TERMS AND CONDITIONS:
1. GENERAL.
On behalf of President of India, Development Commissioner (MSME), Ministry of
Micro, Small and Medium Enterprises, invites sealed bids under Two Bid Systems (Technical
and Financial Bid) from exhibition service providers regarding conceptualizing, designing,
execution and supervision of MSME Pavilion & VIP Lounge and other services during
Participation of O/o DC–MSME, Ministry of MSME in India International Trade Fair, 14 th to
27th November 2015 at (Hall No. 7-ABC) Pragati Maidan, New Delhi. The Theme is “Make
in India”

3. SUBMISSION OF BIDS
a) Bids are invited in two Bid systems, (1) Technical and (2) Financial (as per enclosed
format as Annexure A & B respectively which shall be sealed separately and enclosed
in a single sealed envelope.
b) The technical proposal should be submitted in a separate sealed envelope marked
“TECHNICAL BID”. Similarly, the Financial Proposal as per ANNEXURE “B” should be
submitted in a separate sealed envelope marked “FINANCIAL BID”. Both these sealed
envelopes should be sealed in another envelope super-scribed as tender document
for ‘Conceptualizing, Designing, Execution and Supervision and other services
required during MSME–EXPO-2015 (Hall No. 7-ABC) Tender No: 21/IITFExhb./2015’.
c) Sealed Bids shall be received not later than 15:00 hrs on 30th October 2015, No Bids
will be accepted after this date & time under any circumstances. This office will not
be responsible for any postal/courier delay and also for reasons beyond the control
of this office.
d) Technical Bids must contain the EMD for Rs.20, 000/- (Rupees Twenty Thousand
Only) in a form of a Bank draft/ Banker’s Cheque only issued by any commercial Bank
in favour of PAO (MSME), payable at New Delhi, along with complete technical
details as desired by this tender. First Technical Bids of all the received tender will be
opened on pre scheduled date, time & venue. Technical Bids without EMD will be
summarily rejected. The benefits provision of Public Procurement Policy-2012 of
M/o MSME will be applicable to the desired bidder as per norms.
e) All bids must be delivered to the Dy. Director (ABC), Room No. 725, O/o
Development Commissioner (MSME), Govt. of India, 7th Floor, A-Wing, Nirman
Bhawan, Maulana Azad Road, New Delhi – 110108 Ph. 011-23062185. Or may be
dropped in Tender box, IFC Centre Ground Floor, Nirman Bhawan, New Delhi.
4.
ELIGIBILITY/QUALIFICATION CRITERIA FOR TECHNICAL BID
(ANNEXURE ‘A’):
The Bidder has to submit the documentary evidences for the following:a) The bidder shall have minimum three years of experience in organising Trade
Fairs and Exhibitions etc. Please enclose registration/ work order etc. in
support of aforesaid work experience.
b) The bidder shall have an experience of designing and implementing of theme
and sectorial pavilions in two international trade fairs. The firm shall enclose
necessary supporting documents including work order.
c) The bidder shall have minimum total turnover of Rs. 1.0 Crore in the last
three years and minimum Rs. 20 lakhs in every year. The firm shall enclose
necessary supporting documents for aforesaid turnover. Confirm Assessment

order/IT return for the last Three years i.e. 2012-13,2013-2014,2014-15 to be
furnished. (In case balance sheet for the year 2014-15 is not finalized,
b/sheet for the year 2011-12 shall be considered subject to CA certificate to
this effect).
d) All bidders must enclose copy of VAT Registration / Service Tax Registration
Certificate along with the tender documents.
e) EMD for Rs.20, 000/- (Rupees Twenty Thousand Only) in a form of a Bank
draft/ Banker’s Cheque only issued by any commercial Bank in favour of PAO
(MSME), payable at New Delhi.
f) The bidder should submit a detailed proposal with for the Scope of Work
which should include the details of concept, creativity, design, quality,
material used, detailing of deliverables and overall execution of work.
Detailing of signages, bunting, and gates etc is also necessary. Bidder has to
provide at least three 3D-design with views from different angles for the
space in CD/Pen drive and Hard copy also (Inside the envelope containing
technical bid). The designs should be in accordance with the regulations of
the IITF/ITPO. The theme is “Make in india”
g) Authorization letter in favour of authorized signatory.

