BACOLOR,
Pampanga--Spanish
ambassador to the Philippines, Don
Jorge Manuel Domecq, lauded the
Kapampangans for their resiliency,
hospitality, patriotism and love of
country as he made a historic visit
Monday in this town.
“I really appreciate your resiliency
as you bounced back from the wrath
of Pinatubo eruption particularly in
this city of Bacolor,” Domecq said.
Domecq recalled that King
Charles II, who ruled Spain from
1661 to 1700, rewarded this town
with the title “Villa De Bacolor” by
royal decree. He said “Villa” means
city, therefore, back then, Bacolor
was a city.

715 poor Kapampangans receive P1.5-M livelihood
by JENNA LUMBANG
CITY OF SAN FERNANDO--Some
715 marginalized Kapampangans were
given a total of P1.5 million by the Department of Labor and Employment in
partnership with the provincial govern-
ment’s Public Employment Services Office
(PESO) through the “Tulong Panghanap
Buhay sa Ating Disadvantaged Workers”
(TUPAD).
To tap the services of the disadvantaged
workers from the various municipalities of
the province and employ them through
the cash for work scheme, the DOLE has
coordinated and worked with the PESO
employees, headed by Luningning Vergara, PESO manager.
Vergara said the TUPAD program intends to give temporary employment to
indigents and disadvantaged workers.
“Recipients of the TUPAD program are
unemployed and indigent Kapampangans
who are willing to work temporarily under
the supervision of the municipal PESO,”
said Vergara.

Lazatin health
BY CHARLENE CAYABYAB
ANGELES CITY—The Partido Abe Kapampangan (PAK) has associated the
seemingly early campaigning of Pampanga
Representative Carmelo “Tarzan” Lazatin
to his health.
“Because he is scared, scared sick,” said
PAK Deputy Secretary General William
Aguilar.
Aguilar made the statement following
observations of many political leaders and
observers wondering why Lazatin, a known
slow-starter in campaigning during his 25
years in politics, has started so early.
Aguilar said Lazatin has engaged incumbent Mayor Edgardo Pamintuan in a
media tit-for-tat, an exercise he never did
before, also too early.
According to Aguilar, Lazatin never
campaigned early in his political life. He
also never prepared and presented a political platform.
“All he does is to ask his leaders to prepare a list of voters mostly from the urban
poor communities, whose numbers he
thinks is enough to give him advantage.
Then, during the last three or two weeks
of the campaign, he pays them off. That is

CITY OF SAN FERNANDO--Delay
in leprosy detection would mean delay in
treatment, thus, said Dr. Renato Pangan,
Medical Officer of the Leprosy Control
Program of the Center for Health Development in Central Luzon (CHD-3).
Early leprosy diagnosis will ensure
early cure and prevention of deformity and other complications which in the
past have given impression to the public
that leprosy is incurable, crippling and
deforming.
With this view, the CHD-3 organized

Halloweekend party at Nouveau Residences
ANGELES CITY – As creepy as
you can imagine. The last weekend of October at Nouveau Residences was filled with the presence of Halloween all over the
subdivision.
From the kids’ head to foot
scariest and cutest costumes, up
to the homes of the residents that
were decorated in the most goosebumping feeling were all in.
Hotel Transylvania, a 2012
American 3D computer-animated comedy film, was the main
theme of the Halloween Party
which happened at the Pavilion.
Kids even their parents, ramped
in character during the start of
the program.
Parents cheered during the
parlor games as they watched
their children compete for cool
prizes. In Dracula’s Blood, participants had to sip the red juice
using a long straw. The kids who
joined the Zing game had to win
for a chair and sit together with
their partner once the music
stops. In Transylvania Puzzle,
players had to complete forming
the jigsaw puzzle in the shortest
period of time.
Aside from these games, the
main highlights of this event were
the awarding of the Best Halloween Costume and Creepiest
House Decoration. Prior to the
program, judges from HomExperience chose the kids who possessed the scariest and the most
charming costumes. Also, the
judges roamed around the whole
subdivision to observe whose
house got the creepiest Halloween decoration.
Yearly, Nouveau Residences,
which is located at Brgy. Pulung
Cacutud, celebrates parties like
Halloween for the homeowners
to come together to bond and establish good community relationship. ●

