Solution Highlights
Smartronix delivered an innovative Open Government solution for the
redesign of the Recovery.gov 2.0 Website. The contract required the design,
development, and operation of a complex, secure, and highly available
website presenting multiple data sources to millions of users, all within three
months. Utilizing advanced geospatial capabilities, business intelligence and
analysis, cloud technology, and integration with social media, Recovery.gov 2.0
provides unprecedented data access that enables the average American
citizen to participate in the transparency of and accountability for the use of
American Recovery and Reinvestment (ARRA) stimulus funds. As of today, it is
the Federal Government’s largest SharePoint Website implementation.

As the prime contractor on Recovery.gov 2.0,
Smartronix assembled a skilled team of partners
that rebuilt the site’s information, network, and
security architectures in only ten weeks.
Working closely with the customer, the Recovery
Accountability and Transparency Board (RATB),
Smartronix has continued to refine and improve
the Website. The task was procured in a
competitive environment under the GSA Alliant
contract, which also was competitively awarded.

The Recovery.gov 2.0 Website was developed to support interests of users
ranging from the casual citizen observer to government watchdogs. Within two
weeks of launch, the site presented data reported by more than 130,000 ARRA
recipients. In just three months, the site had more than one million visits with
more than five million page views and new features are continually added. This
solution also serves as inspiration for the proposed DATA Act, which will
require the government to adopt consistent identifiers and markup languages
for all federal spending, building on Recovery.gov's pioneering use of data
standards for stimulus spending. The adoption of these data standards would
make Recovery.gov a useful prototype for building a government-wide
spending data portal with the same accuracy and usefulness.

Business Intelligence (BI) & Data Warehousing
All data is aggregated into a global dimensional data warehouse to facilitate time-based analysis and
reporting. The solution leverages Business Objects and SQL Server Reporting Services to generate
analysis reports that show how and where the money is being spent. The BI tools enable ad hoc
reporting and are instrumental in Data Quality and Data Integrity score-carding.

Advanced Geospatial Analysis & Mapping
The Geospatial tools allow up to 5,000 concurrent users and enables them to go directly to their
communities of interest at a state, zip, congressional district, or county level. Hundreds of thousands
of addresses are geo-coded and aggregated to display total values for each area of interest. Thematic
maps and multiple view selections were incorporated to help the user better visualize the data. These
thematics include funding heat maps, unemployment heat maps, and diversity maps.
