aide of a provincial board
member in Pampanga
was critically wounded
after being shot by still
unidentified armed men
in front of his house inside the San Fernando
Subdivision in Barangay
Sto. Niño, here last Monday.
According to police,
victim Edgar Mallari—a
former collector and aide
of the late Third District
Board Member Ceferino
Laus—is now in critical
condition after he was
shot several times in his
head.
Investigations
revealed that on Monday,
at around 7:30 a.m., Mallari was backing up his
car from his garage when
unidentified armed men
with bonnets shot him
three times in the different parts of his body, one
of which hit him on the
head.
Mallari was rushed
immediately to the Makabali Medical Center in
this city. As of press time,
the victim was still at the
hospital’s intensive care
unit.
Police said that Mallari is following up private transactions left by
the late board member,

CSF ‘chop-chop’ case linked to drugs

CITY OF SAN FERNANDO—Leaders of the Muslim
community in Barangay San

the killing of Raffy “Bidu”
Juico, whose mutilated body
was found recently, to the illegal drugs trade.
In a meeting with Pampanga Gov. Lilia Pineda, Muslim
community chief, Salman Ampuan said the killing would
have been due to illegal drugs
but stressed that whatever illegal substance was in question
did not come from their community.
“Pero ‘yon pong drugs ay
hindi nanggaling sa amin. Galing po sa labas,” Ampuan told
Pineda as the community leaders apologized to Pineda for the
mess that the incident brought
to Pampanga.
Ampuan said the suspects
have already been identified
but he refused to divulge their
identities pending the issuance
City gov’t launches
performing arts body
CITY OF SAN FERNANDO—In a bid to revive local culture, the City Government has launched on
Monday its Performing Arts
Council (PAC) that would
showcase various talents of
Fernandinos.
Mayor Oscar Rodriguez
created the arts council
through Executive Order
No. 2012-010 to improve the
city’s program on the performing arts.
During the launching,
Councilor Jimmy Lazatin
said the creation of PAC is
also a way “to instill in the
consciousness of Fernandinos the importance of Kapampangan culture and heritage.”
“This council is very important for the city. This is
our way of taking pride of
what we have in our culture
and heritage,” Lazatin said.

Chairman, said the functions of the council include
the preparation of an annual
plan on the performing arts
program to be integrated in
the local development plan
and the formulation of programs and recommendations to develop local cultural and artistic talents in the
field of the performing arts.
Moreover, the other functions include the conduct
of cultural events like concerts, training workshops
and the like and the conduct
of periodic consultations
with stakeholders to identify
grassroots-based
cultural
concerns, issues and agenda.
Some of the performing
arts group under the PAC
are Teatro Fernandino, The
Music Studio, SB Musica
and CSF Choir, K-Tube, OK
Musica, ASLAG Kapampangan, Sinukwan Kapampangan Performing Arts, Magsilbi Tamu Brass Band 919
and Pampanga High School
Choir.
Nucum said the City Government provided a starting
capital of P50,000 to each
group which they can use to
provide for their costumes
and props for their performances.
The first performance of
these artist groups will be
on July 20 at the Mini Convention Center at the Heroes
Hall here.
After that, there will be
monthly performances until
December.
Aside from Nucum, other
members of the council include Agnes Romero, music
Professor Edwin Lumanug,
Benny Guinto and Ma. Theresa Laus.
Solon cites FAB advantages
BALANGA
CITY—
Bataan 2nd District Congressman Albert Garcia
has cited the advantages
for investors in locating
at the Freeport Area of
Bataan (FAB).
“The Freeport offers
best incentives to locators,”
the solon said during the
“Talakayan sa Balanga”.
Investors will get to enjoy the superior incentives
the FAB offers such as Income Tax Holiday (ITH)
from four years to eight
years; 5 percent tax in lieu
of local and national taxes
after ITH period; duty
free importation of capital
equipment, raw materials, consumer goods and
personal items; exemp-
tion from wharfage dues,
export taxes, imposts and
fees; domestic sales allowance of up to 30 percent of
total sales; and special visas for investors.
FAB is also the only
Freeport where investors
can own real property.
“We have available
skilled workers to work at
FAB”, he said at the “Talakayan….”.
The AFAB, the provincial and municipal governments, and the solon’s
office are working closely
with the Technical Educational and Skills Authority (TESDA) for the training of prospective workers
among the residents of this

the mutilated body of Juico in a
Muslim community in Barangay San Pedro Cutud.
Juico was missing since June
29. The victim’s family seeks
justice for Juico saying that the
killers could have been members of the Muslim community.
Ampuan met Pineda along
with Muslim Affairs Community Chairman Tammy Pagumpatun and other officials.
Governor Pineda acknowledged the apology of the leaders.
However, she said Mayor Oscar
Rodriguez has the right authority to resolve the situation.
“Pantay-pantay lamang tayo,
Muslim man o Kristyano, kami
ay handang tumulong sa inyo.
Kaya lamang, ayokong maki-
alam dahil jurisdiction ‘yan ni
Mayor Oca. Siya na ang magaayos niyan dahil nirerespeto
ko ang area niya,” Pineda said.
However, Pineda encouraged the community leaders to
report any illegal drug activity
they observe in the area.
“Dapat maging wake-up call
sa atin ang kasong ito. Ang importante kapag may nakikita
kayo,
makipag-coordinate
kayo,” Pineda said adding that
there should check points and
outposts in the village.