INSTRUCTION/ CONDITIONS:
a)
DC (MSME) reserves the right to modify or change any of the terms & conditions
applicable to the offer at any time without prior notice.
b)
If at any point of time, any items is/are deleted or added during the exhibition
the contract amount shall be re-calculated accordingly, as per the price quoted for
individual item in ANNEXURE ‘B’.
c)
DC(MSME) reserves the right to accept or reject any bids and to annul the bidding
process and reject all bids at any time prior to award of contract, without thereby incurring
any liability to the affected Bidder or Bidders or any obligation to inform the affected
Bidder or Bidders of the grounds for the DC(MSME) action.
d)
The acceptance of tender will rest with DC (MSME) who does not bind himself to
accept the lowest bid and reserves himself the right to reject any or all the tenders receive
without the assignment of any reason. All the bids in which any of the prescribed conditions
are not fulfilled or are incomplete in any respect are liable to be rejected.
e)
The DC MSME does not bind himself to accept the lowest or any tender and
reserve to himself the right of accepting the whole or any part of tender and bidder shall
be bound to perform the same at the rate quoted.
f)
Canvassing in connection with tenders is illegal & strictly prohibited and the
tenders submitted by the bidders, who resort to canvassing, will be rejected.
g)
The DC (MSME) reserved the right to increase or decrease the order value up to
25% depending on the needs.
h)
All the materials to be provided shall be without any defect and shall be
scratch less, stain less. In case of supply of sub-standard/ defective materials,
furniture etc., amount will be deducted/recovered for the respective items against
the payments due to the contractor.
i)
The amount of work is inclusive of design fees, execution, hiring,
transportation, conveyance, handling, loading, unloading, fabricating, erecting,
installation, dismantling, commissioning, supervising, overheads, services, other
infrastructure, housekeeping, taxes including sales tax, service tax, excise, full
insurance for any risk prior to & during the event etc.
j)
The site is located at Pragati Maidan, New Delhi (IITF-2015) in Hall No.
7(ABC), The Floor Plan is at ANNUXURE ‘C’. Bidder is advised to visit the site and
familiarize oneself of the existing facilities & environment and shall collect all other
information, which may require preparing and submitting the bid. Claims &

objections due to ignorance of existing conditions or inadequacy of information will
not be considered after submission of the bid and during implementation.
k)
As the items are interlinked to each other therefore comparison of the
financial bid shall be on the basis of Total Price (inclusive of all taxes etc) quoted by
the bidder. No comparison of individual items will be made .The individual item
charge is only for reference purpose of this office and may use in case any item is
increased/ decreased during the IITF period
l)
Financial bids of the technically found suitable shall be opened.
m)
Any additional information should be enclosed separately and referred to in
the relevant column of the bid form. All relevant product literature must be enclosed
with the bid.
n)
The successful bidder has to depute a team of expert persons of each field at
IITF 2015.
o)
The bidder / or representative will be expected to be present during the
opening of bids so that any clarification regarding technical bid is explained then and
there. In absence of any representative the decision of the tender evaluation
committee shall be final and binding.
p)
Late bids will be rejected.
q)
No modification in the bid shall be allowed after the deadline for submission.
r)
DC MSME reserves the right to make the minor changes in the work order
after awarding the work to successful bidder within expenditure & specification etc.
s)
All the pages of the technical and financial bid should be numbered and duly
signed by authorized signatory.
7. TECHNICAL & FINANCIAL BID OPENING AND EVALUATION
EVALUATION PROCEDURE
The bids received shall be assessed and evaluated based on the qualification criteria.
An evaluation committee will undertake the screening of all the tenders based on the
Eligibility/qualification criteria for technical bid. The bidders must meet all prequalifying criterion. Any agency not meeting any of the requirements for technical bid
will not be short-listed for the opening of Financial Bid. The Financial bid will be
evaluated for selecting L-1 bidder on total price based only.
8. RESOLUTION OF DISPUTES

If a dispute of any kind whatsoever arises between the DC(MSME)and the Agency
(bidder/contractor) in connection with, or arising out of, the execution of the works or after
their completion and whether before or after the repudiation including any disagreement by
either party with any action, inaction, opinion, instruction, determination, certificate, the
matter in dispute shall be settled by arbitration in accordance with the Indian Arbitration
and Conciliation Act, 1996 or any statutory amendment thereof.
9. APPLICABLE LAW
The Contract shall be interpreted in accordance with the laws of the Union of India and
will be under the jurisdiction of court in Delhi.
10. TAXES AND DUTIES
Supplier shall be entirely responsible for all taxes, duties, license fees, etc, incurred of
the Contracted Goods & services to the Purchaser. No tax or duty will be payable by the
purchaser.
11. PAYMENT
The mobilization advance of 20 % of the total work order may be provided to the successful
bidder and against bank guarantee valid till 31st December, 2015 in favour of PAO (MSME), New
Delhi of equivalent amount. Balance payment and release of bank guarantee, EMD will be made
on successful completion of the work successfully.
