‘Top food-processing
firms should inspire
small traders’
CITY OF SAN FERNANDO – Gov. Lilia
Pineda urged small traders in Pampanga during
the recent distribution of
loan assistance for livelihood at the Lubao Gym
to “dream big but adhere
to hardwork” to achieve
success.
Citing two of the top
food-processing
companies based in the
province, Pineda said
businesses should draw
inspiration from the
“success stories” of the
Mekeni Food Corporation and the Pampanga’s
Best. Both firms are now
two of the major players
in the country and have
earlier started to market
their products abroad,
including United States
of America, Middle East
and Asia.
Pineda said, “one of
them started with one
kilo of tocino (sweetened
pork) and is now one of
the biggest food companies in the country.”
She was referring to the
humble beginnings of
Pampanga’s Best, whose
plant is in this city.
Mekeni, on the other
hand, is based in Porac
town and is one of the top
three major suppliers of
hotdogs in the country.

of the Provincial Cooperative and Entrepreneurial
Development
Office (PCEDO), said the

Why can’t management negotiate CBA with workers?
House inquiry sought
to end CDC deadlock
By Charlene A. Cayabyab
ANGELES
CITY--A
solon has filed a resolution seeking congressional inquiry on why
collective
bargaining
agreement between employees and state-owned
firm Clark Development
Corporation may no longer be negotiated.
Cagayan de Oro Representative Rufus Rodriguez recently filed
House Bill 2989 that
seeks to correct the
flaws on Republic Act
10149, or the Governance Commission for
Government-owned or
Controlled Corporations
Governance Act of 2011.
Rodriguez’s
bill
stemmed from the decision of the CDC to freeze
its CBA with the Association of CDC Supervisory Personnel (ACSP).
Rodriguez urged the
House Committee on
Bases Conversion to
conduct an inquiry into
the controversy.
Rodriguez’s resolution noted that the CDC
froze the CBA after the
GCG informed the base
conversion body that,
“CBAs between employees and GOCC employers may no longer be
negotiated,” in light of
Executive Order No. 7
and RA 10149.
CDC employees wel-
comed the house bill.
Earlier, Akbayan Representative Walden Bello
filed House Resolution
2989 which also seeks to
correct the flaws of RA
10149.
ACSP President Victor
Barbieto said the CDC
will continue violating
the Labor Code of the
Philippines unless RA
10149 will be corrected.
The CDC management has yet to implement the CBA citing RA
10149 and EO 07 even as
the agreement has been
signed on March 2012.
CDC employees have
warned of a strike if the
management will not
enforce the CBA soon. ●

‘change’ in
4th district
By Elaine Mercado
CANDABA, Pampanga--Mayor Jerry Pelayo,
a congressional wannabe,
has offered his services as
future legislator and catalyst of change in the eight
flood-prone towns of the
Fourth District.
This came as thousands
of residents in the district
are clamouring for reform
and change of guard in Congress this coming mid-term
election as they were used
to the Bondocs who represented them in Congress for
more than two decades.
Locals said they had already given their support
in the past several congressional races to the father,
former Rep. Emigdio Bondoc; to the son, former Rep.
Rimpy Bondoc; and, to the
sister, incumbent Rep.
Anna York Bondoc.

Australian

found dead
in Clark
By Rudy J. Abular
CAMP OLIVAS, Pampanga–
Authorities are looking into the
death of an Australian national
who was suspected to have committed suicide Monday inside a rented
house at Regency Park Town House
in Clark Field, Pampanga.
The death of Paul Brian Conlon,
50, married, chief executive officer
of ICE International Technologies,
was discovered at about 1:30 p.m. by
Elizabeth Pascua Castillo, a housemaid at Regency Park.
Castillo told police investigators
she saw the lifeless body of Conlon
hanging at the wooden stairways of
the house with a piece of rope tied
around his neck.
She relayed the incident to the security guards of Regency Park who
immediately called the police.
According to Castillo she went
to Conlon’s at about 12 noon for her
scheduled house cleaning. She repeatedly rang the doorbell for several times but nobody answered.
Thinking Conlon and his live-in
partner, one Lyka Martin Santos,
were not around at that time, she
decided to open the door using her
duplicate keys. But to her surprise,
she found the Australian hanging
dead at the stairs.
Police said Santos, 27, a resident
of Lourdes Park in Bamban, Tarlac
and a nursing student at Systems
Plus College in Angeles City was at
the school when Conlon’s body was
found.
Probers said Conlon has sent a
text message “I love you” along with
their picture to her live-in partner
before committing suicide. Also
a computerized suicide note was
found placed on top of a sofa inside
the house.
Police said there are no suspicious

US$1.5-B medical care
complex to rise in Clark
By Marna Dagumboy-del Rosario
CLARK
FREEPORT--The
Medical City-Clark (TMC-Clark)
has started the construction of its
US$1.5-billion hospital care complex inside this Freeport.
During the cornerstonelaying ceremony here yesterday,
TMC President and CEO Dr.
Alfredo R.A Bengzon said TMCClark is the first component of a
larger health care complex at the
Global Gateways Logistics City
(GGLC), a 177-hectare masterplanned logistics and business
center which will house new infrastructures amounting to over
US$1.5 billion.
According to Bengzon, the
construction of the 150-bed
world class tertiary hospital complex is scheduled to be completed
by August 2014.
“TMC-Clark will have a full
complement of top quality diagnostic and treatment services,
drawing from the strengths of institutional centers of excellence.
It will also be the official medical
facility and trauma/burn center
of Clark International Airport,”
he added.
Bengzon also said that since
the hospital is situated next to an
international airport, TMC-Clark
seeks to serve the global market.
The hospital supports TMC’s
strategy to expand its presence by
developing a national network.
Bengzon furthered that TMC
network is currently composed of
two other hospitals and 20 outpatient clinics located across Metro
Manila and selected provinces.
“Now I am filled with pride
because finally The Medical City
in Clark affirms and advances
leadership position to build up
the largest operating network,” he
stressed.
He further said that with the
addition of the Clark site to TMC’s
growing network of health facilities, TMC strengthens its serious
bid for prominence in national
and international healthcare.
“TMC-Clark will serve as our
flagship center for Central and
Northern Luzon. In addition, be-
ing situated next to an international airport, the Clark location
provides an excellent platform for
building our international customer base,” Bengzon added.
TMC-Clark was launched
last December 2010.
Under the terms of agreement, GGLC will construct the
hospital according to TMC’s specifications. TMC will then lease,
equip and operate the facility.
The hospital, which will have
a 1,500-strong medical staff
complemented by a 2,700-member workforce, addresses TMC’s
strategy to expand its presence by
developing a national network.
Attending the event were
Mabalacat City Mayor Marino
“Boking” Morales; Clark Airport
President and CEO Victor Jose
Luciano; Peregrine Development
International President Mark
Williams; Chief Operating Officer Vice President Jim Spore;
Dennis Wright, Project Developer of the Peregrine Development
Corporation and TMC Chair Dr.