of their collective bargaining

and other benefits.
The
Association
of CDC Super visor y
Personnel (ACSP), Samahan ng mga Manggagawa DMIA (SMD)
at ang Association
of Concerned CDC
Employees
(ACCES)
staged the protest actions to air their disappointments on the
decision of the Government Commission
on GOCC (GCG) preventing them from
receiving their salar y
increase and other
benefits as per agreement w ith their respective state-owned
firms.
The protest action
was the first time
that employees from
CDC and Clark International Airport Corporation (CIAC) have
joined together for a
common cause.
Earlier, the beleaguered union groups
have come up with
a joint manifesto of
solidarity in urging
a government commission to uphold the
constitutional and labor rights of government employees inside the Freeport.
The groups coming out of a common
manifesto
stemmed
from the letter of GCG
Chairman Cesar Villanueva to CDC Chair
and
OIC
Eduardo
Oban, Jr. stating that
“the Commission formally informs CDC
that with the Issuance of EO7 (executive order no. 7) and
pursuant to the enactment of Republic Act
10149, CBAs between
employees and GOCC
employers may no
longer be negotiated.”
In their manifesto,
CDC employees pursued five common issues affecting state
workers in Clark.
After the reading
of the joint manifesto
and prayers at the Parade Grounds here,
the workers marched
outside CDC offices
to protest CDC and
CIAC’s inaction on
their CBAs and other
benefits.
Meanwhile,
ACSP
President Victor Barbieto said that despite
Villanueva’s letter, he
hoped that the voluntar y arbitration case
will continue. ●

Shellfish Bulletin latest advisory
No. 25.
Bureau of Fisheries and Aquatic Resources (BFAR) Regional
Director Remedios Ongtangco
said coastal waters of Bulacan
and Bataan (towns of Mariveles,
Limay, Orion, Pilar, Balanga,

Ongtangco noted that all types
of shellfish and Acetes ap or alamang from the said areas are not

“Fish, squids, shrimps, and
crabs are safe for human consumption provided that they are

AirAsia rolls out BCDA Board finalist in Asia CEO Awards
big sale promo
By MARNA DAGUMBOY - DEL ROSARIO
CLARK FREEPORT--Fly to Davao and Kalibo (Boracay) from as low as P499 all in fare and to selected international destinations from as low as P699 all in fare.
These and many more are up for grabs as Philippines’ AirAsia rolls out its weeklong Big Sale promo
which started Monday (October 29).
The Big Sale promo is available for booking on AirAsia’s website www.airasia.com from October 29 to November 4, 2012, and the travel period will be from May
1 to September 30, 2013.
Guests are also able to book their flights via AirAsia’s new and improved mobile apps as well which are
available for download at Apple’s App Store for iPhone,
Google’s Play Store for Android phones, or at mobile.airasia.com for WAP enabled phones.
Aside from domestic routes, AirAsia is offering all in
promo fares from its hub in Clark International Airport
to Hong Kong and Kota Kinabalu from as low as P699,
to Kuala Lumpur and Singapore from as low as P1,499.
Freddy Herrera, AirAsia Inc. Head of Commercial,
said, “We are offering this big sale promo to celebrate
Clark airport’s milestone when it welcomed its one millionth passenger, Rose Navarro, who incidentally arrived from Hong Kong via Philippines’ AirAsia flight
PQ7306 last week. Our airport crowd is getting bigger
and bigger with passenger traffic expected to reach 1.4
million this year.”
Staying true to its commitment to transparency, efficiency, high value service and affordable fares, AirAsia
has included base fare, fuel surcharge, processing fee
and government mandated fee such as aviation security
fee in all its promo fares. ●
CITY OF SAN FERNANDO--The state-owned Bases
Conversion and Development Authority’s (BCDA) Board
clinched a spot as a finalist in the ongoing search of the
Asia CEO Awards’ Most Admired Board of Directors.
BCDA Chairman Felicito C. Payumo said the BCDA is
the lone government representative in a group made up
of the private sector.
Other finalists include the Asian Institute of Management, Phinma Properties, and the Philippine Stock Exchange.
Payumo said the BCDA Board Members have the
daunting mandate, under Republic Act 7227, of accelerating the conversion into productive economic uses
of the former US military bases in Clark and Subic, and
their extensions in Camp John Hay and Poro Point.
These conversions are funded through the sale and
dispositions of Metro Manila camps, such as Fort Bonifacio and the Villamor Air Base, while also contributing a
large portion of the proceeds to the Armed Forces of the
Philippines (AFP) Modernization Program.
“As stewards and administrators of Government assets, the Board has the dual responsibility of ensuring
that these assets contribute to the socio economic development, not only of Central and Northern Luzon but of
the entire country, while practising good governance and
transparency in the disposal of the land assets,” Payumo
said.
Fort Bonifacio has been transformed into the Bonifacio Global City, and Villamor Air Base into the Newport City—development projects that have changed the
landscape of Metro Manila. BCDA’s Public-Private Partnership business model has paved the way for the successful transformation of former military camps into
premier commercial and business districts.
The Subic-Clark-Tarlac Expressway is a BCDA project
that connects the Subic Seaport and Clark International
Airport thereby creating a Global gateway for the ef-
ficient movement of people, goods and services within
Central Luzon and neighboring regions, an advantage
valued by the locators in this age of just-in-time production and delivery.
For his part, BCDA Vice Chair and President and CEO
Arnel Paciano D. Casanova said the mega projects approved by the BCDA Board include an elevated Monorail
to address the traffic problems in the CBDs of Makati,
Bonifacio Global City and Newport City up to NAIA III,
and the Clark Green City—practically a new city half the
size of Metro Manila to rise in Clark.
These are legacy projects that will also be future sources of cash flow for government long after it has disposed
of its Government land assets.
The BCDA Board is composed of Chairman Felicito
C. Payumo, Vice Chairman Arnel Paciano D. Casanova,
Esq., Director Zorayda Amelia C. Alonzo, Director Teresita A. Desierto, Director Aurora Geotina-Garcia, Director Ferdinand S. Golez, Director Elmar M. Gomez, and
Director Maximo L. Sangil.
Based on its website, the Asia CEO Awards, presented
by American Express, represents the grandest alliance
of local and international business people ever created
to promote Philippines on the world stage. As one of the
largest events of its kind in the Asia Pacific region, it is
considered a must-attend occasion for business leaders
active in Southeast Asia.
Among the awards to be given are: Executive Leadership Team of the Year; Top Employer Organization;
Global Filipino Executive of the Year; Expatriate Executive of the Year; Most Innovative Company; Quality Excellence Company; Most Admired Board of Directors;
Technology Team of the Year; Finance Team of the Year;
and Sales and Marketing Team of the Year.
The revelation of winners is set during the gala night
on November 8, 2012, 6 p.m. at the majestic Newport
Performing Arts Theatre. ●