Under her term, Salon bared
plans to strengthen the frontline
services of the member-agencies by having customer assistance desks in all its offices from
regional down to provincial as
well as regular clean-up drive in
the regional government center
in Barangay Maimpis, City of
San Fernando, Pampanga in order to prevent the spread of dengue and other diseases.
The regional DBM chief also
vouched for “a unified Christmas party for employees of
member-agencies as we, at some
point, collaborate in our jobs for
we are under one employer--the
national government serving
the same client—the Filipino
people.”

CITY OF SAN FERNANDO—The Department of
Interior and Local Government (DILG) has completed
the Anti-Red Tape
Act-Report Card Survey
(ARTA-RCS) in all local
government units (LGUs) in
Central Luzon.
DILG regional director
Florida Dijan said, “ARTARCS was conducted in seven
provinces, 13 cities, and 117
municipalities to determine
their adherence to Republic Act No. 9485 otherwise
known as Anti-Red Tape
Act of 2007 which requires
state-run offices to draw up
their Citizen’s Charters.”
Under the law, agencies
rendering front line services
shall be
subjected to a Report Card
Survey which shall be used
to get feedback on how provisions in the Citizen’s Charter are being followed.
Surveyors
interviewed
30 respondents that have
availed of front line services
of the office.
A systematic process is followed such that the respondents are interviewed over a
three-day period wherein
five clients interviewed in

Pineda leads Porac ‘market day’ launch

Governor Lilia “Nanay”
G. Pineda led recently the
launching of this town’s
“Market Day” at the grounds
of the municipal hall wherein more affordable agricultural products are made
available.
“The establishment of a
market day, wherein farmer-producers and farmerconsumers gather, is very
promising as goods will be
available at more affordable prices since consumers
will be buying directly from
the producers, eliminating
any additional and/or overhead charges on agricultural
products,” Pineda explained.
The town formally held
its first market day in front
of its municipal hall with
vendors offering various agricultural products grown
and harvested by the locals
themselves like fruits, vegetables, poultry and dairy
products.
“Because of your hardwork and dedication in producing quality yet affordable
goods, we have successfully
launched the first market
day in our town and hopefully our farmers could produce more in the future and
be able to accommodate consumers from nearby towns,”
said Vice Mayor Dexter David as he commended the local farmers.
Initially, the town will hold
a monthly market day until
such time that the production of goods is regularized.

meetings with the farmerproducers to monitor the
available goods. When we

– Aurora Governor Bellaflor
Angara- Castillo lauded the
provincial government for
the creation of the Pampanga
Bamboo Development Council
(PBDC) that promotes bamboo propagation.
Angara-Castillo,
concurrent president of Central Luzon Growth Corridor Foundation Inc., said that bamboo
development is one of the target projects of their organization.
The governor said she really
appreciates and is glad to know
the existence of the PBDC.
“The foundation is about
to propose this project to the
provinces in the region, I am
glad that you have started it
here in Pampanga,” she added.
She disclosed that CLGCFI
will be holding a study tour in
Vietnam to learn about their
bamboo industry. “The delegation from different provinces
will stay there for a week from
July 31 to August 6 of this year
to observe bamboo traditional
and modern production technologies which can be adopted
locally.”
“Vietnam is a more appropriate benchmark and we can
learn from their enterprises
and industry leaders,” Castillo
said.

LUBAO, Pampanga—The
Bureau of Plant Industry
(BPI) said in a conference
that Governor Lilia “Nanay”
G. Pineda’s support to farmer constituents, particularly
sampaguita growers in this
town, is very inspiring.
Rea Inocencio, Supervising Agriculturist of BPIManila, expressed her satisfaction over the provincial
and local government’s persistent efforts in providing
technical and financial support for the Kapampangan
sampaguita growers.
Inocencio even pledged
the bureau’s support to ensure the growth of Pampanga’s sampaguita industry.
“Pampanga is one of the
most supportive provinces
when it comes to its agriculture. If needed, we will
gladly send Noli Garcia,
BPI-Manila’s Agriculturist
II, to conduct other trainings,” Inocencio declared.
This transpired as the
Office of the Provincial
Agriculturist (OPA), led by
Crispin Guintu, in coordination with the Municipal
Agriculturist’s Office, conducted technical training
for sampaguita growers in
this town, in line with the
provincial
government’s
ongoing sampaguita livelihood project launched this
year.
Inocencio and Garcia
educated the sampaguita
growers on plant disease
management, as well as utilization of modern farming
techniques and equipment
to further improve their
production.