Lakeshore developer seeks homeowners
support to address estate ‘completion’
By Charlene A. Cayabyab
MEXICO, Pampanga-A top official of the Central
Country Estate, Inc. (CCEI),
developer of the Lakeshore estate here, has urged for homeowners’ support to address
issues raised by the property
owners such as inadequate
facilities and security protection.
CCEI Chairman Nestor
Mangio made the call amidst
homeowners’ revelation that
“not one of The Lakeshore villages can be considered complete according to the developers advertised specifications
and/or Philippine government
requirements.”
The group of homeowners
were led by lawyer Jovy Ann
Atinaja, a resident at the Venice Village.
Among the advertised facilities that were not installed
were the underground water
reservoirs, underground electrical supply system, specified
electrical 15 MVA sub-station
and automated gates.
The non-installation of
these facilities have resulted
to low water pressure, power surges, fluctuations and
brownouts among others.
Aside from these, villages
of Venice, Eastlake and Woodbridge did not have streetlights or are missing.
Homeowners also cited the
non-installation of the specified sewage treatment facility
so that the Lakeshore’s storm
drainage system discharges
directly into the two creeks
which pass through the subdivision.
“More importantly, the
homeowner’s association is
handled by the developer,
CCEI, as mentioned in the
contract between them and
the homeowners,” resident
Atinaja said.
Atinaja said that The Lakeshore Homeowners Association (TLHA) was supposedly
turned over to them by CCEI
in 2011.
“However, in December
2011, the developer ceased
all communications with
the homeowners group. We
were also denied the list of all
homeowners, access to the annual accounts, dues collection
accounts covering the period
of 2007 to 2011,” Atinaja said.
Mangio, however, said that
underground tanks and electrical installation, were only
for the Aiola villages. Mangio
said homeowners preferred
manned-manual gate rather
than automated gates when
this issue was discussed to
them.
Also, Mangio said power
failures were concerns to be
raised with Pampanga Electric Corporation (Pelco) and
Pampanga Rural Electric Cooperative, Inc., (Presco).
“We invested P511 million
in electrical lines since the Pelco and Presco are incapable of
making an investment of this
much. All for the benefit of the
residents of Lakeshore,” Mangio said.
In terms of the sewerage
treatment plant, Mangio said
it was a mandatory requirement.
“In fact, a three chamber septic tank is allowed by
the Department of Environ-
ment and Natural Resources
(DENR) and when the DENR
inspected the discharge of water, they saw that it was clear,”
Mangio said.
With security issues, Mangio said they have formed a security office to address reports
of theft inside the subdivision.
He also said, security is being
augmented with the support
of the peace and order program of Governor Lilia Pineda
with the roving patrols from
the Mexico town police and
army detachment.
“Aside from these efforts,
security is a communal task.
Homeowners should cooperate to the developer in terms of
safety. If they can even afford
private guards, they should
have one,” Mangio said.
Mangio said his communication lines are open to the
homeowners to discuss these
issues including the turnover
of TLHA to them.
“I’m open for communication anytime provided they
come up with solutions to
these problems then we can
discuss,” Mangio said. ●

NGCP ensures reliable grid for 2013 elections Priest joins bird
census in Bataan
MEXICO, Pampanga--In time for
the upcoming May elections, the National Grid Corporation of the Philippines (NGCP) commits to the public
that the country’s power grid will remain reliable and stable during the crucial political event.
NGCP formed a special task force
which will be responsible for the smooth
transmission of electricity and creation
of contingency plans and measures
during the election.
According to NGCP Spokesperson,
Atty. Cynthia Alabanza, NGCP’s task
force will commence its operation as
early as February 2013 and will work
24/7 from May 10 to 17, 2013, covering
the date of the election which is May 13.
“NGCP creates a task force every election season to guarantee uninterrupted
power transmission, and this election
will be no different. Part of the task
force’s mandate is to secure the lines and
substations from any threats to avoid unplanned outages,” explained Alabanza.
“Of course, NGCP can only guarantee that there will be no transmission
related interruptions. Any power interruption caused by other factors, such
as generation deficiencies, or those
pertaining to distribution utility operations, are beyond our control,” she
stressed.
As part of its preparations, NGCP
will defer its regular maintenance activities one week before and one week after
the election to make all the transmission assets available for power delivery.
Alabanza assured, “We will make
sure that power delivery is excellent
and transmission lines and equipment
are at their best to ensure that we have
electricity for the voting machines.”
Earlier this month, the Department
of Energy (DOE) created a Power Task
Force intended to secure the country’s
power supply for the mid-term elections. Together with other energy agencies, NGCP is also a member of the said
task force.
“NGCP’s task force is aligned with
the Power Task Force created by DOE.
We shall be in constant coordination
with them and with other agencies in
the power industry, to ensure that we
have a power interruption free election
this year,” said Alabanza. ●

