ADDENDUM NO. 2
Request for Quotation No. 0114-12-0162
Re: For the non-exclusive supply, delivery, fittings and , warranty of HAIX, FIRE HERO® XTREME (NO
SUBTITUTIONS) for the City of Toronto & City Of Hamilton's Fire Services Divisions from date of award to
December 31, 2014 with the option to renew the Contract for three (3) additional separate one (1) year periods
Revised Closing Date: November 8, 2012 12:00 NOON (Local Time)
Please be advised of the following question that has been asked for the above referenced Request for Quotation.
Q8.
Can a bidder submit two separate bid submissions? If so, can you detail the implications of two bids from one vendor as it
is does not appear to be specified in the bid document?
A8.
Yes, a bidder can submit two separate bids within (1) one call document, indicating on each either "Bid 1" or "Bid 2"
etc. However we are not accepting approved equivalents but solely Haix, Fire Hero ® Xtreme.
Q9.
As this is an RFQ, is there latitude for negotiating with the vendor that provides the best submission according to the
judgement of the City of Toronto?
A9.
This award is based on lowest price meeting specification. There is no negotiating surrounding the price or product;
however the fittings/delivery dates can be negotiated upon award.
Q10.
The product description is listed as meeting NFPA 1971-2007. Will the city accept Haix Fire Hero Xtreme boots certified to
NFPA 1971-2007 and the NFPA 1971-2013 standards?
A10.
Yes, the City will accept both NFPA 1971-2007 and the NFPA 1971-2013 certifications.
Q11.
Section 5.2 states “pursuant to section 8.0 of this RFQ, additional quantities may be required during the Term.” Can you
define this term with specific dates?
A11.
The terms are outlined within the RFQ document. From date of award to November 30, 2013 and the (3) three (1) one
year options indicated.
Q12.
Section 8.4 lists Regular and wide sizing. Will Toronto and Hamilton accept Haix’s standard Narrow, Medium, and Wide
sizes?
A12.
Yes the City of Toronto and the City of Hamilton will accept Haix’s standard Narrow, Medium, and Wide sizes.
Q13.
Section 8.6 states that “All manufacturers’ warranties shall survive this period of contract.” The standard warranty is one
year. Does the standard 1 year warranty address and meet the intent of this statement?
A13.
Yes, the intent is that if a boot is delivered on the last day of the contract, the warranty survives.
Q14.
Section 8.6 (c) indicates that separate agreements can be entered into with other municipalities which could incorporate “the
terms, conditions and pricing of the Contract as may be appropriate.” With reference to this section, is the intent for other
municipalities to be able to purchase at the same net price per pair FOB Toronto and Hamilton or is the intent for the vendor
to negotiate separate agreements with other municipalities for the same product, service, and delivery requirements?
A14.
It is the intent for other municipalities to be able to purchase at the same net price per pair FOB Toronto and
Hamilton.
Q15.
Can you please specify the quantities for Burlington and Milton?
A15.
Both the City of Burlington and the City of Milton have expressed interest in establishing their own separate agreements
with the successful bidder, however both Municipalities are unsure of the estimated quantities they require at this time.
Q16.
Section 10.6 a), b) specifies the minimum fitting schedule. Will the cities permit additional days of fitting? Will the cities
permit the successful vendor to provide fitting service 24/7 in order to complete the sizing as quickly as practicable? Can
you please provide shift schedules as part of this Q&A?
A16.
The City will permit additional days of fittings; they will also permit the successful vendor to provide a 24/7 fitting service
in order to complete the sizing as quick as possible. Please see attached 2012/2013 Toronto Shift Schedules.
Q17.
Section 11.2 states that the vendor shall complete product registrations for warranty and provide proof within 30 days to the
city of said registration. Will a blanket letter of proof of registration from the manufacturer be accepted?
A17.
Yes, registration from the manufacturer will be accepted.
Q18.
Section 12.1 states “Should the product fail to work upon arrival...” Can you define “fail to work” in this instance as it
relates to the product in question?
A18.
What is intended by “fail to work” in Section 12.1 is any type of material/manufacturing failure.
All other terms and conditions remain the same.
Please attach this addendum to your Request for Quotation document and be governed accordingly.
