Letter from the Superintendent Dear WCSD Students, Parents and Families, At the Washoe County School District, we want every child to be inspired to reach his or her greatest potential. We know that we must ignite that passion within each student so that they are actively engaged in the learning process. As they walk away from class motivated and enthused, we want all students to crave more knowledge and seek additional experiences. That is why we are expanding our high school educational options with our new High School Signature Academies. Introducing our High School Signature Academies is both an exciting and proud moment for Washoe County School District. We are committed to ensuring that every child graduates ready for college and highly-skilled careers. Our Signature Academies and other high school academic programs are an innovative approach to preparing students for their futures. Thank you very much for your interest in our Signature Academies and other high school programming. By working together, we are confident we can achieve excellence for every child and advance every student’s life prospects. High School Options in Washoe County School District 1|Page Understanding Your Options What are my choices for attending high school? Zoned School: Also known as a student’s home school or neighborhood school. Students in a designated geographic area, known as a zone, are guaranteed space at this school unless otherwise requested or referred. Magnet Programs: Allow students from schools other than the host school to attend. Require application for admission. Placement is determined by lottery if the number of qualified candidates exceeds the number of available spaces. Qualified students not selected in the lottery will be placed on a waiting list. There are two types of magnet programs: o Whole School Magnet – encompass the entire school and do not have a feeder pattern. Examples of WCSD whole school magnet programs are The Academy of Arts, Careers and Technology (AACT) and Truckee Meadows Community College High School (TMCC HS). o Partial School Magnet – encompass a portion of a zoned school and is a program within a school, but may still enroll students who reside in various zones across WCSD. An example of a WCSD partial school magnet is Wooster High School’s International Baccalaureate Program. Signature Academies: A type of partial school magnet with career-and industry-based programs that allows students to pursue special interests, talents or career goals. By 2015, every comprehensive high school will have at least one themed Signature Academy. Like the magnet programs listed above, an application is required for admission, but the lottery will be a weighted lottery with 75 percent of spaces reserved for zoned students and 25 percent reserved for non-zoned students. Charter Schools: Public schools funded with taxpayer dollars, but with a governing body to direct operations, separate from WCSD and the Board of Trustees. There are currently four WCSD-sponsored and four Nevada Department of Education (NVDOE)sponsored charter schools that serve high school students. Please contact these schools directly for eligibility and enrollment requirements as their details are not provided in this brochure. o Academy for Career Education (WCSD-sponsored): www.acehighschool.org o Coral Academy of Science (WCSD-sponsored): www.coralacademy.org o I Can Do Anything Charter High School (WCSD-sponsored): www.icdachs.com o Rainshadow Community Charter (WCSD-sponsored): www.rainshadowcchs.org o Alpine Academy High School (NVDOE-sponsored): www.alpineacademy.net o Insight School of Nevada (NVDOE-sponsored): www.insightnv.net o Nevada Connections Academy (NVDOE-sponsored): www.connectionsacademy.com o Silver State High School (NVDOE-sponsored): www.sshs.org High School Options in Washoe County School District 2|Page Understanding Entrance Requirements Type Program Entrance Requirements Additional Notes Home Zoned School Whole School Magnet The Academy of Arts, Careers and Technology (AACT HS) Original birth certificate, immunization records, social security number if available, and proof of residency (such as a power or telephone bill) Students must complete the application and provide two recommendations from core teachers, transcripts, test scores, and a student statement. Students must complete the application and provide two teachers as references, transcripts, test scores and a student statement. Partial School Magnet High School Signature Academies Whole School Magnet Truckee Meadows Community College High School (TMCC HS) Most Academies require students to be in the 8th grade, but a few will consider 9th graders. Notes: Residency in Washoe County is required for all applicants to Washoe County School District. Non-residents are only admitted if space is available. For schools that require an application and a lottery, non-residents are admitted only after the lottery is completed and county residents have been placed, if space is available. Previous enrollment in a Washoe County School District middle school is not a requirement to apply or participate in the lottery. Students who previously were home schooled or attended a charter, private or parochial school will need to provide transcripts and state exam scores. Sibling preference means students with siblings currently attending a Signature Academy will be given priority enrollment provided that they meet all application requirements. A sibling is defined as a natural brother or sister, an adopted brother or sister, stepbrother or stepsister or a student who is none of the above but who at the time of application is in the custody of the same foster parent or guardian by order of Washoe County or the State of Nevada. Siblings must reside in the same household. A birth certificate or legal custody papers may be requested at the time of registration for proof of sibling status. New residents to Washoe County who meet the application deadline will be considered along with Washoe County residents for the lottery. Newcomers who arrive after the deadline may still complete an application but it will be evaluated on a first-come, first-serve basis, post-lottery, if space is available. High School Options in Washoe County School District 3|Page Understanding Magnet Policies and Procedures Admissions: Admissions requirements vary slightly depending on the magnet program (please see entrance requirements on page 3). Admissions review and decisions are made by committees at each of the magnet programs. If a parent, guardian or student wishes to appeal a