And the winner is...
Propaganda, especially its black
variety, is a common trick for politicians all over the world and ours in
the Philippines have mastered it to
the point that many seem to know
nothing more than it in the campaign.
The electorates want to know
more about their candidates-assuming that there are more of
these kinds of voters than those
who only go after what the politicians can give them, and information about their bets will be enough,
sometimes too much.
The mudslinging and propaganda levelled by some politicians
against their opponents sometimes
have positive result to the constituency. Provided that they are true,
they give the voters a real glimpse
of the candidates they will vote for
in the election. False, they mislead
the public on the real motives of
their elected leaders.
Given that we live in a world of
prejudice, many voters do not dig
deep on issues and just act on
the face value of information given
them. True or not, they are swayed
mostly by what is fed by some
quarters. This is where the negative effects of propaganda sink in.
In the elections, nothing beats
the discerning voter who exerts a
little more effort to know who their
candidates are and what they are
made of.
Toys for the big folks
I was having few drinks with my friends one
time after an overtime work. They’ve been my
friends since college days and we are just like 25
or 26’s.
You know, when you reach this age and you’re
still single? You still enjoy talking about courtships, relationships, commitments and toys.
Yes, TOYS! I just love festooning with action
figures like Marvel superheroes (my personal collection are the Avengers), Matchbox, Hotwheels,
Black Bandits, antique toys and collectible dolls.
Add to these legos, limited edition collectibles (I
am a big fan of Petron collectibles that I bought all
Porsche models in one time) and die-cast Greenlight corvette series. Oh, before I forget, my birthday is fast approaching and I’m planning to start
collecting Mustang this time, so you know what to
wrap. Back to my friends, I told them about this
place we are hanging out lately, Nona’s Kitchen,
which is like a collector’s house and this guy running the restaurant has an Ultraman and Mask
Rider Black vintage collection for sale. My friends
were all excited to visit the place one time.
Wait! Before you start mocking us (though I
seriously believe you shouldn’t because I see nothing wrong with what we do for fun), young adults
talking about toys is nothing to laugh about.
Well, maybe for some, they find it weird and collectors are sometimes stereotyped as geeks. But,
who cares? Geeks are the new “rock stars” now. I
met these friends again a few night ago and for
nth time we were talking about these toys again
and how they found a new T-hunt collection or
the treasure collection wherein only 12 toy cars
are released in a year. Only one car is released
every month! They have a very high price in the
secondary market. Like my friend bought this
one Hot Wheels for about P89 and, if he likes to
sell it, could resell it for about P500--or higher
depending on the buyer. Die-hard fans tend to
shell out more for an item.
After some time of exchanging facts and other ideas about toys, out of nowhere I asked them,
are we pathetic for still enjoying the collection of
toys? Toddlers are supposed to be the ones doing
this. Then, we started talking about Gloc 9, Ryan
Agoncillo and other toy collectors. And that was
when the real conversation began. We started figuring out the reasons why some people at this age
still collect toys.
We started sharing our childhood days when
Ipod and PS3’s were out of fad and action figures
and Barbie dolls were in. I told them how I so
wanted to have an original Barbie doll back then

Dear Sir:
Congratulations for a widely-read and respected paper. I noticed that your publication is fair and balanced. Regarding
your column “Upper Cut” on January 15, 2013, I agree with your observations that the Department of Public Works and
Highways (DPWH) appears incompetent and, worse, insensitive to the thrust of the Aquino government of cost-cutting
and pro-people stance. The over-designed and expensive overpass insults the government because the DPWH people in
San Fernando do not seem to agree with good governance.
The messy traffic caused by construction in front of Robinson Starmills and the bridge constructions along Jose Abad
Santos all point to lack of synch with the PNoy administration. And, if I may add my personal observation, DPWH-3 has
neglected the Ninoy Aquino Highway at San Roque, Magalang. It has remained unattended for a whole year in 2012. In
fact I have photographic evidences for this.
May I suggest a generic solution to all of these stupidities among all national and local government agencies? The
elected officials are evaluated every three years. Those who make good are returned.
So that the policy of PNoy “Kayo ang boss ko” is actualized, can I recommend that Client Evaluation be instituted?
How? A mechanism of evaluation thru texts/authorized independent surveys be made every six (6) months, so that directors, et. al., are properly evaluated thru a scheme used by the people who pay for their services. These should be wellstudied and strong sanctions put in place for poor services. In brief transparency and accountability!
Is this not possible, sir?
Very truly yours,

ELECTION COVENANT:
PROTECTING THE
FREEDOM OF CHOICE
TEXT BY JENNA LUMBANG
PHOTOS BY LEO VILLACARLOS & GVJJR
“
That we shall conduct our campaign and activities in accordance with Fair Election Act of
Republic Act 9006 and rules
in the spirit of good grace and
friendly rivalry...”
Provincial political candidates
affixed their signature in agreement
with this phrase during the signing of
an election covenant at the San Guillermo Church in Bacolor, a historical
place for a momentous event in the
province.
Through the initiative of the
Commission on Elections (Comelec)
Pampanga, Provincial Police Office
(PPO), Department of Interior and
Local Government (DILG) 3, and Parish Pastoral Council for Responsible
Voting (PPCRV), the covenant was
conducted to ensure peaceful and fair
2013 elections.
As early as five o’clock in the
morning, the candidates for the
May 2013 elections spearheaded the
unity walk around the town proper of
Bacolor and, together, they trooped to
the church for the mass intended for
them.
Despite different political colors
as apparent in the t-shirts of some
candidates, the activity, according
to Atty. Lydia Pangilinan, provincial
election supervisor, manifested that
their heart is one in encouraging the
Kapampangan to exercise their right
of suffrage with sincerity and vigilance.
She added that aspiring leaders of
the province showed sportsmanship
and friendly rivalry for attending the
event and sitting beside one another.
“With this activity, we have delivered the message to the Kapampangan that our future leaders promote
peaceful election and friendly competition,” said Atty. Pangilinan.
As stipulated in the covenant, the
candidates are expected to uphold
the principle of democracy, will not
corrupt voters with money or impose
their will by way of force, violation
and intimidation; abide by the rules
and regulation enunciated under
Comelec Resolution 9561; and, will
cooperate with the commission in
every manner consistent with the
sanctity of the ballot and the electoral
processes.
Vice gubernatorial candidate and
former Lubao Mayor Dennis Pineda
shared his conversation with Among
Ed Panlilio, who was seated beside
him during the signing.
“We did not talk about politics.
I think that is not the right time to
open such topic. We simply exchanged
remarks about our physique,” Pineda
disclosed.
Meanwhile, Gov. Lilia Pineda,
who is not physically fit to join the
unity walk after her cholesystectomy
(removal of gall bladder), came to sign
the covenant.
Pineda reminded the candidates
to campaign without mudslinging
and instead present their platforms
truthfully.
“Election is the time to unite the
people and not to divide the province
with harsh words and erroneous information,” emphasized Pineda.
Also present in the covenant signing were vice gubernatorial candidate
Atty. Amalia Cayanan, Cong. Aurelio
Gonzales, Second District congressional candidate Atty. Vivian Dabu,
incumbent board members Cris
Garbo, Salvador Dimson, Monina
Laus, Trina Dizon, Ric Yabut, and
Nestor Tolentino, aspiring board
members Engr.Dinan Labung, Engr.
Rosve Henson, Mexico Mayor Teddy
Tumang, Councilor Anthony Torres, Coun. Cherry Manalo and other
candidates of Kambilan, Liberal Party
and independent contenders.
The event was witnessed by Atty.
Lydia Pangilinan, members of the
PPCRV, Fr. Jesus Manabat (Parish
Priest), Pampanga DILG Director
Myrna Favia and PPO Director Senior
Supt. R’win Pagkalinawan.