Barangay Chairman Rodelio “Tony” Mamac of Balibago, Angeles City, seemed to
have suddenly become a watchdog against
obscenity in the city’s entertainment district
insistent to implement an ordinance that
has already been disapproved by the City
Council.

The ordinance, which aims to impose a
dress code on women employees in bars
operating in the barangay, has been turned
down by the city council on the basis that it
was enacted in excess of the jurisdiction of
Barangay Balibago officials.

Mamac seems not to mind the fact that
many customers from all over the region
visit the entertainment district not only to
enjoy the food but also feast their eyes on
the women that roam the streets on skimpy
outfits.
It would have done him well if he had met
with city officials to tackle on this plan before going down to enact the ordinance.
This would have saved himself time and effort—and, possibly, rid himself of a law suit.
The City Council, in junking the ordinance,
can be accused of two things—first, they do
not want a dress code to be imposed perhaps thinking that this will adversely affect
the industry that had made known Angeles
City as one of the Philippines’ most visited
red-light destinations; secondly, they are
clipping the political wings of Mamac, who
is reported to be eyeing the vice-mayoralty
post of the city.
Instead of just disapproving the ordinance, provided that the city council met
the 30-day requirement to act on a barangay legislation, the council should have sat
down with Mamac to discuss ways to impose similar regulations without breaking
any law.
At the end of the day, what really is missing in this exchange of blows is proper coordination and dialogue between the barangay and city officials.
Each of them should recognize the powers and limitations that both bodies have.
They should learn and respect what the
two bodies’ parts are and then go on to decide what to do with those bare body parts.

among
these

The powers of the Supreme Court are defined
in Article VIII of the 1987
Constitution. The administrative functions of the
Court pertain to the supervision and control over
the Philippine judiciary
and its employees, as well
as over members of the
Philippine bar. The Court
is empowered to order a
change of venue of trial
in order to avoid a miscarriage of justice and to
appoint all officials and
employees of the judiciary.
It is further authorized to
promulgate the rules for
admission to the practice of law, for legal assistance to the underprivileged, and the procedural
rules to be observed in all
courts.
On the other hand, its
judicial functions are cited
in Section 1 of Article VIII
which contains definition
of judicial power that had
not been found in previous
constitutions. The provision states in part that: Judicial power includes the
duty of courts of justice to
settle actual controversies
involving rights which are
legally demandable and
enforceable, and to determine whether or not there
has been a grave abuse of
discretion amounting to
lack or excess of jurisdiction on the part of any
branch or instrumentality
of the government.
The work requires the
best of character and aptitude of an individual. It
is our duty to watch out on
whom will take the seat of
ousted CJ Corona for we,
citizens of this country,
rightfully deserve services
from this person who is
given the power and authority to rule our justice
and defend our rights under proper use of resources, intellect and energies.
The case of Corona
should serve as a reminder that justice is still being served in our country
against abusers of the law
for the protection of the
many. This should be a
lesson to every government official; you were in
the position that should be
seated at the RIGHT Hand
of the Father. Serve under
His Guidance and all shall
pour as blessings.

trend remains untreated.
As if they are practically
on their own once they go
overseas, their stories almost always end with the
victim in tears or worse,
in a body bag.
And then there is yet
the problem on wages
as many of our migrants
fall victims to contract
changing where salaries
are surprisingly downgraded. Our workers are
forced either to go home
or succumb helplessly to
oppression.
But that is where the
government, thru POEA,
OWWA and our embassies, must come in, given
that those affected are citizens of this country and
contributors to economic
survival. In either capacity, their government
should be responsible for
their safety. Otherwise