decision, appeals should be made in the following order: 1. Magnet Program Admissions Committee 5. Chief School Accountability Officer 2. Host School Administrator / Principal 6. Deputy Superintendent 3. Director of Innovations 7. Superintendent 4. Host School Area Superintendent If there are more eligible candidates than there are spaces available, and a lottery must be conducted, it will be conducted by the Innovations Department of Washoe County School District. Variance: A variance refers to an exception that is granted to a student to attend a school other than their zoned school. Students who are accepted into a partial school magnet will be granted a variance to attend. A variance may be revoked for the following reasons: o Failure to meet WCSD attendance standards o Failure to display safe, respectful and responsible behavior o Failure to maintain a 2.0 overall GPA Athletics: Student athletes attending a partial school magnet at a school other than their zoned school (on a variance) must abide by the Athletic Eligibility (NIAA Regulations) governing variance students, and must maintain full enrollment in the plan of study designated by the partial school magnet. Transcripts will be reviewed annually. o Freshmen and sophomores on an initial variance to a school can participate at a sub-varsity level only. o Juniors and seniors on an initial variance to a school are ineligible for 180 school days. o Students that continue on the same variance after their first year may participate in varsity sports. o If a variance is revoked or a student opts to leave the partial school magnet and return to his/her zoned school, the student loses his/her athletic eligibility for the remainder of the school year. This also includes 180 school days for any other sport the student’s name appeared on a NIAA roster. Student athletes attending AACT HS may continue to participate in athletics at their zoned school only. Student athletes attending TMCC HS may participate in athletics with approval from their zoned school. Cancellation: Parents/guardians who wish to rescind their child’s magnet acceptance must provide in writing their desire to remove their child from the magnet program. Cancellations should be made promptly, as a courtesy to students on magnet program waiting lists. Please send cancellations to the magnet program address/email listed on page 3. We request that cancellations be limited to the end of the school year (cancellation for the next school year) to minimize disruption to the student’s learning. Cancellations for students on a variance will result in the student returning to his or her zoned school immediately, and NIAA rules will apply (please see Athletics). Continuation: All partial and whole school magnets review student eligibility each school year to determine if a student is in good standing. Students found to be in good standing will be allowed to continue in their magnet programs and do not need to re-apply. Students on a variance will need to resubmit their variance form. Rescissions: Students whose variances are revoked will be withdrawn from the magnet program at the time of the revocation. At the end of each school year, a student’s magnet status can be withdrawn if a student does not meet eligibility requirements for that magnet program. Signature Academies are four-year programs at WCSD high schools that provide students with rigorous and relevant curriculum that relates to different careers and industries. All Academies will provide opportunities for students to either get a head start on college by earning Advanced Placement or college credits or to receive an industry-recognized certification that will help jump start their career. My high school is not listed as having a Signature Academy this year. Can I attend a different school’s Signature Academy? Up to 25 percent of the spaces in each Signature Academy will be reserved for non-zoned students. Students may apply to any Signature Academy and attend under the Inter-WCSD Variance Policy. I am not really interested in the Signature Academy offered at my high school. Do I have to participate in it? Participation in a Signature Academy is encouraged but not required. We want to build Academies that will be of interest and value to all students. Please let your teachers, counselors and principal know your ideas on what Signature Academies you would like to see created. Can I attend a Signature Academy at a different high school for part of the day and stay at my zoned high school for the other part of the day? Students attending a Signature Academy will need to be at the high school with the Signature Academy for the entire school day. You will be considered a student of the school with the Signature Academy. Can I attend a Signature Academy at a different high school but continue to play on a sports team at my zoned high school? Students will be granted a variance to attend a non-zoned school’s Signature Academy (once the application has been processed and accepted). Students on a variance for this purpose will be considered a full-time student at that non-zoned school, and thus ineligible to participate in sports at their zoned school. As per the Inter-WCSD Variance Policy and NIAA Regulations, freshman and sophomore high school students granted variances shall be eligible to participate in sports at a sub-varsity level only. Juniors and seniors who are granted variances are ineligible to participate in NIAA sports for 180 school days. If a student elects to return to his/her zoned school, the student will lose his/her athletic eligibility for the remainder of the current school year. This also includes 180 school days in any other sport the student’s name appeared on a NIAA roster. Will transportation be provided? Students who decide to participate in the Signature Academy at the school in which they are zoned and who already receive transportation to their zoned school will continue to be transported to their zoned school’s Signature Academy. Students who do not currently receive transportation to their zoned school will still not have transportation. Students who elect to attend a different school’s Signature Academy through a variance will not receive transportation as per the Inter-WCSD Variance Policy. How will I be accommodated as a student with disabilities? Students who have a special education Individual Education Plan (IEP) or Section 504 Accommodation Plan (AP) will have their individual needs reviewed by the Signature Academy school team in order to determine how to best address the student’s individual needs.