750hp Arabian supercar to be
unveiled at Qatar Motor Show
When the Qatar Motor Show opens its
doors from January 29 to February 2 at the
Doha Exhibition Center, the main attraction won’t be a Ferrari or a Lamborghini.
Instead, the centerpiece will be a car called
the Lykan Hypersport, touted to be the firstever Arabian supercar. Built by Lebanonbased W Motors, the Hypersport is a veritable attraction even on paper alone. Consider
these numbers:
* 750hp and 1,000Nm (flat-six twin-turbo
engine);
* 0-100kph in 2.8sec (acceleration);
* 395kph (maximum speed);
* $3.4 million (price in US dollars)
Another impressive number about the
car is seven. That’s the exact total of units
to be produced. Talk about exclusivity.
All of a sudden, the 500-unit production
run of the Lexus LFA seems too plebeian.
“When we initially set up the company
in Beirut, our launch event attracted thousands of people from the automotive industry, media, politicians and VIPs,” said W
Motors chief executive officer Ralph Debbas. “Not only did we usher in the formation
of an exclusive automotive industry in the
region, but I do believe that our first model,
the Lykan Hypersport, raises the bar for hypercars worldwide.”
Among the many incredible features of
the car are:
* Diamond-encrusted LED lights;
* Gold-stitched interior leather;
* Reverse door opening system;
* 3D virtual holographic display with tactile
interaction;
* ID4Motion interactive dashboard
And because the asking price is truly eyepopping, W Motors is throwing in a couple
more perks for every buyer of this hypercar:
* 24-hour dedicated concierge service; and
* Special-edition Cyrus Klepcys watch
(worth more than $200,000)
According to the company, the first units
of the Hypersport will be delivered to their
lucky (and filthy-rich) owners in September
this year.--Topgear.com.ph
China’s giant transport plane takes flight
BEIJING-The
Chinese
military’s first homegrown
long-range transport plane
has flown for the first time,
extending Beijing’s impressive record of new warplane development.
But the Xian Y-20 (“Y”
for Yun, meaning “transport”), roughly in the same
class as the U.S. C-17 or the
Russian Il-76, is probably
still a long way from being
fully operational — to say
nothing of it being militarily effective. A lack of custom engines limits the new
plane’s potential.
State-owned China Central Television depicted the
four-engine jet transport
taking off from what was
probably the military airfield in Yanliang, central
China, home of the People’s
Liberation Army Air Force
testing establishment. The
Y-20, still wearing only
its yellow primer paint,
flew what appeared to be a
short test flight and landed
in front of a crowd waving
Chinese flags. It seems the
transport’s landing gear
stayed down for the entire
sortie — a standard precaution in early tests of new
planes.
“The successful maiden
flight of Yun-20 is significant in promoting China’s
economic and national
defense buildup as well as
bettering its emergency
handling such as disaster
relief and humanitarian
aid,” the government-run
Xinhua news service announced Saturday.
The Y-20 is the latest
in a chain of new Chinese
airplanes. Since late 2010
Beijing has debuted two
stealth fighter prototypes;
a new carrier-based naval
fighter; plus radar and patrol planes, two gunship
helicopters and, now, a
heavyweight cargo plane at
least as capacious as Russia’s workhorse Il-76, which
China also possesses and
which seems to provide the
basis of the Y-20′s design.
Beijing may also have acquired some of the C-17′s
blueprints from a spy working at Boeing.
The Y-20 first appeared
in blurry snapshots posted
to Party-friendly Chinese
Internet forums in December — Beijing’s standard procedure for rolling
out major new prototype
weapons. A series of overhead images provided by
U.S. commercial satellite
operator GeoEye in early
January provided more
detail. In contrast to the
high degree of official secrecy surrounding other
new warplanes, Beijing
promptly announced the
Y-20′s existence — a move
that trade magazine Flightglobal called “remarkable.”
As with China’s other
new warplanes, the Y-20
prototype is apparently
fitted with older, Russian-
made engines rather than
purpose-designed motors.
A lack of suitable powerplants has slowed progress
on many of the new planes.
The Y-20′s current D-30
engines are low-bypass
models better suited for supersonic fighters than an
efficient, slow-flying cargo
hauler. Beijing has poured
billions of dollars into developing new engines but so far
has little to show for it.
“The giant aircraft will
continue to undergo experiments and test flights
as scheduled,” Xinhua said
of the Y-20. But that doesn’t
mean the new transport
is close to being ready for
frontline use.--WIRED
Samsung takes
over U.S. medical
equipment firm
SEOUL -- South Korean tech giant
Samsung Electronics Co. said Tuesday it has acquired a U.S. medical
equipment firm as part of efforts to
bolster its healthcare business.
Samsung Electronics America
acquired NeuroLogica, a leading
computed tomography (CT) company
headquartered in Danvers, Massachusetts, the company said in a press
release.
Financial terms of the deal were
not disclosed.
Samsung’s U.S. unit will control the
U.S. medical equipment maker, which
develops medical imaging products
and portable CT scanners.
“The acquisition of NeuroLogica is
another important step in the expansion of Samsung’s medical imaging
business and is a testament to our
shared vision for a better and more
complete healthcare experience,”
said Tod Pike, senior vice president
at Samsung’s Enterprise Business
Division.
The move is the latest in Samsung’s efforts to diversify its revenue
sources and nurture new growth engines. In 2010, the group announced
plans to invest 23.3 trillion won (US$
21.5 billion) in the energy and healthcare sector.
As part of the plan, Samsung
has acquired Medison, a local diagnostic ultrasound manufacturer, and
the healthcare division of San Diego,
California-based ITC Nexus Holding
Company.
Analysts and market watchers
have been raising concerns on Samsung’s high dependence on its mobile
business, which generates more than
60 percent of the company’s operating
profit.
Samsung is the world’s top maker
of smartphones, flat-panel TVs and
computer memory chips.