Heroes are often described as
people with exceptional abilities
and noble qualities. Depending
on who you ask, one’s hero could
be Jose Rizal or Andres Bonifacio
who both died for the country. Others would say their kinds of hero
are the likes of Thor or Captain
America who both possess superhuman abilities.
However, for a dengue patient
or a child suffering from leukaemia,
he would probably say his greatest hero is the blood donor who
helped save his life during the time
he needed blood transfusion.
Our family was once put in the
same situation, devastated upon
learning that one of my younger
cousins was diagnosed with Acute
Lymphocytic Leukaemia (ALL). ALL
is a type of leukaemia wherein
children aged 1-10 are the most
common victims.
We prepared for the worst as
my 8-year old cousin started to undergo bone marrow examination,
endless lab tests, medication, and
chemotherapy.
Now, four years after this
ordeal, my cousin overcame his
sickness and is done with chemotherapy. According to the doctors,
he can finally come back to school
next year and start living his life
normally, again.
This could not have been possible without the assistance our
family received from the individuals
who offered their support by means
of blood donation.
In relation to this, our country is
currently celebrating Blood Donors’
Month with the theme “Every Blood
Donor is a Hero” aiming to increase people’s awareness regarding the significance of voluntary
blood donation.
Our province was privileged to
have been chosen as the host province for the blood-letting activity
for Central Luzon, participated by
hundreds of blood donors from the
public and private sector.
According to Gwendolyn Pang,
secretary general of the Philippine Red Cross (PRC), a pint of
blood received from every donor
could save up to four lives upon
deriving different blood components namely, red blood cells or
erythrocytes, white blood cells or
leukocytes, platelets or thrombocytes, and plasma, all from a single
blood bag.
Imagine being able to save,
if not lengthen, four lives by just
donating a pint of your blood,
which could also be beneficial to
the donor as studies show regular
blood donation helps prevent heart
diseases.
I, too, already had the chance
of becoming a hero, even if just
for a moment, by donating a pint
of my blood. I wanted so badly to
donate blood when my cousin was
still ill, but was unable to for I didn’t
pass the stringent screening back
then.
Basically, one should have
ample sleep, have normal blood
pressure, weighs at least 110 lbs.,
no alcohol intake within 24 hours,
and no recent piercings or tattoos
before donating blood.
Meanwhile, Governor Lilia
“Nanay” Pineda is pushing for the
awarding of incentives for blood
donors from the indigent sector, as
part of her efforts to intensify the
blood donation drive in the province as well as providing medical
assistance to the poor.
According to the governor, free
hospitalization and medication will
be given to blood donors or his
family members in return for his
deed.
“We are willing to give assistance to the blood donor or his
family in terms of free hospitalization as an acknowledgement of his
volunteerism,” Pineda said.
The Center for Health and Development for Central Luzon (CHD3), led by Dr. Leonita Gorgolon,
is already studying Nanay Gov’s
proposal and acknowledged her
continuous support for the health
projects in the province.
Hopefully, through the efforts of
the government more people would
become aware of the importance
of blood donation and our province would have more “heroes.”

Bulacan, MWSS sign MOA
on water project bidding
CITY OF MALOLOS—The
provincial government of Bulacan and Metropolitan Waterworks and Sewerage System
(MWSS) signed an agreement
for the bidding of the Bulacan Bulk Water Supply Project
(BBWSP).
Signed by Bulacan Governor
Wilhelmino M. Sy-Alvarado
and MWSS administrator
Gerardo Esquivel, the memorandum of agreement (MOA)
will ensure clean water supply
for the people of Bulacan.
The MOA states that parties will implement the project
through the public competitive
bidding pursuant to the publicprivate partnership framework
on project procurement, implementation, operation, and
management. A joint technical working group and Special
Bids and Awards Committee
must also be constituted to
push through with the bidding
process.
The parties must also pursue
the project under the Bulk Water Supply Scheme to existing
water districts and other water services providers that will
supply the needs of Bulacan
concessionaires.
Both parties also agreed to
ensure the bulk water rate for
Bulacan is at least P5 lower
than the average water rates
for customers in Metro Manila,
considering the over-all impact
on water supply rates, including those charged by water districts to their consumers.
Reports of the Provincial
Planning and Development
Office said this project will address the water supply-related
problems of Bulacan, will improve the quality of drinking water as well as the lives
of Bulacan residents and will
spur economic activities in the
province.
The signing of the MOA was
attended by First District Representative Marivic Sy-Alvarado, Second District Rep. Pedro
Pancho, Atty. Henry Villarica,
all members of the Sangguniang Panlalawigan ng Bulacan
headed by Vice Governor Daniel Fernando, and majority of
the mayors of Bulacan.
According to the LWUA, the
Bulacan Bulk Project was initiated way back in the late 80s
to provide a central bulk water source for water districts
in Bulacan, particularly those
operating in coastal andmountainous areas where sourcing
water from the underground
was a problem.
“This significant milestone
did not quite come as a surprise to anyone who knows
Mayor Joet, considering the
numerous reforms and landmark achievements that made
the City of Balanga one of
the fast emerging cities in
the country,” said City Administrator Rodolfo H. De
Mesa pointed out at a press
briefing with local media.
De Mesa also announced
that the Balanga City Agriculture Office likewise made it in
the PAG-ASA Group Category,
having earned the nod for the
outfit’s aggressive promotion of the Kaanib Livelihood
Program, Binhian ng Bayan,
and the City Farm and Animal Growing Center, to name
a few.
“These programs not only
have generated jobs for the local populace but likewise offered entrepreneurial opportunities as well,” he added.

