Dear IPMBA Conference Attendee:
Welcome to Baton Rouge, Louisiana, and the 23rd Annual Conference of the International Police
Mountain Bike Association.
On behalf of the IPMBA board, staff, members, and conference attendees, I would like to extend
my sincere thanks to the Baton Rouge Police Department and their partnering agencies for
hosting the conference. We appreciate the support of Baton Rouge Mayor Kip Holden and the
East Baton Rouge Parish Council; Chief Carl Dabadie and the Baton Rouge Police Department;
Director Chad Guillot and East Baton Rouge EMS; Chief Lawrence Rabalais and the LSU Police
Department; Sheriff Sid Gautreaux and the East Baton Rouge Parish Sheriffs Office; Constable
Reginald R. Brown and the Baton Rouge City Constable’s Office; and Chief Anthony Williams

implementation of this conference. Their efforts have been supported by others too numerous to
mention, but whose contributions are nonetheless essential to the success of the conference.
Finally, IPMBA thanks Board Member Tom Harris, East Baton Rouge EMS, for bringing
IPMBA back to Baton Rouge. After establishing East Baton Rouge as the first EMS agency to
host an IPMBA Conference, he threw down the gauntlet for his colleagues at the Police
Department. Fortunately for IPMBA, they took up the challenge. He has been an invaluable
member of the Command Staff, for which both IPMBA and the BRPD are grateful.

Public Safety Category (Police, EMS, Security): Individuals or teams of four.
Mixed teams (e.g., two police, one EMS, and one security) are permitted.
Team members must register at the same time. If all of your team members
have not registered by 9am on Friday, you will ride as an individual only. You
will NOT be assigned to a team.
Medals will be awarded to the top three
teams and the top two winners in the
following age groups: Male under 30, Male
30-39, Male 40-49, Male 50+, Female under 30, Female 30+.

Conference Certificate of Attendance:
Complete the Certificate of Attendance
Application Form found on page 27-28 and
have it initialed by the instructor of each
workshop you attend.
You must attend a minimum of two
workshops on Thursday and two on Friday
in order to be eligible for a certificate, unless
you are attending an all-day session.
If you do not obtain an instructor’s initials,
you will not get credit for attending, even if
you pre-registered. Return the application to
the Command Post or to the IPMBA office
within two weeks of the conference.
Certificates will be mailed within eight
weeks of the end of the conference.
Evaluation Forms
Evaluation forms will be distributed at each
course and workshop. Please answer the
questions completely and honestly.
Evaluation forms may be dropped in the box
at the Command Post or given to any
member of the IPMBA Board or staff.
Surveys
Return to the Command Post by 2:00pm
on Friday, May 3, in order to be eligible to
win a free registration to the 2014 IPMBA
Conference in Tampa, Florida. The
drawing will be held on Friday night during
the post-competition dinner. The survey

to Capitol Cyclery, the bikes will be waiting at the Bike
Check. After the conference, leave your bike in the Bike
Check and tag it with your name, contact information,
and shipping address. DO NOT leave personal items
with the bike. The bikes will be delivered back to the
shop for return shipping. If you are shipping your own
bike, you will have to disassemble and box it. The hotel
will arrange shipping for boxed bikes only. See the front
desk.
Airport Transportation
Sign up for complimentary airport transportation at the
Command Post at least 24 hours in advance of your
flight. Baton Rouge Airport recommends passengers
arrive one hour early. It is a 20 minute drive to the
airport. Allow extra time if you are checking your
firearm or your bicycle. Your departure time will be
posted at the Command Post. Arrive at the shuttle
departure at least 20 minutes early to load your luggage.

J
an has had a lifelong involvement in the local, national, and
international athletic community. She competed in the Olympic
Trials prior to signing an Athletic Scholarship with Louisiana
State University. After having three children, Jan moved into the
Professional Triathlon Circuit for 11 years.
A few of Jan’s career highlights are World Champion Triathlete,
United States National Champion, United States Duathlon
Champion, and 1989 World Triathlete of the Year. She was also
named SAAU Female athlete of the year.
Jan is currently co-owner and Director of Swimming Lessons for
Crawfish Aquatics, based in Baton Rouge. She is also founder and
director of the Capital City Swim League and Head Coach for the
Parkview Baptist Eagles, whom she has coached to six state
champion titles.

after 28 years with Coon Rapids Police Department. He has 14
years of police bike patrol experience. He has taught bicycle
safety and traffic cycling to children and adults for more than 25
years. As a training consultant, he co-taught the Bicycle Safety
and Accommodation Course for the National Highway Institute,
sponsored by NHTSA and FHWA. A founding member and past
President of IPMBA, he was co-creator of the IPMBA Police
Cyclist Course and Instructor Course. He contributed to both the
Complete Guide to Police Cycling and the Complete Guide to
Public Safety Cycling.