Resurrection
As if in time for the Halloween, the Office
of the Ombudsman virtually revived a mothballed case against Mexico Mayor Teddy
Tumang and ordered the official’s immediate suspension from service for at least 90
days without pay.
Tumang was officially relieved from active
duty Monday by virtue of an order issued by
the Department of Interior and Local Government (DILG) informing him that he had
been preventively suspended over a case
of misconduct allegedly committed several
years back.
The case has been so ancient that Tumang had been re-elected twice in office
since the case was filed by a retired army
officer, who, by the way, has died a long time
ago, too.
The mayor’s camp has been invoking
the “Aguinaldo Doctrine” which set a landmark decision that all administrative cases
against an elected official are rendered
moot and academic upon the re-election of
the respondent official. This assumption by
the mayor has prevailed when the DILG, under then Sec. Jesse Robredo attempted to
issue a suspension order on Tumang a few
months back.
This time, however, with Interior Secretary
Mar Roxas signing the suspension order,
Tumang was officially ordered to temporarily
vacate his post and give way to the incumbent vice mayor to assume the mayorship in
acting capacity.
Tumang was not in his office when the
suspension order was served, but the DILG
seemed to believe that the same had been
served with or without the respondent accepting his copy.
For political observers, however, the suspension order’s timing is a suspect in itself.
Why had it not been served before it really
passed through the legal and proper procedure? Had it lack the legal fiat to take effect
several months ago, reason why Tumang
remained in office unscathed by the suspension order?
This time, what was the difference of the
new order to the last one that it finally hit the
target and Tumang wasn’t able to dodge the
suspension bullet once again? Is the efficacy of the order anchored on the signature of
the secretary? Just a question.

ONE OF the many essential principles
in Creative Arts that I’ve learned from
different artists who I fortunately had the
chance to know and work with is this:
“Less is more.”
True enough! For it is when you have
less that you are compelled and challenged
to create something more.
***
If an artist could express himself in a
significant and meaningful few, without
spending and showing too much of himself, then his chances of being greatly appreciated as a better and a more effective
substantial catalyst for creativity also become greater as well.
***
When what an artist possesses for his
creative output is less than what s/he is expected to have, then the more s/he should
perceive this as an opportunity to prove
that he could be more with less, and this
could make him/her more than what s/he
is.