Fujifilm hits Motorola Mobility
with patent-infringement lawsuit

Japanese photography giant says it’s been trying for more than a year to get the Google subsidiary to license four
patents related to digital camera and photography technology.
Japan’s Fujifilm has sued
Google’s Motorola Mobility,
claiming that several of its cell
phones and tablets infringe
on four of its patents related to
digital camera and photography
technology.
Fujifilm, which filed its lawsuit
Tuesday in U.S. District Court
for the Northern District of California, said its filing came after
attempts to negotiate a licensing
deal with Motorola failed. The
Japanese photo giant said it notified Motorola in April 2011 of
its belief that the handset maker
was infringing on its patents and
held face-to-face meetings with
Motorola representatives. However, those discussions failed
to produce a licensing deal and
infringing behavior continues,
Fujifilm said.
The four patents cited in the
lawsuit:
U.S. Patent 6,144,763, which
covers converting captured color
images to monochrome images;
describes a method in which
devices communicate with each
other over a telephone network;
covers facial detection in digital
photography;
covers a process for allowing
high-resolution images captured by an image sensor to be
displayed on a low-resolution
view finder.
Fujifilm alleges that several
handsets and tablets infringe
on some or all of the patents, including the Droid X, Razr, Razr
Maxx, Droid Bionic, and Xoom.
The lawsuit seeks unspecified
damages, as well as attorneys’
fees.
CNET has contacted Motorola
Mobility parent company Google for comment and will update
this report when we learn more.
Motorola scored a patent win
of sorts late last month when a
federal judge threw out a lawsuit
with Apple that claimed Motorola of infringing on some of
the iPhone maker’s patents. The
judge said that neither side managed to prove damages and dismissed the case with prejudice,
saying that neither company

Microsoft and NBC
officially call it quits
Software giant will reportedly receive $300 million for its stake in
MSNBC.com, which will mirror content on the new NBCNews.
com for a while.
The Internet partnership of Microsoft and
NBC is officially over.
NBC News announced this evening that
it had acquired full control of MSNBC.com
from the software giant and was rebranding
the site as NBCNews.com. NBC will continue
to provide news content to MSN.com, a Microsoft news portal, which will reciprocate by
sending traffic back to the network, NBC said.
For the short term, MSNBC.com will mirror the home page of NBCNews.com and
eventually become the address of MSNBC
TV.
“It’ll have a new name and a new URL, but
everything else will be the same,” Charlie Tillinghast, the site’s president and publisher, told
an NBC reporter in a news story announcing
the deal.
Financial terms of the deal, which was
announced on the 16th anniversary of the
site’s launch, were not revealed. People with
knowledge of the transaction told The New
York Times that Microsoft will receive about
$300 million for its stake.
The acquisition ends the 16-year, 50-50
joint venture of Microsoft and NBCUniversal
to operate MSNBCcom, which is one of the
country’s top news sites with 55.7 million visitors earlier this year.
Microsoft originally invested $220 million for a 50 percent stake in MSNBC, which
launched in 1996. The software giant sold
most of its control in 2005, leaving NBC with
an 82 percent stake in the network and an
option of claiming the remaining 18 percent

Facebook acquires mobile-bookmarking service Spool
The social-networking giant is paying for the company’s five employees, not its technology.
Facebook has acquired Spool,
a San Francisco-based startup
that developed a mobile-bookmarking service. The small firm
was all about mobile content
consumption, an area Facebook
wants to significantly improve in.
The service has already been
shut down. It never even made
it out of beta. Users were sent an
e-mail with all their bookmarks
attached in a file called “bookmarks.html.”
Spool has recommended its
users move their bookmarks to
one of its competitors: Pocket or
Delicious. If you’re a Spool user,
you’ll want to read this: Instructions for importing your bookmarks into another service.
Spool has five employees and
all of them are moving to work
for the social-networking giant.
Additional details of the acquisition were not disclosed, but this
appears to be mainly a talent acquisition; Facebook will not be
getting the technology behind the
service, or its user data.

A federal jury in San Francisco has
found beleaguered BlackBerry maker Research in Motion (RIM) liable
for US$147.2 million in damages for
infringing on patents held by Mformation Technologies.
Amar Thakur, a lawyer for Mformation, said Saturday that the verdict late Friday followed a three-week
trial and a week of deliberations by
an eight-person jury.
Mformation, of Edison, New Jersey, sued RIM in October 2008,
alleging that Canadian company
infringed on its 1999 invention for
remotely managing wireless devices.
Mformation’s software allows companies to remotely access employee
mobile phones to do software upgrades, change passwords or to wipe
data from phones that have been stolen.
Officials at RIM, which has been
struggling with plummeting sales, a
declining stock and other problems,
did not provide a comment Saturday.
Thakur said the jury ruled that
RIM should pay his client US$8 for
each of the 18.4 million Blackberry
devices that were connected to the
Blackberry Enterprise Server, from
the day the lawsuit was filed until
the time of the trial. That’s a total of
US$147.2 million.
He said the software at issue was
the heart of the business of Mformation, a privately held company with
several hundred employees.
“We believe it’s been fundamental
to the success of Research in Motion,”
Thakur told The Associated Press.
The patent at issue was filed in
2001 and issued in 2005, he said.
RIM, of Waterloo, Ontario, has
previously denied it did anything
wrong.
RIM has seen its business crumble
as it increasingly loses market share.
Today’s consumers want smartphones that go far beyond handling
email and phone calls, with built-in
cameras and other cool functions.
Particularly telling is the plunge in
the BlackBerry’s US market share.
It has dropped from 41 per cent in
2007, the year the first iPhone came
out, to below 4 per cent in the first
three months of this year, according
to research firm IDC.
Meanwhile, RIM will miss a
chance to bounce back because of
repeated delays on its BlackBerry 10
operating system, which is intended
to help BlackBerry catch up to rivals
such as the iPhone and smartphones
running Google’s Android software.
Not only will devices with the new
BlackBerry software miss the crucial
holiday shopping season, they’ll have
even more competition when they do
go on sale, including a new iPhone expected from Apple this northern fall.
Last month, RIM reported weaker than expected results. For the
quarter that ended on June 2, it lost
$US518 million. Revenue fell 43 per
cent to US$2.8 billion, and RIM said
it will be cutting 5000 jobs, or 30 per
cent of its workforce.
The company’s stock, which traded for more than US$30 less than a
year ago, has recently dropped below
US$8, near a nine-year low. On Friday, the stock dropped another 2.4