SBMA posts record P789-M profit in ‘12
SU BIC F R E E P ORT--The
Subic Bay Metropolitan Authority has achieved an all-time high
profit in 2012.
Based on preliminary figures
presented during the recent SBMA’s strategic planning conference, the agency posted a record
profit of P789 million in 2012, a
drastic turnaround from the P1.2
billion loss in 2011.
SBMA chairman and administrator Roberto V. Garcia said
the turnaround was due to increased revenues, reduced operating expenses and a favorable
exchange rate.
He said the SBMA’s revenue
increase of 16 percent against
2011 was brought about by new
major projects in seaport operations such as the Vale ore transhipment project and the start
of commercial operations of the
Phase 2 of the new container
port.
Coupled with an aggressive
collection campaign on existing
accounts, new revenue streams
were created through increased
admission fees on importations

BFAR: No red tide
in Central Luzon
By Joelyn G. Baluyut
ANGELES CITY –The Bureau of Fisheries
and Aquatic Resources Region 3 (BFAR-3) declared Central Luzon’s three provinces, namely: Bulacan, Bataan, and Zambales, as free
from toxic red tide.
In Shellfish Bulletin No. 02 dated January
23, BFAR said coastal waters of Bulacan and
Bataan with towns Mariveles, Limay, Orion,
Pilar, Orani, Abucay, Samal, and Balanga City,
and Masinloc Bay in Zambales remain free
from paralytic shellfish poison based on the
latest laboratory results of the bureau and local government units in their respective areas.
BFAR Regional Director Remedios Ongtangco added that shellfish collected from the
said provinces can be gathered, harvested, and
sold in markets for human consumption.
Meanwhile, shellfishes found at Dumanquillias Bay in Zamboanga del Sur, and Murcielagos Bay in Zamboanga del Norte and Misamis Occidental are still positive from red tide
that is beyond the regulatory limit.
All types of shellfishes and Acetes sp. or alamang gathered from the said bays are not safe
for human consumption. Fish, squids, shrimps
and crabs are, however, safe provided that they
are fresh and washed thoroughly, and internal
organs such as gills and intestines are removed
before cooking, she added. ●
defray municipal expenses that
were previously subsidized, he
said.
Due to the SBMA’s comprehensive austerity program, the
operating expenses have decreased by seven percent.
Likewise, salaries for employees dropped by seven percent as
a freeze-hiring policy was implemented and manpower count
was decreased.
Repairs and maintenance also
decreased by 46 percent and advertising was slashed by 35 percent compared to 2011.
As a result, earnings before
interest, taxes and depreciation
jumped from P329 million in
2011 to P629 million – a 91 percent increase.
Due mainly to favorable exchange rates, unrealized foreign
exchange posted a gain of P1.1
billion in 2012 from the previous
year’s FOREX loss of P566 million.
In the meantime, the SBMA’s
2013 strategic planning session
focused on developing new initiatives to sustain and improve
further SBMA’s financial posi-
tion in the coming years.
New strategic initiatives concentrating on the seaport, airport, tourism, and commercial
and industrial leases were formulated, targets were set and
detailed plans of action were
submitted and approved by the
SBMA Board.
SBMA wanted to ensure it
would be ready and able to take
advantage of the present upsurge
in the country’s strong economic
performance especially in attracting foreign investments,
Garcia added. ● (PNA)
Ebdane cites Zambales gains
By Butch Gunio
IBA, Zambales--Gov. Hermogenes E. Ebdane Jr. on Monday delivered his third State of the
Province Address (SOPA)
and announced the gains
made by his administration in various areas of
public service.
Addressing residents
and public officials in a
ceremony at the People’s
Park here, Ebdane enumerated advances made
by the provincial government in health, agriculture, infrastructure,
tourism, human resource
management, community
development, peace and order, public access to information and social services.
He added that despite starting out
his term as governor with very limited
resources, his administration has succeeded in implementing most of the
projects and programs he has laid out.
“Through proper planning, budgeting, revenue mobilization, financial
management and budget execution,
procurement and resource mobilization, we have now arrived at a more
progressive and developed Zambales,”
Ebdane said.
“It is not enough to dream of progress. We should work hard to achieve
it,” he said. “Progress doesn’t happen
in an instant. It is attained
through everyday struggle.”
At the same time, Ebdane pointed out that the
achievements of his administration would not have
been possible without the
unity among Zambaleños
and the cooperation given
by the Sangguniang Panlalawigan, local municipal
and barangay officials, national government agencies, and community organizations.
He said that the unity and support
from various sectors enabled his administration to undertake in the past
two-and-a-half years some P56-million
worth of road and bridge projects; construct P68.5-million worth of school
buildings; improve two protective
dikes; install modern medical equipment and procure a fleet of emergency
vehicles for the three government hospitals in the province; renovate and
modernize the Zambales Sports Complex; and construct research and liveli-
hood training centers and new potable
water systems.
The governor also said that the provincial tourism industry was given a big
boost by the hosting of various sports
events and festivals to showcase the
natural and cultural attractions of the
province.
At the same time, the agriculture
sector got full government support in
terms of budget and logistics assistance
with the implementation of projects
that benefited over 7,000 farmers and
fisher folks, as well as over 400 fishpond operators.
After the address, Ebdane also announced the release of some P64 million for the 230 barangays in Zambales.
The fund will involve P200,000
worth of aid to each barangay and the
procurement of 15 L300 service vans
for the Association of Barangay Captains of each 13 towns, the Federation
of Barangay Captains in Zambales, and
another for the remote barangay of Acoje in Sta. Cruz.
Ebdane said his administration will
continue to improve services to the
public by implementing projects identified in Blueprint 2020, the comprehensive provincial development plan
formulated under the direction of the
governor. ●
Indian traders robbed while collecting money in Marilao
By Froilan E. Magtoto
CAMP OLIVAS, Pampanga--Two Indian national businessmen were held up while collecting money by a lone suspect
in Marilao, Bulacan last Sunday.
The victims were identified
as Sander Singh, 26, and Ruman
Preet, 25; both residents of Villa
Roma Subdivision, Barangay
Saog, Marilao, Bulacan.
The suspect, on the other
hand, was identified as Rex Calinawan, 32, driver, a native of
Davao but now a resident of 43-A
P Faustino St. Punturin, Valenzuela City.
According to police investigation, Sandeer and Preet were on
board their motorcycle in Bacood Street, Barangay Patubig,
Marilao at about 2:30 p.m. to
collect money from clients when
Calinawan parked his motorcycle
alongside the victims’ vehicle.
Then as soon as the suspect
alighted from his motorcycle,
police said, he poked a gun as he
announced a hold up to the two
victims.
Police said the suspect took
away money and personal belongings of the victims.
But when Calinawan was fleeing aboard his motorcycle, the
Indian national took advantage
of the chance and shouted for
help alerting bystanders in the
area who ran after the suspect.
The bystanders turned over
Calinawan to police authorities.
Recovered from the suspect
were a caliber 38 revolver without markings, P1,290 cash, cellphone, one shoulder bag and one
tooter, an illegal drug paraphernalia.
Calinawan is now under the
custody of the Marilao Police
Station as a criminal charge is
being prepared against him. ●