The dangers of secondhand smoke
“The effects of secondhand smoke on the cardiovascular system should not be taken lightly”
Two new published studies found
that when smoking is banned in bars
and workplaces, the number of people
who have sudden heart attacks and die
drops significantly within a few months.
They also found that a smoking ban has
positive effects on decreasing medical
care costs for heart attacks, strokes, and
other smoking-related illnesses. It’s the
biggest evidence yet showing large and
swift improvements when secondhand
smoke is banished.
This is a big blow to the tobacco industry lobbyists who argue that secondhand smoke isn’t a major risk factor for
heart disease. The effects of secondhand
smoke on the cardiovascular system
should not be taken lightly.
One study found that the number
of heart attacks dropped by one-third
in the 18 months that the smoking ban
went into effect. During this time, the
only risk factor that changed was secondhand smoke. Other risk factors like
blood pressure and cholesterol remained
the same.
On the other hand, the second study
found that banning indoor smoking

Life events, journey to France
Ditak Mung Amanu
“Yes, I am free now and I can LIVE now.”
The following is a life event
on how I got here in the beautiful country of France. To have a
retrospective view, everything
was fast-paced, from the prepaOutside
ration to the travel itself. Like an
Looking In
escapist who had a very minimal
Mark Lendle L. Toloza
time to make it possible, but had
a grand sheer will to pull it off.
The night before it, I prayed
for God’s help to lead my path and clear any circumstance
that may interfere my travel. I set my mind that no amount
of obstacle can hamper my travel, and I felt that no one can
undermine that belief.
The June sky back then was gloomy, it was like a precursor to an imminent trouble that came our way. At the airport
in Paris, my aunt Rona--who was my travelling partner that
time--and I were questioned by respectable authorities. But
no, I wasn’t shocked nor caught off guard. Fact is, I anticipated that situation prior to my travel. I was like a chess player
with a minimum of five moves advanced into the game: I
gave forethought and foresight to any moves and incidents.
You can catch me in a siesta the day before my flight, but to
decipher my thoughts back then, I was just trying to determine any ins and outs, every probabilities and any loopholes.
When we were questioned, they found a discrepancy
with one of my documents, that single flaw raised cynicism
throughout the whole process. But I was not appalled. I maintained my composure.
But they are on the verge of deporting us back to our country. Something that I cannot accept. Just the thought of peril
and the trouble, the experiences that some people set against
me back in my beloved country gave me tears and chills. It
was a thought that my finite mind did not like to fathom.
On the day-to-day course of interviews and questioning,
we were given food, shelter to rest and sleep, materials for our
hygiene, even calling cards to inform our relatives and loved
ones about our situation. I even told authorities that I felt
weak, fatigued and extremely anxious because of the whole
process. Soon, as they learned that I am anxious, shaky and
showed signs of trauma, the authorities were agitated, like
jumping to their seats then they quickly set me an appointment to their company doctor. Then the doctor asked what
I’m feeling, asked me questions, trying to diagnose my physical, emotional and psyche condition. The doctor gave me
medications and check-up for free. Though, I am a stranger
to this just or fair country, I was treated as a human being.
Then, the day came when authorities had to question me
extensively, and I have to give my premise, my statements,
my reason. First, I was asked about my personal information.
I answered them truthfully, adding that they can check the
validity of my statements. They asked me if I like to be sent
back to my country. My retort was simple: “Never. I beg you,
please, No!”
Silence for a moment, then the interviewer tried to elicit
more of my story, asking me: “Why are you here?” I told the
interviewer, “In my county, there came a day when I was like
a right person at the wrong place and the wrong time. They
find me offensive to them. But I was just exercising my liberty
or freedom. It was never my intent.”
The interviewer ordered me to give full details, everything.
I will not state everything for confidentiality, but there’s a part
when I said, “because of what happened, they used intimidation, sometimes, I felt I was publicly ridiculed, defamed and
character-assassinated, I am not a celebrity nor a royalty, but
understand that an average person like “whistleblowers” may
experience all of these.
I gave them the truth, no agenda. And if my statements
were not believable, sounded ridiculous, otherworldly or unacceptable, they will be forced to deport me back home, fast
and quick. But my words were so genuine that it solidified my
case.
At the day of hearing in the Tribunal, I was cross-examined by the judge at that time. I had a lawyer, and a translator
seated beside me. I was being asked again about my personal