people died in a hold-up incident
in this town on Saturday night.
Police report said victims
Marcelina Melanio, 65, and
market vendor, and Michael Villaflores, 37, sustained gunshots
wounds inflicted by suspects in a
hold-up at the corner of Talipapa
Market, Barangay Townsite, this
town.
Report said Melanio was leaving the market on board a tricycle driven by Elegeric Binsol
when blocked by two unidentified armed suspects both wearing bull cap and jacket who
demanded the bag she was carrying containing undetermined
amount of money.
When the victim refused, one
of the suspects shot her three
times at point blank.
Police report said Villaflores
who was just on board a single
motorcycle at the opposite side
of the road was also shot once by
the other suspect.
The suspects fled on board a
Toyota Innova, color gray, going
to the direction of Barangay Lucanin, this town.

Man arrested for illegal gun possession
CAMP OLIVAS, Pampanga—
A drunken fishpond caretaker
was arrested for illegal possession
of firearm in Guagua, Pampanga
on Saturday.
In a report submitted to Central
Luzon Police Regional Director,
Chief Supt. Edgardo Ladao, the
suspect was identified as Augusto Behaza, 24, a resident of Sitio
Lawiswis, Bancal in the said town.
According to the police, Behaza
was seen drunk and brandishing a
gun along a barangay road in San
Agustin Betis, also in the same
town, at around 7:30 p.m.
When responding policemen arrived, they saw the suspect threatening any person along the road.
Police immediately approached
Behaza and arrested him.
When arrested, police said, the
suspect is under the influence of
liquor.
Recovered from the suspect
were a caliber 22 short firearm
and several live ammunitions.
Behaza, later, was brought to

Car thief
arrested
in Dinalupihan
DINALUPIHAN, Bataan—
Policemen here nabbed a carnap suspect and recovered a
stolen tricycle at a checkpoint
just less than an hour after the
victim reported the heist.
Police report said local police elements manning a checkpoint noticed that the passing
Honda TMX motorcycle with
sidecar matched the description of the missing tricycle earlier reported by victim, Nimpha Adao of Sergio Osmeña St.,
Barangay New Cabalan, Olongapo City.
The victim approached Senior Insp. Jeffrey S. Alivia, team
leader, for assistance reporting
that her tricycle parked unattended inside their garage at
New Cabalan was stolen by an
unidentified suspect.
Report said the suspect identified as Denver Barillo, 30
years old, and also a resident
of Purok 6, New Cabalan suspiciously stopped and avoided
the checkpoint, prompting the
manning police personnel to
run after him.
The pursuing policemen
were able to intercept the fleeing motorcycle in Barangay
San Benito, this town.

CITY OF SAN FERNANDO—Nine Muslims were charged of murder before the Provincial Prosecutors Office on Friday as suspects in the killing and
beheading of a 24 year-old man found in a shallow grave in Barangay San
Pedro Cutud, this city, last July 7.
The names of the suspects were not revealed yet as it may pre-empt future
arrests, police said. Some of the suspects are now in hiding.
The case was filed by the victim’s older sister, identified as Jecyl (not her
real name), together with the police. Jecyl said she and her relatives only want
justice for her slain sibling.
One of the close relatives of Jecyl revealed that some Muslims offered them
money for them to refrain from pursuing the case against the suspects.
“Hindi ko alam kung magkano, basta makapal at naka-bundle,” the source
said referring to the alleged bribe money.
However, Jecyl refused the amount and bristled to pursue the case.
“Hindi pera kailangan namin kundi hustisya para sa kapatid ko,” she said.
The victim was identified as Raffy Juico, 24, of Purok 4, Barangay Cutud,
City of San Fernando, Pampanga. Juico was found dead with his head separated from his body inside the Muslim Center located in the said barangay.
SPO1 Armando Arceo, officer on case said, they were able to identify the
suspect after a witness surfaced and told police that he saw Juico together
with the suspects on the night he has gone missing last June 30.
Arceo said the witness was the one who identified the suspects.
The identity of the witness was withheld for security reasons, he said.
The suspects were described to be in their early 20’s.
Arceo explained the case is only considered “clear” and not “closed.” It
means that identities of the suspects were established and a case was filed.
Only when the suspects are arrested will the police declared the case
“closed,” Arceo explained.
Jecyl earlier said that she believes that her brother’s killers were under the
influence of illegal drugs when they ganged-up on his brother.
Meanwhile, in an effort to ease the tension between the families of the victim and the Muslim community in barangay Cutud, Barangay Captain Remigio De la Cruz initiated a dialogue between them in his house.
The dialogue was attended by by Juico’s kin, older Muslims, police personnel led by Magnaye, Supt. Madzgani Muksan Mukarami, a Muslim police
officer assigned at the Provincial Police Office.
De la Cruz said he knows the suspects and they have been involved in
several troubles in the barangay.
The older Muslims are cooperating in the solution of the case, De la Cruz