GEMINI (MAY 21-JUN 21)
You will find trustworthy people to help you with your ideas today. Your abilities in guiding groups
may find you interested in helping a Scout group or in some volunteer group later today. If this does
not fit your definition of a way you could help--find one for yourself. It is important to share your spirit
and your knowledge in a volunteer program. Start out slowly but add additional days when you can.
You will find that any nervousness will become mellow as you involve yourself in this program. Others
may find you especially witty and eccentric this evening. You may have insights or breakthroughs
concerning your living situation or life circumstances. You find ways to be entertaining--no one is
interested in the television.
CANCER (JUN 22- JUL 22)
You have a great deal of understanding and sensitivity to the needs of others and as usual, you may
find yourself listening to a multitude of problems. If you have a calendar available, with your schedule,
you will be able to stay on your time schedule and stop for a few minutes to visit or be helpful to
someone before your next meeting. Your calendar is full today but you can create some time later
today for a consultation with someone . . . they can use the time to write down the questions they will
want to ask. Your communication abilities are easily understood and accurate. You may have some
psychic visions this afternoon. Stay in the moment and avoid the traps of worry, especially about
things you cannot control.
LEO (JUL 23 - AUG. 23)
You will assert yourself with confidence today--others need your guidance. People will listen and
see the importance of doing things with your guidance. You stay up-to-date with the times as you
constantly gain information through reading up-to-date reports and through educated friends in the
business world. You know a little about almost everything and you enjoy conversations that increase
your information. This temporarily quenches your need for mental stimulation. This is one of the best
days for work, love and passion. Take lunch with a friend or loved one today. Spend special, uninterrupted times with a loved one each day--even if it is of short duration. Whatever it takes, begin a habit
that will help to deepen your relationship now.
LIBRA (SEP. 23 - OCT. 23)
Your career will get a boost today and many doors of opportunity will open?there are lots of choices.
Seemingly, all of a sudden--everything is going your direction. Now is when the energies to succeed
are most active; moving forward with your goals is a good thing and possible and you should take
advantage of every moment. Plan an excursion with your loved one(s) soon, something that would
create uninterrupted time together, such as time working together in camping or bicycling, touring or
visiting a tourist attraction. This time presents the opportunity to talk and get to know each other’s
dreams and hopes. This evening is a good time to face unfinished personal business, calls you need
to make, letters you need to write, etc.
SCORPIO (OCT. 24- NOV. 21)
Secondary jobs are as much a part of your life as a regular job routine. Now that the holiday job opportunities are over, you may be looking for another type of second job. Setting up a small business in
your home may take priority. Taking chances with your creativeness can bring big rewards your way.
You could be lecturing or writing today--you will find that your ideas are easy to understand. Young
people play a big part in this afternoon’s agenda. You are appreciated and admired for your thoughtful
ways. New ways to communicate will bring a lift to your mental energies. Listen to the advice that a
partner or loved one gives to you this evening. There may be some small adjustment to make that will
help you work out some ongoing problem now.
SAGITTARIUS (NOV. 22 - DEC. 21)
If you work for a large company, you may want to find ways in which to influence the superiors to put
in an exercise room in the building for the employees. You will be thinking along improvements in your
health as well as some stress relief techniques for all. This is a good workday with lots of interaction
and success at solving any problems that should arise. Writing down your thoughts is the best way to
get a good focus. You can plan and express clear thoughts after a review of your notes. After some
research, you will find answers that will help you complete a task that has been hanging undone for
some time. Friendships and involvement in group activities play an important part in your evening.
Music is a good reason for the gathering.
CAPRICORN (DEC. 22 - JAN 19)
An attitude of flexibility will help you to accomplish what you set out to accomplish today--especially with
young people. Authority figures are watching and although you have not received much attention lately, do
not think that you have been forgotten. Keep that sense of humor--you could turn an angry customer into
one of your best advertisers. Investment opportunities may be presented to you this afternoon. You may
decide to make changes in your budget today, allowing you some different ways to invest. Before giving
up any green-colored paper, check out the credentials of this new company. Take some time to listen to
those around you--at work and home. Tonight is important for sharing with loved ones. Romantic plans
can be made.
AQUARIUS (JAN. 20 - FEB. 18)
Business partnerships need your concentration now. There are conferences, reviews, encouraging news
and plans to be constructed. Plans could be written out each day and reviewed the next morning. Longrange and long-distance matters will be in focus soon so any plans along these lines can be coordinated
soon. Social get-togethers can wait awhile so your concentration should be either on work or home; now is
the time to do a bit of work. Away from work, your relationships are important--other matters will grab your
attention later. Create a comfortable area to converse and chat with those your love. Read, see a movie, update your paperwork or clean the refrigerator--and all those things that you decided not to handle last year.
PISCES (FEB. 19 - MAR. 20)
There is some nervous frustration today that could make it difficult to make wise decisions in the
workplace just now. Work, achievement and ambition have a deep meaning for you and you put a
lot of effort into getting things organized and completed. Any difficult clients or co-workers are easier
to experience than you think. You will be able to handle emotionally charged issues and may even
be able to look at the lighter, more positive side of difficult situations. Consider a shopping trip today,
but do not splurge as a way to vent your emotions. Perhaps a friend would like to join you. Compare
prices and you will be pleased with the results. With your batteries recharged, you may want to enjoy
a movie this evening.