Marred Roxas
“Being a partymate doesn’t give anyone the right to be at the presidential table of a governmental function”
Department of Interior and Local Government Secretary Mar Roxas has marred
his name last week as far as politics is concerned. He has marred, too, the Liberal
Party where he used to lead until his leave
on the presidency to his political party.
***
Last Wednesday, during the Regional
Peace and Order Council meeting at a hotel
inside the Clark Special Economic Zone and
while he was seated at the presidential table,
he asked former Pampanga Governor Ed
Panlilio to join him to just a seat away. What
made his deed worse is his statement that he
believes in the leadership of Panlilio.
***
Roxas doesn’t know anything about protocol. His act of inviting a former governor
to the front stage is an evident insult to the
Central Luzon Governors present at the occasion. Panlilio, who is not even a barangay
captain or a civil service employee, has no
personality in seating at the limelight with
Roxas. He is however the LP’s standard bearer for the gubernational race who wanted to
make another attempt after he lost in the
recent election. I smell early politicking here
under the sleeves of Mr. Interior Secretary.
***
The activity, spearheaded by the regional
office of the said Department, is an official
government event and not a campaign rally
of the said political party. Being a partymate
doesn’t give anyone the right to be at the
presidential table of a governmental function. Roxas should have known that.
***
Panlilio, meanwhile, should have inhibited himself from the event or should have
politely declined to the invitation of Roxas if
he can’t help to be on that place on that date.
He, too, must have lost memory on what
protocol means. Perhaps, it’s his real wanting to take such an opportunity to be unofficially endorsed at an official activity and be
at the cameras for the mileage.
***
Also, I wonder what personality Roxas
has, a non-Kapampangan and a non-resident of Pampanga, to say that he believes
in the leadership of the former governor.
He should have stayed in the province for
a while during the turbulent years of the
Panlilio’s politics and observed what was going on then. Nevertheless, it’s Roxas’ opinion and choice at that. However, he should
have expressed his idea during his party’s
political activities or better yet kept his idea
to himself.
***
Laudable is the act of Governors Lilia
Pineda, Victor Yap and Aurelio Umali of
humbly maintaining their seats with the audience, police officials and local officials of
the region despite the unfitting and insulting act of Roxas.
***
Roxas, despite merely being appointed to
his present position, has disrespected the

MEXICO, Pampanga—The first Pagibig desk office in Pampanga located at
the 2nd floor of Robinsons Starmills in
this town is now fully operational offering the same services as its main branch
in the City of San Fernando.
Pag-IBIG Pampanga and Tarlac Branch
Manager Atty. Joseph Quiboloy said the

“This innovation—partnering with

“The desk office will offer members

umalabas, mula sa iba’t ibang statements concerning the life of

pa si Manny Pacquiao. Dahil member ng team
Pacman si Paolo, lagi siyang kasama sa
entourage ni Manny kaya ayun, natuto
rin siyang magsugal. Ito raw ang reason
kung bakit halos na drain ang finances
ng Italyanong aktor, and also the reason
siyang hinold back, pero ngayon talaga, yun
Lian Paz denies this.

umaalug-alog niyang boobs habang
Masayang-masaya siya dahil first
time niyang rumampa sa ganitong
kalaking fashion show.
Tungkol sa pagpapaseksi na niya
sa kanyang pelikulang A Secret Affair
kasama sina Anne Curtis at Derek
At least ikinararan-
gal niyang kinuha siya ng Viva Films
para maging isa sa lead stars.
Lahat ng ginagawa niya ay para sa
kanyang baby girl na mahal na mahal niya at inspiration. Tinanong
ng press kay Andi kung loveless siya
ngayon. ‘Di makasagot si Andi, bagkus ngiti lang ang kanyang iginanti.
Alam ng lahat na may communication pa rin sila ng
anak ni dating President
Erap Estrada na si Jake
Ejercito na nag-aaral sa
London. Kahit si Gabby
Eigenmann, na halfbrother ni Andi, ay nabanggit sa press nang
bumisita sa set ng Sana’y

Andi at Jake.