Motorcycle-riding robbers strike anew
CITY OF SAN FERNANDO—Motorcycle-riding robbers struck anew in
this city, this time preying on a businessman who had just withdrawn money
from a bank in Barangay Dolores here.
This was the second robbery recorded by the city police in a span of 10
days. The first incident was on July 3, when a Dutch missionary was killed
by the suspects.
Last Friday, two unidentified armed men riding in tandem held-up a businessman in front of the Tent Grill House in Barangay Dolores.
Supt. Luisito Magnaye, City of San Fernando police chief, said Ian Danganan, 31 of Saint Francis Village, Barangay Dolores, was on his way home
when the suspects robbed him at about 10 a.m.
Magnaye said the victim had just withdrawn some P190,000 from a branch
of Banco de Oro in the same barangay when accosted by the suspects.
“Tinutukan po ako ng baril ng holdaper saka sapilitang kinuha sa akin ‘yong
white envelope na may lamang pera. nagmakaawa ako kaya hindi ako binaril
ng suspek,” Danganan told the police.
After the robbery the victim immediately reported the incident to a nearby
police precinct in Barangay Dolores.
On July 3, two men riding tandem on a motorcycle also robbed Wilhelmus
JJ Lutz Geertman at his office at the boundary of Angeles City and this city.
But the 67-year old Dutch national was not only robbed but also killed by
the suspects.
Police said the suspects shot Geertman before taking his bag containing
some P1.2 million in cash money and fled on a motorcycle.
Until now police are facing a blank wall in their investigation. The murder of
Geertman was considered by some militant groups as a case of judicial killing

Sumalo development eyed
HERMOSA,
Bataan—The
Riverforest Development Corporation (RDC) will develop
the 213-hectare Sumalo property in this town into “a bustling industrial territory and
yet responsive to the needs
of
the
local
community.”
In January 31, 2001, the Litton
Family won the case at the Supreme
Court allowing the conversion of the
Sumalo estate into an industrialcommercial-residential area.
Based on the RDC development
master plan, parcels of land will
be donated to become roads and
water source sites. The areas actually occupied by school and barangay health center will also be
resurveyed.
The 15-hectare portion of the
Sumalo property was already
designated residential area for
about 300 families.
RDC Administration Officer
Renato Rapisura earlier said that
low and medium cost housing
project will also be established in
the property.
He also said access roads leading to Sumalo will be improved.
Earlier, Atty. Anita M. Chauhan, consultant of the corporation and head of the community
relations, said that livelihood
projects will be initiated by the
corporation to help residents of
Sumalo.
The corporation is also currently in the stage of establishing the
bamboo industry in the property.
In the meeting last month of
the Bataan Bamboo Development Council, RDCbusiness development officer Ding Mangubat
presented that the 50-hectare
portion of the estate will be dedicated to integrated bamboo production and processing center.
He added that there will be a
bamboo nursery, tissue culture
laboratory, and plantation.
The members of the bamboo
council have expressed full support to the Sumalo engineered
bamboo industry project.

‘Balik Refugee Forest
and Sea Festival’ set
BALANGA CITY, Bataan—Retired
Navy Commodore Amado Sanglay,
Bataan Technology Park Incorporated
(BTPI) president and CEO, announced
that the technology park will hold an
animated three-day festival in October dubbed “Balik Refugee Forest and
Sea Festival”.
BTPI is located in Morong, Bataan
adjacent to the backdoor of the Subic
Bay Metropolitan Authority.
Sanglay pointed out that the festival
will be about forest, water, and mountain conservation.
He said activities will include mountain trekking, tribal games, bike and
foot race, street dancing, and cultural
presentation.
The municipality of Morong will
participate in the thematic street
dancing.
Guests and participants will also
get to visit six prominent shrines and
monuments made by refugees inside
the technology park.
The BTPI is used to be Bataan Refugee Processing Center (PRPC), home to
about 400,000 Indo-Chinese refugees.
An important aspect of the festival,
Sanglay said, is the holding of the first
homecoming of the so called “boat
people” here, that based on social
networking are scattered in America,
Canada, New Zealand and Australia.
They were called “boat people” for
braving the stormy seas using boats to
escape their countries.
Earlier, Bases Conversion Development Authority (BCDA) Chairman Felicito Payumo noted that it is high time
that BTPI comes out with a festival of
its own. BTPI is an affiliate of BCDA.