was the signing of the pledge by the

candidates, the lighting of the unity candles and releasing of white
balloons to signify peace.
The activity was organized and
spearheaded by the Police Regional Office 3, headed by Chief Supt.
Edgardo Ladao, the Police Regional Director.
Ladao said this is to ensure a
secured and fair elections in 2013.
Among the notable individuals who attended and signed the
covenant were gubernatorial candidates Gov. Lilia “Nanay Baby”
Pineda and Eddie Panlilio; vice
gubernatorial bets Dennis Pineda
and lawyer Ma. Amalia Tiglao-Cayanan; Rep. Aurelio “Dong “ Gonzales; and several candidates for
board member of the four districts.
Mylene Garbo Mallo and Mary
Joy Estrada, both students and
residents of the City of San Fernando, said they joined the unity
walk and mass to pray for a clean,
peaceful and orderly elections.
“Sana walang kaganapan na
marahas dahil marami ang madadamay,” Mallo said.
While Estrada said, “Ako, panalangin ko na sana magkaroon ng malinis na hangarin ang mga kandidato
at ‘yon ay upang makapagsilbi sa mga
mamamayan. Ngayon ako makakaranas kung paano ang pagboto.
Sana walang masamang mangyari.”
Further, religious groups asked
for unity in achieving a safe and
fair elections as they alternately
prayed in public.
Police estimated the crowd to

Three-term Mayor Jerry Pelayo, president of Pampanga Mayors’ League, has offered himself as an alternative legislator in Congress. He is the official congressional candidate of KAMBILAN local party in the eight
towns of the province.
Pelayo, who has been described as “performer” and
action man in his town, said that he cannot do it alone,
he needs the support of the majority of the Kapampangans in the Fourth District.
The Bondocs are known for having an established
political machineries since the time of their father and
many believe that their supporters are still intact.
Pelayo said that he is amenable that they are facing a
political giant in Fourth District.
“But I have the courage and conviction that we can
do it through the help and active involvement of the
marginalized villagers who were neglected and deprived of needed development for several years. Sino
bang tinalo ni David? Hindi ba’t ang higanteng si Goliat?” Pelayo said.
Pelayo said during his caucus with the people in
various towns, he had listened to clamours and request
of the people for change.
“Naibibigay naman daw ang mga aspaltadong daan
subalit ilang buwan lang nasisira. May nagagawang
sementadong daan subalit hindi nagtatagal ay bumabagsak. Naipaayos ang slope protection ng Pampanga
River pero dagliang nagko-collapse. Through the effort ng nakaupong kinatawan sa kongreso, maraming
nauubos na pondo ang gobyerno,” he said.
It can be noted that there had been several attempts
in every election to topple down the incumbent Bondocs but to no avail.
However, Pelayo said he is optimistic that his congressional try will never fail as for the first time, a challenger like him has the full backing of almost all local
chief executives in the Fourth District and he has the
full trust and support from Governor Lilia Pineda.
“But the most important thing is the peoples’ trust
and confidence in my leadership and this will lead us to
victory in the upcoming election,” Pelayo added. ●

provincial government has allotted
at least P39 million for its loan assistance for livelihood benefitting
5,030 small traders in Pampanga as
of last week.
Gatus, Pineda and Second District Board Member Olga Frances
David-Dizon led the distribution of
215 beneficiaries in Lubao town on
Friday.
The latest beneficiaries of Negosyo king Panyulung Program (NPP)
included persons with disabilities
(PWD).
Gatus said Pineda had initially
allotted P10 for NPP which increased to almost four-fold in less
than two years.
“It’s a very good program pushed
by the governor. Many are benefitting, notably those who really deserve the assistance,” said Gatus,
whose office assisted Pineda in the
turn-over of P1.9 million to beneficiaries at the Lubao Gym.
Gatus said the loan assistance is
payable in six months to one year at
no interest. He added that the loan
ranges from P5,000 to P10,000 per
person.
Pineda, in her speech, urged the
beneficiaries “to make the most of
the assistance.”
Georgia Del Mundo of Cangatba,
Porac said “it’s indeed a big help.”
She added that she had used to get
her capital from loan sharks, reducing her opportunity to earn more.
“I wish the governor starts more
projects that can help the poor who
want to rise from the bondage of poverty,” said Del Mundo in the dialect.
Pineda also turned over “NegoKart” to some of the NPP vendorbeneficiaries. ● JP