first major concert after five years.
Celebration ng 25th anniversary ang
concept ng concert, kaya ang kasama sa
repertoire ay songs na kanyang ni-record,
lalo na ’yung never na-release o one time
Bukod kina Lani Misalucha, Janno

may 60-piece orchestra pa at sina

musical directors.
Nagulat ang press sa inamin

CANCER (JUN 22- JUL 22)
You are particularly efficient during the next few days. You know your goals clearly and will be able to work
well with or without others. People around you will respond favorably to this air of affection and this is the
perfect time for doing group work. You find it easier to identify with a more professional and prosperous
class of people. You may travel or do business over a distance. For now, you may concern yourself with
making improvements to your home, especially in making it more adaptable to visitors. This time brings
with it deep feelings of love and affection, especially for the friends in your life. There may be opportunities
for a party soon. Go for it! You feel a strong desire for romantic intimacy this evening.
LEO (JUL 23 - AUG. 23)
You are filled with the enthusiasm to tackle any problem involving family, political, religious or neighborhood endeavors. There may be instances when you will have to give a recommendation for a youth award
or request charity funds and you are the one that people turn to in order to get something positive accomplished. You may be secretly pleased that so many put their trust in you. Today causes you to be
busily involved in making plans, talking to people, looking at the accomplishments of others and praising
the works of your own family. You appreciate your position in your work and your family and you set out to
show your respect and gratitude. Tonight you rest and enjoy a little alone time as you may want to catch
up with some reading.
LIBRA (SEP. 23 - OCT. 23)
You may want more recognition and freedom, but unrealistic expectations or overconfidence can work
against you. You fuss when others are not sincere so now you work to make sure you are sincere and
understanding. Do not promise more than you can deliver. Keep your ethical standards and learn moderation. This tends to be a time of greater emotional sensitivity as unconscious memories are stimulated. You
may develop strong psychic ties with the family. At times, you may be responsible for the care of someone
special. Relationships with your parents, your boss or your subordinates tend to be confused--this will
all work out with your creative abilities. You become increasingly resourceful in finding answers to these
difficulties.
SCORPIO (OCT. 24- NOV. 21)
This time is favorable for dealing with groups and organizations and with sales or marketing of innovative
products and services. You may publish your most ambitious and difficult work now. Make an effort to
move into unfamiliar places in order to learn the customs and beliefs of different people. Whatever you
do just now, you will develop a new personal philosophy of life as you address some ethical questions.
If it is tolerance, loyalty, honor and goodwill that you seek . . . you will find it. You may be concerned with
genealogy and family history. You desire and receive greater excitement in your close personal relationships now. Others want to enjoy the same fun activities that you do--plan future fun weekends. A vacation
will come soon.
SAGITTARIUS (NOV. 22 - DEC. 21)
Your sense of justice intensifies as you become more sensitive to the needs and rights of others. You will
consider all legally binding contracts and agreements. Learn how to sell your ideas. Gradually you will
learn how to negotiate successfully and reach an acceptable compromise on important issues. During this
period you may desire greater access and control over information. Caution is needed in signing important
papers and contracts. Caution also is advised in maintaining equipment that is important to you--repairs
on home or car. There may be several changes of residence before you settle into a permanent home.
You may entertain friends often or conduct business from the home. You are interested in novel forms of
architecture.
CAPRICORN (DEC. 22 - JAN 19)
Your ability to socialize and work closely with others is highlighted now. You are particularly aware of how
your social persona defines you in the eyes of others, allowing you to affirm your own identity. Use this
opportunity of insight into how others view you as a tool for self-examination. The key phrase here is clarity
of perception for your reflected personality. This period also brings opportunities for regeneration through
personal power. It will be quite easy to bring about the changes you want and you should use this ability
to benefit yourself and others. The sounds around the house are difficult to figure out and you plan to set
aside some time this next weekend to tend to all the sounds before the winter weather sets in.
AQUARIUS (JAN. 20 - FEB. 18)
This is a great time to make future financial plans. You will be pleased with the outcome. Joint planning sessions are positive. Any differences of opinion can be negotiated. Business that is centered on recreational
activities or camp ownership is favored, as are outdoor sports. You are in tune with your surroundings and
your relationships; you have a sort of sixth sense in the way you are guided through your life. Your spiritual
life is one which others could follow. Conversations today with family or friends are fun as well as insightful. Your affectionate and easygoing nature is evident and it is easy for you to enjoy this evening. Young
people are full of questions and curious comments as you share a hobby or review of some competition
experience.
PISCES (FEB. 19 - MAR. 20)
It would be easy to be lazy this morning but there are lots of responsibilities to satisfy. There will be an opportunity to take a long weekend soon but not just yet. Work progresses better than you expected and after
lunch you will find yourself on the phone with new clients and new projects. You will most likely find yourself
in a rush most of this day. As you catch your breath this afternoon you will find yourself quite pleased with
the progress you have made. Find ways to eliminate any extra work or steps that you take, either in the
workplace or at home. You will be happy with the positive results of your hard work. Social and romantic
interests might be set aside this evening so that you can enjoy a soothing massage and a relaxing evening.