ANGELES CITY--July 27 is a nonworking holiday in Angeles City, in line
with the commemoration of the founding
anniversary of the Iglesia ni Cristo (INC).
The declaration of holiday is embodied in Ordinance No. 263 series of 2009
which was approved by the then Mayor
Francis Nepomuceno and Vice Mayor
Vicky Vega-Cabigting.
INC is a non-trinitarian Christian
restorationist religious organization
that originated in the Philippines. It was
founded in the Philippines by Felix Y.
Manalo, its head minister on July 27, 1914.
Manalo propagated his message within his local area, growing the INC and
converting members of other religions.
As membership increased, he delegated
others to spread the teachings of the INC
and it spread throughout the Philippines
and to other countries.
By 1988, INC has grown to about 2,635
congregations called locales, in which
220 of them 67 countries outside the
country.
Based on the INC website, 2.3 percent

branded the barangay chairman
as defiant to the rule of law in
light with his refusal to submit
to the disapproval of a barangay
ordinance imposing dress codes
to women working in bars.
In a phone interview yesterday, Rivera said barangay chairman Rodelio “Tony” Mamac has
“ever since been defiant to the
rule of law.”
Mamac, earlier challenged the
SP to sue him in court if he would
decide to implement Ordinance
No. 11, s-2012, which hopes to
set a “decent dress code to be
sure the dress of employees and
entertainers meet an acceptable
standard and do not border on
the boundaries of obscenity.”
The ordinance was elevated
to the city council for review but
was adjudged disapproved by the
body through Rivera’s motion.
According to Rivera, the said
ordinance was disapproved because the initiatives are “ultra
vires” or beyond the powers of
the barangay council.

pa lang sa iba, meron na tayong
existing council dito sa Pampanga. Pero, kailangan pa nating
palakasin ito,” Pineda stated.

to know more on government
interventions needed for the industry to flourish and this will be
presented during the celebration
of Bamboo Day on August 24
to be held at Barangay Ayala in
Magalang, Pampanga.

the creation of a cooperative
for sampaguita growers and
sellers through the Provincial
Cooperative and Entrepreneurial Development Office

“With this, we could properly address the needs of
sampaguita growers and sellers. Also, any assistance from
the provincial government
will be facilitated through
your cooperative,” Pineda explained.
Mayor Mylyn Pineda-Cayabyab also vowed the local
government’s support for the
town’s sampaguita growers
and sellers.
“We thank you for your
participation and let us continue to help one another for
the progress of our town,” the
mayor ended.
The event concluded with
the awarding of two grass
cutters, donated by Councilor
Anthony Torres, to barangays Sto. Domingo and San
Roque, Dau 1st of this town.

10 chemical sprayers.

all the requirements of the government’s auditing agency.
SGH honorees automatically vie for the Performance
Challenge Fund (PCF) wherein
chosen LGUs receive P1 million each from the national
government which will be utilized for projects supportive in
the attainment of the United
Nations Millennium Development Goals such as eradicate
extreme poverty and hunger,
achieve universal primary education, reduce child mortality,
and promote gender equality.
Apart from being a requirement for the PCF, the SGH is
also a criterion in the selection
of regional and national Gawad
Pamana ng Lahi (GPL) winners.
The Gawad is given to LGUs
for exemplary performance in
administrative governance, social governance, economic governance, and environmental
governance.
This yearly award is also an
instrument to scale-up the valuing of accountability, transparency, and involvement to
local administration and development.

38,000 Kapampangans to get PhilHealth cards
STO. TOMAS, Pampanga—
Some 38,000 residents in this province will receive their Philippine
Health Insurance (PhilHealth)
cards from the national government through the Department of
Health.
Provincial Social Welfare and
Development Office chief Elizabeth
Baybayan disclosed this during yesterday’s initial distribution of Phil-
Health cards in this town, led by the
provincial government.
The PhilHealth cards can be
used in all public hospitals in the
province, Baybayan said.
She said in Sto. Tomas town
alone, at least 687 residents were
identified as qualified beneficiaries
for the program.
The resident-beneficiaries came
from the villages here based on
the recent census conducted by the
PSWDO.
Gov. Lilia Pineda was the guest
of honor in a simple distribution
ceremony Tuesday in the covered
court at the back of the municipal
hall here.
Pineda said the giving out of
PhilHealth cards to indigent families is in keeping up with the promise of her administration to provide
indigent Kapampangans with better medical and health benefits.
With the PhilHealth ID cards,
the indigent residents may now
avail of medical care benefits ranging from allowances for hospital
room and board fees, drugs and
medicines, x-ray and other laboratory procedures as well as allowances for the professional fees of
attending physicians.