UA professor, so she spends most of her time in school.
On her spare time she’s studying her lessons but I never
had resentment on her. I understand because she was the
bread winner of the family and I loved her all the more
for that. So since having a Barbie at that age is kinda high
maintenance thing, I asked my brother to make me a
toy gun made up of pieces of lumbers pero nung naiinis
siya, kasi nakikialam ako, sinira din niya. I played a pellet gun instead and played drama. I was the cop (Caught
myself grinning again as I write this. LOL!). One thing
people don’t know about me is that I’ve always wanted
to take criminology aside from journalism. When I grew
up I started fantasizing about cars, and since I can’t have
those sports and muscle cars, I started collecting die-cast
cars. On my part, it was a frustration and there was fulfilment enough whenever I get one.
Nostalgia could be another reason. It is when you
collect something that brings you back in a time that
perhaps brought you ultimate bliss and you keep finding
ways of bringing yourself back to that feeling. A die-hard
fan is one who is simply fascinated with the characters
and super powers of his favorite fiction movie since he
was a kid. Influenced by friends, or maybe we can call
it peer pressure, may also be a reason. When all of your
friends are collecting and you don’t wanna be left out,
you start collecting until such time you learn to love it,
too. The last reason we figured out is it’s a fad and perhaps some think it’s cool.
Just for emotional benefits? Some of these collectors
have made their hobby a business, too. It’s funny how
house and lots depreciate in time while these toys’ values
skyrocket in time in the secondary market. They have
become more of an investment now, huh? So, we better
find those treasure hunt collectibles before die-hards get
to find them first. Collections are not just for kids anymore. Beware kids, the children-at-heart are back on the
game. So, see you at toy cabinet displays and let the treasure hunt for the collectibles begin! ●

‘Hindi po ako tibo!’
P
angunahing isyu tungkol
kay Julie Ann San Jose
ay yung tomboy daw siya.
Tibo o lesbian kung siya ay
tawagin sa mga blind items.“Ay,
hindi po. Boyish lang siguro ako
lalo noong high school, but hindi
po ako lesbian.”
And to disprove the rumor,
ayan nga, dalawang lalaki ang
bigay sa kanya ng GMA 7 as love
team. Una na si Elmo Magalona,
pero no way silang magwagi
dahil halatang gimik lang yung
sa kanila. Kasi nga, may Lauren
Young sa totoong life si Elmo.
Kaya ngayon, si Alden Richards
ang ipinapareha kay Julie Ann.
Pero sa ngayon di naman daw
nanliligaw sa kanya ang binata.
“I know gasgas nang sabihin
but we’re really just friends,” sabi
niya.
Some fans of her love team
with Elmo Magalona bashed
Alden because of this, but
they’ll hate it even more that
GMA7 plans to build up Julie
Anne eventually as a solo artist,
--Julie Ann San Jose
especially now that it’s common knowledge that Elmo’s real
squeeze is Lauren Young.
“Platinum na ang self-titled
album niya,” sabi ng isang GMA
executive. “We’re hoping magdouble platinum. Hindi naman
puwedeng forever she’s banking
on their love team so she’ll have
a solo concert sa Music Museum
in April and in L.A. in May in
time sa 19th birthday niya.”
Panahon na raw para gawing
solo artist si Julie Ann.
“Kasi she’s so talented, young,
fresh, has a good reputation
and wide appeal kaya ang fans
niya sa social media come from
all ages. She can best represent
our products,” sabi ng marketing head Darryl Mico Chan na
siyang kumuha kay Julie Ann.
Ano na nga pala ang nangyari
sa kanyang supposed audition sa
Miss Saigon sa London? “On the
day na scheduled ako, I got sick,
lost my voice, ‘di ko talaga kinaya
so I didn’t make it. Iniisip ko na
lang it’s not really for me.”

Boy Abunda’s
new advocacy
KING of Talk Boy Abunda admits he’s a Mama’s boy. He
puts up the foundation Make Your Nanay Proud in honor
of his Nanay Lesing. It encourages all of us to show our
love to our moms by doing something that will make our
nanays proud of us. Backed by both private companies
and government agencies in this effort, Boy recently hosted the first Council of Advisers meeting for “Make Your
Nanay Proud (MYNP)” with Willy Ocier at the Makati
Shangri-La Hotel, attended by MYNP’s Council of Advisers Washington SyCip, Miguel Belmonte, Martin Concio,
Emil Yap, Boy So, Katrina Ponce Enrile, Joanne ZapantaAndrada, Jason Buensalido, Tony Tuviera and Tessa Prieto-Valdez. In his speech Boy said: “There are groups that
take care of the environment, the poor, children,
and many other sectors. I want to focus on
mothers because by taking care of our mothers, we inspire people to be better people, we
strengthen families and we build stronger
communities.”
Aside from his own mother Nanay Lesing, Boy also dedicated MYNP to Conchita
Sunico who was his second mother as a
probinsyano in Manila.
Mike Sicat, Boy’s long-time friend sits as
president of the foundation. He holds
a masters degree in engineering
at Stanford University and
is also an advocate of loving
mothers. He says that a nurturing son or daughter will
help nurture a community.
Manila-based MYNP is
invitational for now. Soon, it
will be open to everyone who
loves their mother.
Former “Miss Saigon” lead
actor Ima Castro sang a beautiful rendition of “Ugoy sa Duyan.”
Actress Angel Aquino recited a
poem by Maya Angelou: “Mother: A Cradle To Hold Me.” Other
members of the MYNP Executive Committee are Nini Borja,
vice president; Carlos Munda,
program director; Gasper
Gozo, secretary general; Aileen Robles, treasurer; Atty.
Wendel
Dimaculangan,
corporate secretary.
“But there is intent to show it at the filmfest this year,” pagre-reveal ni
Sir Deo.
“Mahirap. May time nga na
sabi ko, parang mas masarap yata na umiyak nang umiyak kaysa makipag-fight scene.
“Kasi nararanasan ko minsan, from 6 p.m. hanggang 5 a.m. puro fight scenes ang ginagawa
ko.