Incident Response Team's (MIRT) Bike Response Team (BRT).
The Montgomery County MIRT-BRT is a unit comprised of bike
officers from multiple jurisdictions who train and operate
together as a county response unit, responding to calls for
assistance or pre-planned events. Michael was deployed, along
with the MIRT, to the G-20 Summit in Pittsburgh PA, September
2009.

Department in 2006, after 36 years of service. He assisted with
the development of the TPD Bike Unit, which was founded in

conference in 1994. He was certified as an IPMBA Instructor in
1995 and has since taught at every conference. He served six
years on IPMBA’s Board of Directors, primarily as conference

Patrol. Tom has been an IPMBA member since 1996. He was
certified as an Instructor in 1999, and as an Instructor Trainer in
2009. He organized the 2007 IPMBA Conference, the first to be

intervention team (CIT) officer for nine years and was a CIT
Officer of the Year for the State of Ohio in 2004. Steve received
awards from the American Red Cross and the Ohio State
Highway Patrol for his actions following a lightning strike in
2006 and was a Life-Saving Award recipient upon retirement.

Ambulance Service in 1983 and has been based at Heathrow
Airport since 1994. He has been instrumental in the
implementation of the 15-member Cycle Response Unit (CRU)
that patrols the world’s busiest airport, which serves 70 million
passengers per year. The Heathrow CRU deals with
approximately 450-480 calls per month for everything from
plasters (band-aids) to cardiac arrests. Gerard was the first cycle
responder at Heathrow in October 2004. He became an IPMBA
Instructor in 2005 and has continued delivering courses for the
London Ambulance Service and St John’s Ambulance Brigade,
also attending various IPMBA conferences representing Europe.

Police Department for 32 years. A former motorcycle road
racer, he turned to bicycles to lessen the severity of frequent
impacts with the ground. He started Denton’s bike unit in
1990. He is a founding member and past president of IPMBA
and a contributing author to the Complete Guide to Police
Cycling and the Complete Guide to Public Safety Cycling. He
taught and introduced the concept of police bike patrols in the
former Soviet Union, Rwanda, and the Republic of Georgia.
He is currently the DPD Special Operations Division
Commander. He is planning to teach the history of rock-androll when he retires.

If you are an active, IPMBA-certified instructor and are interested in teaching at the conference or pre-conference, you must
submit a Call for Instructors and Workshops form, which will be available from the IPMBA office shortly after the 2013
IPMBA Conference.
You will be asked to outline your bicycling, work, and teaching experience, including non-bicycling-related expertise and/or
instructor certifications.
Instructors will be selected for the pre-conference training courses as well as the core conference workshops.

Boxrud, Gail. Krav Maga of Minneapolis, Minneapolis, MN.

Boxrud is the director for Minnesota for the International Krav
Maga Federation (IKMF), which is based in Israel. She is
certified under the IKMF to teach civilians, law enforcement,
women and children. She has been training in Krav Maga for
more than nine years and teaching for nearly five years. She is
also a certified IPMBA Security Cyclist. Boxrud and her
partner, Dante Pastrano, developed a Krav Maga on Bicycles
program for civilians as well.

March founded Mad March Racing (MMR) in 1998 with one
simple goal: to provide the best hands-on mountain bike
instruction available. For 10 years, MMR has improved the
skills of camp participants and developed a few national
champions along the way. Shaums started competing in BMX
races at age 12, but switched to mountain biking. In 1996, he
was crowned California State Champion, and in 1998, he
finished fourth place in the X Games Downhill event. He was
the fastest North American at the 2003 World Downhill
Championships, and finished second overall in the 2004 BC Cup
series. His skills took him not only to World Cup, but also
freeride events like the Red Bull Rampage and Red Bull Bike
Battle, where he earned third place.

four years before joining the Ohio University Police Department
as an investigator in 1986. While at OUPD, she supervised

Executive Leadership College and Certified Law Enforcement