SUSPENDED from Page 1
TOWARDS THE LIGHT from Page 7
Tumang’s suspension, dated October 25, was served on Monday by
Department of Interior and Local
Government (DILG) Provincial Director Angie Blanco, after the Office of
the Ombudsman denied the mayor’s
motion for reconsideration dated July
21, 2011 with case number OMB-L-A06-0816-C entitled “Eduardo T. Batac,
et.al. vs. Teddy C. Tumang et. al.”
But, Tumang was not in the Mayor’s Office when the suspension was
served, as he reportedly went to the
Supreme Court to appeal the suspension order.
Blanco, who was accompanied by
Pampanga provincial police director,
Senior Supt. R’win Pagkalinawan,
posted the order at the door of the
mayor’s office which was locked.
Under the order, the DILG informed Tumang that his motion for
reconsideration was denied thus imposing against him the three months
suspension without pay, upholding the
Ombudsman’s decision dated Novem-
ber 8, 2010.
“In this connection, the undersigned [Blanco] hereby directs you
to cease and desist from exercising
the powers and performing your duties and responsibilities as Municipal
Mayor of Mexico, Pampanga for the
period stated above,” the order stated.
Incumbent Vice Mayor Roy Manalastas will temporarily assume the post
as mayor while the suspension is in
effect, unless the Court orders otherwise. ●

G. Pineda, Mayor Jose Maria Hizon, Vice Mayor Ananias
Canlas, Board Members Monina Mons Laus, Trina Dizon
and Atty. Raul Macalino, members of the Sangguniang
Bayan, department heads of both the provincial and municipal governments.
On Monday, as part of the month long celebration of the
anniversary of Bacolor’s declaration as Philippine capital,
Domecq led the ceremonial wreath laying to the Simon de
Anda monument.
After which, the ambassador was toured by the local officials to Don Honorio Ventura Technological State
University (DHVTSU) on board an old “Calesa”. It was
learned that DHVTSU was established way back in 1826.
Then, accompanied by the governor and local officials of this town, Domecq visited the old San Guillermo
Church which was destroyed by the eruption of Mount Pinatubo in the year 1990s.
Professor Francis Musngi of the Center for Kapampangan Studies based in Holy Angel University gave a complete view on the historical significance of the town, where
Simon de Anda y Salazar, then a lieutenant governor of the
Spanish colonial government, moved the seat of govern-
ment here from Manila in October, 1762.
It can be recalled that on October 8, this town, led by
the local officials, commemorated its 250th founding anniversary as capital of the Philippines. The highlight of the
event was the unveiling of the Anda monument in front of
the municipal hall.
“The Anda monument symbolizes and honored Spanish Governor General Anda who rallied some 10,000 Kapampangan volunteers to form a resistance movement
against the British occupation of Manila and Cavite.
They had prevented the spread of the British occupation
throughout the country,” Musngi said.
According to Musngi, based on the history written by
Fray Gaspar de San Agustin in 1571, this town was a home
to brave and loyal Kapampangans who staged a counter
attack, organized by Anda, against the British occupation.
Hence, he said, King Charles II commended Kapampangans for their great fidelity to Spanish government.
Musngi also quoted San Agustin as saying, “Kapampangans were ‘the Castilians of these islands’ and that
‘one Spaniard and three Pampangans are equal to four
Spaniards.’ ●

he said adding that, “He has

In an interview with Lazatin, he denied that his health
is unstable.
“Look at me. I can still go

