Fast food shops near
Corporation office evicted

Corporation workers evicted
fast food shops functioning for
years near Corporation Division Office 136 on Raja Street,
T. Nagar last week. There are
plans to develop a roadside
garden on the stretch.
‘Video’ V. Saravanan (Councillor, Ward 136) told Mambalam Times that the operation
was carried out in the presence
of top Corporation officials.
He said that other unauthorized fast food shops on the
road margin in other areas of
the ward will also be evicted
soon. Saravanan said that Corporation workers have dumped
debris on the cleared area to
prevent encroachment reoccupying the area again.

‘Help the people, shift the capital’

Madras, now called Chennai,
has been the focal centre of
administration for the last
three centuries and more. Consequently, there has been a
steady flow of people from all
directions to Chennai. In recent decades, on account of
commendable development, be
it economic, social, commercial, etc, the flow of people to
Chennai has increased at a
higher rate than ever before
and includes people not only
from the districts, but also from
neighbouring States and from
the northern regions of India.
The population of Chennai
within Corporation limits now
runs into several millions. The
density of the population, say,
within a 10-km radius of the
Government Secretariat is
particularly high – consequently problems faced by the
people – be they drinking water, garbage accumulation,
sewage and drainage blocks,
traffic congestion, accidents,
etc – are increasing.
Action is being taken by the
Government – desalination
plants to provide drinking water, clearing garbage, etc, metro
and mono rail for people to
travel comfortably and
quickly, and so forth. However
the fact remains that the inflow of people is unabated. A
McKinsey report says, “While
India’s cities continue to generate growth they fall short of
delivering a basic standard of
living to their residents across
all major quality of life indicators.” Hence, apart from trying to solve the above mentioned problems, which will
continue to grow, is it not necessary to see if the inflow of
people to Chennai, which is the
main cause of the problems,
can be reduced and thereby
control density?
Chennai is the capital of the
State and, therefore, the Legislature, the High Court and
some Subordinate Courts, and
all State Executive Departments are located here. Commercial and financial activity
is concentrated in Chennai.
Apart from those working in
these offices and, therefore,
having to live in Chennai and
suburbs, all those in Tamil
Nadu having to do businesses
with these offices have to come
to Chennai and, in the process,
face several problems.
Before re-organisation of the
States in mid-1950s, Madras
that is now Chennai was the
capital of Madras Presidency
which included eight Teluguspeaking districts in the north
and two districts on the west
coast, namely Malabar and
South Kanara. Once reorganisation took place in 1952,
Madras continued to remain
the capital of Tamil Nadu. But
while Andhra is only 40 miles
from Chennai, the distance of
southern districts of Tamil
Nadu is upto 500 miles from
Chennai! Hence, logistically,
the capital being in Chennai is
not right. Therefore, from the
standpoint of logistics as well
as on account of more important problems faced by the
people of Chennai, would not
the need for shifting the capital
from Chennai be meaningful
and indisputable?
In 1974 or so, I had led a
team for discussions with the
Planning Commission in Delhi
and had a separate meeting
with P N Haksar I.C.S., Deputy
Chairman, Planning Commission. My deep concern then was
the severe drinking water
shortage, as the monsoon had
failed. Aware of the steady increase in the density of
Chennai’s population, there
was no doubt that whenever
the monsoon fails the drinking
water situation will be critical.
It therefore occurred to me why
not shift the capital from
Chennai to Tiruchi where the
Cauvery River is perennial and
also where large tracts of dry
land towards Pudukottai would
be available for development.
When I proposed this, Haksar
was most receptive and he said
the Planning Commission
would allot around Rs. 7000
crore over a period of 3-5 years
for setting up the capital at
Tiruchi.
On return to Madras, I informed the Government, but
no action was taken. Fortunately, in 1982 or so, when M.G.
Ramachandran was Chief
Minister, he publicly declared
that the Capital would be
shifted from Madras to Tiruchi.
Unfortunately action was not
taken.
Today, the overall situation
in Chennai in regard to what
has been mentioned above is
even more deplorable – poor
people, particularly those liv-

inaugurated’ published last week that a sign be placed at the Y-intersection to guide motorists,

seems to be no alternative but
to shift the capital – the Legislature, the Secretariat and all
heads of Executive Departments, the High Court, State
and Public Sector Corporations, etc.
This would reduce the flow of
immigrants and population
density.
Once this bold decision is
taken, a proper project has to
be prepared and funds allocated from the Centre, lands
acquired and overall development commenced. All this will
take several years. The shifting of the offices can be done
gradually. Therefore, should not
the decision to shift the capital
to Tiruchi be taken now?
(Mr. Sabanayagam is a
former Chief Secretary to
Tamilnadu Government. While
agreeing with him of the need to
decongest Chennai, it is the view
of Anna Nagar Times that the
proposal to shift the State’s capital, which might perhaps have
been feasible 25 years back, is
unrealistic today. (We have seen
how even shifting the State Secretariat to a new place has run
into difficulties.) What is needed
is the development of 15 new
cities in various parts of
Tamilnadu, with an average
projected population of 5 lakhs
each, on greenfield sites proximate to water sources, of which
the area between Tiruchi and
Thanjavur could be one.)

