant is
to direct their complaint in the first instance
to the show secretary.
Changes to calendar
Affiliates are reminded of regulation 3.5.3.1
which reads
Any affiliated body that wishes to change the
date that has been allocated for the holding
of a championship show, open show,
parade or trial, shall make application for
the change.
No application will be considered within
six months of the scheduled date of such
fixture.
Requests to hold a third show are to be
submitted to management committee
for consideration. Each request will be
addressed individually.
ANKC Ltd Regulations Part 6 Section 8
Breeding
8.3 From 1 July 2011 ANKC Ltd member
bodies will not register the progeny of
father/daughter, mother/son, brother/sister
matings on the main register. The only
exceptions to this will be where application
was made to the member body and
approval was given prior to the mating on
the basis of health or genetic reasons to
the benefit of the breed. (Added 10/10, 6.7)

3.6 Excepting as provided for in Regulation
3.7 of this part, an imported dog may not
be exhibited in Australia prior to its reregistration with an ANKC Member Body.
3.7 Exhibits imported into Australia that
are registered with a recognised overseas
canine controlling body in the name of
overseas resident owner/s, are eligible
to be exhibited and used for breeding in
Australia for up to three [3] months from
lodgement of pedigree, subject to the
following:• A copy of the exhibit’s pedigree being
lodged, prior to being shown, with the
ANKC Ltd Member Body’s Office in the
State or Territory where the exhibit is to be
first shown.
• If the exhibit is being campaigned by an
Australian resident, a letter of agreement
from the overseas resident owner/s
authorising the exhibit to be campaigned
by the Australian resident, must be lodged
(with the pedigree) with the ANKC Ltd
Member Body’s Office where the exhibit is
to be first shown.
• This part not applying in any case where
the exhibit is registered with the recognised
overseas canine controlling body as being
owned or part-owned by an Australian
resident.
3.8 After three [3] months of being
exhibited in accordance with 3.7 above, the
imported exhibit, if still in Australia, must
be registered to a financial member of an
ANKC Ltd Member Body.
3.9 All exhibits imported into Australia that
are registered with a recognised overseas
canine controlling body that have been
used for breeding in Australia must be
reregistered on the ANKC Ltd Main
Register, before any progeny can be
registered on the National Database.

DOGS Victoria Social Media Code of Conduct
Background
Social media has become an integral part of day to day communication for individuals as well as
businesses.
Social media is defined as the social interaction among people in which they create, share or exchange
information and ideas in virtual communities and networks.
Social media may include but is not limited to magazines, Internet forums, weblogs, social blogs,
microblogging, wikis, social networks, podcasts, photographs or pictures, video, rating and social
bookmarking. Technologies include blogging, picture-sharing, vlogs, wall-posting, music-sharing,
crowdsourcing and voice over IP.
Its ability to capture community sentiment and shape opinions is driven by its dynamic and immediate
nature.
What constitutes ethical behaviour can be somewhat ambiguous when engaging in social forums,
however DOGS Victoria believes its members should uphold the highest ethical standards displaying
respect, honesty and integrity.
This Social Media Code of Conduct aims to provide guidelines on best practice behaviour when using
social media.

* Abide by DOGS Victoria rules and regulations
* Be reasonable and respectful – do not post malicious, misleading or unfair content in relation to DOGS Victoria or its affiliates, DOGS Victoria staff, DOGS Victoria members or members of
other ANKC affiliated bodies
* Be accurate – any comment posted as fact should be able to be substantiated
* Act in a manner that is consistent with good community expectations
The same values that apply in the real world also apply in the virtual world and in social media
exchanges.
Despite the seemingly unregulated nature of social media, the law still pertains online. Postings online
(and similarly in email or text messages) are subject to the law in areas such as defamation, racial
discrimination, intimidation and bullying.
Breach of the Social Media Code of Conduct
DOGS Victoria continually monitors activity in relation to the organisation and its members.
DOGS Victoria takes compliance with this policy seriously. Detected breaches of the policy should be
reported to DOGS Victoria for investigation.
A breach of this Code may result in disciplinary action which could result in, but is not limited to, the
issuing of a formal warning or suspension.
Particularly serious matters may be referred for legal opinion or to Police.
Consultation or advice
This policy has been developed to provide guidance for DOGS Victoria members.
Any members who are unsure of their rights, liabilities or actions online and seek clarification should