said.
Lazatin said health issues
hurled at him are not true.
Black propaganda
Lazatin is also not known to
engage in media war and black
propaganda.
“But as early as three months
ago, he already launched a vicious propaganda campaign
against Mayor Pamintuan,
coming out with a sticker with
the text ‘Bulok na, palitan na!’
which could very well refer to
himself,” PAK Deputy Secretary General Aguilar said.
He said that Lazatin,
through his chief-of-staff
Irish Calaguas, came out with
a hodge-podge of a platform
promising huge subsidies to
education and health, but also
vowed to laxity in tax collec-
tions and the lowering fees.
“His platform is a contradiction in itself, meaning it was
simply plucked from thin air
and was never a well thought
out program. Good for the
ears, but impossible to fulfil,”
he said.
Aguilar was a political activist who was jailed and tortured,
but later joined the camp of Pamintuan because of the “new
politics” that Pamintuan, a
former human rights lawyer
and come-backing mayor, espouses. ●

“With the orientation of Barangay Health

leprosy cases will be caught in early stages,”
Dr. Pangan said.
“Being the front liners in the health care
system, it is important that the BHWs should
be keen on identifying early signs and symptoms of leprosy which may be mistaken as mild

Through the training, about 350 BHWs

leprosy patients, educating on standard treatment and following the referral scheme of leprosy cases in their Rural Health Units (RHUs).
Leprosy in the early stage is a mild disease
with slow and unnoticed onset.
“The disease is often detected late because
the sign ang symptoms are negligible and
patients usually ignore such mild manifestations,” Dr. Pangan explained.
With only 152 recorded cases in the year
2011, Leprosy in the region is not that alarming
but still considered as a public health threat.●

Sa buhay pananampalataya, pag-ibig, at pagkatuto,
kadalasan ito ang totoo: “Kung kailan meron, doon wala;
kung kailan wala, doon meron.”

A great philosopher from the West intellectualized that
life is a paradox, that few people understand and a lot of
cynics easily accept. However, this truism will continue to
remain, until such time when all lies that drown humanity’s essence have already been confessed and accepted as
“true lies.”

It is not true that a lot of leaders in our country lack or do
not at all have a clear vision. On the contrary, all of them
have vision. It’s just that their visions are focused only on
the wrong direction and that they have poor eyesight for
what they should truly see.

ngunit walang pumansin at tumanggap.

Hanggang kailan ba nananatiling totoo ang katotohanan at hanggang kailan ba nananatiling umuulit ang
kasinungalingan?

OUTSIDE LOOKING IN from Page 7
information. When my lawyer defended my case in French language,
the English translator explained to
me what they were talking about and
what was happening. For the mere
fact that I had the right not to be
misled and to be informed about the
hearing. Then the female judge asked
me If I have a medical condition, and
if they sent me to a doctor to give me
medications. Her concern was for my
health, if I felt better; she even asked
me if I found any mistreatment by the
authorities who handled my case.
Then at the latter part of the hearing, the judge asked if I had anything
else to say. I said yes. “and what is
that?” she asked.
I stated: “I should not be here, I love
my country. But as I told you, I felt I
have no life because of what happened
to me. I can no longer bear going
outside of my house feeling publicly
laughed at; my image had been damaged like a broken glass; and, I can’t go
on living in worries for the rest of my
life. How can I live in a environment
when I say what I wanted to say people only make fun of my words; when
I do what I wanted to do they stop me;
when I chase my dreams they try to
block me; when I go to places I feel
like a stranger in my own home. People looked at me as a trash and not a
human being anymore. They put my
name in a bad light.”
I went on: “I tell you this, it is like I
have no life anymore. The best blessing God can give us is the gift of life.
We have the right of life. Please, give
me back my freedom, give me back
my life that they stole away from me. “
Right there and then, I saw my
lawyer nodding his head, again and
again. I saw the opposition and the
judge put on a sad face. They listened
to me, they listened to a man with
nothing left to lose and everything to
gain. They saw a man deep in quagmire compared to them who finished
high degree of education. My lawyer
then stood again, came up with his
statements in French. He was like
backing up my statements.”
And the verdict was they will set me
free to this fair country. The reason
why I got here was my human rights.
It was, figuratively, like my visa, to set
foot free on this country.
In this country, human rights
overpowers any manipulation of
power, no propaganda or scheme can
outduel it; no psychological tactics
can outplay it; no negative procedure
can supersede it; no one can disrespect it; no one can wage to threaten
it. Human Rights here is so powerful.
And the last words of my translator while he was looking at me
straight in the eye: “You’re free now,
you can leave now.” But rather, I
took those words in a different concept: “Yes, I am free now and I can
LIVE now.” ●