Sadly, Venkataraman, a man of much musical talent and
composing skills, did not get the credit and recognition he richly
deserved, and remains underrated to this day. In the evening
of his life he underwent much suffering and mental pain, mainly
due to lack of work and financial insecurity.
When Ellis R. Dungan visited Madras in January, 1994 after
forty and more years of his departure from here, he expressed
his desire to meet his old friend and composer. This writer
invited Venkataraman for the meeting at Connemara Hotel
where Dungan was staying. Venkataraman was then living in
Besant Nagar, having sold his Gopalapuram bungalow. But he
refused to come and meet Dungan and, in a quivering and
emotion-choked voice, he explained, “Randor, Dungan knew me
very well in the 1940s when I was on top and a happy man. Now
I am a broken man struggling to live, forgotten by all, and I do
not wish my old friend to see me in this state. Please explain it
to him. He is a “Vellaikaaran”(white man!) and he will understand!” When this writer told this to Dungan, he felt sad and
understood the state of his old pal’s mind. Venkataraman
passed away a few years ago.
One of the Meera bhajans Venkataraman taught MS while
in Madurai was ‘Merey Giridhara Gopala’. The tune and melody
of this bhajan were adapted in ‘Sakunthalai’ for the famous
song rendered by MS, ‘Engum Nirai Naadha Bramham”.
Another song he had taught MS was a patriotic hymn ‘Bharat
Maathaake Pranaam’. It became the hit song ‘Aanandamen
Solvene’ in the same film.
1933... Kumbakonam Mahamagham Exhibition&The lawyer-turned-filmmaker and Indian movie pioneer and talentscout, Krishnaswami Subramanyam, was in charge of the fine
arts wing. He arranged a Carnatic music concert by this
talented teenager from Madurai. That night a new star was
born and Subramanyam made a mental note to launch
Subbulakshmi into a wider world of arts.
K. Subramanyam took his bow in films in 1934 with
‘Pavalakodi’ in which M. K. Thyagaraja Bhagavathar and S. D.
Subbulakshmi also had their debut in cinema. As a socially
conscious filmmaker he believed that cinema should be used as
a tool of social change and protest, and not for mere mindless
entertainment. With such laudable objectives far ahead of
those times, he made, among other movies, ‘Seva Sadhanam’
(1938) based on a novel by the celebrated Hindi writer Munshi
Premchand. It had earlier been serialized in ‘Ananda Vikatan’
with much impact, and had been translated by ‘Sister’
Subbulakshmi. Subramanyam purchased the movie rights
for Rs. 4000, a record sum for a film story in that period! He
made changes to suit the requirements of his Tamil film and
wrote the screenplay and dialogues.
‘Seva Sadanam’, directed by K. Subramanyam, narrates the
tearful tale of a young Brahmin girl forced to marry a man old
enough to be her father because her parents could not cough
up the dowry for her marriage to a more suitable young man.
Her married life becomes hell and more hell, thanks to a
despotic widowed sister-in-law and the old man. Unable to bear
it all, she leaves home. A Good Samaritan comes to her rescue
and she soon makes a mark as a popular singer.
Later her husband realizes his folly and, in a fit of anger
against society, his community and himself, he throws away
his ‘yagnopa veedham’, as mark of protest against the rigid and
cruel Brahmin orthodoxy.

promoted by Subramanyam, the film had MS as heroine and
F. G. Natesa Iyer as the creaky-jointed old husband. Natesa
Iyer, a senior officer of South Indian Railway (SIR), Trichy, was
himself a patron of fine arts and talent scout. It was he who had
discovered M. K. Thyagaraja Bhagavathar and K. B.
Sundarambal. He ran a sabha in Trichy and also a drama
troupe.

Dung blocks sewer line

Found dead on rail tracks
Shakti (19), working as a
salesman in Saravana Stores
in T. Nagar, was found dead on
the tracks near Nungambakkam Railway Station on
Oct. 19.
He had taken the suburban
train from Mambalam on Oct.
18 night after finishing work.
His body was found by members of his family who later
alerted the police.
His cousin George said that
the family had filed a missing
complaint. “But in the morning, somebody answered his
phone and told us he was lying
here,” he said.
The family suspects Shakti might have slipped off the
train.
Shakti was the sole earning
member of the family. “His
mother is ailing and his sisters
are still in school,” his cousin
said.

complain that the sewer line in the street gets blocked often due
to cow dung entering the line.
They said that workers clearing the line remove dung which
they dump near a handpump to be taken away after it dries
up.Residents appealed to the authorities concerned to take
steps to prevent dumping of cow dung in the sewer line.

Though pillars have been constructed on the bed of the Adyar river
near Jafferkhanpet for the Metro Rail project, the earth removed
during construction has still not been cleared and is blocking free flow
of water in the river. Even the bed for the rail tracks has been built
across the pillars.
Residents have appealed to Metro Rail officials to get the debris
removed so that water flows freely. Otherwise, the river will get flooded
during rains and water will enter residential areas on the banks.
Residents said that the pillars also block free flow of water.
They said that about a thousand families are residing in adjoining
Thiru Nagar, Sathyamurthy Block, Vasudevan Nagar, Pari Nagar
and nearby areas.