HEAT POLICY FIELD TRIALS
Preamble
The welfare of dogs competing in field trials is
paramount. The owner/handler of the dog, has the
ultimate responsibility for the welfare and wellbeing
of the dog in his care during the duration of the trial.
It is recognised that field trials are scheduled during
the autumn months and that dehydration and heat
stress may be an issue.
Due to the long distances covered by competitors
and the time and cost in travel it is not normally
practical for clubs to cancel events on the day due
to weather conditions.
Policy
This policy is to be implemented when the temperatures
are forecast to exceed 28 degrees celsius in the area
on the trial day. Or at any temperature if the judge
or trial management deem it necessary due to the
prevailing conditions.
1. Trial management should consider commencing
trials at earlier start times where practicable.
2. Trial management should ensure that competitors
are advised not to leave any dog in their motor vehicles during the trial, unless the owner handler is of
the opinion that doing so, is offering the best shade
and comfort for the dog.
3. Judges should consider leaving the gallery and
non-competing dogs near to sources of water or
shade as long as it doesn’t interfere with the running
of the trial.
4. Judges should allow the dogs to take water naturally
at least every 10 minutes whilst in competition.
5. Judges should consider rotating competing
dogs more frequently, and each dog should not run
competitively for more than 15 minutes at a time, with
a minimum of a 30 minute break before competing
again.
6. The judge should consider suspending the running
of the trial during the hottest part of the day, or running
the water work components of a utility field trial at
this time. After first taking in to consideration the
availability of shade, humidity the wind conditions,
the availability of water, the natural cover and any
other relevant conditions that the judge feels should
be considered.

scheduled during the cooler months and heat stress
is not normally an issue.
Due to the long distances covered by competitors
and the time and cost in travel it is not normally
practical for clubs to cancel events on the day.
The welfare of individual dogs rests with the
owner/handler of the dog, and they have ultimate
responsibility for the care of the dog, including provision
of drinking water and/or electrolytes.
Policy
This policy is to be implemented when the temperatures
are forecast to exceed 30 degrees Celsius on trial
days.
Trial management, judges and handlers are to
consider commencing events at earlier start times
where possible.
Trial management should ensure that all dogs are
placed in a shady place when not competing.
Trial management should ensure that all dogs have
access to drinking water and swimming or bathing
water when not competing.
Judges should allow handlers to provide drinking
water, including electrolytes if necessary, to their
dogs during competition.
Trial management and judges should closely monitor
dogs in the field and withdraw dogs from competition
if there are signs of heat stress.
It is preferred that no dogs be kept in motor vehicles,
however if this is not practical, then trial management
should ensure that all vehicles containing dogs are
in shaded locations.
Trial management should ensure that competitors do
not leave dogs in poorly ventilated motor vehicles.
If there is not adequate access to shade and water,
then trial management should consider relocating
to a more suitable site. If this is not practical then
the trial should be cancelled.
7. The judge should allow the handler to withdraw the
dog from competition if the judge or the competitor
is of the opinion that the dog is suffering from heat
stress or dehydration.

2015 Melbourne Pet & Animal Expo
Saturday 28 February to Sunday 1 March 2015
The Melbourne Pet and Animal Expo is being held at the Royal Melbourne Showgrounds in the
Exhibition Hall and the Boulevard Pavilion. The Boulevard Pavilion will solely house the dog
breed showcase and dog demonstration arena.
As in previous years, one of the major features of the event is the “dog breed showcase”
where members of the public can meet and pat dogs and puppies and speak with breeders
and fanciers to learn more about each breed. The dog demonstrations were also a huge crowd
pleaser!
There is no cost to clubs to participate in this event. You will be allocated a breed stand with
carpeted walls that can be used to Velcro, pin or staple photos, information and other
decorations. All clubs are encouraged to make their stand interesting and educational.
Your club must be able to have people available to set up and decorate your stand on Thursday
26 or Friday 27 February and have friendly dogs and club members at the stand each of the
two days.
Multi-breed and group clubs are also invited to have a stand, as this is a great way to showcase
a variety of rarer breeds that do not have a breed club.
To register your club, please fill out the form below with your nominated contact person for this
event and return it to the office by Monday 29 December 2014.
